教部推大學自主治理金大成大先行

National Quemoy University (NQU) and National Cheng Kung University (NCKU) were designated by the Ministry of Education as pilot universities to operate autonomously (1), setting a trend for colleges and universities in the nation. The trial operation is expected to start next year. Director of the Department of Higher Education He, Zhuo-fei (何卓飛), along with his group visited NQU and gave a presentation about the self-governing project. He said that the purpose for promoting this within the universities is to strengthen the competitive ability by granting more right and autonomy to the universities.

　 教育部選定金門大學、成功大學兩校作為全國國立大學實施自主治理方案的試辦大學，預定明年起試辦，教育部高教司長何卓飛3日率團來金向金大師生說明，他表示，教育部推動這項方案，目的要讓大學有更大權限、更大的自主性，提升大學的競爭力。

The Director He pointed out that the announcement of "Educational Report of the Republic of China" by the Ministry of Education in March has confirmed a future blueprint on educational development in the next ten years. University self-governing is listed among the key issues of higher education revolution and is scheduled to begin its trail operation next year. He pointed out that the expected benefits of promoting self-governing in universities included: heightening academic competitiveness, emphasizing performance-oriented practices, promoting professional management, encouraging outsourcing adoption, and engaging. He emphasized that the ultimate goal of this new policy is to grant the university with more rights, more freedom, more autonomy, and hence more competitive capability.
　 教育部高教司長何卓飛指出，教育部3月推出「中華民國教育報告書」，擘劃了未來黃金10年的教育發展，其中高等教育改革政策的重點之一就是推動大學自主治理，預定明年起試辦。他指出，推動大學自主治理的預期效益，包括提升學術競爭力、強化績效責任、促進專業管理、鼓勵外部資源及參與等。何卓飛強調，這項新政策的最終目的，就是要讓大學有更大的權限，有更大的鬆綁、更大的自主性、更大的競爭力。

The period of this self-governing trial operation plan, according to the Ministry of Education, is set for four years. A "University Self-Governing Committee", which functions like the private school board, will be organized in the pilot universities. Besides determining how the President should be assigned, the committee also has power to follow major issues including: the tuition adjustment policy, student number control, the establishment of new departments in the university, and the determination of a budget. All these will reinforce the autonomy of universities.
　 根據教育部的自主治理試辦方案，這項政策試辦期為四年，試辦學校將成立類似私校董事會的「大學自主治理委員會」，可決策校長的產生、學雜費調整、招生名額、學院系所的增設、預算的議決等重大事項，落實大學自主。
