  According to the latest survey statistics, Kinmen county Environment Protection indicates that there have cut approximately 11 billion trees in the world and released more than 8 billion tons of carbon dioxide into the atmospheric layer annually.  With the World Earth Day incoming on June 5th, people shall use low-pollution transportation including biking, electronic-bike, electronic-motor or public transportation system to fulfill the obligation for earth protection.    金門縣環保局指出，根據統計，每年全球約有一百一十億棵樹木被砍伐，八十億公噸的二氧化碳釋放到大氣中。而六月五日是世界地球日，希望民眾以行動做起，響應低污染工具上路，騎乘單車、電動自行車、電動機車或搭乘大眾運輸工具，為地球盡一份心力。  Environment Protection Bureau indicated that the ever-increasing carbon dioxide and methane release into the atmospheric layer is the major cause for deteriorating global warming.  The annual personal carbon dioxide exhaust discharge volume in Taiwan averages up to 12 tons, 3 times the global average volume.  Especially Taiwan's annual exhaust discharge volume growth rate ranks the top 1 in the world.  Therefore, low-pollution transportation vehicles for reducing exhaust discharge would be the best solution.     環保局指出，地球大氣層中二氧化碳、甲烷等溫室氣體增加是氣候變暖的主因，台灣每人二氧化碳平均排放量為十二噸，是全球每人平均三點九公噸的三倍，而排放量年成長率更高居全球第一，如何減少此類氣體的排放，低污染運輸交通工具將是最佳的選擇。   Environment Protection Bureau will hold "Low Carbon Green Energy for Kinmen Island and Eco Protection For You and Me" activity from 9:00 am until 1:00 pm on the World Earth Day, June 5th.  It is proposed to offer trial riding of electronic motorcycle, electronic bikes, and electronic buses and exhibition of electronic vehicle batter converters to assist people in understanding the electronic vehicles features not only energy saving but also excellent cruising range and slope-climbing capacity without any disadvantages of the old generation products.  A subsidy between NT$ 8,000~11,000 is available for procurement of TES Certification electronic vehicles or motorcycles certified by Industrial Bureau. Moreover, annual license tax and fuel tax can also be exempt.  It is a pretty worthy and economic deal.   Environment Protection Bureau indicates that there are 28 free-service electricity charging stations in Kinmen county (located at Kinmen County Environment Protection Bureau, Chuan Long Motorcycle Shop, County Government, Kinchen Town Office, Kinchen Bus Station, Kinshui Primary School, Cheng-Kin-Fu Kinmen Peanut Candy Shop, Kin-Yuan-Li Knife Factory, County Civil Officer Cooperative Supermarket, Saint-Zhu Kinmen Peanut Candy shop, County Fishery Research Institute, Ou-Chin Ancient House, W Zhou Porcelain Arts Shop, Li-Kuang-Chen General Temple, County Porcelain Factory, Kinfu Town Office, County Health Bureau, Banyan Tree Garden, Folk Culture Village, Yi Mountain Temple, Juguan Harbor, Liu Island County Cooperative Supermarket, Sage Goddess Temple (Red Kaoliang Liquor General Factory),Min-Yang Motorcycle Shop, Hsin-Chin-Yueh Motorcycle Shop, Taiwan Power Company's Business Service Branch.  Electricity charging shall be pretty convenient in Kinmen.   The toxicity plasticizer termination D-Day started massively from yesterday. Kinmen county Health Bureau Chief, and relevant officers and Consumer Protection Commissioner Mr. Chen conduct food ingredient inspection in regional distributors, hypermarket to insure the five major categories of OTC food in retailing markets meeting legal requirements.  　 終止有毒塑化劑行動日（D-Day）昨日展開，金門縣衛生局昨日在局長陳天順帶領下，會同消保官顏水坤展開地區經銷商、大賣場食品稽查，以確保市面流通銷售的五大類食品上架產品合乎規定。  According to the "Enforcement Rules for Plasticizer-Polluted Food" promulgated by Dept. of Health on May 28th, for the products being classified one of five major food categories, including "Sports Drinks", "Fruit Juice", "Tea Drinks", "Fruit Jam, Fruit Pulp or Fruit Jelly", and "Capsule or Tablet or Powdered Package", compulsory comprehensive product withdrawal must be conduct in case of detection of plasticizer (DEHP) or cloudy agent pollution. For products containing cloudy agent, it is necessary to submit certificates to the Dept. of Health validating the suppliers and product distributors are free of DEHP pollution (attachment with certificate provision sources) or the safety certificate issued from "The Food Certified Food Ingredient DEHP Inspection Labs Publicized by Food and Drug Agency of Dept. of Health".  　 衛生署於五月二十八日公告「塑化劑污染食品之處理原則」，凡屬「運動飲料」、「果汁飲料」、「茶飲料」、「果醬、果漿或果凍」、「膠囊錠狀粉狀之型態」等五大類食品，凡含有確認塑化劑污染起雲劑及其相關產品者，必須立刻下架回收；如使用起雲劑者，應於民國一百年五月三十一日零時前提出「衛生署公布確認起雲劑未受塑化劑污染之供應商及其下游廠商（須檢附來源證明文件）」或「經衛生署食品藥物管理局公布可檢測食品塑化劑之實驗室之檢驗證明」任一文件為安全證明。   