開發水資源 星代表分享寶貴經驗    Kinmen is in lack of water.  After President Ma mentioned that Kinmen could develop a way to create its own NEWater(1) following the example in Singapore, Stanley Loh, the Representative of Singapore Trade Office in Taipei, came to Kinmen to introduce their present situation and experiences of water development in Singapore.   金門水資源不足，在總統馬英九提出可參考新加坡發展新生水模式的構想下，新加坡駐台北商務辦事處代表羅家良來金向縣長李沃士介紹星國開發水資源的現況，分享星國從過去水源不足到接近自給自足的過程和經驗。   Stanley Loh was accompanied by Xue, Zheng-Tai, the Minister without Portfolio, Executive Yuan and Governor of Fujian provincial government, as well as Zhan Huo-Ren, the national policy advisor.  They visited Kinmen for two days, arriving at 9:30 a.m. yesterday.   　 羅家良是由行政院政務委員兼福建省政府主席薛承泰陪同，於昨日上午九時三十分許到金門進行二天訪問，同行的有國策顧問詹火生。   Arranged by Kinmen County Waterworks, Loh and his party visited the Seawater Desalination(2) Plant of Kinmen County Waterworks, Tai-lake Water and Sewage Treatment Plants.  A discussion was then held with the staff of Kinmen County Government and the Kinmen County Waterworks, in order to exchange experiences of water development. 　 在金門自來水廠的安排下，羅家良一行人先參觀自來水廠的海水淡化廠、太湖淨水場、污水處理場等設施，並到縣政府與縣府、水廠團隊座談，交換水源開發經驗。   Stanley mentioned that since 1965, when Singapore proclaimed(3) independence, they faced the problem of insufficient water supply.  Water resource management has been a very important issue for Singapore and they had depended heavily on imported water from Malaysia.  Singapore started a nation-wide plan in 1975 and produced an ambitious scheme.  Consequently, in recent years, Singapore has become close to being autarkic(4) in water supply.  Stanley said, the whole process has been challenging.  Thus, they are glad to share their experience with Kinmen to help avoid the same mistakes and similar problems. 　 羅家良說，新加坡從一九六五年獨立建國就面臨水源不足的問題，水源管理是很重要的議題，一九七五年就進行全國的大規劃，從過去水源不足，要靠鄰國馬來西亞進口水，到今日接近自給自足，一路走來不易，願把過程和經驗提供金門分享，讓金門不必辛苦再走錯路。   Stanley also demonstrated the "four tap"(5) strategy which includes: rainfall collecting, water imported from Malaysia, desalination, and waste water recycling (NEWater).  In the process of water development in Singapore, there are more and more demands for water resources.  Therefore, they have made every effort to increase the water supply, such as extending rainfall catchment(6) and adopting new technology, in order to solve the problem of water shortage. 　 羅家良說明星國的四大國家水喉，包括，雨水集收、自馬來西亞進口、海水淡化、新生水。他說，在星國發展的過程中，水資源的需求量愈來愈多，除了增加雨水的集收量，也研究發展新科技，以科技來解決水資源不足的問題。   Stanley stated that since 2002, when Singapore developed the technology of recycling waste water and established its first NEWater plant, they have already completed five water reclamation(7) plants.  Stanley also said that now the NEWater is able to meet 30% of the water requirement and Singapore has become truly autarkic in water supply.  He emphasized that the NEWater is not only used for industry, but also    for drinking water.  In addition, considering that some people might not be used to drinking recycled water, they mix the NEWater with rainfall in the common reservoirs(8) for further treatment.  He also mentioned that the whole world is paying close attention to environmental protection and the NEWater is an environment-friendly product.  Singapore has slashed(9) their dependence upon imported water and this unique experience is worth sharing with Kinmen since both of them are islands. 　 羅家良表示，星國發展新生水的技術，從二○○二年設立首座新生水廠到今年將完成第5座，屆時足可供應全國30%用水需求，達成自給自足。他說，新生水除了提供工業用水，也作為飲用水，也考量到國民還不習慣飲用新生水，目前先將新生水和一般蓄水池的雨水相混合，重新作處理。他說，全世界都很關注環保，新生水是環保的產品，新加坡大幅縮減對進口水的依賴，可以和同樣是島嶼的金門分享經驗。   【解說與譯註】   ■1. NEWater-(n)新生水。專指新加坡透過污水淨化再處理而產製的水。   ■2. desalination-(n)去鹽作用。即所謂的「海水淡化」。動詞為desalt。   ■3. proclaim-(vt.)宣告、公布、聲明。   ■4. autarkic-(adj.)自給自足的。   ■5. four tap-(n)就字面上的意思就是「四個水龍頭」。此處指新加坡開發水資源的四大策略，包括雨水收集、海水淡化、進口水源與新生水。   ■6. catchment-(n)集水量。   ■7. reclamation-(n)廢物回收再利用；再生、再製。   ■8. reservoir-(n)蓄水庫、水槽。   ■9. slash-(vt.)大幅削減、減少。 本文摘譯自《金門日報》2010年2月6日報導

