廈門青少年科技創新大賽金門摘三金一銀一銅   The theme of the 26th Xiamen Municipal (1) Youth Science and Technology Innovation (2) Contest in 2010 was "Experience, Innovate, and Grow into Low-carbon Lifestyle."  The Kinmen County delegation-all members chosen from the junior-high group winners in the 50th Science Fair this year-participated in the different subjects in this competition winning three gold medals, one silver medal, and one bronze medal. 　 以「體驗、創新、成長、走進低碳生活」為主題的第26屆廈門市青少年科技創新大賽，金門縣代表團推派今年第50屆科展國中組各類科第一名選手前往參賽，共獲得三金、一銀、一銅獎牌的佳績。   This competition included participants from Fujien Province in mainland China, and also from Taiwan and Kinmen, totaling nearly 3,000 students who participated in 637 events.  Under the direction of the Chief Inspector (3) of Education Bureau, Kinmen County Government, Chen, Jin-Wen (陳金文) , and the principal of Jin-Cheng Junior High School, Yang, Rui-Song (楊瑞松), students from Kinmen competed in five subjects: mathematics, physics, biology, earth science, and applied science.  Their scores were outstanding, and altogether the team succeeded in winning three gold medals, one silver medal, and one bronze medal.  This year's municipal winners will also be sent to compete in the 26th Fujien Province Youth Science and Technology Innovation Contest, which will be held in March, 2011, in Quan Zhou City, Fujien Province.   這項比賽共有來自大陸福建省及臺灣、金門等地學生近三千人參與，共申報了637項參賽項目。金門地區選手由教育局主任督學陳金文與城中校長楊瑞松領軍，攜數學、物理、生物、地球科學、應用科學科等五個學科的項目參賽，結果成績脫穎而出，全隊摘回三金、一銀、一銅獎牌的佳績。這次獲獎的專案，也將選送參加2011年三月份在泉州市舉行的第26屆福建省青少年科技創新大賽。 【註解】 ●1. municipal-(adj.)市的；市立的；市辦的。 ●2. innovation-(n)創新、革新、改革。 ●3. Inspector-(n)督察員。此處指教育行政系統的督學。Chief Inspector則是主任督學。 本文摘譯、改寫自《金門日報》2010年12月1日報導

烈嶼地雷午夜驚爆有驚無險   A sudden landmine explosion at midnight on December 3rd in the Donggang coast landmine zone, Leiyu Township, left a two meter hole in the ground.  Fortunately, this explosion, caused by burning garbage, did not result in (1) fatalities (2). 　 烈嶼鄉東崗海岸雷區三日午夜傳出驚爆，炸出一個直徑寬約兩公尺的坑洞。這起爆炸案，是白天焚燒垃圾引起的，所幸並未釀成更大的災情。   The incident took place in the Donggang coast landmine zone, starting with the burning of garbage and other waste near the right side of Donggang ocean outlet (3) at 3:30 pm December 3rd.  Due to the heavy northeast monsoon (4) and ocean winds, the sparks (5) were carried by the wind into the landmine zone causing a fire alarm.  It was then discovered by the nearby garrison (6) command, who immediately reported a fire alarm to Leiyu Fire Department.  Commander of Leiyu Defense Command Zhang, Jing-Yang (張景陽) rushed to the fire scene to supervise the entire firefighting procedure.  Upon receiving the news, Leiyu Township Office secretary Lu, He-Cheng (呂合成) proceeded to the site to get a full picture of the unfortunate incident. 　 這起東崗海岸雷區驚爆案起因於三日下午三時三十分許有人在東崗出海口右側焚燒垃圾和雜物；由於東北季風和海風強勁，火星隨著風勢飄進雷區引起火警。經附近駐軍官兵發現後，馬上回報火警及通報烈嶼消防分隊，烈指部指揮官張景陽趕到火警現場指揮救災，烈嶼鄉公所秘書呂合成聞訊也到場了解災情。   The first wave of the fire was suppressed (7) at 5 pm December 3rd.  However, at 7 pm that night, the Incident Safety Officers discovered that the fire had re-established itself with several fire spots in the Donggang coast landmine zone.  The fact that it is a landmine zone increased the difficulties in bringing the fire under control.  Zhang, Jing-Yang contacted G4S Security Services Taiwan (士瑞克) for assistance.  G4S is the landmine clearance agency in Taiwan.  Four landmine clearance specialists were sent to the incident site and were able to open up a route for firefighters by using metal detectors.  This enabled firefighters to get into the fire scene and put out the fire. 　 第一波火警在三日下午五時許撲滅。不料，當天晚間七時許，監視官兵發現東崗海岸雷區火場死灰復燃，並有多個火點，而且是雷區，搶救難度高。張景陽立即連絡在烈嶼地區執行排雷的台灣士瑞克保全公司支援四名排雷人員，帶著金屬掃描器，打開一條救火線出來，消警始得拉水線進入火場灌救。   According to Lu, He-Cheng, at 11: 30 pm, as the firefighting continued, a dazzling (8) flame suddenly burst out of the ground.  The landmine clearance specialists noticed it immediately and quickly alerted people of the bomb explosion making sure everybody there retreated to a safer place.  As soon as all members were safely relocated (9) to another zone, a landmine exploded.  Luckily, no one was injured. 　  據呂合成描述說，整個救災至三日晚間十一時卅分許，火場突然有一團鮮艷的火光冒出來，機警的排雷人員高喊要爆炸了，要所有人員趕快撤離；正當人員撤離至安全地帶，一枚地雷隨即轟然炸開來，所幸沒有任何人員受傷。   To prevent the fire from reigniting (10), the Donggang ocean outlet was kept under monitoring by Leiyu Defense Command the following day. 　  烈指部4日仍續派員在東崗出海口進行全天候監控，以防死灰復燃。   【註解】   ●1. result in-導致。   ●2. fatality-(n)因意外事故的死亡者；死亡事故、災禍。   ●3. outlet-(n)出海口；出口；亦指商店、銷售通路。   ●4. monsoon-(n)季風。   ●5. spark-(n)火星、火花。   ●6. garrison-(n)駐軍；(衛戍部隊的)駐防地。   ●7. suppress-(vt.)壓制；平定；阻止～生長或發展。   ●8. dazzling-(adj.)耀眼的、炫目的。   ●9. relocate-(vt.)重新安置。   ●10. reignite-(vt.)重新點火、再點燃。 本文摘譯、改寫自《金門日報》2010年12月5日報導

試辦區域論人計酬健保方案金門等醫師公會反對   The "General Conference of the President, Executive Supervisor, and Secretary-general of Medical Associations" (which included 15 counties across the northeastern and central parts of Taiwan), was held on November 21st in Kinmen.  Members of medical associations from Taipei, Taizhong, Yilan, Miaoli, Taoyuan, and Kinmen counties all expressed their concern or opposition to the "Healthcare Capitation (1) System". 　 「北、東、中部十五縣市醫師公會理事長、常務理監事暨總幹事聯誼會」11月21日在金門舉行，台北縣、台中縣、宜蘭縣、苗栗縣、桃園縣、金門縣等醫師公會都對「論人計酬」表示懷疑或反對。   Many of the 15 Medical associations members who attended this conference have shown strong suspicion over the "Healthcare Capitation System", which was proposed by the Department of Health (DOH) and will be set for a trial run (2) in the DOH hospitals in Kinmen, Zhanghua, Bingdong etc. next April.  One of their concerns is that the government seems to have decided to bring out (3) this new system in a rush and that it might still be in the experimental stage; also, the government has failed to fully communicate with both the public (the payers) and the physicians (4) (the healthcare providers), and has yet to propose any supporting measures to facilitate the system.  These have all contributed to an increasing instability.  Specifically in the Kinmen region, the lack of medical resources and healthcare, the difficulties of referral (5) treatment, and many "out-of-town" (6) registered residents have all added more risk factors to the new system.  