第二階段排雷動土要讓金門成為無雷島

The military started the second stage of demining in Kinmen this year. At the opening ceremony in Houtou mine area of Leiyu Township on July 16, Commander of Kinmen Defense Command Zhang, Qing-Xiang, Kinmen County Magistrate Li, Wo-Shi, Kinmen Council Speaker, Wang, Zai-Sheng and other dignitaries (1) joined together to cut the barbed wire (2) symbolizing the beginning of the demining operation.
國軍今年起將針對金門地區進行第二階段排雷，16日在烈嶼鄉后頭雷區舉行的動土典禮中，由金防部指揮官張慶翔、金門縣長李沃士、金門縣議會議長王再生等貴賓共同持剪，剪開刺絲網，象徵排雷工作正式啟動。

According to Zhang, Qing-Xiang, the military had started the preliminary (3) demining in 1997. But only after the legislation of the "Statute for Anti-personnel Land Mine Control" in May, 2006, did the Ministry of National Defense regard demining to be the most important task, thus expanding full-scale military and commissioned demining in 2007. (4) The first stage of demining was from 2007 to the end of 2009 which cleared land mines at 47 sites with an area of 1.41 million square meters, accounting for 46.3 percent of the listed mine sites. The second stage starting this year will focus on 107 sites, an area of over 1.64 million square meters.
張慶翔表示，國軍自86年開始初步排雷，立法院95年5月間三讀通過《殺傷性地雷管制條例》之後，96年國防部將排雷列為重要施政工作，展開國軍自力排雷和委商排雷。第一階段96年至98年底，清除四十七處、面積一百四十一萬餘平方公尺地雷，已排雷區域佔全金門列管雷區百分之四十六點三。今年起的第二階段排雷，將針對一百零七處，面積逾一百六十四萬平方公尺區域進行。

Zhang also stated that the Kinmen Defense Command has the responsibility and confidence to help Kinmen become a land mine-free area before 2013 which will further promote the development and construction in Kinmen.
張慶翔表示，金防部有責任、且有信心在102年底以前，讓金門成為無雷環境，促進金門發展與建設。