Kinmen County Health Bureau has already delegated staffs to all major sales markets to assist in withdrawal of completely packaged and labeled products with containment of plasticizers and cloudy agents (including DEHP, DINP) and instructed suppliers to complete market withdrawal immediately. As of May 31st, Kinmen government has already enforced product withdrawal of 15,384 bottles of sports drinks of YES Enterprise, 10,656 bottles Sports Drinks of President Enterprise and 4,320 bottles of Sunkist Granulated Lemon Fruit Juice. The polluted products of Te-Kong Bio-Tech (including lemon enzyme powder, intestine cleansing enzyme drinks packets) have never been sold in Kinmen local markets.    經金門縣衛生局多日前往各大賣場輔導下架，有完整包裝並具有完整標示之產品，因誤用含有塑化劑（DEHP、DINP）之起雲劑，並聯絡批發商全面回收，至五月三十一日金門縣計回收悅氏動能1000運動飲料一萬五千三百八十四瓶。家鄉事業（Sunkist粒粒檸檬果汁飲料）計回收四千三百二十瓶，統一寶健一萬零六百五十六瓶。而德康生物科技（檸檬酵素沖泡飲品、通暢包酵素飲品）等產品，金門縣查無販售。   So far County Health Bureau has inspected 12 times on regional hypermarkets, 26 times on local convenience stores, 3 times on manufacturers and 12 times on distributors and 46 times on cold drinks shops. 　  衛生局計稽查地區大賣場十二家次，便利商店二十六家次、製造業三家次、經銷商十二家次，冷飲店四十六家次，一般銷售點二十家次以上。   County Health Bureau has started inspection on drinks ingredient of local cold drink ships from May 27th (including concentrated fruit juice, fruit jams, fruit concentrate, fruit pulp and yogurt powder) and established a data base for all relevant suppliers' and manufacturers' addresses. As of May 31st, there has already conducted inspection 2t times on relevant manufacturers and suppliers. There has not yet detected any products containment with DEHP so far.   A Kinmen regional distributor selling polluted food sauce which are supplied from a Taiwan manufacturer have all been withdrawal from the market and delivered back to Taiwan supplier "amounting to 5 bottles).  　 賓漢香料化學有限公司下游廠商千賓香精原料有限公司販售金門縣之醬料，皆已由本地經銷商回收（五瓶）寄回台灣公司。   Health Bureau Chief emphasizes that a safety inspection certificate shall be provided for the product being classified as one of the major category. Otherwise it is prohibited to make sales. Heavy punishment will apply on the violation. All food suppliers and distributor shall insure OTC product free of plasticizer pollution and shall submit security inspection certificates for products being classified as one of the 5 major categories. Continuous sales of polluted without market withdrawal will be punished according to Article 33 of Food Health Management and Requirement Enforcement Rules. Immediate compulsory product withdrawal shall apply on the food being classified as one of the 5 major categories in case of failure of submitting any security inspection certificate. Repetitive detection of failure of product shall be subject to punishment as stipulated in Article 33 or Article 35 or Food Management Enforcement Rules.    衛生局長陳天順表示，公告的五大類產品之廠商應提出產品安全證明，否則不得販售，違反者將予重罰。食品業者應確保架上無污染塑化劑食品，針對架上販售之五大類食品提出安全證明，如食品販售處仍有應由製造商回收，而仍未下架回收之產品，其製造商將依食品衛生管理法第三十三條規定處分；如食品販售處對五大類食品未能提出安全證明，將要求立即下架不得販賣；複查仍未下架，將依食品衛生管理法第三十三或三十五條處分。   In case of intending to submit suspiciously plasticizer pollution products to conduct inspection, the inquiry information can be searched at the website of "DEHP-Polluted Cloudy Agents Zeon" and "Certified Inspection Lab for Authentication of DEHP Ingredient of Food" at: http://www.fda.gov.tw/ of Food & Drug Management Agency. Currently, there are 18 certified food inspection labs competent of making such an inspection. Kinmen County Health Bureau is rushing to procurement inspection instruments and can provide inspection service for local residents upon completing procurement of such inspection instruments. 太陽能熱水系統補助5/30抽籤  Kinmen County government proposes to hold lottery drawing in the morning of May 30th in County Stadium to pick out subsidy recipients.  The registration applicants shall attend this lottery drawing on time.    縣府補助裝設太陽能熱水系統預定於5月30日上午假金門縣立體育場辦理抽籤決定補助名單，申請者記得按時參與抽籤。   For promoting solar water heat system, Kinmen County government announced the promulgation of "Kinmen County Fulfillment Guidelines For Solar Water Heat System Promotion Subsidy" in year 2011 planning to sponsor Kinmen County residents, institutes, schools, hotels, Bed & Breakfast inns (also called Japanese Ryokan Inns) for installing solar water heat systems in term of subsidy of NT$ 4,500 for every square meter of heat collection panel.  The subsidy from Energy Bureau of MOEA can also be applicable to the applications having already gained the subsidy from Kinmen County.  