It is likely that the result will be far from the expected outcome if the new system is implemented abruptly (7) without careful planning.  So in the end, it will become a "no-win" situation for the public, the healthcare providers, and the government. 　  21日在金門聚會的十五個縣市醫師公會中，很多公會對衛生署計畫於明年四月起在金門、彰化、屏東等署立醫院試辦「論人計酬」計畫表示了強烈的質疑。他們認為官方政策倉促推出，有著實驗性質，未充分與民眾（付費者）及醫師（醫療提供者）溝通，也未提出完整配套措施，不確定性仍高，特別是金門地區因先天醫療資源缺乏，醫療照護及轉診的便利性皆遠不如台灣地區，加上金門縣有許多設籍人口並未實際居住金門，這項新制度若貿然實施，效果可能不如預期；屆時恐怕會造成民眾、醫療機構及政府三輸的局面！   Director of the Kinmen Health Bureau, Chen, Tien-Shuan (陳天順), thinks that the following three conditions are required if the "Regional Healthcare Capitation Plan" is to be conducted in Kinmen: the overall satisfaction with the healthcare system should be above 80%; referral treatment rate should be lower than 50%; and finally, it should gain support from over half of the healthcare providers in Kinmen. 　 金門縣衛生局長陳天順認為，金門如果要實施「區域論人計酬健保方案」，應該先具備以下三個條件：醫療滿意度應超過百分之八十；境外就醫應低於百分之五十；要有二分之一以上的金門醫療院所支持！   On the other hand, the Superintendent (8) of the Kinmen Hospital, Ou, Tian-Yuan (歐天元), described the current dilemma (9) faced by National Health Insurance, "The system must go on, the service cannot stop.  The public is unwilling to pay the bill, and the debt cannot be reduced."  However, Ou mentioned that the DOH demanded that the trial run be carried out, and that the Kinmen Hospital should still sketch (10) out the regional plan according to DOH's direction. 　 署立金門醫院院長歐天元則表示，目前健保制度的困境是：「健保不能倒，服務不能少，全民不買單，債務不能少」；而衛生署的指令則是「勢在必行」。他將依據衛生署的指令提出金門的區域計畫。   【註解】   ●1. capitation-(n)按人頭計算；人頭稅；均攤。   ●2. trial run-試辦；試驗；試車、試航。   ●3. bring out-推出；出產；出品。   ●4. physician-(n)醫師；內科醫師。   ●5. referral-(n)推薦、介紹；被推薦者；此處指被推薦、轉診之病患。referral treatment即轉診。   ●6. out-of-town-(adj.)外埠的，從其他城市來的。   ●7. abruptly-(adv.)唐突的；魯莽的；突然的。   ●8. superintendent-(n)負責人；監督者；此處指署立醫院的院長。   ●9. dilemma-(n)進退兩難的困境。   ●10. sketch-(vt.)草擬。 本文摘譯、改寫自《金門日報》2010年11月22日報導

監委抵金訪視離島基金執行情形   Controllers Shen, Mei-Zhen (沈美真), and Du, Shan-Liang (杜善良) arrived at the Kinmen County Government office to monitor the execution of the Offshore Island Development Fund Plan.  They listened to the briefing presented by Chen, Chao-Jin (陳朝金), Director of Research, Development and Evaluation Office, Kinmen County Government.  Shen, Mei-Zhen expressed that in comparison to other cases in Taiwan, Kinmen performed relatively well in executing the Offshore Island Development Fund Plan.  Nevertheless, Shen emphasized since Kinmen is located at the gateway of the Mini-Three-Links and serves as Taiwan's facade (1), Taiwan-Kinmen transportation needs improving.  She advised the related authority to list transportation planning as priority (2) in the offshore construction in the future in order for transportation to become more convenient, and the price of Taiwan-Kinmen air flights to be more affordable.  Only with these changes, it would be likely to facilitate the development of Kinmen's tourism industry and economy. 　 監察委員沈美真、杜善良18日抵縣府訪視離島建設基金補助計畫執行情形，並聽取縣府研考室主任陳朝金簡報。沈美真表示，在全國各縣市離島建設基金案件當中，金門的表現不俗，但沈美真強調，金門位處小三通出入口，稱得上是台灣的門面，台金交通確有需要改善。她表示，離島建設未來將把交通規劃列為重點，希望讓交通更便利，台金機票價格更平民化，對促進金門觀光發展與經濟發展才有幫助。   Shen, Mei-Zhen pointed out that the number of passengers of the Mini-Three-Links increases every year, but since the infrastructure of the harbor is insufficient, expansion would be needed.  Shen also stated specifically that Kinmen harbor's infrastructure cannot afford to fall far behind (3) that of Xiamen.  Controller Du, Shan-Liang, who has experienced Mini-Three-Links himself, expressed that since the Kinmen harbor infrastructure is obviously behind Xiamen's, Kinmen should facilitate the expansion of its infrastructure to improve the quality of its visitor service.   沈美真指出，小三通旅客年年增加，但水頭碼頭硬體設施不足，應針對實際需求進行擴建，尤其不能落後廈門太多，應朝著打造國家門面來做。曾兩度親身體驗過小三通的監委杜善良也表示，水頭碼頭的硬體設施，比廈門港差很多，應加速來推動擴建，以提升服務品質。   【註解】   ●1. facade-(n)建築物的正面；表面、外觀。   ●2. list ～ as priority-將～列為優先。   ●3. fall far behind-遠遠落後。 本文摘譯、改寫自《金門日報》2010年11月19日報導

國際反地雷組織肯定金門排雷成果   Ms. Jacqueline Hansen, director of the "Landmine and Cluster (1) Munitions (2) Monitor" which belongs to the international anti-landmine organization, arrived in Kinmen on the 14th to observe and better understand the results of Kinmen's landmine elimination (3).  She approved the de-mining results and felt that it was a big boost for the global anti-landmine movement.  Magistrate Li, Wo-Shi met personally with Ms. Hansen, and invited her to the Republic of China's Centennial Carnival and Peace Bell Ringing Ceremony in Kinmen next year.   國際反地雷組織「地雷與集束彈藥監督」計畫主持人-賈桂琳‧韓森女士，14日來金了解金門地區清除地雷成效。她肯定金門排雷成果，認為是對全球反雷運動的一大鼓舞。縣長李沃士也當面邀請賈桂琳‧韓森女士明年再度來金參加建國一百年和平敲鐘儀式，傳遞和平的信念。   Accompanied by military authorities, Ms. Jacqueline Hansen proceeded towards An-Qi landmine zone (安岐雷區) in Jin-ning Township to examine the situation and the execution of de-mining work, listening to reports from Kinmen's de-mining team, observing equipment, and trying to understand the results of military de-mining efforts.  She felt that the de-mining work, its plan and execution were carried out very cautiously and also had positive physical results.  Areas that had already been de-mined were made "green" through forestation (4), which won the praise and admiration of the people.  She felt that this was a significant boost for the de-mining movements across the globe.  In the afternoon, Ms. Hansen turned towards the Jin-hu Township office for a visit to those who have suffered injuries from the mines, including Li, Xi-Sheng (李錫盛), Chen-Zhang, Li-Yu (陳張麗玉), etc.  They called out loud that "We want shoes, not mines," to pledge (5) their determination in anti-mining efforts by a concrete course of action.   賈桂琳‧韓森女士在軍方人員陪同下，前往金寧鄉安岐雷區了解排雷作業執行情形，聽取金防部排雷大隊簡報，參觀排雷裝備，了解國軍排雷的努力成果。她認為金門的排雷工作，規劃與執行都很嚴謹、也有具體成果，清除後的雷區也已綠化造林，很令人讚賞。她認為，金門的排雷成果，對全球反雷運動是一大鼓舞。下午賈桂琳‧韓森女士轉往金湖鎮公所訪視遭受雷傷的民眾李錫盛、陳張麗玉等，一行人並高喊「要鞋不要雷」，以具體行動宣示反地雷的決心。   【註解】   ●1. cluster-(n)束；群；組。   ●2. munitions-(n)軍火；軍需品。cluster munitions指的是「集束彈藥」，即在一般炸彈同樣大小的彈體中，裝入由數個到數百個的子炸彈，空投後在空中分解，藉由散佈子炸彈造成威力較小但面積較大的區域性殺傷效果，通常係以人員、車輛、器材等為主要攻擊目標。而Landmine and Cluster Munitions Monitor則是為了監督2010年8月1日生效的《集束彈藥公約》（The Convention on Cluster Munitions，簡稱CCM）執行成效，由民間創立的一個非政府組織。   ●3. elimination-(n)排除；去除；根除。   ●4. forestation-(n)植樹造林。   ●5. pledge-(vt.)保證給予；承諾、發誓。 本文摘譯、改寫自《金門日報》2010年11月15日報導

