國防部長允諾盡力配合金門觀光發展   Kinmen County Magistrate Li, Wo-Shi(李沃士) and Kinmen Council Speaker Wang, Zai-Sheng (王再生) visited the Minister of Nation Defense (MND), Gau, Hua-Zhu (高華柱) on April 22 to ask for military assistance concerning the issue of a site designated (1) specifically for a senior living resort.  Gao said the MND will "try their best and study the feasibility of the county government's request.   金門縣長李沃士與縣議長王再生，22日再度聯袂拜會國防部長高華柱，請軍方協助解決養生村用地等問題。高華柱對縣府提出的多項提案，表示「將盡量研究配合」。   During the meeting, the county government brought out several proposals including the issue of a designated site for a senior living resort providing long-term care; a one-time monetary (2) compensation plan for temporary personnel employed during the War-zone Civil Administration (3); and a suggestion that the MND displays the 155-mm and 240-mm Howitzer in Shishan Artillery Position theme park.   縣府在會談中提出多項提案：包括長照養生村用地問題；縣戰地政務時期人員計發一次救濟金問題；並建議國防部提供一五五、二四○榴砲於獅山榴砲主題園區展示。   Gao said that as the designated site for a senior living resort is located on the military camp in Huqian Section, Jinhu Township, and the MND will try their best to support the completion of this project.  He also expressed his compliment of the idea of combining medical care with senior living into the project.  As for the idea of providing a showcase for the Howitzer, Gao agreed to lend out the 8 inch howitzer and 155 mm howitzer, which are still in service.  While the weapon care and maintenance procedures will be conducted by the military, the performance of crew drill should be the responsibility of the county government.  Regarding the one-time compensation for temporary personnel during the War-zone Civil Administration, Gao stated that it involves the responsibility and authority of the Executive Yuan and related ministries.  He suggested the county government to file a petition to the Executive Yuan for empowerment (4).   高華柱表示，縣府規劃中的養生村，位於金湖鎮湖前段軍方營區，國防部可以盡量配合。他也讚許縣府將醫療與養生合併規劃的構想。有關榴砲提供展示問題，高華柱同意可撥借現役的八吋及一五五吋榴砲，由軍方負責保養管理，縣府來訓練人員表演砲操。至於縣府訂定的戰地政務時期人員一次救濟金，涉及行政院其他部會權責，他建議由縣府函請行政院交辦。   Kinmen Council Speaker Wang, Zai-Sheng (王再生) mentioned that the unique historical experience of the former battlefield Da-Dan and Er-Dan Islands fascinate (5) tourists from Mainland China-with over one million tourists from Xiamen each year who spent over one thousand NT dollars on a ferry ticket just to be close enough to view and photograph these two islands.  Wang suggested opening the islands for tourists to enjoy the experience of sharing meals like soldiers, as well as the unique battlefield atmosphere.  As a result, the county government is urging the MND's approval to build ports on Da-Dan and Er-Dan Islands to enhance the development of the tourism industry.   議長王再生則提到，大陸內地遊客對大、二膽島的軍事風情甚感興趣，每年有一百多萬遊客從廈門花一千多元新台幣搭觀光船，駛近大、二膽島拍照留念。王再生建議應開放遊客登島、吃軍方大鍋飯，體驗戰地色彩。縣府則爭取國防部同意在大、二膽島興建碼頭，以利推展觀光。   Gao said that the potential tourism resources of Da-Dan and Er-Dan Islands is indeed very valuable.  He emphasized that the MND is willing to discuss whatever might benefit the tourism industry development of Kinmen.   高華柱表示，大、二膽島的確有極大觀光價值。他表示，只要有助金門發展觀光的意見，都可提出來討論。   【註解】   ●1. designated-(adj)指定的。   ●2. monetary-(adj)金融的、財政的、貨幣的。此處指一次性（one-time）金錢補償。   ●3. War-zone Civil Administration-交戰地區對平民百姓實施的一種行政管理措施，即所謂的「戰地政務」。   ●4. empowerment-(n)授權。   ●5. fascinate-(vt)強烈地吸引～；迷住；使神魂顛倒。 本文摘譯、改寫自《金門日報》2011年4月23日報導

地區水源不足水質不佳監委希望經濟部配合改善   Controller Zhou, Yan-Shan (周陽山) and Yu, Teng-Fang (余騰芳) arrived in Kinmen on April 21st to inspect the water shortage and the poor water quality.  They demanded that the Ministry of Economic Affairs (MEA) help Kinmen with the expansion of the Seawater Desalination (1) Plant, accelerating pioneering planning of water supply from Mainland China, and facilitating the merger of the Kinmen Water Plant and Taiwan's Water Corporation.  Controllers expected that the water crisis in Kinmen can be solved by the adoption of these measures. 　 監察委員周陽山及余騰芳21日抵金視察金門地區自來水不足及水質不佳等問題，他們要求經濟部應積極協助金門擴建海淡廠，加速大陸引水的先期作業，推動金門水廠與台灣自來水公司合併等，以改善金門自來水問題。   