李縣長接受大陸中央電視台專訪 陸客自由行金門準備好了   Reporters of Society Division, R & D Center, CTV, Zhou, Kun (周琨) and Zhang, Xue-Song (張雪松) arrived in Kinmen for conducting journalism yesterday.  They also interviewed Mayor Li, Wo-Shih exclusively for discussing the Independent Mainland Tourism and Kinmen County's major tourism propaganda themes.    In respect of the interview subjects, non-Fujian provincials with short-term residence permission in Xiamen qualifying for independent travelling to Kinmen and tourists stampeding (1) into Kinmen immediately, County Mayor Li, Wo-Shih expressed that all measures have been arranged comprehensively based on the proficiency arising from handling the "Mini-Three-Links Transportation" in the past decade.     Mayor Li also indicated that the daily quota of 500 tourists for the aforesaid non-Fujian provincials with short-term residence permission in Xiamen is just another extension regulation enacted according to the "Regulations Governing the Trial Operation of Transportation Links".  Kinmen has already hosted the mainland tourists applicable to such the Regulations since year 2004 with significant administration experiences.  With the total cumulative (2) inbound tourists topping 200,000 person-times, Kinmen County has learnt lots of expertise.  Such the latest regulation targeting on the non-Fujian provincials in Xiamen has already become effective since June 13th, 2011.  There have already accumulated 26 tour groups and 491 passenger-times in Kinmen as of June 21st.  For offering good tour services to those mainland tourists with temporary residence permission in Xiamen, has already convened local tourism service providers jointly to propose and launch 3 tour packages classified in either standard itinerary or standard prices.  Meanwhile, County government will inspect the local service providers randomly.  Every passenger of the initial arrival tour groups has been gifted with 1 set of facial care masks and can get 1 bottle of Kinmen Memorial Liquor free of charge for every spending NT$1,000 in Kinmen Kaoliang Liquor Inc.    County Mayor Li emphasized that Kinmen has accumulated abundant experiences for handling inbound mainland tourists since the promulgation (3) of the trial operation of "Mini-Three-Links Transportation" in the last 1 decade since 2001.  Especially, Kinmen has started hosting the Fujian-provincial tourists since year 2004.  Compared with other counties and cities in Taiwan, Kinmen has accumulated abundant knowhow for serving the inbound mainland tourists.  Kinmen County has edited pretty enriched travel propaganda for the purpose of offering the best services to the independent mainland tourists.    County Mayor Li stated it is a pity that for those DIY mainland tourists targeting on "Prime Freely Traveling" in Taiwan mainland, Kinmen could exploit pretty business opportunities as Kinmen is a just a transit spot. Such remote islands as Kinmen, Matsu and Penghu can only be benefited by the "Mini-Scale DIY Mainland Tourism" or making Kinmen an extension scenic spot of Xiamen by further expanding the freely DIY traveling without confining to the only Fujian provincials tourists.    County Mayor Li, Wo-Shih also asserted that both sides remain in the tendency of ever-increasingly political relationship improvement, tourism freedom and convenience, free economy in conjunction with exchanging cheaper commodities, intensifying the Kinmen-Xiamen Metro Circle.  He sincerely welcomes all mainland tourists traveling and shopping in Kinmen.  Mayor Li also recommends trial-drinking and shopping the globally-famous Kinmen Kaoliang Liquor definitely with value in rewards much than expectation.   【註解】   ●1. stampede-(vt)指人群蜂擁而至。   ●2. cumulative-(adj)累計的。   ●3. promulgation-(n)公布。 本文摘譯、改寫自《金門日報》2011年7月25日報導

