一週大事  08/16～08/22   ●Kinmen & NPM To Cooperate Developing Antique Ceramic Liquor   If authorized replicas (1) of precious antiques from the National Palace Museum (NPM) were to combine with liquors from KKL and porcelains (2) from Kinmen Ceramic (3) Factory, great benefits could be in store for both Kinmen and the NPM.  Magistrate Li, Wo-Shi welcomed Xu, Xiao-De (徐孝德) of the Cultural Marketing Department, NPM on August20th and presented a proposal of "Brand Licensing" where liquor and porcelains from Kinmen and authorized-replicas from NPM would combine together to assist in promoting each other.   Magistrate Li also expressed his desire to build a branch of the NPM in Kinmen funded by County Government.  If this branch becomes a reality, it would provide authorized replicas of national treasure exhibited in Kinmen, an added feature for tourists from China to enjoy and appreciate.   ●金門名酒名瓷可望合作開發故宮文物 　 結合故宮古文物元素與金門名酒與官窯名瓷，可望為金門與故宮帶來雙贏！縣長李沃士20日接見故宮博物院文化行銷處處長徐孝德，建議以「品牌授權」模式，結合金酒、陶瓷廠官窯與故宮文物，為彼此再創業務高峰。李沃士也建議由金門縣政府出資，在金門蓋一故宮分院，讓故宮文物輪流在金門展出，以方便大陸遊客到金門欣賞。   ●Construction of Kinmen Bridge to Start Before the End of 2010   President Ma, Ying-jiu and Premier Wu, Dun-Yi both promised that the construction of the Kinmen Bridge will start before the end of 2010.  Magistrate Li, Wo-Shi and Council Speaker Wang, Zai-Sheng visited the Public Construction Commission (PCC), Executive Yuan, on August 19th to ask for the arrangement of an additional budget for construction of the bridge, and also for permission to import funds as well as laborers from Mainland China to facilitate the building of the bridge, thus shortening the duration and reducing the construction costs.  Fan, Liang-xiu (范良銹), Minister without Portfolio and also the Minister of PCC, concluded after the discussion that, in reference to the construction costs, the PCC would agree and give assistance as soon as possible.  The possibility of shortening the duration of construction would be determined after an audit of the "Value Engineering Analysis" was done by the planning contractor.  Due to the limitation of laws, the import of Chinese funds and laborers would require further research by related departments.    ●金門大橋馬總統承諾年底前動工 　 總統馬英九與行政院長吳敦義，日前都再次公開承諾，金門大橋一定會在年底前動工。金門縣長李沃士與縣議長王再生，19日連袂拜會行政院公共工程委員會，建請中央增列金門大橋經費，並開放陸資、陸工建橋，以期縮短工期並降低建橋費用。兼任工程委員會主委的行政院政務委員范良銹，在座談後作出結論：有關工程費部分，公共工程委員會同意幫忙設法解決。縮短工期部分，將請規劃公司進行「價值工程分析」後再審核。有關金門縣欲「先試先行」，引進陸商、陸工承攬金門大橋工程，由於牽涉法令限制，尚須協調各部會進行研究。   ●Former Legislator Wu Not Guilty In the First Trial   Concerning the case of former legislator Wu, Cheng-Dian (吳成典) who was accused of fraudulently (4) claiming salary for assistances from public funds, the Kinmen District Court reached its verdict on August 20th in the first trial.  Wu, Cheng-Dian was grateful to the justice system for proving his innocence.   ●助理薪資案吳成典一審無罪 　 備受關注的前立委吳成典涉詐領公費助理薪資案，金門地方法院20日做出一審宣判，吳成典獲判無罪。吳成典感謝司法還他清白。   ●Kinmen and Guangdong Sign Tourism Corporation Agreement   Kinmen County and Chaozhou city, Guangdong Province, China, signed a regional tourism corporation agreement in establishing a new golden channel by way of the mini-three-links.  This agreement would make Kinmen the "bridgehead" between Taiwan to Guangdong, thus improving both the tourism market and the development of a specialty product from both sides.  This agreement was signed by Wu, Jia-Jiang (吳嘉獎), chairman of Kinmen County Tourism Association, and Xie, Hong-Zhou (謝鴻洲), director of the Chaozhou City Tourism Bureau.  Kinmen Magistrate Li, Wo-Shi and Executive Deputy Mayor of Chaozhou City, Xie, Lie-peng (謝烈鵬), and other special guests witnessed the event.   ●金門廣東簽署旅遊合作協定 　 金門縣18日與大陸廣東省潮州市簽署一項區域旅遊合作協定，雙方將合作開闢經由「金門小三通」往返台灣旅遊的新黃金渠道，讓金門成為台灣-廣東旅遊的「橋頭堡」，促進雙方旅遊市場及旅遊產品之開發與合作。該項協議由金門縣旅遊商業同業公會理事長吳嘉獎與潮州市旅遊局長謝鴻洲代表簽署。金門縣長李沃士與廣東省潮州市常務副市長謝烈鵬等貴賓在場見證。   【註解】   ●1. replicas-(n)複製品。   ●2. porcelain-(n)瓷、瓷器的總稱。   ●3. ceramic-(adj.)陶瓷的；製陶藝術的。   ●4. fraudulently-(adv.)欺騙地、不老實地。.

