李縣長訪衛生署  催生金門國際醫療園區   Magistrate Li, Wo-Shi visited the Department of Health (DOH), Executive Yuan on March 15th to ask for its aid in the establishment of the "International Medical Park" in Kinmen as well as the facilitation (1) of the establishment of a large scale medical center of their Kinmen branch.  This is expected to improve the medical treatment in the Kinmen area.  Magistrate Li also consulted the head of DOH, Qiu, Wen-Da (邱文達), for his advice on the county government's purchase of helicopters for the purpose of medical evacuation. 　 縣長李沃士15日拜會行政院衛生署長邱文達，促請協助金門設立「國際醫療園區」，推動大型醫學中心設立金門分院，以提升金門地區醫療水準。李縣長也就金門縣政府是否自購直升機辦理病患緊急後送作業，請教署長意見。   Qiu stated that the DOH took the healthcare problem of offshore residents seriously and would provide as much assistance as possible.  Magistrate Li, on behalf of Kinmen county residents, initiated a petition that urges the establishment of the Kinmen branches of both the Veterans General Hospital (VGH), and the National Cheng Kung University Hospital (NCKUH).  In response, Qiu pointed out that VGH is currently engaged in the merging (2) of its different branches around the country.  The DOH-owned hospitals in the newly reorganized five municipalities (3) also intended to turn themselves into a municipal facility.  Qiu promised that after the merging of these hospitals, further study on the establishment of the Kinmen branches would be made.   It is alleged that the construction of the Kinmen Hospital United Medical Building will be completed at the end of next year, within which, an "Advanced Health Examination Center" will be planned on the sixth floor.  For this purpose, the Kinmen County Government is seeking for the cooperation of Taiwanese large-scale medical organizations.  Aiming at improving Kinmen's medical quality, the county hopes it can acquire the help from DOH in the establishment of a Kinmen branch of VGH or NCKUH.  In addition, Kinmen currently is striving for the establishment of a six-hectare International Medical Park.  At present, the planning, as well as the acquisition of land and evaluation of environment impact for this project, are all completed.  It is anticipated that the DOH can assist Kinmen with the acceleration of amendments for the related medical laws.  Regarding the lack of response in the bid-invitation for Kinmen's medical evacuation operation, county government also hopes to obtain the assistance of the DOH.  To better visualize the goals mentioned above, Magistrate Li made this special visit to the DOH and major domestic medical organizations accompanied by related county government officers.   Concerning the establishment of an "International Medical Park", Shi, Chong-Liang (石崇良), the Director of Medical Affairs Division of DOH, praised the county government for its efficiency.  He thought that with the efficiency demonstrated by the county government, this project in Kinmen could very likely be approved and become the first of its kind in the country.    針對「國際醫療園區」，衛生署醫管處長石崇良對縣府的行動力表示讚許。他認為，以金門的行動力，非常有可能領先其他縣市獲准設立。   Director of Nursing Care Division Deng, Su-Wen (鄧素文) said that the patients with acute (4) diseases and illnesses would need medical evacuation and be sent to hospitals in Taiwan for appropriate treatment.  In the past, there were several medical experts who suggested that the offshore local government purchase helicopters on its own.  However, since the civil aviation industry has put the cost as its first priority, it is unwilling to allow planes to reside at offshore islands.  This is the reason for the lack of response in previous bid-invitations for medical evacuation made by the Kinmen County Government.  Director Deng expressed her concurrence with the proposal of the county government to purchase a helicopter on its own.   