金門大橋預定105年3月完工通車   The construction commencement ceremony of Kinmen Bridge crossingJinlie watercourse has already been held on January 9th, 2011(code: CJ01 for Construction Tender of Lieyu Passage).  This bridge will feature "70% for Tourism, 30%for Traffic Development". The construction amendment proposal has already submitted to the Executive Yuan for review and approval on May 3rd, 2011 of which the review filing number is 1000021042.  跨越金烈水道，以「七分觀光、三分交通」為軸心之金門大橋工程，經已於一百年一月九日舉行（CJ01標烈嶼端引道工程）動土典禮，目前金門大橋修正建設計畫業經行政院一百年五月三日院臺交字第1000021042號函核定在案。 The detailed layout design of this bridge has already been finished. The public tender invitation has already been conducted on May 16th, 2011 according to the Public Procurement Act. The estimated construction completion date is March of year 2016.  金門大橋主體工程CJ02標目前已完成細部設計，亦於一百年五月十六日依採購法規定進行公開閱覽，預定計畫期程至一百零五年三月完工通車。 The extradosed-bridge engineering will be used for the construction of theKinmen Bridge. After county resident voting, the sorghum tassel is adopted as the architecture shape for main bridge tower. This sorghum-shaped tower is expected to symbolize "Sorghum Plantation Culture in Kinmen" and demonstrate Kinmen's most "fragrance" & "mellow" enrichment Kaoliang Liquor. The main bridge spans as long as 280 meters. This will be the longest cross-sea sky extradosed bridge across the strait. The two sides of the main bridge are linked by by PC concrete box girder bridges and embankment approach roads. In compliance with geology, the PC concrete girder box bridges are constructed by cantilever engineering(for bridge lateral). The approach bridges are constructed by ASM(Advanced Shoring Method). The architecture layout include installation of pedestrian and bike passage with green coverage for serving the purpose of beauty and low carbon production and green energy saving.   金門大橋工程，橋梁主橋採脊背橋型式，主橋橋塔造型經由縣民鄉親票選以「穗心傳語、風情再現」高粱穗心的意象造型，展現傳頌金門高粱酒的「香」、「醇」特色。主橋跨徑二百八十公尺，完工後將成為世界最長跨徑海上脊背橋，主橋兩側以預力混凝土箱型梁橋與路堤引道段銜接，預力混凝土箱型梁橋依工址條件採懸臂工法（邊橋）及支撐先進工法（引橋）施工，並配置人行自行車道，植栽綠美化，兼具低碳綠能功能性考量。 The main bridge is composed of 5 consecutive towered strengthen back bridge span. The construction sophistication and difficulty are both pretty high. There has not yet any similar technologies and engineering experience for building such a new model of bridge. The National New Construction Bureau of MOT has already authorized Taiwan Architecture Structure Engineering Association as the third independent party for conducting structure safety evaluation. The Review Commissioners include the chiarmain Mr. Sung (Dept. of Civil Engineering of National Taipei Tech Univ.), Expert Fang, W.C.(Railway Reconstruction Bureua of MOT) and Expert Chang, K. C.(National Earthquake Engineering Research Center), Expert Yang. Y. B. (Professor of Yulin Tech Univ.) and Expert Yang, R. Y.(Cha-Chi Engineering Consultancy Agency), Expert Tsai, R. K.(Taiwan Construction Structure Engineer and Technician). The represents from New Construction Bureau of MOT, Kinmen Construction Bureau, and the architecture team, Taiwan H. S. Engineering Consultancy and Taiwan Architecture Structure Engineering Association conducted on-site survey in Lieyu and Fusha village for two days on ay 20th and 21st respectively trying to gain basic reference data for structure security design evaluation. Kinmen County Construction Bureau indicates that the construction amendment proposal No. 1000021042 have been reviewed and approved by Executive Yuan on May 3rd, 20011.The MOT has notified Public Construction Commission of Executive Yuan to review the project budgets for "Kinmen Bridge Construction Project" for conducting the following procedures, such as budget appropriation, and public construction tender. The Public Construction Commission of Executive Yuan has appointed relevant experts and scholars to establish a review commission. MOF, New Construction Bureau of National High Agency, Kinmen county Construction and design team Taiwan H. S. Engineering Consultancy were all invited hold a review meeting. Many valuable professional advices were submitted in this meeting for reference by relevant institutes. 接受泉州媒體專訪李沃士：期待廟會文化在金門發揚光大   After interviewing Kinmen Mayor Li, the journalists from three press medias from Mainland China including Quanzhou TV, Quanzhou SE Morning Post, Fujien TV, made specialty news reports titled "Quanzhou Arts Performance Groups Participation In Kinmen Temple Festival Parade".  