Joint Signature Campaign(1) by Kinmen Folks
反對裁併僑委會金門人熱烈連署 against Integration(2) of OCAC 金門各界配合金門縣政府發放金酒感恩回饋券作業,四月五日於全縣35個村里辦公處發起「萬人連署簽名活動」,以實際行動傳達海內外金門人堅決反對裁併僑委會的心聲。 針對行政院將僑務委員會裁併入外交部,整合為「外交及僑務部」,金門各界包括有金門縣議會、金門縣政府、金門縣各鄉鎮民代表會、金門縣各鄉鎮公所、金門縣旅台各同鄉會、金門縣村里長聯誼會、金門縣各社區發展協會等共同發起「萬人連署簽名活動」。另外,旅台金門各同鄉會在3月22日發起首波嚴正聲明及連署活動,金門縣華僑協會代表、海外26華僑社團也聯名在金門日報刊登陳情書,表達海內外鄉僑的立場。 金門縣長李炷烽偕同夫人吳麗鳳在中正國小視察金酒回饋券發放作業時,共同在連署書上簽名反對裁併僑委會;他表示,海外僑社聽聞此事都發出不以為然的聲音,畢竟外交部與僑委會分屬不同的性質,尤其,台灣外交處境困難,僑社透過當地政經實力及長年深耕之成果,對國際外交空間的開拓達到事半功倍宏效。 李縣長指出,金門是閩南住民僑鄉,金門華僑散佈海外35個僑社,鄉僑人數計近70萬人,他過去幾年走訪金門僑社,深感僑社對中華民國向心與對中華民族的支持,以及對家鄉鄉土之情懷既深且厚。 面對僑委會可能被裁併命運,李縣長表達不妥、不合理及堅決反對裁併的立場,大聲疾呼台灣政府進行組織再造,以及立委諸公重視僑委會存在價值,同時實地了解華僑對中華民國、台灣重要性,以及國力往外延伸貢獻;李縣長也表示,這項連署簽名結果,將在適當時機送交中央相關機關參考,表達金門鄉親反對裁併僑委會的聲音。 Taking the opportunity of the issuance of the Commemorative Vouchers on Apr. 5 when most residents would visit the 35 village offices to pick up their vouchers, people from both public and private sectors in Kinmen organized and held the "10,000 People Joint Signature Campaign" to voice their determination(3) against integration of the Overseas Compatriot(4) Affairs Commission(OCAC). Aimed at(5) the Executive Yuan's decision to merge the OCAC with the Ministry of Foreign Affairs(MOFA) to become the Ministry of Foreign and Compatriot Affairs, Kinmen County Council, County Government, township assemblies, township offices, Kinmen associations in Taiwan, Kinmen Chief of Village Association, and every community development association in Kinmen joined forces and held the "10,000 People Joint Signature Campaign." The Kinmen associations in different parts of Taiwan took the initial(6) move on Mar. 22 with a solemn(7) statement and a joint signature activity. Representatives from Kinmen County Overseas Compatriot Association and 26 other overseas compatriot organizations also co-endorsed(8) a petition letter(9) published in Kinmen Daily News to express the stand of Kinmen folks in and out the country. While visiting Zhong-zheng Elementary School to inspect the issuance of the Commemorative Vouchers, Kinmen County Magistrate Li Zhu-feng and his wife Wu Li-feng added their signatures to the joint signature list. He commented that every single overseas compatriot organization was upset by the Executive Yuan's decision. After all, the MOFA and the OCAC were two agencies of different nature. As Taiwan was in a difficult position with regard to(10) foreign relations, the contributions(11) of overseas compatriot organizations through their local political and economic influence established over the years were able to make it easier for Taiwan secure and extend its diplomatic space. Magistrate Li pointed out that Kinmen was the home of close to 700,000 overseas Min-nan folks belonging to 35 overseas compatriot organizations across the globe. In his visits to organizations of Kinmen people overseas in the past years, he was deeply impressed(12) by the their identification(13) with ROC and their support. Their ties with the homeland had remained profound and solid. Li thought the merging of the MOFA with OCAC would be inappropriate and unreasonable. He was strongly against it and appealed to(14) the legislators to consider the value of the OCAC when making decisions related to government reform. They should really understand the significance of the overseas compatriots for ROC and Taiwan and their contributions in helping Taiwan extend diplomatic relations. Magistrate Li also added that the result of the joint signature campaign would be presented to be a reference for concerned agencies in the central government at the right moment as well as to voice Kinmen people's determination against the annexation(15) plan. 解說 ■1. Nearly 70% Approve Casino on Leiyu Island
