金門面臨水難題李縣長盼中央正視   Control Yuan Member Mr. Chou and Mr. Yu visited Kinmen surveying drinking water shortage and poor quality.  County Mayor Li indicated that the MOEA's evaluation for local population's water supply demand is much less than the actual.  He also warned that pumping out underground water has already resulted in serious land subsidence and even salinization.  Because there is no other alternative water supply source, the MOEA shall approve of building a 2,000-ton sea water desalinization factory in Kinmen and accelerate planning building Yin Mountain water treatment plant.  He also requested the central government officers shall be more aware of the water shortage in Kinmen and shall assit in Kinmen in insuring drinking water supply and quality.  　 昨日監察委員周陽山及余騰芳抵金視察地區自來水不足及水質不佳等問題時，縣長李沃士認為經濟部對於本縣人口需求與水的使用量預估偏低太多，背離了事實；他也指出地區抽取地下水作為自來水水源，金門地層下陷嚴重、甚至已經有鹽化的現象，同時也希望目前沒有其他境外水源時，經濟部應儘速同意金門興建二千噸的海水淡化廠，並加速規劃興建營山淨水廠。他也拜託中央主管部會能夠重視金門所面臨「水」的難題，協助金門，讓金門將來的自來水的供應與水質無慮。   County mayor Li indicated that the MOEA's serious evaluation deviation for local population's water supply demand in Kinmen is the most threatening to Kinmen economic development.  Especially the relationship between the two sides has improved significantly after President's inauguration.  There demonstrates lots of development opportunities for Kinmen accordingly but Kinmen's water supply shortage is also thus further deteriorated.  Especially many private enterprises have proposed investment in Kimen.  The MOEA's water supply demand evaluation is far much less the actual scenario.  The MOEA's evaluation report shows that the population will amount to 70,000 in year 2031.  The current population has already exceeded 70,000.  Kinmen is executing the "University Island Project" and lots of mainland China tourists stampede into Kinmen.  Due to closely cooperation with Xiamen, Kinmen defnite will have fast development after the initiation of "Mini-Three-Links Policy".  　 縣長李沃士指出，經濟部評估金門人口成長數目與縣府評估的有一段落差，水的問題是金門發展的最大問題，尤其兩岸關係在馬總統主政之下，兩岸關係緩和，相對帶給金門發展契機，但是也感到「水」的壓力，特別是最近許多民間企業，都相繼投入金門的開發建設，而經濟部所做的金門縣對於「水」的需求，不符實際需求，報告中預估金門一百二十年有七萬的人口，以現在來算一算就不只七萬人口，加上金門推動大學島，大陸觀光客的人氣，特別是金門的地理位置，與廈門之間的密切合作，小三通的成長，相信就可以看出來的。  After lifting the sanction and implementing the Mini-Three-Links policy, there has increased 300,000~500,000 visitors to Kinmen annually.  Such an increase differs greatly from natural population growth.  Due to adoption of natural variables, MOEA's evaluation is much less than the actual demand and can't satisfy the demand from estimated natural population growth and tourist increment.  All following development projects will thus be seriously affected.  The central government officers shall be aware of local residents' opinions.  We have already felt the water supply shortage is very stressful.  The water demand increase in the future will be definitely much more than the current estimation.  Especially if the gambling act is legalized in the near future, the water supply shortage will be further deteriorated.  　 他也說，一個政策的開放後增加的人次，以數十萬計，過去的經驗，大家可以去看小三通成長的幅度。一個政策一開放就增加三、五十萬人次，而不是一個自然的成長，經濟部用正常的增加趨勢去評估，與實際差距太大，對於金門人口的預估與觀光客的需求，顯然是偏低的，會影響後續政策的推動，中央主管部門應多聽聽地方民眾的聲音，因為我們的感受最直接，如果再加上未來的需求，甚至市場吵得最火熱的博奕未來這兩年真的通過了，那時金門對水的需求會更大，經濟部對於金門人口需求與水的使用量預估偏低太多，也背離了事實。   Mayor Li indicated that the central government has never been aware of the Kinmen water supply shortage.  The budgets for improving water treatment plant facilities have thus been assumed by Kinmen county, even though the central government has offered fund subsidy.  The current water supply from underground is pretty worrisome.  The Water Resources Agency's survey indicates that Kinmen underground water elevation is lowering 20 cm annually.  However, Kinmen county government's survey is as much as 0.5 to1.5 meters per year and there has already salinization.  Our survey result is based on scientific search instead of random evaluation.  Central government shall devise a feasible survey monitor system to limit the usage amount of underground water and can thus stop unlimited usage currently.  As the water shortage has never been aware by the central government in the past, it has thus been forced to use underground water unlimitedly.  It will destroy the geological structure permanently.  Central government shall use scientific reasonable evaluation and shall not be always ignorant of his plea.  　 李縣長表示，過去金門因為沒有受到中央的重視，水廠對於水質的操作當然地方概括承受，中央有支援經費預算也不可否認，但是在地下水這部分是很令人擔憂的，水利署對於金門地下水下降監測的數字，每年是二十公分，而縣府監測的數字是每年零點五公尺到一點五公尺，甚至已經有鹽化的現象，這部分絕不是各說各話，通通有數據的，我們希望中央主管針對這部分來研擬一套合理的監測制度，讓我們知道地下水該抽多少，絕對不是盲目無限制的抽，過去沒有人去關心，所以沒有湖庫水就去抽地下水做為自來水的水源，這種作法是對不起子孫的，應有合理使用的數字，而不是把他當作自然而且認為是應該的，這要提醒中央重視。   County Mayor Li mentioned that most water treatment plant facilities are pretty aged and inefficient.  