County Government Charters Liner to Ship Locals Home for Duanwu
縣府端節包船 旅台鄉親順利返鄉 金門縣政府端午節返鄉包船「金門快輪」5月28日搭載三百九十二名旅台鄉親返金,在歡度端午佳節後,金門快輪依然載著鄉親於31日回航台中,對於縣府的貼心服務,讓鄉親都感到窩心。 Kinmen County Government chartered(1) the ocean liner(2) "Kinmen Express", on May 28 to bring 329 Kinmenese who reside in Taiwan to Kinmen for the Dragon Boat Festival. After the holiday on May 31st, the boat again took the same folks back to Taichung. Needless to say, every one was deeply touched by the considerate service. 今年的端午節,一共有連續四天的假期,縣府交旅局局長林振查表示,縣政府為紓解空中交通壅塞和考量旅台鄉親需求,配合端午節連續假期,特別採取包租「金門快輪」輸運鄉親,提供旅台鄉親返鄉另一管道,從台灣經由海上交通返鄉與家人歡聚、共渡佳節。 Director-general of Kinmen County Transportation and Tourism Bureau Lin Zhengcha said, since the Duanwu Festival happened to be a four-day weekend, the county government specifically chose to charter "Kinmen Express" to ship people back to their hometown. It was also a solution for the holiday busy air traffic as well as an alternative to help Kinmenese living in Taiwan get home to celebrate the traditional occasion with their families. 載著返鄉鄉親的端節包船「金門快輪」係在27日晚十時四十分,自台中港開船,經過海上九個多小時的航程,「金門快輪」於28日上午七時五十分抵料羅港,緩緩地駛進港區停泊。李縣長同縣府交旅局局長林振查等人,到料羅港歡迎鄉親返鄉,揮手致意,向大家說「辛苦了」。 The boat left Taichung Harbor at 10:40pm on the 27th and cruised(3) on the ocean for over nine hours. At 7:50am on the 28th, it eased into Liaoluo Harbor and docked. Magistrate Li and Director-General Lin were at the harbor to greet the town folks. 縣政府端節包船,主要費用由縣府負擔,單程票價成人為新台幣五百元,學生、老人和身心障礙人士只要三百元,比台金航線機票的二千元左右便宜許多;因此,受到旅台金門鄉親歡迎,四百個船位登記客滿,只有八人缺席。 The county government shouldered(4) most of the cost to charter the boat. One-way ticket for adults was NT$500 and NT$300 for students, senior citizens and handicapped persons. Compared with flying, which costs NT$2,000 per person, the rates were much cheaper. As a consequence, all four hundred seats on the boat were booked and only eight people failed to show up. 雖然鋒面過境,台灣海峽風浪達九級,少部分乘客發生暈船,但絕大多數鄉親十分興奮,帶著大包小包的行李返鄉過節。接受訪問的鄉親表示,縣政府端午節包船,對鄉親幫助很大,船費大部份由縣府買單,大家出的錢很少;如果全家一起搭船回到金門的話,那可以省下很多錢,非常的感激在心,也感受到縣府關懷鄉親的溫暖。 Although the boat ride happened to coincide with(5) a frontal(6) passage and the waves reaching level 9 in the Taiwan Strait, besides a few people who got seasick, the great majority of the passengers were excited to be going home by sea. Those who were interviewed expressed their gratitude to the county government for chartering the boat. Since the tickets were so inexpensive. People who made the trip with their entire families were able to save a significant amount of money. Everyone was touched by the thoughtfulness and generosity. 桃園縣金門同鄉會理事長楊榮煥也搭端節包船返鄉過節,他說,有三十多年未曾搭過船,這次特別帶著家人搭船,重溫走海路到台灣打拚的往事,很開心,也感受到縣府關懷旅台鄉親的美意。 Chairman of Taoyuan County Kinmen People's Association, Yang Ronghuan, also took the boat to return to his hometown for the holiday. He said it had been over three decades since the last time he had traveled home on a ship. The boat ride with his family particularly reminded him of his trip by sea to Taiwan to pursue a career. He was happy and thanked the county government for their concern about Kinmenese living in Taiwan. 另外,有六位來自台灣騎自行車旅遊的愛好者,他們是金門籍鄉親的朋友,並且以前在金門待過。這次聽金門朋友說有端節包船,於是就和金門朋友一起登記買船票搭船來金門,實現舊地重遊的夢想,以及重溫舊夢。他們指出,第一次從海上看料羅灣和金門本島,感覺非常新奇。 Among the passengers there were also six cyclists(7) from Taiwan. They were friends with some Kinmen folks and had spent some time in Kinmen before. When they learned about the Daunwu chartered boat, they booked the seats with their Kinmen friends right away to revisit Kinmen and relive old memories. Most people had the same reaction to the county government's effort. Everyone gave the thumbs-up(9) and said, "Well done!" 「金門快輪」則是在五月卅一日端午連假最後一天下午二時,從料羅港出發,當天晚間十時至十一時抵台中港,並以接駁專車將鄉親送到目的地,趕上連假後第一個上班、上學日。 "Kinmen Express" set out from Liaoluo Harbor at 2:00pm on May 31, the last day of the Duanwu holiday and arrived at Taichung Harbor between 10 and 11pm the same day. Sun Yat-Sen Memorial Forest中山紀念林 (下)

If you breathe deeply, you can enjoy the smell of the forest that makes you feel relaxed and carefree. Tour Guide: In the memorial forest, you can see the planes and tanks of the wartime. And another military site to experience is right at the "Old Rushan Fort." Here there is an old military campsite where soldiers lived. Nowadays, Kinmen is no longer considered a battle front, so military personnel reduction is underway. A short time ago this base was transferred to the National Park Administration for renovation,(5) and was reopened to tourists as an original feature. 導遊:在紀念林內可以看到當時打仗用的飛機和戰車。還有另一個軍事體驗地點就是『乳山故壘』。這裡早期是國軍的營區,阿兵哥就住在這裡面。現在金門已不是前線了,兵力逐漸裁減,於是軍方將這個軍事據點移交給國家公園,國家公園整理後,保留當時的原貌供遊客參觀。 Tourist: We can only see the military campsite without experiencing the military training and combat. 廈門贈躉船 李縣長:開啟閩台交流大門(下) 他說,當中表達金廈的合作可以開啟閩台交流的大門,可以奠定中華共榮的基礎,希望躉船的設置可以帶給金廈兩地的安全與舒適,從而激勵中央政府能重視金廈的黃金航線,為台金的交流邁向新的境界。他也提到,金門長期以來濃霧不能正常降落金門機場的飛機,應該可以獲得廈門的協助,廈門的高崎機場可以做為金門機場的備用機場,不久的將來,大小嶝之間的第二個規模更大的機場就會在眼前,由大陸來規劃、來投資,受益最大的恐怕是金門,未來金廈生活行政共同市就在眼前,今天我們為歷史留下見證,順著軌跡推動,再竭盡智慧與心力。兩岸合作更具體提升,兩岸和平早日到來。 潘世建副市長指出,廈金客航從2001年開通以來,由第一年的二萬一千多人次,逐年成長到去年的九十一萬人次,今年有望突破一百萬人次,已經成為兩岸交流的重要航線,廈門方面已經擴大東渡郵輪中心客運碼頭、五通海空聯運碼頭因應。 他說,隨著兩地通過廈金直航、往返的客流量增加,為保障金門水頭碼頭的靠泊能力與廈門同步提高,廈門政府與金門方面商議,由廈門市政府贈送躉船支援一條鋼絲躉船,命名為「五緣躉船」,以提高金門水頭碼頭的靠泊能力。 洪成發感謝廈門市政府贈送五緣躉船,他說,小三通自二零零一年啟動以來,七年來中央政府很多的限制,小三通碼頭無法發揮功能,直到二零零八年六月十九日政策開放以後,但通關大樓太小、船席也不夠,廈門市政府贈五緣躉船暫時解決船席不夠的問題,但機場對金門長期發展也非常重要,希望交通部能加速改善金門機場與碼頭等交通問題。 廈門市政府贈送金門的鋼製「五緣躉船」,長30公尺、寬7公尺,造價人民幣1000萬元,功能有如浮動碼頭,原為廈門港口管理局所有但未使用,贈送金門後將配合水頭碼頭增設新船席使用。昨日並由縣長李炷烽、廈門市副市長潘世建、縣議會議員洪成發、福建省交通廳副廳長馬繼列、副縣長楊忠全、福建省港航管理局局長莊和明、港務處處長楊廷標、廈門港口管理局局長王勇軍共同剪綵,並參觀躉船設施,共祝五緣躉船為金門帶來新契機、共創金廈新榮景。 Magistrate Li said that the cooperation between Kinmen and Xiamen can open the door of exchange between Fujian and Taiwan, and establish the foundation of the co-prosperity of the Chinese people. He hoped the set-up of the landing stage will bring safety and comfort to people from both Kinmen and Xiamen. And hopefully, this will urge the central government to pay more attention to the "golden route" between Kinmen and Xiamen, so that the exchange between Taiwan and Kinmen will reach a greater level. He also mentioned that, over a long period of time, airplanes have been experiencing problems landing in the Kinmen Airport normally because of the heavy fog. This situation can be improved with Xiamen's help. The Xiamen Gaoqi International Airport can be the alternate airport(10) for Kinmen. In the near future, the second and larger airport between Dadeng Island and Xaiodeng Island will be built. It is being planned and invested by Mainland China. But the beneficiary(11) is actually Kinmen. Soon the combined living and administrative city of Kinmen and Xiamen will become reality. Today we witnessed an historical event together. Following the track moving forward, and sparing no efforts and wisdom, the cooperation between Mainland China and Taiwan will be concretely(12) improved, and the peace across strait will arrive one day. Deputy Mayor Pan indicated that, since the construction of the travelers' route between Kinmen and Xiamen in 2001, the number of passengers has been climbing year by year, from around 21,000 in the first year, to 910,000 last year. This year the number will probably go over 1 million. This route has already become an important route between Mainland China and Taiwan. Therefore, Xiamen has already extended the Dongdu International Wharf and the WuTong Combined Transport Wharf to ease the problem. Deputy Mayor Pan said, the presenting of this landing stage named "Wu Yuan" as a gift to Kinmen is the consensus(13) of governments from both islands. The purpose is to guarantee the simultaneous improvement of Kinmen Shueitou Pier's anchoring capability, since the number of passengers journeying through the direct cross-strait transportation is increasing. Councilman Hong Cheng Fa thanked the Xiamen Municipal Government for the gift, the "Wu Yuan" landing stage. He said, since the "Mini-Three-Links" policy took effect in 2001, there have been a lot of limitations which make the "Mini-Three-Links" docks unable to function as they are supposed to. Until June 19th, 2008, the policy was deregulated.(14) But the Shueitou Passenger Service Center & United Office Building is too small, and so is the berth. The "Wu Yuan" landing stage as a gift from the Xiamen Municipal Government did solve the berth problem temporarily. But the airport is also crucial(15) to the long-term development of Kinmen. It is hoped that the Ministry of Transportation and Communication can accelerate the improvement and solve the communication problems both of the airport and docks in Kinmen. The gift from the Xiamen Municipal Government, the "Wu Yuan" landing stage, is 30 meters in length and 7 meters in width, and costs 10 million RMB. It functions like a floating dock. Although it had belonged to the Port of Xiamen, it has never been used. After being given to Kinmen, it will be used by the Shueitou Pier for new berth. The opening ceremony was held yesterday. Presiding(16) over the ribbon cutting were Magistrate Li Zhu Feng, Xiamen Deputy Mayor Pan Shi Jian, Councilman of County Council Hong Cheng Fa, Deputy Chief of Fuchien Provincial Communications Department Ma Ji Lie, Deputy Magistrate Yang Zhong Quan, Director of the Fujian Port and Channel Bureau Zhuang He Ming, Director of Harbor Bureau Yang Ting Biao, and Director of Port of Xiamen Wang Yong Jun. They also visited the facilities of the landing stage. Sun Yat-Sen Memorial Forest中山紀念林 (上)