County Mayor Li aspires for the arts performance groups in Kinmen, Taiwan and Mainland China cooperating in promoting traditional deity worship festival to the most booming era in Kinmen; and also developing Kinmen as the culture development, and parts performance center.  He advocates for attendance in the festival and parade arts performance in the next year in Kinmen.    金門縣長李沃士昨天接受來自大陸泉州電視台、泉州東南早報、福建電視台三家媒體記者以「泉州藝術團體參與2011金門迎城隍藝文演出活動」為題進行專訪，李沃士表示，非常期待兩岸三地的迎神廟會文化和民俗藝術，能在金門發揚光大；並將作為金門發展文化、觀光領域重大的藝文表演活動，也歡迎明年大家來金門參與，共襄盛會。   County Mayor Li was interviewed by 3 press media from Quanzhou, Mainland China at 08:30 yesterday.  He expressed that, among all temple festival parade arts performance activities, there are 7 folk arts groups including more than 200 artists participating in Kinmen "Passion and Enthusiasm" activity.  In the festival celebration for this temple festival, ancient historians are adopted as the major parade performance theme. The folk arts groups from Quanzhou launched some show programs in accordance with the festival theme.  So many local residents and tourists are amazed their wonderful arts performance.  Meanwhile, a marriage photography service program in military zones is also launched in concert with the promotion for this festival and also can offer people experiencing traditional South Fujien marriage's most passionate atmosphere.    縣長李沃士是於昨天上午八時三十分，在縣長室接受三家泉州媒體的訪問，他表示，於金門迎城隍藝文演出系列活動之中，大陸泉州有七支民俗藝術團、二百多位團員來金門「逗熱鬧」參與演出。而且，今年金門迎城隍活動以復古為主軸，與泉州民俗藝術表演團演出節目相結合，讓金門鄉親和觀光客感到十分的驚艷，也與目前金門在推動的軍事營區、碉堡與攝影婚紗相契合，體驗閩南古禮迎親的歡喜熱鬧氛圍。   County Mayor Li emphasized that both Kinmen and Quanzhou share much similar folk customs, and folk ideology.  When he saw arts groups from Quanzhou performing arts show, he was then thinking of old-generation memory.  He expressed the greatest appreciation for arts performance from Quanzhou participation in traditional folk arts parade in Kinmen.  He will invite traditional arts technicians from Quanzhou to Kinmen male lecturing and teaching so as to integrate with Kinmen folk arts performance and strengthening the development foundation in Kinmen.   County Mayor Li emphasized that the annual City-God Worship Festival is the most spectacular temple festival celebration.  For example, the City-God Temple in Wu Islnad was located in Kinmen City and ever has made his divine appearance in year 1680.  This City God temple was the migrated and re-consecration in Houpu(the Kinchen Twon nowadays).  Afterward, the residents in Kinchen Town hold a parade circulation activity for celebration City god festival on April 12th of Chinese calendar annually.  This is the largest deity worship and temple festival activity in the local.  It features preservation the worship ceremony regime enacted in ancient Chin Dynasty.    李沃士指出，每年迎城隍是金門最盛大的迎神廟會活動之一，尤以浯島城隍原在金門城坐鎮顯靈，清康熙十九年（西元一六八○）隨金門鎮總兵署移駐而分火後浦（即今金城鎮）；此後，後浦居民每年於遷治日的農曆四月十二日舉行城隍遶境巡安遊行，為地方上最盛大的迎神廟會慶典活動，並以保留前清廟會儀制為特色。   County Mayor invited 26 temples to participate the city god festival parade and will invite 4 City God Temples in Taiwan including more than 100 staffs, Hsinchu City God Temple, the golden statue of City God of Taiwan Province and City Temple and Medicine God from Changchou, mainland China, Quanzhou City God temple, Xiamen City god to allow all the city god deities in Kinmen, Taiwan and mainland China to join together in Kinmen to allow Kinmen residents and tourists witnessing this traditional and classical ancient deity worshiping enthusiasm atmosphere.    他說，在去年邀請廿六家宮廟來金參與迎城慶典遶境巡安，今年擴大來自台灣卅四家城隍宮廟一百餘人、新竹都城隍、台灣省城隍金身，以及大陸漳州白礁慈濟宮保生大帝、泉州府城隍、廈門城隍、漳州海澄都城隍參加，兩岸三地城隍等神尊匯集金門，讓鄉親與遊客一起感受傳統、古典迎神賽會熱鬧及歡樂氣氛。   County Mayor Li indicated Shun-Chiang Arts Performance Group from mainland China will make its first visit attendance in Kinmen City god Festival in this year to join the parade circulation activity and perform such traditional opera shows and the most unique oral conversation jokes brought by Xiamen City Folk Arts Research Association.  China national certified intangible culture heritage Mr. Yang and Mr. Yu will perform wonderful oral-drum beat to for celebration of City god festival.  Their shows are expected to bring the audience joy and fun to the extreme.   The diversifying communication between Quanzhou and Kinmen has been developing rapidly.  Quanzhou TV journalist reported that Quanzhou TV will make a "Quanzhou TV Week" exhibition in Kinmen in the second half of this year.  