Magistrate Li and the head of Kinmen Public Health Bureau Chen, Tian-Shun said that last year the county government spent more than 10 million NT dollars employing helicopters to execute the "Home Return for Hospice (5) Patient" operation.  In addition, it spent more than 20 million NT dollars (including the subsidy from the DOH) for the execution of 52 medical evacuation operations.  They thought these 30 million NT dollars should be sufficient for the maintenance and management fee of the self-purchased helicopter.  Magistrate Li emphasized that this can be a matter of life and death, and people's lives are priceless.  As long as it can help to save one Kinmense fellow's life in time, it would be worth spending 100-200 million NT dollars on purchasing helicopters.  Nevertheless, Li pointed out, the final decision in this matter would require further communication with the county council and explanation to the local residents to gain their genuine support. 李沃士拚經建金管處願配合   In order to develop a holiday and recreation village, Kinmen County Government is urging the related authority to exclude the 91 Hectares Mt. Copper Wall Barracks (銅牆山營區) from the boundary of the national park.  Magistrate Li, Wo-Shi, together with the director of the Kinmen National Park Headquarter (KNP), Zeng Wei-Hong(曾偉宏), did an on-site inspection on February 9th and reached an initial agreement on this issue.  It is believed that the consensus (1) will add a new dimension to local tourism industry. 　 金門縣政府欲爭取將「銅牆山營區」面積91公頃土地劃出國家公園範圍，以開發觀光渡假遊憩區。9日縣長李沃士會同金管處處長曾偉宏實地會勘，雙方初步達成共識。將為金門觀光產業注入新氣象。   The 91 Hectares area, Mt. Copper Wall, was a former army camp.  With the removal of the army unit from the camp, it is now stationed (2) by the coast patrol and is considered to have high potential as a tourism resource.  During a visit to the KNP at the end of last year, Magistrate Li raised four proposals, one of which was to exclude the Mt. Copper Wall from the boundary of the national park with a prioritized goal of building a holiday village surrounded by the beautiful landscape of both the southern coast and Zhaishan Tunnel.  The aim is to achieve a full spectrum (3) of development in the tourism industry, and to promote local prosperity. 　 銅牆山以往是一座軍事碉堡營區，總面積達91公頃，在駐守部隊撤離之後，目前由岸巡單位進駐，相當具有觀光開發的資源。去年底，縣長李沃士拜會金管處時，曾提出四項建議案，其中之一即是建議將銅牆山劃出國家公園範圍，以開發渡假村為優先，以期結合南海岸美麗風風景以及周邊翟山坑道，構成一觀光的整體開發，促進地方繁榮。   After the onsite inspection on the 9th, the two parties reached a consensus.  Director Zeng of the KNP said as long as this proposal is a qualified "Major Investment Project" which is defined in the Off-Shore Islands Development Act (離島建設條例), CEPD will make the final assessment within one year after the local government issues the petition (4).  KNP has also expressed its willingness to support the proposal as this will surely pump new life into the local tourism industry and economy.  Zeng said KNP will cooperate with the county government to create a win-win situation. 　 經過9日的會勘，雙方達成共識。金管處處長曾偉宏表示，只要符合離島建設條例所稱「重大投資項目」地區開發面積，透過地方政府提出，行政院經建會將在一年內做成決定。金管處也願積極配合辦理，以活絡地方觀光產業經濟。曾偉宏也表示，金管處願與縣政府合作，共創雙贏局面。   Zeng also revealed that the county government is planning to carry out a public housing (5) construction project in the Lake Ci area(1.35 hectares) in Jin-ning Township.  To be more responsive to the public's interest, KNP will exclude the mentioned area from the boundary of the national park.  KNP will also give full support to any other legitimate demands raised by the county government and the public.  To ensure that the land is developed to its maximum potential for the overall benefit of the tourism industry, they will treat some proposals as special cases when necessary. 　 此外，曾偉宏透露，縣府擬於金寧鄉慈湖段縣有土地（面積1.35公頃）興建國民住宅，國家公園管理處基於民眾需求，擬單筆同意將其排除在國家公園範圍之外。縣府及民眾提出的其他需求，金管處也會依法全力配合，專案辦理，以確保土地開發權益，提升地區整體觀光效益。   【註解】   ●1. consensus-(n)指意見的一致，共識。   ●2. station-(vi.)駐紮、部署。   ●3. spectrum-(n)光譜。或指範圍、範疇。full spectrum此處指觀光事業發展的各個範疇，亦即觀光的整體（發展）。   ●4. petition-(n)請求；申請。   ●5. public housing-(n)為收入較低者興建的公共住房，通常售價較低廉。即國民住宅。 本文摘譯、改寫自《金門日報》2011年2月10日報導

