  The Executive Yuan held "National Disaster Rescue Maneuver Seminar Of Year 2011" in yesterday morning. The Executive Yuan Prime Minister Wu, Den-Yih awarded the county and city competition winners.    行政院昨日上午舉行「100年度直轄市、縣(市)首長災害防救研討會」，會中由行政院長吳敦義親自頒獎表揚此次災害防救演習的績優縣市。   Kinmen County Government indicates that the maneuver in this year is far more sophisticated more than in last year, 2010. In this year, it starts five new programs, including "Disaster Rescue Maneuver Simulation", and "County and City Disaster Rescue Fulfillment Performance Report Review Year 2011", "Disaster Rescue Live-Fire Maneuver", and "Code-WA-34 War Game Simulation" and "Code-WA-34 Live-Fire Maneuver." Though the newly-added rating programs are highly sophisticated, Kinmen County still wins a Champion award consecutively due to Mayor Li's devotion. Such an excellent achievement is pretty valuable.  　 金門縣政府表示，跟99年相較，今年的演習難度更高，因本年度新增「災防演習兵棋推演」項目，並首次將「100年本縣災防工作辦理情形書面資料審查」、「災防演習實兵演練」、「萬安34號演習兵棋推演」及「萬安34號演習實兵演練」等合計五大項工作結合辦理，在縣長李沃士高度重視下，雖然受評項目增多且規劃難度提昇，本縣仍連續2年獲得第1名佳績，實屬難能可貴。   Since the promulgation of enforcement guidelines of the new annual maneuver program by Executive Yuan, County Mayor Li has instructed County Fire Det. to conduct a comprehensive proposal and edit disaster rescue report. The County Mayor also held "Disaster Rescue Performance Review Year 20100 and Survey Report for Review Year 2011" seminar. County Mayor instructed major improvement measures and ordered all relevant institutes to complete within specified period. Relevant officer from more than 40 county institutes attended the maneuver exercise simulation on March 1st, and April 6thto discuss maneuver exercise programs and practice and decide each institute's responsibility.Three maneuver exercise simulation meetings were held on April 19th, April 27th and May 6th, respectively. Another three maneuver exercises were practiced on April 20th, April 28th and May 9th respectively. 　 且本次演習自行政院訂頒指導計畫起，縣長李沃士即指示縣秘書單位消防局縝密規劃，積極籌辦，災防工作書面資料審查部分，指示召開並於3月1日上午親自主持「99年災防工作訪評檢討會暨100年書面審查說明會」，會中指示各項重點檢討改進措施，責成各單位限期完成。兵棋推演及實兵演練部分，於3月1日下午、4月6日分由主任秘書盧志輝、參議李增財主持召開2次協調會，共計40餘單位與會，會中提報兵推課題、實兵演練項目及各單位分工協調事項，並於4月19日、4月27日、5月6日辦理兵棋推演3次預推，及於4月20日、4月28日、5月9日辦理實兵演練3次預演。   Mayor Li hosted the third maneuver simulation on May 6th and the third maneuver exercise on May 10th. He instructed some improvement measures and demanded fully comprehensive understanding the operation procedure and survey report contents of the maneuver simulation. He ordered all relevant institutes shall prepare maneuver site and environment survey and equipment installation and delegation proposal comprehensively. The overall operation procedures must be efficient. Rescue staffs must be skillfully. All demonstrate county mayor's devotion for this policy.   The official maneuver exercise was held on May 10th, integrating "Disaster Rescue Maneuver Simulation", "Code Wa-An Maneuver Simulation" and "Disaster Rescue Survey Report Review." "Disaster Rescue Maneuver Simulation" and "Code Wa-An Maneuver Exercise" were held jointly On May 11th. County Disaster Rescue Center Director attended the whole maneuver practices.Kinmen Defense Commander also attended the whole maneuver practicies. More than 60 Central Government Review Commissioners arrived in Kinmen conducted evaluation and survey, including Chief of General Staff, Executive Yuan Disaster Rescue Center Vice Director. The maneuver mobilization institutes include more than county and military and civil institutes with more than 700 participants, more than 100 various types of vehicles and machines. All mobilization institutes, human resources, vehicles, machines and equipments in this year are the largest scale.   The county's winning championship consecutively in year 2011 and year 2010 is all contributed by integral planning, coordination and cooperation from county Fire Dept., regional military troops, public and private institutes. One important factor is the regional military troop's joint maneuver partnership with county government. The military offered substantial support for county government executing maneuver simulation and also maneuver exercise. All those lead to the successful winning maneuver champion. 緊急事情赴台縣府特設專人服務   Because the plane tickets to Taiwan and Kinmen are hard to obtain, the county government has set up an operation counter especially, which is provided for local people who have emergent needs, to assist people with special needs in having the priority to board a plane. Local people can take advantage of this much more.    在台金機位一票難求狀況下，縣府為提供緊急需求的鄉親，特別成立作業窗口，協助特殊需求民眾優先搭機，鄉親可多加利用。   County Magistrate Li Wo-Shi paid much attention to the problem regarding people's needs to have the priority to board a plane in case of any emergent medical transfer or any funeral. After he assumed office, he immediately ordered that an administrative operation counter should be set up, which was established completely before the Chinese New Year in February last year (2010). It aims to assist people with special needs in having the priority to board a plane in case of any emergency, for providing the timeliest help.    鄉親遇到緊急醫療轉診或奔喪需優先搭機問題，縣長李沃士相當重視，於就任後隨即指示成立行政作業窗口，並於去(99)年2月春節前建置完成，可在緊要關頭協助特殊需求民眾優先搭機，給予最及時的幫助。   If any local people has the emergent need to board a plane (ex. for medical treatment or funeral), please contact the service counters, such as（082）320-330 or 0913-121513, Li Ming-Hsuan, at County Government Service Center; （02）2322-4365 or 0939-716846, Chen Yung-Fu, Director of Taipei Service Center; 0982-340716, Nieh Cheng-Wei, Director of Taichung Service Center; and 0912-578823, Tsai Chung-Pan, Director of Kaohsiung Service Center. Also, the services for verifying the documents for special needs (ex. medical transfer sheet, revisit proof of serious illnesses and injury) are also provided, so as to assist local people with emergent needs in having the priority to board a plane.    鄉親遇有緊急需要搭乘飛機情事者（如就醫、奔喪），可向縣府縣民服務中心李明璇（082）320-330、0913-121513、台北服務處主任陳永富（02）2322-4365、0939-716846、台中服務處主任聶政偉（0982-340716）及高雄服務處主任蔡忠盼（0912-578823）等服務窗口聯繫，並提供特殊需求文件查證（如轉診單、重大傷病回診證明等），俾協助緊急需求鄉親優先搭機事宜。   Up to now, the operation of this mechanism has served 357 persons for going to Taiwan and Kinmen timely, said the county government. Local people with special needs can take advantage of this much more.   縣府表示，此機制運作迄今已服務357人次即時趕赴台金兩地，有特殊需求鄉親可多加利用。 本文譯自《金門日報》2011年4月30日報導

