烈嶼地雷午夜驚爆有驚無險   A sudden landmine explosion at midnight on December 3rd in the Donggang coast landmine zone, Leiyu Township, left a two meter hole in the ground.  Fortunately, this explosion, caused by burning garbage, did not result in (1) fatalities (2). 　 烈嶼鄉東崗海岸雷區三日午夜傳出驚爆，炸出一個直徑寬約兩公尺的坑洞。這起爆炸案，是白天焚燒垃圾引起的，所幸並未釀成更大的災情。   The incident took place in the Donggang coast landmine zone, starting with the burning of garbage and other waste near the right side of Donggang ocean outlet (3) at 3:30 pm December 3rd.  Due to the heavy northeast monsoon (4) and ocean winds, the sparks (5) were carried by the wind into the landmine zone causing a fire alarm.  It was then discovered by the nearby garrison (6) command, who immediately reported a fire alarm to Leiyu Fire Department.  Commander of Leiyu Defense Command Zhang, Jing-Yang (張景陽) rushed to the fire scene to supervise the entire firefighting procedure.  Upon receiving the news, Leiyu Township Office secretary Lu, He-Cheng (呂合成) proceeded to the site to get a full picture of the unfortunate incident. 　 這起東崗海岸雷區驚爆案起因於三日下午三時三十分許有人在東崗出海口右側焚燒垃圾和雜物；由於東北季風和海風強勁，火星隨著風勢飄進雷區引起火警。經附近駐軍官兵發現後，馬上回報火警及通報烈嶼消防分隊，烈指部指揮官張景陽趕到火警現場指揮救災，烈嶼鄉公所秘書呂合成聞訊也到場了解災情。   The first wave of the fire was suppressed (7) at 5 pm December 3rd.  However, at 7 pm that night, the Incident Safety Officers discovered that the fire had re-established itself with several fire spots in the Donggang coast landmine zone.  The fact that it is a landmine zone increased the difficulties in bringing the fire under control.  Zhang, Jing-Yang contacted G4S Security Services Taiwan (士瑞克) for assistance.  G4S is the landmine clearance agency in Taiwan.  Four landmine clearance specialists were sent to the incident site and were able to open up a route for firefighters by using metal detectors.  This enabled firefighters to get into the fire scene and put out the fire. 　 第一波火警在三日下午五時許撲滅。不料，當天晚間七時許，監視官兵發現東崗海岸雷區火場死灰復燃，並有多個火點，而且是雷區，搶救難度高。張景陽立即連絡在烈嶼地區執行排雷的台灣士瑞克保全公司支援四名排雷人員，帶著金屬掃描器，打開一條救火線出來，消警始得拉水線進入火場灌救。   According to Lu, He-Cheng, at 11: 30 pm, as the firefighting continued, a dazzling (8) flame suddenly burst out of the ground.  The landmine clearance specialists noticed it immediately and quickly alerted people of the bomb explosion making sure everybody there retreated to a safer place.  As soon as all members were safely relocated (9) to another zone, a landmine exploded.  Luckily, no one was injured. 　  據呂合成描述說，整個救災至三日晚間十一時卅分許，火場突然有一團鮮艷的火光冒出來，機警的排雷人員高喊要爆炸了，要所有人員趕快撤離；正當人員撤離至安全地帶，一枚地雷隨即轟然炸開來，所幸沒有任何人員受傷。   To prevent the fire from reigniting (10), the Donggang ocean outlet was kept under monitoring by Leiyu Defense Command the following day. 　  烈指部4日仍續派員在東崗出海口進行全天候監控，以防死灰復燃。   【註解】   ●1. result in-導致。   ●2. fatality-(n)因意外事故的死亡者；死亡事故、災禍。   ●3. outlet-(n)出海口；出口；亦指商店、銷售通路。   ●4. monsoon-(n)季風。   ●5. spark-(n)火星、火花。   ●6. garrison-(n)駐軍；(衛戍部隊的)駐防地。   ●7. suppress-(vt.)壓制；平定；阻止～生長或發展。   ●8. dazzling-(adj.)耀眼的、炫目的。   ●9. relocate-(vt.)重新安置。   ●10. reignite-(vt.)重新點火、再點燃。 本文摘譯、改寫自《金門日報》2010年12月5日報導

