首屆兩岸大專盃帆船賽在金廈海域競技   The first Cross-strait College Cup Regatta (1) was held on April 5th.  A total of 15 schools, 19 teams and 114 students from mainland and Taiwan participated in the competition which crossed the strait and ended at the Hou Feng Gang at Shui Tou Harbor, Kinmen, with Xiamen University taking first place.  　 2011年第1屆海峽兩岸大專盃重型帆船錦標賽5日登場，兩岸15所學校、19隊114名選手首度揚帆穿越金廈海域，抵達第一階段的終點水頭灣后豐港，由廈門大學拿下第1。   Following the "Swim Across Kinmen-Xiamen Strait", Kinmen and Xiamen once again cooperated together to bring a successful challenge to young students on both sides of the Strait.  This was the first time in 62 years that a regatta has been held between Taiwan and mainland China, and those participating in it were eager to share in the excitement.  Xiamen City Vice Mayor Pan, Shi-Jian (潘世建) and Xiamen University's Vice-President Zhang, Yin (張穎) personally attended the regatta, and witnessed the new page in cross-strait athletic exchange.  　 這是繼泳渡金廈海域之後，金廈再次攜手合作，由兩岸青年學子成功挑戰金廈海域的另一項壯舉。能為兩岸隔絕62年來首度的帆船競賽寫下紀錄，參賽選手心情很興奮。廈門市副市長潘世建、廈門大學副校長張穎親自駕船參與，全程見證兩岸體育交流新頁。   Kinmen County Magistrate Li, Wo-Shi and his wife, together with directors of related bureaus, accompanied by Dong, Shen (董燊), the Dean of Student Affairs, NQU, received the participating boat teams and vessels at the Shui Tou Harbor.  Magistrate Li emphasized the beauty of the sea area between Kinmen and Xiamen, and noted that two sessions of the Cross-strait Swimming events had been held.  It is meaningful for local governments on both sides to cooperate together to hold this regatta promoting cross-strait youth exchange.  He emphasized that yacht (2) and sailing represent an important image of the city, and expressed his gratitude towards Xiamen Municipal Government for their cooperation.  Magistrate Li is also hoping to cooperate with Xiamen to develop marine leisure activities and to promote sports exchange, thus contributing to the prosperity of tourism industry.  金門縣長李沃士伉儷特別帶領縣府主管，偕同金門大學學務長董燊等人在水頭港迎接參賽船隊。李縣長指出，金廈海域非常美麗，過去兩岸已連續舉辦2屆的泳渡金廈海域活動，這次再度舉辦帆船賽，讓兩岸大專青年有機會駕馭重型帆船穿梭金廈海域，促進兩岸青年的交流，相當有意義。他強調，遊艇、帆船運動是代表城市的重要形象，他感謝廈門市政府的合作，期盼金廈攜手開發海洋休閒運動，促進體育交流，帶動觀光發展。   In the first phase of this competition, total scores put Xiamen University in first place, followed by Ji Mei University in second, and Xiamen University of Technology in third place.  Aletheia University was the first Taiwan university to place, followed by National Kaoshiung Maritime University, with National Quemoy University placing third.  The competition course was 17,178 meters each way.  On the morning of the 6th, the second phase of the competition commenced, starting from Shui Tou Harbor and ending at Xiamen's Wu Yuan Bay.  　 這項比賽第1階段總成績是由對岸包辦前3名，依序是廈門大學，集美大學與廈門理工學院。台灣地區第一名是真理大學。第二名國立高雄海洋大學。第三名國立金門大學。該項比賽單向賽程長達1萬7178公尺。第二階段於6日上午從水頭灣啟航，終點為廈門五緣灣。   【註解】   ●1. regatta-(n)帆船大賽。   ●2. yacht-(n)快艇；遊艇。 本文摘譯、改寫自《金門日報》2011年4月6日報導