Thus, the subsidy for every square meter in Kinmen amounts to NT$9,000.    金門縣政府為推廣太陽能熱水系統於100年4月18日公告實施「金門縣政府100年度太陽能熱水系統推廣獎勵補助作業要點」，補助金門縣民及機關學校、旅館、民宿業者裝設太陽能熱水系統，依據集熱板面積每平方公尺補助4500元，另安裝用戶亦可向經濟部能源局申請相同補助款額度，金門地區安裝用戶每平方公尺共計補助9000元。  The County government will administer the subsidy application registration for solar water heat systems on April 18th.  The proposed quota for residence households and non-hotel corporations are 625, for hotels are 3, and for Bed & Breakfast Inns are 11, respectively.  Until the application registration deadline as of May 12th, there have 5 hotels, 7 Bed & Breakfast Inns and 835 residence households and non-hotel corporations submitting application.  According the Clause2, Article 8, of "Kinmen County Fulfillment Guidelines For Solar Water Heat System Promotion Subsidy" promulgated in year 2011, "in case of the amount of total applications exceeding the proposed quota during public announce period, the County government shall execute lottery drawing to pick up the subsidy recipients".  In case of the amount of total applications less than the promulgated quota, whole applications can be granted for the subsidy.  As the amount of total applications from hotels, resident households, and non-hotel corporations exceeds the promulgated quota, the lottery drawing shall be executed for pick out the subsidy recipients accordingly as stipulated.    縣府於4月18日公告受理太陽能熱水系統補助登記，自然人及非旅宿業法人補助名額為625件，旅館業者補助名額為3件，民宿業者補助名額為11件，截至5月12日受理登記期限為止，共計受理5家旅館業者、7家民宿業者、835件自然人及非旅宿業法人辦理登記，依據縣府「金門縣政府100年度太陽能熱水系統推廣獎勵補助作業要點」第8點第2項：「用戶應於前項公告期間提出太陽能熱水系統補助款登記，倘登記案件超過縣府可補助件數，由縣府抽籤決定補助名單」，登記之民宿業者未超過公告件數，故全數可獲得補助資格；旅館、自然人及非旅宿業法人因超過可補助件數，依規定辦理抽籤以決定補助名單。   Kinmen County government will hold lottery drawing in the morning of May 30th at County stadium for the applications submitted from hotels, residence households and non-hotel corporations.  The proposed drawing schedule for hotels will be at 8:20-8:30.  The proposed drawing schedule for application registration numbers starting from 001 to 200 will be at 8:30-9:30;  for numbers starting from 201 to 400 will be at 9:30-10:30;  for numbers starting from 401 to 600 will be at 10:30-11:30;  for numbers starting 601 to 850 will be at 11:30-12:30.  The applicants shall make attendance registration with submitting correspondence forms according to the schedules as above concerning this subsidy drawing.  The drawing will be executed according to registration number sequencing.  In case of failure of appearance after being called for 3 times, the County government will conduct proxy drawing with the stipulation that the said applicants shall not be entitled to raise any objection.     縣府預定於5月30日上午假金門縣立體育場辦理旅館業者及自然人與非旅宿業法人之抽籤作業；旅館業者抽籤時間8:20-8:30，其他登記編號001-200號抽籤時間8:30-9:30；201-400號9:30-10:30；401-600號10:30-11:30；601-850號11:30-12:30。申請者務必於上訂時間備妥登記表回條至縣立體育場辦理報到及抽籤作業，按照登記編號先後排序辦理抽籤，唱名三次未到者，由縣府代為抽籤，用戶不得提出異議。   The applicants winning the subsidy eligibility thru the drawing shall complete the installation of solar system and submit all necessary application documents before the promulgated deadline of subsidy payable (October 30th, 2011).  Failure of in compliance with this deadline will result in application eligibility revocation and prohibition of application in the following two years for solar water heat system subsidy.   抽籤獲得補助資格者，應於公告截止請款日（100年10月30日）以前竣工並備妥相關文件辦理請款，逾期者除撤銷申請外，二年內不得提出太陽能熱水系統補助申請。 本文譯自《金門日報》2011年5月26日報導

金門大橋預定105年3月完工通車   The construction commencement ceremony of Kinmen Bridge crossingJinlie watercourse has already been held on January 9th, 2011(code: CJ01 for Construction Tender of Lieyu Passage).  This bridge will feature "70% for Tourism, 30%for Traffic Development". The construction amendment proposal has already submitted to the Executive Yuan for review and approval on May 3rd, 2011 of which the review filing number is 1000021042.  跨越金烈水道，以「七分觀光、三分交通」為軸心之金門大橋工程，經已於一百年一月九日舉行（CJ01標烈嶼端引道工程）動土典禮，目前金門大橋修正建設計畫業經行政院一百年五月三日院臺交字第1000021042號函核定在案。 The detailed layout design of this bridge has already been finished. The public tender invitation has already been conducted on May 16th, 2011 according to the Public Procurement Act. The estimated construction completion date is March of year 2016.  金門大橋主體工程CJ02標目前已完成細部設計，亦於一百年五月十六日依採購法規定進行公開閱覽，預定計畫期程至一百零五年三月完工通車。 