一週大事  06/07～06/13     ●Two-In-One Election Turnout Average 42.56%   The tenth township councilors and village chiefs election (the eighth in Wu Qiu  Village) in Kinmen County was held on June 12.  A total of 32,102 people, or 42.89% participated in voting for township councilors, and the number of village chiefs election amounts to 31,540, a turnout (1) of 42.23%.  Wu Qiu Village, which belongs to Kinmen County, was the first district to complete counting and announce the results of the ballots.  In Wu Qiu, two candidates for township councilors received the same number of ballots (2); therefore, the final result will be decided by a drawing at 10 a.m. in Wu Qiu township office on June 14.   ●二合一選舉平均投票率42.56% 　 金門縣第10屆（烏坵鄉第8屆）鄉（鎮）民代表暨村（里）長12日投票，其中，鄉鎮民代表選舉實投票人數3萬2千102人，投票率42.89%；村（里）長選舉的實投票人數3萬1千540人，投票率42.23%。金門縣所屬的烏坵鄉，是全國第一個開出選票的，且鄉民代表選舉有2人因票數相同，預定14日上午10時在烏坵鄉公所以抽籤決定當選與否。   ●Fisheries Research Institute Released Horseshoe Crab In Guningtou Conservation Area 　  Fisheries Research Institute of Kinmen County released 30 pairs of adult, and approximately ten thousand baby horseshoe crabs.  Superintendents in all areas of government, and more than 200 Junior High and elementary students participated in this event.  Also, 30 students from Renoir Creative School in Taiwan, who came to Kinmen National Park for their outdoor education, were excited about touching horseshoe crabs for the first time.   ●古寧頭保育區水試所展開鱟放流   金門縣水產試驗所11日一大早在古寧頭鱟保育區，進行放流卅對成鱟及十萬餘尾稚鱟。地區各界首長與中、小學生二百多人參與。此次還有來自台灣的諾瓦國小三十名學生，到金門國家公園進行戶外教學，他們首次接觸鱟，十分興奮。   ●Councilors Accompanied By County Govt. Officers Inspected Proposed DFS Sites   When the County Government opened the application for duty-free shops (DFS), a total of eight businesses submitted their applications.  During the interpellation (3) session of the County Council, the Council Speaker, Wang, Zai-Sheng led councilors accompanied by Magistrate, Li, Wo-Shi to the Mini-Three-Links Pier in Shuitou and Shangyi Airport to hold an on-site inspection of the scheduled delivery area of duty-free shops on June 10.  Councilors urged the County Government to draw up an overall plan, and pursue the goal of being a duty-free island.   ●府會首長偕議員實勘免稅店預定地 　 縣府開放免稅商店申請，總計有八家業者提出申請，縣議會10日利用縣政總質詢時間，由議長王再生率同議員，由縣長李沃士陪同，前往水頭小三通碼頭及尚義機場實地勘查免稅商店提貨區預定地。議會希望縣府儘速整體規劃，早日建設成為免稅島。   ●Mainland Fishing Boats Intercepted Smuggling Of Live Birds   Kinmen Coastal Patrol Directorate General intercepted a Mainland fishing boat in the early morning on June 10 and arrested two suspects from China who were attempting to smuggle live birds into Kinmen.  A total of ten boxes, 675 live birds were foraged (4), including 25 endangered species, Hwamei (Leucodioptron canorum), all which have to be killed according to the standard operating procedure.   ●大陸漁船走私禽鳥遭截獲 　 金門岸巡總隊10日凌晨在金沙鎮洋山灣外海攔截一艘走私大陸漁船，逮捕二名涉嫌走私活體禽鳥的大陸男子，起出10箱675隻禽鳥，其中有25隻是保育類的畫眉鳥，均依標準程序予以撲殺。   ●Fatal Car Accident On Huan-Dao North Road   A car accident occurred on Huan-Dao North Road early morning of June 9.  It was suspected that a sedan accidentally hit some casuarinas (5) after overtaking a car, resulting in casualty of a couple, of whom the husband was dead, and the wife injured.  According to the preliminary police investigation, the driver may have overtaken from the left side, thus accidentally hitting the trees which were on the right side.   ●環島北路傳死亡車禍 　 環島北路9日清晨發生一起車禍，一輛自小客車疑似超車後不慎撞上木麻黃，導致一對夫妻一死一傷。根據警方初步調查，車禍原因，可能是駕駛人於左側超車後，不慎撞上右側行道樹所致。   ●Touching Memorial Ceremony For Tzu-Chi Volunteer, Li,Guo-Ming   Buddhist Tzu-Chi Foundation Kinmen Branch held a memorial ceremony on June 6 for volunteer, Li, Guo-Ming (李國銘) who had passed away.  Li was a former junior high English teacher, active supporter of local charity, the first seed of Tzu-Chi Foundation in Kinmen and its first committee member.  He impressed the local people by riding a unicycle (6) up and down Mountain Taiwu while playing a flute.  Besides, he also frequently played all kinds of musical instruments to amuse the patients in the hospital.  He passed away due to illness in Taiwan on May 21 this year.   ●慈濟人李國銘追思會場景動人   佛教慈濟基金會金門共修處6日為已往生的慈濟人李國銘舉辦追思會。曾任金湖國中英語教師的李國銘，生前熱心公益，是慈濟在金門的第一顆種子、第一位委員。最讓人印象深刻的，是他邊吹笛子，騎獨輪車上下太武山；他經常以演奏樂器為醫院裡的病人製造快樂。今年五月二十一日他因病在台往生。 【註解】   ●1. turnout-(n)出席人數。此處指投票率。   ●2. ballot-(n)投票總數。   ●3. interpellation-(n)質詢。   ●4. forage-(vt.)搜索。   ●5. casuarina-(n)木麻黃。   ●6. unicycle-(n)獨輪腳踏車。

一週大事 05/31～06/06   ●Kinmen's Population Surpasses 95,000   The total of Kinmen's population has surpassed (1) 95,000.  According to the statistics of Civil Affairs Bureau, Kinmen County Government, Kinmen's population is 95,038 in total.  Among them, 48,937 are males, 46,101 are females.  The number of household amounts to 32,031.  Jincheng Township population has the highest density with 31,919.  In regard to marriages involving foreign or mainland spouses, there are 474 foreign spouses and 1,456 mainland spouses.   ●金門人口數突破九萬五千大關 　 金門縣總人口數已經突破九萬五千大關。根據金門縣政府民政局99年5月份統計，金門縣總人口數為九萬五千零三十八人，其中男性四萬八千九百三十七人、女性四萬六千一百零一人，家戶數總計三萬二千零三十一戶。其中又以金城鎮人口最稠密，總人口數為三萬一千九百一十九人。在陸配、外籍配偶人數統計方面，全縣計有大陸配偶一千四百五十六人，外籍配偶四百七十四人。   ●Ombudsman: Kinmen Hospital Should Provide Residents Better Medical Care   Ombudsman Huang, Huang Xiong (黃煌雄) arrived in Kinmen on June 3rd to host a conference named "Comprehensive Monitor On The Universal Healthcare Insurance".  He also initiated an inspection of the Lieyu Branch of Kinmen Hospital.  When interviewed, Huang admonished (2) that the Kinmen Hospital should carry fully its responsibility and provide the residents with better medical care.  Concerning Little Kinmen's healthcare, Ombudsman Huang considered the fundamental problem to be transportation.  Once the Kinmen Bridge is completed, the problem would be effectively resolved.   ●監委：署醫應給鄉民更好醫療服務   監察院監察委員黃煌雄6月3日抵金門辦理「全民健康保險總體檢」座談，4日並巡察署立醫院烈嶼分院。黃煌雄受訪時表示，署金醫院應善盡職責，為金門鄉親提供更好的醫療服務。有關小金門醫療，他認為根本問題在交通，只要金門大橋興建完成，當能有效解決問題。   ●Coast Guard Administration Organized A Mini-Three-Links Shipwreck Drill    The Offshore Flotilla (3) 9 of Maritime Patrol Directorate (4) General, Coast Guard Administration, Executive Yuan, organized a Mini-Three-Links shipwreck (5) cooperative assistance drill (6) on June 3rd.  In total, there were 11 units that participated in the exercise with 11 boats and 131 people being mobilized (7).  The implementation of the drill was realistic and highly acclaimed (8) by county Magistrate Li, Wo-Shi.  Magistrate Li revealed there would be a cross-strait shipwreck joint cooperative assistance drill in August this year.   ●海巡署舉辦小三通船難救助演練   行政院海岸巡防署海洋巡防總局第九（金門）海巡隊6月3日舉辦小三通船難聯合救助（護）實作演練，總共有十一個單位參與，動員大小船艇十一艘、一百三十人參演；實演過程逼真，金門縣長李沃士給予高度肯定，並透露兩岸將在今年八月份共同舉辦一項海難救助聯合演練。   ●Students in KMVS Revealed The Enrollees' List    Domestic universities and colleges offered offshore students in National Kinmen Agricultural and Industrial Vocational Senior High School (KMVS) a quota of 217 this year.  The KMVS handled its 4-Year Technological & 2-Year Junior College Recommendation & Selection of offshore students who would "tear up the enrollee's (9) list" (revealed the enrollment list).  The school stated that of the 325 graduates, 243 of them had offshore student qualification.  The actual number of participants in "tearing up the enrollee's list" was 220.   ●217個大學院校名額農工學生昨撕榜 　 國內各大專院校今年提供給金門農工的離島生推甄名額共有217個名額；金門農工6月2日辦理四技二專推薦甄選離島考生「撕榜」。校方表示，今年應屆畢業生有325人，其中243人具有離島生資格，實際參與撕榜者約二百二十人。   ●Kinmen Crowned as the Champion in Fujian Amateur Basketball Tournament   Kinmen formed a basketball team that participated in the 2010 Amateur Opening in China (Fujian Division) and the 7th Fujian Tianxiang Cup Amateur Opening, and courageously (10) won the championship.  The team returned with accolades (11) on June 2nd and turned in the Champion Cup to Magistrate Li, Wo-Shi.  Li, Shang-Jie (李尚傑), Chairman of Kinmen's Basketball Committee, thought Kinmen Basketball Team should attribute their success to Coach Luo, Tian-Jin's (羅天金) training and coaching, and the players' overall performance.    ●福建業餘籃賽金門代表隊封王 　 金門縣組隊參加2010年大陸業餘籃球公開賽(福建賽區)暨第七屆福建省天香杯業餘籃球公開賽，勇奪冠軍。代表隊成員6月2日載譽凱歸，將冠軍杯榮耀呈獻給金門縣大家長縣長李沃士。金門縣籃委會主委李尚傑認為，金門代表隊能有好成績，要歸功教練羅天金的訓練和指揮，以及球員整體表現。   ●Four of Eight Firms Applying for the Right of Becoming A Duty-Free Shop Will Be Admitted     Kinmen government had accepted the applications of municipal duty-free shops.  Currently, there are eight firms seeking one of the four available spots.  The county government indicates the selection of duty-free shops will be made in July.  Whichever four are selected will need to open their stores within two months after selection.  