This exhibition will be pretty meaningful.  Kinmen County government wishes this "Quanzhou TV Week" exhibition will promote the images of both Quanzhou and Kinmen.  In the last year, Quanzhou Folk Arts Show displayed puppet shows, traditional Chinese opera and dancing and singing….. People can understand Quanzhou culture by watching the Quanzhou shows on the stage.  County government wishes there will be more cultural shows for promoting the communication between the two places.  Meanwhile, Kinmen's traditional South Fujien Architecture, culture and Kinment's devotion for culture heritage preservation can be introduced to the whole world via Quanzhou TV.   Fujien TV journalist reported that the commonly usage and exchange of China currency RMB in Kinmen.  He is very curious at this phenomenon.  He discussed this with county mayor.  County Mayor Li said this symbolizes the actual economic and market development.  The ever increasingly development between the two places will definitely contribute to common acceptance of China currency.  The rapid increase of currency exchange represents the prosperous economic development between the two sides across the strait Although such a currency exchange is not legal, it does demonstrate the this development will surly accelerate due to the communication between the two sides.   Finally, Mayor Li indicated the culture and tourism development is the top priority for Kinmen.  The most important policy is accelerating improvement and development the infrastructure of culture and tourism.  Thus, Kinmen can become a South Fujien culture knowledge learning, exchange center.  The Kinmen County is devoted to apply World Heritage Certification for Kinmen.  The local red brick architecture is the most valuable tradition for both the two sides.  He wishes Kinmen's South Fujien culture unique and charm can become famous worldwide via culture exchange and press media broadcasting.   County mayor addressed that vice mayor has been working in the education and social welfare in Kaohsiung for many years.  He has ever won the award "Excellence Educator".  He has enhanced working efficiency and fulfilled new policies for every school where he ever worked for.  He is very famous and respectful for his education achievement.  Mayor Li also said that the greatest pride for Kinmen is the culture vigor and abundance.  He has already proposed the education as the priority administration policy.  Another major policy is transforming Kinmen into a university island.  Definitely, the vice mayor's abundant education experience of many years will help enhance cultivation of local talents, offer the best education services and create a culture creativity environment.   Vice Mayor Wu is a local Kinmen native and is 57 years old now.  After graduating from Kinmen High School, he finished a bachelor and a master degree from National Kaohsiung Normal University.  His excellent education working experiences include the principal for Kaohsiung City Hoping High School, Kaohsiung city Chishen Junior High School, private Dual-Liguistic School, the chairman for Kaohsiung City School Principal Association, and a volunteer consultant for Kinmen community, a manager director for Kaohsiung City T. B. Education Sponsorship and the chief executive for Kaohsiung Confusion Academic. 莒光湖畔開發案李縣長親勘   Kinmen County is aggressively conducting the feasibility research and preliminary planning proposals for Juguang Lake Side Development Projects.  County Mayor Li led county executives to survey the proposed construction site.  Mayor Li indicated that the excellent natural geography for this site.  He will cooperate with an eligible enterprise to introduce the most optimal business model into this area for enhancement of service quality of Kinmen tourism.  　 縣府刻正積極進行金門縣莒光湖畔整體開發可行性研究及先期規劃案，縣長李沃士昨特別率員前往該基地會勘，李沃士表示，該處基地的環境相當好，希望能導入適當的商業行為，尋求適合的廠商來投資開發，以打造金門地區優良的觀光環境。   It rained heavily yesterday.  Mayor Li led relevant county executives to survey the proposed lake side project from 10 o'clock yesterday.  The attendees included: Finance Bureau Chief, Huang, C. S., Environment Protection Bureau Chief, Yang, H. H., Public Works Department Chief, Dong. H. Y., and also the relevant sector and division officers of Transportation/Tourism Bureau and Construction Bureau.  　 