The current usage efficiency is only 60~70% of the original designed capacity.  The usage efficiency is even relatively low for the sea water desalinization plants and water treatment plants currently.  However, because there is no alternative solution available, the possible improvement range is very limited and the improvement performance is definitely pretty low accordingly.  The original capacity for sea water desalinization plant is 2,000 tons but the actually operation capacity is only 800 tons.  The causes for such low efficiency shall be validated for seeking a solution project.  　 李縣長也提到地區許多「水」的設施的確是老舊，目前的使用效率只達到原來的六成、七成左右，包括海淡、淨水設施等，使用率通通已經偏低，但又沒有緩衝的空間，所以只能在局部有限的情況下去做改善，效果是非常低，比如當初海淡廠設計二千噸，而現在只能操作到八百噸，這部分一定有原因，希望能有解決的空間，建議盡快能在營山設置淨水廠，讓其他的淨水廠才能去做大幅度的更新、改善。   Currently the central government doesn't support for the policy concerning water supply from mainland China.  However, searching for solution of water supply shortage shall never be stopped.  County government has been proposing building a sea water desalinization plant in the past 3~4 years.  However, there still has not any feasible development in the past 3~4 years.  The central government shall cooperate with the county government solving all relevant obstacles jointly.  Especially the tender invitation for 950-ton sea water desalinization plant has failed many times until now.  Current there is a proposal for 2,000-tonnage expansion project but regarded unfeasible according to the survey of Water Resources Agency.  The central government shall stop ignorant and accelerating solution project as soon as possible.  Especially there is no alternative water supply source available at all in this district.  It will spend at least 2~3 years for completing construction of sea water desalinization plant and the preliminary evaluation.  That will definitely further deteriorates the problem.  　 即使中央政策認為目前沒有支持到大陸引水的需求，但是相對的水供應問題不應該停止，李縣長說，三、四年來整個水的供應計畫，地方政府想推海淡廠的擴充，但這個計畫三、四年來都沒有進展，中間有何問題，希望中央與地方一起來合作解決。尤其在海淡的區塊，我們看到了九百五十噸發包這麼多次沒有人願意進來承包，而增設二千噸海淡廠，水利署評估後認為不必要，希望中央能針對這一問題重新來檢視，尤其是這區塊在沒有其他境外水源可以供應的情形之下，能夠再加速來推動，因為一個廠房的興建，加上期前的評估，沒有兩、三年無法完成，是會緩不濟急的。   County Mayor Li emphasized that the water treatment plant in Yin Mountain shall be definitely fulfilled.  Even if it can legalize the water supply from mainland China, the water supply from main China are raw water instead of treated drinking water.  It is being proposed to import 20,000 tons of water.  More than 10,000 tons of the imported water couldn't be processed by the current facilities.  If the imported raw water are supplied to the users directly without treatment, it would be unreasonable.  The water treatment plan n Yin Mountain shall be definitely completed firstly.  Then it can start improvement the facility processing efficiency in Rong Lake and Tai Lake water treatment plants.  If the plant in Yi Mountain can't be completed as schedule, all other solution projects will be postponed.  　 李縣長強調，營山淨水廠的建置勢在必行，即使以後由大陸引水，也是原水，不是處理好的水，所以進來之後二萬多噸的水，現在接近一萬多噸是沒有處理的，抽出來就直接供給用戶，基本上已經是不太合理了。營山淨水廠設置之後，才能去做榮湖、太湖淨水廠的性能更新改善，不做這個廠，沒有改善的空間，不能停，沒有地方停。   County Mayor Li also expressed regretful for local residents because the county government has never satisfied the local water demand in the past few decades.  Currently the raw water pumped out from underground are supplied to users directly without any purification.  The county government shall solve this problem as soon as possible instead of leaving it deteriorating.  　 李縣長也表示，特別感到愧對鄉親的是，我們的水，努力了幾十年來，從來無法去符合鄉親的期待，我們現在用地下水直接抽水來供應，沒有經過處理，這項的政策在縣府有能力協助改善的時候，應提早來改善，不是把問題繼續給留下去。   He plead the central government officers can regard the Kinmen water shortage as their own problems and provide all the support necessary to insure stable water supply and water quality in Kinmen in the future. 金門申請世遺監委期許成為全國第一   Control Yuan Members, Mr. Huang and Mr. Liu surveyed the World Heritage eligibility concerning unique historical values and features of South Fujian culture and military culture in Kinmen. For the World Heritage Application, County government invites relevant institutes to make discussions. Control Yuan Member Huang asserted that Kinmen features uniqueness and abundance of South Fujian culture, military culture and huge amount of overseas Kinmen natives. Each individual institute has already made much effort for this World Heritage Application in the past decade. It is necessary to integrate all the preparation performance of all relevant institutes.Kinmen will definitely succeed in wining the first World Heritage Certification for Taiwan.    監察委員黃煌雄、劉興善實地訪察金門閩南文化與戰地文化獨具歷史價值及世界遺產地位，政府將其推動登錄，昨日邀集相關單位座談。