一週大事  08/02～08/08   ●Negotiation Held In Xiamen To Discuss Increase Of Direct Flights Across Straits   ●兩岸直航增班爭議廈門協商   To resolve the controversy (1) caused by the increase in cross-strait flights, civil aviation officials held a coordinating meeting anticipating that the controversy between the two sides can be resolved through face-to-face communication.  Representatives from Taiwan were led by Deputy Director-General of Civil Aeronautics Administration Wang, De-He (王德和), who arrived in Xiamen through mini-three-links.  The Civil Aviation Administration of China was led by the Director-General of Transportation Department Wang, Rong-Hua (王榮華) who took flight from Beijing to Xiamen to attend the negotiation.    為了解決兩岸直航增班爭議，兩岸民航官員5日在廈門召開協調會議，希望藉由面對面的溝通，解決雙邊的爭議。我方談判代表係由民航局副局長王德和領軍，循「小三通」管道前往廈門。大陸民航局也由運輸司司長王榮華帶隊，從北京飛到廈門參與這次的談判。   ●Kinmen Public Transportation Cards To Be Upgraded Starting August 10th   ●金門交通卡10日起開始換發新卡   Starting August 10th, the original format for a Kinmen public transportation card will be upgraded.  After following necessary procedures and receiving the new card, county residents will be able to use it in Taiwan which will include riding on the Taiwan Railway from Keelung Ruifang to Hsinchu.  The new card will also be used for bus and highway transportation in urban areas in northern Taiwan, including places such as Taoyuan, Hsinchu, and Miaoli; places in central Taiwan, including Taichung, Changhua, and Nantou; and other areas such as Yunlin, Hualien, and Pingtung.    八月十日起，「金門交通卡」將全面換發新卡。縣民辦妥新卡後，在臺灣地區也同樣能使用，包括可搭乘臺鐵基隆瑞芳至新竹；市區公車與公路客運方面，則通用於北台灣的桃竹苗、中台灣的中彰投，另外還包括雲林、花東等地區。   ●KKL's Semi-annual Sales Revenue Reaches 5.4 Billion    ●金酒今年上半年銷貨收入逾54億   Kinmen Kaoliang Liquor Inc. held a mid-year review meeting on August 4th.  During the meeting, the company announced its semi-annual operation report and indicated the expected operating revenue for 2010 to be 10,972,873,000 NT dollars, with actual sales revenue for the first half year of 5,460,000,000 NT dollars, thus reaching the expected operating revenue of 49.8%.    金酒公司4日召開年中工作檢討會，發佈年度營運狀況指出，九十九年度預計營業收入為一百零九億七千二百八十七萬三千元，九十九年上半年實際銷貨收入計五十四億六千餘萬元，達年度預算銷貨收入之百分之四十九點八。   ●Sorghum Tassel Becomes Winning Shape In Kinmen Bridge Design Ballot   ●高粱穗心勝出金門大橋造型敲定   In regard to (2) the shape of the proposed Kinmen Bridge, the county government announced five prospective proposals and held a vote.  The third proposal, "Messaging Tassel (3)", received the most votes.  The county government will ask the National Expressway Engineering Bureau, MOTC, to quickly engage in the subsequent bridge design based upon the voting results.   有關「金門大橋」造型，縣府日前公告五種備選方案，經票選結果，方案三「穗心傳語」獲得最高票，縣府將請國工局儘速依據票選結果進行大橋後續設計作業。   ●Dong, Li-Rong Awarded the Title of "Queen of the Clamming Season"   ●花蛤仙子  董力蓉獲選   During the selection of "Queen of the Clamming Season" in the "Beautiful Summer in Kinmen-2010 Clamming Season at Jinhu Beach", Dong, Li-Rong (董力蓉) received the honor of being elected queen.  The 23 year old, currently a student in the National Taiwan University of Arts, has selected as her favorite personal quote:  "one's own life path is decided by oneself."  Li-Rong, who stands at 166 centimeters in height, hopes that she will become a successful individual.  Another student, Zhou, Zhi-Rou (周志柔), won first place in the Fourth Singing Contest in the Clamming Season Series.   「夏豔金門－2010金湖海灘花蛤季」的「花蛤仙子」選拔，由董力蓉摘下后冠，成為今夏金湖花蛤季中，最美麗的嬌娃。董力蓉最喜歡的一句話是：人生是由自己決定！她希望二十年、三十年之後，自己會是一個成功的人。董力蓉身高一百六十六公分，目前是台灣藝術大學的學生。