烈嶼博奕公投69.39%贊同 備受關注烈嶼地區是否設立賭場?烈嶼鄉公所四月五日配合感恩回饋券發放作業舉辦「4項公共議題諮詢性投票」,這項博奕議題有1630人投票,結果其中有1130人同意設立賭場,同意率為69.39%。將連同其他3項議題投票結果作為將來是否爭取設立賭場及地方發展參考依據;烈嶼鄉長林金量表示,尊重每位鄉親的決定,一切以民意為依歸。 烈嶼鄉公所「4項公共議題諮詢性投票」投票結果,據統計:1.您是否同意盡速興建金烈大橋?同意率為93.23%(同意票1516人,投票人數1626人)。2.您是否希望興建金(烈)廈大橋?支持率為88.21%(支持票1436人,投票人數1628人);3.您是否同意烈嶼鄉不列入金門國家公園管理處管轄範圍,烈嶼地區比照澎湖縣與連江縣由國家風景區管理處管轄服務?同意率為79.29%(同意票1290人,投票人數1627人)。 其中,第4項議題:您是否同意金門地區在中央所規範管理制度下開辦「博奕產業(觀光賭場)」設立於烈嶼地區?同意率為69.39%(同意1131人,投票人數1630人)。林金量指出,設立賭場不單是設立問題,重要問題在管理上,以澳門賭場而言還涵蓋有商圈消費及藝術表演等等,不僅提振當地經濟,還增加就業機會。 烈嶼鄉曾於去年舉辦「設置博奕產業(觀光賭場)諮詢性民調」,結果贊成開放博奕事業者達九成二,反對者不及一成,林金量依據這份主流民意,才決定在清明假期舉辦「公共議題諮詢性投票」,並鼓勵返鄉掃墓的旅台鄉親們一起投票決定自己未來。 鄉長林金量表示,4項公共議題,包含3個議題是在徵求鄉親同意與不同意,目的在取得民意所在與資料的蒐集;另外一個議題由於牽涉政治層面問題,只能用「希望」字眼,希望未來作為政府決策參據。 林金量也表示,烈嶼鄉是個獨立的島,面積16.2平方公里,依戶政統計資料,全鄉20歲以上的公民數約6192人,於5日舉辦「3個同意及1個希望」的公共議題諮詢性投票,投票時間自上午8時至下午5時,全鄉5個村每村各設立1個投票口,投票後立即進行開票及計票作業,全程將由地方長老、仕紳監督見證,過程公正、公開、公平及透明。 林金量強調,任何人對公共議題都有贊同與不贊同的意見,尊重每位鄉親的寶貴意見,最終以民意主流為依歸。 依立法院三讀通過的離島博奕條款規定,開放離島設置觀光賭場,應依公民投票法先辦理地方性公民投票,其公民投票案投票結果,應經有效投票數超過二分之一同意,且投票人數不受縣(市)投票權人總數二分之一以上限制,亦即無任何門檻,林鄉長參照公民投票精神,審慎辦理此次民調結 果,希望展現烈嶼鄉親意志及表達眾人之看法。 Whether or not the people of Lieyu would agree to opening of casinos on the island has been a major issue. The Lieyu Township Office took the opportunity of the issuance(1) of the commemorative vouchers(2) on Apr. 5 and had a "reference poll on four public issues." 1,130, or 69.39%, of the 1,630 people who voted gave their approval for opening casinos. The result, along with the voting outcomes for the three other issues, will serve as references for whether the island will appeal to (3) the government to allow the opening of casinos to help island development. Township Chief Lin Jin-liang said he respected the decision of the residents and the township would act accordingly. The results of the "reference poll on four public issues" are: (Question 1) 93.23% of the votes (1,516 out of 1,626) consented that the Kinmen-Lieyu Bridge should be built as soon as possible; (Question 2) 88.21% of the votes (1,436 out of 1,638) expressed support regarding the building of the Kinmen (Lieyu) - Xiamen Bridge; (Question 3) and 79.29% of the votes (1,29 out of 1,627) agreed that Lieyu should not be placed under the jurisdiction(4) of Kinmen National Park Administration but, instead, placed under the National Scenic Area Administration like Penghu County and Lianjiang County. The fourth issue -"Do you approve the opening of casinos on Lieyu Island under the administration of the central government?" - received 69.39% of the votes (1,131 out of 1,630) positive replies. Lin Jin-liang pointed out that allowing casinos to open is not a mere question of setting them up. Management is the most important issue. Take the casinos in Macao for example. They are also developing business circles and offering art performances, etc., to stimulate consumption. This will not only improve local economy but it can also create jobs. Last year, the Lieyu Township conducted the "Reference Survey on Opening of Gambling Businesses (Casinos)". 92% of the people gave their approval. Those who opposed made up (5) less than 10% of the votes. It was under public opinion that Lin Jin-liang accordingly decided to hold the "reference poll on four public issues" during the Tomb Sweeping holiday and encouraged Lieyu folks returning from Taiwan for the occasion to vote to determine their own future. Lin Jin-liang expressed that the poll was to find out the people's stand on the first three public issues and to gather related data. The last issue involves political considerations, so he could only "hope" the central government would take the result into account (6) when the decision is made in the future. Lieyu is an isolated island with a surface area of 16.2 square kilometers. Household registration data show that there are 6,192 people over 20 years of age. The public issue reference poll of "Three Yes/No Questions and One Hope" held on Apr. 5 was run from 8:00AM to 5:00PM. A polling station was set up in each of the five villages in the township. Vote count commenced immediately after voting. The entire process was overseen by local elders and esquires (7) to ensure its fairness, openness and transparency. Lin Jin-liang emphasized that people might approve or disapprove any public issue. He respects their opinions and the Township Office will act in accordance with(8) the decision of the majority.(9) As stipulated(10) in the Offshore Island Gambling Law that a local referendum(11) is to be conducted in line with(12) the Referendum Act before casinos can be opened on offshore islands. The referendum result should have over half of the valid votes approving opening of casinos. Moreover, the number of people who cast their votes on this issue does not have to meet the threshold(13) of 50% of the total eligible(14) voters in a county/city. In other words, there is no threshold. Dadan, Erdan Islands大、二膽
