李沃士盼中央把金門建設成台灣櫥窗

During an interview with reporters from "Making Money Magazine" on July7th, Magistrate Li, Wo-Shi appealed to the Central Government to fully invest in Kinmen infrastructure construction (1) that would transform Kinmen into a window that displays Taiwan's democracy, medical treatment, healthcare, and cosmetics under the competition of Mainland's "West Coast of the Taiwan Straits Economic Zone".(2) He emphasized that this is Kinmen's niche (3).
7日接受臺灣《財金雜誌》記者訪問時，縣長李沃士呼籲中央，面對大陸「海西經濟區」的競爭，應該全面投資建設金門，把金門當做台灣的櫥窗，展現民主、醫療、養生美容等優勢。這也正是金門發展的利基所在。

Concerning the issue of the possibility for Kinmen to push forward its gambling referendum, Magistrate Li stated that a definite policy on gambling has not yet been formulated. Issues such as investment amount, land acquisition (4), and tax allocation of the gambling industry are yet to be clarified. Besides, the gambling facility only composes five percent of the entire international tourist resorts. If relevant laws were drafted, the direction of the policy would be made clear. By then, Kinmen's gambling committee will decide whether a gambling referendum should be held in a timely manner.
針對金門是否推動博奕公投議題，李沃士說，中央對於博奕還沒有規劃出明確的政策，像是博奕的投資金額、土地取得、稅收分配等，都沒有向大家說清楚，而且博奕只是國際渡假村內的百分之五，如果相關法規出爐之後，相信方向會較為明確，屆時金門縣的博奕審議委員會將適時決定是否進行博奕公投。

During the interview, a reporter asked Magistrate Li how Mainland's West Coast of the Taiwan Straits Economic Zone development policy would influence Kinmen, and how Kinmen would exploit its advantages. Magistrate Li responded that in face of (5) the competition from Mainland's West Coast of the Taiwan Straits Economic Zone policy which has motivated Taiwanese businessmen to invest in Mainland, the Central Government can utilize Kinmen as a reaction. He further mentioned that each side had its own strengths. Taiwan has advantage in its democracy, medical treatment, healthcare, and cosmetics and can use Kinmen as its window. Meanwhile, the development in Xiamen is fast-paced. If Kinmen and Xiamen can promote their tourism together, they will be able to integrate their respective styles and traits. That's where the Kinmen's niche is.
訪談中記者問到，大陸積極發展海西政策對金門的影響，及如何掌握金門的優勢。李縣長認為，大陸發展海西區鼓勵台商前往投資，我們的中央政府也可善用「金門」來面對。他說，兩岸各有優勢，台灣的民主、醫療、養生美容等優勢，可以拿金門當櫥窗，而廈門發展迅速，金門若與廈門一同行銷旅遊，結合彼此不同的風格與特色，這也是金門的利基所在。

Magistrate Li also expressed his view on the pilot program allowing Chinese free independent travelers to visit Taiwan. He thinks the current facilitation (6) of the "Mini" self-guided tour allowing individual tourists to visit Kinmen, Matsu, and Pengu, and the "one-day tour" from Xiamen to Kinmen provides a lot of potential for Kinmen. Mainland tourists will no longer be constrained (7) by the restriction of a group tour. By then, their consumption will be evenly spread out and small shops will possibly benefit. He also stated that Kinmen's current accommodation condition is still inadequate. The daily capacity to receive tourists is around 3000 people. After accommodation conditions are improved, Kinmen can continue striving for pilot policy from mainland China such as "two-day" or "three-day tours" for mainlanders.
　 訪談中，李縣長也針對「陸客自由行」議題發表看法，他認為，目前推動、針對金、馬、澎的「小自由行」以及金廈「一日遊」，對金門來說潛力無窮，陸客擺脫團進團出的限制，消費範圍比較平均，一般商家比較能夠感受得到。他也表示，目前金門住宿的硬體條件不足，每日接待人數最多三千人左右，未來條件改善後，將持續爭取大陸方面開放「二日遊」或「三日遊」。
