縣府推動籌建護理之家

Kinmen is facing an aging society. According to statistics of 2009, the total population of Kinmen is 88,134 with over 10, 980 being at least 65 years old, 12.45% of its population.
　 金門縣的人口已逐漸走向高齡化。根據統計，2009年金門縣的總人口數為88,134人；六十五歲及六十五歲以上人口為10,980人，老年人口已占金門總人數的12.45%。

At present, the growth rate of the retirement population (over 65 years old) is ascending. (1) Besides, with the boost (2) of the lower birth rate and the outflowing (3) of the young people, the situation is getting worse. Therefore, the need to improve the system of long term care and to enrich the medical resources required is pressing (4) and of the highest priority.
　 目前，金門縣六十五歲以上的人口增加的速度趨快；出生率的降低以及青壯人口的外流，使人口老人化的現象更為明顯；因此，健全長期照護服務系統，充實長期照護醫療資源的工作已經刻不容緩。
There are 3 organizations that are capable of providing long term care for the elderly. Among them, the rate of occupancy (5) for both public facilities has reached 100%.
　 金門地區目前共有三家機構可提供長期照護；其中公營機構的佔床率都已達100%。

According to the "Medium- and Long-term Plans for the Economic Development of Kinmen & Matzu", the county government should put the "Program for Improving Long-term Care in Kinmen, and Construction Preparation for the Nursing Home" into action (6) with the Public Health Bureau being the responsible party. This program combining medical and industry will be implemented from 2011 to 2013.
　 在「金馬中長期經濟發展規劃」中，金門縣政府將推動「加強金門長期照護，籌建護理之家計畫」，由金門縣衛生局辦理。這項結合醫療與產業類型的計畫，將於民國一百年至一百零二年執行。

According to the above mentioned program, the accommodation capacity for the planned nursing home will be 100 beds, covering an area of 3 to 5 hectares. The proposed budget is 2 billion NT and will be in place (7) within three the years from 2011 to 2013 (adopting the Operation and Transfer model) of which the Kinmen county government has already budgeted 800,000 this year for the planning of this program.

　 根據計畫內容，護理之家規劃的床位是100床，佔地需三到五公頃；經費預估為二億，於民國100年到102年分三期編列（採OT模式辦理）；99年由金門縣政府編列80萬先期規劃費。