Built in 1983, Sun Yat-Sen Memorial Forest is located along the Central Highway (Boyu Road), between Siguoshan and Shuangrushan. This is the biggest forest for sightseeing in Kinmen. It measures about 100 hectares in area. There are trees and flowers all over the forest, and a theater stage and an amusement park are included, providing nice facilities for family picnics, camping, BBQs, and recreation. 中山紀念林在民國七十二年(西元1983年)開闢興建,位於中央公路(又稱伯玉路)旁邊,介於昔果山和與雙乳山之間。是金門地區規模最大的森林遊憩區,佔地約一百公頃。園區內遍滿林木花卉,還有劇場表演台以及規劃完善的遊樂場,可提供野餐、露營和烤肉,是全家出遊和親子同樂的好地方。 On the northern tip of Sun Yat-Sen Memorial Forest, Chiang Jing-guo Memorial Hall is set up. It was completed in 1989 in the shape of a traditional Chinese mansion, and it has quiet and beautiful surroundings. At the entrance to the Memorial Hall, there is a bronze(1) statue of Mr. Chiang Jing-guo, the late President. On display inside the hall are pictures and relics of his from the time of the war. Besides that, there is the "Old Rushan Fort" near the memorial hall. It's a simulated(2) military battlefield where there are exhibitions of battle planes and tanks. 中山紀念林北端設有經國先生紀念館一座,於民國七十八年(西元1989年)完工,為傳統四合院式建築,四周環境清幽。在紀念館前方入口處,有經國先生的銅像一座。館內則陳列經國先生戰爭期間親臨戰場的照片和遺物。除此之外,在紀念館旁,還有『乳山故壘』設施,陳列軍事模擬陣地和戰爭時的飛機和戰車等。 Kinmen National Park Administration was set up on October 18th, 1995. And the administration office and a tourist center have been established inside the memorial forest. 金門國家公園管理處成立於民國八十四年(西元1995年)十月十八日,並將國家公園管理處及遊客中心設處於中山紀念林內。 Tourist: There are many trees and flowers, and there is much grass here. I feel peaceful when I walk on the paths in the forest. 遊客:這裡有許多的樹木、花草,走在步道上感覺很悠閒。 Tour Guide: It's the biggest forest for sightseeing and leisure in Kinmen. Tour Guide: Well, there are some lemon-scented gum trees(3) and pine trees. The trunks of the gum trees are white and straight. And one thing even more interesting is that when you stick your ear to the trunks and listen carefully, you can hear the underground water flowing. There are also many pinecones(4) in the pine forest. Unusual 3KG Large Yellow Croaker Worthy of NT$10,000
罕見大黃花魚重達五斤市價上萬 新湖漁港勝利號漁船四月十四日捕回一條重達五斤的大黃魚,漁民們神情大樂。這樣的一條大黃魚,近年來很少見;在對岸大陸的行情看俏,一尾要上萬元。 勝利號的船長是陳松樹,船員有陳嘉仁、陳興琳、張礽裕等。他們於十四日清晨三點多出海之後,早上八點半捕回了一尾大黃魚;對較年輕的漁人而言,這是他們加入討海行列以來,看過最大尾的大黃魚。 陳松樹討海已經三、四十年,擁有勝利號和昇順興號兩艘漁船。對船長陳松樹而言,這尾大黃魚,勾起了當年金門大黃魚的盛況;他說,民國六十年時,他曾經一網捕到九千斤的黃花魚。不過,今非昔比,盛況難再;這一條五斤重的黃花魚,竟成新湖漁港中很難得一見的新聞。 據張礽裕表示,一尾超過三斤的大黃魚,在大陸每斤的價格是兩千元;五斤多的黃魚,一尾身價上萬。 On Apr. 14, fishing Boat Victory brought home to Sinhu Fishing Harbor a large yellow croaker(1) weighing 2.5 kilograms. The fishermen were overjoyed.(2) since a large yellow croaker of this size is a rare sight in recent years and could be worth as much as NT$10,000 in China. Captain Chen Song-shu and his crewmen(3) Chen Jia-ren, Chen Xing-lin and Zhang Nai-yu took Victory out around 3:00 AM on the 14th and returned to the harbor with the large croaker at 8:30 AM. For the younger fishermen, this was the largest croaker they had even seen. Chen Song-shu has been a fisherman for almost four decades. He owns two fishing boats-Victory and Sheng-shun. For Captain Chen, this large yellow croaker brought back memories of the days when large yellow croakers abounded(4) around Kinmen. He said, in 1971, he once netted 4,500 kg of yellow croakers. However, this just doesn't happen anymore and never will. It's funny now that even a 2.5 kg yellow croaker would be the focus of attention at Sinhu Fishing Harbor. According to Zhang Nai-yu, a large yellow croaker over 1.5 kg is worth NT$2,000 per 500 g in China. Jinning Elementary and Junior High School Field Trip Brings Nice Surprises
寧中小戶外教學很驚喜 寧中小國小部的戶外教學活動,很不一樣,校長許維民4月24日帶領師生二百多人步行十多公里的路程探索安岐海域的蚵田,也利用排雷大隊工作人員休息的時間,到沙崗雷區實地參觀排雷的重型機具,親身感受到排雷人員的辛苦工作。 寧中小國小部這一次的戶外教學活動很「節能減碳」,學生以徒步方式到安岐海域探索海域的自然生態景觀,參觀人工養殖的蚵田。此外,也進入沙崗「雷區」的禁區外圍,參觀排雷人員所使用的重型機具,這都是師生首次看到的景象,很驚喜。 由於沙崗的雷區,目前正積極進行排雷的工作,排雷人員已剷平一大片的土地,正進行海岸邊的掃雷工作。該校師生利用工作人員休息的時間,在外圍區參觀掃雷機具,上了一堂寶貴的「地雷課」。 許維民說,雷區的存在不僅影響地方的發展,也潛藏危機,排雷工作人員冒著生命危險來清雷,還給金門後代子孫安全的生活環境,也助益地方的建設發展。不過,許維民也站在教育者的立場,希望地區在全面進行掃雷工作,也能選擇一小區域 ,保留下來,讓金門的後代還有機會能看到家鄉早期戰地的軍事產物,來體認先人為了捍衛國家安全,在充滿危機的雷區土地過生活,這也是一種教育。許維民也希望利用戶外教學活動,讓學生更深刻的了解自己家鄉週遭的生活環境。 The Field trips(1) of Jinning Elementary and Junior High School were quite unusual. Principal Xu Weimin on Apr. 24 led 200 odd(2) teachers and students and covered over 10 km to explore the oyster farms in the waters along Anqi. They also took the opportunity, while the demining(3) team was taking a break, to pay a visit to the Shagang Minefield to see the heavy machinery and have a sense of the hard work of the demining personnel. This field trip was very "energy saving and carbon reducing." Students walked all the way to observe the natural ecological landscapes around the waters of Anqi and visited the oyster farms. At the same time, they also entered the peripheral(4) area of the forbidden Shagang Minefield to have a look at the heavy machines used for demining. This was the first time for both the teachers and the students. Everyone was nicely surprised. Demining work has been underway(5) in the minefield in Shagang. The deminers have already leveled a large area and are currently removing the mines along the coast. It was a "Landmines Lesson" opportunity that not everybody could has. Xu Weimin said that minefields not only have an effect on local development but also are dangerous. The deminers are risking their lives to remove the mines to give the future generations in Kinmen a safe living environment. They are also helping with local development. However, Xu Weimin added, from an educator's view, that he hopes the future generations in Kinmen will still be able to see military structures from the early days when the island was a war zone, so that they can understand how their forebears(6) lived among perilous(7) minefields in order to protect their country. This will also be a form of education. Banyan Garden 榕園(之一)
Banyan Garden is located at the rear of Tai Lake. Its original name was Sihwong village and Fengshan village. The garden used to be the old residence of the prominent Hong family during the Ming dynasty. Although the garden village had few residents, most of them served the emperor's regime at that time, according to the old proverb "Less than a hundred village residents, more than 36 palace officials." 位於太湖遊憩區內的榕園原名西洪,又名鳳山。原本是明朝洪氏望族的故居,村中人口不多,但在朝當官者不少,自古即有「人丁不滿百,京官三十六」之美稱。 At the end of the Ming dynasty, Jheng Cheng-gong (Koxinga) felled trees and made boats at the expense of(5) land conservation, thus the whole village couldn't survive the attack of strong winds and was buried in the sand, except for only one house, which remains to the present time. In August of 1967 when Mr. Chiang Jing-guo, the late President of our country visited here, he considered the place shaded in green leaves of the old banyan trees to be an appropriate recreation resort. Consequently, he named the place "Banyan Garden" and renovated the only old house before he bestowed its name " Wuei Lu." 明朝末年,鄭成功為了造船,砍伐大量樹木,陸地在失去原有樹木的保護下,無法抵擋巨大風沙的侵襲,因而導致整個村子的房屋被風沙湮沒,無法保存,後來僅剩下一戶。民國五十六年(西元1967年)八月,先總統蔣經國先生到這裡巡視,看見古榕樹綠蔭蔽天,是個休閒遊憩的好地方,便將此處命名為「榕園」,並且整修剩餘的一間古厝,取名為「慰廬」。 By the side of Banyan Garden is "Tai Lake", the biggest man-made fresh-water lake in Kinmen. It measures 36 hectares in area, and provides the largest single source of water supply in Kinmen. The main function of the lake is to offer water for the residents of Jinhu town. In the middle of the lake there are three islets with a pavilion on one of them. Taiwu Mountain 太武山

Tour Guide: No problem. You are going to view the beauty of the whole Kinmen island on the way up the mountain. The breeze feels very comfortable as you walk on the road. Along the way there are noteworthy places such as the Place Where Koxinga Reviewed Military and Played Chess, Wu-Wang-Zai-Jyu Inscribed Rock, and Haiin Temple. At the Place Where Koxinga Reviewed Military and Played Chess you can have a bird's-eye view of the northern seashore of Kinmen. Tour Guide: Yes, there is an "An-shin Stone"(Soothing Stone) in the Haiin Temple. By the way, Haiin Temple is the end of our trekking journey. You can sip the non-polluted tap water of the mountain spring in the front of the temple. Wuhu Mountain 五虎山