世界金門日擬辦聯合尋根祭祖活動   Kinmen County Government invited associations from 23 different clans (1) to meet on the 15th to discuss and negotiate the collective ancestor worship ceremony to be held on World Kinmen Day in the coming mid-October.  Participants of the meeting have reached a consensus that they will follow the ancient rituals (2) to collectively commemorate their ancestors.   金門縣政府15日邀請縣內二十三個姓氏宗親會代表，就今年十月中旬舉辦的世界金門日祭祖活動召開協調會。會中達成共識，將採依古禮，各姓氏聯合祭祖。   The 4th World Kinmen Day and its related activities have been set on October 15th-17th this year.  Kinmenese from all over the world will return to Kinmen, with many of them a new generation landing on their motherland for the first time.  Since this is the case, the hosting authorities would like to design root-seeking and ancestor commemoration activities that will give the overseas Kinmenese a good impression.  These specific activities may include making traditional snacks such as rolled rice balls, seeking for one's own family roots through a family tree, and contacting and interacting with one's own family members. 　 世界金門日今年十月十五日至十七日在金門舉辦，將有來自世界各地的鄉親返金，更將有許多新生代的鄉僑，係第一次踏上家鄉的土地，因此藉由規劃「尋根祭祖」活動│宗祠祭祖、搓圓(傳統禮俗小吃)、族譜尋根、親情聯繫交流…等等，讓鄉僑享受一趟「感動」豐盛的返鄉之旅，對故鄉金門留下美好的印象。   In this meeting, all participants expressed and exchanged their opinions, and they reached a consensus that a collective ancestor worship ceremony will be held following the traditional rituals to commemorate their ancestors.  After the ceremony, members of different clans will be led to their own clan temples and enjoy their root-seeking tours.  The exact location and specific rituals of the collective ancestor worship ceremony will be discussed and looked into by the Department of Civil Affairs (民政局) at the next reconciliatory meeting in the near-future.   與會充分表達意見後，最後達成共識，將依循古禮聯合祭祖，後續再由各姓氏宗親帶往宗祠進行尋根巡禮。至於聯合祭祖地點、儀式等細節，將由民政局研議，留待下次協調會討論。   【註解】   ●1. clan-(n)指家族、宗族或氏族。   ●2. ritual-(n)儀式、典禮。 本文摘譯、改寫自《金門日報》2011年7月16日報導

關懷烏坵 李縣長走透透   To send their concerns and provide more care for Wuqiu Township, Kinmen County Magistrate Li, Wo-Shi (李沃士), Secretary-General of the Fujian Provincial Government, Zeng, Hua-De (曾華德), and crew members of county and provincial governments traveled a long journey to Daqiu Village and Xiaoqiu Village located in Wuqiu Township on July 11th and 12nd to see first-hand the situation there and to better understand their needs. 　 縣府為關懷烏坵，11、12日兩天，由金門縣長李沃士、省府秘書長曾華德率相關人員，走遍烏坵鄉所屬的大坵村與小坵村，訪視村民，並實地了解他們的需求。   Wu-Qiu Township mayor, Chen, Xing-Qiu (陳興坵), and the township council chairperson, Cai, Fu-Chun (蔡福春), have expressed the urgency for construction of the harbor expansion in Daqiu Village and Xiaoqiu Village as this will contribute to improving marine traffic safety for the village  citizen.  Maritime Patrol also pointed out that there is no qualified wharf for patrol boats to dock in Wuqiu Township.  With a suitable wharf, they could better carry out anti-illegal fishery tasks against fishing boats from Mainland China. 　 烏坵鄉長陳興坵、鄉代會主席蔡春福都表示，大坵、小坵都希望擴建碼頭，改善村民海上交通安全。海巡隊也表示，目前烏坵沒有可以作為巡防艇停靠的碼頭，巡防艇無法進駐；若有碼頭，將有利於驅離大陸漁船和護魚工作。   