Controller Zhou, Yan-Shan and Yu, Teng-Fang presided over a meeting in the county government at noon on April 21st to discuss the relevant issues concerning the water shortage and the unsatisfactory water quality in Kinmen.  They also listened to briefings from the Water Resources Agency, MEA, Taiwan Water Corporation, Environmental Protection Agency, and the county government. 　 針對金門自來水水源不足，水質不佳等問題，監察委員周陽山及余騰芳21日中午在縣府主持一項會議，討論相關議題，並聽取經濟部水利署、台灣自來水公司、環保署及縣府的簡報。   Controller Yu, Teng-Fang and Zhou, Yang-Shan respectively expressed their views on the issue of "water supply from Mainland China."  Both of them thought that once the import of water from Mainland China into Kinmen was in place (2), the water crisis in Kinmen would be resolved.  Until then, the expansion of the Seawater Desalination Plant would not be needed.  Besides, Kinmen will open itself to individual mainland travelers for self-guided tours starting June 1st.  Also, if the casino proposal is eventually approved in the referendum (3), the water consumption would increase dramatically.  The controllers indicated that before it's possible to import water from Mainland China, seawater desalination would be the most important water source in Kinmen.  They demanded that the MEA provides aid according to Kinmen's needs.  Concerning the merger (4) of Kinmen's water plant and Taiwan's Water Corporation, the controllers had asked the MEA to set up a communication channel, and to become actively involved in the negotiation on the related affairs.  　 監委余騰芳與周陽山分別對「大陸引水」一案表示意見。兩人認為，只要大陸引水成功，金門的水問題就迎刃而解，甚至海淡廠也不必建了。金門六月一日起將開放大陸觀光客來金自由行，萬一未來博奕公投通過，用水量勢必激增。監委們指出，在大陸原水未能引進之前，海淡水將是金門重要的水源。要求經濟部應配合金門需求提供協助。針對金門水廠與台灣自來水公司合併一案，監委要求經濟部設置聯繫窗口，介入溝通協調。   During the meeting, Magistrate Li, Wo-Shi mentioned several problems faced by the Kinmen County including the stratum (5) subsidence (6) caused by depletion (7) of groundwater, and the unsatisfactory water quality in the Kinmen reservoir.  Deputy Minister Lin, Sheng-Zhong (林聖忠) also confessed that there is a gap between the plans of the Water Resources Agency and the policies of Kinmen.  They will do more research and try to make up for the apparent deficiency.  Concerning the import of water from Mainland China, Lin, Sheng-Zhong also expressed that according to the assessment, it is highly feasible.  Nevertheless, the cross-strait policy issue would still be a main concern.  Lin will report to the high-level authorities in the Executive Yuan and determine the appropriate timing to facilitate this project. 　  經濟部次長林聖忠則當場回覆縣長李沃士在會議中所提地下水超抽導致地層下陷及金門水庫水質不佳等問題。他坦承，經濟部水利署的計畫與金門縣的政策還是有一段落差，將研究設法彌補。有關大陸引水問題，林聖忠也說，就評估報告而言，可行性頗高，但主要考量還是兩岸政策問題，將向行政院高層報告，選擇適當時機來推動。   【註解】   ●1. desalination-(n)化學上的去鹽作用。也就是所謂的海水「淡化」。   ●2. in place-已經備妥隨時可用，或已生效、已經開始使用。   ●3. referendum-(n)公民投票。   ●4. merger-(n)公司的合併。   ●5. stratum-(n)地層。   ●6. subsidence-(n)沈澱。這裡指地層下陷。   ●7. depletion-(n)消耗、用盡。 本文摘譯、改寫自《金門日報》2011年4月22日報導

李縣長訪衛生署  催生金門國際醫療園區   Magistrate Li, Wo-Shi visited the Department of Health (DOH), Executive Yuan on March 15th to ask for its aid in the establishment of the "International Medical Park" in Kinmen as well as the facilitation (1) of the establishment of a large scale medical center of their Kinmen branch.  This is expected to improve the medical treatment in the Kinmen area.  Magistrate Li also consulted the head of DOH, Qiu, Wen-Da (邱文達), for his advice on the county government's purchase of helicopters for the purpose of medical evacuation.   Qiu stated that the DOH took the healthcare problem of offshore residents seriously and would provide as much assistance as possible.  Magistrate Li, on behalf of Kinmen county residents, initiated a petition that urges the establishment of the Kinmen branches of both the Veterans General Hospital (VGH), and the National Cheng Kung University Hospital (NCKUH).  In response, Qiu pointed out that VGH is currently engaged in the merging (2) of its different branches around the country.  