工務局辦品管制度研習

Kinmen County Public Works Bureau found that some contractors did not use construction elements as the basic unit in their construction plan and quality plan, e.g. construction essentials (1), quality management standards, inspection process and self examination, and inspection points (including flowchart), when auditing constructions. Establishing construction essentials and quality management standards based on materials or equipment resulted in constructions not being able to grasp key points, and thus construction quality was often unable to meet standards stipulated (2) in the contract.
　 金門縣政府工務局於辦理工程施工查核時，發現地區部分施工廠商對於施工計畫書及品質計畫書之主要內容，如訂定各工項之施工要領、品質管理標準、檢驗程序及自主檢查與檢驗停留點（含流程圖）等作業，並未以施工構件為單元訂定，係以材料或設備訂定相關施工要領及品質管理標準，致工程施工時未掌握施工重點，其施工品質往往無法達到契約規定。

The Public Works Bureau specially held a workshop a few days ago to strengthen supervision and construction personnel's ability to formulate supervision and quality plans, and strengthen regulations on organized, systematic quality control and quality assurance, thereby realizing a three-level quality management system for public works that will improve construction quality.
　 為加強監造人員及施工人員對監造計畫與品質計畫製作要領，以強化組織化、系統化之品質管制與品質保証等標準作業法則，藉以落實公共工程三級品管制度，提升工程施工品質，因此在日前特別舉辦研習會。

The workshop was held in Kinmen County's water supply plant a few days ago, in which technician Tseng I-Cheng was the lecturer (previously a chief at Sinotech Consultants, a member of the construction work surveillance (3) unit of the Executive Yuan Public Construction Commission, and a lecturer at National Central University for quality control personnel training). During the workshop he stressed the concept of "realizing a three-level quality management system for public works to improve construction quality," helping construction supervisors and workers to understand and implement a three-level quality management system. In addition to responsible of government agencies and internal auditors, many architects, consulting companies and construction companies also sent representatives to attend to workshop; over one hundred people attended the workshop and gained significant results.
　 研習會日前在金門縣自來水廠舉辦，並由曾義誠技師主講（曾技師曾任職財團法人中興工程顧問社主任，並是行政院公共工程委員會工程施工查核小組查核委員，中央大學品管人員訓練班講師）。研習會中，他並特別強調「落實公共工程三級品管制度，提升工程施工品質」之觀念，俾工程主辦人員及相關從業人員能瞭解並落實工程三級品管制度。而本次參與研習之人員除公務機關承辦同仁及內聘查核委員外，尚有多家建築師事務所、顧問公司及營造廠商代表參加，總人數超過百人，成效頗大。

In addition, to enhance construction auditing performance and better the quality of internal auditors, Kinmen County Government has hired experienced external auditors to give lectures on notices and key points of auditing, allowing their expertise and experience to be passed on, thereby increasing the exactness of auditing operations carried out by internal auditors.
　 另為提升施工查核執行績效及強化縣府各內聘查核委員素質，金門縣政府聘請工程經驗豐富及資深之外聘查核委員，就查核作業注意事項及查核重點等辦理研習，透過研習會交流方式，吸收外聘查核委員之專長經驗，並讓內聘查核委員更充份瞭解查核重點，以提升內聘查核委員對查核作業的嚴謹度。