黃煌雄強調，金門擁有獨特豐富的閩南、戰地及僑鄉文化，在過去十年來在各單位於各自範圍認真努力和推動下，未來只要將支流匯聚導入成主流，去蕪存菁、凝聚島民共識，推動上期由內而外、由下而上循序漸進，勢必將成為國內第一個代表國家提出申請世界遺產登錄的縣市。   This application seminar started from 08:30 yesterday in the first meeting hall of County government. The meeting attendees included the meeting chairman, County Mayor, military vice chief commander, Kinmen National Defense Vice Commander, Tourism Bureau Chief of MOTC, and the representatives from Council for Cultural Affairs, and Finance Administration of CPAMI, Kinmen World Heritage Promotion Commissioners, and some history researchers and experts and writers and Kinmen County Culture Bureau Chief and Construction Bureau Chief.    座談會昨日上午八時三十分起，在金門縣政府第一會議室舉行，由縣長李沃士主持，陸軍副司令嚴德發、金防部副指揮官任季男、交通部觀光局、文建會代表、金管處處長曾偉宏、金門縣世界遺產推動委員會委員閻亞寧、李增財、黃振良、江柏煒，以及文史工作者劉華嶽、黃奕展、許維民、作家楊樹清、金門縣文化局長李錫隆、建設局長葉媚媚等，出列席參加。   Lots of suggestions and advises were submitted in this meeting concerning Kinmen World Heritage Application. It was discussed all necessary coordination among all responsible institutes and the necessary support from the central government.Kinmen County government has proposed the World Heritage Application as the County priority policy and adjusted Kinmen's role of critical military outpost in highly rally era to the role of a culture and business center in peace era. All other necessary support include: the central government providing all the necessary support and policy enactment, evaluating the qualification requirement for World Heritage Application, coordination with National Defense Dept. and promoting nationwide support and efforts for successful achievement of this World Heritage Application, etc.    會中，與會提出諸多對金門推動申請世界遺產登錄建議和意見，以及各自碰到需中央協助、協調事項。並以縣府將推動申請世遺登錄放在施政總目標、將金門的位階從國共內戰拉高為冷戰戰略層級、加強對非物質文化的保護和論述、中央應成立跨部會推動小組、申請世遺登錄為高度整合工作，要中央與地方共同來努力推動、文化資產和戰備考量可以同時進行、申請世遺登錄應蔚為島民全民運動…等，為努力目標。   All relevant institutes have made efforts for this World Heritage Application in the past few years. However, all of the efforts and resources shall be integrated for reaching best efficient and avoidance of unnecessary conflicts. All of the resources shall be used with the highest efficiency. Local government does play a critical role in this case. The important strategies also include promoting nationwide support and consensus, insuring the Taiwan's sovereignty for Application and avoidance of China's political interference and coordination with the central government's goal-implementation procedures.    黃煌雄指出，金門在申請世界遺產登錄歷程上，近幾年感覺有在動，但動的過程需彙集一個方向，以從支流匯聚導入成主流，去蕪存菁，並把握有限資源優先順序，地方政府扮演舉足輕重角色，要凝聚民意共識和大家共同參與力量，以能推波助瀾，並確保申請世界遺產登錄主體性，避免被對岸吃豆腐，同時配合政府腳步來推動。   A history expert Mr. Liu expressed that he has irreplaceable feeling for Kinmen. He witnessed the miraculous central underground tunnel construction in 1984. He is amazed at Kinmen's world exclusive military positioning, and enrichment of South Fujien culture uniqueness and the feature of huge amount of overseas Kinmennatives. The central government's relevant institutes must be able to enact definite policies for insuring Kinmen's successful achievement of Taiwan's First World Heritage Application.    劉興善則以自己對金門有特別的感情，指出民國七十三年到金門看到中央坑道的不可思議，認為以金門擁有世界上獨一無二的戰地、閩南、僑鄉文化，只要中央相關單位政策明確，金門的努力絕對不會白費。   County mayor Li smiled saying that he feels "pretty stressful" due to all Control Yuan Memebers' aspiration. He will do his best for supervising and coordinating all relevant institutes. All institutes to make self-reviewing periodically for accelerating achieving this goal. He strongly believes the nationwide efforts and support will definite contribute to the success.    縣長李沃士對於監委的期許，半開玩笑的表示「壓力很大」，但應該做，將不斷督促相關單位及部門，就未來要走的路提出方向重新檢視，以期積極加速推動落實，在大家一起努力下，一定有成果，不負各界期望。   The important discussion in the meeting include the following: Chief executive Mr. Chiang's emphasis of worldwide fame of Kinmen's Kaoliang Liquor; definite necessity for integrating and strengthening nationwide support and efforts for this application; the ever increasing value depreciation of tangle materials in contrast with the ever increasing value appreciation of the unique and irreplaceable intangible Kinmen culture heritage with time accumulation;. enhancement of propaganda for intangible culture heritage preservation and protection by Kinmen County; enacting the World Heritage Application as the top priority administration policy of Kinmen County; establishing an application promotion organization for devising the implementation procedures; Kinmen owning the best qualification for wining Taiwan's First World Heritage Application; establishing a World Heritage Research Center by National QUEMOY University; establishing a cross-institute centralized promotion institute by the central government; changing Kinmen's role of critical military outpost in the era of rally to the role of culture and business communication island in the era of peace; the urgency for the World Heritage Application Institute's enacting definite implementation procedures; the central government's comprehensive consideration for the policy amendment; the local government's duty for enacting integral education, training and communication in concert with the central government's policy.    