古寧頭村民齊怒吼要求撤銷金管處

Nearly 200 residents of Gu-Ning village gathered at the village office on the night of August 27, to tie yellow banners on their foreheads showing "protest." The villagers showed their anger and dissatisfaction with the administration of Kinmen National Park (KNP), and with the limitation of its related regulations, which they strongly believe has impeded (1) the infrastructure construction and development of Gu-Ning village. Through the protest, they hoped to repeal (2) the administration of the KNP.
近兩百位古寧村民於8月27日晚綁著「抗議」黃布條聚集在村辦公處，向金管處發出不滿的怒吼，強烈抗議金門國家公園管理處惡法，阻礙古寧村民生建設與發展，要求撤銷國家公園金門管理處。

In a discussion forum, many villagers denounced (3) the severe restrictions of the KNP, claiming that "they got no benefits yet to suffer first." Village chief Li, Chao-Jin (李朝金) commented that since the establishment of the KNP 15 years ago, the KNP has responded to all of the suggestions raised by residents by stating that the issues would "be reviewed at the next meeting." Li said, what's even worse, the review meetings only occurred once every five years, where the KNP just went through the motions (4) but brought no resolve, leading the village residents to question the necessity of KNP's existence.
　 座談會中，村民痛斥金管處諸多法令設限嚴峻，古寧村民「未蒙其利先受其害」。村長李朝金表示，金管處成立至今十五年，居民所提建議，金管處的回應只有「納入下次會議通盤檢討」；而檢討會議五年一次，緩不濟急，虛應故事，痛斥金管處根本無須存在。

Chief Li also collected the villagers complaints, including the villager's self-built "Wang Ye Palace", which was constructed without legal permission and later torn down (5), causing outrage (6) among the local residents. The construction and management of the sewage (7) system was considered faulty (8), and its intercepting sewer was clogged (9) producing smelly odors. Villagers' ancestral tombs were leveled off because of negligence of the KNP and the demining contractor which has become the greatest regret of villagers. Li, Chao-Jin summarized the feelings of the villagers saying that they don't see any necessity of the KNP's existence in Gu-Ning Village and required to be released from the park area.
　 李朝金也彙整村民的不滿，包括村民集資在自有地上自建的「王爺宮」，被當違建拆除，引起民眾憤慨；污水系統施工不良，管理失當，「截流口」阻塞而產生臭氣；居民的祖墳，因金管處與排雷公司疏失，竟遭剷平，造成村民不可彌補之遺憾。李朝金總結村民的感受，認為金管處在古寧村已無存在價值，要求金管處撤出古寧村。

In response, the director of the KNP, Zeng, Wei-Hong (曾偉宏), said that they were sincere about communicating with the villagers. He emphasized that, within KNP's reach and regardless of what it takes, the KNP will make every effort to proactively (10) address all the issues. The official from the Construction and Planning Agency, Ministry of the Interior, also said that the opinions of the villagers would be brought into review and addressed in the future.
　 金管處處長曾偉宏則回應，該處很有誠意與村民溝通，他強調能力所及之處，金管處一定積極處理，列席的營建署官員也表示，會將村民的意見帶回檢討處理。
