廈門將開放暫住人員赴金旅遊

Xiamen City will soon allow non-Fujian residents to visit Kinmen for sightseeing during their trip to Xiamen. On June 10th, Kinmen County Government commented on this act saying that it would help to reflect the true value of Mini-Three-Links policy.
　 廈門市即將開放「來廈暫住人員赴金門旅遊」，金門縣政府10日指出，這項新政策為金廈兩地創造出小三通的真正價值。

The county government pointed out that China tourists fall basically into three categories: first, residents of Beijing, Shanghai, and Xiamen, who are the eligible (1) targets in the pilot (2) program which might be launched by the end of June for mainlanders to travel individually to Taiwan; second, tourists via Mini-Three-Links (Taiwan is now planning to extend this policy by the end of June to allow residents of Fujian to travel to Kinmen as individual travelers); third, based on the current Mini-Three-Links regulation, non-Fujian residents are allowed to extend their tour into Kinmen during their trip to Xiamen.
縣府表示，依陸客來台觀光的類型，基本上分為三類，第 一種是所謂陸客來台自由行，該試點城市為北京、上海及廈門，可望六月底明朗。第二種則是小三通自由行，目前台北正規劃將福建納入小三通自由行的範疇中，政策同樣於6月底明朗。第三種則是基於現有小三通相關法令，開放大陸各省市旅客於進入廈門旅遊後，延伸至金門旅遊之類型。

According to statistics of Xiamen City, Xiamen had attracted over 30 million visitors last year. Plus, over one million visitors took the boat trip that approached Dadan Islet just to witness the huge propaganda sign written "Three Principles of the People Unites China." Therefore, an optimistic estimation is that if 1% of those "in-Xiamen tourists" shall be allowed to get visas through simplified procedures and visit Kinmen, annually, it could bring around 300 thousand additional visitors to Kinmen.
　 依廈門市統計，去年廈門即接待來廈旅客逾3000萬餘人次，另大陸福建省以外人士，每年搭船繞行大膽島只為一睹「三民主義統一中國」的旅客，即超過100萬人次；如果來廈旅客中有百分之一以簡便的證件申請即可來金門，此一旅客量樂觀估計可達每年30萬人次。

Besides, if those Chinese tourists, who can take only ferry trips around Dadan Islet, are allowed to apply for Exit / Entry Permits in different city (Xiamen), they can fulfill their dream of actually landing in Kinmen in a cheaper and more convenient way. The combination of both policies will be able to bring prosperity to Kinmen's tourism industry. The Kinmen-Xiamen passenger number through Mini-Three-Links was nearly 1.38 million last year and is estimated to surpass 1.5 million this year with all these open-up policies. This will also maximize the value of Mini-Three-Links.
　原來選擇搭船繞行大膽島的大陸旅客，如果可以「異地辦證」，以簡便及優惠的價格實現登金門島旅遊的夢想，兩項政策若能同時開放，將可為金門觀光帶來榮景。以去年金廈小三通旅客載運量達137.9萬餘人次，相信今年小三通人數可望突破150萬人次，為金廈小三通創造更大的價值。

Kinmen County Magistrate Li, Wo-Shi (李沃士) said that the Cross-Strait policy has now transitioned into a more mature stage. Besides the initiation of this "Non-Fujian Residents Visit Kinmen Policy", the programs for Chinese free independent travelers (FIT) to visit Taiwan and for Fujian residents to visit Kinmen, Matsu, and Penghu are also ready to go. Kinmen County Government will continue to work with the tourism industry to work out more promotion plans and more sightseeing recommendations in order to arouse interest for tourists to visit Kinmen.
金門縣長李沃士表示，目前兩岸政策已進入相當成熟的階段，本次除來廈暫住人員赴金旅遊吹響序曲，未來還有大陸旅客來台自由行以及福建居民赴金馬澎自由行的旅客，金門縣政府將陸續整合旅遊及特產業者推出更多優惠方案，及規劃更多推介行程以吸引更多旅客來金門旅遊。