The original name of "Dadan" (phonetically similar to 'boldness' in Chinese) island was "Da-dang" (phonetically similar to 'burden' in Chinese).(註1) When Chiang Jing-guo, the late President of the R.O.C., served as the Director of the General Political Warfare Department, he inspected Da-dang in 1951 and encouraged soldiers with the words " With 'boldness' you are bound with the 'burden' of national recovery."(註2) So the name "Da-dang" was changed into "Dadan". Up to the present day, Dadan Island is still renowned(註3) for its reputation as "Boldness upon burden, a never abandoned islet." 大膽島原名大擔,民國四十年(西元1951年)總政戰部主任蔣經國視察大擔時,為了勉勵官兵:「大膽者,方能負起反攻復國之大擔」,因此,將「大擔」改名為「大膽」。沿用至今,大膽島亦有「大膽擔大擔,島孤人不孤」之名號。 On July 27th, 1950, the Communist soldiers began to fire at Dadan Island from Baish Battery, Sitou, Tatou, and Uyu of the mainland. About four hours later, approximately 700 soldiers set sail from Xiamen Harbor and landed on the east and the west sides of Dadan. The battle occurred during a typhoon at night, and the failure of military communication put our soldiers in jeopardy.(註4) After fighting a hard and brave resistance, in one day our military captured over 200 enemy soldiers with just the manpower of two companies(註5) and a half. The rest of the enemies were either dead or wounded, and most of them had drowned in the sea. Water Supply From Mainland: County Magistrate Li Anticipates Central Government's Project Finalization
大陸引水李縣長盼中央早日定案 經濟部水利署第八河川局局長何建旺,三月三十一日拜會縣長李炷烽,雙方除了研商金沙水庫週邊低窪地區水患問題外,李縣長也提及有關「大陸引水」計劃,希望中央摒棄形式主義,早日拍板定案,以一勞永逸解決金門水荒問題。 金沙水庫周邊窪地經常是遇雨成災,縣政府召開金沙溪排水系統規劃協調會,經濟部水利署第八河川局局長何建旺到場指導。 李縣長極力爭取把金沙溪排水系統改善列入治水計畫,徹底解決金沙水庫週邊低窪地區水患問題。據了解,有關「大陸引水」計劃,目前刻由行政院審議中,中央可能考量納入兩會協商,但截至目前是否由兩會出面協商,政策仍未定案;李縣長也特別提出金門對供水需求,希望中央早日核定並付諸實行。 Ho Jian-Wang, director of the Eighth River Management Office of Water Resources Agency, Ministry of Economic Affairs, visited Kinmen County Magistrate Li Zhu Feng on March 31.(註1) The parties discussed flooding problems of the lowlands(註2) around Jinsha Dem, and Magistrate Li brought up(註3) the "Water Supply from Mainland" project, urging the central government to free itself of the bondage of formalism(註4) and finalize the proposal as soon as possible so the water supply shortage could be solved once and for all. (註5)The areas surrounding Jinsha Dem are often inundated(註6) after rains. The County Government convened(註7) the Jinsha River drainage system planning coordination meeting, and Ho Jian-Wang, director of the Eighth River Management Office, was present to give directions. Magistrate Li has spared no effort(註8) in his attempt to include Jinsha River drainage system improvement in the flood prevention program in order to uproot(註9) inundation problems of the lowlands around Jinsha Dem. The "Water Supply from Mainland" project is being reviewed by the Executive Yuan. It is likely that the central government may incorporate(註10) the issue in the talks between Straits Exchange Foundation and Association for Relations Across the Taiwan Straits. 金門觀光英文解說參考手冊─戰役篇馬山觀測站 Mashan Observation Post (Battles) Situated(註1) on the northern tip of Kinmen island, Mashan Observation Post is the nearest sightseeing point to the mainland. The distance between Kinmen and Jiaoyu is 2,100 meters at the flood tide(註2), but merely 1,800 meters at the ebb tide, making it the best spot to view the mainland. It used to be a militarily restricted area(註3) in early days, and has now been opened to tourists after the lifting of martial law.(註4) 馬山觀測站位於金門島最北端,是金門本島與大陸最近的一個觀光據點。馬山觀測站距離大陸角嶼只有二千一百公尺,退潮後,更只有一千八百公尺,是觀測大陸沿岸最佳之據點。早年為軍事禁區,解嚴後,已開放讓民眾參觀。 The underground tunnel in the observation post measures 174m in length and leads to a bunker where tourists can walk to and enjoy the scene of the mainland. In the bunker there are three high-powered binoculars(註5) that you can use to observe Jiaoyu, Daden, and Siaoden islets of the mainland more closely and enjoy the coastal scenery. The "Mashan Broadcasting Post" beside the observation post was a forefront(註6) for propaganda(註7) to the enemy in the old days. 觀測站的地下坑道全長一百七十四公尺,遊客走過長長的戰備坑道,可從碉堡內瞭望對岸。走到最底,還有三座高倍望遠鏡,可以更清楚的看到大陸的角嶼、大嶝、小嶝諸島的沿海風光,一睹對岸生活情況。觀測站旁邊的「馬山播音站」,是當年對大陸心戰喊話的前哨站。 Tourist: What was the purpose of this tunnel? 遊客:這個坑道是作什麼用的? Guide: This was the army's tunnel for war preparedness. Walking through the long tunnel, you can see the mainland on the opposite side. This is the nearest post to the mainland, so this tunnel was also called "The First Post of the World." 