離島聯合運動會在澎湖盛大登場

The third Outer Island County Joint Sports Meet kicked-off on the evening of October 1, 2010, with the hosting Penghu County Government arranging many upbeat (1) performances, including a concert boasting (2) well-known artists, which added even more spirit (3) to the atmosphere. In a short speech, Kinmen Magistrate Li, Wo-Shi, expressed his hopes that the three island counties could be of one heart and one voice in their appeals to the central government, and that their combined effort would lead to smoother and efficient development.
　 第三屆離島縣聯合運動會於10月1日晚間盛大登場，主辦的澎湖縣政府安排多項精彩演出與知名藝人演唱，現場氣氛熱烈。金門縣長李沃士致詞時表示，期望金馬澎三縣能兄弟同心，共同發聲，向中央表達離島的訴求，讓金馬澎的縣政推動更順遂，發展越來越好。

Aside from the event, government officials from the three participating counties, Kinmen, Penghu, and Matsu, also met to exchange views on the development of the counties. Li, Wo-Shi noted that there should be different policies between the outer island counties and the other counties in Taiwan. In other words, there should be one policy for the counties in Taiwan and another policy for all outer island counties. Li emphasized that one policy for all counties, both in Taiwan and in all the outer islands, could lead to unfair distribution of government expenditures and budget, and would not be beneficial for the island counties.
　 配合離島運動會，金門、澎湖、馬祖三縣首長10月1日齊聚一堂，召開離島縣政座談會，針對離島縣發展交換意見。李沃士表示，中央對離島與本島的政策應該有所差別，也就是本島一套政策、離島一套政策，不應「一視同仁」，否則經費預算的分配對離島不利。

Magistrate Li believes that if the three counties rise as one voice and fight for government assistance to design a suitable environment, there could be an increase in attracting foreign investment, and thus the other islands would no longer be considered just "outer islands."
李沃士認為，離島三縣應該共同發聲，爭取中央協助離島建設良好的投資環境，才能吸引外資前來投資，讓離島不再只是離島。

While exchanging viewpoints of the situation of these three counties, seven proposals were covered, including requests for government project grants or other budgets that might fund outer island development; raise the duty-free allowance for travelers on outer islands; and the provision (4) of tax-free measures that may encourage investment, as well as improve the infrastructure and boost the economic development of outer islands.
座談會並針對三縣狀況交換意見，並通過七項提案，包括建請中央專案補助，或以其他方式編列預算，挹注離島建設基金；建請擴大離島免稅額度；開放免稅優惠措施，落實招商引資，提振離島經濟建設等。
