吳揆：不分黨派情義相挺金門   Premier Wu, Dun-Yi attended the 40th anniversary of the Taipei City's Kinmen Fellows Association on August 15th and conferred (1) the Jinzi Award upon nine prizewinners including Yang, Shui-Ying (楊水應).  Wu stated that both the development and infrastructure in Kinmen need more whole-hearted support from all parties and groups with common interest and concern for Kinmen.   行政院長吳敦義15日出席台北市金門同鄉會四十周年慶，並頒贈金梓獎座予楊水應等九名得主。吳揆表示，金門的建設發展，需要更多不分黨籍、派別的情義相挺。   As Wu mentioned the upcoming 100th anniversary of the Republic of China, he also pointed out that Kinmen has contributed significantly to today's prosperity in Taiwan.  Consequently, this contribution of and support for Kinmen should continually be acknowledged (2) by Taiwan.  Currently, the first offshore university, National Quemoy University, has already been established in Kinmen, and the Kinmen Bridge will become a reality, and no longer just an eye-catching (3) slogan utilized in campaigns.  Wu also wanted to acknowledge President Ma's concern for Kinmen's development as President Ma requested the Executive Yuan to provide full assistance for construction on Kinmen.  Wu believed that the future of Kinmen is bound to (4) be endlessly prosperous.    吳敦義說，中華民國即將邁入建國百年了，今日台灣的繁榮，金門貢獻大，台灣要永遠肯定、情義相挺金門。如今，離島第一所金門大學誕生了，金門大橋不再是選舉浮橋，他轉達馬總統對金門發展的關切，多次指示政院要全力協助金門建設。他相信金門的未來一定能夠「一路發」。   Hao, Long-Bin (郝龍斌), Mayor of Taipei City, also participated in the grand event.  Hao emphasized that he will not only support local affairs in Kinmen, but he will also continue aiding the improvement in water resources on Kinmen, and the upgrading of the medical facilities because, according to Hao, "Your (Kinmen's) business is my (Taipei's) business.   台北市長郝龍斌，也專程參與這場盛會，強調不只要支持金門同鄉事務，也要繼續協助金門水資源改善、支援提昇金門醫療環境，因為「金門的事，就是台北市府的事」。   Magistrate Li, Wo-Shi stated that because of the contribution of the Kinmenese around the world, and the supportive policy of the central government, Kinmen is very fortunate to have the rich harvest it savors (5) today.  The future of Kinmen, including its "University Island," the admission of mainland students, and the cross-strait relations, will still need the attention and support of both the Kinmenese expatriates (6) and the central government.    金門縣長李沃士表示，因為有金門同鄉的貢獻，以及中央的政策支持，才有金門今日的成果。金門的未來，包括「大學島」、招收陸生、兩岸關係等，都還需要中央的支持，也需要旅外同鄉的關注。   【註解】   ●1. confer upon-(vt.)授予；給予。用法為：confer (D.O.直接受詞) upon (I.O.間接受詞)。   ●2. acknowledge-(vt.)承認、接受；就～表示謝忱。   ●3. eye-catching-(adj.)引人注目的；顯著的。   ●4. be bound to-一定會。   ●5. savor-(vt.)品嚐、品味。   ●6. expatriate-(n)移居國外者。此處指旅外金門鄉親。 本文摘譯、改寫自《金門日報》2010年8月16日報導

一週大事  08/16～08/22   ●Kinmen & NPM To Cooperate Developing Antique Ceramic Liquor   If authorized replicas (1) of precious antiques from the National Palace Museum (NPM) were to combine with liquors from KKL and porcelains (2) from Kinmen Ceramic (3) Factory, great benefits could be in store for both Kinmen and the NPM.  Magistrate Li, Wo-Shi welcomed Xu, Xiao-De (徐孝德) of the Cultural Marketing Department, NPM on August20th and presented a proposal of "Brand Licensing" where liquor and porcelains from Kinmen and authorized-replicas from NPM would combine together to assist in promoting each other.   Magistrate Li also expressed his desire to build a branch of the NPM in Kinmen funded by County Government.  