一週大事  11/15～11/21   ●Romantic Cross-Straits Group Wedding Cere mony Takes Place in Xiamen   ●兩岸集團結婚在廈門浪漫登場   On November 20th, "The Eighth Cross-Straits Southern Fujian Wedding Traditions & Culture Festival 2010" added a romantic touch (1) to an organized, large-scale group wedding ceremony in Xiamen.  A total 52 couples attended the ceremony, including 14 couples from Kinmen.  Major officials including Kinmen County Magistrate Li, Wo-Shi (李沃士), Council Speaker Wang, Zai-Sheng (王再生) and their team members had traveled all the way to Xiamen to witness this ceremony, and to give their blessing.  County Magistrate Li, Wo-Shi hopes that the contact between people from both sides of the Strait will quickly increase.  He also hopes that mainland compatriots will accept the gracious (2) invitation to visit Kinmen, and experience the hospitality, getting a firsthand taste of southern Fujian culture.   「2010第八屆海峽兩岸閩南婚慶文化節」大型集體婚禮，20日在廈門浪漫登場，兩岸計有52對「新人」參加，其中有14對是金門「新人」。金門縣長李沃士、縣議會議長王再生等府會首長親自率團隊跨海見證並獻上祝福。李沃士縣長冀望未來兩岸人民交流腳步更快速，也歡迎大陸同胞到金門觀光，實地體驗閩南風情與金門淳樸的人情味。   ●Large Numbers of Great Cormorants Crossing the Border Bring a Stunning Scenery   ●黑衫大軍壓境  蔚為奇觀   The season for winter bird-watching activity is here!  Each year in Kinmen, huge flocks of Black Crusaders (3)-the Great Cormorants-form a dark cloud above Lake Ci, creating a stunning (4) scenery.  A large-scale of winter bird watching activity was organized on November 20th in Lake Ci, drawing some 60 birdwatchers from all over Taiwan and Kinmen to enjoy the magnificent view of these Black Crusaders flying above the skyline.  According to Xu, Yong-Mian (許永面), the Senior Director of Kinmen Bird-watching Association, there were about 1500 to 2000 Great Cormorants on November 20th.  Birdwatchers who attended this event were considered to be very lucky.  Xu further added that each year there would be about 8 thousand to 10 thousand Great Cormorants visiting Kinmen.  So far, it is not clear whether it will be the same this year. 　 冬季賞鳥旅遊季節來了！金門每年有上萬隻「黑衫大軍」鸕鶿成群結隊，飛躍過慈湖上空，蔚為奇觀。一項「冬季賞鳥活動」20日在慈湖盛大登場，吸引台金60多位鳥友前來賞鳥，一起感受「黑衫大軍」飛越天際的壯觀美景。鳥會資深理事許永面老師指出，根據經驗判斷，20日現場約有1500~2000隻鸕鶿，參與賞鳥活動的鳥友們真的非常幸運。許永面說，每年飛來金門的鸕鶿數量約8千隻至1萬隻，今年的狀況還不得而知。   ●County Government Hosts a "Green Energy Seminar"   Scholars: Kinmen is Very Suitable for Developing Wind Power   ●縣府舉辦《綠能研討會》  學者：金門適合推展風力發電   "Kinmen Area Green Energy Seminar" was hosted by Kinmen Environmental Protection Bureau on November 19th.  At the seminar, NCKU Department of Aeronautics (5) and Astronautics (6) Associated Professor Chen, Shi-Xion (陳世雄) gave a presentation on the development of wind power industry.  Chen said that Kinmen, an island surrounded by sea, has sufficient wind energy and should take advantage of the abundant wind energy to become an energy efficient city.  Also during this seminar, ITRI Industrial Economics & Knowledge Center manager Ma, Li-Yan(馬利艷) gave a presentation on "The Existing Condition and Opportunity for Taiwan to Develop the Green Energy Industry," and R.O.C Photovoltaic (7) Industry Association Director-General Guo, Xuan-Fu (郭軒甫) presented a speech on "The Current and Future Development of Solar Electric Power Industry for Small Business".   「金門地區綠能研討會」19日在金門縣環保局舉行，國立成功大學航空太空工程研究所副教授陳世雄，在會中以風力發電產業的發展為題，進行專題演講。陳世雄表示，金門四面環海，風能充足，應廣泛利用風能發展成為節能環保的縣市。這項「金門地區綠能研討會」安排的專題演講還包括工研院產業經濟與趨勢研究中心經理馬利艷主講「台灣發展綠能產業之條件與機會」；以及中華民國太陽光電發電系統商業同業工會理事郭軒甫主講的「中小型太陽能發電產業現在及未來的發展」。   【註解】   ●1. touch-(n)格調；風格。add a romantic touch to ～，在這裡指的是，婚慶文化節的舉行，為集團結婚增添了浪漫格調。   ●2. gracious-(adj.)親切、殷勤的。   ●3. Crusaders-(n)十字軍戰士。此處以十字軍東征的戰士們比喻鸕鶿，以呼應中文原稿中的「黑衫大軍」。   ●4. stunning-(adj.)令人震驚的；極漂亮的。   ●5. Aeronautics-(n)航空學。   ●6. Astronautics-(n)太空航行學；航天學。   ●7. Photovoltaic-(n)太陽能光伏效應。其中photo＝light；voltaics＝electricity；指太陽能向電能的轉換。亦即所謂的太陽能光電。

小徑特約茶室展示館開幕啟用   The so called "831" or "Military Paradise" located in Xiao-Jing (小徑), was reopened on November 12 and renamed the "Contract Teahouse (1) Museum" by the Kinmen National Park Headquarters.  In the future, it will be managed by Xiao-Jing Community Development Association. 　 位在小徑的「八三么」、「軍樂園」，已經由金門國家公園管理處改建為「特約茶室展示館」，並於12日開幕啟用；未來將由小徑社區發展協會負責管理。   According to Kinmen National Park Headquarters, in 1949-a time when the KMT army retreated to Taiwan, Penghu, Kinmen, and Matsu, some 50,000 troops were deployed to Kinmen, with most of them living with civilians, or in ancestral shrines, temples, and deserted houses.  As trouble would inevitably arise between males and females on the island when the boundary between the military and civilians was not clear, the General Political Warfare Bureau of the Ministry of National Defense (MND) decided to establish a few "Military Paradises" in Peng-Hu for a trial run.  Later in 1951, the MND set up the first "Military Paradise" near Zhuzi Shrine in Kinmen.  "Military Paradise" was renamed "Contract Teahouse" somewhere between 1950 and 1960, and finally became history with the passing of time. 　 根據金門國家公園管理處的說明，民國三十八年國軍退守台澎金馬。初期，金門駐紮了五萬多兵力，大部分借住民房、祠堂、廟宇或空屋。由於軍民雜處，難免衍生男女感情糾紛；後來，國防部總政戰部最先在澎湖試辦「軍中樂園」，又於民國四十年在金門朱子祠附近設立金門第一座「軍中樂園」。「軍中樂園」於民國四十到五十年間，易名為「特約茶室」；後來又隨著時代變遷，走入歷史。   【註解】   ●1. teahouse-(n)茶室、茶館。就其字面上原指提供茶飲與輕食的處所。但台灣的「茶室」以及本文中的「特約茶室」，指的都是「特種場所」。在英譯的過程中，原本可以選擇brothel、cathouse等字眼，但考量這樣的翻譯太過於「直接」。另有一項選擇是Gentlemen's Club，原來指的是18世紀廣泛流行於英國的紳士俱樂部，後來演變成聲色場所的委婉說法但考量Gentlemen's Club尚有背後的政治意涵，因此本文最終仍選擇以「茶室」的字面意義來進行翻譯。 本文摘譯、改寫自《金門日報》2010年11月13日報導