導遊:這是陸軍的戰備坑道。通過長長的坑道,就可以看見對岸大陸。這裡是最接近大陸的哨站,所以,這個坑道也稱為「天下第一哨」。 Tourist: Too bad! I left my binoculars in the car. 遊客:真是糟糕!我把隨身攜帶的望遠鏡放在遊覽車上了。 Guide: Don't worry. It is sunny today, and you can still see the mainland without binoculars. Besides, there are auxiliary(註8) binoculars in the bunker at the end of the tunnel. You can see the mainland perfectly from there. 導遊:別緊張。今天天氣晴朗、陽光普照,就算沒有望遠鏡的輔助,依然可以用肉眼看到大陸河山。何況坑道最底處的碉堡內有望遠鏡,對岸的人物、環境可看得一清二楚。 Tourist: Really! How much do I pay? 遊客:真好。要不要付錢呢? Guide: They're free. The binoculars are provided by the military, so there is no extra charge. You just have to stand in line and use them. 導遊:是免費的。碉堡內的望遠鏡是由軍方提供的,所以不用支付任何額外的費用,只要按照秩序、排隊觀賞即可。 Tourist: I will do that. Are there any other regulations we have to obey? 遊客:我一定會遵守規定的,還有其他要特別注意的事項嗎? Guide: Yes, there are. "No Smoking," and "Keep the Air Pure in the Tunnel." 導遊:有的。為了保持坑道良好的空氣品質,在坑道內是『禁煙』的。 Tourist: Oh, we passed a red door just now. What is that for? 遊客:對了,剛才經過一個紅色的門,裡面是什麼? Guide: It leads to "Mashan Broadcasting Post." It was used as a propaganda post before, and from there they would broadcast to the enemy with huge speakers. Now that there is no more war, it functions just as a stand for broadcasting news and popular music. 導遊:那個是「馬山播音站」。以前打仗時,利用巨型喇叭播音,對共軍心戰喊話。現在不打仗了,只是播放新聞及流行歌曲。 Tourist: Are you taking us there? 遊客:等一下會帶我們去參觀嗎? 金門觀光英文解說參考手冊─戰役篇 (Battles)北山古洋樓 Guningtou can be divided into three villages, namely, Nanshan, Beishan, and Liencu. The house located at the entrance of Beishan village is called Beishan Old Western Style House, and its owner is Mr. Lee, an overseas Chinese businessman. During the Guningtou Battle (in 1949), some of the communist soldiers landed on Kinmen and circled around Nanshan and Beishan villages before they launched a street battle with our soldiers. This old house bore the brunt(註1) of the attack and was used as the command post of the communist military. Later on, our soldiers unleashed(註2) a counterattack, raided(註3) throughout the village and successfully captured the fleeing invaders(註4). 古寧頭可以分為南山村、北山村和林厝村,而位於北山村口的古洋樓即稱為北山古洋樓,是李姓華僑的房子。民國三十八年(西元1949年)古寧頭戰役期間,有一部分登上金門島的共軍在南山村和北山村一帶流竄,與國軍展開激烈的巷戰。這幢洋樓首當其衝,並且成為共軍的指揮所。後來,國軍展開反擊,並對全村掃蕩,雙方火拼不斷,最後才將登陸島上的共軍俘虜。 Now the numerous imposing(註5) bullet holes in the walls vividly remind people of(註6) the harsh engagement(註7). In 1986, the Kinmen County Government decided to keep the house its original condition, built a special walkway and set up a battle monument that provides a memorial from generation to generation. 現在從洋樓牆壁上無數顯眼的戰鬥彈痕,不難讓人想像當時戰況的激烈。民國七十五年(西元1986年)金門縣政府為了保持洋樓之原貌,特在屋外舖設參觀步道,並建北山村大戰紀念碑一座,以供後人憑弔。 Tourist: What caused the holes in the walls of the house? 遊客:這幢洋樓牆上的坑洞是什麼東西造成的? Guide: They were caused by the Gunningtou battle. When the battle was happening, the communist soldiers landed on Kinmen and poured(註8) into the Nanshan and Beishan villages. Since this Old Western House is located right at the entrance of Beishan village, it happened to be the first target struck, and thus it became the makeshift(註9) command post of the enemy. 導遊:這是古寧頭大戰留下來的遺跡。發生大戰的時候,共軍登陸上岸,並且攻到古寧頭的南山村和北山村一帶。此洋樓剛好位於北山村口,因而首當其衝,成為共軍的臨時指揮所。 Tourist: I think it was because of its height that the Old Western House became the enemy's command post, isn't that true? 遊客:我覺得洋樓會成為指揮所,好像是因為它的高度較一般房子還要高? Guide: Yes. Compared to the traditional Fujian-styled old houses in Kinmen, this house is much taller. Generally, the traditional Fujian-styled buildings are flat houses, but this western style house has two floors Therefore, the enemy took advantage of its height to maintain military control of the surroundings. 導遊:是的。比起金門傳統的閩南式建築,這幢古洋樓是高了許多。傳統的閩南式建築大多是一層樓高,此幢洋樓有二層樓高。所以,共軍是利用登高遠望以掌握周遭的情勢。 Tourist: Were they successful? 遊客:他們成功了嗎? Guide: Of course not. Our military fighters unleashed a massive retaliation(註10) in front of the house and scored a big K.O. (註11). The battle successfully changed the situation and kept Taiwan and Penghu in safety. 導遊:當然沒有。國軍在洋樓前展開全面的反擊,把共軍打得全軍覆沒。成功的逆轉了反共的局勢,也確保了台澎的安全。 Tourist: The morale(註12) of your soldiers was admirable. 遊客:戰士們奮戰的精神令人感佩。 Guide: That's true. The bullet holes on the wall alone tell the story. 