With this effort, county government wishes to create a shopping paradise in Kinmen    ●首波申設市區免稅商店8搶4 　 金門縣政府受理市區免稅購物商店申設，目前已確定共有八家企業將爭取四個名額。縣府表示，將於七月間辦理評選。中選業者必須在二個月內開店，盼打造金門為觀光購物天堂。   ●Residents Will Decide Kinmen Bridge's Form   In a meeting of the Kinmen Bridge Steering Committee held on June 1st, it was concluded that the designing firm would offer five bridge models, and allow Kinmen residents to vote for their favorite design among these five.  The Kinmen Bridge construction project is scheduled to have a design draft selected in mid-September this year, complete the contract in mid-October, and enter its construction phase in late-December.   ●金門大橋造型將由鄉親決定 　 金門大橋推動委員6月1日召開會議，會中決議將由設計公司對外公告五款「橋塔造型」，由金門鄉親票選決定。金門大橋預定今年九月中旬由設計公司提出設計初稿，十月中辦理工程發包，十二月底開工。   ●Kinmen International Cultural & Arts Festival Closed Satisfactorily   The 16-day Kinmen International Cultural & Arts Festival closed on May 30th, with many eye-catching performances staged that night.  Magistrate Li, Wo-Shi viewed the entire closing ceremony, and showed-off some of his dancing skills on the stage to entertain the audience.  Li commented that the International Cultural & Arts Festival enriched Kinmen's night life and thanked the organizers for their efforts and contributions to the success of the festival.  He also anticipated the quality of Kinmen's leisure, art, and life to be continually improved. 李縣長親自上陣推銷金門流星計畫   Tourism Bureau, Ministry of Transportation and Communications, reviewed the "2010 Competitive International Tourism Fascination (1) Site Demonstration Project" on May 28.  Kinmen County presented the "Shooting Star Project" to urge a three hundred million dollar subsidy from the central government, to hopefully design and integrate the "ZhaiShan" and "Sihwuei" Tunnels into an unique battlefield site.  County Magistrate Li, Wo-Shi personally attended the review meeting to urge subsidies from the central government.   交通部觀光局28日審查「99年度競爭型國際觀光魅力據點示範計畫」，金門縣提出「流星計畫」，爭取中央政府補助3億元，希望整合「翟山」、「四維」坑道，設計成具獨特且唯一的戰地景點。縣長李沃士也親自出席審查會議，爭取中央經費補助。   The Shooting Star Project, which reproduces the situation of Kinmen offshore marine trasportation and supply during Civil War, displays magnificent tunnel construction.  County Government intends to invest 3.9 hundred million dollars within two years, with the hope that central government will supplement with three hundred million dollars with the local government providing and additional ninety million dollars.  The intention is to add a 3D sight and sound effct in Zhaishan and Sihwuei tunnels, and also an imitation of "LCM transport and supply boats" of the bygone (2) years that will shuttle tourists between the tunnels.  Features on Little Kinmen will include an imitation of the official military jeep, and a howitzer (3) field thus further creating a unique tour site in Kinmen.   該項流星計畫，以重現國共戰爭時期金門離島海上運補作業實況，並展現壯闊的坑道建設，縣府打算2年內投資3億9千萬元，其中希望由中央補助3億、縣府自籌9千萬元，在翟山、四維坑道內加入3D聲光效果，並打算仿造當年的「LCM運補小艇」，載運觀光客穿梭坑道間，再配合小金門的仿軍方吉普車及榴砲坑道陣地，打造出金門獨有的觀光賣點。   【註解】   ●1. fascination-(n)魅力；有魅力的東西。   ●2. bygone-(adj.)過去的、已逝的。   ●3. howitzer-(n)榴彈砲。 本文摘譯、改寫自《金門日報》2010年5月29日報導

一週大事 05/24～05/30   ●300 Teenagers Biked Around Kinmen Celebrating Their Coming-Of-Age   The "100 km Route-Biking Around Kinmen", a ceremony to celebrate the 16th coming-of-age (1), was held on May 29th.  Three-hundred teenagers participated in this activity to challenge their limits.  Through the ceremony, they wanted to demonstrate their maturity.  To encourage those teenagers, both Magistrate Li, Wo-Shi and Council Speaker Wang, Zai-Sheng was present at the ceremony and fired the gun to signal the start of the challenge.   ●300青少年鐵馬環島宣告〈轉大人〉 　 金門縣29日有一項「鐵馬環島100公里」的16歲成年禮挑戰活動，三百多名青少年報名參加挑戰自我，用最特別的方式，向外界宣告自己「轉大人」。這場最特別的成年禮，由縣長李沃士、縣議長王再生等人一起主持鳴槍，並為參加的青少年加油。   ●The Kinmen Motorcyclists Association Established    The Kinmen Motorcyclists Association was established on May 29 with riders from Taiwan, Kinmen and Xiamen uniting together in Shamei, Jinsha Township.  The group of 20 motorcycles presented a spectacular sight.  Wong, Guo-Bao (翁國寶), the elected chairman of the association, claimed that they will hold the activity regularly.  The association also stated their strong opposition against drunk riding or drag racing (2).   ●金門成立重機協會   金門縣重型機車協會29日成立，台金及廈門車友齊聚金沙鎮沙美參與盛會，現場二十多輛重型機車排排站，十分壯觀。當選首任協會主委的翁國寶說，協會將不定期舉辦活動，而且秉持騎車上路不喝酒、不飆車等原則。   ●Magistrate Li Shot For Exhibition Of NPM-Authorized Replicas In Kinmen   In order to celebrate the founding of the R.O.C. a century ago, Magistrate Li,Wo-Shi paid a special visited to Chou, Gong-Xin (周功鑫), the director of the National Palace Museum (NPM) requesting that 70 NPM-authorized replicas (3) of precious national treasure be sent to Kinmen Culture Park for an exhibition which could extend to next Chinese New Year.   ●李縣長爭取故宮文物複製品年底來金展出 　 慶祝中華民國建國一百周年，金門縣長李沃士28日專程拜會故宮博物院院長周功鑫，順利爭取到故宮於年底將70件珍貴的國寶文物複製品搬至金門文化園區展出，展期並可望延長到明年的農曆春節。   ●Regular Session of County Council Began   The regular session of the county council started on May 26th, and will last for 30 days.  On May 27th, Magistrate Li, Wo-Shi proposed his policy address.  He specifically explained the ten policy achievements after his inauguration, then further explained the next ten important policy plans for the second half of this year.  He stated that Kinmen is in a critical period, and that the County Government would seize this time to create opportunities for Kinmen with supervision from the County Council.   ●議會定期會開議 　 縣議會第五屆第一次定期會26日開議，將展開一連三十天的會期。27日縣長李沃士向議會提出施政報告，特別將他上任以來十大重要施政成果，以及下半年度十大重要施政計畫一一說明。他強調，金門現階段正處於關鍵時期，縣府會積極把握時間，在議會的監督指導之下，共同為金門創造生機。   ●Reception of City God Rendered A Spectacular Event   The "Memorial of the 330th year of Island Wu's City God's Migration into Hou-Pu", began on May 25th.  Xue, Cheng-Tai, the Governor of Fujian provincial government, Li, Wo-Shi, Magistrate of Kinmen, Council Speaker, Wang, Zai-Sheng and legislator Chen, Fu-Hai went to the City God Temple with incense, and carrying the City God's sedan chair, and praying for peace and prosperity.  With the participation of 27 City Gods from Taiwan, and uniting together for the first time in Kinmen, along with 48 bands of parade formation, 6 centipede (4) processions, other Gods' sedan chairs, and arrays of drum and gong performers, it is estimated that there were more than 10,000 people in attendance, setting a new record in Kinmen.   ●城隍遶境  盛況空前 　 「浯島邑主城隍遷治330週年紀念」遶境巡安活動，25日盛大登場，福建省主席薛承泰、縣長李沃士、議長王再生及立委陳福海特別前往城隍廟拈香並參與扛輦，祈求國泰民安。來自全國各縣市27尊城隍爺首度在金門交會，另有48組陣頭及6座蜈蚣座，加上神輦、鑼鼓隊等，估計參與活動人潮超過萬人，創下歷史紀錄。   ●Praying In the Rain To The Kui-xing God   Kinmen Culture Bureau held the "Praying To The Kui Xing, Adding To The List" activity in Kuige (奎閣), a county historical site, on May 23rd.  Magistrate Li, Wo-Shi lead students to worship to the Kui Xing God which venerated (5) in Kuige.  They prayed for the good luck in taking exams, to pass the examinations and to be added to the enrollment list.   ●魁星祈福活動雨中展開 　 金門縣文化局23日在縣定古蹟「奎閣」舉辦「魁星點榜」祈福活動，縣長李沃士帶領學生虔誠祭拜閣中奉祀的魁星爺，祈祝庇祐考運亨通、金榜題名。 【註解】   ●1. coming-of-age-(n)成熟；成年、達法定年齡。   ●2. drag racing-(n)飆車。   ●3. replica-(n)複製品。   ●4. centipede-(n)蜈蚣。procession則是一長列隊伍的意思。合起來說就是指蜈蚣座。   ●5. venerate-(vt.)尊敬、崇敬。此處指被「供奉」在奎閣內。

金門航站上演航站情緣   Su, Guan-Cheng (蘇冠丞), who is from Taipei, along with his girlfriend of seven years, Zhang, Zhao-Fang (張肇芳), returned to Kinmen on May 21st.  A love story just like the movie "The Terminal" (1) was staged at Shangyi Airport under the delicate (2) planning of college classmates.   來自台北的蘇冠丞與相戀7年多的女友張肇芳5月21日重回金門，在大學同學的精心策劃下，於金門尚義機場上演了一齣「航站情緣」。   Seven years ago, Su studied in the Department of Sports Management, National Kinmen Institute of Technology where he met and fell in love with Zhang, Zhao-Fang and the two have got along with each other more than seven years.  In order to propose to Zhang, Su sought the assistance of his college classmates, as well as the cooperation of the Kinmen Terminal, Aviation Police Station and flight carriers in order to perform a special marriage proposal (3) on May 21st.   蘇冠丞7年前就讀國立金門技術學院運動管理系，與同學張肇芳擦出愛的火花，兩人愛情長跑七年多。為了向張肇芳求婚，蘇冠丞透過大學同學的協助，取得金門航空站、航警及航空公司的配合，21日演出了一場特別的求婚記。   Su and his classmates deliberately planned the plot where Zhang, Zhao-Fang was taken to the police station for further examination and interrogation (4) because there was some contraband (5) found in her baggage.  After deplaning (6), she was asked to open her luggage publicly at the waiting hall attracting a lot of media reporters, and passengers who crowded around to watch.  When the "unknown package" was discovered in her luggage, fear, intense emotion, and tension filled Zhang's eyes with tears.  As she opened the package, Zhang suddenly found Su's proposal letter.  Meanwhile the screen in the terminal hall displayed the words of Su's proposal and the TV broadcasted the video about the history of their relationship.  In the meantime, Su knelt down with 99 roses in hand and proposed to her.  Zhang, taken by surprise, promised a lifetime commitment of marriage under everyone's witness.   蘇冠丞與同學刻意設計了劇情，讓張肇芳一下機就因為行李發現「違禁品」，被帶往航警所偵訊、檢查，並於機場大廳當眾打開隨身行李，且有媒體記者大陣仗採訪，引來現場旅客圍觀。當張肇芳在行李中找出「不明包裹」時，緊張、害怕的情緒，使她眼淚奪眶而出。打開包裹時才發現，原來是蘇冠丞的求婚信。此時航站大廳的螢幕上也同步顯示了蘇冠丞的求婚字句，電視機還播出兩人交往過程的影片，蘇冠丞則捧著99朵紅玫瑰花束跪地求婚。張肇芳既驚又喜，在眾人的見證下，兩人許下相愛一生的承諾。 【註解】   ●1. The Terminal-是2004年出品，由史蒂芬‧史匹柏導演的一部愛情喜劇，中文片名翻譯為「航站情緣」。其劇情雖與本文的求婚記不同，但活動策劃者刻意將場景擺在航站，並稱之為「航站情緣」，因此在翻譯時沿用原片名"The Terminal"。   ●2. delicate-(adj.)精美的、雅致的。   ●3. proposal-(n)求婚。動詞則是 propose (to)。   ●4. interrogation-(n)訊問、審問。   ●5. contraband-(n)走私品、違禁品。   ●6. deplane-(vi.)下飛機；從飛機上卸下。 本文摘譯、改寫自《金門日報》2010年5月22日報導

