李縣長訪衛生署  催生金門國際醫療園區   Magistrate Li, Wo-Shi visited the Department of Health (DOH), Executive Yuan on March 15th to ask for its aid in the establishment of the "International Medical Park" in Kinmen as well as the facilitation (1) of the establishment of a large scale medical center of their Kinmen branch.  This is expected to improve the medical treatment in the Kinmen area.  Magistrate Li also consulted the head of DOH, Qiu, Wen-Da (邱文達), for his advice on the county government's purchase of helicopters for the purpose of medical evacuation. 　 縣長李沃士15日拜會行政院衛生署長邱文達，促請協助金門設立「國際醫療園區」，推動大型醫學中心設立金門分院，以提升金門地區醫療水準。李縣長也就金門縣政府是否自購直升機辦理病患緊急後送作業，請教署長意見。   Qiu stated that the DOH took the healthcare problem of offshore residents seriously and would provide as much assistance as possible.  Magistrate Li, on behalf of Kinmen county residents, initiated a petition that urges the establishment of the Kinmen branches of both the Veterans General Hospital (VGH), and the National Cheng Kung University Hospital (NCKUH).  In response, Qiu pointed out that VGH is currently engaged in the merging (2) of its different branches around the country.  The DOH-owned hospitals in the newly reorganized five municipalities (3) also intended to turn themselves into a municipal facility.  Qiu promised that after the merging of these hospitals, further study on the establishment of the Kinmen branches would be made.   It is alleged that the construction of the Kinmen Hospital United Medical Building will be completed at the end of next year, within which, an "Advanced Health Examination Center" will be planned on the sixth floor.  For this purpose, the Kinmen County Government is seeking for the cooperation of Taiwanese large-scale medical organizations.  Aiming at improving Kinmen's medical quality, the county hopes it can acquire the help from DOH in the establishment of a Kinmen branch of VGH or NCKUH.  In addition, Kinmen currently is striving for the establishment of a six-hectare International Medical Park.  At present, the planning, as well as the acquisition of land and evaluation of environment impact for this project, are all completed.  It is anticipated that the DOH can assist Kinmen with the acceleration of amendments for the related medical laws.  Regarding the lack of response in the bid-invitation for Kinmen's medical evacuation operation, county government also hopes to obtain the assistance of the DOH.  To better visualize the goals mentioned above, Magistrate Li made this special visit to the DOH and major domestic medical organizations accompanied by related county government officers.   Concerning the establishment of an "International Medical Park", Shi, Chong-Liang (石崇良), the Director of Medical Affairs Division of DOH, praised the county government for its efficiency.  He thought that with the efficiency demonstrated by the county government, this project in Kinmen could very likely be approved and become the first of its kind in the country.    針對「國際醫療園區」，衛生署醫管處長石崇良對縣府的行動力表示讚許。他認為，以金門的行動力，非常有可能領先其他縣市獲准設立。   Director of Nursing Care Division Deng, Su-Wen (鄧素文) said that the patients with acute (4) diseases and illnesses would need medical evacuation and be sent to hospitals in Taiwan for appropriate treatment.  In the past, there were several medical experts who suggested that the offshore local government purchase helicopters on its own.  However, since the civil aviation industry has put the cost as its first priority, it is unwilling to allow planes to reside at offshore islands.  This is the reason for the lack of response in previous bid-invitations for medical evacuation made by the Kinmen County Government.  Director Deng expressed her concurrence with the proposal of the county government to purchase a helicopter on its own.   Magistrate Li and the head of Kinmen Public Health Bureau Chen, Tian-Shun said that last year the county government spent more than 10 million NT dollars employing helicopters to execute the "Home Return for Hospice (5) Patient" operation.  In addition, it spent more than 20 million NT dollars (including the subsidy from the DOH) for the execution of 52 medical evacuation operations.  They thought these 30 million NT dollars should be sufficient for the maintenance and management fee of the self-purchased helicopter.  Magistrate Li emphasized that this can be a matter of life and death, and people's lives are priceless.  As long as it can help to save one Kinmense fellow's life in time, it would be worth spending 100-200 million NT dollars on purchasing helicopters.  Nevertheless, Li pointed out, the final decision in this matter would require further communication with the county council and explanation to the local residents to gain their genuine support. 