金門大斷訊 春節航線訂位延期   A telecommunication disconnection unexpectedly took place between Taiwan and Kinmen around two-thirty in the afternoon on December 8th, including an "entire disconnection" of network, long-distance calls, and cell phone use.  The Civil Aeronautics Administration, Ministry of Transportation and Communications (MOTC) announced that due to this disconnection, the booking of airline tickets for the Chinese New Year would need to be postponed.   台灣本島與金門外島之間，12月8日下午兩點半左右突然通訊中斷，包括網路、長途電話、行動電話等「完全斷訊」。交通部民航局臨時宣布，農曆春節台金機票的訂位作業延期。   Chunghwa Telecom's disconnection incident happened at 2:35 p.m. on December 8th.  Around 6:45 in the evening, after four hours of disconnection, the telecommunication in affected areas was back to normal.  Because of the telecommunication disconnection between Taiwan and Kinmen, Director of Transportation and Tourism Bureau of Kinmen County Government Lin, Zhen-Cha (林振查) rushed to Chunghwa Telecom's Kinmen operation office to assess the whole situation, and reported back to the MOTC.  To avoid unfairness, the MOTC urgently declared postponement of ticket booking for Taiwan-Kinmen air travel during Chinese New Year.  This was intended to protect the interest of the Kinmenese.  The Civil Affairs Bureau of Kinmen County Government also coordinated with the emergency response measures by first phoning all township offices, and then broadcasting the notification informing the villagers of the ticket booking postponement.   中華電信這次斷訊事件發生在8日下午約2時35分，經4個多小時的停擺，晚間6時45分左右才陸續恢復通訊。由於台金通訊中斷，縣府交旅局局長林振查8日下午立即趕往中華電信金門營運處了解，並將狀況回報交通部。為避免影響公平性，交通部緊急宣布春節台金機票的訂位作業延期，以確保金門民眾權益。民政局則配合以電話通知各鄉鎮公所，再透過各村里辦公處進行廣播，向村里民告知訂位延期。   Regarding the reason for the Chunghwa Telecom network break down, according to the Chunghwa Telecom's service center in Kinmen, there are currently two undersea optical fiber (1) cables between Taiwan and Kinmen-one from Penghu to Kinmen and the other from Taichung to Kinmen.  The two cables disconnected simultaneously (2) the afternoon of December 8th.  After many tests, it was discovered that the point of origin of the telecommunication disconnection was a breakdown (3) of long-distance transmission equipment in an overland (4) machinery room.  After the emergency rescue, the undersea optical fiber providing telecommunications from Kinmen to Penghu was finally restored at 6:45 p.m.    至於電信網路故障原因，據中華電信金門服務中心表示，目前台金之間有2條海纜，一條為澎湖至金門、另一條為台中至金門，8日下午2條同時「斷訊」。經多方測試，才發現原來是陸上機房長途傳輸設備故障。搶修後，晚間6時45分首先修復金門至澎湖、台灣海纜的通訊。   Because the telecommunication disconnection incident affected the interest of thousands of customers in Kinmen, the National Communications Commission (NCC) has shown up (5) and coordinated the involved parties.  NCC demanded that Chunghwa Telecom compensate (6) the victims.  Compensations include reducing the monthly rent by at least 5%, and reducing or canceling roaming (7) charges during the disconnection.  Other cell phone companies, such as TCC, agreed to follow the same measures.    由於斷訊事件影響金門外島上千名消費者權益，國家通訊傳播委員會（NCC）10日立即出面協調，要求中華電信提出補償措施，包括月租費減免至少5％，以及減免斷訊期間的漫遊費用等。其他行動電話業者如台灣大哥大等，也同意比照辦理。 【註解】 ●1.optical fiber-(n)光纖。 ●2.simultaneously-(adv.)同時地。 ●3.breakdown-(n)故障；損壞。亦可將兩字分開，break down，指故障、失敗。 ●4.overland-(adj.)陸路的；陸上的。 ●5.show up-動詞片語，指露面；出席。 ●6.compensate-(vt.)補償；賠償。名詞是compensation。 ●7.roaming-(n)指行動電話的國際漫遊。 本文摘譯、改寫自《金門日報》2010年12月9日報導