交通部已擬訂博弈專法草案   According to the draft gambling law which was recently completed by MOTC, the operation of a gambling industry will only be allowed with the integration of tourist resorts on outlying islands.  The MOTC will start holding presentations in Kinmen, Matsu, and the Penghu islands on April 15, April 22, and May 6 respectively.  The draft will be presented to legislators for review and approval in September.   交通部已完成「博弈專法草案」，規定博奕事業只能設在離島渡假村。交通部預定在四月十五日、二十二日及五月六日，分別在金門、馬祖及澎湖舉辦說明會，預定九月法案可送立法院審議。   The government will apply a special tax rate to the investors, according to the draft bill.  However, the special tax rate will be set between 5 percent and 15 percent, far lower than the rates of 30 percent in Macau and 17 percent in Singapore.  According to the explanation by MOTC, this will be the major competitive advantage of the outlying islands of Taiwan in attracting gaming investors. 　 根據「博弈專法草案」，政府將對投資者徵收特別稅，稅率為百分之五到百分之十五，遠低於澳門的百分之三十九及新加坡的百分之十七，交通部認為會比澳門、新加坡更具吸引力。   MOTC plans to issue at least two licenses to qualified investors in order to create a positive competing environment.  It also states clearly in the draft that there won't be a second issuing of the licenses during the next 15 years. 　 交通部表示，基於良性競爭考量，台灣的博弈執照至少二張，博弈專法草案也明訂十五年內不再開放第二次。   According to "Offshore Islands Development Act", the operation of a gambling industry is only allowed on offshore islands.  It is hoped that the establishment of gambling industry can be used to stimulate tourism.  The draft gambling law also issues constraints restricting the establishment of a casino as an integrated part of international tourist resorts. 　 而根據離島建設條例，博弈只能設在離島，用意是藉由小型的博弈帶動觀光，博弈專法草案也規範博弈遊戲場只能附設在國際觀光渡假區。 本文摘譯、改寫自《金門日報》2011年4月2日報導

太武山出土殘碑 送胡璉紀念館暫存   During the rebuilding and landscaping procedures at Mount Tai Wu's Hai Yin Temple, one 400 kilogram stone tablet was unearthed (1).  Based on archaeological (2) data, this monument was erected (3) by General Liu, Ding-Han (劉鼎漢) to commemorate those brave soldiers of the Eleventh Division who died during the Da Deng Island Campaign and Guningtou Battle.  Sixty years have elapsed (4) since the monument was originally erected.  　 太武山海印寺進行整建及環境美化時，有一塊重約400公斤的殘碑出土，根據考證，是劉鼎漢將軍為紀念十一師在大嶝島戰役及古寧頭戰役中殉國英烈的墓誌銘。立碑的時間距今已有六十多年。   After news of the unearthed monument hit the papers (5), General Liu, Ding Han's grandson, Liu, Guo-Qing (劉國青), made a phone call from Taipei explaining the origin of the relic.  General Liu's heir (6) was Liu, Li-Ping (劉力平).  The father-son pair, Liu, Li-Ping and Liu, Guo-Qing was able to find answers regarding the origin of the monument after checking and discussing documents and diaries left behind by Liu, Ding Han.  The monument was originally made to honor the brave soldiers of the Eleventh Division who sacrificed their lives for their country at Da Deng Island, and the Battle of Guningtou.  　 殘碑出土的消息見報之後，劉鼎漢將軍的嫡孫劉國青，由臺北來電向本報說明殘碑的來源。劉鼎漢將軍的哲嗣是劉力平；劉力平與劉國青父子翻查劉鼎漢遺留的文獻及日記，經過討論後，找到了答案。碑石原本是用來紀念十一師參與大嶝島戰役及古寧頭戰役為國捐軀的伙伴們所做的墓誌銘。   After news reports, the Kinmen Defense Command shipped the monument relic to the General Hu, Lian's Memorial at Ming-de Park in Taiwu Mountain for temporary conservation. 　  經新聞報導之後，金門防衛指揮部已經把殘碑運到太武山翠谷明德公園中的胡璉將軍紀念館暫存。   【註解】   ●1. unearth-(vt)從地下發掘、掘出。   ●2. archaeological-(adj)考古學的。   ●3. erect-(vt)使豎立；建立。   ●4. elapse-(vi)時間消逝、過去。   ●5. hit the papers-登上報紙版面。   ●6. heir-(n)嗣子、繼承人。 本文摘譯、改寫自《金門日報》2011年3月29日報導
