兩岸聯合舉行大規模海上搜救演練   The 2010 Cross-Strait Joint Maritime Rescue Drill was held in the Kinmen-Xiamen costal waters on September 16th.  There were 33 ships, 3 airplanes, and an estimated 400 people that were part of the drill.  This was the first large-scale maritime rescue drill devised and executed by both sides across straits after the implementation of direct flights.   「2010年海峽兩岸海上聯合搜救演練」9月16日天在金廈海域舉行；共有三十三艘艦艇船舶、三架飛機，約四百人參與；這是兩岸直航以來，首次由海峽兩岸搜救單位共同策劃執行的大規模海難聯合搜救演練。   The drill had three main features.  First, this was the first rescue drill devised, participated and completed mutually by Taiwan and Mainland China.  Secondly, the drill focused on "the guarantee of Cross-Strait Three-Linkage and the maintenance of Taiwan Strait's Safety" which was very outcome-oriented (1).  Thirdly, it was the first maritime, onshore, and airborne rescue drill mutually directed and inspected by Taiwan and Mainland China rescue departments. 　  該項演練有三大特點，首先這是兩岸搜救部門首次共同策劃、共同參與並共同完成聯合搜救演練；其次是演練主題圍繞「保障兩岸三通，共建平安海峽」，有強烈針對性；其三是本項演練首次由兩岸搜救部門同臺指揮，同臺觀摩，共同進行海陸空立體搜救。   The drill began right after Xu, Zu-Yuan (徐祖遠), a nominal (2) commissioner of the Cross-strait Shipping Exchange Association, announced its launch at nine thirty on the morning on September 16th.  The entire drill lasted more than an hour.  A satisfactory ending was declared by Zheng, Zhang-Xiong (鄭樟雄), Nominal Director-general of Chinese Search and Rescue Association.  Executive Yuan's Coast Guard Administration concluded that after this drill, the coordination between rescue units across straits had succeeded in advancing to a higher level.  Such an improvement was considered a milestone in the history of cross-strait maritime transportation security. 　  這項演練由海峽兩岸航運交流協會名譽理事徐祖遠在九月十六日上午九時三十分宣布正式開始；歷時約一個多小時，由中華搜救協會名譽理事長鄭樟雄宣布圓滿結束。行政院海巡署表示，經過這次的演練，海峽兩岸搜救單位的協調聯繫又跨出一大步，為共同維護台灣海峽海上交通安全的歷史邁出了新里程。   【註解】   ●1. outcome-oriented-(adj.)目標（成果）導向的。亦作 target-oriented。   ●2. nominal-(adj.)名義上的；有名無實的。亦即所謂「名譽」～～。 本文摘譯、改寫自《金門日報》2010年9月17日報導

一週大事  09/06～09/12   ●Typhoon Passes the Island With No Serious Damage   ●颱風過境全島無重大災情   Meranti, the 10th typhoon this year, has departed and the typhoon warning in the Kinmen region lifted at noon on September 10th.  Fortunately there was no serious damage from the typhoon, except for a few trees that were brought down by strong winds.  One driver was injured after crashing into the trees that had fallen across the street.  Meranti brought approximately 27.5 mm of rainfall to Kinmen, according to the Kinmen Weather Station of Central Weather Bureau.  As for the public servants and students, it was a bonus (1) half-day off for them.   編號第10號輕度颱風莫蘭蒂遠颺，金門地區於10日12時解除颱風警報。颱風過境期間，除了強風吹倒路樹，另有一駕駛衝撞傾倒路樹而受傷送醫，所幸並無嚴重災情。中央氣象局金門氣象站說，這次颱風大約為金門帶來27.5毫米降雨量。公務員和學生則感覺多放了半天颱風假。   ●Kinmen Mid-Autumn Moon-cake Gambling Game Kicks-off   ●金門中秋博餅拉開序幕   The Year 2010 Kinmen Mid-Autumn Moon-cake Gambling Game kicked off (2) with its grand opening on the evening of September 8th on the front road of BeiZhen Temple.  All 99 tables, which were prepared by the host organization, were fully occupied by participants in the game.  The host also organized a Costume Parade where students were dressed as maids of the imperial palace in Qing Dynasty, or as eunuchs (3) who were to make the imperial edict (4).  Others were holding plates embellished (5) with the Chinese characters of either "Zhuang-yuan" or "Jin-shi" on them.  Some were carrying prizes for the Moon-cake Gambling Game in hand.  They paraded along the street through the Jin-Cheng Township, capturing the eyes of both the locals and tourists.  With enthusiastic applause and cheers from the crowd, the host then announced that the Kinmen Moon-cake Gambling Game had officially started.  Kinmen County Magistrate Li, Wo-shi expressed his gratitude (6) to all the participants from China, Taiwan, and Kinmen for showing their support actively.  Li also wants to thank President Ma for expressing concerning for this event.  And finally, he wished all the participants good luck in winning over the "Zhuang-yuan" title.   2010金門中秋博狀元餅活動，8日晚間在北鎮廟前街道熱鬧展開，主辦單位開設的九十九桌次，坐滿了參賽者。