一週大事05/17～05/23   ●Magistrate Li: Integrated Kinmen and Xiamen Harbor Is the Guarantee For Kinmen's Prosperity   On May 21st, County Magistrate Li, Wo-Shi listened to the briefing of a consultant firm on the development of Kinmen's seaport.  He felt that Liao-Luo Harbor should focus on freight in the future and pay relatively closer attention to section management.  He also thought Shui-Tou Harbor area should remove nightly regulation.  Besides, Li hoped Shui-Tou and Xiamen could be integrated into one harbor since it's the only way to guarantee the prosperity of Kinmen.   ●李縣長：金廈整合成港  金門才有發展   縣長李沃士21日聽取顧問公司對金門港埠發展簡報，他認為，料羅港未來以貨運為主，分區管理相對重要；水頭港區應解除夜間管制，並希望能與廈門港整合，金門才有發展。   ●Local Election Candidates Drew Their Numbers   The candidates for 2010 township election of councilors and village chiefs drew their numbers on May 21st.  The election is scheduled to proclaim (1) the official slate (2) on June 6th and the ballot (3) to be held on June 12th.   ●基層選舉候選人已完成號次抽籤   金門縣99年鄉鎮民代表選舉候選人暨村里長選舉候選人號次抽籤，21日在各鄉鎮公所同步舉行。該項選舉預定六月六日公告候選人名單，六月十二日舉行投票、開票。   ●County Councilor Li, Li-Mao's Election Adjudged Invalid In The First   Trial   County Councilor Li, Li-Mao was accused of election bribery (4) during her campaign.  Kinmen District Court reached its verdict (5) in the first trial for her case and adjudged (6) her election invalid.  Li, Li-Mao avowed (7) to prove her innocence and will appeal to a higher court.    ●縣議員李麗貌一審判當選無效 　 縣議員李麗貌因競選期間涉及賄選，金門地方法院21日做出一審判決，認為她的當選無效；李麗貌表示，她還會上訴爭取清白。   ●Grounded Chinese Freighter Sailors Released After Compensation Recompensed   Mainland "Zhe Dong Ji No. 156" freighter grounded into shoal (8) after running into reefs (9) on January 17th this year.  Since the freighter's owner had compensated the cost of the cargo's recovery and sea-environment's restoration, which was assessed to be NT＄4,500,000, the Kinmen County Government has already notified Kaohsiung's Seaport Affairs Bureau, Ministry of Transportation & Communications, to remove the restriction on the departure of the sailors.   ●擱淺大陸貨輪賠錢放人   今年一月十七日凌晨發生的大陸籍「浙洞機156號」貨船於峰上外海觸礁擱淺海難事件，由於貨主已支付搶救貨物及海域生態復育等費用，計新台幣四百五十萬元，金門縣政府已發函交通部高雄港務局，解除對船員的離境限制。   ●Legislator Chen, FuHai Concerned with Compensation for Victims of  Landmine's Detonation in Artificial Lake in Xiahu   Legislator Chen, Fu-Hai expressed concern over the harm that landmine detonation (10) has brought to the construction near by the Artificial Lake in Xiahu.  In response to the incident, local residents demanded compensation from the landmine clearance company for their loss.  Chen received Fan, Liang-Xiu (范良銹), the Minister of the Public Construction Commission, Executive Yuan, and asked the commission to give local residents support.  Chen also stressed stricter scrutiny (11) on water quality around the lake, and the urgent need to find out why the seawater infiltrated (12).   ●立委陳福海關切人工湖雷爆賠償   立委陳福海關切下湖人工湖工程因地雷爆炸造成損害，當地民眾向排雷公司追償事宜， 20日特別接見行政院公共工程委員會主委范良銹，請公共工程會伸出援手，並加強監督湖區水質，釐清海水滲透原因。   ●Four Firms Apply As Duty-Free Shops Set Up   Four firms have applied for the right of becoming a duty-free shop since the beginning of the application of the "duty-free shop" in Kinmen.  The county government indicates that because of the limited pick-up space at the seaport and airport, if there are more than five applicants, a procedure of evaluation and selection will be made according to related regulations.   ●免稅商店設置目前已有四業者提申請   有關金門地區「市區離島免稅購物商店」設置，目前已有4家業者（含金酒公司）提出申請。縣府表示，由於機場、港口提貨空間有限，若申請達5家以上，將依規定辦理評選。   ●One Suspected Case of Enterovirus Found In Kinmen   Seventy-seven people have already been infected with mild Enterovirus (13) in Kinmen County this year.  Among these patients, forty-six of them were completely cured.  According to the statistics given by Kinmen Public Health Bureau, more than twenty two public school classes (526 people) were suspended due to Enterovirus.  According to the notification from Veterans General Hospital, Kinmen currently has an unconfirmed suspected case with severe symptoms (14) of Enterovirus.   ●腸病毒重症金門疑有一例 　 金門縣今年已有七十七人曾罹患腸病毒輕症，其中有四十六人已痊癒。根據金門縣衛生局統計，全縣各校累計共有二十二個班級（五百二十六人）曾經因為腸病毒停課。由榮總通報的消息，金門目前有一個疑似重症個案，但尚未確診。 ●As Kinmen Greeted the City God, President Ma Telegraphed To  Congratulate the County    Kinmen's reception of the City God will reach its climax on May 25th (lunar calendar April 12th).  President Ma telegraphed the Kinmen administration on May 18th to express his congratulations to the county.  In response to Ma's courtesy, County Magistrate Li, Wo-Shi thanked the President on behalf of all the local citizens.   Kinmen Snack King Competition, part of the Reception of City God of 2010, took place at the square in front of "Qing Dynasty's Quemoy Troops Headquarters".  "Nong Xiang Hang" (農祥行) was the winner of Oyster Noodles, "Lian Cheng" (聯成) the winner of Guangdong Congee, and "Ying Xuan" (瑛萱) the winner of Fried Instant Noodles.  Among the aforementioned winners, "Nong Xiang Hang" also won the "most popular" award.   李縣長向監委提出八案盼請玉成    Members of Control Yuan, Chou, Yang-Shan (周陽山), Yu, Teng-Fang (余騰芳), and Li, Bing-Nan (李炳南) visited Kinmen on May 3 for an on-site inspection of the County Government.  Members of the visiting team also held a conference with Kinmen County Government staff.  Magistrate Li presented eight proposals that were relevant to the development of Kinmen which include water supply from Mainland China, etc.  These proposals received a positive response from members of Control Yuan. 　 監察委員周陽山、余騰芳、李炳南5月3日蒞金巡察縣政，同時與金門縣府團隊座談，縣長李沃士提出「大陸引水案」等八項攸關金門發展與鄉親權益的重大議題，獲監察委員善意回應。   Magistrate Li especially appreciated the concern from Ombudsman Chou, Yang-Shan, Yu, Teng-Fang, and Li, Bing-Nan.  Li presented eight proposals and hoped to receive assistances from the ombudsmen.  These eight proposals include expanding the range of "Act for Promotion Of Private Participation In Infrastructure Projects" and revising the "Standards For The Recognition Of Major Construction Projects On Offshore Island";  advancing the "Water Supply From Mainland China Project";  simplifying and streamlining(1) the procedures of visa application such as Chinese tourists visiting Kinmen could be exempted from identification review;  expanding the conditions of successful inheritance(2) application for Kinmen-rooted overseas Chinese;  assisting in the restructuring of Kinmen Hospital to "National Cheng Kung University Medical College Hospital Kinmen branch", etc. 　 李縣長特別感謝周陽山、余騰芳、李炳南三位監察委員對金門的重視與關心，他特別提出8項提案，希望獲得監委的協助，共同促成。這8項提案包括放寬促參法適用條件，修訂「離島重大建設投資計畫認定標準」；推動金門自大陸引水案；簡化大陸人士來金觀光簽證手續，開辦「簡便辦證」措施；開放大陸人士來金門觀光得免審查身分資料；放寬金門籍華僑申辦繼承登記條件；協助署立金門醫院改制為「成功大學醫學院附設醫院金門分院」等。   Ombudsman Chou mentioned that he had once presented a proposal to Premier Wu of the restructuring of the Fujian Province into "Office of Executive Yuan On Offshore Islands", who is in charge of all related affairs of offshore islands.  He will keep abreast(3) with this case in hopes it becomes a reality.   　 監察委員周陽山表示，他曾向吳院長提出，希福建省政府應改為行政院「駐離島辦公室」，統籌離島相關事務。他將持續追蹤本案，希望能實現此一理想。  When the ombudsmen visited Kinmen County Council, Speaker Wang, Zai-Sheng also stated that the building of the Kinmen Bridge is a national major construction, and it should not receive 1/3 of its funding from the local government.  In addition, Wang presented several proposals including narrowing down the range of Kinmen National Park to coordinate with development of Kinmen;  accelerating the improvement and extension of Kinmen airport;  implementing a duty free policy around Kinmen island, etc. 　 監察委員一行拜會金門縣議會時，議長王再生也提出金門大橋屬國家重大建設，不應由地方政府出資三分之一；金門國家公園範圍應配合發展縮小範圍；加速改善金門尚義機場與航廈擴建；爭取金門零稅率等建議。   【註解】   ●1. streamline-(vt)使簡化；使合理化。   ●2. inheritance-(n)繼承；繼承權；繼承物（遺產）。   ●3. abreast-(adv.)與～並列、並排。be abreast with，指「跟上～」。 本文摘譯、改寫自《金門日報》2010年5月4日報導