雖然昨日下起大雨，但上午十時許，李沃士依然率領相關局室主管前往莒光湖畔會勘，參加人員有：財政局長黃景舜、環保局長楊世宏、養工所所長董漢耀與建設局、交旅局、工務局的相關承辦課長。   The theme for this development project is the tourism and leisure hotel.  According to the "Enforcement Rules For Promoting Private Corporations Participating in Public Construction", huge investment, financial resources and new business concepts can be introduced into by private enterprise for promoting local tourism development.  The outsourced consultancy contractor is conducting feasibility survey for this project.  This survey project includes analyzing the potentiality for inviting private corporations to participate in tourism hotel development and devising various development alternatives.  The preliminary feasibility and public tender invitation for partnership will be conducted then for decision of selecting a partnership enterprise.  It is expected that local tourism development will be benefited significantly.  　 縣府表示，這項規劃案主要的開發主體為觀光休閒飯店，希望透過「促進民間參與公共建設法」引入民間力量，參與投資開發本縣觀光建設，藉由民間的活力創造各種可能性。該案委託旋之恆管理顧問有限公司進行可行性評估，瞭解民間投資開發觀光旅館及研擬各種開發方案之可行性，並進行可行方案之先期規劃，以利後續招商計畫之推動，尋求適合之民間廠商投資開發本計畫標的。   The major conclusion from on-site survey yesterday is that the lands surrounding this construction are nationally-owned.  It is planned to negotiate with the National Property Bureau to cede those lands for enhancing the integrity of this construction site.  The surrounding private-owned lands can be obtained by means of negotiation procurement mechanism, land expropriation, or land exchange projects with the land owners so as to widen the roads linking to external traffic systems.  Those proposals can be adopted as the alternatives for passage linking of this construction site.  　 昨日會勘的重點與結論為：基地周圍之國有土地，可協調國有財產局辦理撥用，以增加該案基地整體開發之完整性。而基地周圍之私有土地，可評估採取協議價購、徵收或專案交換等方式與地主協商取得，以增加聯外範圍通道之寬度，作為開發基地範圍聯外範圍通道之替選方案。   The laws and acts relevant with investment in international tourism hotels are far more sophisticated that for normal tourism hotels, in addition to the complicated procedures of environment evaluation.  County mayor Li indicated that it is not definitely required to apply for international tourism certification or license approval.  The most important is the hotel service quality.  The international hotel license is not that important.  The service quality of this new hotel will meet international standards definitely.  Such a measure could solve some problems more easily. 　 有鑑於投資一般觀光飯店與國際級觀光飯店的相關規定大不同，且事涉環評與許多繁複的法令，李沃士也指出，不一定要申請國際級飯店的認證或名稱，重點是服務品質，也就是名稱不一定要是，但品質卻是達到國際水準，這樣可能會讓許多問題比較容易解決。 本文譯自《金門日報》2011年5月17日報導

金湖商務旅館BOT案昨正式啟動   The contract signing ceremony for Kinmen's first international tourism and business hotel-Jinhu Business Hotel, was officially held yesterday by County Mayor Li, National Quemoy University Pricipal Li and E. R. Group President Chiang, intending to achieve hotel construction and academic-industry cooperation.  This international tourism and business hotel will start business operation after 3-year construction period and will create 1,000 jobs and promote tourism industry upgrading.  County Mayor Li expects this big investment in billions of NT$ will create a new landmark building for Kinmen and also provide job training and job opportunities for local residents and also impetus for Kinmen tourism industry development.    金門首座國際級觀光商務旅館-金湖商務旅館，昨日由金門縣長李沃士、金門大學校長李金振、昇恒昌股份有限公司董事長江松樺共同簽下興建經營及產學合作約定，宣告該案正式啟動，預定3年後金門將有多功能的國際級觀光商務旅館，並提供一○○○個工作機會，帶動觀光產業升級。縣長李沃士期望該項BOT重大投資建設案，打造成為金門的新地標，培育在地人才並創造就業機會，為金門觀光注入新活力。   For promoting local tourism development, Kimen County Government selects a County-owned land as large as 2.1 hectares at the Small Tai Lake side to conduct a BOT tender invitation in term of establishment of superficies for up to 50 years with the goal of building a business hotel featuring versatile business functions including accommodation, a shopping center, a conference hall and dining arcade.  The E. R. Group won the tender award in term of the mechanism of the most advantageous tender.  E. R. Group Chairman Chiang arrived at this spectacular contract signing ceremony in National Quemoy University at 2:00 pm yesterday for signing this Jinhu Business Hotel BOT cooperation contract jointly with County Mayor Li.  Meanwhile, National Quemoy University Principal Li also signed an academic-business cooperation contract with the BOT tender winner President Chiang intending to unite academic and business resources for creating the most advanced landmark shopping center with integration of Kinmen localization culture uniqueness.  