The extradosed-bridge engineering will be used for the construction of theKinmen Bridge. After county resident voting, the sorghum tassel is adopted as the architecture shape for main bridge tower. This sorghum-shaped tower is expected to symbolize "Sorghum Plantation Culture in Kinmen" and demonstrate Kinmen's most "fragrance" & "mellow" enrichment Kaoliang Liquor. The main bridge spans as long as 280 meters. This will be the longest cross-sea sky extradosed bridge across the strait. The two sides of the main bridge are linked by by PC concrete box girder bridges and embankment approach roads. In compliance with geology, the PC concrete girder box bridges are constructed by cantilever engineering(for bridge lateral). The approach bridges are constructed by ASM(Advanced Shoring Method). The architecture layout include installation of pedestrian and bike passage with green coverage for serving the purpose of beauty and low carbon production and green energy saving.   金門大橋工程，橋梁主橋採脊背橋型式，主橋橋塔造型經由縣民鄉親票選以「穗心傳語、風情再現」高粱穗心的意象造型，展現傳頌金門高粱酒的「香」、「醇」特色。主橋跨徑二百八十公尺，完工後將成為世界最長跨徑海上脊背橋，主橋兩側以預力混凝土箱型梁橋與路堤引道段銜接，預力混凝土箱型梁橋依工址條件採懸臂工法（邊橋）及支撐先進工法（引橋）施工，並配置人行自行車道，植栽綠美化，兼具低碳綠能功能性考量。 The main bridge is composed of 5 consecutive towered strengthen back bridge span. The construction sophistication and difficulty are both pretty high. There has not yet any similar technologies and engineering experience for building such a new model of bridge. The National New Construction Bureau of MOT has already authorized Taiwan Architecture Structure Engineering Association as the third independent party for conducting structure safety evaluation. The Review Commissioners include the chiarmain Mr. Sung (Dept. of Civil Engineering of National Taipei Tech Univ.), Expert Fang, W.C.(Railway Reconstruction Bureua of MOT) and Expert Chang, K. C.(National Earthquake Engineering Research Center), Expert Yang. Y. B. (Professor of Yulin Tech Univ.) and Expert Yang, R. Y.(Cha-Chi Engineering Consultancy Agency), Expert Tsai, R. K.(Taiwan Construction Structure Engineer and Technician). The represents from New Construction Bureau of MOT, Kinmen Construction Bureau, and the architecture team, Taiwan H. S. Engineering Consultancy and Taiwan Architecture Structure Engineering Association conducted on-site survey in Lieyu and Fusha village for two days on ay 20th and 21st respectively trying to gain basic reference data for structure security design evaluation. Kinmen County Construction Bureau indicates that the construction amendment proposal No. 1000021042 have been reviewed and approved by Executive Yuan on May 3rd, 20011.The MOT has notified Public Construction Commission of Executive Yuan to review the project budgets for "Kinmen Bridge Construction Project" for conducting the following procedures, such as budget appropriation, and public construction tender. The Public Construction Commission of Executive Yuan has appointed relevant experts and scholars to establish a review commission. MOF, New Construction Bureau of National High Agency, Kinmen county Construction and design team Taiwan H. S. Engineering Consultancy were all invited hold a review meeting. Many valuable professional advices were submitted in this meeting for reference by relevant institutes. County Construction Bureau indicates that the Environment Impact Difference Survey Report and mileage length 0 K+410~ 0 K+540 within the territory of National Park in Lieyu have been reviewed and approved by Kinmen County Environment Protection Bureau and Kinmen National Park Administration respectively. The detailed layout design of main bridge construction Code: CJ02 has also been finished. The public tender invitation has been conducted on May 16th, 2011 according to the Public Procurement Act. The estimated construction implementation date is in March of year 2016. This bridge will become a regional indicator landmark and also a major tourism spot for like Kinmen Battle History, Humanity Heritage, South Fujien Tradition, Oversea Kinmen Native Homeland Culture and Ecology Tours. The Taiwan Area National Express Engineering Bureau, County Government's Branch in Central Government and Kinmen County government's relevant institute will fully cooperate in fulfillment of Kinmen Bridge Construction for fulfillment the policy of improving living quality of residents in remote islands. 接受泉州媒體專訪李沃士：期待廟會文化在金門發揚光大   After interviewing Kinmen Mayor Li, the journalists from three press medias from Mainland China including Quanzhou TV, Quanzhou SE Morning Post, Fujien TV, made specialty news reports titled "Quanzhou Arts Performance Groups Participation In Kinmen Temple Festival Parade".  County Mayor Li aspires for the arts performance groups in Kinmen, Taiwan and Mainland China cooperating in promoting traditional deity worship festival to the most booming era in Kinmen; and also developing Kinmen as the culture development, and parts performance center.  