活動安排學生著清朝宮女服裝，或扮演宣旨太監，另有學生手持狀元、進士旗牌以及博餅禮品，沿著城區街道繞行，吸引民眾和觀光客的注目。在眾人的熱情掌聲中，宣布金門中秋博狀元餅活動正式啟動。縣長李沃士感謝來自大陸、台灣以及在地鄉親的熱烈參與，李縣長也代表金門鄉親感謝馬總統對活動的關心，也祝福大家都能博到狀元王。   ●Authentic Kinmen Kaoliang Liquor Enters the Market on Dadeng Island   ●正牌金酒登陸大嶝   The number of tourists in Dadeng Island, which is located in Xiang'an District of Xiamen city, has increased from 600 thousand in 2004 to 1 million and 400 thousand in 2009.  On this island, there is a "Small-Scale Commodity (7) Trading Markets" where a variety of the Kinemen Kaoliang Liquor is sold.  While it's possible to buy Kinmen Kaoliang liquor here, it's not so uncommon (8) to hear rumors about fake alcohol flooding the market.  Therefore, in order to protect the company's trademark rights and to keep the price steady in the market, Kinmen Kaoliang Liquor Inc., and Xiang-Yu Group signed a Letter of Intent on September 8th.  This action allows the company to set up a Kinmen Liquor Retail Store in the Small-Scale Commodity Trading Markets in Dadeng.  Many people including Kinmen County Magistrate Li, Wo-shi, and County Council Speaker Wang, Zai-sheng all presented and witnessed the signing ceremony.   廈門市翔安區的大嶝島，遊客人次由2004年的60萬人增加到2009年140萬人，島上設有「小額商品交易市場」，亦有銷售金門高粱酒，但假酒充斥時有所聞。有鑑於此，金酒公司8日與象嶼集團簽訂「意向書」，將在大嶝小額商品交易市場設置金酒專賣店，以維護公司商標權益，維持市場價格秩序。包括縣長李沃士、議長王再生等人都在場見證。 【註解】   ●1. bonus-(n)一般指獎金、津貼。此處指額外的好處，額外給予的東西。   ●2. kick off-動詞片語。原指足球賽的開球，後來廣泛引伸為事件、活動的開展、開始。且由於文字簡要，經常出現在新聞用語中。   ●3. eunuch-(n)太監。   ●4. edict-(n)飭令、公告、官方命令。此處imperial edict指皇帝的聖旨。   ●5. embellish-(vt.)裝飾、美化。   ●6. gratitude-(n)感激之情；感恩、感謝。   ●7. commodity-(n)商品。   ●8. 此處以not uncommon兩個否定詞，相互抵消否定意涵，以加強句子的肯定語氣，亦即肯定型雙重否定句。

金門地區運輸發展規劃 李縣長：金門是「國門」   Every ten years, the Institution of Transportation, MOTC, conducts research of the progress of transit systems across Taiwan, and the transit development strategy plan of each location.  On August 31, a meeting was held in order to hear suggestions raised by all fields of Kinmen.  Magristrate Li, Wo-Shi, pointed out in the meeting that Kinmen still has questions towards outbound transportation that are still await ing resolution.  He hopes that the planning team will consider the issues from a wider perspective, and provide the outcome to the central government as a reference for strategic consultation (1).  He also noted that Kinmen's greatest difficulty is that the law systems in Taiwan do not have the same effect on the smaller outer islands.  Li cited (2) a "suit wearing story" as a simile (3) saying Kinmen and Taiwan are like an adult and a child wearing the same suit which could not possibly produce the same effect.  Therefore, Li hopes that that the outer island of Kinmen can be granted a special resolution so as to make amends while there is yet time.   交通部運輸研究所每十年針對台灣北、中、南、東等區域進行區域運輸系統發展策略規劃，8月31日，並在金門舉行一項座談會，聽取金門各方意見。縣長李沃士指出，金門對外交通還有問題待解決，希望規劃團隊從更大的面向思考，將結果提供中央做決策參考。他並指出，金門最大困境是許多制度和台灣本島「穿同一套西裝」，但大人和小孩穿同一套衣服，效果就是不一樣，因此，希望在離島能有特殊配套方案，讓離島金門能急起直追。   Magistrate Li pointed out that Kinmen's airport and mini-three-links seaport should be treated as the "Gate of the Nation" and be upgraded as soon as possible.  He also noted that, upon obtaining a policy from the central government, the time, costs, and service of the mini-three-links will still have superiority (4).  Besides, Kinmen expects itself to be the collecting and distributing center of the Economic Zone on West-coast of Taiwan Straits, and hopes that the capacity of its seaport could be expanded with the support of "pioneering policy" from the central authority.   李沃士並指出，金門的交通口岸，不論機場或小三通港口，都應該以「國門」概念儘速提升相關建設。他並指出，只要中央給政策，小三通在時間、成本和服務方面仍有優勢，金門期待能做為「海西經濟區」的集散中心，希望能加大港口承載量，在政策上讓金門「先試先行」。   Furthermore, Kinmen hopes to address the possibility of a development plan for the educational and medical industries (physical examinations, health care and medical tourism).  It is expected that these plans will attract more tourists from both mainland China and Taiwan to travel to Kinmen for purposes of tourism and consumerism (5) thus helping to further increase the development of Kinmen.    此外，金門也希望朝教育產業和醫療產業（健檢、養生、觀光醫療）規劃發展，期能吸引更多陸生和國內外觀光客到金門觀光和消費，助益金門發展。   【註解】   ●1. consultation-(n)諮商；諮詢。   ●2. cite-(vt.)引用；引～為證；舉出～。   ●3. simile-(n)明喻；比喻。   ●4. superiority-(n)優勢；優越。   ●5. consumerism-(n)消費主義。此處指消費。 本文摘譯、改寫自《金門日報》2010年9月1日報導