遠航完成飛航測試李縣長盼春節前復飛趕上疏運旅客   After being suspended for two years, Far Eastern Air Transport (FEA) finished flight tests to and from Taipei and Kaohsiung from offshore islands.  The process went smoothly.  Many Kinmen fellows were very concerned with the results of the flight tests as they hoped FEA could join the offshore operation soon so crowded offshore air flight conditions will be alleviated (1) during Chinese New Year.   停業兩年多的遠東航空，2日完成北高和離島航線的飛航測試，過程順利，許多金門鄉親也非常關心，希望遠航儘快加入離島營運，紓解過年離島航空一位難求的狀況。   An FEA MD83 Jetliner numbered B-28025, piloted by He, Zong-Yuan (何宗原) and Huang, Ting-Gan (黃廷幹), took off from Taipei Son-Shan Airport at 8:30 the morning of December 2rd.  They arrived at Kaohsiung International Airport, then transferred to Penghu Magong Airport, and eventually reached Kinmen Shangyi Airport at 10:54.  The flight crew members kept the cabin (2) secured, and remained on the airplane, waving to the airline staff on the ground.  The airplane then took off again and returned to Taipei at 11:07, successfully completing the flight test.   遠航編號B-28025號、MD83型噴射客機由飛行員何宗原、黃廷幹擔任駕駛，於2日上午8時30分從台北松山機場起飛，飛抵高雄小港機場、再轉往澎湖馬公機場，並於十時五十四分抵達金門尚義機場，機組人員並未開艙下機，在機上與遠航員工揮手致意，隨即於上午11時07分又起飛返回台北，順利完成這次航路試飛。   Among all airline companies, FEA was the first to open up and run the Taiwan-Kinmen air route in October of 1987.  Because of the financial crisis within the company, FEA has been ordered to suspend its air and shipping services since May of 2008 until now.  As the FEA passenger flight returned to Kinmen, some very eager passengers watched from the sightseeing stand, hoping that the FEA could join the offshore air route operation as soon as possible.     遠航是在民國76年10月首先開闢台金航線，97年5月間因爆發財務危機而停航迄今，遠航客機重回金門，一些旅客非常關心從觀景台目睹，希望遠航儘快加入離島航線營運。   Magistrate Li stated that FEA was the first civilian airliner in Kinmen and Kinmen fellows also have strong feelings for the airline company and expect it to restore its normal operation by Chinese New Year to provide more flights for passengers returning home.   縣長李沃士歡迎遠航重回金門，他說，遠航是第一家飛航金門的航空公司，鄉親有感情，期盼能在春節前復飛，趕上輸運返鄉過年旅客。   It has been acknowledged that FEA's return could start with the Kinmen and Magong air routes before Chinese New Year.  This would alleviate the crowded conditions of offshore air flights.   據了解遠東航空復航，希望最快能在春節前開航金門、馬公等國內航線，紓解過年離島航空一位難求的狀況。   【註解】   ●1. alleviate-(vt.)減輕、和緩。   ●2. cabin-(n)機、船的客艙。 本文摘譯、改寫自《金門日報》2010年12月3日報導

廈門青少年科技創新大賽金門摘三金一銀一銅   The theme of the 26th Xiamen Municipal (1) Youth Science and Technology Innovation (2) Contest in 2010 was "Experience, Innovate, and Grow into Low-carbon Lifestyle."  The Kinmen County delegation-all members chosen from the junior-high group winners in the 50th Science Fair this year-participated in the different subjects in this competition winning three gold medals, one silver medal, and one bronze medal. 　 以「體驗、創新、成長、走進低碳生活」為主題的第26屆廈門市青少年科技創新大賽，金門縣代表團推派今年第50屆科展國中組各類科第一名選手前往參賽，共獲得三金、一銀、一銅獎牌的佳績。   This competition included participants from Fujien Province in mainland China, and also from Taiwan and Kinmen, totaling nearly 3,000 students who participated in 637 events.  