Wuhu Mountain is also call Jhaiz Mountain. It is the second highest mountain in Kinmen, second only to Taiwu Mountain. It measures about 127 meters in height and 7 hectares in area. The path leading up and down the mountain is 1.5km long, and tourists can go up the mountain from the military camp on one side or from Beiyu Temple on the other. 五虎山又稱寨子山,是金門的第二高山,僅次於太武山,高約有127公尺,佔地約有7公頃。五虎山步道全長約為1.5公里,遊客可從軍營登山口或北嶽廟登山口上山。 Wuhu Mountain is a scenic spot, with newly-constructed facilities such as an elaboration path and an observation platform. There are plenty of endemic plants on the mountain and numerous sorts of butterflies, insects, and birds. It is a nice place where tourists can feel the essence of nature, and it provides a good place for biology research. 五虎山是新開發出來的景點,設有解說步道及觀景眺望平台。山上有非常多的原生植物,也有眾多的蝴蝶等昆蟲或其他鳥類。這裡是遊客接觸大自然的好地方,也是提供生物研究的最佳地點。 Currently, Kinmen National Park exercises management over the abandoned military camp on the mountain. A project combining Wuhu Mountain, Folk Culture Village, and Maple Leaves Resort is underway, and it will make the whole area a complete recreation resort in the eastern half of Kinmen. 目前,金門國家公園將五虎山上的廢棄營區納入管理範圍,未來將與五虎山、山后民俗文化村和楓香林遊憩區等景點結合,成為金門東半島完整的遊憩區。 Tourist: The mountain doesn't look high. The mountain is not as famous as Taiwu Mountain, but because of its location tourists can view Jiaoyu, Dadeng, and Siaodeng islets from its top. The eastern half of Kinmen is also visible, including Mashan, Shanhou, Jinsha Township and so on. Airline Transportation Voucher For The Disadvantaged On The Way
航空交通券即起上路 全國首創的社會福利政策!金門縣政府為照顧弱勢族群特別推出航空「交通券」補貼福利政策,自即日起上路,估計約有身心障礙者、低收入戶近5600人以上受惠,每年申請以一次為限,補貼金額由4000至 6000元不等。將實施至民國100年12月31日止,縣府請符合資格者自即日起可逕向戶籍所在地之鄉鎮公所提出申請、使用。 金門縣政府考量金門位處離島,縣民對外交通主要仰賴台金間之航空運輸,基於低收入戶家庭是經濟弱勢,台金航空交通費普遍無力負擔;身心障礙者也因身心健康因素,經常須赴台就醫或復健治療,往返交通費也造成家庭沈重負擔,因此金門縣政府實施這項航空票價補貼辦法。 據縣府社會局指出,依「金門縣弱勢族群航空票價補貼實施辦法」規定,地區弱勢族群於搭乘航空班機往返金門與臺灣本島時,得申請票價補貼。補貼對象為現設籍本縣三年以上列冊低收入戶之戶內人口及身心障礙者(未滿三歲者不受本條第一項設籍本縣三年以上之限制)。補貼標準為未滿二歲每人每年全額補貼二次(來回四趟)。 縣府社會局表示,2歲以上具低收入身分者每人每年補貼新臺幣6000元;具身心障礙身分者,每人每年補貼新臺幣4000元。低收入戶或身心障礙者,同時符合本縣學生航空票價補貼實施辦法請領資格,應優先申請學生航空票價補貼,如金額低於本辦法標準,再依本辦法申請其差額。 有關補貼方式,2歲以上航空票價補貼以發給交通券方式,交通券面額新臺幣五百元。未滿2歲依票價金額核實補助。2歲以上受補貼對象於搭乘航空班機往返金門與臺灣本島時,得持交通券折抵票價。但每次使用交通券,應自行負擔部分票價,不得全數以交通券折抵。 至於交通券發給時間為:一、低收入戶:原列冊低收入戶,於每年一月份低收入戶重新審查核定後受理申請,經審核通過後發給一年份交通券。二、身心障礙者:原持有身心障礙手冊者,配合當年度低收入戶審查核定時間受理申請,經審核通過後發給一年份交通券。年度中新增個戶(案),於申請核定之當月份發給。六月份以前核定者發給一年份交通券;七月份以後核定者發給半年份交通券。 符合請領資格者,即日起可攜帶戶口名簿影本及私章,身心障礙者並檢附身心障礙手冊影本,向戶籍所在地鄉鎮公所申請。申請案經審核完成,縣府並完成使用人姓名等資料套印後,會通知申請人領取使用。至於2歲以下符合依票價全額補貼者,於搭乘航空班機次日起至當年度十二月底以前,填寫申請表,並檢具戶口名簿影本及登機證,逕向縣府社會局申請補貼。 縣府社會局再度提醒,本交通券六月份以前核定者發給一年份交通券;七月份以後核定者發給半年份交通券,請符合請領人掌握時效提出申請,以維護個人權益。又交通券僅限受補貼對象本人搭乘臺金航線臨櫃使用,如因遺失或毀損,不得申請補發,亦不得轉讓、兌換現金及找零。 縣府社會局強調,本(98)年度交通券應於98年12月31日前使用,逾期不得使用,使用時並應主動出示身分證件,以利核對。 First seen in the national social welfare policy! In order to take care of disadvantaged groups(1), government of Kinmen county introduced this policy of airline" transportation voucher", and it starts from today. It is estimated that more than 5600 people, including people who are physically or mentally challenged(2), low income households, will benefit from this policy. The compensation is between 4000 and 6000 NT dollars and can be applied for once a year. The policy will last until December 31st, 2011. County government asks people qualified to apply to village or town office in the domicile(3) and use the voucher. Kinmen county is a off- shore island. Government of Kinmen County realizes that residents rely on the airline to commute(4) between Kinmen and Taiwan. Since low income household is economically disadvantaged transportation between Taiwan and Kinmen is usually unaffordable; (5) people with physically or mentally challenged have to commute between Kinmen and Taiwan very often to go to the doctors and go under treatments because of mental and health problems, and the fee for transportation can be a big burden to the family. Thus, government of Kinmen County introduces this compensatory policy to subsidize(6) for the airplane tickets. Social Affairs Bureau of Kinmen county pointed out that according to the "Implementation Measures of Airplane Ticket Subsidies for Disadvantaged Groups in Kinmen County", disadvantaged groups from residents of Kinmen area can apply for subsidy for the ticket while commuting between Kinmen and Taiwan. Those who can get the subsidy is subjected to those who has the residency(7) of Kinmen county for more than three years, and also are on the list of low income household or physically or mentally challenged. (Children under three years old are excluded from the first limitation of holding residency of Kinmen for more than three years.) Subsidy standard is that people under two years old can get full subsidy twice each year (which is four trips back and forth). Social Affairs Bureau of Kinmen county indicated that residents older than 2 years old with low income identity can get 6000 NT dollars of subsidy each year; residents with mentally or physically challenged can each get 4000 NT dollars each year. If low income households or residents with physical or mental disability are simultaneously(8) qualified to apply for subsidies according to the "Implementation Measures of Airplane Ticket Subsidies for Students in Kinmen County", they should apply for students' ticket subsidy first. If the amount of money is less than this standard, they can apply for the margins according to this regulation. As for the ways of subsidy, residents older than two years old will be subsidized through the transportation voucher. Each voucher has the face value of 500 NT dollars. People under two can get a full compensation according to the ticket's price. People over two years old can use the transportation voucher to discount the ticket while taking planes back and forth between Kinmen and Taiwan. Transportation voucher can only cover for part of the ticket. It cannot discount full price of the ticket so residents should pay the rest. The timing(9) of distributing transportation will be: 1, low income households: originally listed low income households can get the transportation voucher for the year after qualifying the reexamination of the application in Jan each year. 2, mentally or physically challenged: for residents with the handbook for the physically and mentally challenged persons, their qualification will be examined at the same time as the low income households'. Once qualified, they can get a year's quota of transportation voucher. New cases each year will get the subsidy from the month qualified under the condition that one year amount of transportation voucher will be distributed to those qualified before the end of June; after July, qualified people can only get half amount of transportation voucher. From today on, qualified residents can bring a copy of certificate or booklet of each registered residence and private stamp to apply to village or town offices. Mentally or physically challenged also have to give a copy of the handbook for the physically and mentally challenged persons. Once qualified, Kinmen county government will print out the voucher and information such as the user's name and will inform applicants to pick up and use the voucher. For residents under two qualified for full compensation can fill out applications and give the boarding pass and a copy of booklet of each registered residence and apply to the Social Affairs Bureau of Kinmen county from the day of the flight to the end of December the same year. Social Affairs Bureau of Kinmen County reminds that one year amount of transportation voucher will be distributed to those qualified before the end of June; after July, people can only get half amount of transportation voucher. Residents who are qualified have to grasp the right time and apply for it to protect individual's rights and interests. Transportation voucher can only be used by the one who is subsidized while on the trip between Taiwan and Kinmen. If the voucher is lost or destroyed, it cannot be reissued. No transferring of the ownership of the voucher. Nor can it be cash into money or get the change. Social Affairs Bureau of Kinmen County emphasizes that the voucher issued this year should be used before December 31st, 2009. It cannot be used after that. Taiwu Mountain 太武山(續)
The four characters(1) of "Wu Wang Zai Jyu" inscribed on the rock were written by the late President Chiang Kai-shek in 1952, when he inspected(2) the military in Kinmen. His purpose was to remind both military and civilians of(3) General Tian-dan's spirit of winning against the superior(4) forces at Jyu city in the ancient country of Chi. Nowadays, it has become an outstanding sightseeing point and tourists consider this as one of the best places for taking pictures. 毋忘在莒為先總統蔣介石先生在民國四十一年(西元1952年)巡視金門所題,用以期勉軍民效法古代齊國田單在「莒」城以寡擊眾的精神。現在已成為著名的觀光景點,也是遊客拍照的最佳地點。 Haiin Temple is also call Taiwuyan Temple. It was built in the Song dynasty (1265-1274 B.C), over 800 years ago. Nowadays, the temple exhibits(5) Guanin Buddha, Rukai Buddha, and eighteen Lohan for people to worship.(6) In 1958, during the Aug. 23rd bombardment, the temple was destroyed by the artillery shells and was rebuilt in 1961. 小三通問題多 李縣長赴監察院報告 監察院四月二十一日召開「實施大三通後對金馬小三通所產生之衝擊及衍生問題檢討會」,金門縣長李炷烽帶領縣府三局室主管與會提出專案報告,並提出八大項建議。 金門縣政府表示,2001年元月1日金門與大陸實施小三通。2008年6月核定「小三通人員往來正常化實施方案」。其後在兩岸關係逐步解禁與開放的政策下,金門與大陸之間的人員往返、航運、商貿等關係在與國家兩岸政策的推展下,大幅度的往前邁進與開放,標識著金門「小三通」時代的結束。 縣府表示,新一階段「大三通」時代金門的角色與位置,已經是政府大三通政策中的一員與一部份;唯在政府三通政策的推動過程中,金門由於受原「小三通」政策思維的束縛,產生諸多行政作為的不足與不妥,造成基層國民期望的落差,亟需相關單位配合速謀改善。 對於實施大三通後對金馬小三通所產生之衝擊,縣府表示,2008年6月19日行政院通過「小三通人員往來正常化實施方案」推動後,經由金門口岸進出之國際、國內、大陸旅客較政策實施前增加約百分之七十,金門尚義機場、金門港水頭通關中心之場站硬體空間產生容量不足、相關通關人力、設施未能配合擴充因應。 至於旅客劇增時備感吃力,服務評價低落,縣府說,經由媒體報導後形成負面影響損害國門形象及政府開放政策之美意,如不改善,將減低旅客經由金門進出之意願而影響經濟活動。目前相關軟、硬體條件雖經各部會研議正陸續逐步改善中,唯仍需加速推動以配合金門交通及旅遊產業發展營造親善環境。 縣府也針對攸關金門重大建設和發展提出八大項的建議: (一)加速投資興建金門國內商港之「水頭港區」暨充實金門地區緊急救難設備與能力。 (二)加速「金門尚義機場」擴建工程(陸側、空側)。 (三)金門口岸之配駐單位組織常態化。 (四)速合理化「金門國內商港」經營管理體制,以符法制。 (五)優先施建「金烈大橋」配合旅遊發展。 (六)加速推動金門自大陸引水方案,以滿足實需。 (七)可得直接輸入台灣地區之大陸地區商(產)品,由金門地區輸入後,應允許一體流通於國內地區。 (八)大陸地區人士來金旅遊、交流得憑有效身分證件辦理落地簽作業。 The Control Yuan held a meeting on April 21 for "Evaluation(1) of Impacts of Implementation(2) of the Three Direct Links on Current Mini-Three Links in Kinmen and Mazu, and Problems Thereof Derived(3)." Kinmen Magistrate Li Zhufeng and three chief directors from the county government attended the meeting to present a special report along with eight important suggestions. According to Kinmen County Government, the Mini-Three Links between Kinmen and Mainland China commenced on Jan. 1 2001. After the "Implementation Plan for Normalizing(4) Personnel Exchanges Via the Mini-Three-Links" was approved in Jun. 2008, tensions across the Strait began to thaw(5) and open policies were adopted. Under the new Cross-Strait policy, visits, shipping and trade have increased significantly and this indicates the "Mini-Three Links" era is coming to an end. The role and position of Kinmen have always been part of the "Three Direct Links" to be initiated(6). However, in the process of government promotion of the Three Direct Links, Kinmen has remained bound(7) by the thinking behind the original "Mini-Three Links" policy which resulted in many insufficient and inappropriate administrative measures that are inconsistent with(8) the expectation of the people in Kinmen. This calls for urgent improvement from concerned authorities. After the stipulation(9) of the "Implementation Plan for Normalizing Personnel Exchanges Via the Mini-Three-Links" on Jun. 19 2008, according to Kinmen County Government, increases of international, Taiwanese and Mainland Chinese travelers passing through Kinmen have grown about 70% from before the new policy was implemented. With the "Three Direct Links" to be implemented soon, the immigration control facilities at Kinmen's Shang-I Airport and Shueitou Harbor are apparently inadequate(10) and both the manpower and equipment are in need of(11) serious improvement in order to meet the demands. The county government official added that inadequate manpower and facilities have resulted in visitors' discontentment(12) with the services. After it was reported by the media, the image of the gate to the country has been damaged and the government's good intention to open up to Chinese tourists has been compromised.(13) If this is not improved in time, travelers' willingness to go through Kinmen will drop and Kinmen's economy will be affected. Currently, improvement measures from related government agencies are gradually being carried out but they need to be accelerated(14) to facilitate(15) transportation and tourism development in Kinmen as quickly as possible. Taiwu Mountain太武山
Taiwu Mountain is also called God's Mountain. It's located in the center of Kinmen, and is the highest mountain of Kinmen. The mountain measures 252m in height and is made up of hard granite-gneiss bedrock. Interweaving tunnels have been dug inside the mountain, and these passages provide the best defense. They achieved wonders in the battle of August 23rd. At the same time, the mountain tunnels comprise(1) a notable(2) underground castle. Besides, "Hhuagangshi (Granite) Military Hospital" and "Cintian Hall" inside the mountain are also worth noting. 太武山別稱仙山,位於大金門島中央,是金門的第一高山,高度有252公尺,由堅實的花崗片麻岩所組成。太武山內部坑道彼此相通,提供了最佳的防禦功能,也造就了八二三砲戰期間的「奇蹟」戰果,同時成為有名的地下堡壘。除了坑道外,尚有聞名的『花崗石軍醫院』和『擎天廳』。 The way up to the mountain measures a total of 3.5 kilometers from "Yuchang Road Arch" by the cemetery(3) to "Wu Wang Zai Jyu" Inscribed Rock.(4) On the way up the mountain, visitors can get a nice view of Kinmen. There are many charming scenic spots along the road, such as the Place Where Koxinga Reviewed the Military and Played Chess , Wu Wang Zai Jyu Inscribed Rock, Haiin Temple, and so on. 以太武山公墓旁的「玉章路牌樓」為起點,至「毋忘在莒」的碑石,步道全長約有3.5公里。沿步道登上太武山便可眺望金門島上的好風光。沿途景色迷人,有延平郡王觀兵弈棋處、毋忘在莒和海印寺等景點。 The Place Where Koxinga Reviewed the Military and Played Chess recalls the time at the end of the Ming Dynasty when Jheng Cheng-Gong (Koxinga) watched his soldiers drilling(5) and played chess. It's a natural cave, which measures 13 meters in depth, 7 meter in width, and 4 meters in height. In the cave there was a broken old chessboard made of stone. "Our Island, Our Dreams" To Premiere On April 24

Cyonglin Tunnels瓊林戰鬥村坑道
Cyonglin village is located at the center of Kinmen. Being at the narrowest place in Kinmen, the village is strategically(1) important. The reason for building the tunnels was mainly war-preparedness as well as to strengthen civil defense(2) and security. The tunnels were dug in 1976 by a self-defense team organized by the residents of Cyonglin village. Leading to every corner of the village and linking together,(3) the tunnels are several kilometers in length. The administration office of the village used to be the command post, and is now the ticket office and entrance into the tunnels. Once you enter the tunnels, it takes about 10 minutes to walk to one of the exits in the northern suburbs,(4) where a statue of the Wind Lion God stands right at the village entrance. Joint Signature Campaign(1) by Kinmen Folks
反對裁併僑委會金門人熱烈連署 against Integration(2) of OCAC 金門各界配合金門縣政府發放金酒感恩回饋券作業,四月五日於全縣35個村里辦公處發起「萬人連署簽名活動」,以實際行動傳達海內外金門人堅決反對裁併僑委會的心聲。 針對行政院將僑務委員會裁併入外交部,整合為「外交及僑務部」,金門各界包括有金門縣議會、金門縣政府、金門縣各鄉鎮民代表會、金門縣各鄉鎮公所、金門縣旅台各同鄉會、金門縣村里長聯誼會、金門縣各社區發展協會等共同發起「萬人連署簽名活動」。另外,旅台金門各同鄉會在3月22日發起首波嚴正聲明及連署活動,金門縣華僑協會代表、海外26華僑社團也聯名在金門日報刊登陳情書,表達海內外鄉僑的立場。 金門縣長李炷烽偕同夫人吳麗鳳在中正國小視察金酒回饋券發放作業時,共同在連署書上簽名反對裁併僑委會;他表示,海外僑社聽聞此事都發出不以為然的聲音,畢竟外交部與僑委會分屬不同的性質,尤其,台灣外交處境困難,僑社透過當地政經實力及長年深耕之成果,對國際外交空間的開拓達到事半功倍宏效。 李縣長指出,金門是閩南住民僑鄉,金門華僑散佈海外35個僑社,鄉僑人數計近70萬人,他過去幾年走訪金門僑社,深感僑社對中華民國向心與對中華民族的支持,以及對家鄉鄉土之情懷既深且厚。 面對僑委會可能被裁併命運,李縣長表達不妥、不合理及堅決反對裁併的立場,大聲疾呼台灣政府進行組織再造,以及立委諸公重視僑委會存在價值,同時實地了解華僑對中華民國、台灣重要性,以及國力往外延伸貢獻;李縣長也表示,這項連署簽名結果,將在適當時機送交中央相關機關參考,表達金門鄉親反對裁併僑委會的聲音。 Taking the opportunity of the issuance of the Commemorative Vouchers on Apr. 5 when most residents would visit the 35 village offices to pick up their vouchers, people from both public and private sectors in Kinmen organized and held the "10,000 People Joint Signature Campaign" to voice their determination(3) against integration of the Overseas Compatriot(4) Affairs Commission(OCAC). Aimed at(5) the Executive Yuan's decision to merge the OCAC with the Ministry of Foreign Affairs(MOFA) to become the Ministry of Foreign and Compatriot Affairs, Kinmen County Council, County Government, township assemblies, township offices, Kinmen associations in Taiwan, Kinmen Chief of Village Association, and every community development association in Kinmen joined forces and held the "10,000 People Joint Signature Campaign." The Kinmen associations in different parts of Taiwan took the initial(6) move on Mar. 22 with a solemn(7) statement and a joint signature activity. Representatives from Kinmen County Overseas Compatriot Association and 26 other overseas compatriot organizations also co-endorsed(8) a petition letter(9) published in Kinmen Daily News to express the stand of Kinmen folks in and out the country. While visiting Zhong-zheng Elementary School to inspect the issuance of the Commemorative Vouchers, Kinmen County Magistrate Li Zhu-feng and his wife Wu Li-feng added their signatures to the joint signature list. He commented that every single overseas compatriot organization was upset by the Executive Yuan's decision. After all, the MOFA and the OCAC were two agencies of different nature. As Taiwan was in a difficult position with regard to(10) foreign relations, the contributions(11) of overseas compatriot organizations through their local political and economic influence established over the years were able to make it easier for Taiwan secure and extend its diplomatic space. Magistrate Li pointed out that Kinmen was the home of close to 700,000 overseas Min-nan folks belonging to 35 overseas compatriot organizations across the globe. In his visits to organizations of Kinmen people overseas in the past years, he was deeply impressed(12) by the their identification(13) with ROC and their support. Their ties with the homeland had remained profound and solid. Li thought the merging of the MOFA with OCAC would be inappropriate and unreasonable. 烈嶼博奕公投69.39%贊同 備受關注烈嶼地區是否設立賭場?烈嶼鄉公所四月五日配合感恩回饋券發放作業舉辦「4項公共議題諮詢性投票」,這項博奕議題有1630人投票,結果其中有1130人同意設立賭場,同意率為69.39%。將連同其他3項議題投票結果作為將來是否爭取設立賭場及地方發展參考依據;烈嶼鄉長林金量表示,尊重每位鄉親的決定,一切以民意為依歸。 烈嶼鄉公所「4項公共議題諮詢性投票」投票結果,據統計:1.您是否同意盡速興建金烈大橋?同意率為93.23%(同意票1516人,投票人數1626人)。2.您是否希望興建金(烈)廈大橋?支持率為88.21%(支持票1436人,投票人數1628人);3.您是否同意烈嶼鄉不列入金門國家公園管理處管轄範圍,烈嶼地區比照澎湖縣與連江縣由國家風景區管理處管轄服務?同意率為79.29%(同意票1290人,投票人數1627人)。 其中,第4項議題:您是否同意金門地區在中央所規範管理制度下開辦「博奕產業(觀光賭場)」設立於烈嶼地區?同意率為69.39%(同意1131人,投票人數1630人)。林金量指出,設立賭場不單是設立問題,重要問題在管理上,以澳門賭場而言還涵蓋有商圈消費及藝術表演等等,不僅提振當地經濟,還增加就業機會。 烈嶼鄉曾於去年舉辦「設置博奕產業(觀光賭場)諮詢性民調」,結果贊成開放博奕事業者達九成二,反對者不及一成,林金量依據這份主流民意,才決定在清明假期舉辦「公共議題諮詢性投票」,並鼓勵返鄉掃墓的旅台鄉親們一起投票決定自己未來。 鄉長林金量表示,4項公共議題,包含3個議題是在徵求鄉親同意與不同意,目的在取得民意所在與資料的蒐集;另外一個議題由於牽涉政治層面問題,只能用「希望」字眼,希望未來作為政府決策參據。 林金量也表示,烈嶼鄉是個獨立的島,面積16.2平方公里,依戶政統計資料,全鄉20歲以上的公民數約6192人,於5日舉辦「3個同意及1個希望」的公共議題諮詢性投票,投票時間自上午8時至下午5時,全鄉5個村每村各設立1個投票口,投票後立即進行開票及計票作業,全程將由地方長老、仕紳監督見證,過程公正、公開、公平及透明。 林金量強調,任何人對公共議題都有贊同與不贊同的意見,尊重每位鄉親的寶貴意見,最終以民意主流為依歸。 依立法院三讀通過的離島博奕條款規定,開放離島設置觀光賭場,應依公民投票法先辦理地方性公民投票,其公民投票案投票結果,應經有效投票數超過二分之一同意,且投票人數不受縣(市)投票權人總數二分之一以上限制,亦即無任何門檻,林鄉長參照公民投票精神,審慎辦理此次民調結 果,希望展現烈嶼鄉親意志及表達眾人之看法。 