一週大事  08/16～08/22   ●Kinmen & NPM To Cooperate Developing Antique Ceramic Liquor   If authorized replicas (1) of precious antiques from the National Palace Museum (NPM) were to combine with liquors from KKL and porcelains (2) from Kinmen Ceramic (3) Factory, great benefits could be in store for both Kinmen and the NPM.  Magistrate Li, Wo-Shi welcomed Xu, Xiao-De (徐孝德) of the Cultural Marketing Department, NPM on August20th and presented a proposal of "Brand Licensing" where liquor and porcelains from Kinmen and authorized-replicas from NPM would combine together to assist in promoting each other.   Magistrate Li also expressed his desire to build a branch of the NPM in Kinmen funded by County Government.  If this branch becomes a reality, it would provide authorized replicas of national treasure exhibited in Kinmen, an added feature for tourists from China to enjoy and appreciate.   ●金門名酒名瓷可望合作開發故宮文物 　 結合故宮古文物元素與金門名酒與官窯名瓷，可望為金門與故宮帶來雙贏！縣長李沃士20日接見故宮博物院文化行銷處處長徐孝德，建議以「品牌授權」模式，結合金酒、陶瓷廠官窯與故宮文物，為彼此再創業務高峰。李沃士也建議由金門縣政府出資，在金門蓋一故宮分院，讓故宮文物輪流在金門展出，以方便大陸遊客到金門欣賞。   ●Construction of Kinmen Bridge to Start Before the End of 2010   President Ma, Ying-jiu and Premier Wu, Dun-Yi both promised that the construction of the Kinmen Bridge will start before the end of 2010.  Magistrate Li, Wo-Shi and Council Speaker Wang, Zai-Sheng visited the Public Construction Commission (PCC), Executive Yuan, on August 19th to ask for the arrangement of an additional budget for construction of the bridge, and also for permission to import funds as well as laborers from Mainland China to facilitate the building of the bridge, thus shortening the duration and reducing the construction costs.  Fan, Liang-xiu (范良銹), Minister without Portfolio and also the Minister of PCC, concluded after the discussion that, in reference to the construction costs, the PCC would agree and give assistance as soon as possible.  The possibility of shortening the duration of construction would be determined after an audit of the "Value Engineering Analysis" was done by the planning contractor.  Due to the limitation of laws, the import of Chinese funds and laborers would require further research by related departments.    ●金門大橋馬總統承諾年底前動工 　 總統馬英九與行政院長吳敦義，日前都再次公開承諾，金門大橋一定會在年底前動工。金門縣長李沃士與縣議長王再生，19日連袂拜會行政院公共工程委員會，建請中央增列金門大橋經費，並開放陸資、陸工建橋，以期縮短工期並降低建橋費用。兼任工程委員會主委的行政院政務委員范良銹，在座談後作出結論：有關工程費部分，公共工程委員會同意幫忙設法解決。縮短工期部分，將請規劃公司進行「價值工程分析」後再審核。有關金門縣欲「先試先行」，引進陸商、陸工承攬金門大橋工程，由於牽涉法令限制，尚須協調各部會進行研究。   ●Former Legislator Wu Not Guilty In the First Trial   Concerning the case of former legislator Wu, Cheng-Dian (吳成典) who was accused of fraudulently (4) claiming salary for assistances from public funds, the Kinmen District Court reached its verdict on August 20th in the first trial.  Wu, Cheng-Dian was grateful to the justice system for proving his innocence.   ●助理薪資案吳成典一審無罪 　 備受關注的前立委吳成典涉詐領公費助理薪資案，金門地方法院20日做出一審宣判，吳成典獲判無罪。吳成典感謝司法還他清白。   ●Kinmen and Guangdong Sign Tourism Corporation Agreement   Kinmen County and Chaozhou city, Guangdong Province, China, signed a regional tourism corporation agreement in establishing a new golden channel by way of the mini-three-links.  This agreement would make Kinmen the "bridgehead" between Taiwan to Guangdong, thus improving both the tourism market and the development of a specialty product from both sides.  This agreement was signed by Wu, Jia-Jiang (吳嘉獎), chairman of Kinmen County Tourism Association, and Xie, Hong-Zhou (謝鴻洲), director of the Chaozhou City Tourism Bureau.  Kinmen Magistrate Li, Wo-Shi and Executive Deputy Mayor of Chaozhou City, Xie, Lie-peng (謝烈鵬), and other special guests witnessed the event.   ●金門廣東簽署旅遊合作協定 　 金門縣18日與大陸廣東省潮州市簽署一項區域旅遊合作協定，雙方將合作開闢經由「金門小三通」往返台灣旅遊的新黃金渠道，讓金門成為台灣-廣東旅遊的「橋頭堡」，促進雙方旅遊市場及旅遊產品之開發與合作。該項協議由金門縣旅遊商業同業公會理事長吳嘉獎與潮州市旅遊局長謝鴻洲代表簽署。金門縣長李沃士與廣東省潮州市常務副市長謝烈鵬等貴賓在場見證。   【註解】   ●1. replicas-(n)複製品。   ●2. porcelain-(n)瓷、瓷器的總稱。   ●3. ceramic-(adj.)陶瓷的；製陶藝術的。   ●4. fraudulently-(adv.)欺騙地、不老實地。.