Jinhu Town Mayor, Central Investment Corporation President, Kinmen KIAOLIANG LIQUOR President, Kinmen County Finance Bureau Chief, Land Administration Bureau Chief, and Legislator Chen's chief secretary were all invited to attend this historical event with lots of residents and University students on the scene.  The first hotel featuring a big duty free shopping center is officially commenced.   E. R Gorup President Chiang stated that more than NT$ 10 million will spent on designating an internationally famous British architecture institute "Benoy Limited" as the design team adopting "Localization, Modernization, Green Beauty" as the architecture design themes.  The currently proposed configuring is composed of one basement level, and 13 floors aboveground including 264 scenery hotel rooms and a duty free shopping center, an international conference center and a multiple theme dining center.  President Chiang said that E. R. Group will invest more than NT# 3 billion in the building construction of Jinhu International Hotel, employee training and expects to complete the construction and start hotel operation in 3 years.  More than 1,000 jobs will be created then.  The Group's academic-enterprise cooperation with the University will offer tourism, hotel, dining and business training for local residents and promote tourism relevant business development. 全國災防演習本縣蟬聯丁組第一名   Another excellent achievement!  The "National Emergency Mobilization (Code:Wa-An 34) & Multiple Purpose Disaster Rescue Maneuver" was held the other day.Kinmen County wins the Champion again in the Group D in this year (2011) consecutively after winning the Champion last year 2010. County Mayor Li accepted this award in the ceremony in Executive Yuan. Such an award demonstrates Kinmen's pride.   再獲佳績！「全民防衛動員（萬安34號）暨複合型災害防救演習」日昨圓滿舉行，本縣繼99年獲得第1名後，今（100）年再度蟬聯全國丁組第1名佳績，昨縣長李沃士親自赴台領獎，接受行政院的公開表彰與肯定。   The Executive Yuan held "National Disaster Rescue Maneuver Seminar Of Year 2011" in yesterday morning. The Executive Yuan Prime Minister Wu, Den-Yih awarded the county and city competition winners.    行政院昨日上午舉行「100年度直轄市、縣(市)首長災害防救研討會」，會中由行政院長吳敦義親自頒獎表揚此次災害防救演習的績優縣市。   Kinmen County Government indicates that the maneuver in this year is far more sophisticated more than in last year, 2010. In this year, it starts five new programs, including "Disaster Rescue Maneuver Simulation", and "County and City Disaster Rescue Fulfillment Performance Report Review Year 2011", "Disaster Rescue Live-Fire Maneuver", and "Code-WA-34 War Game Simulation" and "Code-WA-34 Live-Fire Maneuver." Though the newly-added rating programs are highly sophisticated, Kinmen County still wins a Champion award consecutively due to Mayor Li's devotion. Such an excellent achievement is pretty valuable.  　 金門縣政府表示，跟99年相較，今年的演習難度更高，因本年度新增「災防演習兵棋推演」項目，並首次將「100年本縣災防工作辦理情形書面資料審查」、「災防演習實兵演練」、「萬安34號演習兵棋推演」及「萬安34號演習實兵演練」等合計五大項工作結合辦理，在縣長李沃士高度重視下，雖然受評項目增多且規劃難度提昇，本縣仍連續2年獲得第1名佳績，實屬難能可貴。   Since the promulgation of enforcement guidelines of the new annual maneuver program by Executive Yuan, County Mayor Li has instructed County Fire Det. to conduct a comprehensive proposal and edit disaster rescue report. The County Mayor also held "Disaster Rescue Performance Review Year 20100 and Survey Report for Review Year 2011" seminar. County Mayor instructed major improvement measures and ordered all relevant institutes to complete within specified period. Relevant officer from more than 40 county institutes attended the maneuver exercise simulation on March 1st, and April 6thto discuss maneuver exercise programs and practice and decide each institute's responsibility.Three maneuver exercise simulation meetings were held on April 19th, April 27th and May 6th, respectively. Another three maneuver exercises were practiced on April 20th, April 28th and May 9th respectively. 　 且本次演習自行政院訂頒指導計畫起，縣長李沃士即指示縣秘書單位消防局縝密規劃，積極籌辦，災防工作書面資料審查部分，指示召開並於3月1日上午親自主持「99年災防工作訪評檢討會暨100年書面審查說明會」，會中指示各項重點檢討改進措施，責成各單位限期完成。兵棋推演及實兵演練部分，於3月1日下午、4月6日分由主任秘書盧志輝、參議李增財主持召開2次協調會，共計40餘單位與會，會中提報兵推課題、實兵演練項目及各單位分工協調事項，並於4月19日、4月27日、5月6日辦理兵棋推演3次預推，及於4月20日、4月28日、5月9日辦理實兵演練3次預演。   