Whether or not the people of Lieyu would agree to opening of casinos on the island has been a major issue. The Lieyu Township Office took the opportunity of the issuance(1) of the commemorative vouchers(2) on Apr. 5 and had a "reference poll on four public issues." 1,130, or 69.39%, of the 1,630 people who voted gave their approval for opening casinos. The result, along with the voting outcomes for the three other issues, will serve as references for whether the island will appeal to (3) the government to allow the opening of casinos to help island development. Township Chief Lin Jin-liang said he respected the decision of the residents and the township would act accordingly. The results of the "reference poll on four public issues" are: (Question 1) 93.23% of the votes (1,516 out of 1,626) consented that the Kinmen-Lieyu Bridge should be built as soon as possible; (Question 2) 88.21% of the votes (1,436 out of 1,638) expressed support regarding the building of the Kinmen (Lieyu) - Xiamen Bridge; (Question 3) and 79.29% of the votes (1,29 out of 1,627) agreed that Lieyu should not be placed under the jurisdiction(4) of Kinmen National Park Administration but, instead, placed under the National Scenic Area Administration like Penghu County and Lianjiang County. The fourth issue -"Do you approve the opening of casinos on Lieyu Island under the administration of the central government?" - received 69.39% of the votes (1,131 out of 1,630) positive replies. Lin Jin-liang pointed out that allowing casinos to open is not a mere question of setting them up. Management is the most important issue. Take the casinos in Macao for example. They are also developing business circles and offering art performances, etc., to stimulate consumption. This will not only improve local economy but it can also create jobs. Last year, the Lieyu Township conducted the "Reference Survey on Opening of Gambling Businesses (Casinos)". 92% of the people gave their approval. Those who opposed made up (5) less than 10% of the votes. It was under public opinion that Lin Jin-liang accordingly decided to hold the "reference poll on four public issues" during the Tomb Sweeping holiday and encouraged Lieyu folks returning from Taiwan for the occasion to vote to determine their own future. Lin Jin-liang expressed that the poll was to find out the people's stand on the first three public issues and to gather related data. The last issue involves political considerations, so he could only "hope" the central government would take the result into account (6) when the decision is made in the future. Lieyu is an isolated island with a surface area of 16.2 square kilometers. Household registration data show that there are 6,192 people over 20 years of age. The public issue reference poll of "Three Yes/No Questions and One Hope" held on Apr. 5 was run from 8:00AM to 5:00PM. A polling station was set up in each of the five villages in the township. Vote count commenced immediately after voting. The entire process was overseen by local elders and esquires (7) to ensure its fairness, openness and transparency. Lin Jin-liang emphasized that people might approve or disapprove any public issue. He respects their opinions and the Township Office will act in accordance with(8) the decision of the majority.(9) As stipulated(10) in the Offshore Island Gambling Law that a local referendum(11) is to be conducted in line with(12) the Referendum Act before casinos can be opened on offshore islands. The referendum result should have over half of the valid votes approving opening of casinos. Moreover, the number of people who cast their votes on this issue does not have to meet the threshold(13) of 50% of the total eligible(14) voters in a county/city. In other words, there is no threshold. The original name of "Dadan" (phonetically similar to 'boldness' in Chinese) island was "Da-dang" (phonetically similar to 'burden' in Chinese).(註1) When Chiang Jing-guo, the late President of the R.O.C., served as the Director of the General Political Warfare Department, he inspected Da-dang in 1951 and encouraged soldiers with the words " With 'boldness' you are bound with the 'burden' of national recovery."(註2) So the name "Da-dang" was changed into "Dadan". Up to the present day, Dadan Island is still renowned(註3) for its reputation as "Boldness upon burden, a never abandoned islet." 大膽島原名大擔,民國四十年(西元1951年)總政戰部主任蔣經國視察大擔時,為了勉勵官兵:「大膽者,方能負起反攻復國之大擔」,因此,將「大擔」改名為「大膽」。沿用至今,大膽島亦有「大膽擔大擔,島孤人不孤」之名號。 On July 27th, 1950, the Communist soldiers began to fire at Dadan Island from Baish Battery, Sitou, Tatou, and Uyu of the mainland. About four hours later, approximately 700 soldiers set sail from Xiamen Harbor and landed on the east and the west sides of Dadan. The battle occurred during a typhoon at night, and the failure of military communication put our soldiers in jeopardy.(註4) After fighting a hard and brave resistance, in one day our military captured over 200 enemy soldiers with just the manpower of two companies(註5) and a half. The rest of the enemies were either dead or wounded, and most of them had drowned in the sea. Water Supply From Mainland: County Magistrate Li Anticipates Central Government's Project Finalization
大陸引水李縣長盼中央早日定案 經濟部水利署第八河川局局長何建旺,三月三十一日拜會縣長李炷烽,雙方除了研商金沙水庫週邊低窪地區水患問題外,李縣長也提及有關「大陸引水」計劃,希望中央摒棄形式主義,早日拍板定案,以一勞永逸解決金門水荒問題。 金沙水庫周邊窪地經常是遇雨成災,縣政府召開金沙溪排水系統規劃協調會,經濟部水利署第八河川局局長何建旺到場指導。 李縣長極力爭取把金沙溪排水系統改善列入治水計畫,徹底解決金沙水庫週邊低窪地區水患問題。據了解,有關「大陸引水」計劃,目前刻由行政院審議中,中央可能考量納入兩會協商,但截至目前是否由兩會出面協商,政策仍未定案;李縣長也特別提出金門對供水需求,希望中央早日核定並付諸實行。 Ho Jian-Wang, director of the Eighth River Management Office of Water Resources Agency, Ministry of Economic Affairs, visited Kinmen County Magistrate Li Zhu Feng on March 31.(註1) The parties discussed flooding problems of the lowlands(註2) around Jinsha Dem, and Magistrate Li brought up(註3) the "Water Supply from Mainland" project, urging the central government to free itself of the bondage of formalism(註4) and finalize the proposal as soon as possible so the water supply shortage could be solved once and for all. (註5)The areas surrounding Jinsha Dem are often inundated(註6) after rains. The County Government convened(註7) the Jinsha River drainage system planning coordination meeting, and Ho Jian-Wang, director of the Eighth River Management Office, was present to give directions. Magistrate Li has spared no effort(註8) in his attempt to include Jinsha River drainage system improvement in the flood prevention program in order to uproot(註9) inundation problems of the lowlands around Jinsha Dem. The "Water Supply from Mainland" project is being reviewed by the Executive Yuan. It is likely that the central government may incorporate(註10) the issue in the talks between Straits Exchange Foundation and Association for Relations Across the Taiwan Straits. 金門觀光英文解說參考手冊─戰役篇馬山觀測站 Mashan Observation Post (Battles) Situated(註1) on the northern tip of Kinmen island, Mashan Observation Post is the nearest sightseeing point to the mainland. The distance between Kinmen and Jiaoyu is 2,100 meters at the flood tide(註2), but merely 1,800 meters at the ebb tide, making it the best spot to view the mainland. It used to be a militarily restricted area(註3) in early days, and has now been opened to tourists after the lifting of martial law.(註4) 馬山觀測站位於金門島最北端,是金門本島與大陸最近的一個觀光據點。馬山觀測站距離大陸角嶼只有二千一百公尺,退潮後,更只有一千八百公尺,是觀測大陸沿岸最佳之據點。早年為軍事禁區,解嚴後,已開放讓民眾參觀。 The underground tunnel in the observation post measures 174m in length and leads to a bunker where tourists can walk to and enjoy the scene of the mainland. In the bunker there are three high-powered binoculars(註5) that you can use to observe Jiaoyu, Daden, and Siaoden islets of the mainland more closely and enjoy the coastal scenery. The "Mashan Broadcasting Post" beside the observation post was a forefront(註6) for propaganda(註7) to the enemy in the old days. 觀測站的地下坑道全長一百七十四公尺,遊客走過長長的戰備坑道,可從碉堡內瞭望對岸。走到最底,還有三座高倍望遠鏡,可以更清楚的看到大陸的角嶼、大嶝、小嶝諸島的沿海風光,一睹對岸生活情況。觀測站旁邊的「馬山播音站」,是當年對大陸心戰喊話的前哨站。 Tourist: What was the purpose of this tunnel? 遊客:這個坑道是作什麼用的? Guide: This was the army's tunnel for war preparedness. Walking through the long tunnel, you can see the mainland on the opposite side. This is the nearest post to the mainland, so this tunnel was also called "The First Post of the World." 導遊:這是陸軍的戰備坑道。通過長長的坑道,就可以看見對岸大陸。這裡是最接近大陸的哨站,所以,這個坑道也稱為「天下第一哨」。 Tourist: Too bad! 金門觀光英文解說參考手冊─戰役篇 (Battles)北山古洋樓 Guningtou can be divided into three villages, namely, Nanshan, Beishan, and Liencu. The house located at the entrance of Beishan village is called Beishan Old Western Style House, and its owner is Mr. Lee, an overseas Chinese businessman. During the Guningtou Battle (in 1949), some of the communist soldiers landed on Kinmen and circled around Nanshan and Beishan villages before they launched a street battle with our soldiers. This old house bore the brunt(註1) of the attack and was used as the command post of the communist military. Later on, our soldiers unleashed(註2) a counterattack, raided(註3) throughout the village and successfully captured the fleeing invaders(註4). 古寧頭可以分為南山村、北山村和林厝村,而位於北山村口的古洋樓即稱為北山古洋樓,是李姓華僑的房子。民國三十八年(西元1949年)古寧頭戰役期間,有一部分登上金門島的共軍在南山村和北山村一帶流竄,與國軍展開激烈的巷戰。這幢洋樓首當其衝,並且成為共軍的指揮所。