監委抵金訪視離島基金執行情形   Controllers Shen, Mei-Zhen (沈美真), and Du, Shan-Liang (杜善良) arrived at the Kinmen County Government office to monitor the execution of the Offshore Island Development Fund Plan.  They listened to the briefing presented by Chen, Chao-Jin (陳朝金), Director of Research, Development and Evaluation Office, Kinmen County Government.  Shen, Mei-Zhen expressed that in comparison to other cases in Taiwan, Kinmen performed relatively well in executing the Offshore Island Development Fund Plan.  Nevertheless, Shen emphasized since Kinmen is located at the gateway of the Mini-Three-Links and serves as Taiwan's facade (1), Taiwan-Kinmen transportation needs improving.  She advised the related authority to list transportation planning as priority (2) in the offshore construction in the future in order for transportation to become more convenient, and the price of Taiwan-Kinmen air flights to be more affordable.  Only with these changes, it would be likely to facilitate the development of Kinmen's tourism industry and economy. 　 監察委員沈美真、杜善良18日抵縣府訪視離島建設基金補助計畫執行情形，並聽取縣府研考室主任陳朝金簡報。沈美真表示，在全國各縣市離島建設基金案件當中，金門的表現不俗，但沈美真強調，金門位處小三通出入口，稱得上是台灣的門面，台金交通確有需要改善。她表示，離島建設未來將把交通規劃列為重點，希望讓交通更便利，台金機票價格更平民化，對促進金門觀光發展與經濟發展才有幫助。   Shen, Mei-Zhen pointed out that the number of passengers of the Mini-Three-Links increases every year, but since the infrastructure of the harbor is insufficient, expansion would be needed.  Shen also stated specifically that Kinmen harbor's infrastructure cannot afford to fall far behind (3) that of Xiamen.  Controller Du, Shan-Liang, who has experienced Mini-Three-Links himself, expressed that since the Kinmen harbor infrastructure is obviously behind Xiamen's, Kinmen should facilitate the expansion of its infrastructure to improve the quality of its visitor service.   沈美真指出，小三通旅客年年增加，但水頭碼頭硬體設施不足，應針對實際需求進行擴建，尤其不能落後廈門太多，應朝著打造國家門面來做。曾兩度親身體驗過小三通的監委杜善良也表示，水頭碼頭的硬體設施，比廈門港差很多，應加速來推動擴建，以提升服務品質。   【註解】   ●1. facade-(n)建築物的正面；表面、外觀。   ●2. list ～ as priority-將～列為優先。   ●3. fall far behind-遠遠落後。 本文摘譯、改寫自《金門日報》2010年11月19日報導

小徑特約茶室展示館開幕啟用   The so called "831" or "Military Paradise" located in Xiao-Jing (小徑), was reopened on November 12 and renamed the "Contract Teahouse (1) Museum" by the Kinmen National Park Headquarters.  In the future, it will be managed by Xiao-Jing Community Development Association. 　 位在小徑的「八三么」、「軍樂園」，已經由金門國家公園管理處改建為「特約茶室展示館」，並於12日開幕啟用；未來將由小徑社區發展協會負責管理。   According to Kinmen National Park Headquarters, in 1949-a time when the KMT army retreated to Taiwan, Penghu, Kinmen, and Matsu, some 50,000 troops were deployed to Kinmen, with most of them living with civilians, or in ancestral shrines, temples, and deserted houses.  As trouble would inevitably arise between males and females on the island when the boundary between the military and civilians was not clear, the General Political Warfare Bureau of the Ministry of National Defense (MND) decided to establish a few "Military Paradises" in Peng-Hu for a trial run.  Later in 1951, the MND set up the first "Military Paradise" near Zhuzi Shrine in Kinmen.  "Military Paradise" was renamed "Contract Teahouse" somewhere between 1950 and 1960, and finally became history with the passing of time. 　 根據金門國家公園管理處的說明，民國三十八年國軍退守台澎金馬。初期，金門駐紮了五萬多兵力，大部分借住民房、祠堂、廟宇或空屋。由於軍民雜處，難免衍生男女感情糾紛；後來，國防部總政戰部最先在澎湖試辦「軍中樂園」，又於民國四十年在金門朱子祠附近設立金門第一座「軍中樂園」。「軍中樂園」於民國四十到五十年間，易名為「特約茶室」；後來又隨著時代變遷，走入歷史。   【註解】   ●1. teahouse-(n)茶室、茶館。就其字面上原指提供茶飲與輕食的處所。但台灣的「茶室」以及本文中的「特約茶室」，指的都是「特種場所」。在英譯的過程中，原本可以選擇brothel、cathouse等字眼，但考量這樣的翻譯太過於「直接」。另有一項選擇是Gentlemen's Club，原來指的是18世紀廣泛流行於英國的紳士俱樂部，後來演變成聲色場所的委婉說法但考量Gentlemen's Club尚有背後的政治意涵，因此本文最終仍選擇以「茶室」的字面意義來進行翻譯。 本文摘譯、改寫自《金門日報》2010年11月13日報導