兩岸將沙盤推演油污染緊急應變   The first cross-strait emergency response tabletop exercise (1) for oil pollution was scheduled on the afternoon of September 2, 2010 in Kinmen with anticipation of a hands-on (2) exercise being held next year. 　 兩岸第一次油污染緊急應變協作推演，預定九十九年九月二日下午在金門舉辦，希望明年能辦理實兵演練。   This tabletop exercise is the cooperation between the "Taiwan Association of Marine Pollution Control" and "China Institute of Navigation" which is commissioned (3) by the Environmental Protection Administration (EPA) of Executive Yuan.  Holding the exercise in Kinmen where the mini-three-links are implemented aimed at establishing the cross-strait emergency response mechanism for oil pollution in the ocean.  According to the plan of the EPA, the assumed scenario (4) of the drill is that a chemical carrier collided (5) with a bulk carrier (6) in the sea of Kinmen, causing an oil leakage and thus producing pollution in the ocean.  In fact, this tabletop exercise is the second time that both sides cooperated together in the environmental field, with the first cooperative event occurred on November 26, 2009 which was an academic seminar held in Kinmen.  　 這項沙盤推演是行政院環保署委託「台灣海洋污染防治協會」，和大陸的「中國航海學會」合作，選在實施小三通的金門舉辦，目的在建立兩岸海上油污染緊急應變機制。根據環保署規劃，演習狀況是模擬兩艘船舶分別載運化學物品與散裝貨物，在金門海域發生碰撞，並造成漏油污染。這項沙盤推演是兩岸環保領域的第二次攜手合作，第一次是去年十一月二十六日在金門舉辦的學術交流研討會。   【註解】   ●1. emergency response tabletop exercise-(n)緊急應變的沙盤推演。tabletop exercise就是「沙盤推演」，或軍事用語中的「兵棋推演」。其中tabletop指桌面上的，或適合於桌面上的；exercise則泛指軍事演習。同樣是軍演，常見的說法還有maneuver、drill或war-game。   ●2. hands-on-(adj.)實際動手做的。此處hands-on exercise指實兵演練。亦可稱full-scale exercise。   ●3. commission-(vt.)委託、委任。   ●4. scenario-(n)劇情、劇本；情境；方案。此處指軍事演練中的狀況想定。   ●5. collide-(vi.)相撞；碰撞。名詞是collision。   ●6. bulk carrier-(n)散裝貨船。bulk是航運業的術語，指單價較低、量體龐大，不適合以貨櫃裝載的散裝貨物。carrier是用以載運的人或物，因此可以指搬運者、運輸公司、貨船或貨機。 本文摘譯、改寫自《金門日報》2010年8月14日報導

一週大事  08/02～08/08   ●Negotiation Held In Xiamen To Discuss Increase Of Direct Flights Across Straits   ●兩岸直航增班爭議廈門協商   To resolve the controversy (1) caused by the increase in cross-strait flights, civil aviation officials held a coordinating meeting anticipating that the controversy between the two sides can be resolved through face-to-face communication.  Representatives from Taiwan were led by Deputy Director-General of Civil Aeronautics Administration Wang, De-He (王德和), who arrived in Xiamen through mini-three-links.  The Civil Aviation Administration of China was led by the Director-General of Transportation Department Wang, Rong-Hua (王榮華) who took flight from Beijing to Xiamen to attend the negotiation.    為了解決兩岸直航增班爭議，兩岸民航官員5日在廈門召開協調會議，希望藉由面對面的溝通，解決雙邊的爭議。我方談判代表係由民航局副局長王德和領軍，循「小三通」管道前往廈門。大陸民航局也由運輸司司長王榮華帶隊，從北京飛到廈門參與這次的談判。   ●Kinmen Public Transportation Cards To Be Upgraded Starting August 10th   ●金門交通卡10日起開始換發新卡   Starting August 10th, the original format for a Kinmen public transportation card will be upgraded.  After following necessary procedures and receiving the new card, county residents will be able to use it in Taiwan which will include riding on the Taiwan Railway from Keelung Ruifang to Hsinchu.  The new card will also be used for bus and highway transportation in urban areas in northern Taiwan, including places such as Taoyuan, Hsinchu, and Miaoli; places in central Taiwan, including Taichung, Changhua, and Nantou; and other areas such as Yunlin, Hualien, and Pingtung.    八月十日起，「金門交通卡」將全面換發新卡。縣民辦妥新卡後，在臺灣地區也同樣能使用，包括可搭乘臺鐵基隆瑞芳至新竹；市區公車與公路客運方面，則通用於北台灣的桃竹苗、中台灣的中彰投，另外還包括雲林、花東等地區。   ●KKL's Semi-annual Sales Revenue Reaches 5.4 Billion    ●金酒今年上半年銷貨收入逾54億   Kinmen Kaoliang Liquor Inc. held a mid-year review meeting on August 4th.  During the meeting, the company announced its semi-annual operation report and indicated the expected operating revenue for 2010 to be 10,972,873,000 NT dollars, with actual sales revenue for the first half year of 5,460,000,000 NT dollars, thus reaching the expected operating revenue of 49.8%.    