金門首座五星級飯店昇恒昌將投資30億元   There will be a 5-Star international tourism hotel beside the Tai Lake in 3 years. The BOT tender award winner, E. R. Group will implement the construction of this international 5 star hotel as soon as possible. This hotel will then be the highest green-eco concept landmark building in Kinmen. Nearly 1,000 job recruitment will be created for Kinmen then. 　 三年後，在小太湖邊，將落成一棟十三層樓五星級國際觀光大飯店。由昇恒昌公司得標的BOT金湖鎮商務旅館，不僅將是金門最高的地標綠建築，也將為金門縣創造每年一千人的工作機會。   E. R. Group will sign a contract officially with Kinmen County on May 18th. This BOT project will start immediately afterwards. This BOT stipulates the construction shall be finished in 3 years. The bid winner will own hotel operation for the following 47 years. Afterwards, all assets and business operation will be transferred to Kinmen County.     昇恒昌公司訂五月十八日，與金門縣政府正式簽約，此BOT建案隨即啟動。根據合約，此案興建期三年，營運四十七年後，資產與營運權將移轉給金門縣政府。   E. R. Group President Chang, S. H. indicated that the project investment will amount to nearly NT$3 billion, including construction costs, personnel training, and business operation. He also emphasized that the construction costs of more than NT$1.6 billion will be fully from his company's funds. He guarantees implementing this construction project as planned or even earlier. Tourists will no longer complain with poor hotel services after this 5-star international tourism hotel starts operation. There will also configure a nearly 10,000 m2 duty free shopping center in this hotel. This shopping center will become the largest in great South China and takes the leadership in this industry. He will do the best for developing Kinmen as "International tourism and leisure island" and "luxury duty free shopping paradise" as soon as possible.  　 估計昇恒昌公司將投入興建費、人員訓練、營運費用總額約新台幣三十億元。昇恒昌公司董事長江松樺表示，此案工程款十六億多元，均為該公司自籌資金，工程絕對會順利進行，準時甚至提前完工。他設定的目標，不僅要打造一座國際觀光型大飯店，一掃金門沒有五星級觀光旅館的印象，該飯店將闢設的三千坪免稅精品購物中心，也將成為大中華華南地區最大最高級的免稅購物殿堂，當成領頭羊，將李沃士縣長規劃的發展金門成為「國際級觀光休閒島嶼」及「高級免稅精品購物天堂」，實際推前實現。   The Group Manager W. S. S. stated that more than NT$10 million will be appropriated for appointing an internationally famous architecture institute (Benoy Limited) as the design team. The design theme will feature "Localization, Modernization & Green-Coverage Beauty". This building layout is composed of 1 basement and 13 floors aboveground, including 264 scenery rooms, a duty free shopping center, and an international gourmet center offering varieties of delicacies. Especially, this building's indoor international conferencecenter can load up to more than 400 guests. Assorted with the miraculous mountain tunnels and Ching-Tien Hall restaurant in Taiwu Mountain top, this conference will be a perfect venue for holding Taiwan "Golden Horse Award" Festival.   Kinmen County's Taipei Service Center chief Mr. Chen, Y. F. indicated that both he and a native Kinmen movie director, Mr. Dong, C. L. have visited the Movie Division of Government Info Office and a movie director, the chief executive for holding the "Golden Horse Awarrd" twice in the last year and this year. Both of them said as the Chinese meanning of Golden Horse Award is synonymous to Kinmen and Matsu islands. Kinmen shall be a perfect venue for hold Movie Festival. However, it is a pity that Kinmen still lacks the eligibility for holding the Film Festival due to lacking international standard and high quality hotel accommodation capacity.   This BOT tender winner E. R. Group will implement construction in 3 years and estimate it will create approximately 1,800 employments for local residents per year and 5,400 people/vocational time in 3 years. It will maintain a long term and stable employment of around 1,000 people annually for 47 years afterwards.    更重要的是，此BOT建設營運案，依昇恒昌公司規劃，在三年興建期，每年創造金門在地就業人數約一千八百人次，三年合計五千四百人次。而後的四十七年營運期，預估長期聘雇員工約一千人。 視察水頭浮動碼頭工程李沃士盼速完工啟用   Kinmen County Magistrate Li Wo-Shi went to Shueitou Jetty yesterday, to conduct an on-the-spot investigation on the No. 3 Floating Jetty construction for Small Three Links, which is still under construction, and to understand the progress and current situation of the construction. At present, the entire construction is almost completed. Li Wo-Shi hoped that the construction unit can "finish the ending" more actively, so that it can be activated formally next month to improve and enhance the quality of transportation operation.  　 金門縣長李沃士昨天前往水頭碼頭，實地踏勘興建中的小三通3號浮動碼頭工程和瞭解施建進度和現況。目前，其整個工程已到快完成階段，李沃士希望工程單位能再加把勁「收尾」，於下個月正式啟用，改善和提升輸運作業品質。   At 9:00 a.m. yesterday, Li Wo-Shi, accompanied by County Government Confidential Secretary Yang Chung-Chiang and the personnel from Agency of Harbor, went to inspect the newly-built gallery at Shueitou Jetty as well as the No. 3 Floating Jetty construction for Small Three Links that is still under construction. Li Wo-Shi took a carful review on the construction progress and current situation of every construction.  　 李沃士是於昨天上午九時許，在縣府機要秘書楊忠強及港務處人員陪同，前往勘察水頭碼頭新建廊道及仍在施工中的小三通3號浮動碼頭工程；李沃士逐一的看取各項工程的施建進度和現況。   In the transportation during the Chinese New Year Holidays, the No. 3 Floating Jetty construction for Small Three Links was originally planned to be activated in part, for allowing travelers to go back to their hometowns for reunions. However, the entire air/marine transportation during the Chinese New Year Holidays worked smoothly this year, so it was merely kept for future use, said Li Wo-Shi. At present, the principal part of this construction has been completed, while the canopy, conveyer belt and pedestrian approach bridge are almost completed.  　 今年春運時，小三通3號浮動碼頭工程原本規劃局部使用，以因應旅客順利返鄉過年，李沃士表示，但今年的春運整個空海運輸工作滿順利的，所以是備而不用；目前，其工程主體已完成，在遮雨棚、輸送帶及人行引橋，也快完成了。   According to Li Wo-Shi, after the newly-built No. 3 Floating Jetty construction is activated, a planned separation for travelers' entries and departures at Shueitou Jetty will form. Entries and departures are separated, so that the entire route will not be chaotic. Also, as for the newly-added gallery, many more services can be provided in commercial service space. Thus, travelers can buy products and take a rest easily.  　 李沃士說，新建的3號浮動碼頭工程啟用後，對於水頭碼頭的旅客入出，就會有一個計畫性的分隔，出境與入境分流，整個的動線就不會造成紛亂。而，在新增的廊道部份，可以在商業服務空間多提供一點服務，來往旅客可以輕鬆的選購商品及休息。   In the future, the newly-built Shueitou No. 3 Floating Jetty is planned to serve as the jetty exclusive for traveler departures. The original No. 2 Floating Jetty is changed to serve as the jetty exclusive for traveler entries. The No. 1 Wuyuan Wharf Boat serves as the jetty in reserve. Besides, after the newly-built No. 3 Floating Jetty is activated, entries and departures of the travelers and the passenger boats for Small Three Links will be separated, so as to help the transportation operation. 　 未來，新建水頭3號浮動碼頭規劃做為旅客出境專用碼頭，原2號浮動碼頭改為旅客入境專用碼頭，1號五緣躉船則納為備用碼頭。而且，新建3號浮動碼頭啟用後，小三通客船和旅客將採入出分流，以利輸運作業。 本文譯自《金門日報》2011年4月29日報導