  民航局長：金門航站明年可望升為乙等    Li, Long-Wen (李龍文), Director of Civil Aeronautics Administration (CAA), Ministry of Transportation of Communications stated in Kinmen on May 2 that Shangyi Airport will be upgraded to Grade B early next year.  CAA also plans to expand the west side terminal, removing bunkers and other obstacles along the runway in accordance with increasing passenger traffic.  The original expansion plan was for four years; however, it is hoped that the time frame can be condensed to two years in order to accommodate the 3.5 million passengers that travel by air each year.   交通部民航局局長李龍文5月2日在金門表示，金門航空站最快明年就要升級為乙等航空站，民航局並將規劃進行西側航廈擴建工程，拆除跑道頭碉堡等，以因應與日俱增的客流量。而航廈擴建期程，原先規劃四年，希望壓縮為二年內完成，以容納一年三百五十萬旅客進出。   Li, Long-Wen also stated that the number of closures of the Shangyi Airport caused by heavy fog from February to April was three times more than the same period last year.  In addition, with the boost of Mini-Three-Links, the average number of Chinese tourism groups and Taiwanese businessmen recently increased from 400-600 to 2000 per day, resulting in the overcrowding of passengers at the airport due to cancelled or delayed flights caused by heavy fog. 　 李龍文表示，今年二至四月尚義機場關場率超過去年同期三倍，而旅客運量也因小三通等相關開放措施，經中轉的大陸觀光團、台商人數由過去平均一天四百至六百人，提高到最近平均一天二千人，以致機場稍有狀況，例如因濃霧關場，就造成旅客「滿坑滿谷」現象。   Li also pointed out that although the Kinmen Airport is presently at a Grade C, passenger traffic has increased from 1.72 million in 2008, to 1.98 million in 2009, and already this year from January to April, the number has reached 660,000.  Furthermore, the annual transportation is expected to reach 2 million people.  According to the CAA stipulation(1), the Shangyi Airport will be upgraded to Grade B next year with an increase in airport station stafff.  Prior to the upgrade, the CAA will designate five people from others terminals to assist in the Shanyi Airport. 　 李龍文並表示，金門航空站目前還是丙等航站，然而自民國九十七年以來，尚義機場客流量就達到一百七十二萬人次，九十八年增為一百九十八萬人次，今年一至四月已經有六十六萬人次，年運量可望達二百萬人次，因此，依規定尚義機場明年將升格為乙等航站，並擴大場站人員編制。升格前，民航局將從其他航站先行抽調五名人力增援。   The suggestions proposed by Magistrate Li, Wo-Shi include the removal of the "Great Wall Bunker" and relevant obstacles along runway 06, and the reduction of visibility of landing minimum from 1200 meters to 800 meterss, Li, Long-Wen indicated that he had negotiated with the Ministry of National Defense and the implementation projects would be separated into two phases. 　  此外，對金門縣長李沃士建議拆除尚義機場06跑道頭附近的長城堡等障礙物，將航機起降標準由目視能見度一千二百公尺降低為八百公尺以利疏運，李龍文表示，已經和國防部協調分二階段實施。   【註解】   ●1. stipulation-(n)規定；條文。 本文摘譯、改寫自《金門日報》2010年5月3日報導

  一週大事 05/03～05/09  ●Magistrate Li Beat the Drum to Start the Reception of City God   On May 8th, the opening ceremony of "Kinmen's Reception of City God 2010" was held at the square in front of "Qing Dynasty's Quemoy Troops Headquarters".  The events included the stepping parade, an array of drum and gong performers, the reception of the Gods' Sedan Chairs, and the folk dance, etc.  The opening ceremony marked the first climax of the island's greatest temple fair that served to commemorate the Island Wu's City God's migration into Hou-Pu (ancient name for the urban of Jin-Cheng Township).  County Magistrate Li, Wo-Shi anticipated that all Kinmen residents ardently(1) show up and participate in the event.  He also hoped this event-Kinmen's Reception of City God, combining folk and religious activities across-straits, would become one of the most distinctive religious events in Kinmen.   ●Over 50 Houses in Xiaoqiu Village About to Collapse;  Township Mayor Seeking Aid   The sand houses that villagers in Xiaoqiu Village, Wuqiu Township are currently living in are about to collapse.  This potential danger has made residents feel anxious and uneasy.  To alleviate(2) the problem, township mayor Chen, Xing-Qiu (陳興坵) visited the Kinmen County Council on May 7th, requesting Speaker, Wang, Zai-Sheng to facilitate(3) the evacuation(4) and relocation of affected residents to Kinmen for temporary housing.  Chen is also striving to receive financial aid from central government for the reconstruction of these sand houses.   ●小坵村50多間房子要倒了  鄉長求助   烏坵鄉小坵村村民居住的海砂屋快塌了，居民寢食不安，鄉長陳興坵5月7日前往議會拜會，希望議長王再生協助安排居民來金門暫居，爭取中央經費補助重建。   ●KKL Undergoes Reshuffle of Key Personnel; County Councilors Sharply Query Involved Parties  　  Kinmen Kaoliang Liquor Inc. (KKL) underwent a reshuffle(5) of its key managing personnel causing much concern among county councilors during an extraordinary legislative session on May 7th.  Councilors sharply queried(6) the involved parties.  During the meeting, tension heated to a point where a cup cap was thrown into the seats.  Several councilors emphasized their determination to take care of their "cash cow"(7) (referring to KKL).   ●金酒人事大風吹  議員質詢火力十足   金酒公司主管人事大搬風，5月7日在縣議會臨時會引起多位縣議員的高度關切，質詢火力十足。會中一度出現保溫杯蓋砸向備詢台的畫面。多位議員強調顧好「金雞母」的決心。   ●Sequel To "Eat Drink Man Woman" Planned To Include Kinmen Kaoliang Liquor In Its Footage 　  Well-known international producer, Xu, Li-Gong (徐立功) has been preparing for the shooting of the sequel(8) to "Eat Drink Man Woman".  The sequel, which has an estimated cost of approximately 20 million RMB, was scheduled to premier worldwide next Valentine's Day, February 14th,.  Xu visited Kinmen County Magistrate Li, Wo-Shi to seek for collaboration opportunity.  Magistrate Li felt it would be both meaningful and beneficial to have Kinmen Kaoliang Liquor included in the film's footage(9).  He looked forward to building up Kinmen's international fame through the movie's promotion of Kinmen's tourism and to bring mutual benefit for both sides.   ●Singaporean Chinese Leader Zhang, Song-Sheng Returned To Shamei For Ancestors Worship Zhang, Song-Sheng (張松聲), the Chairman of Singapore Chinese Chamber of Commerce & Industry, was the fourth son of Zhang, Yun-Zhong (張允中), the initiator and Chairman of the Pacific International Lines (PTE) LTD.  Zhang, Song-Sheng returned to Kinmen on May 5th and visited the county's administration.  During the visit, Zhang invited County Magistrate Li, Wo-Shi to have an inspection in Singapore.  Zhang returned the morning of May 6th to Shamei, Jinsha Township, to visit his family and worship ancestors.   ●星僑領張松聲返沙美祭祖   新加坡中華總商會會長張松聲，也是太平船務創辦人、集團主席張允中之四子，5月5日返抵金門，拜會縣府，邀請縣長李沃士赴新加坡考察，6日一早並返回金沙鎮沙美祭祖探親。   ●Director Hou Anticipates the Facilitation of Kinmen-Xiamen Film Festival    Hou, Xiao-Xian (侯孝賢), the Chairman of the Executive Committee in Golden Horse Film Festival, visited Kinmen County Magistrate Li, Wo-Shi on May 6th.  Hou remarked that since Kinmen did not presently have adequate facilities to hold the Golden Horse Award Ceremony, it should promote the "Kinmen-Xiamen Film Festival" instead in the first place while waiting for the right time to request holding the Award Ceremony.  Hou, Xiao-Xian also stated that in addition to holding a film festival in Kinmen, he wanted to film a movie in Kinmen in the future.   大陸國寶魚魂斷金門海域    An old fisherman brought in a large fish the length of a scooter that was embedded (1) with a GPS locator.  The members of Kinmen County Fisheries Research Institute tracked the source and discovered it was the national treasure fish of China, the "Chinese Sturgeon (2)."  Similar to the panda, this is a living fossil fish which has full academic research value. 　 一位老漁翁昨天帶回一尾約有一部機車長的大魚；魚身上有衛星定位器，經金門水試所人員追蹤來源，發現牠是中國大陸的國寶魚-「中華鱘」，是一種與熊貓相同，高度具有學術研究價值的活化石魚。   Lu, Shui-Tong (呂水通), the old fisherman who found this Chinese sturgeon, said he had not seen this species of fish in fifty years.  There were no teeth in its mouth, and no scales (3) on its body, and its "nostril" (4) was bigger than its eyes.  The length was about 1.7 meters, and the weight about 22 kg.  The fish was dying when Lu found it on April 27 near by Xinhu fishing port. 　 發現這條中華鱘的老漁翁呂水通，四、五十來從沒見過這種魚。這條魚口中無牙，身上無鱗；「鼻孔」比眼珠還大。身長約有一點七公尺，重量約二十二公斤。4月27日呂水通在新湖漁港附近發現牠時已奄奄一息。   Members of the Kinmen County Fisheries Research Institute noticed a discharge (5) mark on the body of fish, which read, "Yangtze River Fisheries Research Institute".  After investigation, they found that the fish was discharged by the Ocean Fisheries Bureaus of Xiamen on April 22.  　 水試所的人員注意到魚身上有放流的標記，寫著「Yangtze  River  Fisheries  Research  Institute」，經過追查發現是廈門巿海洋與漁業局今年四月二十二日放流的中華鱘。   【註解】   ●1. embed-(vt.) 埋置、嵌進。   ●2. sturgeon-(n)鱘魚。   ●3. scale-(n)魚鱗。當名詞用也指秤、天平或地圖上的比例尺。   ●4. nostril-(n)鼻孔。   ●5. discharge-(n)釋放、排出、流出。此處指流放。 本文摘譯、改寫自《金門日報》2010年4月28日報導