金酒公司4日召開年中工作檢討會，發佈年度營運狀況指出，九十九年度預計營業收入為一百零九億七千二百八十七萬三千元，九十九年上半年實際銷貨收入計五十四億六千餘萬元，達年度預算銷貨收入之百分之四十九點八。   ●Sorghum Tassel Becomes Winning Shape In Kinmen Bridge Design Ballot   ●高粱穗心勝出金門大橋造型敲定   In regard to (2) the shape of the proposed Kinmen Bridge, the county government announced five prospective proposals and held a vote.  The third proposal, "Messaging Tassel (3)", received the most votes.  The county government will ask the National Expressway Engineering Bureau, MOTC, to quickly engage in the subsequent bridge design based upon the voting results.   有關「金門大橋」造型，縣府日前公告五種備選方案，經票選結果，方案三「穗心傳語」獲得最高票，縣府將請國工局儘速依據票選結果進行大橋後續設計作業。   ●Dong, Li-Rong Awarded the Title of "Queen of the Clamming Season"   ●花蛤仙子  董力蓉獲選   During the selection of "Queen of the Clamming Season" in the "Beautiful Summer in Kinmen-2010 Clamming Season at Jinhu Beach", Dong, Li-Rong (董力蓉) received the honor of being elected queen.  The 23 year old, currently a student in the National Taiwan University of Arts, has selected as her favorite personal quote:  "one's own life path is decided by oneself."  Li-Rong, who stands at 166 centimeters in height, hopes that she will become a successful individual.  Another student, Zhou, Zhi-Rou (周志柔), won first place in the Fourth Singing Contest in the Clamming Season Series.   「夏豔金門－2010金湖海灘花蛤季」的「花蛤仙子」選拔，由董力蓉摘下后冠，成為今夏金湖花蛤季中，最美麗的嬌娃。董力蓉最喜歡的一句話是：人生是由自己決定！她希望二十年、三十年之後，自己會是一個成功的人。董力蓉身高一百六十六公分，目前是台灣藝術大學的學生。花蛤季系列活動中的第四屆歌唱大賽，由周志柔獲得第一名。   ●Shock Explosion Occurred In Nantang Ammunition Depot   ●轟然巨響南塘彈藥庫驚爆   At six twenty on the evening of August 2nd, several successive (4) explosions were heard at the last ROC military ammunition depot (5) in Nantang, Lieyu Township.  As black smoke filled the sky, many windows burst and ceilings collapsed.  Residents quickly evacuated (6) from the buildings.  After the accident, Army General Headquarters sent Major General (7) Shi, Shi-Jie (史世傑), Deputy Director of Political Warfare Department, to visit and assuage (8) the victims of the explosion.  County Magistrate Li, Wo-Shi also went to the scene to give out allowances.  The residents of Lieyu hope that the military will remove the ammunition depot from their residence as soon as possible.  It was presumed that the cause of the explosion was related to the heat from the recent high temperatures. 　 軍方位於烈嶼鄉南塘的最後一座彈藥庫，2日傍晚6時20許陸續傳出多次爆炸聲響，黑煙衝天，南塘村許多住宅窗戶應聲破裂，天花板也掉落，居民紛紛四出走避。事發後陸軍司令部派政戰副主任史世傑少將登島探視與慰問，縣長李沃士也前往勘災，並發放慰問金。烈嶼居民希望軍方儘速將彈藥庫移走。至於彈藥庫爆炸原因，研判可能與天氣炎熱、高溫有關。   【註解】   ●1. controversy-(n)爭論、爭議；糾紛。對某事的爭議，通常搭配controversy over something，或controversy regarding something。   ●2. in regard to-關於。   ●3. tassel-(n)植物的穗；流蘇或流蘇狀的物品。   ●4. successive-(adj.)連續的。   ●5. depot-(n)倉庫；補給站；維修工廠。此處指部隊的彈藥庫。   ●6. evacuate-(vt.)使撤退、撤離。   ●7. Major General-陸軍或空軍少將。海軍少將則稱為Rear Admiral。   ●8. assuage-(vt.)安撫；緩和、減輕。

一週大事  07/26～08/01   ●DPP's Service Center Made Its Debut(1) in Eastern Kinmen    ●民進黨金東服務處揭牌   DPP's Kinmen headquarters officially opened its service center in eastern Kinmen on July 31st.  The vice-executive for the party headquarters, Hong, Hai-Shui (洪海水) will act as the director of the service center.  Weng, Ming-Zhi, (翁明志) chairman of Committee in DPP's Party Headquarters in Kinmen, hoped that with the establishment of the Eastern Kinmen Service Center, the scope of the DPP's service will expand, helping the party become more integrated and involved in the eastern Kinmen area. 　 民進黨金門縣黨部金東服務處於7月31日揭牌成立。由黨部副執行長洪海水出任服務處主任。民進黨金門縣黨部主委翁明志表示，希望藉著金東服務處的成立，擴大服務，紮根金東地區。   ●Clearance of Lieyu Xihu Mine Field Completed   ●烈嶼西湖雷區排雷工程完工   The military conducted an advanced mine clearance in Lieyu Xihu Mine Field to cooperate with the 2010 Swim Across Kinmen-Xiamen Strait scheduled on August 8th.  After an exerted (2) effort for one month, the mine clearance was completed with an inspection scheduled on July 30th.  The total mine area cleared was 7,258 square meters.  This was the first mine clearance conducted by the ROC military had done during the second stage. 　 