花蛤季系列活動中的第四屆歌唱大賽，由周志柔獲得第一名。   ●Shock Explosion Occurred In Nantang Ammunition Depot   ●轟然巨響南塘彈藥庫驚爆   At six twenty on the evening of August 2nd, several successive (4) explosions were heard at the last ROC military ammunition depot (5) in Nantang, Lieyu Township.  As black smoke filled the sky, many windows burst and ceilings collapsed.  Residents quickly evacuated (6) from the buildings.  After the accident, Army General Headquarters sent Major General (7) Shi, Shi-Jie (史世傑), Deputy Director of Political Warfare Department, to visit and assuage (8) the victims of the explosion.  County Magistrate Li, Wo-Shi also went to the scene to give out allowances.  The residents of Lieyu hope that the military will remove the ammunition depot from their residence as soon as possible.  It was presumed that the cause of the explosion was related to the heat from the recent high temperatures. 　 軍方位於烈嶼鄉南塘的最後一座彈藥庫，2日傍晚6時20許陸續傳出多次爆炸聲響，黑煙衝天，南塘村許多住宅窗戶應聲破裂，天花板也掉落，居民紛紛四出走避。事發後陸軍司令部派政戰副主任史世傑少將登島探視與慰問，縣長李沃士也前往勘災，並發放慰問金。烈嶼居民希望軍方儘速將彈藥庫移走。至於彈藥庫爆炸原因，研判可能與天氣炎熱、高溫有關。   【註解】   ●1. controversy-(n)爭論、爭議；糾紛。對某事的爭議，通常搭配controversy over something，或controversy regarding something。   ●2. in regard to-關於。   ●3. tassel-(n)植物的穗；流蘇或流蘇狀的物品。   ●4. successive-(adj.)連續的。   ●5. depot-(n)倉庫；補給站；維修工廠。此處指部隊的彈藥庫。   ●6. evacuate-(vt.)使撤退、撤離。   ●7. Major General-陸軍或空軍少將。海軍少將則稱為Rear Admiral。   ●8. assuage-(vt.)安撫；緩和、減輕。

  DPP's Kinmen headquarters officially opened its service center in eastern Kinmen on July 31st.  The vice-executive for the party headquarters, Hong, Hai-Shui (洪海水) will act as the director of the service center.  Weng, Ming-Zhi, (翁明志) chairman of Committee in DPP's Party Headquarters in Kinmen, hoped that with the establishment of the Eastern Kinmen Service Center, the scope of the DPP's service will expand, helping the party become more integrated and involved in the eastern Kinmen area. 　 民進黨金門縣黨部金東服務處於7月31日揭牌成立。由黨部副執行長洪海水出任服務處主任。民進黨金門縣黨部主委翁明志表示，希望藉著金東服務處的成立，擴大服務，紮根金東地區。   ●Clearance of Lieyu Xihu Mine Field Completed   ●烈嶼西湖雷區排雷工程完工   The military conducted an advanced mine clearance in Lieyu Xihu Mine Field to cooperate with the 2010 Swim Across Kinmen-Xiamen Strait scheduled on August 8th.  After an exerted (2) effort for one month, the mine clearance was completed with an inspection scheduled on July 30th.  The total mine area cleared was 7,258 square meters.  This was the first mine clearance conducted by the ROC military had done during the second stage. 　 為配合即將在8月8日舉行的2010金廈海域泳渡活動，軍方提前對烈嶼鄉西湖雷區進行。經過一個月的努力，排雷工程已告一段落，7月30日驗收，排雷總面積七千二百五十八平方公尺，也是國軍第二階段排雷第一個完成的自力排雷工程。   ●Sampling of Water at Houhu Beach by EPA Show Satisfactory Quality   ●環保署採樣檢測  后湖海灘水質優良 　 According to the Environment Protection Administration (EPA), Executive Yuan, the sample detection taken from twenty three beaches during the second half of July showed that the water quality of sixteen beaches, including Mazu (Tanghou) and Kinmen (Houhu) was satisfactory.   根據環保署7月下旬對全國二十三處海灘水質進行採樣的檢測結果，包括馬祖（塘后）、金門（后湖）等十六處海灘，水質均為優良等級。   ●The Election of Two Councilors Adjudged Invalid   ●兩議員一審判當選無效   County councilors Hong, Yun-Dian (洪允典) and Ou-Yang, Yi-Xiong (歐陽儀雄) were both accused of election bribery (3) during the campaigns.  The Kinmen District Court reached its verdict (4) on July 30th in the first trial for these cases and adjudged (5) their election invalid.  Nevertheless, the case could still be appealed to a higher court.   Taiwan's first offshore green energy technology firm, SolarGate Technology Corp., attracted the investors of United Microelectronics Corp. (UMC) in April.  