He advocates for attendance in the festival and parade arts performance in the next year in Kinmen.    金門縣長李沃士昨天接受來自大陸泉州電視台、泉州東南早報、福建電視台三家媒體記者以「泉州藝術團體參與2011金門迎城隍藝文演出活動」為題進行專訪，李沃士表示，非常期待兩岸三地的迎神廟會文化和民俗藝術，能在金門發揚光大；並將作為金門發展文化、觀光領域重大的藝文表演活動，也歡迎明年大家來金門參與，共襄盛會。   County Mayor Li was interviewed by 3 press media from Quanzhou, Mainland China at 08:30 yesterday.  He expressed that, among all temple festival parade arts performance activities, there are 7 folk arts groups including more than 200 artists participating in Kinmen "Passion and Enthusiasm" activity.  In the festival celebration for this temple festival, ancient historians are adopted as the major parade performance theme. The folk arts groups from Quanzhou launched some show programs in accordance with the festival theme.  So many local residents and tourists are amazed their wonderful arts performance.  Meanwhile, a marriage photography service program in military zones is also launched in concert with the promotion for this festival and also can offer people experiencing traditional South Fujien marriage's most passionate atmosphere.   County Mayor Li emphasized that both Kinmen and Quanzhou share much similar folk customs, and folk ideology.  When he saw arts groups from Quanzhou performing arts show, he was then thinking of old-generation memory.  He expressed the greatest appreciation for arts performance from Quanzhou participation in traditional folk arts parade in Kinmen.  He will invite traditional arts technicians from Quanzhou to Kinmen male lecturing and teaching so as to integrate with Kinmen folk arts performance and strengthening the development foundation in Kinmen.   County Mayor Li emphasized that the annual City-God Worship Festival is the most spectacular temple festival celebration.  For example, the City-God Temple in Wu Islnad was located in Kinmen City and ever has made his divine appearance in year 1680.  This City God temple was the migrated and re-consecration in Houpu(the Kinchen Twon nowadays).  Afterward, the residents in Kinchen Town hold a parade circulation activity for celebration City god festival on April 12th of Chinese calendar annually.  This is the largest deity worship and temple festival activity in the local.  It features preservation the worship ceremony regime enacted in ancient Chin Dynasty.    李沃士指出，每年迎城隍是金門最盛大的迎神廟會活動之一，尤以浯島城隍原在金門城坐鎮顯靈，清康熙十九年（西元一六八○）隨金門鎮總兵署移駐而分火後浦（即今金城鎮）；此後，後浦居民每年於遷治日的農曆四月十二日舉行城隍遶境巡安遊行，為地方上最盛大的迎神廟會慶典活動，並以保留前清廟會儀制為特色。   County Mayor invited 26 temples to participate the city god festival parade and will invite 4 City God Temples in Taiwan including more than 100 staffs, Hsinchu City God Temple, the golden statue of City God of Taiwan Province and City Temple and Medicine God from Changchou, mainland China, Quanzhou City God temple, Xiamen City god to allow all the city god deities in Kinmen, Taiwan and mainland China to join together in Kinmen to allow Kinmen residents and tourists witnessing this traditional and classical ancient deity worshiping enthusiasm atmosphere.   County Mayor Li indicated Shun-Chiang Arts Performance Group from mainland China will make its first visit attendance in Kinmen City god Festival in this year to join the parade circulation activity and perform such traditional opera shows and the most unique oral conversation jokes brought by Xiamen City Folk Arts Research Association.  China national certified intangible culture heritage Mr. Yang and Mr. Yu will perform wonderful oral-drum beat to for celebration of City god festival.  Their shows are expected to bring the audience joy and fun to the extreme.   The diversifying communication between Quanzhou and Kinmen has been developing rapidly.  Quanzhou TV journalist reported that Quanzhou TV will make a "Quanzhou TV Week" exhibition in Kinmen in the second half of this year.  This exhibition will be pretty meaningful.  Kinmen County government wishes this "Quanzhou TV Week" exhibition will promote the images of both Quanzhou and Kinmen.  In the last year, Quanzhou Folk Arts Show displayed puppet shows, traditional Chinese opera and dancing and singing….. People can understand Quanzhou culture by watching the Quanzhou shows on the stage.  County government wishes there will be more cultural shows for promoting the communication between the two places.  