江柏煒則指出，金門除了有金門高粱酒的知名品牌外，能共同彙集力量、加強力度來推動申請世界遺產登錄，就要有「財產價值會隨時間遞減，世界遺產則會隨時間遞增」的價值概念，以能水到渠成。黃振良希望金門加強對非物質文化保存和宣傳。黃奕展期待地方政府能將申請世遺登錄列為施政主軸，成立組織推動，以研訂努力方向交各部門推動。劉華嶽也希望在推動申請世遺能從國際外圍組織切入，並在政策支持下，結合低碳島來推動。許維民希望從戰地時期史料蒐集、在民俗文化特殊性著手努力。李增財則以金門為台灣推動世遺潛力點之一，希望以金門大學成立世遺研究中心、中央成立跨部會推動小組，並拉高金門位階為冷戰戰略層級，擴大到與世界接軌。閻亞寧則強調申遺建立團隊和做好準備工作的重要性，中央也必要在政策上的傾斜和支持多思考，地方並要做好教育訓練和溝通工作。   Kinmen National Defense Vice Commander has just issued a new order concerning "Policy for Replacing Era of Rally by Era of Peace" in the military zones. He emphasized that the local government can apply for land appropriation. Such lands can just be returned to the military in case of national defense justification. Vice Chief Commander also indicated that the Ministry of National Defense has already issued the order instructing all relevant institutes full cooperation for World Heritage Application and participation in the application team to offer all necessary assistance. There have already released out 309 military plots so far. County Construction Bureau Chief emphasized that the top priority policy is traditional architecture preservation and maintenance. There have already conducted 420 maintenance and repair projects from year 2001 until the last year. The construction inspection and acceptance for 315 preservation projects have already been finalized legally. However, the current historical architecture maintenance and repair capacity can't keep pace with the huge amount of the remaining application cases. Hopefully, the military can release the Chien-Hua military zone to the County government for establishing a traditional engineer and technician training center.    金防部副指揮官任季男也以國防部對於營區「平封戰啟」有最新指示，強調未來地方可以申請撥用，但等到因戰備有需要則應回歸軍方使用。陸軍副司令嚴德發則指出，在國防部政策指導之下，會全力配合金門申請世遺推動，並樂意參加工作團隊，金防部並已有三百零九處營區撥用釋出。縣府建設局長葉媚媚則強調，縣府對傳統建築保存修復，從九十年至去年已受理四百二十件，三百一十五件完成驗收，但維修趕不上申請案，並期軍方重新考量能釋出建華營區，由縣府撥用做傳統匠師訓練基地。   The Finance Administration Chief asserted that Kinmen does own high qualification for World Heritage Application. The implementation procedures shall be well organized with accumulated experiences. The Cultural Heritage General Administration Chief emphasized the importance of making international comparison to emphasize Kinmen being as eligible as any other World Heritage venues in the world, strong propaganda for interpreting Kinmen's historical values to the world. Another opinion in this meeting is: every Kinmen resident shall take the lead in devotion for successful achievement of this World Heritage Application. 《石蚵小麥文化季》千人剝蚵場面壯觀   Kinmen County Government, Kinnin Township jointly hosted "Rocky Oyster & Wheat Harvest Festival" for celebrating the centennial national anniversary.  The event's prime activity "Thousand People Oyster Shelling" was held yesterday.  More than 1, 000 people joined this spectacular oyster shelling of about 10,000 kgs.  Participants then brought oysters back to Kuningtou to make delicious seafood cuisine (1).  All participants did enjoy delicious oyster cuisine with much pleasure.  County Mayor Li, Township Mayor Cheng were so happy to see many visitors attending this activity and welcome everybody to join this activity again in the next year.    金門縣政府、金寧鄉公所聯手合辦建國一百年「石蚵小麥文化季活動」，昨日推出重頭戲「千人剝蚵」體驗，一千多位民眾將現擎一萬斤重的帶殼石頭蚵剝個精光，帶回古寧頭獨特的「石頭蚵」嚐鮮，人人樂開懷。縣長李沃士、鄉長陳成勇看到這麼多人來參與活動感覺非常高興，並歡迎大家明年再來共襄盛舉。   For preservation of this valuable tradition, the Township thus holds this spectacular "Thousand People Oyster Shelling" activity, the biggest scale in history.  This activity started from 10 o'clock in yesterday morning.  For avoiding raining, it started half an hour earlier.  The "oyster shelling" tables extended as long as 5 hundred meters along North Village Circle Road.  Some participants are experienced aged oyster farmers.  Most are tourists from everywhere around the island.  May parents brought children to attend this weekend activity.  The goal for holding activity is offer people experiencing fishery life.  Amazingly, more than enthusiastic people participated in this activity creating a spectacular achievement for local history.    鄉公所今年援例再辦理千人剝蚵體驗，原本規劃在上午十時展開，但考慮天氣變化將下雨，提早半個小時舉行。綿延近五百公尺的巨長「蚵桌」沿北山環村道路排開，現場除了老蚵民，大部份都是從各地前來參與剝蚵的民眾，還有許多家長利用周末假日帶著子女前來體驗剝蚵，台灣休閒漁業發展協會組成漁村體驗遊客，實際參與千人剝蚵體驗的相關活動，一起來感受體驗討海人的辛苦生活，現場坐滿了剝蚵的人潮，場面的壯觀成了活動的熱點。   