Mayor Li hosted the third maneuver simulation on May 6th and the third maneuver exercise on May 10th. He instructed some improvement measures and demanded fully comprehensive understanding the operation procedure and survey report contents of the maneuver simulation. He ordered all relevant institutes shall prepare maneuver site and environment survey and equipment installation and delegation proposal comprehensively. The overall operation procedures must be efficient. Rescue staffs must be skillfully. All demonstrate county mayor's devotion for this policy.  　 李沃士於5月6日第3次預推及5月10日第3次預演均全程主持，並指示多項強化改進措施，兵推部分要求熟悉流程及報告課題內容，實兵演練要求各單位場地、環境、裝備、佈置等均需到位，整體動線需順暢、人員救災動作需熟練等等，顯見對此次演習之重視程度。   The official maneuver exercise was held on May 10th, integrating "Disaster Rescue Maneuver Simulation", "Code Wa-An Maneuver Simulation" and "Disaster Rescue Survey Report Review." "Disaster Rescue Maneuver Simulation" and "Code Wa-An Maneuver Exercise" were held jointly On May 11th. County Disaster Rescue Center Director attended the whole maneuver practices.Kinmen Defense Commander also attended the whole maneuver practicies. More than 60 Central Government Review Commissioners arrived in Kinmen conducted evaluation and survey, including Chief of General Staff, Executive Yuan Disaster Rescue Center Vice Director. The maneuver mobilization institutes include more than county and military and civil institutes with more than 700 participants, more than 100 various types of vehicles and machines. All mobilization institutes, human resources, vehicles, machines and equipments in this year are the largest scale.  　 正式演習為5月10日「災防兵棋推演」結合「萬安兵棋推演」及「災防書面審查」，5月11日為「災防實兵演練」結合「萬安實兵演練」，由本縣災害應變中心指揮官李沃士親自全程主持，金門防衛指揮部指揮官張慶翔亦全程參與，中央評核委員由副參謀總長吳達澎、行政院災害防救辦公室副主任王少谷率中央各部會官員60餘人抵金考評。演習合計動員縣府、軍方及民間團體等40餘單位，人力700餘名、車輛及各式機具100餘輛（具），動員單位、人力、車輛裝備機具均為歷年之最。   The county's winning championship consecutively in year 2011 and year 2010 is all contributed by integral planning, coordination and cooperation from county Fire Dept., regional military troops, public and private institutes. One important factor is the regional military troop's joint maneuver partnership with county government. The military offered substantial support for county government executing maneuver simulation and also maneuver exercise. All those lead to the successful winning maneuver champion. 金門首座五星級飯店昇恒昌將投資30億元   There will be a 5-Star international tourism hotel beside the Tai Lake in 3 years. The BOT tender award winner, E. R. Group will implement the construction of this international 5 star hotel as soon as possible. This hotel will then be the highest green-eco concept landmark building in Kinmen. Nearly 1,000 job recruitment will be created for Kinmen then.   E. R. Group will sign a contract officially with Kinmen County on May 18th. This BOT project will start immediately afterwards. This BOT stipulates the construction shall be finished in 3 years. The bid winner will own hotel operation for the following 47 years. Afterwards, all assets and business operation will be transferred to Kinmen County.     昇恒昌公司訂五月十八日，與金門縣政府正式簽約，此BOT建案隨即啟動。根據合約，此案興建期三年，營運四十七年後，資產與營運權將移轉給金門縣政府。   E. R. Group President Chang, S. H. indicated that the project investment will amount to nearly NT$3 billion, including construction costs, personnel training, and business operation. He also emphasized that the construction costs of more than NT$1.6 billion will be fully from his company's funds. He guarantees implementing this construction project as planned or even earlier. Tourists will no longer complain with poor hotel services after this 5-star international tourism hotel starts operation. There will also configure a nearly 10,000 m2 duty free shopping center in this hotel. This shopping center will become the largest in great South China and takes the leadership in this industry. He will do the best for developing Kinmen as "International tourism and leisure island" and "luxury duty free shopping paradise" as soon as possible.   The Group Manager W. S. S. stated that more than NT$10 million will be appropriated for appointing an internationally famous architecture institute (Benoy Limited) as the design team. The design theme will feature "Localization, Modernization & Green-Coverage Beauty". This building layout is composed of 1 basement and 13 floors aboveground, including 264 scenery rooms, a duty free shopping center, and an international gourmet center offering varieties of delicacies. Especially, this building's indoor international conferencecenter can load up to more than 400 guests. Assorted with the miraculous mountain tunnels and Ching-Tien Hall restaurant in Taiwu Mountain top, this conference will be a perfect venue for holding Taiwan "Golden Horse Award" Festival.   