金門觀光英文解說參考手冊─戰役篇 (Battles)Zhaishan Tunnel 翟山坑道 Zhaishan Tunnel was dug in 1961, because of the war needs. Located at southeast of Gugang village, Jincheng township, it was once called "Damaoshan Tunnel". The main function of the tunnel was to provide the military boats a waterway for supplying goods to the wharf(註1) inside the tunnel. The construction of the tunnel took about 5 years, and was finished in 1966. After its completion, the tunnel was garrisoned(註2) by the second battalion(註3) of the navy. However, the tunnel became silted(註4) with sand and its war preparedness was diminished(註5). It was discarded(註6) in 1986. Kinmen National Park took over the tunnel from the hands of the Kinmen Defense Command and opened it to tourists in 1997. 民國五十年(西元1961年)因為戰爭需要而開挖的翟山坑道,原名大帽山坑道,位於金城鎮古崗村的東南方。坑道的作用是提供登陸小艇在內迴轉運補之用,並且設有停靠碼頭。打造坑道一共花了五年的時間,在民國五十五年(西元1966年)落成。完工後,由海軍海灘總隊第二大隊駐守,但因為泥沙淤積與戰備功能減退,在民國七十五年(西元1986年)廢棄。民國八十六年(西元1997年)由金門防衛司令部正式移交給金門國家公園,作為觀光之用途。 The tunnel is an A-shaped waterway functioning for war preparedness. It measures approximately 375m in length, 11.5m in width, and 8m in height. It can accommodate 42 military boats beside the wharf. When you enter the tunnel, you can't resist feeling the tunnel's attraction. The chiseled(註7) features of the granite rocks and the spattering(註8) sound of the wave suddenly carve(註9) an amazing picture in your mind. 翟山坑道是一個『A』字型的戰備水道,全長大約是三百七十五公尺,寬約十一點五公尺,高約是八公尺,可以停靠四十二艘小艇。遊客一進入坑道馬上可以感受到坑道散發的吸引力,從花崗岩上挖洞的痕跡、坑道外的浪濤聲,可以瞭解工程是如此的不可思議。 Tourist: The tunnel feels safe and sound. What kind of rock is it? 遊客:坑道裡面感覺很堅固,是什麼岩石? Tour Guide: It's carved into a bedrock of granite gneiss. It's also Kinmen's primary rock formation. 導遊:是花崗片麻岩,這種岩石也是金門主要的地質之一。 Tourist: Wow!The tunnel is well-ventilated(註10) inside. I feel cool and comfortable. 遊客:哇!坑道裡面通風很好,感覺很涼快、很舒服。 Tour Guide: Absolutely! The tunnel has the characteristic of being warm in winter, while cool in summer. 導遊:的確是有『冬暖夏涼』的特性。 Tourist: Sounds interesting. But it's a little different from other tunnels, isn't it? Are there any other features of the tunnel? 遊客:真有趣!這個坑道好像跟其他的坑道有些不一樣。有什麼其他的特色嗎? Tour Guide: Yes, there are. One of the most unique features is that the tunnel is divided into a walkway and a waterway, unlike most of the other tunnels in Kinmen. 導遊:最重要的是這坑道是由坑道和水道兩部份所組成的。和其他坑道不同的是,這是個有水道的坑道。 Tourist: Are there any other tunnels like this in Kinmen ? 遊客:有水道的坑道的只有這一個嗎? Tour Guide: More than one. There is another one like this on the list of scenic sites opened to tourists. It is on Little Kinmen, and is known as " Siwuei Tunnel " or " Jiougueng Tunnel." 導遊:不止。目前在金門開放的觀光景點之中,具有陸道和水道合一的坑道,還有一個是在小金門,叫做『四維坑道』,又名『九宮坑道』。 Tourist: Are there any rules about using the tunnel? 遊客:坑道內有沒有要遵守的規定呢? Tour Guide: Yes. No food, water, or littering are permitted, because the waterway opens to the sea, so it could be polluted if you threw garbage into the water. 導遊:有的。進入坑道內不可攜帶食物和水,更不可亂丟垃圾。因為坑道連水道,如果遊客吃完東西,隨手將垃圾丟進水道內,會造成水域的汙染。 Tourist: I see. I will follow the rules. 遊客:我知道了,我一定會遵守規定。 Tour Guide: Oh, I'd like to let you know a good place where you can take a nice picture . You can walk all the way to the end of the tunnel. There you will have enough light to take a snapshot(註11) of the whole grand tunnel. 金門觀光英文解說參考手冊─戰役篇 (Battles) August 23rd Artillery Battle Museum 八二三戰史館 The August 23rd Artillery Battle Museum is on the eastern part of Kinmen island, by the side of Banyan Park of Sihuen village, Jinhu township. It was completed in 1988, on the 30th anniversary of the "August 23rd Artillery Battle". It looks stately(註一) with white walls, red columns and green glass tiles. 八二三戰史館位於金門的東半島,金湖鎮西洪村榕園的旁邊。戰史館在八二三砲戰第三十週年完工(民國七十七年,西元1988年)。外觀為白牆、紅柱、琉璃翠瓦,非常莊嚴。 Displayed outside the museum are jet fighters, tanks and cannons used during the battles. In the museum there are historical documents of the battle, military intelligence data, and reports of battle status, all reflecting the details and the causes and effects of the battle relevant to the present time. The museum serves as a historical record. One of the newly completed facilities inside the museum provides the tourists with moving experiences of the war. They can feel the fierceness(註二) and sadness of the war. Meanwhile, they are brought into the presence of the lively(註三) bombardment and they get to understand the violence of the artillery battle. 八二三戰史館外面兩側,陳列著曾經參與戰役的戰鬥機、戰車、加農砲等。館內收藏戰史、軍情、戰況等文獻,詳實記錄著戰役發生的原因和情況,以及其對後世的影響,是一座可以為歷史留下見證的紀念館。新完成的「震撼教育體驗」讓遊客感受到戰爭的激烈和悲壯,同時,也可體驗砲戰發生的實況,進一步置身其中,瞭解當時戰役的慘烈。 