尚義機場免稅店將公開招商   Following the opening of duty-free shops at the Mini-Three-Links seaport and in town, the Shang Yi Airport will also open for the application to set up a duty-free store, thus creating a duty-free shopping island.  On the 9th, County Magistrate Li, Wo-Shi did an onsite inspection at the airport, and expressed his hopes for a smooth opening of a duty-free store in the airport within the next four months to allow tourists to enjoy the convenience of shopping during their travels to Kinmen.  　 為打造購物免稅島，繼小三通碼頭、市區免稅店開設後，尚義機場也將開放申設免稅店，縣長李沃士9日前往尚義機場實地會勘，他表示，希望最快在四個月後能讓機場免稅店順利開張，讓觀光客到金門旅遊，也能享有便利的購物之樂趣。   Magistrate Li explained that after the opening of downtown duty-free stores, customers complain about having to retrieve their purchases at either the seaport or the airport, saying that it is an inconvenience.  Therefore, the county government is coordinating with the Civil Aeronautics Administration, Ministry of Transportation and Communication, and the Kinmen Airport in the process of opening a duty-free store at the Shang-Yi Airport.  Magistrate Li also pointed out that the county government will increase the pace to make a public announcement of the investment invitation, hoping that the bid-winning company can set up a duty-free store in the airport within four months. 　 李沃士表示，市區免稅店開張後，必須到碼頭或機場才能提貨，有旅客反映方便度不夠；縣府因此積極與交通部民用航空局及金門航空站協調，希望規劃在尚義機場開設免稅店。經過實地會勘，航站願意在內候機室釋出約100平方公尺的空間做為免稅店。李沃士表示，縣府將加緊腳步辦理公告招商，希望最快四個月內讓得標商家可以進駐機場營業。   Kinmen currently has five companies approved to set up downtown duty-free stores.  As Magistrate Li also pointed out that after discussion with the County Council, they both believe that at least three more stores can be added.  Therefore, the county government will handle the second wave of investment invitations.  He hopes that downtown duty-free stores will be setup everywhere, so tourists can enjoy the convenience of shopping, and thus continuing to pursuit the goal of building a duty-free shopping island in Kinmen.  　 目前金門地區有五家廠商取得市區免稅店的設置同意函，李沃士也指出，經與縣議會討論，認為可再增加至少三家，縣府也將辦理第二波招商，希望市區免稅店愈多，遍地開花，讓觀光客購物更方便，全力打造金門為購物免稅島。 本文摘譯、改寫自《金門日報》2011年2月10日報導

新春開放軍事景點  遊客驚呼連連   Since the first day of the Lunar New Year, February 3, to the 5th day, February 7, the general public can travel on the Rabbit Bus Shan-Wai Line to visit Xi-Bian Artillery (1) Position (2) where the 240-mm Howitzer (3) is located. 　 兔年春節的初一到初五，搭乘「兔寶寶公車」的山外線可以參觀「溪邊三砲陣地」的240重砲。   The 240-mm Howitzer, nicknamed "King Kong", is the cannon with the largest caliber among all weapons still in service in Kinmen where there are currently eight in use.  First produced by the U.S. in 1944, some of the 240-mm Howitzers were transferred to Kinmen in 1959.  While the original design only allowed the cannon to fire at a fixed direction, the Taiwan National Army had added auxiliary gear to the weapon which permitted the weapon to be rotated 360 degrees around a firing platform. 　 240榴彈砲是金門現役武器中口徑最大的火砲，有「金剛大砲」之稱，金門共有八尊。一九四四年由美國研製，一九五九年剛運抵金門時，原本只能砲擊同一個方向。經國軍自行加上輔助性馬達之後，才得以360度變換方向。  This first exhibition of the Shishan Artillery Position and Xi-Bian Artillery Position to the general public during Chinese New Year has already resulted in attracting thousands of tourists.  Shishan Artillery Position is the only All-In-Tunnel Howitzer Position in the country.  After repeated urging by the county government to the Ministry of National Defense, the site is now transferred to the county government who is trying to activate the Position transforming it into a tourist site.  