李縣長籲金管處適度縮小範圍   County Magistrate Li, Wo-Shi, called on Kinmen National Park Headquarters (KMNP) appealing to them to respond to the opinions of local residents to moderately reduce its controlling area.   縣長李沃士2日前往金門國家公園管理處拜會，呼籲金管處回應地方民意，適度縮小範圍。   In a report for local representatives, Director General of KMNP, Zeng, Wei-Hong (曾偉宏), included the future planning proposed for the Guningtou area and proposed reduction of controlling area in LieYu Township, as well as the second-round overall review of the KMNP planning, and interrelated discussion topics.  Outside of county officers on-site, township mayors and representative chairmen of Jinning and Lieyu were also included in representing local opinion.  During this meeting, the common complaints and needs expressed by most of the opinion leaders strongly required the KMNP to retreat from the Guningtou and Lieyu areas.  If not, they said, the KMNP should at least review and reduce its controlling areas in these two villages, or the KMNP should just be transformed into a scenic area administration.   曾偉宏特別向到訪的各界民意代表提出簡報，內容包括古寧頭區未來工作重點、烈嶼地區範圍檢討調整，以及金門國家公園第二次通盤檢討等相關議題。在場的除了縣府官員之外，還包括金寧鄉、烈嶼鄉的鄉鎮長與鄉鎮民代表會主席等民意代表。會中大家的訴求都強烈表示要金管處撤出古寧、烈嶼地區，否則就應該檢討縮小範圍，或讓國家公園轉換成風景管理處。   Li, Wo-Shi noted the county government's tendency (1) to cling to (2) pragmatics (3), hoped that with the help from the KMNP, they can collaborate together to propose more practical projects and proactively carry them out, thus appropriately responding to the people's voice on the matter.   李沃士則表示，縣府抱持務實的態度，希望金管處指導，共同找出幾個比較實際的案子來規劃，並積極採取行動，適度回應民眾的心聲。   【註解】   ●1. tendency-(n)傾向；意向。   ●2. cling to-堅持；忠於～。   ●3. pragmatics-(n)實用主義。此處指縣府堅持「務實」的政策。 本文摘譯、改寫自《金門日報》2010年11月03日報導

一週大事  11/01～11/07   ●Local Government Request Artillery Position to Open Gates To Public   ●縣府爭取開放砲陣地   In order to provide a unique military experience for leisure purposes, the local government urged the Kinmen Defense Command to make Xi-Bian the third military barracks (firing position for 240-mm Howitzer) accessible to the general public.  County Magistrate Li, Wo-Shi and JinHu Township Mayor Cai, Xi-Hu (蔡西湖) visited Xi-Bian Artillery Position (1) to conduct a field investigation on November 5th.  Transportation and Tourism Bureau executive officer Yang, Zhen-wu (楊鎮浯) gave a presentation regarding this and proposed that this should be done in two phases-the first phase is to be opened to the public during the period around Chinese New Year (only in 2011), and the second phase is to be open all year without any time constraints (2).  Kinmen Defense Command said that they will transfer the petition (3) of the county government to the Ministry of National Defense and wait for the final call (4).   縣府為能在過年期間提供特有的軍事休閒體驗，積極向金防部協調開放溪邊三營區（二四○榴砲陣地）供鄉親參訪。縣長李沃士11月5日特別與金湖鎮鎮長蔡西湖等人，到溪邊砲陣地會勘。交旅局專員楊鎮浯特別提出簡報，希望分兩階段爭取開放，其中第一階段是明年農曆春節期間開放參觀，第二階段則希望逐步爭取全面開放。軍方表示，需依程序報請國防部決定。   ●Kinmen County Sports Meeting Ended In Astounding Performances   ●縣運屢創佳績  圓滿劃下句點   After three consecutive days of the 17th Kinmen County Sports Meeting, over 140 track and field preliminaries (5) and final competitions were held, with a total of 28 athletes breaking 17 previous records, and nine athletes breaking five local records.  