Under the direction of the Chief Inspector (3) of Education Bureau, Kinmen County Government, Chen, Jin-Wen (陳金文) , and the principal of Jin-Cheng Junior High School, Yang, Rui-Song (楊瑞松), students from Kinmen competed in five subjects: mathematics, physics, biology, earth science, and applied science.  Their scores were outstanding, and altogether the team succeeded in winning three gold medals, one silver medal, and one bronze medal.  This year's municipal winners will also be sent to compete in the 26th Fujien Province Youth Science and Technology Innovation Contest, which will be held in March, 2011, in Quan Zhou City, Fujien Province.   這項比賽共有來自大陸福建省及臺灣、金門等地學生近三千人參與，共申報了637項參賽項目。金門地區選手由教育局主任督學陳金文與城中校長楊瑞松領軍，攜數學、物理、生物、地球科學、應用科學科等五個學科的項目參賽，結果成績脫穎而出，全隊摘回三金、一銀、一銅獎牌的佳績。這次獲獎的專案，也將選送參加2011年三月份在泉州市舉行的第26屆福建省青少年科技創新大賽。 【註解】 ●1. municipal-(adj.)市的；市立的；市辦的。 ●2. innovation-(n)創新、革新、改革。 ●3. Inspector-(n)督察員。此處指教育行政系統的督學。Chief Inspector則是主任督學。 本文摘譯、改寫自《金門日報》2010年12月1日報導

烈嶼地雷午夜驚爆有驚無險   A sudden landmine explosion at midnight on December 3rd in the Donggang coast landmine zone, Leiyu Township, left a two meter hole in the ground.  Fortunately, this explosion, caused by burning garbage, did not result in (1) fatalities (2). 　 烈嶼鄉東崗海岸雷區三日午夜傳出驚爆，炸出一個直徑寬約兩公尺的坑洞。這起爆炸案，是白天焚燒垃圾引起的，所幸並未釀成更大的災情。   The incident took place in the Donggang coast landmine zone, starting with the burning of garbage and other waste near the right side of Donggang ocean outlet (3) at 3:30 pm December 3rd.  Due to the heavy northeast monsoon (4) and ocean winds, the sparks (5) were carried by the wind into the landmine zone causing a fire alarm.  It was then discovered by the nearby garrison (6) command, who immediately reported a fire alarm to Leiyu Fire Department.  Commander of Leiyu Defense Command Zhang, Jing-Yang (張景陽) rushed to the fire scene to supervise the entire firefighting procedure.  Upon receiving the news, Leiyu Township Office secretary Lu, He-Cheng (呂合成) proceeded to the site to get a full picture of the unfortunate incident. 　 這起東崗海岸雷區驚爆案起因於三日下午三時三十分許有人在東崗出海口右側焚燒垃圾和雜物；由於東北季風和海風強勁，火星隨著風勢飄進雷區引起火警。經附近駐軍官兵發現後，馬上回報火警及通報烈嶼消防分隊，烈指部指揮官張景陽趕到火警現場指揮救災，烈嶼鄉公所秘書呂合成聞訊也到場了解災情。   The first wave of the fire was suppressed (7) at 5 pm December 3rd.  However, at 7 pm that night, the Incident Safety Officers discovered that the fire had re-established itself with several fire spots in the Donggang coast landmine zone.  The fact that it is a landmine zone increased the difficulties in bringing the fire under control.  Zhang, Jing-Yang contacted G4S Security Services Taiwan (士瑞克) for assistance.  G4S is the landmine clearance agency in Taiwan.  Four landmine clearance specialists were sent to the incident site and were able to open up a route for firefighters by using metal detectors.  This enabled firefighters to get into the fire scene and put out the fire. 　 第一波火警在三日下午五時許撲滅。不料，當天晚間七時許，監視官兵發現東崗海岸雷區火場死灰復燃，並有多個火點，而且是雷區，搶救難度高。張景陽立即連絡在烈嶼地區執行排雷的台灣士瑞克保全公司支援四名排雷人員，帶著金屬掃描器，打開一條救火線出來，消警始得拉水線進入火場灌救。   According to Lu, He-Cheng, at 11: 30 pm, as the firefighting continued, a dazzling (8) flame suddenly burst out of the ground.  The landmine clearance specialists noticed it immediately and quickly alerted people of the bomb explosion making sure everybody there retreated to a safer place.  As soon as all members were safely relocated (9) to another zone, a landmine exploded.  Luckily, no one was injured. 　  