  一週大事 04/26～05/02    ●Kinmen Adds A New Pawn Shop   License drawing of pawn shops of the Kinmen area was held on April 30.  Lin, Xiao-Ling (林曉苓), a boutique owner who was born in 1974, won the drawing and became the first person in nine years that acquired the authority of setting up a pawn shop in Kinmen.   ●金門新增一家當舖 　 金門地區新增當舖42搶1的公開抽籤，4月30日舉行。1974年出生的飾品店業者林曉苓幸運中籤，成為金門近九年來取得當舖申設權的第一人。   ●16 Ombudsmen Affirmed Military's Performance On Mine-clearance   Sixteen members of Control Yuan arrived at Kinmen for a two-day on-site inspection on April 29.  County Magistrate Li, Wo-Shi, the commander of Kinmen Defense, Zhang, Qing-Xiang (張慶翔) and others went to Shangyi Airport to welcome the group.  The ombudsmen listened to the presentation of the Kinmen Defense Demining Brigade (1), and visited the facility and the demining arrangement.  Ombudsmen showed their appreciation of "zero accident" in the first demining phase.  They encouraged the military, according to the approved objective, to clear all landmines by 2013 and assist Kinmen in becoming a leisure touring island.   ●16位監委蒞金巡察  肯定國軍排雷表現   監察院十六位委員4月29日抵金展開二天巡察，縣長李沃士、金防部指揮官張慶翔等人前往尚義機場歡迎，監委一行聽取金防部排雷大隊簡報，並參觀排雷裝備及排雷情形後，對國軍第一階段排雷過程「零事故」表示肯定，並期許按既定目標在民國102年將地雷清除乾淨，協助金門成為觀光休閒島。   ●Taiwan Senior Citizens' Cycling Team Traveled Kinmen   Taiwan Senior Citizens' Cycling team arrived in Kinmen on April 29 for a three-day cycling trip.  Fujian Provincial Governor Xue, Cheng-Tai, and Kinmen County Magistrate Li, Wo-Shi rode with them to express their welcome.  After the team members gratefully experienced the beauty of Kinmen and the green tunnel, they are prepared to call more seniors to cycle around Kinmen.    ●台灣樂齡自行車隊金門壯遊   台灣樂齡車隊4月29日抵金進行三天鐵馬行，福建省政府主席薛承泰、金門縣長李沃士特別與他們同騎表達歡迎。隊員們領略了金門的綠色隧道之美後，還準備年底號召更多樂齡老人單車遊金門。    ●Qing Tian Hall Re-opened To People In May After the efforts made by Kinmen County Government who negotiated with the Kinmen Defense Command, the third wave of the opening of Qing Tian Hall in Taiwu Mountain, and Ming-De Park, is set from May 1 to December 30.  This opening is for citizens only and tourists from mainland China are excluded.   ●擎天廳5月起再開放參訪 　  經金門縣政府再度向金防部爭取，太武山區擎天廳、明德公園將自5月1日起第三度開放，至12月30日止，開放對象以本國國民為主，暫不含大陸籍人士。   ●iPermit for Chinese Tourists To Be Ready In May   The National Immigration Agency announced that the iPermit (entry permit through internet) (2) will be ready in May. Chinese tourists will be able to apply for iPermit via qualified tour agency in Kinmen and Matsu from May 1, 2010.  In the future, the iPermit can be applied online today and received tomorrow.   ●陸客觀光網路快證5月上路 　 入出國及移民署宣布，自99年5月1日起開放大陸地區人民可經由金馬合格之旅行業者，申請「網路快證」，且今天上網，明天領證。   ●Kinmen's First Commercial Hotel Proposed Together With 600 Million Investment   Having confidence toward the prospective tourism market in Kinmen, the private "Wind Lion God" development team has purchased the land of former "Jun Hua Hotel" in JinHu Township, and is planning to invest 600 million NT to build Kinmen's first commercial hotel with two hundred rooms within three years.  County Magistrate Li, Wo-Shi expressed his optimistic stance while he listened to the related presentation on April 28.   ●民間業者計劃投資6億打造金門首座商務旅館 　 看準金門觀光旅遊巿場，民間的「風獅爺渡假村」開發團隊，已購下金湖鎮原「峻華飯店」之土地，計劃3年內投資6億元，打造金門第一座擁有2百間房間的「商務旅館」。縣長李沃士4月28日聽取簡報時，表達樂觀其成立場。   ●Tuition Subsidies and Transportation Vouchers Benefit Kinmen Students   The application of both "Tuition Subsidy" and "Transportation Voucher" for Kinmen students will start May 3 and end May 31.  The "Transportation Voucher" has changed its name into "Transportation, Books & Stationery Voucher" and its usage will be broadened.  It can be applied to not only fly tickets but also to purchase of Mini-Three-Links ferry tickets and school supplies.  According to government statistics, more than 8000 students benefited by "Tuition Subsidy" with approximately 27 thousand students under "Transportation, Books & Stationery Voucher".   ●就學津貼、交通券  金門學子獲益良多 　 金門縣針對青年學子發放的「就學津貼」與「交通券」，均自5月3日起至5月31日止受理申請。「交通券」今年度還將擴大適用範圍，並更名為「交通圖書券」，除了可用以折抵台金機票之外，還可用來購買小三通船票及圖書、文具等。根據縣府統計，「就學津貼」受益人多達8千餘人，「交通圖書券」的受惠學生則估計將有2.7萬人。   ●1. brigade-(n)部隊的「旅」，或因應某種目的而成立的「隊」。   ●2. iPermit-(n)網路快證。此處係參考香港簽發之「網上快證」來翻譯。其中i指的是internet，Permit則是entry permit，入境許可的意思。

Kinmen County Speaker Wang, Zhai-shen and the Kinmen Wang Clan Worship Mission of 70 people participated in the solemn "Across-Straits Joint Worship Ceremony Toward King of Min" held at the Cemetery(1) for King of Min, Fuzhou on April 23.  Speaker Wang presented a plaque(2) to express veneration(3) of ancestors.   ●王議長參與兩岸共祭閩王儀典 　 金門縣議會議長王再生、金門王氏宗親會祭祖進香團一行七十人，23日參加在大陸福州市閩王陵園隆重舉行的海峽兩岸共祭閩王大典；王再生以議長身分，敬獻匾額一方，表達緬懷祖德之意。   ●Cargo Ship Smuggling Kaoliang Caught The cargo ship, "Jin-Long 6th", which travels between Kinmen and little Kinmen, was held up(4) on April 22, and some of its crew members arrested for smuggling(5) more than 12,000 bottles of Kinmen and Matsu Kaoliang liquor.  The Kaoliang liquor being smuggled was valued at 4.11 million NT.   ●貨船走私高粱酒  海上遭攔截    來往大、小金門的「錦龍六號」貨船，涉嫌於二十二日非法走私一萬二千多瓶的金門、馬祖酒廠生產的高粱酒，中途被金門岸巡總隊攔截查獲，巿價高達四百一十一萬元。   ●Magistrate Li Strives for Veterans' Benefit & Welfare   Kinmen County Magistrate Li, Wo-Shi visited the Minister of Veterans Affairs Commission (VAC), Executive Yuan, Zeng. Jin-Ling (曾金陵).  Li presented four demands, including the budget for the needs of assistance of "Live Out of Veterans' Home" for those veterans discharged(6) from August 23 Artillery, and the raising up of the "Three Chinese Festival Grants," etc.  Zeng stated that if they don't differentiate the subject receiving assistance and provide overall benefit and welfare to all veterans, government finances would face difficulties.  However, Zeng said, the VAC is researching the possibility of extending the range of beneficiary(7). The famous Taiwanese Opera actress Chen, Yar-Lan (陳亞蘭) visited Kinmen and met with Magistrate Li, Wo-Shi hoping to have a modern opera house in Kinmen in order to promote the Taiwanese opera and other traditional culture, and attract tourists visiting Kinmen to see Taiwanese operas.  Magistrate Li thought that Kinmen indeed needs a multi-functional performance space.  He also hoped that Chen would document her idea and pass the proposal to the county government for further research.   ●陳亞蘭催生歌劇院   歌仔戲天后陳亞蘭21日下午前往金門縣政府拜會縣長李沃士，希望催生一座現代化歌劇院，以傳承歌仔戲等傳統文化，吸引觀光客欣賞歌仔戲表演。縣長李沃士認為，金門確實需要多功能展演空間，希望陳亞蘭將構想書面化，交縣府研議推動。   ●Past Military Guesthouse Now Becomes A Pavilion   Administration of Kinmen National Park inaugurated(8) the "Guest House" in Shan-Wai, Jin-Hu Township on April 20th.  The renewed Guest House will be a pavilion(9) mainly to exhibit the facility of military defense, and then to hold army greeting activities, in which some cultural relics of the "Patriotic Singer" Teresa Teng (鄧麗君) would be included.  The Guest House, once called "Underground Hilton In Kinmen," was the hostel receiving special guests of the army.   ●Director-General of Tourism Bureau Visited Kinmen for Inspection   Director-General of Tourism Bureau, Ministry of Transportation and Communications, Lai, Se-Zhen (賴瑟珍), visited Kinmen on the afternoon of April 20 and met with local travel industrial executives.  Magistrate Li proposed a raise in the budget for the introduction of international tourists, and the transformation of the Shishan artillery position into a Howitzer(10) Theme Park, and the Warrior Fort and Tie-Han Fort into a Mine Theme Park.  Lai agreed to assist Kinmen with the budget, and invited international media and tour operators to visit Kinmen, hoping to introduce more international tourists.   ●Nine KHS Students Enrolled Into NTU The results of the 99th academic year admissions of NTU were released on April 19.  Tsai, Yi-Tian (蔡依恬) and eight other students of KHS were enrolled, which was an excellent result for the school.   ●臺大甄選入學金門高中九人上榜   國立臺灣大學九十九學年度甄選入學19日放榜，國立金門高中計有蔡依恬等九人上榜，表現優異。   ●5 Cases Reported Within 1 Week, Online Shopping Fraud Rampant   According to the statistics from Kinmen County Police Bureau updated until April 11, 10 cases of online shopping fraud(11) were reported this year.  The amount of these frauds reached over 154,000 NT dollars.  From April 4th to 11th, there were 5 cases reported, most of them being online shopping fraud making excuses of canceling the installment of hire purchase(12).   "The Cultural & Creative Exhibition", held by Kinmen County, held its grand opening on April 10 in Wujiang Academy.  The exhibition, attracted many people, provided a variety of events, including a magic show, diabolo (or Chinese yo-yo),(1) street art, Chinese music, and other performances.   ●文化金門‧文創開門特展開幕 　  金門縣文化局策辦的「文化金門‧文創開門」特展，10日上午在浯江書院開鑼，吸引許多民眾參加。該項活動於週末、週日安排魔術秀、扯鈴、街頭藝術及國樂等演出。   ●"Last Wishes" Premiere Scheduled April 13 At Legislative Yuan   The Kinmen County Documentary Association, in cooperation with the Congressional Office of Legislator, Weng, Jin-Zhu (翁金珠), will hold a premiere(2) for the new documentary "Last Wishes"(3) and a public hearing entitled "Dialogue Of Life" at 2 p.m. on Tuesday, April 13, in the Legislative Yuan.  This premiere and public hearing will be held in the format of a funeral party prior to death and will present the new documentary-Last Wishes, a new production directed by Kinmenese Dong, Zhen-Liang (董振良).   ●Chen, Cang-Jiang Visits Governor Xue To Earn Support for Amendment Of Land Act   Chairman Chen, Cang-Jiang of the Kinmen County Branch of the DDP, visited the Governor of Fujian Provincial Government, Xue, Cheng-Tai specifically to earn the support for the amendment of Land Registration Act to help the townspeople of Kinmen to solve the problem of land registration.  The issue received a positive response from Xue.   ●陳滄江拜會薛承泰尋求支持土地修法 　  民主進步黨金門縣黨部主委陳滄江9日專程至福建省政府拜訪薛承泰主席，爭取支持儘速修改《土地登記法》，以解決金門鄉親長年以來未能解決的土地登記問題，獲得薛承泰的善意回應。   ●Running Athlete He, Jin-Ping Heading To Asian Games   Kinmen long distance skilled running athlete He, Jin-Ping (何盡平) won second place in the Taipei Youth Cup Nationwide Track & Field Championships 3000 meters obstacle race and passed his qualification for the Asian Games competition.  His brother, He, Jin-Wen (何盡文), placed fourth in the same competition.  Both of them won the glory for Kinmen.   ●何盡平跑進亞運 　  金門長跑好手何盡平在台北市青年盃暨全國田徑錦標賽三千公尺障礙賽拿下第二名，取得亞運參賽資格。而他的弟弟何盡文也在同項比賽中獲得第四名，兄弟檔同為金門爭光。   ●Magistrate Li Signed Contract With NCKU To Establish Kinmen Branch Of NCKUH   Kinmen County Magistrate Li, Wo-Shi and the President of National Cheng Kung University Lai, Ming-Zhao (賴明詔) signed the Letter of Cooperative Intent on April 7.  Both parties united to promote the Kinmen Branch of the NCKUH with anticipation of reducing the shortage of specialized doctors, and upgrading medical care quality in Kinmen through NCKU medical team stationed in Kinmen.   ●李縣長與成大簽約推動成立金門分院   金門縣長李沃士和國立成功大學校長賴明詔，7日簽訂醫療合作意向書，雙方將攜手合作推動成立成功大學醫學院附設醫院「金門分院」，期望藉由成大醫療團隊的進駐，補足金門縣缺乏之部份專科醫師，全面提昇醫療品質。   ●Magistrate Li visited Lin, Fang-Yu of TVGH To Earn Support for Sustained IDS   In order to up-grade the quality of medical service in Kinmen , County Magistrate, Li, Wo-Shi visited Lin, Fang-Yu (林芳郁), the Superintendent(4) of Taipei Veterans General Hospital (TVGH) on April 6.  Superintendent Lin agreed to continue IDS planning.  Magistrate Li also invited TVGH to set up a Kinmen Branch, anticipating that Kinmen will become a medical showcase(5) across-stait.   ●李縣長訪榮總林芳郁承諾續辦IDS   為提升金門醫療服務品質，縣長李沃士6日拜會台北榮民總醫院院長林芳郁，林院長當場同意將繼續承作「金門地區醫療給付效益提升計畫（IDS）」；李縣長並邀榮總在金門設立「台北榮總金門分院」，盼共同建設金門為兩岸醫療櫥窗。   ●Medication Added To Improve Poor Water Quality in Kinmen   Environment Protection Administration, Executive Yuan published the results of the nationwide drinking water quality tests of 2009 on Arpil 6, which put Kimen at the top of the disqualification percentile. (6)  Kinmen County Waterworks explained that the reason of disqualification is related to the poor quality of crude water and has already adopted the addition of medicine as a measure to improve the situation.  The Director of Kinmen Waterworks, Weng, Zi-Bao also appealed (7) that the best solution to improve the quality is for the Central government to ratify (8) the "Kinmen Area Water Quality Improvement Project," to build an advanced water purifying and processing plant and, at the same time, approve the "Water Supply from Mainland" Project as soon as possible.  Weng mentioned that this is the only way the water quality problem in Kinmen can be solved once and for all. (9)   ●金門水質不佳  已加藥改善 　  行政院環保署6日公布98年全國飲用水水質查驗結果，金門縣不合格率居全國最高。金門縣自來水廠特別提出說明，不合格原因與原水水質不佳有關，已從改善加藥設施與藥劑等著手。水廠廠長翁自保也呼籲，中央儘速核定「金門地區水質改善計畫」，在金門興建高級淨水處理場，並加速核定金門自大陸引水計畫，才是根本的解決作法。   ●Tuition Subsidy Will Be Issued Following Last Year's Example   The welfare of "Kinmen County Students Tuition Subsidy" will be issued according to the same standards followed last year.  Students qualified to receive the subsidy-which included those registered in Kinmen or enrolled in senior high or higher education institutions in Kinmen, can receive ten thousand per university student, and five thousand per senior high student each year.  Related regulation will be sent to the County Council for approval and the county government will process the applications accordingly. (10)   ●就學津貼比照去年方式發放   金門縣學生就學津貼福利措施，今年將維持去年方式發放，只要設籍金門縣、或在金門註冊學籍的高中職以上學生都可以領取，大學生一年補助新台幣一萬元，高中職學生一年五千元。待相關辦法獲縣務會議審議通過後，預定四月中旬受理申請。   ●Kinmen Fellow Associations Support Gambling Industry & Kinemn-Xiamen Bridge   Regarding the future development of Kinmen, the Kinmen Fellow Associations in Taiwan presented some suggestions saying that "without tourists and infrastructure, there won't be market at all."  Therefore, they advocated building a large-scale military museum, developing a gambling industry, and building of the Kinmen-Xiamen Bridge.   ●旅台同鄉力主發展博奕  建金廈大橋 　  旅台金門同鄉會針對金門未來發展，特別提出建言，強調沒有人、沒有建設就沒有巿場，主張規劃「大型軍事博物館」、「發展博奕事業」、「建金廈大橋」。   ●Clans' Banquet Held To Memorialize Ancestors & Honor Their Virtue In Tomb Sweeping Festival   The members of the same clan from each region performed rites in honor of their ancestors during the Tomb Sweeping Festival on April 5.  Every member united together to discuss family affairs and tighten relationships.  The graveyards in each township were crowded with people.  That afternoon, many people crowed into Shangyi Airport where airline carriers from Kinmen to Taipei were fully booked.  The boat charter for Tomb Sweeping also started on the same afternoon carrying 169 townspeople back to Taiwan.  County Magistrate Li went to the pier especially to see them off.   ●清明祭祖吃頭緬懷祖德   5日是清明節，地區各姓宗親舉行祭祖、「吃頭」聚會，分居各地的族人相聚一堂，緬懷祖德，也商討宗族事務，藉由餐會來聯絡情感，拉近宗親情誼。各鄉鎮墓園盡是掃墓人群，尚義機場中午過後湧現搭機人潮，各航空公司金門台北航線班班客滿，清明包船也在5日下午啟航，把169位金門鄉親載回台灣。縣長李沃士特別到碼頭送行。   一週大事03/29～04/04     ●Malaysia Inspection Group For New Route   Paul Paw (包一雄), the president of the Malaysian Chinese Tourism Association, and 14 others visited Kinmen via Mini-Three-Links for inspection and to promote tourism.  Tang, Han-Leong, the Asia Manager of Malaysia Airlines, mentioned that the purpose of this visit was to inspect a "new tourism route between Kinmen and Xiamen."  Li, Wo-shi, the county magistrate, offered some incentives, such as presenting "Memorial Kaoliang Liquor" and "coupons".  He expects an increase in the overseas Chinese and foreign tourists visiting Kinmen.    ●大馬華人旅遊公會抵金考察新航線 　 馬來西亞華人旅遊業公會理事長包一雄等15人，3日循小三通到金門考察及推廣旅遊。馬航亞洲區域經理TANG  HAN  LEONG表示，此行目的在考察「金廈旅遊新航線」。縣長李沃士則提出「送紀念酒」、「贈消費券」等優惠誘因，盼吸引海外僑親返鄉尋根及外國觀光客到金門一遊。   ●Heartwarming Interchanges Between Chairmen of Kinmen Fellow Associations   The chairmen of Kinmen Fellow Associations from every county in Taiwan returned to Kinmen to participate in the first interchange conference that was held on April 3.  County magistrate Li, Wo-shi and legislator Chen, Fu-hai, also took part in(1) the conference and received suggestion from villagers.  Every chairman from the Kinmen Fellow Associations expressed appreciation for the long-term support from both Kinmen county government and the county council.  During the conference, villagers brought many suggestions that emphasized the development of Kinmen, and also discussions on how to promote the 4th World Kinmen Day to be held in Taiwan.   ●旅台金門同鄉會理事長齊聚家鄉聯誼 　 旅台各縣市金門同鄉會理事長一行，3日返鄉參加今年首次聯誼會議，縣長李沃士、立委陳福海均與會傾聽鄉親建言。各同鄉會對縣府、議會的長期支持都表示感激。會中針對金門發展提出多項建議，並討論如何推動第四屆世界金門日在台舉行等。   ●197 Kinmenese Came Home By Chartered Ship on Tomb Sweeping Day    In the early morning of April 3, 197 Kinmen villagers from Taiwan boarded a chartered(2) ship (rented by the county government) at lower prices and returned to Kinmen for Tomb Sweeping.  In addition, county governments also coordinated with each airliner in Kinmen to offer more flights, as they did last year, and to charter ships to carry villagers back to Kinmen.   ●清明包船載送197位鄉親返鄉 　 3日清晨，197位旅台金門鄉親以低廉票價搭乘包船回到了故鄉祭祖掃墓。