身障中心ICF研習受理報名

Kinmen County Welfare and Service Center for the Disabled will be holding an International Classification of Functioning, Disability, and Health (ICF) course on July 9th in its social welfare building, those with disabilities and family members are welcome to register for the course.
　 金門縣身心障礙者福利服務中心訂於七月九日在社福館辦理國際健康功能與身心障礙分類系統（ICF）研習，歡迎身心障礙者暨家屬踴躍報名參加。

What is ICF? Kinmen County Social Affairs Bureau points out that ICF is the "International Classification of Functioning, Disability, and Health." After the World Health Organization (WHO) proposed the ICIDH (International Classification of Impairments (1), Disabilities, and Handicaps) in 1980. The WHO revised it into the ICF in 2001, taking on a new perspective of what is a "disability." The ICF completely abandons the use of disease names, which label "those with disabilities are amongst a minority," and provide descriptions of health instead, turning into "everyone might encounter disabilities when interacting with their bodies and the environment." ICF gives the perspective that when disability is an experience that we are bound to encounter in our lives, are we able to share the social risk and give you and me the complete, full and dignified (2) opportunity to take part in various activities when we are in similar circumstances in the future.
ICF是什麼？金門縣政府社會局指出，ICF就是「國際健康功能與身心障礙分類系統」，世界衛生組織WHO於一九八零年提出ICIDH做為身心障礙的國際分類系統後，於2001年修訂為ICF「國際健康功能與身心障礙分類系統」，重新看待什麼是「身心障礙」。ICF完全放棄過去用疾病名稱標示「身心障礙者是少數一群身心有障礙的人」的模式，而採用對健康做說明，變革為「每個人都可能有面對身體與環境互動時發生障礙」的普及模式。ICF反映出當障礙的狀態是人一生當中必定會面臨的經驗時，我們能否共同分擔社會風險，給予未來可能處於障礙情境中的你、我、他也有完整、充份、有尊嚴地參與各項活動的機會。

The Social Affairs Bureau points out that in response to the impact of the concept of ICF, those with physical disabilities and their family members must gain a certain understanding of ICF, so that they will understand its influence on future classification. Therefore, Kinmen County Welfare and Service Center for the Disabled will be holding an International Classification of Functioning, Disability, and Health (ICF) course on July 9th. The event has invited Secretary General Lin Hui-Fang of the Parents Association for Persons with Intellectual Disabilities, Taiwan, to be the lecturer; with her understanding of the ICF system, she will allow all attendees to understand the new ICF system, how they should face the new classification method, and how they should respond to questions in order to gain more suitable social welfare resources.
　 社會局指出，因應ICF概念的衝擊，身心障礙者暨家屬皆須對ICF有一定認識，以了解此變革對於未來鑑定之影響。因此，金門縣身心障礙者福利服務中心將於七月九日辦理「國際健康功能與身心障礙分類系統（ICF）研習」，活動將邀請中華民國智障者家長總會秘書長林惠芳擔任講師，以其對ICF制度的認識與了解，讓身心障礙者暨家屬能夠了解ICF新制的全貌，了解未來ICF全面改制後該如何面對新的鑑定方式，鑑定時該如何應答才能讓身心障礙者獲得更適切的社會福利資源。
