《小三通座談會》周陽山提出「新三通」

The "Mini-Three-Links 10th Anniversary Review and Outlook Symposium (1)" was held in the Huang Jinyi Conference Room within the Library and Information Building on the campus of National Quemoy University at 9:30 a.m. on January 5th . Director-General of National Immigration Agency, Xie, Li-Gong (謝立功), moderated (2) the symposium and invited Controller Zhou, Yang-Shan (周陽山); Secretary-General of the Fujian Provincial Government, Zeng, Hua-De (曾華德); Kinmen Magistrate Li, Wo-Shi (李沃士); and other scholars and experts to exchange their opinions on the development of the Mini-Three-Links.
「小三通試辦10週年回顧與展望座談會」，5日上午九時卅分在金門大學圖資大樓黃進益會議廳舉行，由署長謝立功主持，邀請監察委員周陽山、福建省政府秘書長曾華德、金門縣長李沃士、金門大學校長李金振及學者、專家就小三通發展交換意見。
Controller Zhou, Yang-Shan pointed out during the symposium that the "three major missions" and "new three- links" were anticipating the Mini-Three-Links will be able to play out more of its function. Magistrate Li, Wo-Shi stated that Kinmen is willing to be the "experimental laboratory" and to execute "trial and pioneering policy" such as self-guided travel and visa procedure simplification. He would like to see more open policies and anticipated mutually inaugurating (3) another golden 10-year period for Kinmen in the future.
監委周陽山在會中提出「三大使命」以及「新三通」，期待小三通能發揮更大功能。縣長李沃士則表示，金門願意做「試驗場」，也願意執行包括自由行、簡便辦證等「先試先行」措施，盼能有更多開放政策，共同為小三通再造另一個黃金十年。
Zhou, Yang-Shan stated that the number of passengers travelling by Mini-Three-Links has reached 6.5 million, an achievement that was quite remarkable. He said, there are three major missions that should be undertaken by Kinmen in the future. The first mission is to play out the role of being the most pivotal (4) and important contact window for Taiwan and Mainland's economic zone on the West Coast of the Taiwan Straits (海西區). The second mission it that Kinmen shall become an important channel for contacting the 700,000-800,000 overseas Kinmenese. The third mission is to integrate the academic resources of Xiamen, Taiwan, and Kinmen, such as engaging close cooperation with Xiamen University and National Cheng Kung University and forming an important base for cross-strait academic exchange.
周陽山表示，小三通往來人次能累計突破六百五十萬，成就非凡。未來金門與小三通則有三大使命。其一是實施金門必須扮演臺灣與大陸海西區之間最關鍵、最重要的接觸窗口。其次，小三通必須成為聯繫海外七、八十萬金門華僑的重要渠道。第三項使命是，剛剛升格的金門大學，應該結合兩岸三地學術資源，如與廈門大學、成功大學密切合作，形成兩岸學術三角交流的重要基地。

In addition, Zhou, Yang-Shan mentioned the water supply, electric supply, and traffic (building a bridge across the strait) between Kinmen and Xiamen will be a "new three-links" issue that Kinmen will need to face in the future
此外，周陽山說，金廈兩門之間的通水、通電與「通車」（亦即興建「金廈大橋」），是金門未來必須面對的「新三通」課題。

Li, Wo-Shi stated that the key to the significant breakthrough of the Mini-Three-Links was that President Ma loosened the regulation after he took office on who might be allowed to travel through the Mini-Three-Links. Li emphasized that the Mini-Three-Links between Kinmen and Xiamen is a golden channel connecting Taiwan and Fujian. Kinmen is enriched with the experience of receiving Mainland tourists and has a strong desire to execute "trial and pioneering policies" such as opening up for "self-guided travel" and visa-free. He also felt the central government should prioritize (5) Mainland China's planning on the "West Coast of the Taiwan Straits Economic Zone" (海西區) to strengthen Kinmen-Xiamen's Mini-Three-Links' function. The number of passengers who travelled to Xiamen annually with business ends had amounted to 24 million. Once the visa application procedure is simplified, or a visa is no longer required, and a portion of the tourists are diverted to Kinmen, it is expected that Mini-Three-Links passenger number will reach a new high, facilitating development and prosperity in Kinmen, and initiating the next golden 10-year period for Kinmen.
李沃士則表示，小三通的重大突破，關鍵在馬總統上任後將適用小三通的對象大幅放寬。他強調，金廈小三通是連結台閩的快速黃金通道，金門有豐富的接待陸客經驗，也有強烈意願優先執行包括「自由行」甚至免簽證等「先行先試」政策。他認為，中央政府應該考慮對岸「海西區」的規劃，相對深化金廈小三通的功能。每年前往廈門的商旅共2400萬人次，只要開放簽證手續簡化或免簽證，讓一部份旅客能分流到金門，相信小三通往來人數還能再創新高，帶動金門富裕與發展，為金門開創下一個黃金十年。