Right now, inside the Position, there is a multi media pavilion in which the video clips about Howitzer and Shishan Artillery Position are shown.  There are also other pavilions where the crew drill (4) is performed, and one set of 75mm Pack Howitzer, ammunition and cases holding artillery primers (5) for varieties of Howitzer are presented here as well.  The event will continue until February 17th with the crew drill demonstration scheduled five times a day until February 7.  The general public can go to the exhibition either by the Rabbit Bus or by driving. 　 獅山砲陣地與溪邊三砲陣地，今年新春首次與鄉親見面，連日來吸引數以千計遊客參觀，其中獅山砲陣地為全國唯一一座全坑道的榴砲陣地，經縣府積極向國防部爭取撥用後，正進行活化利用，分別有影音區播放榴砲及獅山砲陣地介紹影片、現場還有砲操操演、75山砲展示、彈藥、底火筒展示等，展期至二月十七日止，民眾可搭兔寶寶公車或自行前往；而其中，砲操演出每日五次，至年初五止。   The Chinese characters "雷霆" that were carved on the wall of Xi-Bian Artillery Position literally mean "Thunder", and carries the implication of bringing peace to the world by a magnificent strike of thunder.   溪邊三砲陣地的壁壘則有「雷霆」二字，意為：雷動九天平四海，霆威十地震八方。   【註解】   ●1. artillery-(n)大砲；砲兵。   ●2. position-(n)通常指「位置、地點」，此處指軍事陣地。   ●3. howitzer-(n)榴彈砲。   ●4. crew drill-砲操。crew指砲兵班編制成員，drill則是演練。   ●5. primer-(n)底火。 本文摘譯、改寫自《金門日報》2011年2月04、05日報導

烈嶼擲筊PK賽蘇南回開走轎車   Bao-Sheng Da Di Temple in Lie-Yu Township held the divination block (1) casting competition during Chinese New Year, winning an enthusiastic response and attracting 4,254 participants.  Following three days of preliminaries and finals, Su, Nan-Hui (蘇南回) threw 15 consecutive "sacred combinations" (2) on February 5th, and was the lucky winner of a sedan. 　　烈嶼鄉保生大帝廟在春節舉辦的「擲聖筊競賽」，獲得熱烈迴響，吸引4,254人到場參加，經過三天初賽、決賽，5日由蘇南回連擲15筊聖杯，幸運獲得轎車1輛。      This year's divination block casting competition boasted (3) a total of 4,254 participants, 522 of who made it into the finals.  First place was awarded to Lie Yu's own Su, Nan-Hui from Shang-Qi Village with a record of 15 consecutive "sacred combinations."  Two other contestants currently serving in the military followed up with nine consecutive "sacred combinations".  After one last contest, Chen, Jian-Zhi (陳建志), from Nantou County's Ming-Jian Township, came out on top, and was awarded a 125CC motorcycle, while Hong, Yu-Cheng (洪玉琤), from Lie-Yu's Shang-Qi Township won a 42-inch LCD television.  In addition to the top ten finalists, this year, the temple also provided over a hundred prizes.  Since all the contestants who made it into the final round would receive a prize, everyone was happy with the result of the competition. 　　此次擲聖筊競賽活動共有4,254人參加，其中有522人進入決賽，第1名由烈嶼鄉上岐村的蘇南回奪得，他的紀錄是連續擲聖筊15次，另有兩位現役軍人連擲9次聖筊，經過再次競賽，來自南投縣名間鄉的陳建志技高一籌，獲得125CC機車1部，烈嶼鄉上岐村的洪玉琤抱回42吋液晶電視。除了前十名，今年廟方共提供超過一百項獎品。且只要進入決賽，人人有獎、皆大歡喜！   【註解】   ●1. divination block-筊杯。也就是擲筊時所使用的占卜工具。於民間信仰中用以探詢神鬼之意。其中divination就是占卜或預測的意思。   ●2. sacred combination-擲筊時，兩個筊杯呈現一正一反、一陰一陽，被稱為「聖杯」，在三種排列組合（一陰一陽，兩陰，兩陽）當中被解釋為神明認同的意思。為求慎重，一般詢問神明時，通常必須連續三個聖杯才算數。此處sacred指神的、神聖的、莊嚴的。combination則是指筊杯的三種排列組合。   ●3. boast-(vt.)包含、擁有；原意指「吹牛、誇耀」，因此此處帶有自豪、引以為傲的意味。    本文摘譯、改寫自《金門日報》2011年2月06日報導

終身學習楷模蔡智明九年修得兩個半大學學位   Cai Zhi-Ming (蔡智明), the secretary of Kinmen Fishermen's Association, earned an associate degree and two bachelor's degrees from the National Open University (NOU).  Therefore, he is honored this year by the Ministry of Education with The First Lifelong Learner Award.   金門區漁會的祕書蔡智明用了九年的時間，在空中大學修得了一個副學士學位，兩個學士學位；今年，他成為教育部表揚的「第一屆全國終身學習楷模」。   Although Cai will already be receiving "two and one-half" bachelor's degrees, he still plans to pursue a third degree in 2012. 　  雖然已經擁有「兩個半」的大學學位，蔡智明仍計畫在民國一百零一年繼續修習第三個學士學位。   The 54 year-old man, who began to work at Kinmen Fishermen's Association in 1981, is now holding a position as the association secretary.  In addition to attending regular training sessions and seminars in his workplace, Cai enrolled in the 2004 academic year in the Department of Social Work and Social Welfare at NOU, and earned himself an associate degree in the 2006 academic year. 　 