薛承泰：慶祝建國百年金馬最有資格

An academic seminar titled "Review on Kinmen-Matsu's History and Outlook" held by the Fujian Provincial Government took place on the 22nd in Kinmen. During his speech, Governor of Fujian Provincial Government Xue, Cheng-tai (薛承泰) stated that Kinmen and Matsu are the two most qualified locations for celebrating ROC's centennial anniversary. He expects that the review of Kinmen and Matsu's history will ignite (1) the spark (2) of wisdom and contribute to the future peace of the cross-strait.
由福建省政府主辦的＜金馬歷史回顧與展望學術研討會＞金門場，22日在金門大學舉辦，福建省政府主席薛承泰致詞時表示，金門和馬祖是最有資格慶祝中華民國建國100年的地方，期盼透過金馬歷史回顧，激盪出智慧的火花，對未來的和平作出貢獻。

Scholars from the United States, Singapore, Japan, Mainland China, Kinmen, and Taiwan were invited to this academic seminar. It is hoped that through discussion and interpretation of experts, a one-hundred-year history of Kinmen and Matsu will be displayed, lessons from war experiences will be learned, and a new way of thinking about the future will be shaped.
此次學術研討會，共邀請來自美國、新加坡、日本，對岸大陸以及金門、台灣的學者與會，希望透過專家的詮釋與對話，將金馬過去一百年的歷史呈現出來，並記取過去戰爭的歷史教訓，對未來提出嶄新的思維。

Harvard Professor Michael Szonyi presented his thesis during the seminar. In his thesis, he pointed out that although Kinmen has been under Taiwan sovereignty (3), it is geographically remote from Taiwan. Kinmen has strong geographical, linguistic, historical, and cultural attachments with the Southern Min region in Mainland China, but politically does not belong to the regime (4). This unique trait (5) makes Kinmen very suitable for the experiment of new cross-strait policy. Hsia, Chu-Joe, Director of Graduate Institute of Building and Planning, National Taiwan University, suggested that Kinmen should pursue becoming a "Cross-Strait Special Administrative City." He further recommended that Kinmen and Xiamen share their airports and together build a light-rail bridge so Kinmen can become a nexus (6) between Taiwan and the west coast of Taiwan Straits economic zone in Mainland China.
美國哈佛大學宋怡明（Michael Szonyi）教授在會中發表論文，他指出，金門隸屬於台灣卻遠離台灣，和大陸閩南地區有地理、語言、歷史、文化的聯繫，政治上卻不隸屬該地區。這樣的特性讓金門非常適合作為兩岸新政策的試驗場。
台灣大學建築與城鄉研究所所長夏鑄九則認為，金門應該追求「海峽特許城市」的戰略定位，他並建議金廈共享機場、共構輕軌大橋等，讓金門成為台灣連結大陸海西區的結點。

Besides being held in Kinmen, the seminar has also been held for people from Matsu in the International Conference Room of the National Taiwan Normal University.
該項研討會，除了金門場，24日還在國立台灣師範大學國際會議廳舉行馬祖場。