一週大事  11/01～11/07   ●Local Government Request Artillery Position to Open Gates To Public   ●縣府爭取開放砲陣地   In order to provide a unique military experience for leisure purposes, the local government urged the Kinmen Defense Command to make Xi-Bian the third military barracks (firing position for 240-mm Howitzer) accessible to the general public.  County Magistrate Li, Wo-Shi and JinHu Township Mayor Cai, Xi-Hu (蔡西湖) visited Xi-Bian Artillery Position (1) to conduct a field investigation on November 5th.  Transportation and Tourism Bureau executive officer Yang, Zhen-wu (楊鎮浯) gave a presentation regarding this and proposed that this should be done in two phases-the first phase is to be opened to the public during the period around Chinese New Year (only in 2011), and the second phase is to be open all year without any time constraints (2).  Kinmen Defense Command said that they will transfer the petition (3) of the county government to the Ministry of National Defense and wait for the final call (4).   縣府為能在過年期間提供特有的軍事休閒體驗，積極向金防部協調開放溪邊三營區（二四○榴砲陣地）供鄉親參訪。縣長李沃士11月5日特別與金湖鎮鎮長蔡西湖等人，到溪邊砲陣地會勘。交旅局專員楊鎮浯特別提出簡報，希望分兩階段爭取開放，其中第一階段是明年農曆春節期間開放參觀，第二階段則希望逐步爭取全面開放。軍方表示，需依程序報請國防部決定。   ●Kinmen County Sports Meeting Ended In Astounding Performances   ●縣運屢創佳績  圓滿劃下句點   After three consecutive days of the 17th Kinmen County Sports Meeting, over 140 track and field preliminaries (5) and final competitions were held, with a total of 28 athletes breaking 17 previous records, and nine athletes breaking five local records.  This fruitful result drew a perfect ending for this sports event during the closing ceremony on November 6th.  County Chief Secretary Lu, Zhi-Hui (盧志輝), as well as all the athletes, have committed to returning in two years for the County Sports Meeting and Fourth Outer Island Counties Joint Sports Meeting. 　 金門縣第十七屆運動會經過一連三天、一百四十餘項田徑預、決賽賽程，締造十七項二十八人次破大會紀錄、五項九人次破地區紀錄的豐碩成果，6日舉行閉幕頒獎典禮後，劃下圓滿句點。縣府主任秘書盧志輝與運動選手相約，兩年後縣運會暨第四屆離島運動會場上再見！   ●Kinmen Business and Industry Park BOT Project   Li, Wo-Shi: Stick to the Contract or Go to Court   ●金門工商休閒區BOT  李沃士：按契約走否則對簿公堂   The Kinmen Business and Industry Leisure Resort BOT Project agreement, which was signed by Kinmen County Government and Taiwan Land Development Corp. (TLDC) last November 3rd, has been the focal (6) point for over a year.  However, the company seems to have failed to bring anything practical to the table.  County Magistrate Li, Wo-Shi, in a conference on the 5th, said that TLDC should stick to (7) the fundamentals of the contract, otherwise the government must bring this issue to court.  Magistrate Li hopes that TLDC will step forward and clarify things, should there be any difficulties or problems encountered.  So far, the local government has been taking all the blame.  General Manager of TLDC Andy Lai (賴昭輝) said that they will soon organize investment conferences or press conferences in Xiamen, Taipei, and Kinmen respectively.  Meanwhile, several enterprises in Xiamen are planning to come to Kinmen for a business survey. 　 備受矚目的「金門工商休閒園區BOT案」，從去年十一月三日金門縣政府與台灣工商發展股份有限公司（台開）完成簽約已一年，但目前為止並未見具體開發，縣長李沃士5日在一項會議中表示，台開應按照契約精神走，否則對簿公堂亦在所不惜。李沃士希望台開遭遇什麼樣的困難或問題應該說清楚，不能老是讓縣府背黑鍋。台開總經理賴昭輝則表示，近期內將在廈門、台北、金門舉辦招商說明會或記者會。另外，廈門也有企業將組團來金考察。   ●County Magistrate Has a Delightful Talk with Publisher of Xiamen Daily   ●廈門日報來訪  拜會縣長相談甚歡   Xiamen Daily Publisher Li, Quan-Dian(李泉佃) came to Kinmen on November 1st with other 12 members for a inspection, and paid a visit to the county government office to meet County Magistrate Li, Wo-Shi.  Li, Quan-Dian said that Kinmen Daily News (KMDN) has been in close contact with Xiamen Daily News (XDN).  The mode of cooperating included news exchange and co-interview etc.  Li, Quan-Dian hoped to gain more support for these two newspapers from Magistrate Li in the future.  On another hand, Magistrate Li said the Xiamen Daily Group owns five different newspapers and one magazine, and runs the business successfully.  It certainly deserves to be a role model for KMDN to look at.  He thinks that Kinmen and Xiamen have been like sister cities all along.  The connection between the two cities should be reinforced by encouraging people from both sides to travel back and forth, and to enjoy different cultural experiences.  This way, people from both cities will benefit.   廈門日報社社長李泉佃一行十三人1日蒞金交流考察，並專程至縣府拜會縣長李沃士。李泉佃特別指出，金門日報與廈門日報之間交流往來密切，目前的合作模式包括新聞交換、聯手採訪等，希望未來李縣長能多多支持兩家報社。李沃士則表示，廈門日報集團擁有五報一刊，且經營相當成功，值得金門日報多學習。他認為，金門與廈門兩地親如兄弟，應該加強城市觀光合作，讓兩地民眾有來有往，體驗兩個城市的不同風情，彼此相得益彰。   【註解】   ●1. position-(n)軍事用語，指「陣地」。Artillery Position則是指溪邊的「砲陣地」。   ●2. constraint-(n)約束、限制。   ●3. petition-(n)請願；請求。   ●4. final call-最後的裁定、決定。   ●5. preliminary-(n)預賽；淘汰賽。   ●6. focal-(adj.)焦點的。   ●7. stick to-忠於；信守～。

金門博弈公投審議第4次會議流會   The Kinmen Referendum Review Committee scheduled a fourth meeting on October 27, but the meeting was aborted due to the lack of a quorum (1).  The county government expressed regret towards the result and stressed that the Committee was independently set up, and it has no right to interfere.  The only thing county government can do is to provide administrative assistance according to the law. 　 金門縣公民投票審議委員會10月27日召開第4次會議，結果因出席委員人數不足而宣告流會。縣府對流會結果感到遺憾；但強調，審議委員會獨立設置，縣府無權干涉，僅能依法給予行政協助。   According to the Secretariat (2) of the Referendum Review Committee, Kinmen resident Chen, Cang-Jiang (陳滄江) and 460 other people filed a referendum proposal on August 27, 2009 saying: "Do you agree that Kinmen County should be opened up to allow the initiation of tourist gambling?" and sent the referendum proposal to the committee for reviewing.  During the past three runs of meetings, the committee had requested the protagonist (3) to refine the proposal.  Since most of the committee members were selected from County Councilors and Township representatives, and having had a local election at the end of last year, the committee members have been changed.  It was not until early October that the members could be chosen and confirmed.  The committee immediately convened its 4th meeting on October 27th.  Although committee members were individually notified, still the meeting was aborted due to lack of a quorum. 　 審議委員會秘書處指出，金門縣民陳滄江等460人於2009年8月27日提出「你是否同意，金門縣可以開放設置觀光賭場」之公民投票案，提送公民投票審議委員會審議認定。該委員會經三度委員會議，徵詢、要求領銜人（陳滄江）補正提案內容；而委員會成員主要由縣議員與鄉鎮民代表組成，也因為兩次基層（縣議員與鄉鎮民代表）選舉，使得委員會成員異動，至10月上旬始完成改聘，10月27日旋即召開會議。事前雖已逐一通知委員，但仍因出席人數不足而流會。   County Magistrate Li, Wo-Shi expressed that, in reference to tourist gambling, the current central policies, including tax allocation (4), investment restrictions, etc., are not yet clearly spelled out.  Besides, there are various business models from other countries around the world such as Singapore, Macao, Malaysia, America, etc. that could be adapted.  Provided that an explanation be given to the public at present time, it would be difficult to focus public attention on critical issues and make everything crystal clear.  