Tour Guide: You have to understand a bit about the history of the battle before you step into the museum. 導遊:在參觀這個紀念館之前,要先瞭解一下有關八二三砲戰的歷史。 Tourist: Surely we do. 遊客:一定要的呀! Tour Guide: The artillery battle occurred at 6:30P.M., August. 23rd, 1958. The Chinese communist's military focused 342 cannons of various kinds and shelled Kinmen for two consecutive(註四) hours. The artillery shells totaled about 57,500. Our ar tillerymen fought back, too. 導遊:八二三大戰是發生在民國四十七年(西元1958年)八月二十三日下午六點三十分。共軍集中各型火砲共有三百四十二門,朝金門發射。連續兩個小時大約發射五萬七千五百餘發砲彈。我軍也以火砲加以反擊。 Tourist: How long did they fight with each other? 遊客:雙方火拼多久? Tour Guide: Forty-four days in all. The Chinese communists fired a total of 478,911 artillery shells. At that time, it could be said that everyone had heard of "Kinmen", because the artillery sounded the alarm.(註五) 導遊:前後共四十四天,大陸共軍砲火向金門群島發射了四十七萬四千九百十一發砲彈。那時,可說沒有人不知道「金門」這個地方,正是「八二三」砲戰把金門打響了。 Tourist: Under such circumstances, Kinmen was a very dangerous place, wasn't it? How was Kinmen able to survive? 遊客:在這情況下,金門不就非常危險!怎麼還生存得下來? Guide: Yes. Not only were the airport and the harbor both destroyed by artillery shells, but also all supplies from the air and the sea were cut off. Thanks to(註六) their perseverance, (註七) soldiers and civilians did survive the disaster. 導遊:是啊。當時強烈的砲火不但轟炸機場、碼頭還斷絕海空運補。但是軍民還是堅苦卓絕,度過災難。 Tourist: Did any other countries help Kinmen ? 遊客:難道都沒有其他國家來救援嗎? Tour Guide: Yes, the American military sent warships to cruise in the Taiwan Straits to help, and they played a remarkable(註八) role in stabilizing the whole situation. 導遊:有啊。美國軍方派遣軍艦到台灣海峽協防,對於穩住戰局扮演了相當重要的角色。 Tourist: The "August 23rd Artillery Battle" must have meant a lot to Kinmen. 遊客:「八二三大戰」對金門一定具有重大的歷史意義! Tour Guide: Yes, you bet! Kinmen is considered the first line of Taiwan's defense. The victory has altered the history of Kinmen, changed the fate of both sides, and has offered Taiwan a firm platform for future development. By the way, after the war, local people collected artillery shells and sold them to knife factories, making the so-called "Kinmen Artillery Shell Knives" so famous and popular. 導遊:一點都沒錯。金門被視為台海的第一道安全防線。八二三砲戰的勝利,扭轉了金門的歷史,改變了兩岸的局勢,同時,也讓台灣穩定發展。值得一提的是,砲戰結束後,百姓蒐集砲彈片賣給菜刀工廠,打造了聞名的金門「砲彈菜刀」。 Tourist: Are you going to show us how the "Kinmen Artillery Shell Knives" are made? 遊客:妳會帶我們去參觀砲彈製作的菜刀嗎? He was the defense minister at the time. Displayed in the memorial museum are his relics, pictures, and medals of honor from abroad. 金門觀光英文解說參考手冊─戰役篇 (Battles) Guningtou Battle Museum 古寧頭戰史館 In memory of the Guningtou Battle that began at 2:00A.M. on Oct.25th, 1949, Guningtou Battle Museum was begun in 1983 and finished in the following year. It is located on the former battlefield. 「古寧頭戰史館」是為了紀念民國三十八年(西元1949年)十月二十五日凌晨二點鐘發生的古寧頭戰役,於民國七十二年(西元1983年)興建,民國七十三年(西元1984年)完成。地點在當年發生古寧頭大戰的古戰場。 The appearance of the museum is magnificent. It imitates the appearance of an old-fashioned castle. The sculptures on both sides of the main gate celebrate our soldiers」 bravery and glory during the war. On both grassland sides are displayed M5A1-shaped tanks named the 『Bear of Kinmen』 that lit up(註一) the battlefield in those times. Inside there are 14 oil paintings that depict(註二) the battle scenes. Also displayed are the war history, trophies(註三), documents, as well as the pictures of the commanding officers of the war. Can you tell me about them? 遊客:我知道金門有發生過幾個世界聞名的戰爭,可以告訴我嗎? Tour Guide: In 1949, the Chinese Communist」s army took advantage of(註四) the darkness of night and landed in Kinmen. The battle was launched thereafter and lasted for 56 hours, or about 3 days and 3 nights. Finally, our military captured over 7,000 POWs(註五) and confiscated(註六) lots of weapons. Kinmen was a battlefield, and its tourism industry started late and lagged behind, but its profound cultural resources and precious war history could not be ignored. Therefore, the government of Kinmen has been constantly focused on culture and tourism development, and one of the policies I have been making efforts to implement since my tenure of office is to "make Kinmen known on both sides of the Strait, and to move towards the global community". The way of making Kinmen connected with the global community lies feasibly and practically in the development of the tourism industry. Thus an in-depth English guidebook of Kinmen tourism is necessary for foreigners. For this reason, Kinmen