後來,國軍展開反擊,並對全村掃蕩,雙方火拼不斷,最後才將登陸島上的共軍俘虜。 Now the numerous imposing(註5) bullet holes in the walls vividly remind people of(註6) the harsh engagement(註7). In 1986, the Kinmen County Government decided to keep the house its original condition, built a special walkway and set up a battle monument that provides a memorial from generation to generation. 現在從洋樓牆壁上無數顯眼的戰鬥彈痕,不難讓人想像當時戰況的激烈。民國七十五年(西元1986年)金門縣政府為了保持洋樓之原貌,特在屋外舖設參觀步道,並建北山村大戰紀念碑一座,以供後人憑弔。 Tourist: What caused the holes in the walls of the house? 遊客:這幢洋樓牆上的坑洞是什麼東西造成的? Guide: They were caused by the Gunningtou battle. When the battle was happening, the communist soldiers landed on Kinmen and poured(註8) into the Nanshan and Beishan villages. Since this Old Western House is located right at the entrance of Beishan village, it happened to be the first target struck, and thus it became the makeshift(註9) command post of the enemy. 導遊:這是古寧頭大戰留下來的遺跡。發生大戰的時候,共軍登陸上岸,並且攻到古寧頭的南山村和北山村一帶。此洋樓剛好位於北山村口,因而首當其衝,成為共軍的臨時指揮所。 Tourist: I think it was because of its height that the Old Western House became the enemy's command post, isn't that true? 遊客:我覺得洋樓會成為指揮所,好像是因為它的高度較一般房子還要高? Guide: Yes. Compared to the traditional Fujian-styled old houses in Kinmen, this house is much taller. Generally, the traditional Fujian-styled buildings are flat houses, but this western style house has two floors Therefore, the enemy took advantage of its height to maintain military control of the surroundings. 導遊:是的。比起金門傳統的閩南式建築,這幢古洋樓是高了許多。傳統的閩南式建築大多是一層樓高,此幢洋樓有二層樓高。所以,共軍是利用登高遠望以掌握周遭的情勢。 Tourist: Were they successful? 遊客:他們成功了嗎? Guide: Of course not. Our military fighters unleashed a massive retaliation(註10) in front of the house and scored a big K.O. (註11). The battle successfully changed the situation and kept Taiwan and Penghu in safety. 導遊:當然沒有。國軍在洋樓前展開全面的反擊,把共軍打得全軍覆沒。成功的逆轉了反共的局勢,也確保了台澎的安全。 Tourist: The morale(註12) of your soldiers was admirable. 遊客:戰士們奮戰的精神令人感佩。 Guide: That's true. The bullet holes on the wall alone tell the story. 金門觀光英文解說參考手冊─戰役篇 (Battles)Zhaishan Tunnel 翟山坑道 Zhaishan Tunnel was dug in 1961, because of the war needs. Located at southeast of Gugang village, Jincheng township, it was once called "Damaoshan Tunnel". The main function of the tunnel was to provide the military boats a waterway for supplying goods to the wharf(註1) inside the tunnel. The construction of the tunnel took about 5 years, and was finished in 1966. After its completion, the tunnel was garrisoned(註2) by the second battalion(註3) of the navy. However, the tunnel became silted(註4) with sand and its war preparedness was diminished(註5). It was discarded(註6) in 1986. Kinmen National Park took over the tunnel from the hands of the Kinmen Defense Command and opened it to tourists in 1997. 民國五十年(西元1961年)因為戰爭需要而開挖的翟山坑道,原名大帽山坑道,位於金城鎮古崗村的東南方。坑道的作用是提供登陸小艇在內迴轉運補之用,並且設有停靠碼頭。打造坑道一共花了五年的時間,在民國五十五年(西元1966年)落成。完工後,由海軍海灘總隊第二大隊駐守,但因為泥沙淤積與戰備功能減退,在民國七十五年(西元1986年)廢棄。民國八十六年(西元1997年)由金門防衛司令部正式移交給金門國家公園,作為觀光之用途。 The tunnel is an A-shaped waterway functioning for war preparedness. It measures approximately 375m in length, 11.5m in width, and 8m in height. It can accommodate 42 military boats beside the wharf. When you enter the tunnel, you can't resist feeling the tunnel's attraction. The chiseled(註7) features of the granite rocks and the spattering(註8) sound of the wave suddenly carve(註9) an amazing picture in your mind. 翟山坑道是一個『A』字型的戰備水道,全長大約是三百七十五公尺,寬約十一點五公尺,高約是八公尺,可以停靠四十二艘小艇。遊客一進入坑道馬上可以感受到坑道散發的吸引力,從花崗岩上挖洞的痕跡、坑道外的浪濤聲,可以瞭解工程是如此的不可思議。 Tourist: The tunnel feels safe and sound. What kind of rock is it? 遊客:坑道裡面感覺很堅固,是什麼岩石? Tour Guide: It's carved into a bedrock of granite gneiss. It's also Kinmen's primary rock formation. 導遊:是花崗片麻岩,這種岩石也是金門主要的地質之一。 Tourist: Wow!The tunnel is well-ventilated(註10) inside. I feel cool and comfortable. 遊客:哇!坑道裡面通風很好,感覺很涼快、很舒服。 Tour Guide: Absolutely! The tunnel has the characteristic of being warm in winter, while cool in summer. 導遊:的確是有『冬暖夏涼』的特性。 Tourist: Sounds interesting. But it's a little different from other tunnels, isn't it? Are there any other features of the tunnel? 遊客:真有趣!這個坑道好像跟其他的坑道有些不一樣。有什麼其他的特色嗎? Tour Guide: Yes, there are. One of the most unique features is that the tunnel is divided into a walkway and a waterway, unlike most of the other tunnels in Kinmen. 導遊:最重要的是這坑道是由坑道和水道兩部份所組成的。和其他坑道不同的是,這是個有水道的坑道。 Tourist: Are there any other tunnels like this in Kinmen ? 遊客:有水道的坑道的只有這一個嗎? Tour Guide: More than one. There is another one like this on the list of scenic sites opened to tourists. It is on Little Kinmen, and is known as " Siwuei Tunnel " or " Jiougueng Tunnel." 導遊:不止。目前在金門開放的觀光景點之中,具有陸道和水道合一的坑道,還有一個是在小金門,叫做『四維坑道』,又名『九宮坑道』。 Tourist: Are there any rules about using the tunnel? 遊客:坑道內有沒有要遵守的規定呢? No food, water, or littering are permitted, because the waterway opens to the sea, so it could be polluted if you threw garbage into the water. 導遊:有的。進入坑道內不可攜帶食物和水,更不可亂丟垃圾。因為坑道連水道,如果遊客吃完東西,隨手將垃圾丟進水道內,會造成水域的汙染。 Tourist: I see. 金門觀光英文解說參考手冊─戰役篇 (Battles) August 23rd Artillery Battle Museum 八二三戰史館 The August 23rd Artillery Battle Museum is on the eastern part of Kinmen island, by the side of Banyan Park of Sihuen village, Jinhu township. It was completed in 1988, on the 30th anniversary of the "August 23rd Artillery Battle". It looks stately(註一) with white walls, red columns and green glass tiles. 八二三戰史館位於金門的東半島,金湖鎮西洪村榕園的旁邊。戰史館在八二三砲戰第三十週年完工(民國七十七年,西元1988年)。外觀為白牆、紅柱、琉璃翠瓦,非常莊嚴。 Displayed outside the museum are jet fighters, tanks and cannons used during the battles. In the museum there are historical documents of the battle, military intelligence data, and reports of battle status, all reflecting the details and the causes and effects of the battle relevant to the present time. The museum serves as a historical record. One of the newly completed facilities inside the museum provides the tourists with moving experiences of the war. They can feel the fierceness(註二) and sadness of the war. Meanwhile, they are brought into the presence of the lively(註三) bombardment and they get to understand the violence of the artillery battle. 八二三戰史館外面兩側,陳列著曾經參與戰役的戰鬥機、戰車、加農砲等。館內收藏戰史、軍情、戰況等文獻,詳實記錄著戰役發生的原因和情況,以及其對後世的影響,是一座可以為歷史留下見證的紀念館。新完成的「震撼教育體驗」讓遊客感受到戰爭的激烈和悲壯,同時,也可體驗砲戰發生的實況,進一步置身其中,瞭解當時戰役的慘烈。 Tour Guide: You have to understand a bit about the history of the battle before you step into the museum. 導遊:在參觀這個紀念館之前,要先瞭解一下有關八二三砲戰的歷史。 Tourist: Surely we do. 遊客:一定要的呀! Tour Guide: The artillery battle occurred at 6:30P.M., August. 23rd, 1958. The Chinese communist's military focused 342 cannons of various kinds and shelled Kinmen for two consecutive(註四) hours. The artillery shells totaled about 57,500. Our ar tillerymen fought back, too. 導遊:八二三大戰是發生在民國四十七年(西元1958年)八月二十三日下午六點三十分。共軍集中各型火砲共有三百四十二門,朝金門發射。連續兩個小時大約發射五萬七千五百餘發砲彈。我軍也以火砲加以反擊。 Tourist: How long did they fight with each other? 遊客:雙方火拼多久? Tour Guide: Forty-four days in all. The Chinese communists fired a total of 478,911 artillery shells. At that time, it could be said that everyone had heard of "Kinmen", because the artillery sounded the alarm.(註五) 導遊:前後共四十四天,大陸共軍砲火向金門群島發射了四十七萬四千九百十一發砲彈。那時,可說沒有人不知道「金門」這個地方,正是「八二三」砲戰把金門打響了。 Tourist: Under such circumstances, Kinmen was a very dangerous place, wasn't it? How was Kinmen able to survive? 遊客:在這情況下,金門不就非常危險!怎麼還生存得下來? Guide: Yes. Not only were the airport and the harbor both destroyed by artillery shells, but also all supplies from the air and the sea were cut off. Thanks to(註六) their perseverance, (註七) soldiers and civilians did survive the disaster. 導遊:是啊。當時強烈的砲火不但轟炸機場、碼頭還斷絕海空運補。但是軍民還是堅苦卓絕,度過災難。 Tourist: Did any other countries help Kinmen ? 遊客:難道都沒有其他國家來救援嗎? Tour Guide: Yes, the American military sent warships to cruise in the Taiwan Straits to help, and they played a remarkable(註八) role in stabilizing the whole situation. 導遊:有啊。美國軍方派遣軍艦到台灣海峽協防,對於穩住戰局扮演了相當重要的角色。 Tourist: The "August 23rd Artillery Battle" must have meant a lot to Kinmen. 遊客:「八二三大戰」對金門一定具有重大的歷史意義! Tour Guide: Yes, you bet! Kinmen is considered the first line of Taiwan's defense. The victory has altered the history of Kinmen, changed the fate of both sides, and has offered Taiwan a firm platform for future development. 金門觀光英文解說參考手冊─戰役篇 (Battles) Guningtou Battle Museum 古寧頭戰史館 In memory of the Guningtou Battle that began at 2:00A.M. on Oct.25th, 1949, Guningtou Battle Museum was begun in 1983 and finished in the following year. It is located on the former battlefield. 「古寧頭戰史館」是為了紀念民國三十八年(西元1949年)十月二十五日凌晨二點鐘發生的古寧頭戰役,於民國七十二年(西元1983年)興建,民國七十三年(西元1984年)完成。地點在當年發生古寧頭大戰的古戰場。 The appearance of the museum is magnificent. It imitates the appearance of an old-fashioned castle. The sculptures on both sides of the main gate celebrate our soldiers」 bravery and glory during the war. On both grassland sides are displayed M5A1-shaped tanks named the 『Bear of Kinmen』 that lit up(註一) the battlefield in those times. Inside there are 14 oil paintings that depict(註二) the battle scenes. Also displayed are the war history, trophies(註三), documents, as well as the pictures of the commanding officers of the war. The museum also provides films that record the 『Guningtou Battle』 so that tourists can experience the essence of the combat. 古寧頭戰史館的外型壯觀雄偉,是一幢仿古城堡式的建築。大門口兩側的浮雕是描述當年古寧頭大戰我國軍英勇奮戰的情景。兩旁草地上停放當年揚威戰場的M5A1型戰車,又叫做「金門之熊」。戰史館內掛有描繪古寧頭大戰戰況的油畫,還有陳列大戰簡介、戰利品、戰事文件、作戰指揮官照片等文物。