The county government thinks that a clear-cut (5) and interrelated ordinance from the central government, and a ripened (6) policy-making circumstance are needed to deliver any description about gambling.  Until then, the familiarity (7) with the policies will enable the citizens in Kinmen to understand the whole situation and make informed (8) decisions about this matter.  Magistrate Li emphasize, that this is considered to be a responsible attitude.  He also emphasized again that, in reference to gambling, the county government completely values the residents' opinions, and will carry out their intentions accordingly (9).   縣長李沃士則表示，針對博弈，目前中央政府的政策配套方案尚未完全明朗，包括稅款的分配、投資規模的限制等等，都沒有具體說明，且全球博弈事業計有新加坡、澳門、馬來西亞、美國等諸多模式，倘若此時貿然向民眾說明，容易形成雞同鴨講。縣府希望等中央相關配套法令明確，且政策環境成熟之後，再向鄉親做說明，讓鄉親在具體瞭解的情況下作出決定，這才是負責任的態度。李縣長並再次強調，對於博弈，縣府完全尊重縣民的意見，並將依鄉親的意見來執行推動。   【註解】   ●1. quorum-(n)法定最低人數。lack of quorum就是法定（出席）人數不足。   ●2. secretariat-(n)秘書處；書記處。   ●3. protagonist-(n)倡導者；主要人物；主角。   ●4. allocation-(n)分配；配置。   ●5. clear-cut-(adj.)輪廓清晰、明確、清楚的。   ●6. ripen-(vt.)使成熟。此處以分詞形式形容「成熟的」決策環境。   ●7. familiarity-(n)熟悉、通曉。   ●8. informed-(adj.)消息靈通的；根據情報的。此處指縣民做出決定時，對具體情況均有所瞭解。   ●9. accordingly-(adv)照著～；相應地。此處指縣府將依據縣民的決定來執行。 本文摘譯、改寫自《金門日報》2010年10月28日報導

一週大事  10/25～10/31   ●World Headquarter of the Lee Family Gathering In Kinmen   ●千位全球李氏宗親齊聚金門懇親   The Third General Meeting of the 13th World Headquarter of the Lee Family and Year 2010 Lee's Family Global Gathering took place in Kinmen on October 29th, approximately a thousand representatives from 61 different associations of the Lee Family all over the world have attended this meeting.  President Ma, Ying-Jiu (馬英九), Vice-President Vincent C. Siew (蕭萬長), and Overseas Chinese Affairs Office of the State Council, PRC have all dispatched (1) telegrams of congratulations.  County Magistrate Li, Wo-Shi attended this grand gathering as both a descent (2) of Lee's family and a County Magistrate, and later joined the Ancestral (3) Ceremonies as well.  Because the peaceful development of cross-Straits relations over the years, Li says that Kinmen has become an exchange platform and a convenient gateway for the people from both sides.  He also pointed out that much efforts has been devoted to make Kinmen as an international resort island, hopes that elders of the Lee Family can visit Kinmen more often and to help promote Kinmen.    世界李氏宗親總會第13屆第3次會員大會和2010年全球李氏懇親大會，10月29日在金門隆重揭幕，來自海內外李氏宗親共61個代表團一千餘人齊聚參加。總統馬英九、副總統蕭萬長及中國大陸國務院僑務辦公室都來電申賀。金門縣長李沃士以李氏子弟和縣長雙重身分出席盛會，並參與祭祖大典。李沃士表示，隨著兩岸關係的和平發展，金門已成為交流平台，也是兩岸人民相互往來的便利渠道。他表示，金門正努力建構一個國際級觀光休閒島嶼，希望李氏宗長多來金門參訪，協助行銷金門。   ●County Government Fights Against Expensive Kinmen-Taiwan Flight Fare For At Least 13 Times.   ●台金機票貴  縣府至少反映13次   There is continuous public complaint about overpriced (4) Kinmen-Taiwan flight fare recently, and suggests that County Governor should take PengHu as an example and provide citizen with airfare subsidy.  The governor's response was that in the past 6 years the governor have filed at least 13 appeals to the central government and suggests that the Ministry of Transportation & Communications (MOTC) to review overall Kinmem-Taiwan airfare, examine the possibilities to lower the fare and raise the expense (5) of fare subsidy.  Unfortunately, there has not yet any positive response.  Starting from 2008, in order to help the disadvantaged and students, the governor has put a transportation voucher program into the budget plan, with near 95 million NT dollars of annual supplemental funds.  However, if the local government takes over this responsibility, which primarily belongs to others, it will not only cause the confusion of area of responsibilities, but also impact local government budget.  The county governor says they've been asking Kinmen-elected legislator to supervise MOTC in holding an overall review on this issue, and now they wish to convey their message via public voices and fight for a righteous result. 　 近來不斷有民眾反映，台金票價昂貴，建議縣府應比照澎湖提供縣民機票優惠補貼。金門縣政府回應指出，近6年來縣府前後已13次行文中央，建請交通部全面檢討調降台金航空票價，提高票價補貼額度，可惜未獲善意回應。縣府為照顧弱勢與學生，特別從2008年起編列預算發放交通券，年度補貼金額達新台幣9500萬元，但長期由地方政府負擔這項補貼，將造成權責移轉的後遺症，讓該負責的單位不必負責任，且將排擠地方政府預算。縣府表示，已多次轉請金門籍立委本於監管權責督促交通部全面檢討，也盼透過輿論爭取合理權益。   ●Wang, Jian-Xuan Delivered Speech to NQU Students: Dare to Be Different   ●王建開講  金大學生可以不一樣   Control Yuan President Wang, Jian-Xuan (王建?) was invited by NQU to deliver a speech to university students on the topic: "Dare to Be Different" on October 29th.  He encouraged the students to be compassionate, be mission-driven, and be respectful.  He also urged students to seize the four years of university life as an opportunity to learn more and take advantage of Kinmen's excellent environment to focus on studying.  He also wanted students to embrace the motto: "Feet on Kinmen and eye on China", only then, can they have chance to win recognition among the Chinese on both sides of the strait and among the other countries.   監察院長王建10月29日應金門大學之邀，以「金大學生可以不一樣」為題發表演說。他鼓勵同學們要有同理心、使命感，還要尊師重道，把握大學四年黃金學習時間，善用金門絕佳的讀書環境，同時要有「立足金門、胸懷大陸」的氣度與準備，將來才能在兩岸華人與世界的競逐中勝出。   【註解】   ●1. dispatch-(vt.)派遣、發送、快遞。   ●2. descent-(n)世系、血統；後裔。   ●3. ancestral-(adj.)祖先的；祖傳的。此處Ancestral Ceremony即指祭祖儀式。   ●4. overpriced-(adj.)定價過高的。   ●5. expense-(n)經費；支出；費用。

金門家庭平均所得全國排名第11   Results for the Survey of Family Income and Expenditure (1), 2009, have been released.  It shows that the average household (2) income of Kinmen county ranks 11th out of the 25 counties of Taiwan, and Kinmen's average savings of each household jumped to second place in Taiwan for two consecutive (3) years.  Since 2007, in which Kinmen's household income reached 10th place, its total income has steadily maintained this level. 　 金門地區98年家庭收支調查結果出爐，據調查結果顯示，本縣平均每戶家庭所得在全國25個縣市中名列第11位；每戶家庭儲蓄率連續2年躍居全國第2。所得總額從96年排名為第十之後也持續維持在一定的水平。   According to the results, the amount of household disposable (4) income in Kinmen County reached $845,481 NTD in 2009, $54, 344 NTD lower than that in 2008, a drop of 6.04% which brought the county's place down from 10th in the country to 11th.  In 2009, the total average consumption expenditures in Kinmen reached $513,017 NTD.  This placed Kinmen County 23rd in the nation (in other words, living costs were lower in Kinmen).  Kinmen's household savings ranked 2nd in the nation, thus maintaining 3rd or 2nd place nationwide in the past five years.       　 根據調查結果顯示，金門縣每戶家庭可支配所得總額為845,481元，比97年減少54,344元，減少率為6.04%，排名從97年的全國第10位降為第11位。消費支出方面，金門縣98年家戶消費支出為513,017元，全國排名第23位（即消費支出較少）。每戶家庭儲蓄則為全國第二，且近五年來，金門縣平均每戶家庭儲蓄都在全國排名第三或第二。   As for the gap between the rich and the poor, when all households in Kinmen County were divided into 5 groupings according to their average incomes, the disposable income in the top 20% earnings was 6.69 times the lowest 20% in 2009.  Compared with the result of 2008, the gap increased only slightly, by 0.09, from 6.60 into 6.69.    　 貧富差距方面，若將金門縣每戶可支配所得高低區分為5組，98年最高20%的家庭可支配所得平均數，與最低20%家庭相比，彼此相差6.69倍，較97年之6.60倍，微幅增加了0.09倍。   【註解】   ●1. expenditure-(n)支出；支出額；消費。   ●2. household-(adj.)家庭的。亦可當名詞，指家庭；戶；一家人。   ●3. consecutive-(adj.)連續不斷的；連貫的。   ●4. disposable-(adj.)可支配、自由處理、自由使用的。 本文摘譯、改寫自《金門日報》2010年10月22日報導