為配合即將在8月8日舉行的2010金廈海域泳渡活動，軍方提前對烈嶼鄉西湖雷區進行。經過一個月的努力，排雷工程已告一段落，7月30日驗收，排雷總面積七千二百五十八平方公尺，也是國軍第二階段排雷第一個完成的自力排雷工程。   ●Sampling of Water at Houhu Beach by EPA Show Satisfactory Quality   ●環保署採樣檢測  后湖海灘水質優良 　 According to the Environment Protection Administration (EPA), Executive Yuan, the sample detection taken from twenty three beaches during the second half of July showed that the water quality of sixteen beaches, including Mazu (Tanghou) and Kinmen (Houhu) was satisfactory.   根據環保署7月下旬對全國二十三處海灘水質進行採樣的檢測結果，包括馬祖（塘后）、金門（后湖）等十六處海灘，水質均為優良等級。   ●The Election of Two Councilors Adjudged Invalid   ●兩議員一審判當選無效   County councilors Hong, Yun-Dian (洪允典) and Ou-Yang, Yi-Xiong (歐陽儀雄) were both accused of election bribery (3) during the campaigns.  The Kinmen District Court reached its verdict (4) on July 30th in the first trial for these cases and adjudged (5) their election invalid.  Nevertheless, the case could still be appealed to a higher court.   Taiwan's first offshore green energy technology firm, SolarGate Technology Corp., attracted the investors of United Microelectronics Corp. (UMC) in April.  Subsequently, the firm integrated the corporation's resources and facilitated the low-carbon plan in Kinmen.  The firm was prepared to turn Kinmen from a well-known historical battlefield into an international low-carbon resort island.   National Kinmen Institute of Technology will be renamed National Quemoy University (NQU) on August 1st.  After the introduction of the Malaysian Chinese leader Yeoh, Tiong-Lay （楊忠禮）, Terry Gou（郭台銘）, Chairman of Foxconn Technology Group announced that he will donate one million US dollars to NQU under the name of Yonglin Foundation to promote the affairs of the school.  Future university graduates with outstanding academic performance may also be recruited to work with the Foxconn Technology Group .   According to the statistics of Kinmen Airport, Civil Aeronautics Administration, the passenger load of all three airline companies was 70,0360 of an availability of 84,225 seats.  The average passenger load rate of the route from Jiayi to Kinmen was 95.4%, the highest of all.  The route from Kinmen to Taizhong had the lowest passenger load rate of 72.6%.   The 60th anniversary of the Dadan and Erdan Battles was solemnly held in Lieyu Township on July 26th, and emceed (7) by Deputy Minister of Ministry of National Defense, Zhao, Shi-Zhang (趙世璋).  Battalion (8) Commander Shi, Heng-Feng (史恆豐) and five hundred surviving veteran soldiers who had participated in the war attended the anniversary.  After the assembly, the veterans were to land on Dadan Island once again to unveil (9) the Dadan, Erdan Battle Memorial. 一週大事 07/12～07/25   ●Kinmen Hospital United Medical Building To Be Finished By 2011   ●金門綜合醫療大樓民國一百年底完工   The Kinmen county government held a meeting on July 23rd to track the progress of the construction project of the Kinmen Hospital United Medical Building.  The project, which covers an area of 40,378 square meters and has a price tag of 964.783496 million NT dollars, (1) would include construction of the Medical Building and the Psychiatric (2) Building, renovation (3) of the old building, and landscape construction for pathways within the hospital area.  The project will require another 200 million NT dollars to purchase the necessary medical equipment.  Upon completion, the accommodation (4) capacity of the United Medical Building will be 473 beds.  The groundbreaking ceremony is scheduled this September with construction being completed by November, 2011.   金門縣政府23日召開會議，追蹤「綜合醫療大樓」興建進度。該項工程由署立金門醫院主辦，基地面積為四萬零三百七十八平方公尺，工程總經費為九億六千五百七十八萬三千四百九十六元，包含醫療大樓、精神科大樓、舊大樓整修及院區道路景觀等工程。此外，醫療儀器設備尚須二億元經費。完工後大樓的總床數達四百七十三床。預計今年九月中舉行動土典禮，一百年十一月全部完工。   ●Grand Formosa To Cooperate With KKL   ●晶華酒店擬與金酒合作   After purchasing the Regent, Grand Formosa Regent Hotel Taipei has cast their eyes over the island of Kinmen.  