館內也提供了「古寧頭大戰」的紀錄片供遊客欣賞,讓遊客體驗戰鬥之精神。 Tourist: I knew that several famous battles occurred in Kinmen. Can you tell me about them? 遊客:我知道金門有發生過幾個世界聞名的戰爭,可以告訴我嗎? Tour Guide: In 1949, the Chinese Communist」s army took advantage of(註四) the darkness of night and landed in Kinmen. The battle was launched thereafter and lasted for 56 hours, or about 3 days and 3 nights. Finally, our military captured over 7,000 POWs(註五) and confiscated(註六) lots of weapons. Kinmen was a battlefield, and its tourism industry started late and lagged behind, but its profound cultural resources and precious war history could not be ignored. Therefore, the government of Kinmen has been constantly focused on culture and tourism development, and one of the policies I have been making efforts to implement since my tenure of office is to "make Kinmen known on both sides of the Strait, and to move towards the global community". The way of making Kinmen connected with the global community lies feasibly and practically in the development of the tourism industry. Thus an in-depth English guidebook of Kinmen tourism is necessary for foreigners. For this reason, Kinmen County Government purposely invited professors of National Kinmen Institute of Technology to write this book for those who would like to know more about Kinmen, and they are likely to love Kinmen more after reading it. This English-Chinese guidebook focuses upon and systematically sorts out all of the tourism resources in Kinmen to suit the readers' need. The book can also contribute to the development of Kinmen tourism industry as well as to the promotion of Kinmen internationally. Besides that, the book is presented in the form of a series of dialogues between a tourist and a tour guide. During the twentieth year in the reign of Emperor Hong Wu in the Ming dynasty (1387A.D.), Jhou Teh-shing, Marquis(註1) of Jianghsia established a one-thousand-household garrison(註2) at Old Jincheng to defend this island. The name of Kinmen ("Gateway Fortress") was given because the island was considered impregnable(註3) and safe, a fortified fortress that could serve as a gateway for navigational routes. In 1915, Kinmen became a full-fledged(註4) autonomous county. 金門舊時稱為浯洲、仙洲、浯江、滄浯等。後來明太祖洪武 20 年(西元 1387年),江夏侯周德興在島上(現在的舊金城) 置守禦千戶所,築城設寨。並且,因為島上的地勢「固若金湯,雄鎮海門」,所以取名為「金門城」。民國四年(西元1915年),金門始設縣治。 Kinmen is an historical island, and is full of human and natural resources. It has 15 additional islands, including the largest secondary island, Lieyu (Little Kinmen), Dadan, and Erdan islets, etc., with a total area of about 150.456 square meters. Kinmen has five administrative townships, namely Jincheng, Jinhu, Jinsha, Jinning, and Lieyu. Its population is approximately 60,000. 金門是一個歷史悠久的小島,島上有豐富的人文資源和自然資源。目前總面積約為150.456平方公里,包括金門本島、烈嶼(小金門)、大膽、二膽等共有十五個大小島嶼。在行政區域上區分為金城鎮、金湖鎮、金沙鎮、金寧鄉、烈嶼鄉等五個鄉鎮,現有人口近60,000人。 Located to the west of the Taiwan Strait and at the Jiulong River estuary(註5) off the coast of Xiamen, Kinmen is strategically important. Because of its position, Kinmen has experienced many battles in history. In October of 1937, Kinmen was occupied by the Japanese military, and didn't recover from the enemy until 1945 when the ROC won the Anti-Japanese war. In 1949, the Nationalist army retreated from mainland China and was stationed in Kinmen. On October 25th of the same year, a battle occurred at Guningtou. The ensuing(註6) battles that occurred in Kinmen include the Dadan & Erdan Battle in 1950, the September 3rd Battle in 1954, and the August 23rd Artillery Battle in 1958. Fortunately, Kinmen has survived many battles and become an internationally famous island. 金門位於台灣海峽以西、廈門沿海的九龍江口外。由於戰略位置重要,在這小小的島嶼上,曾經受到幾次戰役的洗禮。民國二十六年(西元1937年)十月金門淪陷於日本,直到民國三十四年(西元1945年)抗日戰爭勝利後,金門才回歸祖國。民國三十八年(西元1949年)國軍從大陸撤退後,即駐守金門,同年十月二十五日發生古寧頭大戰;民國三十九年(西元1950年)發生大二膽戰役;民國四十三年(西元1954年)有九三砲戰;民國四十七年(西元1958年)則發生八二三砲戰等。所幸經歷這麼多的戰爭,金門仍然屹力不搖,並且成為舉世聞名的小島。 The traditional southern Fujian architecture is one of the features in Kinmen. Besides that, the combination of Chinese and Western style houses is another. Those houses built by early residents of Kinmen who had made a fortune doing business in the Southeast Asian countries still remain examples of stylish southern Fujian architecture, even if they are blended in with a foreign flavor. 金門的閩南傳統建築是島上的特色之一;此外,中西合璧的洋樓亦是金門建築的另一項特色。由金門早期先民到南洋一帶經商致富返鄉所建造的洋房,除了保留閩南建築風格外,還融合了南洋的風味。 Kinmen has a subtropical climate. After the middle of September of each year, the northeastern monsoon(註7) wind strengthens and blows to Kinmen. Not until April of the following year does the wind change its direction to come from the southwest. With the blowing of the southwestern wind in April, Kinmen usually hides itself in the midst of mist and fog. The four seasons of Kinmen are very clear, and the months with an average temperature above 20 degrees Celsius total six, from May through October. The yearly precipitation(註8) of Kinmen measures as low as 1,000 millimeters or so. Since there is not any river here, a lot of lakes and dams have been dug and built during the past ten years to meet the residents' demand for water. The basal rocks of Kinmen are of granite-gneiss(註9) formation, and the highest mountain on the island is Taiwu Mountain, at an elevation(註10) of 253 meters above sea level. 戰地金門漆彈挑戰賽優勝出列 The "2008 Battleground Kinmen Paintball Challenge" ended successfully after the final round held at Jiacun Barrack on December 7 came to a close. Ten teams (in total almost 100 contestants) took part in the challenge and National Kinmen Institute of Technology Freemen Team (Sports and Recreation Department) emerged as the champion, with Wireless KINMEN BEST NETWORK and KMIT Island Recreation Resource Development Institute becoming the 1st and 2nd runner-up respectively. 「2008戰地金門漆彈挑戰賽」於十二月七日假賈村營區展開決賽後落幕,共有十隊近百人參賽,戰績由金大自由人隊(運動與休閒系)封王、中華金廈聯網獲得亞軍、金大島嶼休閒資源發展研究所獲得季軍 。 The event was organized by Kinmen County Government, hosted by the Paintball Sports Committee of Kinmen Sports Association and assisted by the KMIT and Kinmen County Stadium. The opening ceremony was jointly hosted by Kinmen Sports Association Paintball Sports Committee Chairman Hsu Yu-chao and KMIT President Lee Chin-chen. Several guests of honor including Kinmen County Stadium Director Hsu Huan-sheng and Kinmen County Sports Association Secretary Hsin Lei-ta cheered for contestants and the event ended when KMIT Dean of Student Affairs Tung Shen and Staff of Chief Lin Pen-yuan presented the awards to the winning teams in the afternoon. 這項由金門縣政府主辦、金門體育會漆彈運動委員會承辦、國立金門技術學院與金門縣立體育場協辦的賽會,係由金門體育會漆彈運動委員會主委許玉昭與國立金門技術學院李金振校長共同主持開幕,金門縣立體育場許換生場長、金門體育會辛雷達秘書長等貴賓到場加油打氣,下午則由國立金門技術學院董燊學務長和林本源總幹事代表頒獎績優單位圓滿結束活動。 Kinmen Sports Association Paintball Sports Committee Chairman Hsu Yu-chao (who is concurrently also the deputy speaker of Kinmen County Council) pointed out that the 2008 Battleground Kinmen Paintball Challenge not only has incorporated the standardized tournament format that has been widely popular abroad, but also features Kinmen's unique battleground culture so as to achieve the perfect combination of paintball sports in an old military barracks setting. In order to enter the site, contestants had to cover a meandering path under the shade of densely populated trees. As they came upon the gates of the barracks, the sentry box of the barracks greeted the visitors. Once the teams make it into the barracks, they were treated to the sight of dozens of tanks parked to their left. Not only that, the barrack's living quarters, pillboxes and command center were still intact. To create the most authentic battleground for paintball tournament in such a realistic setting, Kinmen is undoubtedly the most suitable location. 金門體育會漆彈運動委員會主委(縣議會副議長)許玉昭表示,此次的漆彈挑戰賽不但以國內外盛行的標準式賽制為基準,更結合金門在地特有的戰地文化,使漆彈運動與舊式營區做到最佳的結合,要進入營區前,必須先經過蜿蜒小道,隨即迎面而來的高樹密林,見到營區的大門時,仍保留著衛兵所用的哨亭,一進到營區,左手邊便停著數十台戰車,營區裡更是有保留完整的房舍、碉堡與指揮部,在這樣的環境佈置出最流行的漆彈場地,除了金門,應是無第二個地方了。 As the tournament went on, we were surprised to learn from the competing players that the schedule, format and equipment/peripherals provided by the organizers were simply way beyond what they have anticipated. For players who have taken part in paintball tournaments elsewhere, they were expecting the organizer to choose the living quarters in the barracks as the battleground in order to provide sufficient cover. They were pleasantly surprised to find out that the preparation of the game venue not only offered authentic battleground touches and excitement but also took safety and challenge into consideration. The organizers have gone at great lengths to make sure that contestants could experience professional venue planning and tournament arrangements that are on par with major paintball events organized abroad. In the preliminary round-robin, every team will have the opportunity to compete against four other teams. Not only that, the organizer has provided 120 rounds of ammunition for every contestant to ensure that everyone gets sufficient firepower. Should contestants require more rounds, the tournament also allows players to purchase additional rounds so that competing teams can truly indulge in the excitement of paintball sport while flexibly adjust their tactics when facing different teams. The planning and arrangement of 2008 Battleground Kinmen Paintball Challenge not only offers adrenaline-pumping excitement and safety but also made sure that the tournament would be easy on the contestants' pockets. 賽程進行中,我們由許多次參加挑戰賽的選手們得知,這次漆彈挑戰賽之賽程、賽制與大會供應的裝備和器具,實在完全超出原先所預期,以前有參加過漆彈賽的選手們,人人都以為會如往常一樣,以營區內之房舍作為賽場與掩體,沒想到此次的賽場佈置能不失戰地風情與刺激並同時顧及安全性與挑戰性,更能讓其體驗到與國內外相差無幾之場地規劃與賽制安排,且光於預賽之循環賽制中,每組至少就能與不同的四個隊伍互相攻防交戰,光大會所提供之基本的子彈數,每人就高達120發,再加上能自行增購子彈之賽制,在能盡情體驗漆彈運動之餘,更能因每隊不同之戰術風格,作最大的調整,如此的規劃與安排,不但是刺激又安全,更是經濟又實惠。