今年五十四歲的蔡智明是於民國七十年進入金門區漁會工作，目前擔任祕書。除了在職場上接受訓練、研習之外，從民國九十三學年起，蔡智明報名了國立空中大學社會工作與福利行政科，並於九十五學年度取得專科學歷，擁有「副學士」學位。   To continue learning and enriching his own life experience, he once again took classes at NOU in the 2006 academic year, and received a bachelor's degree in Social Science in 2008.  During this time, apart from achieving his academic goal, he was promoted as the secretary in his workplace.  Later in 2009, he continued taking classes at NOU, completing his bachelor's degree in Living Science in only one year. 　 為了持續學習，豐富人生，他於九十五學年度又開始修習「空大」的社會科學系，並於九十七學年取得學士學位。在這段期間，他不但學業有成，在區漁會的職位也晉升為祕書。九十八學年，他再接再厲，攻讀空大的生活科學系，只用了一個學年的時間，就取得了學士學位。   In the attempt to promote lifelong learning, MOE hosted the initial National Lifelong Learner Award Ceremony on January 17th where Cai was granted the award.  The judging process included primary selection, post-primary selection, and final selection.  Cai and 64 other award winners were selected out of more than one thousand nominated candidates. 　 教育部為了加強終身學習的推展，於今年一月十七日舉辦中華民國第一屆全國終身學習楷模表揚大會，蔡智明也在表揚之列。經過初選、複選、決選等程序，他從一千多位候選人當中被選拔成為全國六十五位終身學習楷模之一。   Cai usually spends at least two hours studying after work during the weekdays, with much more time devoted to studying on his days off.  Due to the execution of a major project in the Kinmen Fishermen's Association this year, Cai plans to continue his study journey next year at NOU, and will hopefully receive his third bachelor's degree in Public Administration. 　 蔡智明每天下班後的用功時間至少兩個小時，假日用功的時間則不止於此。今年因為金門區漁會正執行重大工程，蔡智明明年計畫要繼續修習空大的公共行政學系，希望攻讀第三張學士學位。 本文摘譯、改寫自《金門日報》2011年1月20日報導

不畏酷寒金門馬拉松17000多人競速   The coldest marathon in history was hosted by National Quemoy University on January 16th.  Seventeen thousand contestants from fourteen countries, mainland China, and Taiwan put up with (1) the extreme cold and participated in the event.  All runners from Kenya broke the time records in the race.  Taiwanese runner Jiang, Jie-Wen placed third in the contest and also managed to achieve a record of two hours, 20 minutes, and 51 seconds, the most impressive performance for Taiwan's domestic male marathoners.   有史以來最「酷冷」的馬拉松賽16日假國立金門大學登場，來自14個國家、兩岸地區共一萬七千多名選手不懼冷氣團來襲參加，肯亞選手全部刷新紀錄，台灣好手蔣介文也跑出破場地紀錄的2小時20分51秒，排名第三，為國內男子馬拉松選手最佳成績。   The 2011 Kinmen Marathon started at National Quemoy University at 8 a.m. on the morning on January 16th.  Despite the cold wave that "froze several to death", many contestants showed up.  Four-hundred and two contestants participated in the full marathon while 1043 contestants ran the half marathon.  Three-hundred and seventeen runners ran 11.2 kilometers with 15,320 contestants doing the fitness-and-leisure group for a total of 17,082 participants in the entire event.  Secretary General of Kuomingtang (KMT) Jin, Pu-Cong (金溥聰) and Commissioner of Cultural Communication Commission Su, Jun-Bin (蘇俊賓) also completed the half marathon, capturing the attention of the audience.   2011金門馬拉松賽16日上午八時在國立金門大學舉行，雖然寒流來，冷得讓人「凍未條」，但參賽選手競賽組全程馬拉松有402人，半程馬拉松有1043人，11.2公里有317人，健康休閒組為1萬5320人，總計1萬7082人。中國國民黨秘書長金溥聰、文化傳播委員會主任委員蘇俊賓也拚場跑完半程馬拉松，吸引加油群眾的目光。   The activity was set into action after Magistrate Li, Wo-Shi, Council Speaker Wang, Zai-Sheng, Deputy Director of International Sports, Sports Affairs Council, Jiang, Xiu-Cong (江秀聰), Deputy Mayor of Xiamen City Zang, Jie-Bin (臧杰斌), Secretary General of KMT Jin, Pu-Cong, President of Kinmen Kaoliang Liquor Inc. Li, Qing-Zheng fired the gun to signal the start of the event.  The entire race was divided into the full marathon (42 kilometers), half marathon (21 kilometers), 10-kilometer track-and-field race, and the most popular 5-kilometer fitness-and-leisure group, with all receiving delicate gifts.   活動在縣長李沃士、議長王再生、體委會國際處副處長江秀聰、廈門市副市長臧杰斌、中國國民黨秘書長金溥聰、金酒公司董事長李清正等人共同主持鳴槍後起跑，賽程分全程馬拉松（42公里）、半程21公里與10公里的競賽項目，而最受金門人喜愛的健康休閒組5公里，跑完民眾獲得精美禮物。   