李縣長率隊遠赴南昌推介金門遊   Kinmen County Government and Xiamen Tourism Bureau's joint promotion team held its first promotional event yesterday in Nanchang City, Jiangxi Province.  County Magistrate Li Wo-Shih indicated that the county government will be offering numerous benefits for one month to invite Mainland tourists from provinces other than Fukien to visit Kinmen for a one day tour; six travel routes have been planned and residents of Nanchang City are all invited to experience the beautiful scenery of Kinmen.  Director Li Yun of Nanchang Tourism Bureau indicated that Xiamen and Kinmen working together makes tourism there extremely appealing, and that he will make a trip there no matter what to contribute to peace in the Taiwan Strait.   Kinmen County Government and Xiamen Tourism Bureau's joint promotion team will be holding promotional events in Nanchang, Changsha, Wuhan and Chongqing. The first event was held at 9:00A.M. in the conference room of the Seven Star Commercial Hotel in Nanchang. County Magistrate Li Wo-Shih, Deputy Director Yang Fang-Ken of the Xiamen Tourism Bureau, Director Li Yun and Deputy Director Shuai Hsiao-Ping of the Nanchang Tourism Bureau, and eight travel agents and news reporters were all there to understand the Kinmen one day tour policy for non-Fukien residents.   Kinmen County Transportation and Tourism Bureau showed a 15 minute film "100th Anniversary Bicycle Travel" that introduced tourist attractions in Kinmen, and explained the six convenient travel routes, allowing attendees to become acquainted with Kinmen, to learn about Kinmen and then fall in love with Kinmen. 關懷烏坵 李縣長走透透   To send their concerns and provide more care for Wuqiu Township, Kinmen County Magistrate Li, Wo-Shi (李沃士), Secretary-General of the Fujian Provincial Government, Zeng, Hua-De (曾華德), and crew members of county and provincial governments traveled a long journey to Daqiu Village and Xiaoqiu Village located in Wuqiu Township on July 11th and 12nd to see first-hand the situation there and to better understand their needs. 　 縣府為關懷烏坵，11、12日兩天，由金門縣長李沃士、省府秘書長曾華德率相關人員，走遍烏坵鄉所屬的大坵村與小坵村，訪視村民，並實地了解他們的需求。   Wu-Qiu Township mayor, Chen, Xing-Qiu (陳興坵), and the township council chairperson, Cai, Fu-Chun (蔡福春), have expressed the urgency for construction of the harbor expansion in Daqiu Village and Xiaoqiu Village as this will contribute to improving marine traffic safety for the village  citizen.  Maritime Patrol also pointed out that there is no qualified wharf for patrol boats to dock in Wuqiu Township.  With a suitable wharf, they could better carry out anti-illegal fishery tasks against fishing boats from Mainland China. 　 烏坵鄉長陳興坵、鄉代會主席蔡春福都表示，大坵、小坵都希望擴建碼頭，改善村民海上交通安全。海巡隊也表示，目前烏坵沒有可以作為巡防艇停靠的碼頭，巡防艇無法進駐；若有碼頭，將有利於驅離大陸漁船和護魚工作。   Citizens of Xiaoqiu Village are currently living in run-down (1) houses which would not be able to withstand earthquake tremors (2) and are prone to (3) easy collapsing.  To prepare for foul weather conditions, a citizen spent three months independently building a shabby (4) house using remnants of wrecked boats.  He planned to use this house as an emergency shelter should his house collapse. 　 小坵村民目前居住的房屋均是危樓，遇強震均有倒塌的危險。一位曾姓村民未雨綢繆，在海邊以破爛船板，花三個月時間，獨力蓋了一間簡陋木板屋，他說，準備在他的危樓倒塌後，就住進木板屋，作為棲身之所。   Wu-Qiu Township mayor, Chen Xing-Qiu has thus proposed to Magistrate Li that the entire Xiaqiu village be moved temporarily to Kinmen.  Magistrate Li urged Mayor Chen to do a village citizen survey on their willingness to move.  