Meanwhile, Kinmen's traditional South Fujien Architecture, culture and Kinment's devotion for culture heritage preservation can be introduced to the whole world via Quanzhou TV.   Fujien TV journalist reported that the commonly usage and exchange of China currency RMB in Kinmen.  He is very curious at this phenomenon.  He discussed this with county mayor.  County Mayor Li said this symbolizes the actual economic and market development.  The ever increasingly development between the two places will definitely contribute to common acceptance of China currency.  The rapid increase of currency exchange represents the prosperous economic development between the two sides across the strait Although such a currency exchange is not legal, it does demonstrate the this development will surly accelerate due to the communication between the two sides.   Finally, Mayor Li indicated the culture and tourism development is the top priority for Kinmen.  The most important policy is accelerating improvement and development the infrastructure of culture and tourism.  Thus, Kinmen can become a South Fujien culture knowledge learning, exchange center.  The Kinmen County is devoted to apply World Heritage Certification for Kinmen.  The local red brick architecture is the most valuable tradition for both the two sides.  He wishes Kinmen's South Fujien culture unique and charm can become famous worldwide via culture exchange and press media broadcasting.   Vice Mayor Wu is a local Kinmen native and is 57 years old now.  After graduating from Kinmen High School, he finished a bachelor and a master degree from National Kaohsiung Normal University.  His excellent education working experiences include the principal for Kaohsiung City Hoping High School, Kaohsiung city Chishen Junior High School, private Dual-Liguistic School, the chairman for Kaohsiung City School Principal Association, and a volunteer consultant for Kinmen community, a manager director for Kaohsiung City T. B. Education Sponsorship and the chief executive for Kaohsiung Confusion Academic. 莒光湖畔開發案李縣長親勘   Kinmen County is aggressively conducting the feasibility research and preliminary planning proposals for Juguang Lake Side Development Projects.  County Mayor Li led county executives to survey the proposed construction site.  Mayor Li indicated that the excellent natural geography for this site.  He will cooperate with an eligible enterprise to introduce the most optimal business model into this area for enhancement of service quality of Kinmen tourism.  　 縣府刻正積極進行金門縣莒光湖畔整體開發可行性研究及先期規劃案，縣長李沃士昨特別率員前往該基地會勘，李沃士表示，該處基地的環境相當好，希望能導入適當的商業行為，尋求適合的廠商來投資開發，以打造金門地區優良的觀光環境。   It rained heavily yesterday.  Mayor Li led relevant county executives to survey the proposed lake side project from 10 o'clock yesterday.  The attendees included: Finance Bureau Chief, Huang, C. S., Environment Protection Bureau Chief, Yang, H. H., Public Works Department Chief, Dong. H. Y., and also the relevant sector and division officers of Transportation/Tourism Bureau and Construction Bureau.  　 雖然昨日下起大雨，但上午十時許，李沃士依然率領相關局室主管前往莒光湖畔會勘，參加人員有：財政局長黃景舜、環保局長楊世宏、養工所所長董漢耀與建設局、交旅局、工務局的相關承辦課長。   The theme for this development project is the tourism and leisure hotel.  According to the "Enforcement Rules For Promoting Private Corporations Participating in Public Construction", huge investment, financial resources and new business concepts can be introduced into by private enterprise for promoting local tourism development.  The outsourced consultancy contractor is conducting feasibility survey for this project.  This survey project includes analyzing the potentiality for inviting private corporations to participate in tourism hotel development and devising various development alternatives.  The preliminary feasibility and public tender invitation for partnership will be conducted then for decision of selecting a partnership enterprise.  It is expected that local tourism development will be benefited significantly.  　 縣府表示，這項規劃案主要的開發主體為觀光休閒飯店，希望透過「促進民間參與公共建設法」引入民間力量，參與投資開發本縣觀光建設，藉由民間的活力創造各種可能性。該案委託旋之恆管理顧問有限公司進行可行性評估，瞭解民間投資開發觀光旅館及研擬各種開發方案之可行性，並進行可行方案之先期規劃，以利後續招商計畫之推動，尋求適合之民間廠商投資開發本計畫標的。   The major conclusion from on-site survey yesterday is that the lands surrounding this construction are nationally-owned.  It is planned to negotiate with the National Property Bureau to cede those lands for enhancing the integrity of this construction site.  The surrounding private-owned lands can be obtained by means of negotiation procurement mechanism, land expropriation, or land exchange projects with the land owners so as to widen the roads linking to external traffic systems.  