County Government purposely invited professors of National Kinmen Institute of Technology to write this book for those who would like to know more about Kinmen, and they are likely to love Kinmen more after reading it. This English-Chinese guidebook focuses upon and systematically sorts out all of the tourism resources in Kinmen to suit the readers' need. The book can also contribute to the development of Kinmen tourism industry as well as to the promotion of Kinmen internationally. Besides that, the book is presented in the form of a series of dialogues between a tourist and a tour guide. Anyone who makes good use of this guidebook can both be a good promoter of Kinmen tourism and an informal participant in foreign service. During the twentieth year in the reign of Emperor Hong Wu in the Ming dynasty (1387A.D.), Jhou Teh-shing, Marquis(註1) of Jianghsia established a one-thousand-household garrison(註2) at Old Jincheng to defend this island. The name of Kinmen ("Gateway Fortress") was given because the island was considered impregnable(註3) and safe, a fortified fortress that could serve as a gateway for navigational routes. In 1915, Kinmen became a full-fledged(註4) autonomous county. 金門舊時稱為浯洲、仙洲、浯江、滄浯等。後來明太祖洪武 20 年(西元 1387年),江夏侯周德興在島上(現在的舊金城) 置守禦千戶所,築城設寨。並且,因為島上的地勢「固若金湯,雄鎮海門」,所以取名為「金門城」。民國四年(西元1915年),金門始設縣治。 Kinmen is an historical island, and is full of human and natural resources. It has 15 additional islands, including the largest secondary island, Lieyu (Little Kinmen), Dadan, and Erdan islets, etc., with a total area of about 150.456 square meters. Kinmen has five administrative townships, namely Jincheng, Jinhu, Jinsha, Jinning, and Lieyu. Its population is approximately 60,000. 金門是一個歷史悠久的小島,島上有豐富的人文資源和自然資源。目前總面積約為150.456平方公里,包括金門本島、烈嶼(小金門)、大膽、二膽等共有十五個大小島嶼。在行政區域上區分為金城鎮、金湖鎮、金沙鎮、金寧鄉、烈嶼鄉等五個鄉鎮,現有人口近60,000人。 Located to the west of the Taiwan Strait and at the Jiulong River estuary(註5) off the coast of Xiamen, Kinmen is strategically important. Because of its position, Kinmen has experienced many battles in history. In October of 1937, Kinmen was occupied by the Japanese military, and didn't recover from the enemy until 1945 when the ROC won the Anti-Japanese war. In 1949, the Nationalist army retreated from mainland China and was stationed in Kinmen. On October 25th of the same year, a battle occurred at Guningtou. The ensuing(註6) battles that occurred in Kinmen include the Dadan & Erdan Battle in 1950, the September 3rd Battle in 1954, and the August 23rd Artillery Battle in 1958. Fortunately, Kinmen has survived many battles and become an internationally famous island. 金門位於台灣海峽以西、廈門沿海的九龍江口外。由於戰略位置重要,在這小小的島嶼上,曾經受到幾次戰役的洗禮。民國二十六年(西元1937年)十月金門淪陷於日本,直到民國三十四年(西元1945年)抗日戰爭勝利後,金門才回歸祖國。民國三十八年(西元1949年)國軍從大陸撤退後,即駐守金門,同年十月二十五日發生古寧頭大戰;民國三十九年(西元1950年)發生大二膽戰役;民國四十三年(西元1954年)有九三砲戰;民國四十七年(西元1958年)則發生八二三砲戰等。所幸經歷這麼多的戰爭,金門仍然屹力不搖,並且成為舉世聞名的小島。 The traditional southern Fujian architecture is one of the features in Kinmen. Besides that, the combination of Chinese and Western style houses is another. Those houses built by early residents of Kinmen who had made a fortune doing business in the Southeast Asian countries still remain examples of stylish southern Fujian architecture, even if they are blended in with a foreign flavor. 金門的閩南傳統建築是島上的特色之一;此外,中西合璧的洋樓亦是金門建築的另一項特色。由金門早期先民到南洋一帶經商致富返鄉所建造的洋房,除了保留閩南建築風格外,還融合了南洋的風味。 Kinmen has a subtropical climate. After the middle of September of each year, the northeastern monsoon(註7) wind strengthens and blows to Kinmen. Not until April of the following year does the wind change its direction to come from the southwest. With the blowing of the southwestern wind in April, Kinmen usually hides itself in the midst of mist and fog. The four seasons of Kinmen are very clear, and the months with an average temperature above 20 degrees Celsius total six, from May through October. The yearly precipitation(註8) of Kinmen measures as low as 1,000 millimeters or so. Since there is not any river here, a lot of lakes and dams have been dug and built during the past ten years to meet the residents' demand for water. The basal rocks of Kinmen are of granite-gneiss(註9) formation, and the highest mountain on the island is Taiwu Mountain, at an elevation(註10) of 253 meters above sea level. 