If this branch becomes a reality, it would provide authorized replicas of national treasure exhibited in Kinmen, an added feature for tourists from China to enjoy and appreciate.   ●金門名酒名瓷可望合作開發故宮文物 　 結合故宮古文物元素與金門名酒與官窯名瓷，可望為金門與故宮帶來雙贏！縣長李沃士20日接見故宮博物院文化行銷處處長徐孝德，建議以「品牌授權」模式，結合金酒、陶瓷廠官窯與故宮文物，為彼此再創業務高峰。李沃士也建議由金門縣政府出資，在金門蓋一故宮分院，讓故宮文物輪流在金門展出，以方便大陸遊客到金門欣賞。   ●Construction of Kinmen Bridge to Start Before the End of 2010   President Ma, Ying-jiu and Premier Wu, Dun-Yi both promised that the construction of the Kinmen Bridge will start before the end of 2010.  Magistrate Li, Wo-Shi and Council Speaker Wang, Zai-Sheng visited the Public Construction Commission (PCC), Executive Yuan, on August 19th to ask for the arrangement of an additional budget for construction of the bridge, and also for permission to import funds as well as laborers from Mainland China to facilitate the building of the bridge, thus shortening the duration and reducing the construction costs.  Fan, Liang-xiu (范良銹), Minister without Portfolio and also the Minister of PCC, concluded after the discussion that, in reference to the construction costs, the PCC would agree and give assistance as soon as possible.  The possibility of shortening the duration of construction would be determined after an audit of the "Value Engineering Analysis" was done by the planning contractor.  Due to the limitation of laws, the import of Chinese funds and laborers would require further research by related departments.    ●金門大橋馬總統承諾年底前動工 　 總統馬英九與行政院長吳敦義，日前都再次公開承諾，金門大橋一定會在年底前動工。金門縣長李沃士與縣議長王再生，19日連袂拜會行政院公共工程委員會，建請中央增列金門大橋經費，並開放陸資、陸工建橋，以期縮短工期並降低建橋費用。兼任工程委員會主委的行政院政務委員范良銹，在座談後作出結論：有關工程費部分，公共工程委員會同意幫忙設法解決。縮短工期部分，將請規劃公司進行「價值工程分析」後再審核。有關金門縣欲「先試先行」，引進陸商、陸工承攬金門大橋工程，由於牽涉法令限制，尚須協調各部會進行研究。   ●Former Legislator Wu Not Guilty In the First Trial   Concerning the case of former legislator Wu, Cheng-Dian (吳成典) who was accused of fraudulently (4) claiming salary for assistances from public funds, the Kinmen District Court reached its verdict on August 20th in the first trial.  Wu, Cheng-Dian was grateful to the justice system for proving his innocence.   ●助理薪資案吳成典一審無罪 　 備受關注的前立委吳成典涉詐領公費助理薪資案，金門地方法院20日做出一審宣判，吳成典獲判無罪。吳成典感謝司法還他清白。   ●Kinmen and Guangdong Sign Tourism Corporation Agreement   Kinmen County and Chaozhou city, Guangdong Province, China, signed a regional tourism corporation agreement in establishing a new golden channel by way of the mini-three-links.  This agreement would make Kinmen the "bridgehead" between Taiwan to Guangdong, thus improving both the tourism market and the development of a specialty product from both sides.  This agreement was signed by Wu, Jia-Jiang (吳嘉獎), chairman of Kinmen County Tourism Association, and Xie, Hong-Zhou (謝鴻洲), director of the Chaozhou City Tourism Bureau.  Kinmen Magistrate Li, Wo-Shi and Executive Deputy Mayor of Chaozhou City, Xie, Lie-peng (謝烈鵬), and other special guests witnessed the event.   ●金門廣東簽署旅遊合作協定 　 金門縣18日與大陸廣東省潮州市簽署一項區域旅遊合作協定，雙方將合作開闢經由「金門小三通」往返台灣旅遊的新黃金渠道，讓金門成為台灣-廣東旅遊的「橋頭堡」，促進雙方旅遊市場及旅遊產品之開發與合作。該項協議由金門縣旅遊商業同業公會理事長吳嘉獎與潮州市旅遊局長謝鴻洲代表簽署。金門縣長李沃士與廣東省潮州市常務副市長謝烈鵬等貴賓在場見證。   【註解】   ●1. replicas-(n)複製品。   ●2. porcelain-(n)瓷、瓷器的總稱。   ●3. ceramic-(adj.)陶瓷的；製陶藝術的。   ●4. fraudulently-(adv.)欺騙地、不老實地。. 