The CEO of the Grand Formosa, Amy Xue (Xue, Ya-Ping) visited Kinmen on July 23rd, accompanied by their development group, to probe (5) the potential opportunity to cooperate with KKL to develop a star-rated hotel in Kinmen.    甫買下Regent國際品牌的晶華酒店集團，將目標放眼金門，23日由集團執行長薛雅萍帶領開發團隊專程抵金考察探勘，規劃與金酒公司合作共同開發星級酒店。   ●Two Works Published By KMNP Wins National Awards   ●金管處兩作品獲國家出版獎   A documentary (6) video titled "Live of Great Cormorant in Kinmen," and a book titled "Military Life in Kinem", both published by Kinmen National Park Headquarters, joined the competition of the Second National Book Award held by the Research, Development and Evaluation Commission, Executive Yuan wining both the Best Award and the Merit Award. (7) 　  金門國家公園管理處以「黑色舞影-鸕鶿生態紀實」(the live of great cormorant in Kinmen)影片、「金門軍旅生活」圖書，參加行政院研考會舉辦獎勵機關優良出版品的「第二屆國家出版獎」，分獲優等獎、佳作獎。   ●Magistrate and Township Mayor Held Press Conference in Taiwan to Promote Clam Season   ●行銷花蛤季  李沃士蔡西湖在台舉行記者會   "Beautiful Summer Vacation in Kinmen-2010 Beach Clam Season Series in Jinhu Township" will be under way from July 31st to August 8th.  To promote these special beach events in Kinem, Magistrate Li, Wo-Shi, and JinHu Township Mayor Cai, Xi-Hu (蔡西湖), making up as heavy metal and rock singers, jointly held a special and unique press conference in Taipei on July 20th.  They invited all visitors to Kinmen to enjoy the season.   「2010夏豔金門‧金湖海灘花蛤季」將於7月31日至8月8日登場。為推銷這項金門夏季特有的海邊活動，縣長李沃士與金湖鎮長蔡西湖20日特別跨海到台北市，以重金屬搖滾歌手的形象，登台舉行別開生面的記者會，邀請台灣遊客揪團結伴到金門。   【註解】   ●1. The project , which…句子中先行詞為The project(計畫)。"which"所引導的形容詞子句為補述用法，用來補充說明該計畫所涵蓋的面積及所費之金額。主要子句為The project …… would include construction of the Medical ……。   ●2. psychiatric-(adj.)精神病學的。   ●3. renovation-(n)更新、修繕。   ●4. accommodation-(n)住宿；膳宿。此處指醫院的病床容納量。   ●5. probe-(vt.)探索；徹底調查。   ●6. documentary-(adj.)紀錄的、紀實的。亦可當名詞，指「紀錄片」。   ●7. 本文以一句話交代全部內容，其中，得獎的兩部作品A documentary……、a book……以and連結成為本句的主詞，再以分詞構句both published by……，描述這兩部作品都是國家公園管理處出版。主要子句則是A documentary…… and a book…… joined the competition …… 。

一週大事 07/12～07/18   ●Kinmen's Taiwan Aboriginal Association Established   ●台灣原民金門協進會成立   The Kinmen's Taiwan Aboriginal (1) Association, which was established on July 17th, celebrated its establishment with a performance of traditional indigenous (2) dancing and singing presented in Kinmen by the Na Lu Wan Opera Company led by Zhong, Xing Hua (鍾興華), the Director-General of Cultural Park Administration, Council of Indigenous Peoples, Executive Yuan. (3)  Special guests such as Secretary-General of the Provincial Government Zeng, Hua De (曾華德), County Magistrate Li, Wo-Shi, and Speaker of the County Council Wang, Zai Sheng met with over four hundred indigenous fellow Kinmenese at the gala (4) event that was filled with dancing and singing.  Kinmen's Taiwan Aboriginal Association also elected Zhang, Chao-Zhi (章朝枝) as the first Director-General of the association.   ●Association of Kinmen Fellows In Taiwan Established With Huang, Bing-Zhong in Charge   ●中華金門旅台協進會成立    黃炳中掌舵   Association of Kinmen Fellows in Taiwan, ROC, the 15th Kinmen Fellow Association, was established on July 17th with Huang, Bing-Zhong (黃炳中) elected as the first Director-General.  Huang is the Director of the General Affairs Department, Legislative Yuan.  Huang has committed himself to (5) the interest of the Kinmenese in Taiwan, aiding the facilitation (6) of their cooperation and the cohesion (7) of their solidarity (8).    金門縣旅台鄉親的第15個同鄉會「中華金門旅台公共事務協進會」17日正式成立，並選出立法院總務處處長黃炳中為首任理事長。他矢志服務金門旅台同鄉，促進互助、凝聚力量。   ●Ming Chuan University-Kinmen Campus Officially Initiated Construction   ●銘傳大學金門校區正式開工   Ming Chuan University (MCU)-Kinmen Campus started its construction on July 16th with completion scheduled within one year.  Future admissions will focus on Mainland, overseas Chinese, and international students.  Chen, De-Zhao (陳德昭), the Director of the Administration Office of MCU- Kinmen Campus, and Secretary-General Fan, Zhong-Yuan (樊中原) hosted the groundbreaking (9) ceremony.  