一週大事  10/18～10/24   ●Mid-Autumn Moon-cake Gambling Game Received An Approval Rating of 68%   ●中秋博餅活動   滿意度68%   According to a survey done by National Quemoy University on the Year 2010 Kinmen Mid-Autumn Moon-cake Gambling Game, 68% of the locals were satisfied with the activity while 5.1% of them were not.  When presiding (1) over a reviewing meeting on October 20th, Magistrate Li, Wo-Shi encouraged its hosts to integrate the strength of the private sector and expand the tourism industry.  Li emphasized that the success of the activity relied largely on the integration of the private sector and he hoped the public and private sectors could cooperate together.  In the near future, in regard to resources allocation, the county government would also provide more financial incentives to the firms and companies who are willing to actively cooperate.    依據金門大學「2010年金門中秋博狀元餅活動」調查報告，縣民對這項活動的整體滿意度達到68%，不滿意比例為5.1%。金門縣長李沃士20日主持檢討會，時，期勉承辦單位導入並整合民間力量，把觀光旅遊的餅做大。他也強調，活動成功與否，首重民間力量的整合，希望公部門與私部門能攜手合作。未來縣府在資源分配上，對願意配合的業者也將提供更多鼓勵。   ●Magistrate Li Demands the Opening of the History & Folk Museum by the End of the Year   ●李縣長要求文化園區史博館年底開館   The History & Folk Museum in Kinmen Cultural Park is scheduled to be opened on December 25th.  Magistrate Li, Wo- Shi asked each unit to cooperate and use the final two months for preparation.  He demanded that the museum be opened on the anticipated date.  Concerning the tour guide services, the country government will put National Quemoy University in charge of it starting next year.  In the meantime, Magistrate Li also instructed the county government's contracted guides to assist with the guide services. 　 「金門文化園區歷史民俗博物館」預定十二月二十五日開館，縣長李沃士19日在一項會議中，要求各單位通力合作，把握最後兩個月籌備期，務必讓史博館如期開館營運。有關史博館的導覽解說，縣府自明年起將委託金門大學提供服務，至於開館後至明年元旦之間的空窗期，李縣長指示由縣府特約解說員支援。   ●Monument Reveals Secrets from the Past    ●一方古石碑透露昔日秘密   On October 1st, an ancient monument was discovered in a dilapidated (2) building in Old Jinmen (Jin-men-cheng).  After an examination and analysis by the Cultural Affairs Bureau and local culture workers Ye, Jun-Pei (葉鈞培) and Chen, Chang-Zhi (陳長志), the establishing date for the monument has been confirmed to be 1874, and has had a long history of 136 years since then.  On the top portion of this monument is a written inscription: (3) "Feng Xian Li Shi."  According to research and investigations, Guxian Fortress (an ancient community which includes villages such as Old Jinmen, Shui-tou, Xie-cuo, Gu-gang, Zhu-shan, Dong-sha, Xian-an, Ou-cuo, Gu-qu, Guan-lu-bian, etc.) had many beggars nearby during that time.  Each time marriages and temple rituals (4) took place, these beggars would gather together and force the locals to give them money.  Their behavior was malicious (5).  Responding to this, the local gentries (6) erected this monument to prohibit such behavior of the beggars.  Currently, this monument has been transferred to the Cultural Affairs Bureau "Monuments' Forest" for temporary preservation. 　 十月一日在金門城一幢廢宅內發現的一方古石碑，經縣文化局及地方文史工作者葉鈞培、陳長志等人鑑定，確認石碑的年代應該是清同治十三年（西元一八七四），至今已有一百三十六年歷史。這方石碑，碑首寫有「奉憲立石」四個大字，據考證，當年的「古賢堡」（即現今的金門城、水頭、謝厝、古崗、珠山、東沙、賢庵、歐厝、古區、官路邊）一帶有一群流丐，每逢廟會和結婚喜慶就聚集向當地民眾強行索討錢財，行徑惡劣。當地士紳代表因此立碑禁止。目前這方石碑已移往金門縣文化局「碑林」處暫時保存。   【註解】   ●1. preside-(vi.)（+at／over）擔任會議主席；主持。   ●2. dilapidated-(adj.)快要倒塌的；損壞的；破爛的。   ●3. inscription-(n)銘文、碑文；題詞、獻詞。   ●4. ritual-(n)儀式；典禮。   ●5. malicious-(adj.)惡意的。   ●6. gentry-(n)上流社會人士；仕紳階級。

一週大事  10/11～10/1   ●Romantic Concert Performance at Military Tunnel   ●坑道音樂會浪漫演出   The "Year 2010 Kinmen Tunnel Music Festival," organized by the Kinmen National Park Administration (KNP), was held at ZhaiShan Tunnel on the 16th.  Several musicians including cellist (1) Zhang, Zheng-jie (張正傑) were invited to perform on a moving platform that was slowly and gently guided through the waterway in the tunnel.  In the past, the waterway functioned as a transportation route for military supplies.  It was then transformed into a tourist site, and now, it has become a performing stage for this romantic concert.  This year, the tunnel music festival was a two-day event.  It was also the second time the KNP Administration has held similar events.  It is expected that in the future, this music festival can be held every year so that more local residents and tourists can enjoy this very unique festival of music together.   金門國家公園管理處16日在翟山坑道舉辦「2010年金門坑道音樂節」，邀請大提琴家張正傑等人，乘坐平台船環繞坑道進行演奏。過去用於軍事運補的水道，轉化為觀光景點之後，又再一次蛻變成為浪漫音樂舞台。這項坑道音樂節一連舉行兩天，也是金門國家公園管理處第二度舉辦類似活動。未來期待音樂節能持續舉辦，讓更多居民以及遊客一同共襄音樂盛宴。   ●Magistrate Li's Tour de Taiwan Pork Knuckle Festival    ●台灣豬腳節李縣長取經為金門發聲    "The best way to learn is to learn from the best."-Kinmen Magistrate Li, Wo-Shi visited Pintung on the 16th with his county government team to attend the "Year 2010 Taiwan Pork Knuckle (2) Festival".  At this festival, they could see and learn how marketing and distribution of agricultural and livestock (3) products are done in each county/city in Taiwan.  This Pork Knuckle Festival was organized by the Vice-President of Legislative Yuan-Ceng, Yong-Quan (曾永權), who claims that its core components are "Pork Knuckle, beer, and music".  President Ma, Premier Wu, Legislative Yuan President Wang, and some Executive Yuan officers were among the dignitaries invited to this event.  Magistrate Li was also invited to attend the opening ceremony and was able to represent the touring industry and local development of Kinmen. 　  