County Mayor Li accompanied by Executive Officer Li, Construction Bureau Director Ye, Township Chief Cheng, Township Council Chairman Yang, and Vice Chairman Li, arrived at the site wishing everybody enjoying with pleasure.  County Mayor Li also joined oyster shelling to experience the fun and pleasure of shelling.  Hundreds of passionate people greeted to Mayor at the scene.  County Mayor Li and Township Mayor Cheng reminded that the sharp knives could possibly cause injury.  All participants did enjoy oyster shelling and then brought their harvest back home for making delicious cuisine.  Some said, fresh oysters taste delicious by any simple and quick cuisine processing.   縣長李沃士在縣府參議李增財、建設局長葉媚媚及鄉長陳成勇、鄉代表會主席楊萬山、副主席李開陣等人引領到現場為大夥「打氣」，同時也親身體驗感受剝蚵，受到現場民眾的熱情歡迎。李沃士、陳成勇親切和民眾打招呼，也叮嚀大夥要注意銳利的蚵刀，不要傷了手，大家歡喜體驗剝蚵，帶著親手剝的石頭蚵回家嚐鮮，有的說要來炒蚵仔煎、有的表示煮湯最好，大家十分開心。   Unluckily, it rained for a while during this activity.  All the enthusiastic participants dressed raincoats making effort for oyster shelling outdoors.  The participants in this year are much more than in last year.  The Township supplied up to 5,000 kgs for this activity.    這項「千人剝蚵」活動，雖然天空不作美下起毛毛雨讓人掃興，但是參與鄉親興致濃厚穿著輕便雨衣參與剝蚵，今年參加的民眾更踴躍，超過活動預定的千人人潮，鄉公所提供現擎一萬斤重的帶殼石頭蚵，讓大家開心體驗。   Lots of tourists watched participants shelling oysters with curiosity.  Some children also joined oyster shelling with curiosity experiencing the hardship of oyster breeders.  Some workers of local culture and history recorded this historical and spectacular event by photography.  The participants included groups such as very young children and pretty aged people.  All participants were all doing their best to oyster shelling as quickly as possible.  Some can make oyster shelling and packing as skillfully as professional oyster breeders.  Some inexperienced participants had difficulty shelling oysters but did enjoy the fun and thus realize the hardship of oyster shelling workers.  Encouraged by parents, many children joined this activity but had difficulty shelling oysters well.  Enthusiastic aged people instructed young people the critical skill for oyster shelling.  　 活動現場也吸引許多圍觀的民眾，有的小朋友還親自體驗剝蚵的辛苦，許多文史工作者也以鏡頭做真實的紀錄。參加剝蚵的民眾，從阿公、阿嬤到小學生都有，不分男女老少，有如全民運動，大夥坐在蚵桌前，專注的剝蚵，卯足全力，揮舞手中的剝蚵刀，只見熟練的蚵民們迅速地刺破堅硬的外殼，將躲在裡頭的「蚵仔」給挑出來，手起刀落，鋒利的剝蚵刀配合熟練的技巧一粒接一粒裝入袋中。新手雖然動作慢，但也歡喜體驗到剝石頭蚵的辛苦。許多家長也帶著子女到現場體驗剝蚵的辛苦，只見小朋友用力的要剝開蚵殼，但就是未能如願，經在旁熱心阿嬤的指導剝蚵技巧，才順利打開海蚵，看到肥碩飽滿的石頭蚵，小朋友樂透了。   Kuningtou has been well known for this delicious rocky oyster.  The history of rocky oyster breeding has already been more than 400 years.  Millions of sticks hanging rock oysters standing vertically on beaches can be one of the most spectacular scenery in the globe.  The tradition of oyster breeding and harvesting has already lasted for more than 400 years.  This Township has thus become well known mostly due to this special delicious rocky oyster.  The county government will hold such an event annually to promote tourism and create perpetual economic benefits for local breeders. 鐵馬樂活遊千人全島走透透   Although it was a misty day with drizzle (1) from the sky, it could not restrain more than a thousand of bike enthusiasts from participating in this activity "2011 A Thousand of People Biking in Kinmen County Happily" in the early morning yesterday.  Kinmen County Government Chief Secretary Lu, Jhih-Huei even led all the participants to take an oath to lose weight and reduce fat, encouraging county people to do exercise and ride bicycles more, so as to ride for health and happiness and "donate" their "fat".  This aimed to achieve the goal of reducing 2.8 tons of fat collectively throughout the entire county, according to the proportion of the population of this area.   In his speech, Lu, Jhih-Huei said that Kinmen is the most suitable place for people to travel by bicycle, because it has good mountains and water, as well as highly-intensive transportation networks, smooth terrain (2) and agreeable landscape.  Besides, the county government has been promoting the cycling sport for many years, and now it even promotes travelling Kinmen by bicycle.  Five hundreds of Kinmen County's brand-new public bicycles (with 6 gears) have been provided for people to borrow.  This aimed to fully create Kinmen to be the sports island for energy saving and carbon reduction, by combining tourism development with the promotion of bike travel.   Because of the heavy fog, the Traffic Police Corps at Kinmen County Police Office were all mobilized (3) to control traffic at each main traffic intersection.  The members of the County Police Office's Powerful Gale (4) Bike Team also jointed this activity and served as the volunteer team leaders.  The participant persons commented that it is so fresh and cool to ride bicycles in the fog; they could also appreciate the misty beauty of Kinmen; this was so healthful, leisure, and environmentally-friendly.  