金門大學：陸生來台 不損及本國生權益   Taiwan media recently quoted a remark made by the scholars of Taiwan Thinktank as saying: "The Ma Administration is opening an easy access for the Chinese students to overwhelm (1) Taiwan by allowing them to enroll as legitimate students in the title of research studentship (2)."  On August 10th, National Quemoy University (NQU) announced a press release emphasizing that the government is in fact implementing a comprehensive, Taiwanese-students-oriented measure to facilitate the enrollment of mainland students in Taiwan.  It is certain that this will not bring a negative effect to the interest of Taiwanese students. 　 日前台灣媒體引述台灣智庫評論，指：「馬政府開方便之門：假研修、真就學，中國學生早湧入台」，國立金門大學10日發布新聞稿，強調政府是以「完整配套、台生優先」的原則推動陸生來台就學，絕不損及本國學生權益。   National Quemoy University indicated that the universities on the outlying (3) islands will admit students on a special-application basis. (4)  Such a policy, advocated (5) by most of the Kinmenese fellowmen and thereby granted by the central authority, aims to deal with the dilemma (6) of a decrease in offshore garrison (7) and the gradual decline (8) of the local economy. (9)  In addition, the government is implementing a comprehensive, Taiwanese-students-oriented measure to facilitate the enrollment of mainland students in Taiwan.  In the near future, tuition for mainland students will be higher than that of private colleges.  Therefore, the scenario in which mainland students unfairly profit from lower tuition under the higher education system in Taiwan should not occur. 　 金門大學指出，離島大學招收陸生採專案申請，這是金門地方各界基於增進經濟及產業發展考量，主動向中央建議與爭取的政策，以因應離島駐軍大量裁減，地方經濟發展日益衰微的困境。且政府是以「完整配套、台生優先」的原則，推動陸生來台就學，未來招收陸生，陸生學費將比私校高，並無陸生低價享用我國高等教育資源的不公情形。   NQU has emphasized that after the government starts admitting Mainland students according to the law, NQU will be the only offshore national university that enrolls mainland students.  It will adhere to (10) the Taiwanese-students-oriented principle, not allowing detriment (11) to the interest of the Taiwanese students. 　 金門大學強調，政府依法開放陸生來台就讀之後，國立金門大學是離島唯一的國立大學，未來也將秉持「台生優先」的最高原則，在教育資源分配上絕不損及本國生原有權益。   【註解】   ●1. overwhelm-(vt.)覆蓋、淹沒；征服、壓倒。   ●2. studentship-(n)學生身份。research studentship則指「研修生」的身份。   ●3. outlying-(adj.)遠離中心的、偏遠的。此處指離島。亦作offshore island。   ●4. on a ～ basis-以～為基準、為原則。例如，A simultaneous interpreter is paid on an hourly basis.（同步口譯員是按時支薪的）。此處指陸生來台是採特殊申請（即專案申請）為原則。   ●5. advocate-(vt.)倡議、主張。   ●6. dilemma-(n)兩難的困境。   ●7. garrison-(n)駐軍；衛戍部隊。   ●8. decline-(n)下降；衰退。   ●9. 主要子句的主詞為such a policy，主要動詞是aims at ～。在主詞與動詞之間另以同位格補充說明這項policy是由大部分金門人支持而獲中央同意的，前後則以逗點分隔：such a policy, advocated by …… and granted by ……, aims at ～。這種句法是組合句子的方式，也是翻譯時常用的技巧之一。   ●10. adhere to-堅持；支持；擁護。   ●11. detriment-(n)損害、損傷。