Those proposals can be adopted as the alternatives for passage linking of this construction site.  　 昨日會勘的重點與結論為：基地周圍之國有土地，可協調國有財產局辦理撥用，以增加該案基地整體開發之完整性。而基地周圍之私有土地，可評估採取協議價購、徵收或專案交換等方式與地主協商取得，以增加聯外範圍通道之寬度，作為開發基地範圍聯外範圍通道之替選方案。   The laws and acts relevant with investment in international tourism hotels are far more sophisticated that for normal tourism hotels, in addition to the complicated procedures of environment evaluation.  County mayor Li indicated that it is not definitely required to apply for international tourism certification or license approval.  The most important is the hotel service quality.  The international hotel license is not that important.  The service quality of this new hotel will meet international standards definitely.  Such a measure could solve some problems more easily. 　 有鑑於投資一般觀光飯店與國際級觀光飯店的相關規定大不同，且事涉環評與許多繁複的法令，李沃士也指出，不一定要申請國際級飯店的認證或名稱，重點是服務品質，也就是名稱不一定要是，但品質卻是達到國際水準，這樣可能會讓許多問題比較容易解決。 本文譯自《金門日報》2011年5月17日報導

金湖商務旅館BOT案昨正式啟動   The contract signing ceremony for Kinmen's first international tourism and business hotel-Jinhu Business Hotel, was officially held yesterday by County Mayor Li, National Quemoy University Pricipal Li and E. R. Group President Chiang, intending to achieve hotel construction and academic-industry cooperation.  This international tourism and business hotel will start business operation after 3-year construction period and will create 1,000 jobs and promote tourism industry upgrading.  County Mayor Li expects this big investment in billions of NT$ will create a new landmark building for Kinmen and also provide job training and job opportunities for local residents and also impetus for Kinmen tourism industry development.    金門首座國際級觀光商務旅館-金湖商務旅館，昨日由金門縣長李沃士、金門大學校長李金振、昇恒昌股份有限公司董事長江松樺共同簽下興建經營及產學合作約定，宣告該案正式啟動，預定3年後金門將有多功能的國際級觀光商務旅館，並提供一○○○個工作機會，帶動觀光產業升級。縣長李沃士期望該項BOT重大投資建設案，打造成為金門的新地標，培育在地人才並創造就業機會，為金門觀光注入新活力。   For promoting local tourism development, Kimen County Government selects a County-owned land as large as 2.1 hectares at the Small Tai Lake side to conduct a BOT tender invitation in term of establishment of superficies for up to 50 years with the goal of building a business hotel featuring versatile business functions including accommodation, a shopping center, a conference hall and dining arcade.  The E. R. Group won the tender award in term of the mechanism of the most advantageous tender.  E. R. Group Chairman Chiang arrived at this spectacular contract signing ceremony in National Quemoy University at 2:00 pm yesterday for signing this Jinhu Business Hotel BOT cooperation contract jointly with County Mayor Li.  Meanwhile, National Quemoy University Principal Li also signed an academic-business cooperation contract with the BOT tender winner President Chiang intending to unite academic and business resources for creating the most advanced landmark shopping center with integration of Kinmen localization culture uniqueness.  Jinhu Town Mayor, Central Investment Corporation President, Kinmen KIAOLIANG LIQUOR President, Kinmen County Finance Bureau Chief, Land Administration Bureau Chief, and Legislator Chen's chief secretary were all invited to attend this historical event with lots of residents and University students on the scene.  The first hotel featuring a big duty free shopping center is officially commenced.   County Mayor Li is very excited at successful achievement of the Kinmen's first BOT since his inauguration . He does appreciate for the tender award winner E. R Group's devotion for participation in this BOT tender in which lots of bidders are also pretty financially capable.  County Mayor Li's excitement concerning this cooperation partnership with E. R. Group can be expressed by a folk proverb "Getting a decent son-in-law".  County Mayor Li also praised E. R. Group's long term devotion for social public welfare.  He emphasized that E. R. Group has created lots of jobs and offered job training for local young generations in past few years.  He is very impressed with the service staffs' well-manner and humble attitude in E. R. Group's duty free branch shop in Kinmen.  He said E. R. Group shall be a benchmark for all institutes in Kinmen.   County Mayor Li also indicated that E. R. Group's business development ambition for Kinmen can be fully demonstrated by E. R. Group's planning to invest huge funds on this BOT Jinhu Business Hotel.  This hotel will become the best and also a new landmark in Kinmen.   