重演古寧頭戰役張作驥新片開拍   Golden Horse Best Director winner Chang, Tso-Chi held the lensing press conference for his new film "Dark Break", a military poem short film in the most violent battling field of Kuningtou battle yesterday.  County Mayor Li also attended this press conference to express encouragement and support commitment for providing all necessary administration resources during film making.  The violent battling scenes in this film would be so shocking and touchy for the audience.    金馬獎導演張作驥戰爭史詩短片「穿過黑暗的火花」，昨天在當年古寧頭戰役最激烈的戰場之一「北山」舉行開鏡記者會，縣長李沃士特別到場為張作驥導演加油打氣，並承諾盡全力提供該片拍攝期間所需之行政資源，期望本片呈現震撼感人的影像畫面。   The lensing ceremony was held in a Family Li's ancestral shrine in Kuningtou at 11:00 yesterday.  Director Chang and Mayor Li both worshiped to deities praying for blessing.  Mayor Li's family also originated from Kuningtou.  He appreciated for that director Chang selects Kuningtou as the venue for holding film lensing ceremony.  This documentary film, "Dark Break", adopts the Kuningtou battle as the film theme for celebrating centennial national anniversary.  Kuningtou is the photography viewing background for this film.  Kinmen county government will fully support the film photography team.  He hopes that the whole world can be aware of the Kinmen's past military positioning in Taiwan national defense history via this film.   開鏡典禮於昨日上午十一時在古寧頭北山李氏四公宗祠舉行，由張作驥和金門縣長李沃士共同上香，祈祝開拍大吉。老家在古寧頭的李縣長指出，開鏡典禮獲得張導的青睞，以古寧頭戰役為背景來到北山村莊拍攝穿過黑暗的火花紀錄影片，為建國百年紀念一項作品。並承諾盡全力提供該片拍攝期間所需之行政資源，希望將金門捍衛台灣安全的史頁，透過電影藝術將金門名聲傳送至全世界。   Director Chang won the Best Director Award in the "Golden Horse Film Festival" in the last year.  He has recently appointed by the Golden Horse Film Festival as one of the twenty most excellent director-team to produce a film titled 《10+10＝100》.  The theme of this movie is "Unique Taiwan".    去年以「當愛來的時候」甫榮獲金馬獎最佳影片的張作驥導演，今年接受金馬影展之邀，參加由金馬影展發起邀請二十位台灣優秀的電影導演，以「台灣特有」為主題之《10+10＝100》電影聯合創作計畫。張作驥導演將以民國三十八年發生在金門的古寧頭戰役為故事背景，拍攝一部台灣特有的戰爭史詩短片「穿過黑暗的火花」。   Director Chang excels in adopting living facts as film elements to impress audience with awareness in assortment with unique realism and fantasy style.  His works feature enrichment of emotion, Taiwan localization, vivid humanity and historical memorials.  The film "Dark Break" is the latest production after Director Chang 's film "When Love Comes" winning Best Film Award in the last Festival.  For depicting the violent Kuningtou battle authentically in year 1949, Director Chang utilized hundreds of film-production staffs and imports hundreds of China and Taiwan military costumes and pistols and guns from Hong Kong for production of only 5-minute film length.  Director Chang expressed that: "Kuningtou battle was significantly influential to subsequent Taiwan history and when interviewing some veterans participating in this battle during conducting on-site survey, we are highly amazed how a battle can influence human history significantly.  I wish to depict how a battle would influence humanity in a little girl's perspective.  I wish this film can express an individual person's aspiration for peace."  Director Chang also the production of this film "Dark Break" can demonstrate another whole new Taiwan filming model and provide Taiwan audience a military-themed film unavailable for decades.  　 張作驥導演擅長運用生活周遭題材讓觀眾產生親切感，再輔以寫實魔幻且獨特的影像手法。其作品充滿情感，以台灣為基礎，充滿人文生態、歷史情懷之風格見長。「穿過黑暗的火花」，是張作驥繼金馬獎最佳影片「當愛來的時候」之後的最新力作。為了忠實呈現民國三十八年古寧頭戰役的壯烈戰況，張作驥導演動用上百名劇組人力，由香港及大陸進口百餘套國共軍之服裝、槍枝，只為這五分鐘的短片拍攝。張作驥表示：「古寧頭戰役是決定台灣歷史的一場重要戰爭。當時田野調查的時候，訪問到許多當年與役的老兵，深深感受到戰爭對於人的重大影響。我這次希望透過一個小女孩的角度來看待戰爭對人的影響。希望透過本片傳達一個人對和平的初衷理念。」張作驥導演也希望透過「穿過黑暗的火花」的拍攝，開啟另一種台灣電影的類型，讓多年來國片少見的戰爭片題材，再度呈現國人面前。   The roles of both Chinese Communist soldiers and Taiwan military soldiers were acted by students of Department Of Performance Arts in Zhuang Jing Vocational High School.  For reaching the most actual description of the images of military soldiers of two sides in that battle, the film players were arranged to take military training and observation of military films for nearly 1 month and even residence in Kinmen military camps.  This film production will be executed in Kinmen for 7 to 10 days from April 22nd. In addition to violence of battle scenes, this film will also demonstrate Kinmen architecture and humanity elegance.  This film premiere will be performed in the Golden Horse Film Festival opening ceremony in mid November. 　 為了忠實呈現古寧頭戰役的壯烈戰況，張作驥動用上百名劇組人力到金門，由香港及大陸進口100多套「集結號」影片使用過的國共軍服裝、槍枝，就為5分鐘的短片拍攝。尤其是，戲中的國共軍，為莊敬高中表演藝術科學生飾演，經過將近1個月軍事訓練、觀摩戰爭影片，並曾住進金門軍營感受軍中氣氛，期能忠實呈現國共兩軍影像。首度嚐試拍戰爭片的張作驥表示，「穿過黑暗的火花」的拍攝，希望開啟另一種台灣電影的類型，讓多年來國片少見的戰爭片題材，再度呈現國人面前。全片預定從廿二日起在金門拍攝7至10天，除了戰爭場面之外，也將透過鏡頭呈現金門的建築及人文之美，預計將於十一月間的金馬影展開幕式進行首映。 本文譯自《金門日報》2011年4月22日報導

金門面臨水難題李縣長盼中央正視   Control Yuan Member Mr. Chou and Mr. Yu visited Kinmen surveying drinking water shortage and poor quality.  County Mayor Li indicated that the MOEA's evaluation for local population's water supply demand is much less than the actual.  He also warned that pumping out underground water has already resulted in serious land subsidence and even salinization.  Because there is no other alternative water supply source, the MOEA shall approve of building a 2,000-ton sea water desalinization factory in Kinmen and accelerate planning building Yin Mountain water treatment plant.  He also requested the central government officers shall be more aware of the water shortage in Kinmen and shall assit in Kinmen in insuring drinking water supply and quality.  　 昨日監察委員周陽山及余騰芳抵金視察地區自來水不足及水質不佳等問題時，縣長李沃士認為經濟部對於本縣人口需求與水的使用量預估偏低太多，背離了事實；他也指出地區抽取地下水作為自來水水源，金門地層下陷嚴重、甚至已經有鹽化的現象，同時也希望目前沒有其他境外水源時，經濟部應儘速同意金門興建二千噸的海水淡化廠，並加速規劃興建營山淨水廠。他也拜託中央主管部會能夠重視金門所面臨「水」的難題，協助金門，讓金門將來的自來水的供應與水質無慮。   County mayor Li indicated that the MOEA's serious evaluation deviation for local population's water supply demand in Kinmen is the most threatening to Kinmen economic development.  Especially the relationship between the two sides has improved significantly after President's inauguration.  There demonstrates lots of development opportunities for Kinmen accordingly but Kinmen's water supply shortage is also thus further deteriorated.  Especially many private enterprises have proposed investment in Kimen.  The MOEA's water supply demand evaluation is far much less the actual scenario.  The MOEA's evaluation report shows that the population will amount to 70,000 in year 2031.  The current population has already exceeded 70,000.  Kinmen is executing the "University Island Project" and lots of mainland China tourists stampede into Kinmen.  Due to closely cooperation with Xiamen, Kinmen defnite will have fast development after the initiation of "Mini-Three-Links Policy".  　 縣長李沃士指出，經濟部評估金門人口成長數目與縣府評估的有一段落差，水的問題是金門發展的最大問題，尤其兩岸關係在馬總統主政之下，兩岸關係緩和，相對帶給金門發展契機，但是也感到「水」的壓力，特別是最近許多民間企業，都相繼投入金門的開發建設，而經濟部所做的金門縣對於「水」的需求，不符實際需求，報告中預估金門一百二十年有七萬的人口，以現在來算一算就不只七萬人口，加上金門推動大學島，大陸觀光客的人氣，特別是金門的地理位置，與廈門之間的密切合作，小三通的成長，相信就可以看出來的。  After lifting the sanction and implementing the Mini-Three-Links policy, there has increased 300,000~500,000 visitors to Kinmen annually.  Such an increase differs greatly from natural population growth.  Due to adoption of natural variables, MOEA's evaluation is much less than the actual demand and can't satisfy the demand from estimated natural population growth and tourist increment.  All following development projects will thus be seriously affected.  The central government officers shall be aware of local residents' opinions.  We have already felt the water supply shortage is very stressful.  The water demand increase in the future will be definitely much more than the current estimation.  