  台客強闖民宅劫財 警方循線逮捕歸案      In the wee(2) hours of Jun. 17 an armed burglary(3) on Wufu Street of Jinsha Township was reported.  A man, surnamed Yu, broke into a private home with a sickle(4) and robbed the owner.  At one point, the thief even attempted to rape the owner.  Luckily, she remained calm, negotiated with the man to buy time, and eventually called the police.  Around 5:00 a.m the police arrested the burglar near Jinsha Bus Station and retrieved(5) the NT$42,200 taken from the owner.  They also located the sickle.  Mr. Yu was charged with armed burglary and transferred to the Prosecutors Office of Fujian Kinmen District Court.   金沙鎮五福街六月十七日凌晨發生一起持械私闖民宅強盜案件，游姓歹徒持鐮刀強索財物，一度還意圖劫色，所幸，被害人處變不驚，與歹徒周旋拖延時間，並報警求援。警方則循線於清晨五時許在金沙車站附近將歹徒逮捕到案，突破心防起出犯案工具及四萬二千二百元贓款，全案依刑法加重強盜罪，移送福建金門地方法院檢察署偵辦。   According to Deputy Director Wang Minghong of Jinhu Precinct,(6) Mr. Yu, born in 1973, had come from Taiwan to work in Kinmen.  Around 2:30 a.m on June 17, Mr. Yu carried a large sickle and broke into the home on Wufu Street through the second floor window, intending to rob the home and rape the owner.  At 5:00 a.m Jinsha Police Station Duty Officer Chen received a phone call from the victim and, being familiar with the neighborhood, officers from Jinsha Police Station began pursuit at once.  Because the victim recognized the voice of the burglar,(7) the police were able to find the suspect near Jinsha Bus Station within an hour.  The man denied everything at first.  But after forensic(8) specialists from the Criminal Investigation Division collected hard evidence obtained from a thorough search, the man realized it was pointless to deny his actions any further and admitted to the crime.  He was taken back to the crime scene to describe to the police the process of the burglary.    金湖分局副分局長王明宏指出，六十二年次台籍來金工作的游姓男子，因缺錢花用，一時興起於十七日凌晨二時三十分左右，持大型鐮刀，越過二樓窗戶侵入五福街一民宅意圖劫財與劫色，金沙分駐所值班陳姓員警於清晨五時，接獲被害女子報案求助，警方掌握地緣優勢隨即展開追緝，並依被害人聽聲辨人提供線索，警方鎖定可疑對象，於清晨五時許在金沙車站附近查獲可疑嫌犯。歹徒原先矢口否認，經警方分工展開地毯式搜尋，刑大鑑識專家採集有利犯罪跡證後，歹徒見警方即將突破案情才坦承犯案，並帶領辦案人員重回現場，道出犯案過程。   Captain Huang Weijian of Jinhu Precinct's Detective Team said that the victim told the police the burglar had put the sickle against her neck in the middle of the night, blindfolded(9) her with a towel, tied her hands with a rope, and demanded NT$ 600,000 from her.  She thought the voice sounded somewhat familiar.  At one point the burglar even attempted to rape her.  Fortunately, she negotiated and talked him into(10) taking only about NT$40,000 in cash and a Kinmen Kaoliang Inc. "Commemorative Vouchers".  At 5:00 a.m she reported the robbery to Jinsha Police Station and the police solved the case within a short time.  They found the mask and the sickle the burglar used during the crime and retrieved the money from the gutter(11) near the home the man rented.    金湖分局偵查隊隊長黃維堅指出，據被害人表示，半夜突然被歹徒持鐮刀架住脖子，並以毛巾矇住眼睛，聲音似曾相識，向她強索新台幣六十萬元，並以細繩將其雙手綑綁，歹徒一度興起性侵意圖，所幸千鈞一髮之際被害人和歹徒週旋拖延，最後僅被歹徒拿走新台幣四萬餘元現金以及一張金酒回饋券。被害人於清晨五時向金沙分駐所報案，警方則迅即破案，起出犯案用之頭套、鐮刀等犯案工具，並查獲歹徒藏於租屋處附近水溝蓋內之贓款。   According to Director Liu Quanyuan of Jinhu Police Precinct, the suspect was charged with forcible sexual harassment(12) and armed burglary of a private home during the night which prescribed(13) in the Criminal Law as a serious robbery.  