Dancing with passion and vigor amidst chilling wind at the Magistrate's Cup Dancing Championship
縣長盃舞蹈賽寒風中熱舞 The "2008 Kinmen County Magistrate's Cup & National Dancesport Championship" kicked off on a high note at Kinmen County Stadium in the afternoon of December 7. It is estimated that about 150 "expert dancers" from 13 counties and cities across Taiwan gathered at the venue to pit their dance moves against other contestants and show off their healthy and vibrant energies. Despite the chilly weather, the heat on the dance floor simply couldn't be higher. The event also attracted a large audience of dance lovers at the venue. All events, along with the award giving ceremony were held at night. 「2008金門縣第七屆縣長盃暨全國運動舞蹈錦標賽」十二月七日下午在縣立體育場熱絡展開,計有十三個縣市近一百五十位的「舞」林高手齊聚一堂飆舞競技,舞出健康活力,儘管天氣相當寒冷,但場內熱力四射,也吸引不少愛舞人士到場欣賞,全部賽程並在晚間頒獎閉幕。 The championship commenced at 1:00 P.M. at Kinmen County Stadium where contestants in each group competed in the preliminary round, followed by the second round and final round. The duo managed to win the gold medal for Singles Modern Tango with their adept and perfect moves. Secretary General Lu thanked Chairman Huang's effort for international standard ballroom dancing in Kinmen to take roots from zero and gradually thrived. Items in the championship include Modern Dance, Latin Dance, Waltz, Tango, Cha-cha and Rumba. Contestants were divided into groups of Professional Rising Star A, Professional Rising Star B, Professional C, Amateur A, Amateur B, Middle Age A, Middle Age B, Beginners, Advanced Beginners, Evergreen Dancers, College Students, Adult Social Singles to compete in over 34 dance items. The masterly dance techniques and moves by professional dancers were another eye-opener for the audience. Regardless of dances, be it Waltz or Tango for the Modern Dances or Jitterbug/Cha-Cha/Rumba for the Latin Dances, the contestants danced gracefully to the music and concentrated fully in their dances. Paired dancers moved in perfect, synchronized movements as contestants pitted their techniques and elegant postures to display their healthy energies. The contestants' graceful movements and refined dance techniques caught the eyes of all audiences and elicited generous applause and cheers from them. Although the weather outside was harsh and cold, the heat within the stadium definitely warmed the hearts of everyone at the venue. 比賽中女選手的閃亮性感服裝打扮、清涼火辣展現舞技,以及職業選手的純熟舞技表演,讓到場鄉親大開眼界,不論是摩登舞的華爾滋、探戈,或拉丁舞的吉魯巴、恰恰、倫巴等等,選手隨著音樂婆娑起舞,投入舞蹈的情境中,搭檔舉手投足之間默契十足,大家秀舞技、比舞姿、舞出健康活力,優雅動人的曼妙舞姿與精湛的舞技,也吸引在場所有人的目光,掌聲也不時響起,相較於室外的冷颼颼天候,室內是顯得熱力四射。 The event turned out to be a big success and concluded at 6:00 P.M. with the winning contestants receiving their awards from the organizer.The contestants also promised to meet once again in the following year's event. 比賽至傍晚六時許圓滿落幕,各組優勝也由主辦單位頒獎獎勵,大家也相約明年再見。

When you come to Kinmen, relax your senses so that you may witness with awe the beauty of Kinmen ecology that has come to existence from time immemorial." 縣長李炷烽在為金門賞鳥指南寫序文指出,來金門,請您放慢腳步、沉澱心靈,靜心領略人文與自然的和諧;來金門,請您開放感官、誠心體驗,讚嘆這亙古以來的生態情境之美。 Magistrate Lee went on by explaining that due to Kinmen's geographical location (right in the middle section along the arc-shaped coastal line of Mainland China), the county happens to be positioned along the route of migration for many species of birds and thus boasts rich bird ecology resources along with battlefield landscape and innocent folk customs of the Southern Fujian people. Due to Kinmen's natural environment that offers diversified habitats for birds and its unique geographical location, Kinmen County is renowned as an important habitat for birds with the highest bird species density throughout Taiwan. At present, almost three hundred different species of birds have been sighted and reported at Kinmen, many of which are rare or have never been sighted in Taiwan proper. Because of its unique geographical location, Kinmen has been a strategic spot that has witnessed countless combat for its control. And as such, the local environment has undergone a dramatic alteration due to numerous military activities. Kinmen was originally an island proliferated with greenery and wild growth. However, due to excessive cultivation by the pioneers and extensive destruction caused by bandits, Kinmen in the present day is plagued by fierce gusts of wind and sand along with large areas of barren land. As a result, local residents had to rely on the neighboring China for livelihood supplies. However, Kinmen County became the ROC government frontline of conflict with the communist PRC government when the relationship between the two governments turned hostile in 1949. In addition, coastline control was also enforced at Kinmen. Consequently, such development has created diversified ecological systems at Kinmen that offer an ideal habitat for birds to breed. Coupled with the fact that Kinmen County is located right at the center of east Asian islands, the area serves as the perfect rest spot for migratory birds bound north/south in different seasons. These factors result in significant influence of Kinmen's current environment and contributed to the ecological diversity and profound species of birds to be spotted at Kinmen County today. According to Bird Watching At Kinmen, there are currently over 9,000 species of birds around the world today that have been categorized under 27 orders and 155 families. Due to the separation of the earth's terrain, different bird species are found in different areas across the world with varying distributions. Ornithologists have divided the territories of bird distribution around the world into seven ecozones: Palearctic, Nearctic, Indomalaya, Oceania, Afrotropic, Neotrapic and Antarctic. Kinmen falls under the ecozone of Indomalaya and bird species that distribute across Mainland China and the Himalayan mountain range can be sighted locally. 而金門的鳥類概況如何呢?根據金門賞鳥指南書中指出,全世界鳥的種類約有九千多種,牠們分屬於二十七大目一百五十五科。因為地理環境的隔離,分隔了鳥種類別與分布。鳥類研究學者們將全世界的鳥類分布區分為:舊北區、新北區、東洋區、大洋區、衣索匹亞沙漠區、南美熱帶雨林區及極地區七個區塊。金門地區的鳥類分布延續了中國大陸及喜馬拉雅山系的鳥種,屬東洋區。 The guide proceeds by stating that in the world of birds, Kinmen is truly a unique place with extremely rich natural resources. Despite its small land area, the island features a comprehensive combination of ideal habitats for different species of birds. The surrounding waters of Kinmen County feature ecological environments such as the sea, coastline, muddy shores, lakes, marshes and fish ponds along with terrains including fields, hills, agricultural lands, forests and shrubs where wild birds can be sighted, even in places populated by people. 書中指出,以鳥類世界而言,金門是個得天獨厚的地方,島嶼面積雖小,但適合鳥類棲息的各類棲地交疊錯落在一起,全島水域環境有海域、海岸、泥灘、湖泊、沼澤、魚塭,陸地有田野、山丘、農耕地、樹林、灌叢等,包括聚落在內,幾乎都有野鳥的蹤跡。 It is also revealed in the guide that according the data gathered nearly twenty years by Wild Bird Society of Kinmen, the accumulated number of bird species spotted in Kinmen has reached 305 (approximately 284 species in Xiamen and 550 species in Taiwan proper). Considering the size of Kinmen County and the number of bird species, bird distribution density in Kinmen is considerably high. 書中並指出,目前金門地區累計發現的鳥種數量,根據金門縣野鳥學會近二十年來累計的資料顯示,已多達三百零五種(廈門約二百八十四種、台灣約為五百五十種);這樣的鳥種數量,如果以單位面積來說,是鳥類分布密度相當高的地區。 Resident bird species that remain in Kinmen throughout the year to breed have exceeded forty. Out of these species, the relatively special ones include the Black-winged Kite, Hoopoe, Pied Kingfisher, White-breast Kingfisher, Magpie-robin, Greater Coucal, Oystercatcher and so forth. These species are special because they are migratory birds that are rarely or simply not found in Taiwan proper but can be easily sighted in Kinmen. In addition, since Kinmen is located along the route of migratory birds in east Asia, many species of migratory birds that are found in colder regions in northern Asia often make their transit during falls/winters and springs in Kinmen while other species simply spend the winter in Kinmen. 而終年棲息於金門繁殖的留鳥約有四十種之多,這些留鳥中較特殊的鳥種有黑翅鳶、戴勝、斑翡翠、白胸翡翠、鵲鴝、褐翅鴉鵑、蠣鷸等,這些鳥種是台灣沒有分布或極為稀少的候鳥,但在金門卻普遍可見。另外,因地處東亞遷移候鳥必經的要道,許多生活在北方寒冷國度的遷移性候鳥,在秋冬或春天會過境,甚至留在金門地區度冬。 Bird Watching At Kinmen also noted that out of all winter visitors, the Great Cormorant is the most well known species among bird watchers for their size, conspicuous black plumage and flock size. According to statistical data, the number of Great Cormorants that stay in Kinmen during winters has grown steadily over the years. The current record is close to 10,000 and the sight of flocks of Great Cormorant returning to their roost site in the evening makes a spectacular view. Other noteworthy winter visitors that can be sighted in Kinmen include the Falcated Duck, Black-capped Kingfisher, Black-faced Spoonbill, Great Crested Grebe, Wryneck and so forth.