Especially if the gambling act is legalized in the near future, the water supply shortage will be further deteriorated.  　 他也說，一個政策的開放後增加的人次，以數十萬計，過去的經驗，大家可以去看小三通成長的幅度。一個政策一開放就增加三、五十萬人次，而不是一個自然的成長，經濟部用正常的增加趨勢去評估，與實際差距太大，對於金門人口的預估與觀光客的需求，顯然是偏低的，會影響後續政策的推動，中央主管部門應多聽聽地方民眾的聲音，因為我們的感受最直接，如果再加上未來的需求，甚至市場吵得最火熱的博奕未來這兩年真的通過了，那時金門對水的需求會更大，經濟部對於金門人口需求與水的使用量預估偏低太多，也背離了事實。   Mayor Li indicated that the central government has never been aware of the Kinmen water supply shortage.  The budgets for improving water treatment plant facilities have thus been assumed by Kinmen county, even though the central government has offered fund subsidy.  The current water supply from underground is pretty worrisome.  The Water Resources Agency's survey indicates that Kinmen underground water elevation is lowering 20 cm annually.  However, Kinmen county government's survey is as much as 0.5 to1.5 meters per year and there has already salinization.  Our survey result is based on scientific search instead of random evaluation.  Central government shall devise a feasible survey monitor system to limit the usage amount of underground water and can thus stop unlimited usage currently.  As the water shortage has never been aware by the central government in the past, it has thus been forced to use underground water unlimitedly.  It will destroy the geological structure permanently.  Central government shall use scientific reasonable evaluation and shall not be always ignorant of his plea.  　 李縣長表示，過去金門因為沒有受到中央的重視，水廠對於水質的操作當然地方概括承受，中央有支援經費預算也不可否認，但是在地下水這部分是很令人擔憂的，水利署對於金門地下水下降監測的數字，每年是二十公分，而縣府監測的數字是每年零點五公尺到一點五公尺，甚至已經有鹽化的現象，這部分絕不是各說各話，通通有數據的，我們希望中央主管針對這部分來研擬一套合理的監測制度，讓我們知道地下水該抽多少，絕對不是盲目無限制的抽，過去沒有人去關心，所以沒有湖庫水就去抽地下水做為自來水的水源，這種作法是對不起子孫的，應有合理使用的數字，而不是把他當作自然而且認為是應該的，這要提醒中央重視。   County Mayor Li mentioned that most water treatment plant facilities are pretty aged and inefficient.  The current usage efficiency is only 60~70% of the original designed capacity.  The usage efficiency is even relatively low for the sea water desalinization plants and water treatment plants currently.  However, because there is no alternative solution available, the possible improvement range is very limited and the improvement performance is definitely pretty low accordingly.  The original capacity for sea water desalinization plant is 2,000 tons but the actually operation capacity is only 800 tons.  The causes for such low efficiency shall be validated for seeking a solution project.  　 李縣長也提到地區許多「水」的設施的確是老舊，目前的使用效率只達到原來的六成、七成左右，包括海淡、淨水設施等，使用率通通已經偏低，但又沒有緩衝的空間，所以只能在局部有限的情況下去做改善，效果是非常低，比如當初海淡廠設計二千噸，而現在只能操作到八百噸，這部分一定有原因，希望能有解決的空間，建議盡快能在營山設置淨水廠，讓其他的淨水廠才能去做大幅度的更新、改善。   Currently the central government doesn't support for the policy concerning water supply from mainland China.  However, searching for solution of water supply shortage shall never be stopped.  County government has been proposing building a sea water desalinization plant in the past 3~4 years.  However, there still has not any feasible development in the past 3~4 years.  The central government shall cooperate with the county government solving all relevant obstacles jointly.  Especially the tender invitation for 950-ton sea water desalinization plant has failed many times until now.  Current there is a proposal for 2,000-tonnage expansion project but regarded unfeasible according to the survey of Water Resources Agency.  The central government shall stop ignorant and accelerating solution project as soon as possible.  Especially there is no alternative water supply source available at all in this district.  It will spend at least 2~3 years for completing construction of sea water desalinization plant and the preliminary evaluation.  That will definitely further deteriorates the problem.  　 即使中央政策認為目前沒有支持到大陸引水的需求，但是相對的水供應問題不應該停止，李縣長說，三、四年來整個水的供應計畫，地方政府想推海淡廠的擴充，但這個計畫三、四年來都沒有進展，中間有何問題，希望中央與地方一起來合作解決。尤其在海淡的區塊，我們看到了九百五十噸發包這麼多次沒有人願意進來承包，而增設二千噸海淡廠，水利署評估後認為不必要，希望中央能針對這一問題重新來檢視，尤其是這區塊在沒有其他境外水源可以供應的情形之下，能夠再加速來推動，因為一個廠房的興建，加上期前的評估，沒有兩、三年無法完成，是會緩不濟急的。   County Mayor Li emphasized that the water treatment plant in Yin Mountain shall be definitely fulfilled.  Even if it can legalize the water supply from mainland China, the water supply from main China are raw water instead of treated drinking water.  It is being proposed to import 20,000 tons of water.  More than 10,000 tons of the imported water couldn't be processed by the current facilities.  If the imported raw water are supplied to the users directly without treatment, it would be unreasonable.  The water treatment plan n Yin Mountain shall be definitely completed firstly.  Then it can start improvement the facility processing efficiency in Rong Lake and Tai Lake water treatment plants.  If the plant in Yi Mountain can't be completed as schedule, all other solution projects will be postponed.  　 李縣長強調，營山淨水廠的建置勢在必行，即使以後由大陸引水，也是原水，不是處理好的水，所以進來之後二萬多噸的水，現在接近一萬多噸是沒有處理的，抽出來就直接供給用戶，基本上已經是不太合理了。營山淨水廠設置之後，才能去做榮湖、太湖淨水廠的性能更新改善，不做這個廠，沒有改善的空間，不能停，沒有地方停。   County Mayor Li also expressed regretful for local residents because the county government has never satisfied the local water demand in the past few decades.  Currently the raw water pumped out from underground are supplied to users directly without any purification.  The county government shall solve this problem as soon as possible instead of leaving it deteriorating.  　 李縣長也表示，特別感到愧對鄉親的是，我們的水，努力了幾十年來，從來無法去符合鄉親的期待，我們現在用地下水直接抽水來供應，沒有經過處理，這項的政策在縣府有能力協助改善的時候，應提早來改善，不是把問題繼續給留下去。   He plead the central government officers can regard the Kinmen water shortage as their own problems and provide all the support necessary to insure stable water supply and water quality in Kinmen in the future. 金門申請世遺監委期許成為全國第一   Control Yuan Members, Mr. Huang and Mr. Liu surveyed the World Heritage eligibility concerning unique historical values and features of South Fujian culture and military culture in Kinmen. For the World Heritage Application, County government invites relevant institutes to make discussions. Control Yuan Member Huang asserted that Kinmen features uniqueness and abundance of South Fujian culture, military culture and huge amount of overseas Kinmen natives. Each individual institute has already made much effort for this World Heritage Application in the past decade. It is necessary to integrate all the preparation performance of all relevant institutes.Kinmen will definitely succeed in wining the first World Heritage Certification for Taiwan.    監察委員黃煌雄、劉興善實地訪察金門閩南文化與戰地文化獨具歷史價值及世界遺產地位，政府將其推動登錄，昨日邀集相關單位座談。黃煌雄強調，金門擁有獨特豐富的閩南、戰地及僑鄉文化，在過去十年來在各單位於各自範圍認真努力和推動下，未來只要將支流匯聚導入成主流，去蕪存菁、凝聚島民共識，推動上期由內而外、由下而上循序漸進，勢必將成為國內第一個代表國家提出申請世界遺產登錄的縣市。   This application seminar started from 08:30 yesterday in the first meeting hall of County government. The meeting attendees included the meeting chairman, County Mayor, military vice chief commander, Kinmen National Defense Vice Commander, Tourism Bureau Chief of MOTC, and the representatives from Council for Cultural Affairs, and Finance Administration of CPAMI, Kinmen World Heritage Promotion Commissioners, and some history researchers and experts and writers and Kinmen County Culture Bureau Chief and Construction Bureau Chief.    