金門積極推動登錄成為世界文化遺產   Kinmen's application for World Cultural Heritage has drawn the media's attention again.  March 7th, Hong Kong Phoenix TV conducted a special interview with Magistrate Li, Wo-Shi on the issue of World Cultural Heritage listing. 　  金門申請世界文化遺產的動作再受媒體矚目！香港鳳凰衛視電視台7日特別針對「申遺」議題專訪縣長李沃士。   Magistrate Li stated that the application for World Heritage is beneficial to the local cultural and tourism industry.  He was glad that Kinmen is among the eighteen potential sites for World Heritage listing planned by the Executive Yuan.  The Council for Cultural Affairs also agreed to make Kinmen a model.  Li mentioned, based on the analysis of scholars and experts, it would be difficult for Kinmen's application to succeed if it tries to apply on its own.  If it can ally (1) itself with other cities to facilitate the agenda, it would not be much easier. 　 李沃士表示，世界遺產的申請對地方文化、觀光都有很大的幫助，很高興金門也在行政院所規劃的申遺十八個潛力點之一，且文建會同意將金門列為示範點。他說，據學者專家分析，金門若單獨申遺困難度較高，若能聯合其他城市共同推動，難度會低一些。   Because of this, Li, Wo-Shi had presented a speech on the ""Cross-strait Cooperation In the Application of World Heritage" in the City Forum of the Third Cross-Strait (Xiamen) Cultural Industries Fair.  He expected Kinmen, Xiamen, Quanzhou, and Zhangzhou to cooperate and push their applications forward for world heritage listing. 　 有鑑於此，李沃士曾在第三屆海峽兩岸（廈門）文化產業博覽交易會的「城市論壇」中，以「兩岸共同申遺」為題進行演講，希望與閩南四地（金廈漳泉）攜手共進，一起推動申請世遺。   Magistrate Li also said that the county government will set a six-year base period and integrate military remains and facilities during the cold war and contact its Xiamen counterpart.  The opportunity to succeed in the world heritage application will increase through such multidimensional (2) cooperation.  Magistrate Li felt that Taiwan and Mainland are currently cooperating on the facilitation of "Chinese character heritage application" through the National Cultural Association.  Therefore, he believed the application of the Cross-strait mutual southern-Min for culture heritage wouldn't be a problem.  　 李沃士表示，縣府將以六年為基期，同時整合後冷戰時期兩岸對抗所遺留的軍事遺址和設施，與大陸廈門方面接觸，透過多面向合作，使申請世遺更有機會。李沃士說，兩岸目前正透過文化總會合作推動「漢字申遺」，如果此事合作，相信兩岸以閩南文化共同申遺，也不成問題。   Currently, Kinmen has actively established the "World Cultural Heritage Facilitation Committee".  It is anticipated that cross-strait consensus will be shaped and actions can be taken concurrently (3). 　  目前金門已積極成立「世界文化遺產推動委員會」，期盼能凝聚兩岸共識，共同出擊。   【註解】   ●1. ally-(vt.)使結盟，通常與with連用。   ●2. multidimensional-(adj)多面向的。   ●3. concurrently-(adj)同時發生的、並存的。此處指兩岸同時採取行動。 本文摘譯、改寫自《金門日報》2011年3月8日報導

金馬澎四月可望陸客自由行   Individual mainland Chinese tourists will soon be allowed to travel to Taiwan!  Cross-strait tourism negotiations are scheduled to be held in Hong Kong on March 17th, where the opening phases of individual Mainland tourists to Taiwan will be determined.  Kinmen, Matsu, Penghu, and other outer islands will be the first to open to Chinese tourists starting April 1st.  Later on in June, residents of Shanghai and Bejing will be included. 　 陸客來台自由行將啟動！兩岸旅遊協商預定三月十七日在香港舉行，將確定陸客來台自由行分階段實施，四月先開放陸客在金門、馬祖及澎湖等離島地區自由行，六月再擴大上海、北京等居民來台自由行。   ■Lie-Yu to Take Advantage of Business Opportunities   ■烈嶼出招搶商機   In order to grasp (1) the business opportunities provided by the opening of the individual mainland tourists to Kinmen, Lie-Yu Township held a meeting with workers from the travel industry, hoping to consolidate (2) a Xiamen and Lie-Yu trip into one package, and planning to organize a Lie-Yu tourism promotion tour to mainland China.  With all these efforts, they hope to bring the tourism in Little Kinmen alive and create more business opportunities! 　 為搶下陸客金馬自由的商機，烈嶼鄉搶先出招，11日邀集旅行業相關人員座談，希望整合廈門與烈嶼鄉自由行成為包裝行程，還計畫組團「登陸」行銷，期讓小金門觀光旅遊活起來，創造觀光商機！   Kinmen County Travel Agent Association President Wo, Jia-Jiang (吳嘉獎) raised many suggestions, including financial allowance for transportation to and dining in Lie-Yu; the set-up of electric vehicles fleet and tourism angel groups; the development of marine leisure activities, and issuing of "Tour Passport" etc., hoping to encourage tourists to visit Little Kinmen on one day tours.  Lie-Yu Township Mayor Hong, Cheng-Fa said that his township is planning a one-way ferry fee concession (3) and issuing a "transportation voucher", as well as a Meal-in-Lie-Yu subsidy plans to enhance incentive to travel to Little Kinmen.  　  金門縣旅行公會理事長吳嘉獎提出多項建議，包括補助交通、用膳，籌組電動車隊和觀光天使團隊，發展海上休閒活動，觀光護照送禮物等，希望鼓勵觀光客來小金門一日遊。烈嶼鄉長洪成發表示，將規劃爭取大小金門交通船單向收費優惠措施，研擬「交通券」和用餐補助方案，提升遊小金門的誘因。 【註解】   ●1. grasp-(vt.)抓牢、緊握、抱緊。   ●2. consolidate-(vt)合併、聯合；統一。   ●3. concession-(n)讓步；折讓的物品；政府授與的特許權或特權。 本文摘譯、改寫自《金門日報》2011年3月10、12日報導