The DOH-owned hospitals in the newly reorganized five municipalities (3) also intended to turn themselves into a municipal facility.  Qiu promised that after the merging of these hospitals, further study on the establishment of the Kinmen branches would be made.   It is alleged that the construction of the Kinmen Hospital United Medical Building will be completed at the end of next year, within which, an "Advanced Health Examination Center" will be planned on the sixth floor.  For this purpose, the Kinmen County Government is seeking for the cooperation of Taiwanese large-scale medical organizations.  Aiming at improving Kinmen's medical quality, the county hopes it can acquire the help from DOH in the establishment of a Kinmen branch of VGH or NCKUH.  In addition, Kinmen currently is striving for the establishment of a six-hectare International Medical Park.  At present, the planning, as well as the acquisition of land and evaluation of environment impact for this project, are all completed.  It is anticipated that the DOH can assist Kinmen with the acceleration of amendments for the related medical laws.  Regarding the lack of response in the bid-invitation for Kinmen's medical evacuation operation, county government also hopes to obtain the assistance of the DOH.  To better visualize the goals mentioned above, Magistrate Li made this special visit to the DOH and major domestic medical organizations accompanied by related county government officers.   Concerning the establishment of an "International Medical Park", Shi, Chong-Liang (石崇良), the Director of Medical Affairs Division of DOH, praised the county government for its efficiency.  He thought that with the efficiency demonstrated by the county government, this project in Kinmen could very likely be approved and become the first of its kind in the country.    針對「國際醫療園區」，衛生署醫管處長石崇良對縣府的行動力表示讚許。他認為，以金門的行動力，非常有可能領先其他縣市獲准設立。   Director of Nursing Care Division Deng, Su-Wen (鄧素文) said that the patients with acute (4) diseases and illnesses would need medical evacuation and be sent to hospitals in Taiwan for appropriate treatment.  In the past, there were several medical experts who suggested that the offshore local government purchase helicopters on its own.  However, since the civil aviation industry has put the cost as its first priority, it is unwilling to allow planes to reside at offshore islands.  This is the reason for the lack of response in previous bid-invitations for medical evacuation made by the Kinmen County Government.  Director Deng expressed her concurrence with the proposal of the county government to purchase a helicopter on its own.   Magistrate Li and the head of Kinmen Public Health Bureau Chen, Tian-Shun said that last year the county government spent more than 10 million NT dollars employing helicopters to execute the "Home Return for Hospice (5) Patient" operation.  In addition, it spent more than 20 million NT dollars (including the subsidy from the DOH) for the execution of 52 medical evacuation operations.  They thought these 30 million NT dollars should be sufficient for the maintenance and management fee of the self-purchased helicopter.  Magistrate Li emphasized that this can be a matter of life and death, and people's lives are priceless.  As long as it can help to save one Kinmense fellow's life in time, it would be worth spending 100-200 million NT dollars on purchasing helicopters.  Nevertheless, Li pointed out, the final decision in this matter would require further communication with the county council and explanation to the local residents to gain their genuine support. 新春開放軍事景點  遊客驚呼連連   Since the first day of the Lunar New Year, February 3, to the 5th day, February 7, the general public can travel on the Rabbit Bus Shan-Wai Line to visit Xi-Bian Artillery (1) Position (2) where the 240-mm Howitzer (3) is located. 　 兔年春節的初一到初五，搭乘「兔寶寶公車」的山外線可以參觀「溪邊三砲陣地」的240重砲。   