In the full marathon male group, Kenya's Peter Kiprotich Cherus won first place with a record of 2 hours, 19 minutes, and 22 seconds.  Seocnd place was also acquired by a Kenyan, Lawrence Kiptto Snia, with a time of 2 hours, 20 minutes, and 49 seconds.  Taiwan's elite runner Jiang, Jie-Wen seized third place with a time of 2 hours, 20 minutes, and 51 seconds.  These three runners broke the records for the male's full marathon.   男子全程馬拉松組，肯亞的彼德‧卻魯斯以2小時19分22秒的成績勇奪冠軍；第2名也是肯亞的勞倫斯‧塞納，成績2小時20分49秒；國內好手蔣介文以2小時20分51秒成績拿到第3名，前3名都打破大會紀錄。   In the marathon female group, Kenyan runner Viola Chepleting Bor won the race as a defending champion with a record of 2 hours, 40 minutes, and 56 seconds.  Second place went to Kenyan Emily Perpetua Chepkorir with a performance of 2 hours, 43 minutes, and 17 seconds.  Both of them broke previous records of 2 hours and 44 minutes.  Third place winner was a Taiwanese rising star Chen, Ya-Fen (陳雅芬).  Her record was 3 hours, 3 minutes, and 57 seconds.    女子全程馬拉松組，第2度參賽的肯亞女將薇歐拉‧博爾（Viola Chepleting Bor）以2小時40分56秒成績封后，衛冕成功；第2名也是肯亞的愛蜜莉‧切普可瑞爾（Emily Perpetua Chepkorir），成績2小時43分17秒，追隨博爾之後，同破2小時44分的大會紀錄；第3名為國內長跑新秀陳雅芬，成績3小時3分57秒。   Although the low temperature caused runners and working staff to feel somewhat uneasy, more than 4000 Kinmenese still came out to cheer the contestants on.   雖然低溫讓選手和工作人員直呼「真冷」，不過，超過4000名金門民眾，冒著寒風敲鑼打鼓為選手加油。   Magistrate Li declared to both domestic and international runners that he will see them again next year in Kinmen.  In addition, he urged further improvements in the Kinmen Marathon both in its quantity and quality.   縣長李沃士再次向國內外好手宣布，明年金門再見，同時他也要求金門馬拉松未來要在質與量上再更上一層樓。   【註解】   ●1. put up with-忍受、容忍。   ●2. make up of-組成。 本文摘譯、改寫自《金門日報》2011年1月17日報導

一週大事 2011-01/03～01/09   ●Biggest Winner of National Class Relay Running Race Goes to Jin-Ning   ●班際大隊接力  寧中小是最大贏家   The semi-finals of the 2010 National Junior High School Class Relay (1) Running Race were held on January 8th in Kinmen County.  About 15 teams from five schools, a total of 300 runners divided into different racing divisions based on the grade, took part in (2) this competition.  After an intense competition, Jinchen Junior High School won the 7th grade Championship, while Jinning Primary and Junior High School won both the 8th and the 9th grade Championships.  The Chief Inspector of Education Bureau, Kinmen County Government, Chen, Jin-Wen (陳金文) encouraged all students to exercise regularly.  He also used the quote "Never be unduly (3) elated (4) by victory or depressed by defeat" to inspire all the participants to face the challenge again next year.      九十九年全國國民中學班際大隊接力比賽金門縣複賽，1月8日舉行，來自五所國中十五支隊伍共三百餘人，按年級區分下場競賽，經過一番廝殺，七年級由金城國中奪冠，金寧中小學包辦八、九年級冠軍，堪稱最大贏家。主任督學陳金文頒獎時，勉勵學子要養成運動習慣，並鼓勵同學勝不驕敗不餒，明年再來挑戰。   ●President Ma To Host the Groundbreaking Ceremony of the Kinmen Bridge   ●金門大橋動工馬總統將來金主持  The groundbreaking ceremony of the Kinmen Bridge Construction Project was scheduled in Houtou, Leiyu Township at 2 PM on January 9th.  President Ma Ying-jeou was invited as one of the hosts.  Taiwan Area National Expressway Engineering Bureau, MOTC, which is in charge of the project, says that the construction duration of the Kinmen Bridge will be five years with a completion date sometime in June, 2016.  The cost of the 5.4 kilometer bridge is estimated at 7 billion NT dollars.  The initial plan is to include two car lanes, a sidewalk, and a bicycle lane, with a designated (5) speed limit of 60 km/hr.  When completed, it will take only five minutes to drive from the main island of Kinmen to Xiaojinmen, or "little Kinmen." 　 眾所關注的金門大橋興建案，訂於9日下午二時在烈嶼鄉后頭端舉行金門大橋(CJ01標)工程開工動土典禮，總統馬英九也將親蒞主持。負責興建的交通部國道新建工程局表示，金門大橋長度五點四公里，工期五年多，預計民國一百零五年六月完工。興建總經費大約新台幣七十億元。金門大橋初期規劃二個車道，另有人行道及自行車道，車行速度設計為六十公里；完工後，從大金門到小金門，開車大約只要五分鐘。   ●Possibility of FEA Providing Service To and From Kinmen During CNY   ●遠航有機會復飛春節將先飛金門   MOTC has recently approved a resumption (6) of flight services for Far Eastern Air Transport (FEA).  The Civil Aeronautics Administration (CAA) will further inspect the air fare and conduct the validation (7) tests.  On January 8th, CAA Director-General Yin, Chen-Pong (尹承蓬) said that chances are (8) FEA will resume service during the Lunar New Year holiday.  FEA will start on the Taipei-Kinmen route during this initial stage.  After the company was permitted to launch a corporate reorganization last year, it has been working actively to resume flight services.  Last November and December, there was one MD83 each month that successfully passed the test flights and obtained an airworthiness (9) certification.  Since the service resumption plan is still under inspection, the cargos were not allowed to take passengers during the test flights.  Although the FEA's services resumption plan has already been approved by MOTC, it can begin to sell tickets to the public only when the CAA has completed all necessary inspections and validations for the resumption of flight services. 　 交通部最近已核定遠東航空公司復航計畫，民用航空局將審查票價及驗證飛行。民航局長尹承蓬8日表示，遠航有機會在春節期間載客；遠航將先申請台北飛金門。遠航獲准公司重整後，去年就積極為復航努力，十一月及十二月，各有一架MD83型飛機修復完成，申請試飛獲准，但因復航相關計畫仍在審查中，試飛的飛機不能載客。交通部雖然最近已核准遠航的復航計畫，但還需要民航局完成相關復航檢查，才能對外售票營運。   【註解】   ●1. relay-(n)接力賽跑。   ●2. take part in-參與。   ●3. unduly-(adv.)過度地；不適當地。   ●4. elate-(vt.)使興奮；使得意洋洋。   ●5. designated-(adj.)指定的；標定的。designate原來當動詞，指「標出、指定」，這裡是以分詞形式作為形容詞使用。   ●6. resumption-(n)（中斷後的）重新開始；繼續。   ●7. validation-(n)批准；確認。   ●8. chances are (that)-很有可能～。   ●9. airworthiness-(n)適航性；飛行性能。

縣府在廈門盛大舉辦招商推介會   Kinmen County government held a grand conference for investment promotion titled "Invest Kinmen and Link up with West-coast of Taiwan Straits" on the 12th in Xiamen.  The event attracted some two hundred corporations from both Taiwan and Xiamen as participants.  Major officials including Magistrate Li, Wo-shi (李沃士) and Council Speaker Wang, Zai-Sheng (王再生) traveled to Xiamen to attend this special event.  Magistrate Li has invited corporations to actively invest in Kinmen, saying that this could extend cross-strait exchanges between Kinmen and Xiamen.  Through mutual investment and seamless (1) cooperation, Kinmen and Xiamen could take advantage of each other's strong points and promote economic prosperity of Kinmen. 　 金門縣政府12日在廈門盛大舉辦『投資金門－連結海西』招商推介會活動，吸引近兩百家台灣與廈門企業到場參加，縣長李沃士、議長王再生等府會首長特別跨海親自出席。李沃士歡迎企業界踴躍來金門投資，擴大兩岸、兩門合作領域，透過雙向投資，結合彼此優勢，共同合作，建設繁榮金門。   This "Invest Kinmen and Link up with West-coast of Taiwan Straits" investment promotion conference began at 3 pm on the 12th at Powerlong Hotel in Xiamen.  Magistrate Li, Wo-Shi was appointed as the chairman of the conference while Senior Executive Officer Li, Zeng-Cai (李增財) was given the role as the host.  There were many other VIP's, including Secretary-General of CPC of Xiamen Municipal Government Xu, Mo (徐模) and Xiamen Deputy Mayor Huang, Lin (黃菱), Chairman of Xiamen-Based Taiwan Business Association, Ceng, Qin-Zhao (曾欽照), and the major media networks from China. 　 這項『投資金門－連結海西』招商推介會於12日下午三時許假廈門寶龍酒店舉行，由李沃士擔任大會主席，縣府參議李增財擔任串場主持，與會的貴賓眾多，包括有：廈門市政府市委秘書長徐模、廈門市副市長黃菱、廈門台商協會會長曾欽照與大陸各主要媒體等。   Magistrate Li said it is a crucial (2) time for Kinmen in terms of economic development.  The expectation is to transform Kinmen into an international tourism island.  Besides inviting investors from all corners of China and Taiwan, he also hopes that Kinmen and Xiamen, by working hand in hand, can learn from each other to strengthen the economies of both cities. 　 李沃士表示，金門正處在經濟發展的關鍵時刻，期盼可以發展成國際觀光休閒島嶼，歡迎大陸各地的企業家及台商踴躍來投資。他也期待金、廈兩地可以在經濟上互補合作。   Huang, Lin, on behalf of Xiamen Municipal Government, also presented a speech.  