In this activity "A Thousand of People Biking in Kinmen County Happily", a lucky draw activity was held at the basketball court near the gate to Jin Cheng Junior High School at about noon.  Many prizes were also provided, including 14 awards and 103 prizes.  This also added much interest and fun to the event. 金門蜈蚣座饒富傳奇味   Centipede Procession prevails (1) in Min-Nan areas and the coastal townships in southwestern Taiwan.  According to the ancestors' immigration routes in the Ming and Qing Dynasty, the Centipede Procession in the Taiwan region should be the custom brought by Min-Nan people when they crossed the sea and immigrated to Taiwan.  Now, the Tzu-Tung Temple, Xiamen at the Min-Nan region still performs the art array of Centipede Procession, while Kinmen is another area in the cross-strait region that performs Centipede Procession.    蜈蚣座盛行於閩南地區及台灣西南沿海鄉鎮，依據明清時代先民的遷移路徑來看，台灣地區的蜈蚣座應該是隨著閩南人渡海移民遷台帶過去的習俗，目前在閩南地區廈門慈東宮就存在著蜈蚣座藝陣，而金門則是台海之間另一個擁有蜈蚣座的地區。   The preciousness of Kinmen Centipede Procession is that it was not sabotaged (2) by Cultural Revolution.  Thus, it has complete and sound systems, with well-preserved history.  Besides, because of the prevailing existence of single-surname village in Kinmen, the mobilization made by the people in this area will be more united than that of the Taiwan region, unlike the Taiwan region in which the array is performed and operated procession on wheels.  Therefore, the traditional spirit of union and cooperation in Min-Nan culture has remained.  　 金門蜈蚣座的珍貴性在於未經文化大革命的破壞，因此體制健全完整、具有相當之歷史沿革，另外地區因單姓聚落的原因，門境族人的動員較台灣地區更為團結，不似台灣地區多改以輪座方式運行出陣，也因此保有閩南文化傳統團結、合作的精神。   Legend has it that the origin of the Centipede Procession was from the temple at a village in the Fujian region which was about to be established for worshiping the Royal Lord's divine spirit, according to the textual research made by Lin, Jin-Rong, worker of local culture and history.  Unexpectedly, when people were breaking the ground, they disturbed the centipede spirit who had practiced Taoist rules underground for a thousand years.  Consequently, the neighboring villages were in a great turmoil (3) and people could not live in peace.  The Royal Lord knew that the temple for worshiping His statue can not be completed due to the disturbance caused by the centipede spirit.  He was so furious that He exerted (4) spiritual power to make the centipede spirit surrender.  He also made it become His subordinate, responsible for patrolling, safeguarding and protecting the area on behalf of the Royal Lord.  　 根據地方文史工作者林金榮的考證，蜈蚣座的典故起源傳說是福建地區有一村落即將興建供奉王爺神靈的廟宇，未料開挖地基時竟驚動地底修行千年的蜈蚣精，當地鄰近村落也因此雞犬不寧、民不聊生，王爺得知供奉真身的廟宇在蜈蚣精的干擾下無法搭建完成，盛怒之下施展神力降服蜈蚣精，並且將牠收服為貼身部將，代替王爺繞境巡安守護。   Because it patrolled, safeguarded and protected the area on behalf of the Royal Lord successfully, the centipede spirit ascended to the heaven due to its good accomplishment.  The Jade Emperor conferred (5) a title "Perfect Man With Hundred Feet" upon it, making it responsible for repelling (6) demons and eliminating disasters for people when it accompanied the Royal Lord on patrol.  Therefore, Perfect Man With Hundred Feet is worshipped as a tutelary (7) god by local people.  Thus, inspired by the religious faith regarding a centipede's fulfillment of being a celestial, (8) the Centipede Procession is commonly seen in the process of God's patrols and parades in folk temple festivals.  Through patrols and parades, it is symbolic of repelling demons and safeguarding the area for local place.  At present, the Centipede Procession is often called "Centipede Array", also called "Hundred-Footed Perfect Man Array".  　 為王爺繞境巡安守護有成，蜈蚣精後來功德圓滿升天，被黃皇大帝敕封為「百足真人」，專為在王爺出巡時為人們降妖除魔、化解災厄，因此當地居民們百足真人當成守護神膜拜，於是藉由蜈蚣成仙的宗教信仰啟發，蜈蚣座常常出現在民間遊神賽會繞境巡安過程中，透過巡安掃街的進行，為成地方消邪魔、庇佑合境平安的象徵。目前在台灣地區，則常把蜈蚣座稱為蜈蚣陣，又稱百足真人陣。   Another saying about the Centipede Procession is: Centipede is one of the top five poisonous bugs, and people think that the Centipede Procession has the function to repel demons, eliminate disasters and attract safety.  Therefore, in a temple fair, it can serve as the pioneer team for the God's sedan chair, which has the function to eliminate poison and repel evil.  　 另一種關於蜈蚣陣的說法，則是五毒之一的毒蟲，民間認為蜈蚣座具有驅逐邪魔、消災招安的功能，因此在廟會時可作為神輦的先驅隊伍，具有消除毒害的鎮邪功能。   In Kinmen, although the Centipede Procession is called "Centipede Procession", its shape is in the form of a dragon, which is different from that in Taiwan.  In Taiwan, the shape is formed totally according to the connection of the centipede head and its hundred-footed body.  Because of the legendary spirituality of dragon, our nationals especially love the auspiciousness (9) brought by it.  They encourage children to get close to it actively and happily, to feel the joy.  The front head and the tail of a Centipede Procession are made by professional masters from paper-pasting shops. 　 在金門地區，蜈蚣座雖然名為蜈蚣座，實際上卻是舞龍的外型狀，與台灣完全按蜈蚣頭及百足身段銜接而成有所差異，基於神龍的傳奇靈性，國人特別喜歡祂帶來的吉祥瑞兆，鼓勵孩子興高采烈的主動親近，感染喜氣，蜈蚣座前段的頭部與尾巴都是請專業糊紙店師傅製作。   【註解】    1. prevail-(vi)普遍、流行。    2. sabotage-(vi)破壞。    3. turmoil-(n)騷動；混亂。    4. exert-(vt)用盡（力氣）；運用；發揮。    5. confer-(vi)授予；給予。    6. repel-(vt)擊退；驅逐；抵抗、防禦。    7. tutelary-(adj)守護的；保護的。    8. celestial-(n)神仙。    9. auspiciousness-(n)吉兆；吉利。 本文譯自《金門日報》2011年5月5日報導

