Beverage shops in 21 cities and counties have already stopped using single-use takeaway plastic cups since the implementation of “Parties Subject to and Means for Single-use Takeaway Beverage Cups Restrictions” on July 1, 2022, the ministry said in a statement. Ministry data indicates that the regulations have helped reduce the use of single-use beverage cups by 17% all over the country since then, replacing about 790 million disposable plastic cups with reusable cups or non-plastic alternatives.

In December 2022, Taipei became the first municipality in Taiwan to ban drinks shops from providing single-use plastic cups and outlying Kinmen is the last one to ban single-use plastic cups of Taiwan's 22 cities and counties. Starting Sep.1, no beverage shops in the country would provide single-use plastic cups. However, drink shops will still be able to offer single-use cups made of other materials, such as paper. Aside from banning single-use plastic cups, the rules also require shops to offer reusable cups for customers to borrow and mandate a rebate of at least NT$5 for customers who bring their own reusable cups. According to data from convenience stores and fast-food chain operators, 160 million drinks were sold using consumers’ cups last year. The percentage of customers who brought their cups was 2.8 times higher than before the rules were implemented. “This shows how government policy has changed consumer habits,” the ministry stated.

The cup rental program unveiled last year by the MOENV targeting convenience stores and fast food chains allows people to borrow reusable cups from kiosks at participating locations. People can return the cup to any of them for cleaning when they are done using it within three days. According to ministry statistics, as of last year, 1,763 retail stores and restaurants from seven large convenience store chains and eight fast food chains nationwide participated in the program to provide, which accounted for 12 percent of all the retail sales venues they owned. Collectively, they provided about 198,000 reusable cups for customers to borrow in 2023.

Besides continuing to promote its existing reusable cup rental program, the MOENV said that with the purpose to further reduce the use of single-use plastic cups, it is considering subsidizing reusable cups at professional baseball games and other enclosed venues. The purpose is to give those who have not yet experienced using reusable cups the opportunity to access the service hoping they would consider using them again. According to the ministry, the subsidies range from NT$300,000 (US$9,129) to NT$3 million per operator, depending on the number of participating locations.
