The county government will set a time limit for replying to people's petitions in the County Magistrate's Mailbox

縣長信箱民眾投書 縣府限期處理回復

The "County Magistrate's Mailbox" provided is to allow people to express opinions online, for enhancing the two-way communication between people and the government. County Magistrate Li, Wo-Shi pays much attention to it. In the "Review Meeting on Dealing with the Replies for the County Magistrate's Mailbox" convened by the county government yesterday, County Government Chief Secretary Lu, Jhih-Huei also anticipated that each operation unit should assume its responsibility to process the replies to people's various petitions (1) well, so as to eliminate the gap between people and the government, manifest the function of the County Magistrate's Mailbox, and enhance the quality of citizen service.
  「縣長信箱」在於提供民眾利用網路表達意見,增進民眾與政府間雙向溝通,縣長李沃士極為重視,縣府昨日召開「縣長信箱回復處理檢討會議」中,縣府主任秘書盧志輝也期許各業務單位要確實依權責做好各項民眾來函的回復工作,以消除民眾與政府的隔閡,彰顯縣長信箱的功能,提升為民服務的品質。

The "Review Meeting on Dealing with the Replies for the County Magistrate's Mailbox" was convened at the Third Conference in the county government yesterday afternoon. It was hosted by County Government Chief Secretary Lu, Jhih-Huei, and the participants included County Government General Affairs Office Director Li, Hsi-Hui, Research Development and Evaluation Office Director Chen, Chao-Jin, and the clerk personnel or operation undertakers from the units such as the county government's each bureau and its affiliated (2) units, township offices, and household registration offices.
  「縣長信箱回復處理檢討會議」昨日下午在縣府第三會議室召開,由縣府主任秘書盧志輝主持,包括縣府行政室主任李錫回、研考室主任陳朝金,及縣府各局室處與附屬單位、鄉鎮公所、戶政事務所等單位登記桌人員或業務承辦人等出席參加。

Chief Secretary Lu, Jhih-Huei pointed out that the County Magistrate's Mailbox is also a bridge between people and the county government. It has something do with the county government's entire image regarding citizen services. County Magistrate Li, Wo-Shi pays much attention to it and requires that the process and progress of people's petitions should be reviewed and tracked.
  主任秘書盧志輝指出,縣長信箱也是縣府與縣民溝通的橋樑,攸關縣府為民服務的整體形象,縣長李沃士非常重視,也指示對於民眾投書分辦情形必須檢討追蹤。

Lu, Jhih-Huei also reminded that each unit should view people's problems based on empathy (3) when people's petitions are received. Also, each unit should give correct replies to people, according to its duty and operational procedures. Besides, it should pay attention to the principle of processing, the time effectiveness of processing, and writing skills, so as to exert each unit's ability to reflect public opinions, for manifesting the function of the County Magistrate's Mailbox and enhancing the quality of citizen service.
  盧志輝也提醒各單位對於民眾來函內容,要以同理心看待問題,並依權責及作業流程確實回復民眾,並重視處理的原則、處理的時效、寫作技巧,以發揮各單位民意反映能力,彰顯縣長信箱的功能,提升為民服務品質。

In the meeting yesterday, the Research Development and Evaluation Office provided explanations and guidance, aimed at the Operational Guidelines for the County Magistrate's Mailbox and the relevant patterns of incorrectness, common patterns of incorrectness, and the six kinds of improper response cases picked from each bureau and office by the Research, Development and Evaluation Commission at New Taipei City Government.
  昨日會中,並由研考室針對縣長信箱作業要點暨相關錯誤態樣、常見錯誤態樣及新北市府研考會從各局處挑出六種不當回復案例等等提出說明與指導。

Meanwhile, the issues were discussed, regarding the time limit for County Magistrate to handle (Five working days for processing each case; if many units are involved, eight working days for the host unit and five working days for the co-undertaking unit), the host unit (The competent operation unit is the host unit, and the second-level institution is the co-undertaking unit; the competent operation unit should compile (4) the replies), clerk personnel (Final reviews will be strengthened prior to online registration), impeachment (5) cases (Field investigation should be undertaken, if public security is endangered. Inform the situation of processing.), and the satisfaction survey mechanism (included into the Administration Satisfaction Survey, and a monthly inspection will be held).
  同時也針對縣長處理時限(每案處理時限為五個工作天,如有涉及多單位者,主辦單位為八個工作天、協辦單位為五個工作天)、主辦單位(主管業務單位為主辦、二級機關為協辦,由主管業務單位彙整回復)、登記桌人員(上網登錄前加強最後檢視)、檢舉案件(如涉及危害公安需辦實勘,應告知處理情形)、滿意度調查機制(納入施政滿意度調查、並每月抽測)等議題進行討論。