戰地金門漆彈挑戰賽優勝出列 The "2008 Battleground Kinmen Paintball Challenge" ended successfully after the final round held at Jiacun Barrack on December 7 came to a close. Ten teams (in total almost 100 contestants) took part in the challenge and National Kinmen Institute of Technology Freemen Team (Sports and Recreation Department) emerged as the champion, with Wireless KINMEN BEST NETWORK and KMIT Island Recreation Resource Development Institute becoming the 1st and 2nd runner-up respectively. 「2008戰地金門漆彈挑戰賽」於十二月七日假賈村營區展開決賽後落幕,共有十隊近百人參賽,戰績由金大自由人隊(運動與休閒系)封王、中華金廈聯網獲得亞軍、金大島嶼休閒資源發展研究所獲得季軍 。 The event was organized by Kinmen County Government, hosted by the Paintball Sports Committee of Kinmen Sports Association and assisted by the KMIT and Kinmen County Stadium. The opening ceremony was jointly hosted by Kinmen Sports Association Paintball Sports Committee Chairman Hsu Yu-chao and KMIT President Lee Chin-chen. Several guests of honor including Kinmen County Stadium Director Hsu Huan-sheng and Kinmen County Sports Association Secretary Hsin Lei-ta cheered for contestants and the event ended when KMIT Dean of Student Affairs Tung Shen and Staff of Chief Lin Pen-yuan presented the awards to the winning teams in the afternoon. 這項由金門縣政府主辦、金門體育會漆彈運動委員會承辦、國立金門技術學院與金門縣立體育場協辦的賽會,係由金門體育會漆彈運動委員會主委許玉昭與國立金門技術學院李金振校長共同主持開幕,金門縣立體育場許換生場長、金門體育會辛雷達秘書長等貴賓到場加油打氣,下午則由國立金門技術學院董燊學務長和林本源總幹事代表頒獎績優單位圓滿結束活動。 Kinmen Sports Association Paintball Sports Committee Chairman Hsu Yu-chao (who is concurrently also the deputy speaker of Kinmen County Council) pointed out that the 2008 Battleground Kinmen Paintball Challenge not only has incorporated the standardized tournament format that has been widely popular abroad, but also features Kinmen's unique battleground culture so as to achieve the perfect combination of paintball sports in an old military barracks setting. In order to enter the site, contestants had to cover a meandering path under the shade of densely populated trees. As they came upon the gates of the barracks, the sentry box of the barracks greeted the visitors. Once the teams make it into the barracks, they were treated to the sight of dozens of tanks parked to their left. Not only that, the barrack's living quarters, pillboxes and command center were still intact. To create the most authentic battleground for paintball tournament in such a realistic setting, Kinmen is undoubtedly the most suitable location. 金門體育會漆彈運動委員會主委(縣議會副議長)許玉昭表示,此次的漆彈挑戰賽不但以國內外盛行的標準式賽制為基準,更結合金門在地特有的戰地文化,使漆彈運動與舊式營區做到最佳的結合,要進入營區前,必須先經過蜿蜒小道,隨即迎面而來的高樹密林,見到營區的大門時,仍保留著衛兵所用的哨亭,一進到營區,左手邊便停著數十台戰車,營區裡更是有保留完整的房舍、碉堡與指揮部,在這樣的環境佈置出最流行的漆彈場地,除了金門,應是無第二個地方了。 As the tournament went on, we were surprised to learn from the competing players that the schedule, format and equipment/peripherals provided by the organizers were simply way beyond what they have anticipated. For players who have taken part in paintball tournaments elsewhere, they were expecting the organizer to choose the living quarters in the barracks as the battleground in order to provide sufficient cover. They were pleasantly surprised to find out that the preparation of the game venue not only offered authentic battleground touches and excitement but also took safety and challenge into consideration. The organizers have gone at great lengths to make sure that contestants could experience professional venue planning and tournament arrangements that are on par with major paintball events organized abroad. In the preliminary round-robin, every team will have the opportunity to compete against four other teams. Not only that, the organizer has provided 120 rounds of ammunition for every contestant to ensure that everyone gets sufficient firepower. Should contestants require more rounds, the tournament also allows players to purchase additional rounds so that competing teams can truly indulge in the excitement of paintball sport while flexibly adjust their tactics when facing different teams. The planning and arrangement of 2008 Battleground Kinmen Paintball Challenge not only offers adrenaline-pumping excitement and safety but also made sure that the tournament would be easy on the contestants' pockets. 賽程進行中,我們由許多次參加挑戰賽的選手們得知,這次漆彈挑戰賽之賽程、賽制與大會供應的裝備和器具,實在完全超出原先所預期,以前有參加過漆彈賽的選手們,人人都以為會如往常一樣,以營區內之房舍作為賽場與掩體,沒想到此次的賽場佈置能不失戰地風情與刺激並同時顧及安全性與挑戰性,更能讓其體驗到與國內外相差無幾之場地規劃與賽制安排,且光於預賽之循環賽制中,每組至少就能與不同的四個隊伍互相攻防交戰,光大會所提供之基本的子彈數,每人就高達120發,再加上能自行增購子彈之賽制,在能盡情體驗漆彈運動之餘,更能因每隊不同之戰術風格,作最大的調整,如此的規劃與安排,不但是刺激又安全,更是經濟又實惠。