據呂合成描述說，整個救災至三日晚間十一時卅分許，火場突然有一團鮮艷的火光冒出來，機警的排雷人員高喊要爆炸了，要所有人員趕快撤離；正當人員撤離至安全地帶，一枚地雷隨即轟然炸開來，所幸沒有任何人員受傷。   To prevent the fire from reigniting (10), the Donggang ocean outlet was kept under monitoring by Leiyu Defense Command the following day. 　  烈指部4日仍續派員在東崗出海口進行全天候監控，以防死灰復燃。   【註解】   ●1. result in-導致。   ●2. fatality-(n)因意外事故的死亡者；死亡事故、災禍。   ●3. outlet-(n)出海口；出口；亦指商店、銷售通路。   ●4. monsoon-(n)季風。   ●5. spark-(n)火星、火花。   ●6. garrison-(n)駐軍；(衛戍部隊的)駐防地。   ●7. suppress-(vt.)壓制；平定；阻止～生長或發展。   ●8. dazzling-(adj.)耀眼的、炫目的。   ●9. relocate-(vt.)重新安置。   ●10. reignite-(vt.)重新點火、再點燃。 本文摘譯、改寫自《金門日報》2010年12月5日報導

《五都選舉》林國春當選新北市議員  四人當選里長   In the Municipal Elections held both in Taipei and New Taipei City, ex-policeman and Kinmen-born Lin, Guo-Chun (林國春) was elected as the first municipal (1) councilman of New Taipei City (NTC) as anticipated by many.  Four people including Lin, Yong-Hui (林永輝) were elected as village chiefs of Taipei and NTC.  Magistrate Li, Wo-Shi (李沃士) phoned those elected to congratulate them and invite them to serve as the bridge between Taiwan and Kinmen.  He also asked them to provide more service to their Kinmen fellows as a way of showing gratitude for the support from his own fellows during the campaigns. 　 雙北市選戰，出身警界的鄉親林國春，不負期待，當選首屆新北市市議員。林永輝等4人分別當選台北市與新北市里長。縣長李沃士特別打電話恭賀他們，並請他們日後扮演旅台鄉親與金門故鄉互動的橋梁，多替鄉親服務，回饋支持他們當選的金門鄉親。   Throughout these municipal elections, Kinmenese were far from (2) absent.  In the NTC Municipal Councilmen Election, Dai, De-Cheng (戴德成) (born in Kinmen's Xiao-xi-men) and Lin, Guo-Chun (林國春) (born in Kinmen's Lieyu) participated as candidates.  In addition, two other people, including a Kinmenese son-in-law Liao, Jin-Ru (廖進入) and a Kinmenese daughter-in-law Chen, Jin-Ding (陳錦錠), devoted themselves to the campaign, which brought the amount of councilmen candidates to four.  In regard to the elections of village chiefs, Fang, Ding-Hui (方丁輝) and Ou-Yang, Qing-Shou (歐陽清壽) ran for their re-election as village chiefs of Taipei City.  And Cai, Qing-Shan (蔡清山), Xu, Wan-Fu (許萬福), Cai, Jun-Lin (蔡駿霖), Jiang, Qing-Ping (蔣清平), Xu, Shu-Qing (許淑卿) and Lin, Yong-Hui (林永輝) (the Chairperson of the Public Affairs Association of Lie-Yu), ran for village chiefs in New Taipei City. 　 這次「雙北市」選舉，金門人不缺席。新北市議員選舉，有金城小西門出生的戴德成、烈嶼的林國春兩人參選，另有「金門女婿」廖進入、「金門媳婦」陳錦錠等4人投入選戰。里長部分，台北市有方丁輝、歐陽清壽2人競選連任里長；新北市則有蔡清山、許萬福、蔡駿霖、蔣清平、許淑卿以及烈嶼公共事務協會會長林永輝等6人參選里長。   The result of the elections showed Lin, Guo-Chun garnering (3) 30,000-some votes in Banqiao Constituency (4) of NTC which successfully elected him as councilmen; and Kinmense daughter-in-law Chen, Jin-Ding (whose husband is the other Kinmen-born legislator Zhang, Qing-Zhong) also won the seat in Zhonghe Constituency.  In regard to (5) the election of village chiefs, Fang, Ding-Hui, Ou-Yang, Qing-Shou succeeded in being re-elected as village chiefs in Taipei City; and Lin, Yong-Hui and Cai, Jun-Lin, both participating in the elections for the first time, won the first term as village chiefs after NTC's political structure reform. 　 投票結果，林國春在新北市板橋選區一舉囊括3萬多張選票，順利當選〈連任〉新北市議員；「金門媳婦」陳錦錠〈金門籍立委張慶忠妻子〉也在中和區當選市議員。里長部分，方丁輝、歐陽清壽順利連任台北市里長；初次參選的林永輝與蔡駿霖2人當選新北市改制後首屆里長。   【註解】   ●1. municipal-(adj.)市立的、市政的、自治都市的。   ●2. be far from-完全不～。   ●3. garner-(vt.)獲得；將～儲入穀倉收藏。   ●4. constituency-(n)選舉區；選區的全體選民。   ●5. in regard to-關於。 本文摘譯、改寫自《金門日報》2010年11月28日報導