During the hosting of "Year 2010: the 3rd Industrial and Commercial Development and Investment Promotion Committee" meeting, Kinmen Magistrate Li, Wo-Shi pointed out that "the central government has to first offer some beneficial policies to bring more business and investment to Kinmen; Kinmen will have better opportunities only by loosening-up (4) some policies."  Some attendants also shared many suggestions regarding the improvement of Kinmen's development.  "Any proposals are worth trying if they can bring positive contribution to the development of Kinmen", says Magistrate Li.  He hopes that the loosening-up of investment constraints (5) will draw the first pioneers, or the so-called "the leading sheep", to invest here and to spark (6) more corporations to do the same.  Magistrate Li also mentioned the concept he once proposed to Vice-President Xiao, "We can only attract private corporations to invest in Kinmen by implementing more beneficial policies; according to the current financial status of central government, it's impossible for it to invest abundantly (7) to Kinmen.  Therefore, the only way to create a triple win is to loosen-up policies and bring in more private investment".   ●Li, Wo-Shi: Visa Processing for Mainland Students Traveling to Offshore Islands Should be Treated Differently   ●李沃士：陸生簽證離島與本島應分開處理 　  During a visit to County Magistrate Li, Wo-Shi on the 13th, National Immigration Agency (NIA) director-general Xie, Li-Gong(謝立功) exchanged thoughts with Li on the soon-to-be (8) law regarding the admission of mainland students.  In Magistrate Li's opinion, instead of having a one-for-all rule, he suggested that the visa process of mainland students traveling to offshore islands should be treated differently from the visa for those traveling to the main island (Taiwan).  Therefore, NIA should take into consideration the voice of the local people while discussing related laws.  Li also hopes that multi-entry visas could be granted for those mainland students in the Kinmen area, as this is more realistic to the status quo (9) in Kinmen.  Xie, Li-Gong says the relevant law hasn't been finalized yet, and that he will bring back Magistrate Li's proposal for further review. 一週大事    09/27～10/03   ●Join the Military At This Age?  Magistrate Li Speaks Up For People   Control Yuan Members Promise To Assist   ●老來要當兵？李縣長為民發聲  監委允諾協助處理 　 Several male Kinmen residents, who were born in 1975 and 1976, are going to report for military duty soon and turn into "old rookies (1)".  This matter has worried the draftees and their families deeply.  Magistrate Li, Wo-shi has brought this issue to Control Yuan member Ge, Yong-guang (葛永光) on September 30th.  Besides clarifying the story, Li also thoroughly stated the appeals and requests of the relevant people.  Li said that "Militia (2) of Group B'" certificate issued by Kinmen Government should be valid and hopes that Ministry of the Interior can withdraw the draft notices and hold this action at least until this administration appeal process reach the final stage.  Ge promises to help settle this down with all effort. 　  金門籍64、65年次役男即將徵召入伍當「老兵」，讓役男與家屬憂心忡忡，縣長李沃士9月30日特別向監察委員葛永光轉達役男與家屬的主張，並說明事件原委。他表示，金門縣政府曾核發的乙種國民兵證明書應屬有效，希望內政部撤銷徵集令，至少在行政爭訟確定前，應停止執行徵集。葛永光則允諾將會盡力協助處理。   ●Hey-Song Acquires the Distribution Rights for the 38% alc. KKL in Taiwan   ●38度金酒台灣經銷權  黑松得標   Two companies fought for the distribution right of the "38 % alc. Kinmen Kaoliang Liquor" in Taiwan, a product of Kinmen Kaoliang Liquor Inc. (KKL), and turns out that Hey-Song Corporation won the bid, and get the distribution right of the "38 % alc. Kinmen Kaoliang Liquor" in Taiwan.  According to KKL, Hey-Song has made a commitment, in their proposal, to sell at least 6.5 billion NT dollars during 3-years contract.  Also, as Hey-Song is a company with over 80 year's history, they believed this cooperation will be smooth and successful.    金酒公司「三十八度金門高粱酒」台灣地區總經銷商招標徵選，計有二家廠商登記角逐，經評選後由黑松股份有限公司得標，順利取得38度金門高粱酒台灣地區總經銷權。金酒公司指出，黑松於行銷企劃書中保證，三年合約期間銷售額至少65億元台幣，且黑松是一家有80多年歷史的老牌公司，相信應能合作愉快。   ●Dong, Li-rong Crowned as "Army Uniform Babe"    ●〈軍裝正妹〉董力蓉摘下后冠   The Year 2010 Jincheng Township "Peace & Love" Warzone Cultural Campaign-"Army Uniform Babe" contest was held in the Provincial Government Plaza on October 2nd.  By evaluating on both the runway walking and special talents performing, Dong, Li-rong (董力蓉), who is currently studying at Department of Drama in National Taiwan University of Arts, is able to beat out other contestants and be crowned as the "Army Uniform Babe".  She will become the "Image Ambassador" of Jincheng Township for the following year, and hopes to use her charm to draw more attention from people to Kinmen's unique warzone characteristics.  The winners will receive their honors in a ceremony on October 10th.   2010金城鎮和平愛戰地文化體驗系列活動─軍裝正妹選拔賽，10月2日在省府廣場熱鬧展開，透過登台走秀與才藝表演等評比，最終由就讀台藝大戲劇系的董力蓉脫穎而出，摘下后冠，將擔任金城鎮形象大使一年，希望用美麗的形象，凸顯金門特殊戰地特色。獲獎者將於十月十日活動中頒獎表揚。 【註解】   ●1. rookie-(n)新兵、新手。   ●2. militia-(n)民兵部隊；國民兵。我國的戶政管理機關，對乙種國民兵的翻譯就是Militia of Group B。

〈金門協議〉陳長文：人道超越政治 郝柏村：開啟和平交流   The 20th anniversary for the signing of Kinmen Agreement was held in Renai Guest House in Kinmen on September 21st.  During a seminar, former Premier Hao, Bo-Cun (郝柏村) pointed out in a rather teasing (1) tone that when looking back at cross-strait relations in the last sixty years, he had been a warmonger (2) during the first thirty years of that time, and then a peacemaker the latter thirty years.  It was the history's trend and destiny.  Hao believed that only when the Chinese stop fighting against each other, can there be a bright future for the cross-strait relations.  He commended the signing of the Kinmen Agreement by both sides as a historical beginning and emphasized it was significant for the revival of the Chinese civilization.   金門協議簽署二十週年紀念活動21日在金門「仁愛新莊」舉行。當年擔任行政院院長的郝柏村，在座談會中幽默地指出，回顧兩岸關係六十年來的發展，其中他當了三十年的戰場「打手」，後三十年兩岸停火之後，他也扮演締造兩岸和平、務實交流的決策者之一，這是歷史的宿命與潮流。他認為，只有中國人不打中國人，才有光輝遠大的前程。他也讚許兩岸紅會完成「金門協議」的簽訂，是一次歷史性的開端，對於將來中華民族復興歷史有非常重要的意義。   Former Premier Hao said that he had witnessed how the cross-strait relations changed dramatically from people engaging in war to living peacefully with each other.  Such a change showed the wisdom and adroitness (3) of leaders from each side.  Hao firmly believed as long as peace is maintained, both sides will enjoy prosperity, stability, and security, a great blessing for all Chinese. 　 郝柏村說，他見證了兩岸從互相交火到和平共處，這也充分顯示兩岸領導人的政治智慧。他深信只要堅持和平，必能為兩岸的共同發展帶來繁榮、和平、安定、安全，這也才是全民之福。 【註解】   ●1. tease-(vi.)逗弄、戲弄。此處以動名詞形式轉為形容詞使用，指郝柏村說話時帶點幽默、開玩笑的口吻。   ●2. warmonger-(n)戰爭販子。好戰者。monger指販賣某項商品的人，前面可加上某個名詞，組成複合名詞(Compound Noun)。   ●3. adroitness-(n)精明、機智、靈巧。 本文摘譯、改寫自《金門日報》2010年9月22日報導