This fruitful result drew a perfect ending for this sports event during the closing ceremony on November 6th.  County Chief Secretary Lu, Zhi-Hui (盧志輝), as well as all the athletes, have committed to returning in two years for the County Sports Meeting and Fourth Outer Island Counties Joint Sports Meeting. 　 金門縣第十七屆運動會經過一連三天、一百四十餘項田徑預、決賽賽程，締造十七項二十八人次破大會紀錄、五項九人次破地區紀錄的豐碩成果，6日舉行閉幕頒獎典禮後，劃下圓滿句點。縣府主任秘書盧志輝與運動選手相約，兩年後縣運會暨第四屆離島運動會場上再見！   ●Kinmen Business and Industry Park BOT Project   Li, Wo-Shi: Stick to the Contract or Go to Court   ●金門工商休閒區BOT  李沃士：按契約走否則對簿公堂   The Kinmen Business and Industry Leisure Resort BOT Project agreement, which was signed by Kinmen County Government and Taiwan Land Development Corp. (TLDC) last November 3rd, has been the focal (6) point for over a year.  However, the company seems to have failed to bring anything practical to the table.  County Magistrate Li, Wo-Shi, in a conference on the 5th, said that TLDC should stick to (7) the fundamentals of the contract, otherwise the government must bring this issue to court.  Magistrate Li hopes that TLDC will step forward and clarify things, should there be any difficulties or problems encountered.  So far, the local government has been taking all the blame.  General Manager of TLDC Andy Lai (賴昭輝) said that they will soon organize investment conferences or press conferences in Xiamen, Taipei, and Kinmen respectively.  Meanwhile, several enterprises in Xiamen are planning to come to Kinmen for a business survey. 　 備受矚目的「金門工商休閒園區BOT案」，從去年十一月三日金門縣政府與台灣工商發展股份有限公司（台開）完成簽約已一年，但目前為止並未見具體開發，縣長李沃士5日在一項會議中表示，台開應按照契約精神走，否則對簿公堂亦在所不惜。李沃士希望台開遭遇什麼樣的困難或問題應該說清楚，不能老是讓縣府背黑鍋。台開總經理賴昭輝則表示，近期內將在廈門、台北、金門舉辦招商說明會或記者會。另外，廈門也有企業將組團來金考察。   ●County Magistrate Has a Delightful Talk with Publisher of Xiamen Daily   ●廈門日報來訪  拜會縣長相談甚歡   Xiamen Daily Publisher Li, Quan-Dian(李泉佃) came to Kinmen on November 1st with other 12 members for a inspection, and paid a visit to the county government office to meet County Magistrate Li, Wo-Shi.  Li, Quan-Dian said that Kinmen Daily News (KMDN) has been in close contact with Xiamen Daily News (XDN).  The mode of cooperating included news exchange and co-interview etc.  Li, Quan-Dian hoped to gain more support for these two newspapers from Magistrate Li in the future.  On another hand, Magistrate Li said the Xiamen Daily Group owns five different newspapers and one magazine, and runs the business successfully.  It certainly deserves to be a role model for KMDN to look at.  He thinks that Kinmen and Xiamen have been like sister cities all along.  The connection between the two cities should be reinforced by encouraging people from both sides to travel back and forth, and to enjoy different cultural experiences.  This way, people from both cities will benefit.   廈門日報社社長李泉佃一行十三人1日蒞金交流考察，並專程至縣府拜會縣長李沃士。李泉佃特別指出，金門日報與廈門日報之間交流往來密切，目前的合作模式包括新聞交換、聯手採訪等，希望未來李縣長能多多支持兩家報社。李沃士則表示，廈門日報集團擁有五報一刊，且經營相當成功，值得金門日報多學習。他認為，金門與廈門兩地親如兄弟，應該加強城市觀光合作，讓兩地民眾有來有往，體驗兩個城市的不同風情，彼此相得益彰。   【註解】   ●1. position-(n)軍事用語，指「陣地」。Artillery Position則是指溪邊的「砲陣地」。   ●2. constraint-(n)約束、限制。   ●3. petition-(n)請願；請求。   ●4. final call-最後的裁定、決定。   ●5. preliminary-(n)預賽；淘汰賽。   ●6. focal-(adj.)焦點的。   ●7. stick to-忠於；信守～。