The 240-mm Howitzer, nicknamed "King Kong", is the cannon with the largest caliber among all weapons still in service in Kinmen where there are currently eight in use.  First produced by the U.S. in 1944, some of the 240-mm Howitzers were transferred to Kinmen in 1959.  While the original design only allowed the cannon to fire at a fixed direction, the Taiwan National Army had added auxiliary gear to the weapon which permitted the weapon to be rotated 360 degrees around a firing platform. 　 240榴彈砲是金門現役武器中口徑最大的火砲，有「金剛大砲」之稱，金門共有八尊。一九四四年由美國研製，一九五九年剛運抵金門時，原本只能砲擊同一個方向。經國軍自行加上輔助性馬達之後，才得以360度變換方向。  This first exhibition of the Shishan Artillery Position and Xi-Bian Artillery Position to the general public during Chinese New Year has already resulted in attracting thousands of tourists.  Shishan Artillery Position is the only All-In-Tunnel Howitzer Position in the country.  After repeated urging by the county government to the Ministry of National Defense, the site is now transferred to the county government who is trying to activate the Position transforming it into a tourist site.  Right now, inside the Position, there is a multi media pavilion in which the video clips about Howitzer and Shishan Artillery Position are shown.  There are also other pavilions where the crew drill (4) is performed, and one set of 75mm Pack Howitzer, ammunition and cases holding artillery primers (5) for varieties of Howitzer are presented here as well.  The event will continue until February 17th with the crew drill demonstration scheduled five times a day until February 7.  The general public can go to the exhibition either by the Rabbit Bus or by driving. 　 獅山砲陣地與溪邊三砲陣地，今年新春首次與鄉親見面，連日來吸引數以千計遊客參觀，其中獅山砲陣地為全國唯一一座全坑道的榴砲陣地，經縣府積極向國防部爭取撥用後，正進行活化利用，分別有影音區播放榴砲及獅山砲陣地介紹影片、現場還有砲操操演、75山砲展示、彈藥、底火筒展示等，展期至二月十七日止，民眾可搭兔寶寶公車或自行前往；而其中，砲操演出每日五次，至年初五止。   The Chinese characters "雷霆" that were carved on the wall of Xi-Bian Artillery Position literally mean "Thunder", and carries the implication of bringing peace to the world by a magnificent strike of thunder.   溪邊三砲陣地的壁壘則有「雷霆」二字，意為：雷動九天平四海，霆威十地震八方。   【註解】   ●1. artillery-(n)大砲；砲兵。   ●2. position-(n)通常指「位置、地點」，此處指軍事陣地。   ●3. howitzer-(n)榴彈砲。   ●4. crew drill-砲操。crew指砲兵班編制成員，drill則是演練。   ●5. primer-(n)底火。 本文摘譯、改寫自《金門日報》2011年2月04、05日報導

烈嶼擲筊PK賽蘇南回開走轎車   Bao-Sheng Da Di Temple in Lie-Yu Township held the divination block (1) casting competition during Chinese New Year, winning an enthusiastic response and attracting 4,254 participants.  Following three days of preliminaries and finals, Su, Nan-Hui (蘇南回) threw 15 consecutive "sacred combinations" (2) on February 5th, and was the lucky winner of a sedan. 　　烈嶼鄉保生大帝廟在春節舉辦的「擲聖筊競賽」，獲得熱烈迴響，吸引4,254人到場參加，經過三天初賽、決賽，5日由蘇南回連擲15筊聖杯，幸運獲得轎車1輛。      This year's divination block casting competition boasted (3) a total of 4,254 participants, 522 of who made it into the finals.  First place was awarded to Lie Yu's own Su, Nan-Hui from Shang-Qi Village with a record of 15 consecutive "sacred combinations."  Two other contestants currently serving in the military followed up with nine consecutive "sacred combinations".  After one last contest, Chen, Jian-Zhi (陳建志), from Nantou County's Ming-Jian Township, came out on top, and was awarded a 125CC motorcycle, while Hong, Yu-Cheng (洪玉琤), from Lie-Yu's Shang-Qi Township won a 42-inch LCD television.  In addition to the top ten finalists, this year, the temple also provided over a hundred prizes.  Since all the contestants who made it into the final round would receive a prize, everyone was happy with the result of the competition. 　　此次擲聖筊競賽活動共有4,254人參加，其中有522人進入決賽，第1名由烈嶼鄉上岐村的蘇南回奪得，他的紀錄是連續擲聖筊15次，另有兩位現役軍人連擲9次聖筊，經過再次競賽，來自南投縣名間鄉的陳建志技高一籌，獲得125CC機車1部，烈嶼鄉上岐村的洪玉琤抱回42吋液晶電視。除了前十名，今年廟方共提供超過一百項獎品。且只要進入決賽，人人有獎、皆大歡喜！   【註解】   ●1. divination block-筊杯。也就是擲筊時所使用的占卜工具。於民間信仰中用以探詢神鬼之意。其中divination就是占卜或預測的意思。   ●2. sacred combination-擲筊時，兩個筊杯呈現一正一反、一陰一陽，被稱為「聖杯」，在三種排列組合（一陰一陽，兩陰，兩陽）當中被解釋為神明認同的意思。為求慎重，一般詢問神明時，通常必須連續三個聖杯才算數。此處sacred指神的、神聖的、莊嚴的。combination則是指筊杯的三種排列組合。   ●3. boast-(vt.)包含、擁有；原意指「吹牛、誇耀」，因此此處帶有自豪、引以為傲的意味。    本文摘譯、改寫自《金門日報》2011年2月06日報導