He was transferred to the Prosecutors Office of Fujian Kinmen District Court.  The minimum prison term would be seven years.   金湖分局分局長劉全原指出，歹徒涉嫌強制猥褻及夜間持械侵入住宅，強盜被害人財物，行為已明顯違反刑法加重強盜罪，依法移送福建金門地方法院檢察署偵辦，其刑責最少七年以上。   News about the private home burglary quickly spread through the Wufu Street neighborhood at daybreak.  In response to the anxiety and concern of the residents, Deputy Director Wang Minghong of Jinhu Precinct said that patrol in this neighborhood had already been increased since it was a chief rental apartment area in Jinsha.  In the future, the police would reinforce screening and vigilance,(14) but also asked the citizens to be more careful by locking their doors and windows, and to look out for one another.  They should immediately report to the police when seeing someone suspicious.  The police need everybody's cooperation to build and maintain security for the neighborhood.   不再戰爭是兩岸人民最大願望    In a special interview by Youth Daily News Reporter Liang-Guo Shixian on Jun. 17, Magistrate Li specifically pointed out that this year happened to be the 60th anniversary of the Guningtou Battle and, looking back on the past six decades, he thought commemoration of this historical occasion should no longer be focused on who won and who lost the battle.  The most important thing was to define the status of those who lost their lives in the battle and arrangements that they deserved.   6月17日接受青年日報記者梁郭士賢專訪時，金門縣長李炷烽強調古寧頭戰役今年屆滿六十週年，回顧漫長的一甲子歲月，紀念此節日應不能再淪為誰勝誰敗的凸顯，最重要的是要給予昔日戰死沙場的忠靈應有的定位和安置。   Li Zhufeng said that the great numbers of troops moved into Kinmen just before the Guningtou Battle brought deprivation.(1)  Amidst the turmoil,(2) troops occupied private houses and left many repercussions.(3)  Implementation of the  Act of Compensation for Damages to the Public from Military Activities in the past decade showed the Ministry of National Defense had not made considerate decisions.  Certain incidents should never be attributed as the behavior of individual soldiers.  The government ought to take responsibility to bring certain old cases to complete and justifiable(4) conclusions.    李炷烽指出，對於古寧頭戰役的發生前，大軍的突如其來，當時兵荒馬亂，卻帶來機會和剝奪，軍隊借用、搶用民房，產生很多後遺症。而軍事勤務補償條例這十年來，國防部當時決定的不是很週延，不能將一些發生的事情，歸咎於是國軍個人的行為，政府應負起責任，讓當年陳年老案能獲得完整、美好的結局。   He said that there ought to be continuity from an administration to another. Government had the duty to provide consolation(5) and compensation for private lives and possessions lost as a result of military actions back then.  For the same reason, land disputes derived from(6) the same cause should also be resolved with similar measures.  A responsible government would run a thorough inventory(7) to determine the land should belong to the state or the Kinmen County Government, or it should be given back to its rightful private owners.   他指出，政府是延續性的，對於國軍當年因軍事勤務造成人民生命、財產的損失補償，能給予精神撫慰和彌補的空間。相對的，土地問題也是如此。而做為負責任的政府應透過有效的清理，將該是國有的土地還給國家，縣有的土地還給金門縣政府，屬於私人的土地還給所有權人。   Li Zhufeng pointed out that the Guningtou Battle in Kinmen allowed Taiwan to stay unscathed(8) and make progress in stability.  Yet from aspect of the nation and the race, it was a tragedy of the Chinese people.  China became a split country, just like the Period of Five Dynasties and Ten Kingdoms in Chinese history.  The civilians were the ones to suffer.  Six decades later, both sides of the Strait had their own interpretations for the fortune and mishaps(9) during that small part of history.  With the progress in Cross-Strait relations today, there were opportunities to compare, modify and fuse(10) between the two systems.   