為紓解返鄉人潮，縣府已協調各家航空公司比照去年運能提供加班機，並包船載運鄉親返鄉。   ●Visiting Mission From NCKU Met With Kinmen County Government Teams   Wu, Wen-Teng (吳文騰), Dean of College of Engineering at National Cheng Kung University (NCKU), brought a group to visit Kinmen on April 1.  On April 2, members from NCKU and Kinmen county government held a seminar regarding the issues of transport and developing of water resources, etc.  Wu stated that through assessment and a seminar, the NCKU teams will present suggestions and concrete planning on Kinmen development.   ●成大訪問團與縣府團隊座談交流   國立成功大學工學院院長吳文騰1日率團訪問金門，2日並針對交通、水資源開發等議題與金門縣政府座談。吳文騰表示，經過評估與座談，將針對金門發展提出具體規劃與建議。   ●Li Strived for Budget At Legislative Yuan   Li, Wo-shi, county magistrate, presented at a conference of Finance Committee, Legislative Yuan on March 31.  His goal for Kinmen is to achieve a higher distribution rate on the revising(3) Act Governing the Allocation of Government Revenues and Expenditures (財政收支劃分法).  He also requested that central government should allocate 3 billion NT dollars for the development of Kinmen.  After the conference, Li met with other legislators representing each party.  He also invited members of the Finance Committee of Legislative Yuan to visit Kinmen for a better understanding of the practical needs of Kinmen.   ●爭取統籌分配款李縣長立院發聲 　 金門縣長李沃士31日出席立法院財政委員會的審查會議，針對財政收支劃分法修正案中的統籌分配款新制，爭取給予金門較高的分配比例，並要求中央撥給三十億元建設金門。審查會後，李沃士並與各黨派立委會晤，同時邀請立法院財委會委員到金門參訪，了解金門實際需要。   ●The "Kinmen Villagers' Information Desk" Available in Veterans General Hospital   Kinmen County Government established the "Kinmen Villagers' Information Desk" in Taipei Veterans General Hospital which was available on April 1.  County magistrate Li, Wo-shi hoped the Information Desk would offer assistance and information in medical matters.  In the future, depending on the requests of villagers, an information desk might be established in the Tri-Service General Hospital.   ●榮總「金門鄉親服務台」正式啟用   金門縣政府在榮總成立的「金門鄉親服務台」，1日正式啟用。縣長李沃士希望服務台能提供鄉親就醫協助與資訊；未來視鄉親需求，將考慮也在三總設置服務台。   【註解】   ●1. take part in-參與。   ●2. charter-(vt.-中高級) 租、包租。   ●3. revise-(vt.-初級) 修訂、修正、修改。

  金門工商休閒園區BOT案盼二年內看到成果   Qiu, Fu-Sheng (邱復生), CEO of Taiwan Land Development Corporation (TLDC), visited Kinmen Country Magistrate, Li, Wo-shi on March 30 to discuss the BOT project of Kinmen Industrial and Business Park.  Magistrate Li anticipated that both parties will cooperate in consulting together on the project and reviewing its progress.  Li also suggested the TLDC to adopt the integrated planning and implementation in zoning policy.  Li hoped to see concrete results within two years. 　 台開公司董事長邱復生30日拜會金門縣長李沃士，暢談「金門工商休閒園區BOT案」。李沃士希望雙方找時間會商，就進度管控加以檢討，並建議台開公司整體規劃、分區執行，希望二年內看到具體成果。   Li indicated that it takes too long for the project to finish in 12 years.  To see results within two years, Li suggested the project should be divided into two or three smaller sections.  Qiu, Fu-Sheng agreed to set up a controlling mechanism and examining the progress monthly, and to cooperate closely with county government to complete this development project.   李沃士指出，這項開發案花十二年來蓋，時間太長，建議應將大案拆成二、三個小案來做，才能在二年內看到成果。邱復生則同意成立管控機制，每個月檢討進度，與縣府密切合作以完成開發案。   According to Qiu, the internationally highlighted "Kinmen Industrial and Business Park BOT Project" is the most important development project in Kinmen during this 10 year period.  The TLDC has already established ample(1) capital following an increase of 940 million in capital last year, with an additional increase of 1.2 billion in July of this year.  Three financial institutions including Yuanta Financial Holdings, Mega Holdings and First Financial Holding have agreed to finance for this project.   邱復生則表示，「金門工商休閒園區BOT案」廣受國際矚目，是金門幾十年來最重要的開發案。台開已將資金準備好，繼去年增資新台幣九億四千萬元，今年七月還要再增資十二億元，而且已經有元大、兆豐、第一等三家金控同意融資。   This project is currently underway with the pursuit of various plans and the invitations of international teams to participate in the designing.  Under the demands of the county government, the project will be implemented in phases and obtain construction permits in zones.  The first phase is expected to start in April next year with the main construction projects focusing on the building development for entertainment, shopping and local delicacies.(2)   目前正積極展開各項規劃，邀請國際團隊參與設計。未來將按縣府要求，朝分期開發、分區取得建築執照。第一期預計明年四月份動工，主要建築項目為娛樂、購物、美食。   【註解】   ●1. ample-(adj.-中高級) 大量、豐富、充裕的。   ●2. delicacy-( n ) 美食、佳餚。 本文改寫、摘譯自《金門日報》2010年3月31日報導

  Zhu, Chong-Shi, (朱崇實) President of Xiamen University, visited Kinmen in transit to Taiwan for a seminar via Mini-Three-Links on March 27, and county magistrate Li, Wo-Shi, and president of KMIT, Lee Chin-Cheng, went especially to Shuitou Pier to welcome him.  Li, Wo-Shi stated that he would like to see more education interchange between Kinmen and Xiamen, and, in the mean time, to accelerate the development of "Kinmen University Island" so as to create more opportunities for Kinmen.   Bologna Children's Book Fair, one of the four most prestigious(1) book fairs around the world, will be held on March 26~March 29 in Taipei.  Four books including "Story Telling Ancient House" (老房子說故事) etc., published by the Cultural Affairs Bureau (CAB), Kinmen County Government, were invited and would be exhibited in the section of "Taiwan Government Publications".  This outstanding achievement made by the CAB is one of the best among other county governments in Taiwan.   Fujian High Court Kinmen Branch Court, based on the reason of inadequate evidences, announced the innocent retrial(2) verdict(3) for the roaring(4) "KKL corruption case" on March 26.  The ex-county magistrate, Chen, Shui-Zai (陳水在), related officers of county government, and liquor merchants are all innocence according to the verdict.  However, the prosecution can still decide to appeal.(5)   ●金酒案陳水在等八人獲判無罪   曾經喧騰一時的「金酒貪瀆案」，福建高等法院金門分院更一審，26日以罪證不足為由，宣判金門縣前縣長陳水在及官員、酒商等八人無罪，全案仍可上訴。    ●Kinmen Food & Travel Expo Opened in Tainan   Kinmen Food & Travel Exhibition was grandly opened in Durban department store in Tainan City, on March 26.  County magistrate Li, Wo-Shi was present and held the ribbon-cutting ceremony with Xu, Tian-Cai, (許添財) the mayor of Tainan City.  Li, Wo-Shi encouraged the stretch-out strategy for Kinmen specialties and hoped that the exhibition can attract more people to get to know Kinmen, be fond of Kinmen, and eventually come to visit Kinmen.   ●金門美食旅遊展府城盛大開幕   金門美食旅遊展26日在台南市德安百貨公司盛大開幕，縣長李沃士也特別前往，與台南市長許添財共同主持開幕剪綵。李沃士期許金門特產能走出去，讓更多台灣朋友透過特產展認識金門、喜愛金門，甚至於來到金門。   ●Swimming Relay Across Kinmen-Xiamen Strait Scheduled On August 8   After the successful "Swimming Across Kinmen-Xiamen Strait" in 2009, Kinmen County Government planned to hold the "Swimming Relay(6) Across Kinmen-Xiamen Strait" this year.  The event scheduled on August 8 and the whole course will be 13 km.  County magistrate Li, Wo-Shi expected this activity would become an indicative(7) event for cross-strait interchange in the future.  The county government will present the project for this event to the Mainland Affais Council for approval.   ●County Government Strived For Stationing of Emergency Rescue Chopper The Black Hawk Helicopter of Airborne Service Corps (ASC) stationing in Kinmen, has long been the expectation of Kinmenese.  Lin, Zheng-Xun, (林政勳) the Director of Aviation Mission Division, ASC, visited Kinmen on March 24 to do the preliminary evaluation of the airport and its related facility and infrastructure.  County magistrate Li, Wo-Shi urged the central authority to finish as soon as possible the planning for the station of helicopter in Kinmen in order to reinforce the air force command and communication mechanism for emergency air rescue and to provide better protection for tourists via Mini-Three-Links.  Li, Huai-Ning（李懷寧） was inaugurated as the new Deputy Director-general of Kinmen County Police Bureau on March 24.  Li is also the second native Kinmenese high-ranking police officer to be promoted to this position (the first one was Yang, Su-Kai, the present Director-general of Fire Bureau, Kinmen County).   When receiving Xiao, Ding-Xun, (蕭丁訓) the Director-general of Kaohsiung Harbor Bureau, County magistrate Li, Wo-Shi made all his efforts to urge for opening of night ferry service for Mini-Three-Links, hoping that it would increase passenger numbers and boost more business opportunities.  Magistrate Li also expected to reduce the price following the example of Xiamen and hoping that it will go back to the reasonable market mechanism.   