County Mayor Li also express appreciation for E. R. Group's academic-enterprise cooperation with National Quemoy University.  He hopes this academic-enterprise cooperation can establish an exemplar model for making efforts in concert for promoting Kinmen tourism industry and then attract more enterprises to invest in local tourism and also offer valuable academic-enterprise cooperation experience and daily increasing knowledge accumulation for National Quemoy University.  National Quemoy is one of the most valuable assets for Kinmen County and plays a leadership role for promoting Kinmen long term development in the future.  He wishes there will have more enterprises cooperating with National Quemoy University bring Kinmen university students a better learning environment and job skill training during studying.  University graduates can then have better competition edge and adaptive capacity for seeking employment after graduation.   County Mayor Li expressed appreciation for E. R. Group offering scholarship for university students, including NT$200,000 subsidy for economically disadvantaged students and bonus awards for the Dept. of Tourism in the University and provision of part-time jobs for students of Dept. of Tourism MGMT and International Affairs.  He is confident for that the academic-enterprise cooperation between the University and E. R. Group will offer better opportunities in the future.  After this business hotel starts operation, lots of probation training and jobs will be available for the university students.  李金振則感謝昇恒昌公司提供金大獎學金，包括，每一年二十萬的清寒獎助金以及觀光系的優惠獎學金，也提供金大觀光管理系和國際事務系工讀的機會。他說，金大和昇恒昌公司建立產學合作關係後，未來的機會更好，將來商務旅館啟用後，提供金大學生實習和就業的管道。   Central Investment Corporation President Mr. Huang also expressed congratulation for National Quemoy University's academic-enterprise cooperation with such a premiere enterprise providing university students excellent learning environment and employment opportunity.  President Huang said that lots of overseas Kinmen natives do expect Kinmen can have an international standard business-orientated hotel as Xiamen City across the strait in mainland China.  Kinmen's first international hotel featuring versatile functions with integration of local culture attractiveness will be fulfilled in the very near future.  The amount of business travelers, traffic volume and investment in Kinmen will increase at amazingly quick pace.  The most valuable is that lots of employment opportunities will be created for local residents then.   E. R Gorup President Chiang stated that more than NT$ 10 million will spent on designating an internationally famous British architecture institute "Benoy Limited" as the design team adopting "Localization, Modernization, Green Beauty" as the architecture design themes.  The currently proposed configuring is composed of one basement level, and 13 floors aboveground including 264 scenery hotel rooms and a duty free shopping center, an international conference center and a multiple theme dining center.  President Chiang said that E. R. Group will invest more than NT# 3 billion in the building construction of Jinhu International Hotel, employee training and expects to complete the construction and start hotel operation in 3 years.  More than 1,000 jobs will be created then.  The Group's academic-enterprise cooperation with the University will offer tourism, hotel, dining and business training for local residents and promote tourism relevant business development.  　 昇恒昌免稅店董事長江松樺表示：金湖鎮商務旅館工程，斥資新台幣1000多萬元，委請國際知名的英國貝諾建築師事務所（Benoy  Limited）設計團隊，以「在地化、現代化、綠美化」為設計主軸，規劃地下1層、地上13層建築，配置包括景觀客房264間及免稅商場、國際會議中心、各式主題餐廳等設施。江松樺說，估計昇恒昌公司將投入金湖鎮商務旅館興建、人員訓練、營運費用總額約30億元，預定3年時間完工啟用，預估營運時將創造1000個工作機會，並且與金門大學產學合作，為地方培育觀光、旅館、餐飲、商務等人才，帶動相關產業的發展。   Jinhu International Hotel will create an ambiance integrating Kinmen traditional folk arts and humanity characters and also ecology protection concepts, such establishing a migratory bird zoo, preservation for natural scenery and resources and establishing a Kinmen Uniqueness Center providing local delis.  This international hotel is expected to the new landmark featuring business services, tourism and leisure and shopping in "Kinmen-Xiamen Living Community".  The Group will also do its best to work in concert with the County government for the five major priority goals, "International Tourism Leisure Island", "High-Quality Health Promotion & Medical Care Island", "Prime Duty Free Shopping Center", "University Island Among Mainalnd China & Taiwan" and "Fragrance Enrichment White Liquor Culture Island"