李炷烽指出，古寧頭戰役一役，金門對台灣的影響，就是穩定了後方台灣的安定。但從國家、民族的觀點來看，卻是民族的悲哀，中國形成是一個分裂國家，就像五代十國一樣，悲慘的是民眾。而六十年的歲月過去了，歷史的短暫，幸與不幸由兩岸各自解讀。但隨兩岸關係的進展，兩個制度有了比較、修正和融合的機會。   Li Zhufeng added that, breakup and makeup, history always repeated itself. The Guningtou Battle had led to broken families but family members were also able to extend outward and set up homes at other places.  In the future, whether the Nationalists or the Communists won, there should be no more war.  This was the biggest expectation of the people on the two shores of the Strait.   李炷烽也表示，歷史總是分分合合、合合分分，當年古寧村也因此戰役，造成流離四徙和向外延伸。但國共戰爭不論誰勝誰敗，未來不要再有戰爭發生，則是兩岸人民最大的期待和願望。   He also talked about his father as an example.  After returning to Kinmen from Indochina at the time, he was drafted with his mule to perform military errands.(11)  But luckily, the mule ran home and he soon followed.  For some unlucky ones, such as General Li Kuang-chien, the locals established shrines to remember their sacrifice.  The Ministry of National Defense should do the same as the US and try to recover the remains of those who had died in the battle.  Similar arrangements should be made for PLA soldiers who had been killed in the battle.   他也以其父親當年從南洋回到金門，被強制牽著一隻騾馬參與軍事勤務，後來騾馬自己跑回家，父親也隨著回來，算是幸運。但也對於當年戰死軍魂、國魂，在民間都有為李光前將軍建廟，國防部應像美國一樣，為這塊土地戰死沙場者找回骸骨，同樣的，戰死的人民解放軍，也一樣給予好的安排。   Li Zhufeng said that, from psychological angles, painful memories would be forgotten in due time.(12)  Wars were the same.  Over time people would become oblivious.(13)  But governments should never forget such things.  Expressing recognition of the sacrifice of those who fought and died on battlefields was absolutely necessary.  Governments should make sure they did a good job, especially in showing their concerns for humanity.    李炷烽指出，從心理學來看，痛苦記憶很快遺忘。戰爭也一樣，隨歲月侵蝕被逐漸淡忘，但作為政府則不能遺忘，尤其對戰死沙場者在精神肯定有其必要。政府應更積極做好，尤其是人道關懷表達最重要。   He also indicated that the Ministry of National Defense should do everything in its power to reestablish the military records of the soldiers who were part of the Guningtou Battle.  Kinmen County Government would inscribe(14) the names of those who lost their lives for the country at the Guningtou Peace Square for people to pay their respects to, reminisce(15) and express their gratitude.   Li Zhufeng also suggested the Ministry of National Defense to look at Kinmen from the angle of national development.  The arms race with China should be thoroughly reviewed.  He pointed out frankly that the type of warfare had changed and so should the warfare logic of the ROC military forces.  War would not solve problems.  The ROC armed forces should start by improving their barracks and living facilities, adjust their mentality,(16) and allow both sides of the Strait to fulfill their responsibilities and make their progress.  That would be blessings for people on the two shores.   小三通出境行李直掛限重20公斤     Starting from Jun.1, people leaving for China via Mini-Three-Links could check their luggage all the way through.  However, for maximum boatload(1) and safety reasons, the Ministry of Transportation and Communications(MOTC) decided to impose(2) a 20 kgs weight limit on luggage checked all the way through, beginning on Jun. 15.  Passengers with overweight luggage will be charged for the exceeded weight, same as in air transport.  The new measure will be tried for three months. 　金門小三通出境行李直掛自六月一日起試辦。但考量船舶載重安全，交通部將自本月十五日起對小三通的行李實施20公斤為限，超重比照飛機付費的措施。新措施將先行試辦三個月。   Previously, travelers going to China via Mini-Three-Links normally checked their luggage at an airport in Taiwan first.  