縣府積極招商引資 已見成效

Kinmen County Government is proactively (1) seeking business investments. In order to provide full assistance to the investors, a new milestone for business investment was reached while the Investment Promotion Project Office was established under the supervision of County Magistrate Li, Wo-Shi (李沃士). Business promotions have now achieved some degree of success through earnest effort. The government is looking forward to attracting more investments from Taiwan and China, so that the region can start to experience an economic revival (2).
　 金門縣政府積極招商引資，在縣長李沃士親自督促下，招商專案辦公室業已成立，為投資人提供全程服務，為招商引資再立新里程碑。透過不斷的努力，招商引資已有成效，盼持續吸引台資、陸資進駐，讓地方民眾普遍感受到經濟復甦。

While the county government is working aggressively to attract more investments from the outside, and improve investment promotion efficiency, a task force named "Kinmen County Investment Promotion Project Office" is being formed, whose functions include providing full assistance to the investors, and achieving a more rapid growth in promoting investments. In the end, the ultimate goal is to increase local economic prosperity and create job opportunities.
　 縣府為積極招商引資，提高行政效率，特別以任務編組方式成立「金門縣招商專案辦公室」，為投資人提供全程服務，以提昇投資績效，並達成繁榮地方經濟及擴大就業機會之目標。

Among all the investment promoting achievements, the Industrial, Business and Recreation Park near by the Shang Yi Airport is one of the most prominent BOT Projects in recent years. The company winning the bid-Taiwan Land Development Corporation (TLDC)-plans to make an investment of NT$3.7 billion on its development. The project kicked off this January and aims to feature Kinmen as a duty-free shopping center and versatile (3) tourism facility so that the island can provide both fashion leading trends and leisure for visitors.
　 近年來招商引資成果當中，最受矚目的是位於尚義機場附近的工商休閒園區BOT投資案，今年一月動工，得標的台開集團計畫投資新台幣三十七億元，打造金門為免稅購物島、時尚流行島和觀光休閒島。

Another major investment project is the BOT Project of Jin-Hu Commercial Hotel, of which Ever Rich D.F.S. Corporation won the bid. This project aims to build a hotel with 264 guest bedrooms and both commercial and entertainment facilities such as duty free shops, business centers, international conference centers, and large event venues (4).
　 另一項重大投資案則是金湖鎮商務旅館BOT案，由昇恒昌公司得標，將以三年時間建造二百六十四間客房及兼具免稅商店、商務中心、國際會議中心、大型宴會廳及休憩娛樂設施等功能的旅館。

In regards to investments from mainland China, the Ministry of Economic Affairs approved just last year the first ever mainland Chinese investment project of building a tourist hotel in Taiwan. It plans to invest NT$50 million in the next five years in the construction of a leisure resort village and tax-free shopping center etc. According to investor Wu, You-Hua (吳友華), his reason to invest in Kinmen is so that "the formation of Kinmen-Xiamen economic zone will not take too long".
　 大陸資金方面，經濟部去年核准的第一個大陸企業投資台灣休閒旅館業案，計畫在五年內投入五十億元，開發觀光飯店、娛樂免稅購物中心等項目。投資人吳友華指出，選擇投資金門是因「金廈經濟圈指日可待」。

Besides, the Kinmen County Government also plans to release projects such as the International Economic and Trade Park at Shui-tou Port, the International Medical Park, the Jin-Sha Industrial Park for renewable energy, the Ecology Leisure Zone at the Forestry Institute, the International Tourism and Leisure Area at the Nanmen Seashore Park, and the International Tourism and Leisure Area near by the Xibian seashore.
　 金門縣政府還將推出水頭國際港經貿園區、國際醫療園區、金沙綠能產業區、林務所生態渡假休閒區、南門海濱公園國際觀光渡假休閒區、溪邊濱海國際渡假休閒區等。

With great confidence, County Magistrate Li said that the number of tourists through Mini-Three Links had reached 1.38 million last year. Now with the ECFA in place, he is looking forward to seeing the tourist number reach 1.5 million this year and further reach 2 million next year. He believes that the development of the tourism industry will have major potential on paving the way for future promoting of investments.
　 縣長李沃士信心滿滿表示，金門小三通去年一年進出旅客近一百三十八萬人次，兩岸關係持續ECFA（也夠發），樂觀預期今年可望突破一百五十萬人次，明年上看二百萬人次，相信觀光帶來的商機，招商引資會更順利。