Subsequently, the firm integrated the corporation's resources and facilitated the low-carbon plan in Kinmen.  The firm was prepared to turn Kinmen from a well-known historical battlefield into an international low-carbon resort island.   The Jincai Lottery announced the results of the July 26th lottery.  The winner of the first prize purchased the lottery ticket at the betting station located at number 93, Juguang Road, Jincheng Township and will receive 8 million NT dollars.  The manager of the betting station revealed that since many customers bought lottery tickets that day, it would be uncertain who will be the lucky winner.   National Kinmen Institute of Technology will be renamed National Quemoy University (NQU) on August 1st.  After the introduction of the Malaysian Chinese leader Yeoh, Tiong-Lay （楊忠禮）, Terry Gou（郭台銘）, Chairman of Foxconn Technology Group announced that he will donate one million US dollars to NQU under the name of Yonglin Foundation to promote the affairs of the school.  Future university graduates with outstanding academic performance may also be recruited to work with the Foxconn Technology Group .   According to the statistics of Kinmen Airport, Civil Aeronautics Administration, the passenger load of all three airline companies was 70,0360 of an availability of 84,225 seats.  The average passenger load rate of the route from Jiayi to Kinmen was 95.4%, the highest of all.  The route from Kinmen to Taizhong had the lowest passenger load rate of 72.6%.   The 60th anniversary of the Dadan and Erdan Battles was solemnly held in Lieyu Township on July 26th, and emceed (7) by Deputy Minister of Ministry of National Defense, Zhao, Shi-Zhang (趙世璋).  Battalion (8) Commander Shi, Heng-Feng (史恆豐) and five hundred surviving veteran soldiers who had participated in the war attended the anniversary.  After the assembly, the veterans were to land on Dadan Island once again to unveil (9) the Dadan, Erdan Battle Memorial. 改善金沙水質榮湖淨水工程動土   The Lake Rong Water Plant would like to add some advanced water treatment equipments and the groundbreaking ceremony for the construction was held on July 18th with completion scheduled within one year.  Until then, the water quality in JinSha Township will be improved and the plant can also support the water supply in JinHu Township.   金門縣自來水廠榮湖淨水場增設高級淨水處理設備工程18日動土，預計明年7月完工，屆時將可改善金沙飲用水質，還能支援金湖鎮用水。   Magistrate Li, Wo-Shi stated that reinforcing (1) the development of water resource, extending rainfall catchment, and reducing leakage rate are important for Kinmen.  He also emphasized that, only in this way, it would be possible to utilize water resources sustainably and to create Kinmen as a low carbon city with high quality water supply.   縣長李沃士表示，金門必需加強水資源開發，增加雨水蓄水量，降低自來水漏損率，讓水資源永續利用，打造金門成為具優良水質環境的低碳城市。   The construction will increase some advanced water treatment equipments behind the existing process in Lake Rong Water Plant which included activated carbon (AC) (2) and reverse osmosis (RO) (3) systems.  (According to officials,) It takes 13 months and 58.849 million NT dollars to finish the construction.  The estimated water supply will be 3000 cubic meter per day (CMD) (4).   該項工程在榮湖淨水場現有淨水流程後端，增設高級淨水處理設備，包括活性碳過濾、逆滲透等。工期十三個月，工程經費五千八百八十四萬九仟元整，完工後每日出水量可達三千立方公尺。   【註解】   ●1. reinforce-(vt.)加強。   ●2. activated carbon-活性碳。簡稱AC。   ●3. reverse osmosis-逆滲透。其中osmosis是滲透，加上reverse就變成逆滲透，簡稱RO。   ●4. CMD-每日立方公尺，是計算水量的基本單位。 本文摘譯、改寫自《金門日報》2010年7月19日報導