一週大事  09/20～09/26   ●Li, Wo-shi Recognizes the Contribution of Excellent Teachers   ●李沃士肯定優良教師的奉獻   Kinmen County Magistrate Li, Wo-shi met with Zhou, Feng-Zhu (周鳳珠) and 10 other teachers who plan to attend an awards ceremony in Taiwan where outstanding teachers will be awarded the 40 years Senior Teacher Award, Fourth Education Contribution Award, and the Year 99 Teaching Excellence Award.  Magistrate Li emphasized that this reception (1) is to demonstrate their commitment and contribution to education, and to wish the teachers a very happy Teacher's Day in advance.  This year, the Teaching Excellence Award goes to Kinchen Junior High School teacher, Zhou, Feng-Zhu.  Yang, Qing-Guo (楊清國) will be awarded with the Education Contribution Award, with the 40 years Senior Teacher Award being given to: Wang, Xian-Zhen (王先振); Chou Feng-Chu (周鳳珠); Guo Yong-Shou (郭永壽); Zhuang Sen-Dong (莊森洞); Ye, Chang-Wen (葉長雯); Xu, Qiong-Hui (許瓊輝); Yang, Xiu-Zhu (楊秀珠); Yang, Su-Zheng (楊肅正); Chen, Cheng-Mian (陳成勉); and Wang, Tien-Quan (王添泉).  Among those being awarded, Yang, Qing-Guo and Zhou, Feng-Zhu are a married couple, both dedicating their life and passion to their jobs as teachers.  In addition, Zhou, Feng-Zhu is honored with two awards.  This is, indeed, a great achievement.   ●Sudden Military Draft Notices Received by Those Born in 1975 and 1976   ●64、65年次役男突接獲徵集令   Twenty-two draft-age (2) male Kinmen residents (born in 1975 and 1976) who are currently involved in a year-long appeal (3) regarding draft issues, have received draft notices, issued by the Ministry of the Interior, requiring them to report for duty on October 3rd.  This has disturbed the draftees (4) and their families.  The local government has sent an official letter to legislators Chen, Fu-Hai (陳福海) and Wu, Yu-sheng (吳育昇), and local government legal consultant Terry Huang (黃怡騰) asking for help.  County Magistrate Li, Wo-shi also telephoned James Hsueh (Xue, Cheng-Tai、薛承泰), the Governor of Fujian Provincial Government, for assistance in this matter.  The local government has also decided to hold a meeting on September 28th to find a solution.    延宕十餘年未能解決的22名金門籍64、65年次役男兵役問題，目前仍在行政院訴願中，但內政部已發出徵集令，要他們10月3日報到服役，引起役男與家屬不滿。縣府立即函請立委陳福海、吳育昇、縣府法律顧問黃怡騰等人幫忙。縣長李沃士也致電省主席薛承泰，請他協助。縣府同時也決定28日將召開會議研商解決方案   ●Kinmen Daily Works Hand-in-hand with Xiamen Daily for News Exchange   ●本報與廈門日報合作相互交換新聞訊息   Twenty years has passed since the signing of the Kinmen Agreement, and in honor of this event, both Red Cross Societies across the straits have hosted relevant events in Xiamen and Kinmen consecutively (5).  They also returned to the Renai Guest House where the agreement was signed to set up a monument.  The Kinmen Daily News worked hand-in-hand with Xiamen Daily to relay (6) interviews and share the news, aiming to present the full picture of news to the viewers.  This cooperation has also written a new page in history, in terms of media cooperation between Kinmen and Xiamen.  Xiamen Daily Publisher Li, Quan-dian (李泉佃) wrote a letter expressing his appreciation, emphasizing the hope to continue working closely with Kinmen Daily News, and together serving as the communication bridge and information exchange platform between both sides across the strait.   ●Hong- Jia-zuo Wins the Zhuang-yuan Title in Mid-autumn Moon-cake Gambling Game Finale   ●中秋博餅總決賽   洪加作勇奪狀元王   Kinmen Mid-autumn Moon-cake Gambling Game Finale took place at "Qing Dynasty's Quemoy Troops Headquarters" on the night of September 22nd.  Hong, Jia-Zuo (洪加作), from Houfonggang, was crowned as "Zhuang-yuan" with his extraordinary skill and was awarded a car worth NT $400,000 from Kinmen County Magistrate Li, Wo-shi.  Also, the final ten players were chosen in the finale.  On September 29th, they will represent Kinmen and join the "Year 2010 Cross-strait Mid-autumn Moon-cake Gambling 'King of Kings' Contest" in Xiamen.   金門縣中秋博餅大賽金門狀元王總決賽，22日晚上在「清金門鎮總兵署」開賽，家住后豐港的洪加作技高一籌，勇奪狀元王寶座，由縣長李沃士頒贈價值新臺幣四十萬元的汽車乙部。這項總決賽也選拔出十人，將代表金門前往廈門參加九月廿九日的「2010海峽兩岸中秋博餅王中王大賽」。   ●Kinmen Transports Waste to Taiwan for Disposal   ●金門垃圾將轉運回台處理   Kinmen County Government decides to make Xintang Landfill (7) Site the transfer station that collects all the county's waste and transports it back to Taiwan.  A public meeting was held on September 25th to communicate with local residents, and to wipe out all doubts.  The main reason that Xintang was selected as the transfer station is that Lian-an Villege residents submitted a self-petition making the request.  Kinmen County Magistrate Li, Wo-shi said that the transfer station will first begin a trail operation for one year.  The government will take all the necessary steps to prevent secondary pollution from happening.  In the meantime, a compensation mechanism will also be conducted in hopes of drawing support from local residents, and thus keeping all the waste out of Kinmen, and leaving a clean land for future generations. 　 金門縣政府決定以新塘垃圾掩埋場做為全縣垃圾回運到台灣的轉運站，25日並舉辦說明會與居民溝通，澄清各種疑慮。選擇新塘為轉運站，主要是蓮庵里居民透過自發性連署，所提出的建議。縣長李沃士表示，轉運站將試辦一年，且將採取各種措施避免二次污染，同時對附近居民提供回饋措施，希望居民們支持，不讓垃圾留在金門，也為子孫留下美好環境。   ●Magistrate Li Expresses Appreciation to Military Forces for Support in Typhoon Disaster Relief   ●國軍協助風災復原   縣長表示感謝   Typhoon Fanapi swept through Taiwan, bringing damage to some parts of Kinmen as well.  Fortunately, Kinmen was able to quickly recover from the disaster due to the support provided by military forces.  The Ministry of Defense Chief of the General Staff Lin, Zhen-yi (林鎮夷), and Command General Yang, Tian-Xiao (楊天嘯) traveled to Kinmen to supervise the military, and later paid a visit to the county government office.  Magistrate Li, Wo-shi expressed sincere gratitude to the military forces for providing support in Kinmen in disaster relief and recovery.