Citizens of Xiaoqiu Village are currently living in run-down (1) houses which would not be able to withstand earthquake tremors (2) and are prone to (3) easy collapsing.  To prepare for foul weather conditions, a citizen spent three months independently building a shabby (4) house using remnants of wrecked boats.  He planned to use this house as an emergency shelter should his house collapse. 　 小坵村民目前居住的房屋均是危樓，遇強震均有倒塌的危險。一位曾姓村民未雨綢繆，在海邊以破爛船板，花三個月時間，獨力蓋了一間簡陋木板屋，他說，準備在他的危樓倒塌後，就住進木板屋，作為棲身之所。   Wu-Qiu Township mayor, Chen Xing-Qiu has thus proposed to Magistrate Li that the entire Xiaqiu village be moved temporarily to Kinmen.  Magistrate Li urged Mayor Chen to do a village citizen survey on their willingness to move.  In addition, he also gave direction to the County Transportation and Tourism Bureau to promptly find temporary housing for Xiaoqiu village citizens. 　 烏坵鄉長陳興坵因此向李縣長提出小坵村民暫時遷住金門的構想，李縣長希望陳鄉長儘速調查村民意願，也指示交旅局趕快著手為小坵村民尋覓暫住處所。   Furthermore, village citizens also asked the county government to offer help with the promoting and marketing of Wuqiu seaweed to increase their income.  They also hope that the poor TV signal reception can be improved, and proposed the possibility to travel to mainland China directly from Wuqiu for their ancestor worship ceremony. 　 另外，村民也建請縣府協助行銷烏坵紫菜，以增加收入；大坵村民也反映電視收訊不良，以及希望協調可由烏坵直接到大陸探親祭祖。   In order to make this "Send Care to Wuqiu Trip", members of the county government traveled from Kinmen to Taiwan by air on July 11th, then set off from Taichung Port by way of the Coast Guard Administration's "Kinmen Ship"-which took more than four hours to finally reach Wuqiu.  They stayed overnight on the island and returned to Taichung Port on July 12th. 　 縣府此次的「關懷烏坵之旅」，11日從金門搭機赴台，隨即在台中轉乘海巡署「金門艦」，經歷四個多小時航程才抵達烏坵。一行人在島上停留兩天一夜，12日下午返回台中港。   【註解】   ●1. run-down-年久失修的、破敗的。   ●2. tremor-(n)震動。   ●3. be prone to-有～的傾向。   ●4. shabby-(adj)簡陋的；破舊的。   本文摘譯、改寫自《金門日報》2011年7月13日報導

金湖商務旅館BOT案正式啟動   The BOT Project of Jin-Hu Commercial Hotel, which will be the first international tourism commercial hotel on the island, officially started on the 18th and is expected to be fully constructed within three years.  It is estimated that 1000 more job opportunities will be available, which may facilitate the upgrade of tourism industries in Kinmen.   金門首座國際級觀光商務旅館-金湖商務旅館BOT案，18日正式宣告啟動，預定3年後建成營運，估計可提供一○○○個工作機會，帶動觀光產業升級。   For the purpose of developing tourism, the Kinmen County Government has selected the 2.1-hectare state-owned land located by the bank of Little Tai Lake in Xin-Shi Village, Jin-Hu Township and yielded the superficies (1) right on the land for 50 years in the BOT project to attract investment.  Ever Rich D.F.S. Corporation successfully won the bidding in the end and promised to build a multi-functional commercial hotel that can provide customers with a place for accommodations, meals, meetings, and shopping.  For this particular BOT project, Ever Rich D.F.S. Corporation held a contract signing ceremony at National Quemoy University on the afternoon of the 18th.  The hotel construction and operation contracts were signed by President Jiang, Song-Hua (江松樺) and Magistrate Li, Wo-Shi respectively.  Meanwhile, the company and the National Quemoy University also contracted to establish a cooperative relationship.   金門縣政府為發展觀光，選擇東半島金湖鎮緊臨新市里商圈的小太湖畔2.1公頃縣有地，以設定地上權50年方式，辦理BOT招商，由昇恒昌公司得標，將興建兼具住宿、購物、會議及餐飲等多功能的商務旅館。