座談會昨日上午八時三十分起，在金門縣政府第一會議室舉行，由縣長李沃士主持，陸軍副司令嚴德發、金防部副指揮官任季男、交通部觀光局、文建會代表、金管處處長曾偉宏、金門縣世界遺產推動委員會委員閻亞寧、李增財、黃振良、江柏煒，以及文史工作者劉華嶽、黃奕展、許維民、作家楊樹清、金門縣文化局長李錫隆、建設局長葉媚媚等，出列席參加。   Lots of suggestions and advises were submitted in this meeting concerning Kinmen World Heritage Application. It was discussed all necessary coordination among all responsible institutes and the necessary support from the central government.Kinmen County government has proposed the World Heritage Application as the County priority policy and adjusted Kinmen's role of critical military outpost in highly rally era to the role of a culture and business center in peace era. All other necessary support include: the central government providing all the necessary support and policy enactment, evaluating the qualification requirement for World Heritage Application, coordination with National Defense Dept. and promoting nationwide support and efforts for successful achievement of this World Heritage Application, etc.    會中，與會提出諸多對金門推動申請世界遺產登錄建議和意見，以及各自碰到需中央協助、協調事項。並以縣府將推動申請世遺登錄放在施政總目標、將金門的位階從國共內戰拉高為冷戰戰略層級、加強對非物質文化的保護和論述、中央應成立跨部會推動小組、申請世遺登錄為高度整合工作，要中央與地方共同來努力推動、文化資產和戰備考量可以同時進行、申請世遺登錄應蔚為島民全民運動…等，為努力目標。   All relevant institutes have made efforts for this World Heritage Application in the past few years. However, all of the efforts and resources shall be integrated for reaching best efficient and avoidance of unnecessary conflicts. All of the resources shall be used with the highest efficiency. Local government does play a critical role in this case. The important strategies also include promoting nationwide support and consensus, insuring the Taiwan's sovereignty for Application and avoidance of China's political interference and coordination with the central government's goal-implementation procedures.    黃煌雄指出，金門在申請世界遺產登錄歷程上，近幾年感覺有在動，但動的過程需彙集一個方向，以從支流匯聚導入成主流，去蕪存菁，並把握有限資源優先順序，地方政府扮演舉足輕重角色，要凝聚民意共識和大家共同參與力量，以能推波助瀾，並確保申請世界遺產登錄主體性，避免被對岸吃豆腐，同時配合政府腳步來推動。   The important discussion in the meeting include the following: Chief executive Mr. Chiang's emphasis of worldwide fame of Kinmen's Kaoliang Liquor; definite necessity for integrating and strengthening nationwide support and efforts for this application; the ever increasing value depreciation of tangle materials in contrast with the ever increasing value appreciation of the unique and irreplaceable intangible Kinmen culture heritage with time accumulation;. enhancement of propaganda for intangible culture heritage preservation and protection by Kinmen County; enacting the World Heritage Application as the top priority administration policy of Kinmen County; establishing an application promotion organization for devising the implementation procedures; Kinmen owning the best qualification for wining Taiwan's First World Heritage Application; establishing a World Heritage Research Center by National QUEMOY University; establishing a cross-institute centralized promotion institute by the central government; changing Kinmen's role of critical military outpost in the era of rally to the role of culture and business communication island in the era of peace; the urgency for the World Heritage Application Institute's enacting definite implementation procedures; the central government's comprehensive consideration for the policy amendment; the local government's duty for enacting integral education, training and communication in concert with the central government's policy.   Kinmen National Defense Vice Commander has just issued a new order concerning "Policy for Replacing Era of Rally by Era of Peace" in the military zones. He emphasized that the local government can apply for land appropriation. Such lands can just be returned to the military in case of national defense justification. Vice Chief Commander also indicated that the Ministry of National Defense has already issued the order instructing all relevant institutes full cooperation for World Heritage Application and participation in the application team to offer all necessary assistance. There have already released out 309 military plots so far. County Construction Bureau Chief emphasized that the top priority policy is traditional architecture preservation and maintenance. There have already conducted 420 maintenance and repair projects from year 2001 until the last year. The construction inspection and acceptance for 315 preservation projects have already been finalized legally. However, the current historical architecture maintenance and repair capacity can't keep pace with the huge amount of the remaining application cases. Hopefully, the military can release the Chien-Hua military zone to the County government for establishing a traditional engineer and technician training center.   The Finance Administration Chief asserted that Kinmen does own high qualification for World Heritage Application. The implementation procedures shall be well organized with accumulated experiences. The Cultural Heritage General Administration Chief emphasized the importance of making international comparison to emphasize Kinmen being as eligible as any other World Heritage venues in the world, strong propaganda for interpreting Kinmen's historical values to the world. Another opinion in this meeting is: every Kinmen resident shall take the lead in devotion for successful achievement of this World Heritage Application. 《石蚵小麥文化季》千人剝蚵場面壯觀   Kinmen County Government, Kinnin Township jointly hosted "Rocky Oyster & Wheat Harvest Festival" for celebrating the centennial national anniversary.  The event's prime activity "Thousand People Oyster Shelling" was held yesterday.  More than 1, 000 people joined this spectacular oyster shelling of about 10,000 kgs.  Participants then brought oysters back to Kuningtou to make delicious seafood cuisine (1).  All participants did enjoy delicious oyster cuisine with much pleasure.  County Mayor Li, Township Mayor Cheng were so happy to see many visitors attending this activity and welcome everybody to join this activity again in the next year.    金門縣政府、金寧鄉公所聯手合辦建國一百年「石蚵小麥文化季活動」，昨日推出重頭戲「千人剝蚵」體驗，一千多位民眾將現擎一萬斤重的帶殼石頭蚵剝個精光，帶回古寧頭獨特的「石頭蚵」嚐鮮，人人樂開懷。縣長李沃士、鄉長陳成勇看到這麼多人來參與活動感覺非常高興，並歡迎大家明年再來共襄盛舉。   For preservation of this valuable tradition, the Township thus holds this spectacular "Thousand People Oyster Shelling" activity, the biggest scale in history.  This activity started from 10 o'clock in yesterday morning.  For avoiding raining, it started half an hour earlier.  The "oyster shelling" tables extended as long as 5 hundred meters along North Village Circle Road.  Some participants are experienced aged oyster farmers.  Most are tourists from everywhere around the island.  May parents brought children to attend this weekend activity.  