Fan stated that MCU has finally managed to start construction of its Kinmen-campus after years of facilitation.  In the near-future, the campus may take advantage of the enacted (10) three "Acts" allowing mainland students to study in Taiwan and admitting 300 students as the first students on the Kinmen campus.  A majority of the admitted students could major in tourism and business administration at the beginning stage of development of the new campus.  It is anticipated that after the first five years, enrollment could possibly reach six thousand.   銘傳大學金門校區的建校於16日正式開工，預定一年後完工；未來招生對象將會以陸生、僑生、國際生為主。銘傳大學金門校區行政處處長陳德昭、秘書長樊中原等人特別到金門校區主持動土典禮。樊中原表示，銘傳在金門建校已經推動了十幾年，這次終於正式動工了，未來配合「陸生三法」的通過，一年後，可望招收第一批金門校區學生三百名，初期以觀光及管理學院為主；五年後的規模預期可達學生六千人。   ●Kinmen Bridge Design Opened To Selection By Kinmenese   ●金門大橋造型開放鄉親票選   The Kinmen Government purposely revealed five options of the possible design of the Kinmen Bridge to the public.  The government held a ballot (11) from July 20th to July 26th to determine the design that Kinmen fellows preferred.  Those who sent postcards to participate in the ballot will have the opportunity to win in the lucky draw (12). 　 金門縣政府為廣徵鄉親對金門大橋造型之意向，特別公布五種橋樑造型，並自7月20日至7月26日止，舉辦票選活動，凡以寄送明信片參與票選的鄉親，還可參加公開抽獎活動。   ●Kinmen's Annual Rise Of Land Price Ranked The Fastest-growing Countrywide   ●全國都市地價金門漲幅居冠   Ministry of the Interior, Executive Yuan, announced the newest investigation results on the urban land price index on July 14th.  According to the investigation, the 6.6% increase of Kinmen County's land price index is ranked the highest among Taiwan counties.  The county government explained that the rapid rise in land price could be attributed to (13) the central government's continued release of benefits which highly promote the real estate market in Kinmen.  Land price in the commercial district is largely affected by the influx (14) of mainland tourists.  The increased presence of Mainlanders has influenced the demand of the shophouse (15) which has in turn increased rent and land prices significantly to a premium (16) amount.   ●Kinmen Wins Two Gold Medals in the International Ironman Three-Category Championship Contest   ●國際鐵人三項金門隊拿下兩面金牌   The 2010 Taoyuan International Ironman Three-Category Championship Contest was held in Taoyuan's Shimen Reservoir (17).  The contest attracted 3,500 participants with the team from Kinmen sending three groups of relay teams.  The three groups from Kinmen won the gold medals in the male category and the mixed category, and 6th place in the group category, with a brilliant overall performance. 金門機場年底前改善進場能見度標準   The County government held a meeting on July 14th with the Civil Aeronautics Administration (CAA), the military, and other relevant authorities to discuss the arrangement for improving the visibility of landing minimum at the Kinmen Airport.  Discussions of the improvement of runway 06 revealed that it will be implemented in two stages, with the first stage planning to lower the landing minimum to 900m.     縣府14日召開會議，邀集民航局、軍方等相關單位，討論金門機場改善進場能見度標準案，初步商定06跑道改善將分兩階段實施，第一階段預定今年十二月底前將進場能見度標準降至九百公尺。   CAA officials mentioned that with the help of the Instrument Landing System (ILS), landing minimum of runway 06 is 1,200m.  They will remove obstacles by the end of 2010 to lower the landing minimum to 900m.  In addition, they plan to continue removing the "Great Wall Bunker" and relevant obstacles at the second stage with anticipation of lowering the landing minimum to 800m.   民航局表示，目前金門06跑道儀降系統（ILS）進場能見度標準為一千二百公尺，99年12月底前，將先移除部份障礙物，將進場標準降至九百公尺。第二階段再持續清除軍方長城堡等其他障礙物，希望將進場標準再降低至八百公尺。   Magistrate Li, Wo-Shi stated that upgrade of landing minimum at the airport is the anticipation of every Kinmenese because it helps to improve air transportation in Kinmen.   金門縣長李沃士則表示，機場起降標準改善是大家的期待，有益於改善金門空中交通。 本文摘譯、改寫自《金門日報》2010年7月14日報導