針對本案，昇恒昌公司18日下午特別安排在金門大學舉辦盛大簽約儀式，由昇恒昌董事長江松樺與金門縣長李沃士互簽金湖鎮商務旅館興建暨經營合約，同時再與金門大學簽約建立產學合作關係。   Magistrate Li praised the Ever Rich's attentiveness (2) and commitment to public interests.  In addition, he stated that the ambition of Ever Rich could be witnessed through the project it proposed.  It is widely believed that after construction of this project is completed, the hotel will become Kinmen's best commercial hotel and its new landmark.  Magistrate Li was also glad to see the Ever Rich establish a cooperative relationship with National Quemoy University, which may provide students with job opportunities and a place for internships.    李縣長肯定昇恒昌公司的用心，以及對公益事業的熱忱投入。他說，從昇恆昌提出的規劃案，可以看出該企業的雄心和企圖心，相信本案興建完工後，將成為金門最好的商務旅館，也是金門新地標。李縣長也樂見該公司與金大建立產學合作關係，為學生提供實習的場所和就業機會。   Construction of Jin-Hu Township's commercial hotel was designed by a team of architects from Benoy Limited in England, who were invited and paid 10 million NT dollars by the Ever Rich.  Under the theme of "localization, modernization, and green", one underground floor, 13 floors on the ground, facilities such as 264 guest bedrooms with views, an international conference center, duty free shops and theme restaurants were designed.  The investments totaled nearly three billion NT dollars.  The entire construction is expected to be completed within three years.  And it is estimated that 1000 job opportunities will be created once the hotel is operating and as the development of the related industries are stimulated. 　 金湖鎮商務旅館工程，由昇恆昌公司斥資新台幣1000多萬元，委請國際知名的英國貝諾建築師事務所（Benoy Limited）設計團隊，以「在地化、現代化、綠美化」為設計主軸，規劃地下1層、地上13層建築，配置包括景觀客房264間及免稅商場、國際會議中心、各式主題餐廳等設施，總投資額約30億元，預定3年時間完工啟用，預估營運時將可創造1000個工作機會，帶動相關產業的發展。   【註解】   ●1. superficies-(n)法律上的專有名詞，指地上權。搭配yield，for 50 years，即讓予地上權50年。   ●2. attentiveness-(n)注意、關注、專注。 本文摘譯、改寫自《金門日報》2011年5月19日報導

離島條例修正案黨政協商傳出好消息   Kinmen's DDP headquarters submitted the "the amendment to Article 9 of the Offshore Islands Development Act" proposed by legislator Cai, Huang-Lang (蔡煌瑯) last November.  After the legislature's economic committee passed the amendment on May 9th, the good news dispersed (1).  After the two parties negotiated, a final version of the amendment of Article 9 was made, stating as follows: "Kinmen and Matsu's private land that is occupied or registered as state-owned by the end of War-zone Civil Administration, without the consent of the original land owner, shall be returned in accordance with this amendment within one year upon its coming into force (2) and conforming (3) to the original owners' application.  Related regulations governing the returning of the land shall be prescribed (4) and submitted by the Executive Yuan." 　 民進黨金門縣黨部於去年十一月上旬提交立法院民進黨黨團由立委蔡煌瑯領銜提案的「離島建設條例第九條法律修正案」，立法院經濟委員會在十二月二十日一讀通過後，9日在立法院又傳來好消息，經政黨協商獲得結論該條文內容修正為：「金門、馬祖地區私有土地，若為政府機關於戰地政務終止前，未經原土地所有權人同意而占用或逕行登記為國有者，應於本條例修正公布之日起算一年內，依原土地所有權人之申請依法返還。前項返還人民土地之實施辦法由行政院定之。」   DPP's Kinmen councilman Chen, Cang-Jiang (陳滄江) expressed that the only weakness in the amendment is that those whose requests have already been approved under the Act Governing the Security and Guidance of the Kinmen, Matsu, Dongsha and Nansha Areas will not be allowed to make any repeated applications. 　  民進黨籍的金門縣議員陳滄江表示，本修正案唯一美中不足的是，依金門馬祖東沙南沙地區安全及輔導條例提出請求經確定者，不得再提出申請。   【註解】   ●1. disperse-(vt)散播、散發。   ●2. coming into force-指法令的生效。   ●3. conform-(vi)通常與 to 或 with 連用。指遵照、遵守。   ●4. prescribe-(vt)指定、規定。shall be prescribed and submitted by就是法律條文中，相關規定「由～另訂之」的意思。 本文摘譯、改寫自《金門日報》2011年5月11日報導
