Think Twice Before Investing in Real Estate in Xiamen

投資廈門房地產要當心

Caution must be taken when buying any real estate in China. Twenty investors from Kinmen and Taiwan invested in an office building in Xiamen, and after having made payments for more than two years, are not able to get the real property rights. Victims of the investment frauds (1) urged the Xiamen authorities to take action to protect the lawful rights and interests of investors. They also wanted to share their experiences to help others avoid being taken in (2) by these similar tactics (3).
到大陸投資房地產一定要當心!有二十位金門鄉親及臺商投資廈門的「寫字樓」(辦公室),已付款兩年了,卻得不到產權。受害者希望廈門當局能保障合法投資人權益,並以自身為鑑,籲請大家當心。

According to a local Kinmenese, Mr. Chen, about 20 people from Taiwan and Kinmen purchased 9th, 10th, 16th, 22nd, 23rd floor office spaces in the Huangda Mansion on Binnan Road and Houdaixi Road in Xiamen City in 2007. These office spaces were purchased from a corporation based on the market price at that time. The last name of the person in charge of that company is Chen, and the last name of the legal representative is Tsai. The victims made their payments in the end of 2007. According to the contract, the process of transferring property rights should have been completed in 2008. However, the company has been avoiding any contact with the investors for the past two years.
根據陳姓金門鄉親的說明,2007年,有金門鄉親和臺商約二十人,投資廈門巿濱南路與后埭溪路的皇達大廈,包括九樓、十樓、十六樓、二十二樓、二十三樓、二十五樓等「寫字樓」。他們按當年的時價向某集團購買,負責人姓陳,法定代表人姓蔡。交款的時間是2007年底;根據合約應於2008年辦理產權過戶,但是時隔兩年,卻仍避不見面。

The victims have already filed reports with the Xiamen Municipal Government, Public Security Bureau, Office of Taiwan Affairs, Xiamen Municipal Government, and People's Court to apply for arbitration (4). Nevertheless, despite all their efforts, they have failed to receive any fair treatment. Besides the obvious hope that both PRC and ROC governments can put forth more effort to protect the legal rights of investors, the victims also hope that Kinmen fellows will take warning from their own experiences and think twice before investing in real estate in China.
發現受害的金門鄉親,已經向廈門巿政府、公安局、巿台辦、人民法院求助及申請仲裁;不過,雖然多次奔波,至今仍未獲合理的處理。被害人希望金門鄉親想投資大陸房地產時,要「引以為戒,小心評估」;更希望兩岸的政府能夠保障合法投資人的權益。

●1. fraud-(n)詐騙;陰謀;騙局。另一個常見的字眼則是scam。最近經常出現的電話詐騙,則可稱為phone fraud,或phone scam。詐騙的歹徒則稱為scammer。
●2. take in-欺騙。通常用被動語態be taken in,指被欺騙。
