離島條例修正案黨政協商傳出好消息   Kinmen's DDP headquarters submitted the "the amendment to Article 9 of the Offshore Islands Development Act" proposed by legislator Cai, Huang-Lang (蔡煌瑯) last November.  After the legislature's economic committee passed the amendment on May 9th, the good news dispersed (1).  After the two parties negotiated, a final version of the amendment of Article 9 was made, stating as follows: "Kinmen and Matsu's private land that is occupied or registered as state-owned by the end of War-zone Civil Administration, without the consent of the original land owner, shall be returned in accordance with this amendment within one year upon its coming into force (2) and conforming (3) to the original owners' application.  Related regulations governing the returning of the land shall be prescribed (4) and submitted by the Executive Yuan." 　 民進黨金門縣黨部於去年十一月上旬提交立法院民進黨黨團由立委蔡煌瑯領銜提案的「離島建設條例第九條法律修正案」，立法院經濟委員會在十二月二十日一讀通過後，9日在立法院又傳來好消息，經政黨協商獲得結論該條文內容修正為：「金門、馬祖地區私有土地，若為政府機關於戰地政務終止前，未經原土地所有權人同意而占用或逕行登記為國有者，應於本條例修正公布之日起算一年內，依原土地所有權人之申請依法返還。前項返還人民土地之實施辦法由行政院定之。」   DPP's Kinmen councilman Chen, Cang-Jiang (陳滄江) expressed that the only weakness in the amendment is that those whose requests have already been approved under the Act Governing the Security and Guidance of the Kinmen, Matsu, Dongsha and Nansha Areas will not be allowed to make any repeated applications. 　  民進黨籍的金門縣議員陳滄江表示，本修正案唯一美中不足的是，依金門馬祖東沙南沙地區安全及輔導條例提出請求經確定者，不得再提出申請。   【註解】   ●1. disperse-(vt)散播、散發。   ●2. coming into force-指法令的生效。   ●3. conform-(vi)通常與 to 或 with 連用。指遵照、遵守。   ●4. prescribe-(vt)指定、規定。shall be prescribed and submitted by就是法律條文中，相關規定「由～另訂之」的意思。 本文摘譯、改寫自《金門日報》2011年5月11日報導

迎城隍千人蜈蚣座創下金氏世界紀錄   The Kinmen local public officially certified (1) their success in setting a new Guinness World Record for having over 1000 bearers (2) participating in the centipede procession on May 14th.  Kinmen County Magistrate Li, Wo-Shi (李沃士) and Jin Cheng Township Mayor Shi, Zhao-Min (石兆  ) were pleased to assert (3) that this record is not only a proud achievement for Kinmenese, but it is also symbolic of the honor that brings Kinmen to the world stage.   經過千人的努力以及遊街遶境的考驗，由地區民眾合作扛抬的人力蜈蚣座14日正式通過認證，成功創下金氏世界記錄！金門縣長李沃士與金城鎮長石兆  肯定的表示，這項特殊的記錄是金門人的驕傲與成就，更是金門踏上世界舞台的榮耀象徵。   During the event of the Centennial City God Procession, a thousand people took part in the challenge of setting a new world record for the world's longest centipede parade using only "man-power".  After the parade completed the 1.68 km route, Guinness World Records adjudicator (4) Anna Louise, who is from England, made a formal announcement of its success. 　 建國百年金門迎城隍遶境，14日千人挑戰世界最長純人力肩扛蜈蚣座成功！在隊伍走完一點六八公里後，來自英國的認證官Anna Louies宣布，這項挑戰世界最長純人力肩扛蜈蚣座成功！   Kinmen County Magistrate Li said that centipede procession is a unique folk festival artistry (5) in Kinmen.  The carrying of the centipede platform is not only a performance of power, but also the presentation of public solidarity (6).  The centipede platform was once carried and operated by using iron frames and wheels.  It was not until three years ago that the procession was once again operated by human power.  This year, with the enthusiastic public support, the event grew to an even larger scale with over 1000 volunteers forming a 100 joint centipede procession.  Furthermore, the application for recognition by the Guinness World Record has officially placed Kinmen folk festival before the world.   金門縣長李沃士表示，蜈蚣座是金門特有的傳統藝陣，扛抬蜈蚣座不但是力量的表現，更是民眾團結意識的展現！過去的蜈蚣座曾經一度改為鐵架輪胎運作，三年前改回人力扛抬，今年更在民眾熱情參與下，擴大為百節千人的盛大活動。此次申報金氏世界紀錄，讓金門的傳統藝陣正式躍上全球舞台。   