The goal for holding activity is offer people experiencing fishery life.  Amazingly, more than enthusiastic people participated in this activity creating a spectacular achievement for local history.    鄉公所今年援例再辦理千人剝蚵體驗，原本規劃在上午十時展開，但考慮天氣變化將下雨，提早半個小時舉行。綿延近五百公尺的巨長「蚵桌」沿北山環村道路排開，現場除了老蚵民，大部份都是從各地前來參與剝蚵的民眾，還有許多家長利用周末假日帶著子女前來體驗剝蚵，台灣休閒漁業發展協會組成漁村體驗遊客，實際參與千人剝蚵體驗的相關活動，一起來感受體驗討海人的辛苦生活，現場坐滿了剝蚵的人潮，場面的壯觀成了活動的熱點。   County Mayor Li accompanied by Executive Officer Li, Construction Bureau Director Ye, Township Chief Cheng, Township Council Chairman Yang, and Vice Chairman Li, arrived at the site wishing everybody enjoying with pleasure.  County Mayor Li also joined oyster shelling to experience the fun and pleasure of shelling.  Hundreds of passionate people greeted to Mayor at the scene.  County Mayor Li and Township Mayor Cheng reminded that the sharp knives could possibly cause injury.  All participants did enjoy oyster shelling and then brought their harvest back home for making delicious cuisine.  Some said, fresh oysters taste delicious by any simple and quick cuisine processing.   Unluckily, it rained for a while during this activity.  All the enthusiastic participants dressed raincoats making effort for oyster shelling outdoors.  The participants in this year are much more than in last year.  The Township supplied up to 5,000 kgs for this activity.    這項「千人剝蚵」活動，雖然天空不作美下起毛毛雨讓人掃興，但是參與鄉親興致濃厚穿著輕便雨衣參與剝蚵，今年參加的民眾更踴躍，超過活動預定的千人人潮，鄉公所提供現擎一萬斤重的帶殼石頭蚵，讓大家開心體驗。   Lots of tourists watched participants shelling oysters with curiosity.  Some children also joined oyster shelling with curiosity experiencing the hardship of oyster breeders.  Some workers of local culture and history recorded this historical and spectacular event by photography.  The participants included groups such as very young children and pretty aged people.  All participants were all doing their best to oyster shelling as quickly as possible.  Some can make oyster shelling and packing as skillfully as professional oyster breeders.  Some inexperienced participants had difficulty shelling oysters but did enjoy the fun and thus realize the hardship of oyster shelling workers.  Encouraged by parents, many children joined this activity but had difficulty shelling oysters well.  Enthusiastic aged people instructed young people the critical skill for oyster shelling.  　 活動現場也吸引許多圍觀的民眾，有的小朋友還親自體驗剝蚵的辛苦，許多文史工作者也以鏡頭做真實的紀錄。參加剝蚵的民眾，從阿公、阿嬤到小學生都有，不分男女老少，有如全民運動，大夥坐在蚵桌前，專注的剝蚵，卯足全力，揮舞手中的剝蚵刀，只見熟練的蚵民們迅速地刺破堅硬的外殼，將躲在裡頭的「蚵仔」給挑出來，手起刀落，鋒利的剝蚵刀配合熟練的技巧一粒接一粒裝入袋中。新手雖然動作慢，但也歡喜體驗到剝石頭蚵的辛苦。許多家長也帶著子女到現場體驗剝蚵的辛苦，只見小朋友用力的要剝開蚵殼，但就是未能如願，經在旁熱心阿嬤的指導剝蚵技巧，才順利打開海蚵，看到肥碩飽滿的石頭蚵，小朋友樂透了。   Mayor Li indicated that his trying to earn income by shelling oyster in childhood is unforgettable for life.  He is very touched today seeing people enjoying oyster shelling.  Oysters can be swallowed easily.  However, the production and processing of oysters involve oyster breeders and workers' hardworking.  "Each single oyster represents hardworking of oyster breeders and workers".  　 李沃士指出，回憶過去挑蚵、剝蚵時的生活，確實是非常艱難困苦，內心感受很深，今天看到活動這麼多人參加體驗剝蚵的辛苦，也感覺很高興。他說，辦這項活動主要是讓鄉親體驗出每件事情都有辛苦面，值得來珍惜。他說在市面上吃海蚵麵線，一顆海蚵很容易吃下口，但是這些海蚵來源從立海蚵石板起，到擎蚵、挑蚵、剝蚵等過程是非常辛苦，由這可體會出「粒粒皆辛苦」。 Township Mayor Cheng indicated that this 1,000 people oyster shelling event can help children realize the hardworking of oyster breeders.  This is a very valuable experiential education.  Children can thus have better understanding of natural resource preservation and environment protection.  He wishes this activity can help promote the market awareness and popularity for this unique, natural and "best-quality" rocky oysters from Kuningtou.   Kuningtou has been well known for this delicious rocky oyster.  The history of rocky oyster breeding has already been more than 400 years.  Millions of sticks hanging rock oysters standing vertically on beaches can be one of the most spectacular scenery in the globe.  The tradition of oyster breeding and harvesting has already lasted for more than 400 years.  This Township has thus become well known mostly due to this special delicious rocky oyster.  The county government will hold such an event annually to promote tourism and create perpetual economic benefits for local breeders. 鐵馬樂活遊千人全島走透透   Although it was a misty day with drizzle (1) from the sky, it could not restrain more than a thousand of bike enthusiasts from participating in this activity "2011 A Thousand of People Biking in Kinmen County Happily" in the early morning yesterday.  Kinmen County Government Chief Secretary Lu, Jhih-Huei even led all the participants to take an oath to lose weight and reduce fat, encouraging county people to do exercise and ride bicycles more, so as to ride for health and happiness and "donate" their "fat".  This aimed to achieve the goal of reducing 2.8 tons of fat collectively throughout the entire county, according to the proportion of the population of this area.   In his speech, Lu, Jhih-Huei said that Kinmen is the most suitable place for people to travel by bicycle, because it has good mountains and water, as well as highly-intensive transportation networks, smooth terrain (2) and agreeable landscape.  Besides, the county government has been promoting the cycling sport for many years, and now it even promotes travelling Kinmen by bicycle.  Five hundreds of Kinmen County's brand-new public bicycles (with 6 gears) have been provided for people to borrow.  This aimed to fully create Kinmen to be the sports island for energy saving and carbon reduction, by combining tourism development with the promotion of bike travel.   Because of the heavy fog, the Traffic Police Corps at Kinmen County Police Office were all mobilized (3) to control traffic at each main traffic intersection.  The members of the County Police Office's Powerful Gale (4) Bike Team also jointed this activity and served as the volunteer team leaders.  The participant persons commented that it is so fresh and cool to ride bicycles in the fog; they could also appreciate the misty beauty of Kinmen; this was so healthful, leisure, and environmentally-friendly.  In this activity "A Thousand of People Biking in Kinmen County Happily", a lucky draw activity was held at the basketball court near the gate to Jin Cheng Junior High School at about noon.  Many prizes were also provided, including 14 awards and 103 prizes.  This also added much interest and fun to the event. 珠山老爺民宿躋身全國百大行列   In the national appraisal event "Happy Inn, Various Touching Feeling", at first, the online voting competition nationwide was held in the end of last year.  More than several hundred thousand of internet users voted online.  The competition was extraordinarily keen (3).  Hotels and homestays of various styles nationwide all showed up and competed against each other, resulting in a tug (4) of war.  