陸客自由行金馬先行

The outlying islands of Kinmen and Matsu will be the testing grounds for the proposal of individual Chinese tourists (1) visiting Taiwan. On January 15th, Kinmen County Government and local travel agencies all expressed positive attitudes toward this plan which will no doubt bring a welcoming cash injection (2). Magistrate Li, Wo-Shi (李沃士) also suggests that application procedures for Chinese citizens traveling here can be simplified as this would magnify (3) the positive effects of this proposal and further strengthen the development of local tourism.
　 陸客自由行規劃金馬外島先行，金門縣政府及旅遊業界15日表示歡迎，肯定能帶來新商機。縣長李沃士並建議，簡化陸客落地辦證手續，將能擴大開放效益，促進金門旅遊發展。

The announcement, which was made on January 14 by Executive Yuan Mainland Affairs Council Minister Lai, Xing-Yuan (賴幸媛) during a visit to Matsu to survey the current state of "Mini-Three-Links",(4) says that individual tourists from China will be allowed to visit Kinmen and Matsu first with no limitation in total number and no restriction of region. According to Magistrate Li, Wo-Shi and the local tourism agencies, this good news has long been awaited for.
　 行政院大陸委員會主任委員賴幸媛1月14日視察馬祖小三通業務時宣布，陸客自由行將規劃金門、馬祖先行，不限人數和地區；對此，縣長李沃士及旅遊業者表示是期待已久的喜訊。

Magistrate Li said that the county government has been making effort to transform Kinmen into a duty-free tourist island. By then, visitors from Mainland China will comprise the highest percentage of tourists. Allowing individual mainland tourists to visit Kinmen and Matsu could be very beneficial to Kinmen because it would definitely bring more tourists to the area, thus increasing the sales of the duty free items.
　 縣長李沃士表示，縣府致力打造金門為免稅觀光島，陸客將是重要客源，陸客自由行金馬先行，肯定能帶來購買免稅品和旅遊人潮，為金門帶來利多。

Magistrate Li also asked the government to authorize Kinmen to give landing visas to Chinese visitors, simplify the visa process in a more practical way, and further allow all the mainland tourists who wish to visit Kinmen and Matsu 72-hour visa-free access. All of these will make it more convenient for Chinese tourists coming to Kinmen, and will complement and strengthen the policy.
他建議，如能擴大金門口岸辦理「臨時入境停留通知單（落地簽）」作業審核授權，及務實地再簡化辦證作業，進而開放大陸民眾遊金馬七十二小時免簽措施等，將能便利陸客到金門，達到開放實質效益。

Dong, Guo-Cai(董國財), General Secretary of the Kinmen County Tourism Development Association, said that the number of mainland Chinese tourists visiting Xiamen is close to 28 million a year. Now with the convenience brought by "Mini-Three-Links" and Kinmen's geographical advantage, these tourists are expected to be the main source once the individual mainland Chinese tourists are open to visit Kinmen.
　 金門縣旅遊發展協會秘書長董國財則指出，大陸各省市一年到廈門旅遊人數達二千八百萬人次，開放陸客遊金門，以小三通便利性及地理優勢，預期是金門觀光的新客源。

He further added that when Xiamen Deputy Mayor Huang, Lin (黃菱) visited Kinmen not long ago, she mentioned that Xiamen citizens might be able to enjoy the "One-day tour of Kinmen Program" beginning this March. She said that while Kinmen becomes an option which adds more color to Xiamen tourism industry, Kinmen itself benefits by this as well. This is certainly a win-win situation for both Kinmen and Xiamen.