Ms. Lin thinks that the relation between Xiamen and Kinmen is like a tight family.  The implementation of "Mini-Three-Links" in 2001 has also increased the interaction between the people of the two sides and has made the shipment between two places even more frequent.  Up through this past November, 5.73 million people have traveled between Kinmen and Xiamen though "Mini-Three-Links".  The average growth rate is over seventy percent.  Furthermore, Huang, Lin added that since the people from Fujian province were allowed to travel to Kinmen in 2004, 3,645 tour groups, a total of 70,000 people, have set foot in (3) Kinmen.  She also agreed that each of the two cities can strengthen the other's weaknesses in terms of economy.  　 黃菱則代表廈門市政府對此次活動表達祝賀，她說廈門、金門是門對門、親密無間的一家人，特別是2001年小三通開通後，兩地人員往來密切、貨物運輸更加順暢，截至今年的十一月，小三通共輸運旅客達五百七十三萬人次，年均增長率超過百分之七十。黃菱提及，自2004年底開放福建居民赴金門旅遊後，已有三千六百四十五團，達七萬多人到過金門。她認為，金、廈的社會經濟發展的確有互補性。   Wang, Zai-Sheng said that this is the first time Kinmen organized an investment promotion conference since the two sides were divided over 50 years ago.  Therefore, the significant meaning behind this is not to be overlooked (4).  Wang hoped that both Kinmen and Xiamen can benefit by this investment promotion event. 　 王再生認為，兩岸歷經五十年的隔絕，這是金門首次來廈門辦招商，更顯意義重大！他希望透過招商活動，繁榮金門與廈門。   The Chief Executive Officer of Kinmen County Industrial and Commercial Investment Promotion Committee, Xiao, Yong-Ping(蕭永平), commented that it's now the post-ECFA era.  He suggested that those items not yet eligible (5) in China and Taiwan in the Early Harvest List of ECFA can be set for a trial implementation in Kinmen and Xiamen as this will not only ensure the stability of new policy but keep the connection tight between the two sides in the future as well. 　  金門工商投資策進會總幹事蕭永平則表示，後ECFA時代，我們希望許多ECFA早收清單中在大陸或台灣未開放的項目，能在金、廈兩門先行先試，使金、廈兩門成為兩岸試驗的良田，兩岸未來關係更為緊密。 【註解】 ●1. seamless-(adj.)無縫的。形容彼此間的合作切。 ●2. crucial-(adj.)決定性的；重要的。 ●3. set foot in-到達。 ●4. overlook-(vt.)忽略；忽視。 ●5. eligible-(adj.)法律上合格的，有資格當選的。 本文摘譯、改寫自《金門日報》2010年12月13日報導

金門首家市區免稅店開張   The opening ceremony of Kinmen's first downtown duty free shop, held on the 16th, was attended by Kinmen magistrate Li, Wo-Shi, who expects this shop to be "a leading sheep" as taking the lead for traveler shopping trend, thus bringing further development to the Kinmen tourist industry.    金門第1家市區免稅商店16日開張，金門縣長李沃士期盼金坊免稅商店擔任領頭羊，開啟購物旅遊的新風潮，帶動金門觀光發展。   Located at No.2 Boyu Road, the Jing-Fang Duty-Free Shop was the first to open among five enterprises approved by the Kinmen County Government in October.  Guests from all fields joined the grand opening making the event a big hit.   位於伯玉路2段的金坊免稅商店，是金門縣政府10月評選出5家免稅商店中率先開幕的第1家。開幕式現場賀客盈門，熱滾滾。   Magistrate Li showed special thanks to the Ever Rich Duty Free Shop and the Jing-Fang Duty Free Shop (one of the Ever Rich's subsidiary) for their recruitment of 110 young people in Kinmen.  He also stated that with Kinmen's urgent need to create employment opportunities, endeavors (1) made by the private sector will in turn relieve (2) pressure on the government.  Li hopes that with the Every Rich Duty Free Shop as a leading sheep, more shops will be opened for business as soon as possible, thus increasing employment opportunity and profits of the county government.       縣長李沃士特別感謝昇恆昌公司及其子公司金坊國際股份有限公司，透過免稅商店晉用了一百一十位年輕的金門子弟，他說，金門很需要創造就業機會，民間的活力愈旺盛，才能減輕政府的壓力。他希望有了昇恆昌的領頭羊，其他幾家市區免稅店能儘速跟進開業，提供更多就業機會，也助益縣政府的財源收入。   In addition, Magistrate Li also hopes that the duty free quota of $30,000 can be more flexible in outer island duty free shops and eventually lifted to even allow unlimited duty-free consumption for mainland tourists, thus further developing the tourist industry in Kinmen.     此外，李沃士也希望，離島免稅店購買限額為三萬元，未來希望能爭取提高免稅限額，甚至爭取大陸觀光客能免稅消費無上限，真正帶動金門觀光產業發展。 【註解】 ●1. endeavor-(n)努力。 ●2. relieve-(vt.)緩和、減輕、解除。 本文摘譯、改寫自《金門日報》2010年12月17日報導