Through the voting by internet users for more than one month, Zhushan Master's Homestay always maintained its popularity at the 20~40 place in the Nationwide Homesstay Group.  Among these internet users, some were once the guests of this homestay, while others had not visited Kinmen yet.  They formed a cheer team to encourage the homestay.  During this period, some internet users even showed their voluntariness (5) to assist in producing the homestay's participation video, which touched the homestay host very much.  Finally, the homestay entered the nationwide top 100 voting smoothly.  The video produced by the voluntary internet users also won the award unexpectedly.  Then, in the second round, the real investigation on the blog as well as the appraisal made by the judges was undertaken for two months.  In the end, this homestay stood out and won two awards at the same time.    「幸福旅宿，百種感動」全國評選活動一開始先在去年底進行全國網路票選競賽，更有數十萬以上的網友上網票投，競爭異常火熱，全國各式風格的旅館與民宿紛紛出籠拚場形成拉鋸戰，珠山老爺民宿歷經一個多月的網友投票，人氣始終維持在全國民宿組20-40名之間，其中有親自來住宿過的房客與尚未來過金門者，並形成加油團幫忙打氣，期間更有網友主動表示願意幫忙製作民宿參賽影片，令民宿主人相當感動，最後順利入圍全國票投百大，網友義務製作的影片也意外獲獎；接著第二部分再進行長達兩個月的部落客明查暗訪與評審評分，最終脫穎而出一次獲得兩個獎項。   Lan, Lin-Zhi (Master Lan) said happily that he used to be a soldier in Kinmen Xiao-Jing; during the past decade, he recruited more than 3000 persons from Taiwan to visit Kinmen, which contributed to Kinmen very much.  Now, although he becomes old, he is still able to do something for Kinmen while enjoying a life in retirement.  He feels so glorified and well-off (6).  Especially, during the past two years when he and his son Lan, Wei-Heng managed this homestay together, tourists from 18 countries or regions worldwide in total-in addition to Taiwanese tourists-came to lodge at this homestay, which also contributes a lot to international marketing and people-to-people diplomacy for Kinmen invisibly.  Lan, Wei-Heng is also a teacher of "Bo-Le Private School" that engages in individual education work in Jincheng.  He also initiated the activity for people to study and travel in Kinmen and stay in the homestay.  He hopes to recover the style of study that used to make Zhushan so proud in those days.  He had visited Australia and the US for further studies for many times, and he personally invited many Taiwanese and foreign teachers and artists to deliver speeches in Kinmen.  During these periods, he continued to increase the international exposure of Kinmen.  This aimed to convey the image to the whole world- it is not only for the "blissful homestay", but also for Kinmen the blissful island.  Kinmen can make friends with the whole world.  We also invite many more people from all over the world to visit here and have experience.  We can work together to make Kinmen better. 《迎城隍》迎輦成年禮30學子轉大人   In the 2011 Greeting City God activity in Kinmen, the "Coming-of-Age" was held by Jincheng Township Administration yesterday.  Approximately 30 teenagers from high schools/vocational high schools passed the trials of carrying City Gods' sedan chair, and received the Certificates from Township Mayor Shih, Chao-Min and Woodao City God Temple Chief Commissioner Chou, Wu-Pin, becoming "real adults."  This symbolized that they had passed the trials and became real men from boys.   The carrying of sedan (3) chairs in Kinmen is one of the precious cultural assets in Min-Nan folk faith, which has been preserved luckily due to the military-controlled environment of Kinmen in early days and whose tradition has been maintained, said Township Mayor Shih, Chao-Min.  According to the legend, people can eliminate (4) disasters and pray for blessings by carrying and swinging the God's Palankeen on their shoulders.  Through the Palankeen Carrying Competition, each temple can be invited to swing and contest against each other, to warm the theme activity of Greeting City God on the 12th day of the lunar 4th month.   Last year, the Beimen God's Palankeen Team participated in the "Great Contest for National Parade Formation" and won the second place.  According to Village Chief Hsu, Ji-Teng, Greeting the Palankeen is namely (5) carrying the God's sedan chair.  Usually, the God's Palankeen is carried by four persons, and each of them has his own task-"First Head (頭兼) should pay attention to the carrying pole and be carful about the direction when the formation moves; "Second Helm (6) (二舵)" and "Third Helm (三舵)" should put emphasis on the swing; "Rear Helm (後舵)" should put emphasis on stabilizing the direction.  He said that the Palankeen Carrying is to show respect for the God and pray for blessings and safety.  Now, this has been one of the features of Kinmen's temple fairs.   Approximately 30 teenagers such as Shen, Tin-Yu et al, who are at their age of 16 or older, participated in this "Coming-of-Age Ceremony."  Under the guidance provided by Palankeen Art Masters, they showed the skills of Palankeen Carrying and passed the trials.  They received the certificates of "Coming-of-Age Ceremony" conferred by Township Mayor Shih, Chao-Min and Woodao City God Temple Chief Commissioner Chou Wu-Pin.   Shih, Chao-Min also had a trial personally, to experience Palankeen Carrying along with the traditional art masters.  Shih, Chao-Min said that the manual Palankeen Carrying is one of the features of Kinmen's temple fairs.  Through the "Coming-of-Age Ceremony", little boys can prove that they have become real men.  They can make many more friends and be protected by City God.  He hoped that the Palankeen Carrying activity can be promoted to every township and community while Kinmen's exclusive culture of temple fair can be preserved and passed down.   In this special interview, regarding the questions asked by Singapore TV Station, County Magistrate Li, Wo-Shi pointed out that Mini-Three-Links have been implemented for more than a decade.  In the beginning, groups of tourists passed in and out by chartered boats.  After President Ma assumed office, the policies have been broadened at a large extent.  Last year, the number of people passing in and out through Mini-Three-Links amounted to 1.38 million.  Most of them were Taiwanese merchants who came and went between the cross straits, Taiwanese tourists who visited Mainland China, and Mainland visitors who went to Taiwan via Kinmen.  Among them, more than 300,000 people were Mainland visitors; the economic value they created is higher than that of Taiwanese merchants who just pass through the area, because the sales of Kinmen's specialties, sorghum liquor and duty-free products will be beneficial to local economy.  As for the progress for Mainland visitors' free individual tours, County Magistrate Li pointed out that Mainland China provides two policies regarding this aspect- One policy is the individual visit scheme in which Mainland visitors can pass in and out freely, and the other policy is that mainland residents outside Xiamen who stayed in Xiamen for one-night, will be allowed to obtain Exit / Entry Permits from Xiamen and extended their trip to visit Kinmen.  