兩岸將沙盤推演油污染緊急應變

The first cross-strait emergency response tabletop exercise (1) for oil pollution was scheduled on the afternoon of September 2, 2010 in Kinmen with anticipation of a hands-on (2) exercise being held next year.
　 兩岸第一次油污染緊急應變協作推演，預定九十九年九月二日下午在金門舉辦，希望明年能辦理實兵演練。

This tabletop exercise is the cooperation between the "Taiwan Association of Marine Pollution Control" and "China Institute of Navigation" which is commissioned (3) by the Environmental Protection Administration (EPA) of Executive Yuan. Holding the exercise in Kinmen where the mini-three-links are implemented aimed at establishing the cross-strait emergency response mechanism for oil pollution in the ocean. According to the plan of the EPA, the assumed scenario (4) of the drill is that a chemical carrier collided (5) with a bulk carrier (6) in the sea of Kinmen, causing an oil leakage and thus producing pollution in the ocean. In fact, this tabletop exercise is the second time that both sides cooperated together in the environmental field, with the first cooperative event occurred on November 26, 2009 which was an academic seminar held in Kinmen.
　 這項沙盤推演是行政院環保署委託「台灣海洋污染防治協會」，和大陸的「中國航海學會」合作，選在實施小三通的金門舉辦，目的在建立兩岸海上油污染緊急應變機制。根據環保署規劃，演習狀況是模擬兩艘船舶分別載運化學物品與散裝貨物，在金門海域發生碰撞，並造成漏油污染。這項沙盤推演是兩岸環保領域的第二次攜手合作，第一次是去年十一月二十六日在金門舉辦的學術交流研討會。

●1. emergency response tabletop exercise-(n)緊急應變的沙盤推演。tabletop exercise就是「沙盤推演」，或軍事用語中的「兵棋推演」。其中tabletop指桌面上的，或適合於桌面上的；exercise則泛指軍事演習。同樣是軍演，常見的說法還有maneuver、drill或war-game。
●2. hands-on-(adj.)實際動手做的。此處hands-on exercise指實兵演練。亦可稱full-scale exercise。
●3. commission-(vt.)委託、委任。
●4. scenario-(n)劇情、劇本；情境；方案。此處指軍事演練中的狀況想定。
●5. collide-(vi.)相撞；碰撞。名詞是collision。
●6. bulk carrier-(n)散裝貨船。bulk是航運業的術語，指單價較低、量體龐大，不適合以貨櫃裝載的散裝貨物。carrier是用以載運的人或物，因此可以指搬運者、運輸公司、貨船或貨機。