金門博弈公投審議第4次會議流會   The Kinmen Referendum Review Committee scheduled a fourth meeting on October 27, but the meeting was aborted due to the lack of a quorum (1).  The county government expressed regret towards the result and stressed that the Committee was independently set up, and it has no right to interfere.  The only thing county government can do is to provide administrative assistance according to the law. 　 金門縣公民投票審議委員會10月27日召開第4次會議，結果因出席委員人數不足而宣告流會。縣府對流會結果感到遺憾；但強調，審議委員會獨立設置，縣府無權干涉，僅能依法給予行政協助。   According to the Secretariat (2) of the Referendum Review Committee, Kinmen resident Chen, Cang-Jiang (陳滄江) and 460 other people filed a referendum proposal on August 27, 2009 saying: "Do you agree that Kinmen County should be opened up to allow the initiation of tourist gambling?" and sent the referendum proposal to the committee for reviewing.  During the past three runs of meetings, the committee had requested the protagonist (3) to refine the proposal.  Since most of the committee members were selected from County Councilors and Township representatives, and having had a local election at the end of last year, the committee members have been changed.  It was not until early October that the members could be chosen and confirmed.  The committee immediately convened its 4th meeting on October 27th.  Although committee members were individually notified, still the meeting was aborted due to lack of a quorum. 　 審議委員會秘書處指出，金門縣民陳滄江等460人於2009年8月27日提出「你是否同意，金門縣可以開放設置觀光賭場」之公民投票案，提送公民投票審議委員會審議認定。該委員會經三度委員會議，徵詢、要求領銜人（陳滄江）補正提案內容；而委員會成員主要由縣議員與鄉鎮民代表組成，也因為兩次基層（縣議員與鄉鎮民代表）選舉，使得委員會成員異動，至10月上旬始完成改聘，10月27日旋即召開會議。事前雖已逐一通知委員，但仍因出席人數不足而流會。   County Magistrate Li, Wo-Shi expressed that, in reference to tourist gambling, the current central policies, including tax allocation (4), investment restrictions, etc., are not yet clearly spelled out.  Besides, there are various business models from other countries around the world such as Singapore, Macao, Malaysia, America, etc. that could be adapted.  Provided that an explanation be given to the public at present time, it would be difficult to focus public attention on critical issues and make everything crystal clear.  The county government thinks that a clear-cut (5) and interrelated ordinance from the central government, and a ripened (6) policy-making circumstance are needed to deliver any description about gambling.  Until then, the familiarity (7) with the policies will enable the citizens in Kinmen to understand the whole situation and make informed (8) decisions about this matter.  Magistrate Li emphasize, that this is considered to be a responsible attitude.  He also emphasized again that, in reference to gambling, the county government completely values the residents' opinions, and will carry out their intentions accordingly (9).   縣長李沃士則表示，針對博弈，目前中央政府的政策配套方案尚未完全明朗，包括稅款的分配、投資規模的限制等等，都沒有具體說明，且全球博弈事業計有新加坡、澳門、馬來西亞、美國等諸多模式，倘若此時貿然向民眾說明，容易形成雞同鴨講。縣府希望等中央相關配套法令明確，且政策環境成熟之後，再向鄉親做說明，讓鄉親在具體瞭解的情況下作出決定，這才是負責任的態度。李縣長並再次強調，對於博弈，縣府完全尊重縣民的意見，並將依鄉親的意見來執行推動。   【註解】   ●1. quorum-(n)法定最低人數。lack of quorum就是法定（出席）人數不足。   ●2. secretariat-(n)秘書處；書記處。   ●3. protagonist-(n)倡導者；主要人物；主角。   ●4. allocation-(n)分配；配置。   ●5. clear-cut-(adj.)輪廓清晰、明確、清楚的。   ●6. ripen-(vt.)使成熟。此處以分詞形式形容「成熟的」決策環境。   ●7. familiarity-(n)熟悉、通曉。   ●8. informed-(adj.)消息靈通的；根據情報的。此處指縣民做出決定時，對具體情況均有所瞭解。   ●9. accordingly-(adv)照著～；相應地。此處指縣府將依據縣民的決定來執行。 本文摘譯、改寫自《金門日報》2010年10月28日報導