Kinmen County's Taipei Service Center chief Mr. Chen, Y. F. indicated that both he and a native Kinmen movie director, Mr. Dong, C. L. have visited the Movie Division of Government Info Office and a movie director, the chief executive for holding the "Golden Horse Awarrd" twice in the last year and this year. Both of them said as the Chinese meanning of Golden Horse Award is synonymous to Kinmen and Matsu islands. Kinmen shall be a perfect venue for hold Movie Festival. However, it is a pity that Kinmen still lacks the eligibility for holding the Film Festival due to lacking international standard and high quality hotel accommodation capacity.   This BOT tender winner E. R. Group will implement construction in 3 years and estimate it will create approximately 1,800 employments for local residents per year and 5,400 people/vocational time in 3 years. It will maintain a long term and stable employment of around 1,000 people annually for 47 years afterwards. 視察水頭浮動碼頭工程李沃士盼速完工啟用   Kinmen County Magistrate Li Wo-Shi went to Shueitou Jetty yesterday, to conduct an on-the-spot investigation on the No. 3 Floating Jetty construction for Small Three Links, which is still under construction, and to understand the progress and current situation of the construction. At present, the entire construction is almost completed. Li Wo-Shi hoped that the construction unit can "finish the ending" more actively, so that it can be activated formally next month to improve and enhance the quality of transportation operation.  　 金門縣長李沃士昨天前往水頭碼頭，實地踏勘興建中的小三通3號浮動碼頭工程和瞭解施建進度和現況。目前，其整個工程已到快完成階段，李沃士希望工程單位能再加把勁「收尾」，於下個月正式啟用，改善和提升輸運作業品質。   At 9:00 a.m. yesterday, Li Wo-Shi, accompanied by County Government Confidential Secretary Yang Chung-Chiang and the personnel from Agency of Harbor, went to inspect the newly-built gallery at Shueitou Jetty as well as the No. 3 Floating Jetty construction for Small Three Links that is still under construction. Li Wo-Shi took a carful review on the construction progress and current situation of every construction.  　 李沃士是於昨天上午九時許，在縣府機要秘書楊忠強及港務處人員陪同，前往勘察水頭碼頭新建廊道及仍在施工中的小三通3號浮動碼頭工程；李沃士逐一的看取各項工程的施建進度和現況。   In the transportation during the Chinese New Year Holidays, the No. 3 Floating Jetty construction for Small Three Links was originally planned to be activated in part, for allowing travelers to go back to their hometowns for reunions. However, the entire air/marine transportation during the Chinese New Year Holidays worked smoothly this year, so it was merely kept for future use, said Li Wo-Shi. At present, the principal part of this construction has been completed, while the canopy, conveyer belt and pedestrian approach bridge are almost completed.  　 今年春運時，小三通3號浮動碼頭工程原本規劃局部使用，以因應旅客順利返鄉過年，李沃士表示，但今年的春運整個空海運輸工作滿順利的，所以是備而不用；目前，其工程主體已完成，在遮雨棚、輸送帶及人行引橋，也快完成了。   According to Li Wo-Shi, after the newly-built No. 3 Floating Jetty construction is activated, a planned separation for travelers' entries and departures at Shueitou Jetty will form. Entries and departures are separated, so that the entire route will not be chaotic. Also, as for the newly-added gallery, many more services can be provided in commercial service space. Thus, travelers can buy products and take a rest easily.  　 李沃士說，新建的3號浮動碼頭工程啟用後，對於水頭碼頭的旅客入出，就會有一個計畫性的分隔，出境與入境分流，整個的動線就不會造成紛亂。而，在新增的廊道部份，可以在商業服務空間多提供一點服務，來往旅客可以輕鬆的選購商品及休息。   In the future, the newly-built Shueitou No. 3 Floating Jetty is planned to serve as the jetty exclusive for traveler departures. The original No. 2 Floating Jetty is changed to serve as the jetty exclusive for traveler entries. The No. 1 Wuyuan Wharf Boat serves as the jetty in reserve. Besides, after the newly-built No. 3 Floating Jetty is activated, entries and departures of the travelers and the passenger boats for Small Three Links will be separated, so as to help the transportation operation. 　 未來，新建水頭3號浮動碼頭規劃做為旅客出境專用碼頭，原2號浮動碼頭改為旅客入境專用碼頭，1號五緣躉船則納為備用碼頭。而且，新建3號浮動碼頭啟用後，小三通客船和旅客將採入出分流，以利輸運作業。 本文譯自《金門日報》2011年4月29日報導