一週大事03/15～03/24       ●Council Speaker Visited Taipei County Association   After waiting for forty years, the old and well-established(1) Kinmen Fellow Townsmen Association of Taipei County, founded in 1970, finally had the opportunity to welcome the Kinmen County Council Delegation headed by the Speaker on March 20.  Director-General, Huang, Xian-Ping (黃獻平) and all general committee members warmly greeted the delegation and held enthusiastic discussions at an informal meeting.  Legislator, Zhang, Qing-Zhong (Taipei County) (張慶忠) whose origin is Qing-Yu, Jin-Sha Township in Kinmen, and legislator Lin, De-Fu, (林德福) who has been showing great concerns over Kinmen related issues and acts, also came together to pledge support for the "Kinmen Bridge" construction budget.   ●議長首次組團訪北縣同鄉會   一九七○年創會﹐成立已四十年的老字號台北縣金門同鄉會會所﹐20日終於等到首次由議長組團的金門縣議會訪問團到訪。理事長黃獻平親率全體理監事及各服務處處長熱烈迎賓﹐與議員展開交流座談。祖籍金沙青嶼的台北縣立委張慶忠﹐長期關注金門法案推動的立委林德福﹐也趕來相聚﹐誓言守住「金門大橋」建設預算。   ●Shandong & Beijing Seniors Visit Kinmen in Transit    A total of 800 tourists from the Elder Physical Education Association, Jinan City, Shandong Province, China, traveled in three groups consecutively for three days to Taiwan, via Kinmen, started on March 20.  Another tour group of 337 from Beijing arrived in Kinmen on March 20 after their trip in Taiwan.  The number of tour groups visiting Kinmen for two days and one night in transit to Taiwan or back to China is rapidly increasing.  The "Taiwan Kinmen and Xiamen Tourism Circle" is just starting!   一週大事 02/14～02/20    ●Cold War Seminar Planned This Year Kinmen County Magistrate, Li Wo-Shi, had granted an interview with Professor Chen Guang-Sing（陳光興） of the Graduate Institute for Social Research and Cultural Studies, National Chiao Tung University, and scholars from Korea and Japan on February 19, 2010.  Chen and these scholars are planning to present an academic seminar about the Cold War by the end of this year in Kinmen, expecting this event to elevate Kinmen's international visibility.   2010年2月19日，縣長李沃士接見交通大學社文所教授陳光興、以及韓、日學者。陳光興等人預定今年年底在金門辦理「冷戰時期」學術研討會，盼提升金門國際能見度。   ●Mountain Climbing Attracted the Crowds Kinmen County Government held a Spring Festival mountain climbing activity on February 18, 2010, an event which attracted an influx of people to Mountain Taiwu.  The activity included a raffle ticket drawing and various musical and dance performances.  Ms. Liou , who lives in Jincheng, won first prize, a washing machine.   2010年2月18日，縣府舉辦春節登山活動，吸引一波波人潮湧上太武山，活動安排摸彩及系列精采的歌舞節目表演，其中金城劉女士抽中頭獎洗衣機一台。   ●College Student Won Holy Cup Throwing Competition The Bao Sheng Da Di Temple holy cup throwing competition took place during the Spring Festival on February 16, 2010, at Leiyu Village.  A total of 3,721 people participated in the contest.  After three days of extreme competition, a student, whose surname is Shih,（石） won a sedan by successfully throwing nine holy cups consecutively.    2010年2月16日，烈嶼鄉保生大帝廟舉辦的「春節擲聖筊競賽」，總計3721人參加，經三天鏖戰，烈嶼石姓大學生連擲9聖筊，幸運獲得轎車1輛。   ●Opening Day for Visiting Qing Tian Hall Attracted 1679 Kinmenese February 15, marked the first day that Qing Tian Hall of Tai Wu Mountain and Ming De Park were re-opened for visitors again in 2010.  The event attracted 1,679 Kinmenese to eye-witness the history of war together.   2010年2月15日，太武山擎天廳、明德公園，開放鄉親參訪首日，吸引一千六百七十八位金門鄉親前往參訪，共同見證烽火歲月的痕跡與歷史。

  國際級大師為金門打造公共藝術作品   There are also public art(1) works created by a well-known artist, Idea Chu（朱魯青） in Kinmen!  If you have ever visited Kinmen Cultural Park, you must have been impressed by public display of art works.  These three masterpieces in the Park which are named "Kinmen Fly Up," "There are Fishes in Kinmen"(May Kinmen has more than it wishes for.) and "Kinmen Fly Across (to the future)" were created by Idea Chu, an international master of public art.  If you want to take a walk during Chinese New Year, maybe you can visit Kinmen Cultural Park and have an extraordinary art experience. 　 金門也有國際級大師朱魯青的公共藝術作品！走一遭金門縣文化園區，一定會對園區內的公共藝術作品印象深刻，這三件名為「金門飛揚」、「金門有魚」、「金門飛越」的作品，原來竟是景觀設計大師朱魯青的力作，最近想要「走春」的民眾，不妨前往文化園區，來趟新春藝術饗宴之旅。   Cultural Affairs Bureau of Kinmen County mentioned that Idea Chu attempts to combine five episodes(2) which included "Historic Kinmen," "War in Kinmen," "Peace in Kinmen," and "Culture in Kinmen", with his ambitions-"Traditional Kinmen," "Kinmen, The Cultural and Creative Development Base," "Developing the County Based on the Culture," and "Innovative(3) Tourism."  With the combination of the above elements, Idea Chu integrates the traditional image of Kinmen Cultural Park with the allegory(4) of culture and originality,(5) to create a cultural symbol of the fusion of modern and traditional.  Idea Chu has designed almost every famous amusement park in Taiwan, including Ya-ge Garden, Dragon Valley Paradise, Da-le Park, Lamay Island Park; Maolin National Park, and Kaohsiung 228 Peace Memorial Park, etc.  All these parks carry the same theme, that is, "Men are great for the dreams they have." 　 文化局表示，朱魯青企圖將「歷史金門」、「戰火金門」、「和平金門」、「文化金門」、「創意金門」的五部曲，及「傳統金門」與「創意金門發展城」、「文化立縣」與「創意觀光」的抱負，結合金門文化園區的傳統意象以及文化與創意的交會形象，創造出具有傳統與現代融合的文化觀光表徵、創意休閒大島的視覺傳達！文化局提到，朱魯青是台灣目前設計遊樂園最多的人，包括亞哥花園、龍谷樂園、達樂雕塑公園、小琉球海洋公園、茂林國家自然公園、高雄二二八公園……這些膾炙人口的人間樂土，都是出自他的創意，而這些都有一個共同的主題，那就是-人類因夢想而偉大。   ■1. public art-(n)公共藝術。即陳列、置放在公共空間的藝術作品。   ■2. episode-(n)整部作品中的某個插曲。   ■3. innovative-(adj.)創新的。   ■4. allegory-(n)象徵；寓意。   ■5. originality-(n)創意；新穎、奇特；創新。 本文摘譯自《金門日報》2010年2月22日報導 

  薛主席：大橋年底前動工  金技院升格將有好消息   At a lunch with local media workers yesterday, Xue Zheng-Tai, the Minister without Portfolio,(1) Executive Yuan and Governor of Fujian provincial government, mentioned that the construction of the Jin-Lie Bridge and the upgrade of KMIT to a university are the two important powers for Kinmen development.  He stated that he will use all his strength to promote these two endeavors(2) and give relief to the local people.  He also expects the media to be a power of supervision and change. 　 行政院政務委員兼福建省政府主席薛承泰昨日在與地區新聞媒體朋友餐敘時指出，金烈大橋與金技院升格大學，是金門發展的二個重要動力，他會全力促成，讓大家安下這份心。他也期盼媒體扮演監督、改變的力量。   Fujian provincial government held a warm luncheon(3) yesterday to greet the Chinese New Year and hold discussions with local media workers.  This lunch was hosted by Xue, the sectary-general in Fujian provincial government Zeng Hua-de, and the directors, senior executive officers(4) and secretaries in each division attended the luncheon.  Huang Ya-Fen, the publisher of the Kinmen Daily News, and local news workers also joined in the warm atmosphere of this luncheon.   福建省政府昨日中午舉辦了溫馨的聯誼餐會，與地區的新聞媒體人員餐敘並賀節，由薛承泰主席主持，省府秘書長曾華德及各組室主管參議、專員、秘書熱情參與，本報社長黃雅芬與地區新聞媒體工作同仁等到場參加，餐會洋溢著歡愉氣氛。   Xue mentioned that, in regards to the policy of the bridge, he will constantly encourage the central authorities to start the construction.  Next year is the 100th anniversary of the establishment of the R.O.C., and he specifically reminded the members of ministries in Executive Yuan that Kinmen and Matzu are the most qualified counties to celebrate this anniversary because they have been    territories of the R.O.C since its establishment.  Xue insisted that the 100th year celebration of the R.O.C must coordinate with the governments of Kinmen and Matzu.  Wu Dun-Yi, the premier, agreed with this suggestion.  Following Xue's words, Premier Wu said the building of Jin-Lie Bridge must be started before the 100th year so it will have a true meaning of celebration. 　 薛承泰指出，關於大橋的政策部分，他在中央不斷重申今年年底前一定要動工。明年是中華民國建國一百年，他也在行政院院會特別提醒內閣成員，真正最有資格慶祝建國一百年的是金門與馬祖，因為金馬是全世界「唯二」奉中華民國正朔到民國一百年的地方，慶祝建國百年慶的時候務必與金馬二政府協調。而行政院長吳敦義也順著他的口說，金門大橋一定要在建國一百年前動工，才真正有慶祝的意味。   Xue also mentioned that he hopes the good news of the upgrade(5) of KMIT will soon be released.  He again emphasized that with the two powers for Kinmen development: the bridge linking Kinmen and Lie Yu (little Kinmen), and the upgrade of KMIT, should be accomplished during his short term of service, thus relieving the concerns of the local people during this time.  In this way, everyone will feel they can depend on him, and they will know in what direction Kinmen will be moving. 　 薛承泰也提到，金門技術學院升格大學，再等幾天，希望馬上就有好消息出來。他也強調，金門發展的兩個動力，一個大小金門的橋，一個是金門技術學院升格大學，希望在短短的兼任省主席任內，希望讓大家安下這份心，大家會比較踏實，知道往哪個方向走。   【解說與譯註】   ■1. Portfolio-(n)部長或大臣的職位。所謂政務委員是指得出席內閣會議、參與決策，但卻不具備部會首長職銜（即「不管部會」）者。此處Minister without Portfolio是行政院的正式翻譯。   ■2. endeavor-(n)努力；盡力。   ■3. luncheon-(n)午餐，尤指正式之餐宴。   ■4. senior executive officer-(n)參議。字面上是「資深的執行官」。executive officer則是指專員。   ■5. upgrade-(vi.)升級，提高品質。此處指金門技術學院改為大學。事實上國立金門技術學院已屬高等教育體系，只是現階段被歸類在「技職司」。未來若「改名大學」之後，將改隸「高教司」。從教育部的角度看來，並無所謂「升格」。但從一般社會大眾的角度看來，仍舊認為是「升格」。因此，在翻譯上仍沿用"upgrade"。 本文摘譯自《金門日報》2010年2月6日報導