In addition, he also gave direction to the County Transportation and Tourism Bureau to promptly find temporary housing for Xiaoqiu village citizens. 　 烏坵鄉長陳興坵因此向李縣長提出小坵村民暫時遷住金門的構想，李縣長希望陳鄉長儘速調查村民意願，也指示交旅局趕快著手為小坵村民尋覓暫住處所。   Furthermore, village citizens also asked the county government to offer help with the promoting and marketing of Wuqiu seaweed to increase their income.  They also hope that the poor TV signal reception can be improved, and proposed the possibility to travel to mainland China directly from Wuqiu for their ancestor worship ceremony. 　 另外，村民也建請縣府協助行銷烏坵紫菜，以增加收入；大坵村民也反映電視收訊不良，以及希望協調可由烏坵直接到大陸探親祭祖。   In order to make this "Send Care to Wuqiu Trip", members of the county government traveled from Kinmen to Taiwan by air on July 11th, then set off from Taichung Port by way of the Coast Guard Administration's "Kinmen Ship"-which took more than four hours to finally reach Wuqiu.  They stayed overnight on the island and returned to Taichung Port on July 12th. 　 縣府此次的「關懷烏坵之旅」，11日從金門搭機赴台，隨即在台中轉乘海巡署「金門艦」，經歷四個多小時航程才抵達烏坵。一行人在島上停留兩天一夜，12日下午返回台中港。   【註解】   ●1. run-down-年久失修的、破敗的。   ●2. tremor-(n)震動。   ●3. be prone to-有～的傾向。   ●4. shabby-(adj)簡陋的；破舊的。   本文摘譯、改寫自《金門日報》2011年7月13日報導

投資廈門房地產要當心   Caution must be taken when buying any real estate in China.  Twenty investors from Kinmen and Taiwan invested in an office building in Xiamen, and after having made payments for more than two years, are not able to get the real property rights.  Victims of the investment frauds (1) urged the Xiamen authorities to take action to protect the lawful rights and interests of investors.  They also wanted to share their experiences to help others avoid being taken in (2) by these similar tactics (3).   到大陸投資房地產一定要當心！有二十位金門鄉親及臺商投資廈門的「寫字樓」（辦公室），已付款兩年了，卻得不到產權。受害者希望廈門當局能保障合法投資人權益，並以自身為鑑，籲請大家當心。   According to a local Kinmenese, Mr. Chen, about 20 people from Taiwan and Kinmen purchased 9th, 10th, 16th, 22nd, 23rd floor office spaces in the Huangda Mansion on Binnan Road and Houdaixi Road in Xiamen City in 2007.  These office spaces were purchased from a corporation based on the market price at that time.  The last name of the person in charge of that company is Chen, and the last name of the legal representative is Tsai.  The victims made their payments in the end of 2007.  According to the contract, the process of transferring property rights should have been completed in 2008.  However, the company has been avoiding any contact with the investors for the past two years.   根據陳姓金門鄉親的說明，2007年，有金門鄉親和臺商約二十人，投資廈門巿濱南路與后埭溪路的皇達大廈，包括九樓、十樓、十六樓、二十二樓、二十三樓、二十五樓等「寫字樓」。他們按當年的時價向某集團購買，負責人姓陳，法定代表人姓蔡。交款的時間是2007年底；根據合約應於2008年辦理產權過戶，但是時隔兩年，卻仍避不見面。   The victims have already filed reports with the Xiamen Municipal Government, Public Security Bureau, Office of Taiwan Affairs, Xiamen Municipal Government, and People's Court to apply for arbitration (4).  Nevertheless, despite all their efforts, they have failed to receive any fair treatment.  Besides the obvious hope that both PRC and ROC governments can put forth more effort to protect the legal rights of investors, the victims also hope that Kinmen fellows will take warning from their own experiences and think twice before investing in real estate in China.    發現受害的金門鄉親，已經向廈門巿政府、公安局、巿台辦、人民法院求助及申請仲裁；不過，雖然多次奔波，至今仍未獲合理的處理。被害人希望金門鄉親想投資大陸房地產時，要「引以為戒，小心評估」；更希望兩岸的政府能夠保障合法投資人的權益。   【註解】   ●1. fraud-(n)詐騙；陰謀；騙局。另一個常見的字眼則是scam。最近經常出現的電話詐騙，則可稱為phone fraud，或phone scam。詐騙的歹徒則稱為scammer。   ●2. take in-欺騙。通常用被動語態be taken in，指被欺騙。   ●3. tactic-(n)策略；手法。   ●4. arbitration-(n)仲裁；調停；公斷。 本文摘譯、改寫自《金門日報》2011年7月6日報導