Jincheng Township Office, who hosted the event, confirmed that there was a total of 1,246 participants, including 200 children and over eight-hundred bearers.  The participants started their preparations at nine o'clock in the morning, and got into position on Minquan Road at one o'clock in the afternoon.  The route of the centipede procession went along Juguang Road, Zhongxing Road, Zhupu N. Road, Minquan Road, and Minsheng Road.  All the participants worked assiduously (7) together to carefully take care of every detail.  It is also worth mentioning that all the participants were volunteers.  Their generous act of contributing to this success certainly deserves our compliments. 　 據主辦單位金城鎮公所表示，此次參與人力蜈蚣座的人員共有一千二百四十六名，其中包括了二百名小朋友，八百餘名扛抬人員。參與者從早上九時準備，下午一時在民權路上就位，整個蜈蚣座隊伍繞經莒光路、中興路、珠浦北路、民權路、民生路，在所有人合作無間的努力下，順利完成所有行程。值得一提的是，此次所有參與人員都是以義工性質報名參加，他們無償付出的精神值得敬佩。   【註解】   ●1. certify-(vt)證明；證實。   ●2. bearer-(n)搬運者。   ●3. assert-(vt)非常確定而自信地宣布。   ●4. adjudicator-(n)評判者；判決者。   ●5. artistry-(n)藝術作品、藝術技巧或才能。   ●6. solidarity-(n)團結一致。   ●7. assiduously-(adv)勤勉不懈地。 本文摘譯、改寫自《金門日報》2011年5月15日報導

教部推大學自主治理金大成大先行   National Quemoy University (NQU) and National Cheng Kung University (NCKU) were designated by the Ministry of Education as pilot universities to operate autonomously (1), setting a trend for colleges and universities in the nation.  The trial operation is expected to start next year.  Director of the Department of Higher Education He, Zhuo-fei (何卓飛), along with his group visited NQU and gave a presentation about the self-governing project.  He said that the purpose for promoting this within the universities is to strengthen the competitive ability by granting more right and autonomy to the universities.  　 教育部選定金門大學、成功大學兩校作為全國國立大學實施自主治理方案的試辦大學，預定明年起試辦，教育部高教司長何卓飛3日率團來金向金大師生說明，他表示，教育部推動這項方案，目的要讓大學有更大權限、更大的自主性，提升大學的競爭力。   The Director He pointed out that the announcement of "Educational Report of the Republic of China" by the Ministry of Education in March has confirmed a future blueprint on educational development in the next ten years.  University self-governing is listed among the key issues of higher education revolution and is scheduled to begin its trail operation next year.  He pointed out that the expected benefits of promoting self-governing in universities included: heightening academic competitiveness, emphasizing performance-oriented practices, promoting professional management, encouraging outsourcing adoption, and engaging.  He emphasized that the ultimate goal of this new policy is to grant the university with more rights, more freedom, more autonomy, and hence more competitive capability. 　 教育部高教司長何卓飛指出，教育部3月推出「中華民國教育報告書」，擘劃了未來黃金10年的教育發展，其中高等教育改革政策的重點之一就是推動大學自主治理，預定明年起試辦。他指出，推動大學自主治理的預期效益，包括提升學術競爭力、強化績效責任、促進專業管理、鼓勵外部資源及參與等。何卓飛強調，這項新政策的最終目的，就是要讓大學有更大的權限，有更大的鬆綁、更大的自主性、更大的競爭力。   The period of this self-governing trial operation plan, according to the Ministry of Education, is set for four years.  A "University Self-Governing Committee", which functions like the private school board, will be organized in the pilot universities.  Besides determining how the President should be assigned, the committee also has power to follow major issues including: the tuition adjustment policy, student number control, the establishment of new departments in the university, and the determination of a budget.  All these will reinforce the autonomy of universities. 　 根據教育部的自主治理試辦方案，這項政策試辦期為四年，試辦學校將成立類似私校董事會的「大學自主治理委員會」，可決策校長的產生、學雜費調整、招生名額、學院系所的增設、預算的議決等重大事項，落實大學自主。   【註解】   ●1. autonomously-(adv)自治地；獨立自主地。 本文摘譯、改寫自《金門日報》2011年5月4日報導