重演古寧頭戰役張作驥新片開拍   Golden Horse Best Director winner Chang, Tso-Chi held the lensing press conference for his new film "Dark Break", a military poem short film in the most violent battling field of Kuningtou battle yesterday.  County Mayor Li also attended this press conference to express encouragement and support commitment for providing all necessary administration resources during film making.  The violent battling scenes in this film would be so shocking and touchy for the audience.    金馬獎導演張作驥戰爭史詩短片「穿過黑暗的火花」，昨天在當年古寧頭戰役最激烈的戰場之一「北山」舉行開鏡記者會，縣長李沃士特別到場為張作驥導演加油打氣，並承諾盡全力提供該片拍攝期間所需之行政資源，期望本片呈現震撼感人的影像畫面。   The lensing ceremony was held in a Family Li's ancestral shrine in Kuningtou at 11:00 yesterday.  Director Chang and Mayor Li both worshiped to deities praying for blessing.  Mayor Li's family also originated from Kuningtou.  He appreciated for that director Chang selects Kuningtou as the venue for holding film lensing ceremony.  This documentary film, "Dark Break", adopts the Kuningtou battle as the film theme for celebrating centennial national anniversary.  Kuningtou is the photography viewing background for this film.  Kinmen county government will fully support the film photography team.  He hopes that the whole world can be aware of the Kinmen's past military positioning in Taiwan national defense history via this film.   開鏡典禮於昨日上午十一時在古寧頭北山李氏四公宗祠舉行，由張作驥和金門縣長李沃士共同上香，祈祝開拍大吉。老家在古寧頭的李縣長指出，開鏡典禮獲得張導的青睞，以古寧頭戰役為背景來到北山村莊拍攝穿過黑暗的火花紀錄影片，為建國百年紀念一項作品。並承諾盡全力提供該片拍攝期間所需之行政資源，希望將金門捍衛台灣安全的史頁，透過電影藝術將金門名聲傳送至全世界。   Director Chang won the Best Director Award in the "Golden Horse Film Festival" in the last year.  He has recently appointed by the Golden Horse Film Festival as one of the twenty most excellent director-team to produce a film titled 《10+10＝100》.  The theme of this movie is "Unique Taiwan".    去年以「當愛來的時候」甫榮獲金馬獎最佳影片的張作驥導演，今年接受金馬影展之邀，參加由金馬影展發起邀請二十位台灣優秀的電影導演，以「台灣特有」為主題之《10+10＝100》電影聯合創作計畫。張作驥導演將以民國三十八年發生在金門的古寧頭戰役為故事背景，拍攝一部台灣特有的戰爭史詩短片「穿過黑暗的火花」。   Director Chang excels in adopting living facts as film elements to impress audience with awareness in assortment with unique realism and fantasy style.  His works feature enrichment of emotion, Taiwan localization, vivid humanity and historical memorials.  The film "Dark Break" is the latest production after Director Chang 's film "When Love Comes" winning Best Film Award in the last Festival.  For depicting the violent Kuningtou battle authentically in year 1949, Director Chang utilized hundreds of film-production staffs and imports hundreds of China and Taiwan military costumes and pistols and guns from Hong Kong for production of only 5-minute film length.  Director Chang expressed that: "Kuningtou battle was significantly influential to subsequent Taiwan history and when interviewing some veterans participating in this battle during conducting on-site survey, we are highly amazed how a battle can influence human history significantly.  I wish to depict how a battle would influence humanity in a little girl's perspective.  I wish this film can express an individual person's aspiration for peace."  Director Chang also the production of this film "Dark Break" can demonstrate another whole new Taiwan filming model and provide Taiwan audience a military-themed film unavailable for decades.  　 張作驥導演擅長運用生活周遭題材讓觀眾產生親切感，再輔以寫實魔幻且獨特的影像手法。其作品充滿情感，以台灣為基礎，充滿人文生態、歷史情懷之風格見長。「穿過黑暗的火花」，是張作驥繼金馬獎最佳影片「當愛來的時候」之後的最新力作。為了忠實呈現民國三十八年古寧頭戰役的壯烈戰況，張作驥導演動用上百名劇組人力，由香港及大陸進口百餘套國共軍之服裝、槍枝，只為這五分鐘的短片拍攝。張作驥表示：「古寧頭戰役是決定台灣歷史的一場重要戰爭。當時田野調查的時候，訪問到許多當年與役的老兵，深深感受到戰爭對於人的重大影響。我這次希望透過一個小女孩的角度來看待戰爭對人的影響。希望透過本片傳達一個人對和平的初衷理念。」張作驥導演也希望透過「穿過黑暗的火花」的拍攝，開啟另一種台灣電影的類型，讓多年來國片少見的戰爭片題材，再度呈現國人面前。   The roles of both Chinese Communist soldiers and Taiwan military soldiers were acted by students of Department Of Performance Arts in Zhuang Jing Vocational High School.  For reaching the most actual description of the images of military soldiers of two sides in that battle, the film players were arranged to take military training and observation of military films for nearly 1 month and even residence in Kinmen military camps.  This film production will be executed in Kinmen for 7 to 10 days from April 22nd. In addition to violence of battle scenes, this film will also demonstrate Kinmen architecture and humanity elegance.  This film premiere will be performed in the Golden Horse Film Festival opening ceremony in mid November. 　 為了忠實呈現古寧頭戰役的壯烈戰況，張作驥動用上百名劇組人力到金門，由香港及大陸進口100多套「集結號」影片使用過的國共軍服裝、槍枝，就為5分鐘的短片拍攝。尤其是，戲中的國共軍，為莊敬高中表演藝術科學生飾演，經過將近1個月軍事訓練、觀摩戰爭影片，並曾住進金門軍營感受軍中氣氛，期能忠實呈現國共兩軍影像。首度嚐試拍戰爭片的張作驥表示，「穿過黑暗的火花」的拍攝，希望開啟另一種台灣電影的類型，讓多年來國片少見的戰爭片題材，再度呈現國人面前。全片預定從廿二日起在金門拍攝7至10天，除了戰爭場面之外，也將透過鏡頭呈現金門的建築及人文之美，預計將於十一月間的金馬影展開幕式進行首映。 本文譯自《金門日報》2011年4月22日報導