珠山老爺民宿躋身全國百大行列    Situated at Zhushan Village in Jincheng Township, Zhushan Master's Homestay (Zhushan No. 28 Homestay) was appraised to be one of the top 100 blissful (1) inns nationwide in the online voting and comprehensive appraisal for the hotels and homestays nationwide in the event "Happy Inn, Various Touching Feeling" held by Tourism Bureau, Ministry of Transportation and Communications.  The motion video made by it also won the honor "The Most Touching Film".  This not only enhances the exposure of Kinmen, but also introduces people nationwide to the ancient house that was activated and reused by Kinmen National Park.  Lan, Wei-Heng, host of the homesaty, said that Zhushan Master's Homestay was participating in this event on behalf of Kinmen.  Winning the two national awards at the same time, he would like to thank Kinmen National Park administration, Transportation and Tourism Bureau of Kinmen County Government, and Kinmen Homestay Association, for their long-term assistance.  Also, he would like to thank Zhushan villagers' for their tolerance and encouragement.  Through this opportunity, he hoped that Kinmen culture and the beauty of Zhushan can promoted nationwide and even worldwide.  He said, we are proud of being Kinmen people, and we also want to share our glory with everyone.   In the national appraisal event "Happy Inn, Various Touching Feeling", at first, the online voting competition nationwide was held in the end of last year.  More than several hundred thousand of internet users voted online.  The competition was extraordinarily keen (3).  Hotels and homestays of various styles nationwide all showed up and competed against each other, resulting in a tug (4) of war.  Through the voting by internet users for more than one month, Zhushan Master's Homestay always maintained its popularity at the 20~40 place in the Nationwide Homesstay Group.  Among these internet users, some were once the guests of this homestay, while others had not visited Kinmen yet.  They formed a cheer team to encourage the homestay.  During this period, some internet users even showed their voluntariness (5) to assist in producing the homestay's participation video, which touched the homestay host very much.  Finally, the homestay entered the nationwide top 100 voting smoothly.  The video produced by the voluntary internet users also won the award unexpectedly.  Then, in the second round, the real investigation on the blog as well as the appraisal made by the judges was undertaken for two months.  In the end, this homestay stood out and won two awards at the same time.    「幸福旅宿，百種感動」全國評選活動一開始先在去年底進行全國網路票選競賽，更有數十萬以上的網友上網票投，競爭異常火熱，全國各式風格的旅館與民宿紛紛出籠拚場形成拉鋸戰，珠山老爺民宿歷經一個多月的網友投票，人氣始終維持在全國民宿組20-40名之間，其中有親自來住宿過的房客與尚未來過金門者，並形成加油團幫忙打氣，期間更有網友主動表示願意幫忙製作民宿參賽影片，令民宿主人相當感動，最後順利入圍全國票投百大，網友義務製作的影片也意外獲獎；接著第二部分再進行長達兩個月的部落客明查暗訪與評審評分，最終脫穎而出一次獲得兩個獎項。   Lan, Lin-Zhi (Master Lan) said happily that he used to be a soldier in Kinmen Xiao-Jing; during the past decade, he recruited more than 3000 persons from Taiwan to visit Kinmen, which contributed to Kinmen very much.  Now, although he becomes old, he is still able to do something for Kinmen while enjoying a life in retirement.  He feels so glorified and well-off (6).  Especially, during the past two years when he and his son Lan, Wei-Heng managed this homestay together, tourists from 18 countries or regions worldwide in total-in addition to Taiwanese tourists-came to lodge at this homestay, which also contributes a lot to international marketing and people-to-people diplomacy for Kinmen invisibly.  Lan, Wei-Heng is also a teacher of "Bo-Le Private School" that engages in individual education work in Jincheng.  He also initiated the activity for people to study and travel in Kinmen and stay in the homestay.  He hopes to recover the style of study that used to make Zhushan so proud in those days.  He had visited Australia and the US for further studies for many times, and he personally invited many Taiwanese and foreign teachers and artists to deliver speeches in Kinmen.  During these periods, he continued to increase the international exposure of Kinmen.  