This new policy is expected to be implemented from June, which was expected to bring in larger growth of the number of Mainland visitors who visit Kinmen.   When being asked what features Kinmen tourism has, County Magistrate Li said that the aspect of military strategic infrastructure is definitely the unique one in the world.  Kinmen had undergone the painful experience of war.  Now, if no gaps exist between the cross straits, we can work together to have exchanges and develop economy, to make economic efforts mutually.  In the future, Kinmen is expected to be shaped as the "sacred place of peace".  Also, many Japanese tourists are attracted toward Kinmen's ecology, easy life, health preserving way, public security and friendly people.  It is a place for foreign tourists to visit.  As for the fact that it is hard to buy a ticket for visiting Kinmen and participating in the Greeting City God activity, according to County Magistrate Li, the flights of Far Eastern Air Transport may be recovered in terms of the total volume in this aspect at present, which will be beneficial to Kinmen's traffic volume.  As for activity portfolios, airlines will be involved, to increase transportation volume through discounts or chartered flights. In the future, the promotion will be reinforced.   The City God welcoming event on April 12th is a major event of this county.  Kinmen County Government commissioned National Quemoy University to conduct a satisfaction survey, for which participants (tourists and locals) of the event were randomly selected, so that it could better plan future events.  A total of 1,200 questionnaires (1) were sent out and 1,122 valid questionnaires were collected.  Survey items included: sample design and sample drawing, overall performance satisfaction, willingness to recommend this event to others, and willingness to attend this event again.  Survey results are as follows: 李縣長率隊遠赴南昌推介金門遊   Kinmen County Government and Xiamen Tourism Bureau's joint promotion team held its first promotional event yesterday in Nanchang City, Jiangxi Province.  County Magistrate Li Wo-Shih indicated that the county government will be offering numerous benefits for one month to invite Mainland tourists from provinces other than Fukien to visit Kinmen for a one day tour; six travel routes have been planned and residents of Nanchang City are all invited to experience the beautiful scenery of Kinmen.  Director Li Yun of Nanchang Tourism Bureau indicated that Xiamen and Kinmen working together makes tourism there extremely appealing, and that he will make a trip there no matter what to contribute to peace in the Taiwan Strait.   金門縣政府、廈門旅遊局聯合推介團，首場次昨日假江西省南昌市舉行。縣長李沃士表示，縣府為迎福建省以外各省陸客來金一日遊，即日起為期一個月推出多項好康，並規劃六大旅遊路線，廣邀南昌市民來金門領略金門風光。南昌市旅遊局局長李芸也指出，廈、金相結合將為旅遊帶來無限的魅力，無論如何一定要到金門旅遊，共同為兩岸和平作貢獻。   Kinmen County Government and Xiamen Tourism Bureau's joint promotion team will be holding promotional events in Nanchang, Changsha, Wuhan and Chongqing. The first event was held at 9:00A.M. in the conference room of the Seven Star Commercial Hotel in Nanchang. County Magistrate Li Wo-Shih, Deputy Director Yang Fang-Ken of the Xiamen Tourism Bureau, Director Li Yun and Deputy Director Shuai Hsiao-Ping of the Nanchang Tourism Bureau, and eight travel agents and news reporters were all there to understand the Kinmen one day tour policy for non-Fukien residents.   金門縣政府、廈門旅遊局聯合旅遊推介團，共將於南昌、長沙、武漢、重慶辦理四場次旅遊推介活動。首場昨日上午九時起，假南昌七星商酒店會議室舉行，縣長李沃士、廈門旅遊局副局長陽方根、南昌市旅遊局局長李芸、副局長帥曉萍以及八十位南昌旅行業者和媒體朋友與會，瞭解非福建省居民赴金門一日遊政策。   During the meeting, Deputy Director Yang Fang-Ken of the Xiamen Tourism Bureau indicated that for the Kinmen one day tour policy, non-Fukien residents can temporarily stay at Xiamen and complete the necessary procedures, and that this product will bring business opportunity for cross-Strait tourism. If tourists want to experience battlefield culture of granite bastions, look at Xiamen across the Taiwan Strait, and enjoy duty free shopping in international boutiques, Kinmen is the place to be.   會中，廈門旅遊局副局長陽方根表示，福建省以外各省局民暫住廈門到金門一日遊政策，只要在廈門辦妥手續，即可輕鬆到金門遊玩，此一產品將為兩岸旅遊帶來商機。想體驗花崗堡壘的戰地文化、從金門看廈門望穿海峽兩岸、到金門享受精品免稅購物，就是要到金門。   County Magistrate Li Wo-Shih pointed out that Kinmen sustained merciless battles when the two sides were in confrontation. This sad past and how the wisdom of leaders on both sides turned battle into a brotherhood through frequent exchanges is worth residents of Nanchang and other provinces to know more about.    縣長李沃士指出，兩岸早期對峙，以致金門承受無情烽火洗禮，這一段悲情歷史歲月，伴隨兩岸領導人的睿智眼光，讓過去烽火交戰的兩門，透過頻繁交流建立兄弟般的情誼，值得南昌以及大陸各省鄉親前往深入瞭解。   Li Wo-Shih also introduced Kinmen's well preserved Southern Min culture, the culture in the hometown of overseas Chinese, and unique natural ecology. He specially mentioned that Kinmen Kaoliang Liquor has roughly 80% of market shares in the domestic market, and that many people are attracted to Kinmen just because of its reputation. Kinmen Kaoliang Liquor recently received direct-sales trademark and quality certifications in China, and has received good responses from consumers; tourists can get a taste of Kinmen Kaoliang Liquor, which is the number one gift that high level officials give to one another, once they come to Kinmen. In coordination with the offshore island duty free policy, Mainland can purchase high quality goods when they come to Kinmen; the County Government is also offering many benefits and welcomes everyone to experience them in Kinmen.   李沃士也介紹金門保存良好的閩南文化，記載著僑胞落番發展的僑鄉文化、以及得天獨厚的自然生態風光。特別是金門高粱酒在國內市佔率約八成，聞名遐邇讓許多人慕名而來；近期在大陸陸續獲直營商標及品質認證，受到相當好評，來金門即能品嚐兩岸高層贈禮首選的金酒風味；配合金門離島免稅店政策，陸客來金門能夠購買高品質的精品，縣府也釋出好康，歡迎大家來金門一一體驗。   Kinmen County Transportation and Tourism Bureau showed a 15 minute film "100th Anniversary Bicycle Travel" that introduced tourist attractions in Kinmen, and explained the six convenient travel routes, allowing attendees to become acquainted with Kinmen, to learn about Kinmen and then fall in love with Kinmen.   縣府交通旅遊局以「精采一百單車自由行」影片，利用十五分鐘的時間，詳盡介紹金門的旅遊亮點，並說明目前兩岸六大便捷的旅遊路線，讓與會人員認識金門、了解金門，進而愛上金門遊。   The Kinmen-Xiamen joint tourism promotion event also arranged a lucky draw, in which Kinmen Kaoliang Liquor Inc. and Kingfond Duty Free Shop provided exquisite gifts and President Yang Wen-Chih and Managing Director Wu His-Hsien drew four lucky people there, turning the place into a scene of excitement. On the site a bowl experience area was set up, the clear sound of dice in the bowls brought another climax, making the event even more bustling and successful.   金門廈門聯合旅遊推介會活動，也安排抽獎活動，金酒廈門公司、金坊免稅店也提供精美禮品，由董事長楊文智、總經理吳錫顯公開抽出送給現場四位幸運兒，炒熱現場氣氛。現場並設置博餅體驗，骰子與博餅碗敲擊出的清脆聲響又為活動帶出一波高潮，也讓整場推介會更加熱鬧成功。   After the promotional event in Nanchang ended, the team took a high speed train for five hours to Changsha to prepare for the second event, hoping that tourism in Kinmen and Xiamen will be as "hot" as the weather.   在結束南昌推介會後，金廈旅行推介團搭乘特快車，歷時五個多小時趕抵長沙，準備翌日第二場推介會，期許金、廈旅遊和天氣一樣，「熱」到不行。 原文轉譯自《金門日報》2011年7月19日報導