This aimed to convey the image to the whole world- it is not only for the "blissful homestay", but also for Kinmen the blissful island.  Kinmen can make friends with the whole world.  We also invite many more people from all over the world to visit here and have experience.  We can work together to make Kinmen better. 《迎城隍》迎輦成年禮30學子轉大人   In the 2011 Greeting City God activity in Kinmen, the "Coming-of-Age" was held by Jincheng Township Administration yesterday.  Approximately 30 teenagers from high schools/vocational high schools passed the trials of carrying City Gods' sedan chair, and received the Certificates from Township Mayor Shih, Chao-Min and Woodao City God Temple Chief Commissioner Chou, Wu-Pin, becoming "real adults."  This symbolized that they had passed the trials and became real men from boys.    2011金門迎城隍，金城鎮公所昨日舉辦迎輦成年禮活動，近30名高中職青少年通過迎輦的考驗，從鎮長石兆  、浯 島城隍廟主委周浯斌等人手中接過迎輦證書「轉大人」，象徵通過考驗，由小男孩轉變為正港男子漢。   This "Coming-of-Age Ceremony" was held in front of Beizhen Temple in Jincheng Township yesterday afternoon.  Township Mayor Shih, Chao-Min, Woodao City God Temple Chief Commissioner Chou, Wu-Pin, Beimen Village Chief Hsu, Ji-Teng, Township Representative Shiu, Ji-Tsai and local elders all came to the scene.  They and the audience all cheered on (1) and gave blessings to the teenagers who participated in this ceremony.   In order to celebrate the 331st anniversary of City God's Relocation, this "Coming-of-Age Ceremony" was guided by the Transportation and Tourism Bureau of Kinmen County Government, hosted by Jincheng Township Administration, co-undertaken by Jincheng Township Beizhen Temple Management Committee, and undertaken by Kinmen County Folk Arts Promotion Association.  It symbolized the coming-of-age of teenagers, through passing on the palankeen (2) carrying skills to teenagers.   The carrying of sedan (3) chairs in Kinmen is one of the precious cultural assets in Min-Nan folk faith, which has been preserved luckily due to the military-controlled environment of Kinmen in early days and whose tradition has been maintained, said Township Mayor Shih, Chao-Min.  According to the legend, people can eliminate (4) disasters and pray for blessings by carrying and swinging the God's Palankeen on their shoulders.  Through the Palankeen Carrying Competition, each temple can be invited to swing and contest against each other, to warm the theme activity of Greeting City God on the 12th day of the lunar 4th month.   Last year, the Beimen God's Palankeen Team participated in the "Great Contest for National Parade Formation" and won the second place.  According to Village Chief Hsu, Ji-Teng, Greeting the Palankeen is namely (5) carrying the God's sedan chair.  Usually, the God's Palankeen is carried by four persons, and each of them has his own task-"First Head (頭兼) should pay attention to the carrying pole and be carful about the direction when the formation moves; "Second Helm (6) (二舵)" and "Third Helm (三舵)" should put emphasis on the swing; "Rear Helm (後舵)" should put emphasis on stabilizing the direction.  He said that the Palankeen Carrying is to show respect for the God and pray for blessings and safety.  Now, this has been one of the features of Kinmen's temple fairs.   北門神輦隊去年參加「大車拚之全國藝陣強強盃」勇奪第二名，里長許績燈指出，迎輦即是抬神轎，一般抬神輦有四人，四人各司其職，「頭兼」要顧扁擔、注意走方位，「二舵」、「三舵」則著重在搖擺；「後舵」則著重在穩定方位。他說，迎輦表達對神明的尊崇，及祈求護佑平安，現在已經是金門廟會特色之一。   Approximately 30 teenagers such as Shen, Tin-Yu et al, who are at their age of 16 or older, participated in this "Coming-of-Age Ceremony."  Under the guidance provided by Palankeen Art Masters, they showed the skills of Palankeen Carrying and passed the trials.  They received the certificates of "Coming-of-Age Ceremony" conferred by Township Mayor Shih, Chao-Min and Woodao City God Temple Chief Commissioner Chou Wu-Pin.   Shih, Chao-Min also had a trial personally, to experience Palankeen Carrying along with the traditional art masters.  Shih, Chao-Min said that the manual Palankeen Carrying is one of the features of Kinmen's temple fairs.  Through the "Coming-of-Age Ceremony", little boys can prove that they have become real men.  They can make many more friends and be protected by City God.  He hoped that the Palankeen Carrying activity can be promoted to every township and community while Kinmen's exclusive culture of temple fair can be preserved and passed down.   Next time, this "Coming-of-Age Ceremony" would be held from 2:30 p.m. to 4:30 p.m. on May 21.  The teenagers from Kinmen University and high schools/vocational high schools, who are 18~20 years-old, would be invited.  They would learn the Palankeen Carrying skills on the scene.  After they passed the trials, they would be awarded the Commemorative Certificates of Coming-of-Age Ceremony, and bestowed with exquisite (7) souvenirs.