Then, upon their arrival in Kinmen, they claimed(3) their luggage at the Shang-I Airport, dragged it to catch a ride to Shueitou Pier, went through immigration with it, and hauled(4) it aboard the boat.  It could be rather exhausting.(5)  As a consequence, MOTC started the trial measure on Jun. 1 to allow people to check their luggage all the way through.  People with reservations for both flights and connecting ferries are now able to check their luggage all the way through, travel light,(6) and will not need to pick up their luggage again until arriving at Xiamen or Shijing Port in China. 　利用小三通到大陸，旅客在台灣機場辦理登機手續及寄掛行李後，到達金門尚義機場後還需自行提領行李，搭車到水頭碼頭辦理通關檢驗手續，再提著行李上船，十分累人，因此，交通部自6月1日起試辦小三通行李直掛，旅客購買套票出境，在台灣各機場辦理行李托運，可直接到大陸廈門、石井港提領，輕鬆上「陸」。      Until now, there has never been a luggage weight limit in transportation by sea via Mini-Three-Links.  However, as more and more people are traveling across straits via Mini-Three-Links, MOTC has taken the maximum boat capacity into account(7) and imposed the 20 kgs luggage restriction for safety reasons.  MOTC would like to remind people that, same as in air transport, passengers with overweight luggage will be charged for each kilogram exceeded, currently set at 16 NT/kg.  In the event that the total boatload surpasses(8) the stipulated(9) standard, the overweight luggage shall be handled separately.  In other words, the passengers and their luggage may end up on different vessels. 　交通部也提醒民眾注意，目前，小三通船舶並未對旅客行李限重，因有愈來愈多民眾利用小三通往返兩岸，考量船舶載重安全，交通部也要求小三通的行李要有限制，先以20公斤為上限，超過的部分仿照飛機也要付費，暫時規劃超重部分每公斤加收16元，如果船舶總載重量超過標準，超重的行李將個別處理，也就是可能人和行李無法同一班船。    　Whether they are Taiwanese visitors, Mainland Chinese tourist groups or Taiwanese entrepreneurs(10) operating in China, people with reservations for both flights and connecting ferries can check their luggage all the way through to China during the trial period. 　行李直掛試辦期間，不論是台灣、大陸觀光團或是台商等，只要是購買套票出境，即享有行李直掛大陸的服務。 　As for inbound luggages, according to Director Ting-piao Yang of Kinmen Harbor Bureau, the check-through service will have to wait until the space of Shueitou Pier is improved and corresponding facilities are installed, probably in December.  By then, it will be a lot more convenient for people traveling through Mini-Three-Links across straits. 　至於入境旅客行李直掛，金門港務處處長楊廷標表示，必須等水頭碼頭空間改善，以及相關配套設備到位，預計今年12月實施，讓旅客小三通往返兩岸更輕鬆自如。      ■1. boatload—(n)船舶的載重量。   ■2. impose—(vt.)將～強加於；徵（稅）。   ■3. claim—(vt.)索取、領取。亦指「提出要求」，或「主張所有權」等。指涉「提領行李」時通常搭配此動詞。   ■4. haul—(vt.)拖、拉；搬運。   ■5. exhausting—(adj)使人精疲力竭的。   ■6. light—(adv.)輕便地。輕裝地。light可以是名詞（指光線、燈光），動詞（點火、點燃），也可以是形容詞（輕快、明亮的），此處則是當作副詞，指旅途中不必再提著行李，可以輕便地上路。   ■7. take ~ into account—將～列入考慮。   ■8. surpass—(vt.)超過、大於。   ■9. stipulate—(vi)規定、約定。   ■10. entrepreneur—(n)企業家。此處是以「在中國經營事業的台灣企業家」來形容「台商」，這也是一般對「台商」一詞常見的英文翻譯。 資料來源：金門縣政府 本文原載於98年06月22日《金門日報》

  台鹽董座來訪盼能協助重建鹽田風光      Kinmen had a salt industry for over 700 years but it no longer exists.  When receiving Taiyen Corp. Chairman Hong Xiyao, Kinmen County Government sought for assistance from Taiyen to redevelop the saltern(1) to create a new tourist attraction.   金門製鹽工業有七百餘年歷史，現在已經荒廢，台鹽公司董事長洪璽曜造訪金門時，金門縣政府向台鹽求助，盼重新開發鹽田風光，打造觀光新景點。   On Jun. 8 Taiyen Corp. Chairman Hong Xiyao visited Kinmen County Government, the Magistrate suggested if Taiyen Corp. could help restore or expand the facilities at Siyuan Salt Field and the cultural center, Kinmen could use the cultural asset for educational and tourism purposes and build it into a new tourist attraction.   台鹽公司董事長洪璽曜，是於6月8日上午前往金門縣政府拜會。縣長建議金門「西園鹽場」和文化館，如能由台鹽公司協助復原或充實設備，做為文化資產的提供教育解說或觀光體驗，一定能成為金門觀光新景點。   If Taiyen could help with the facility restoration or expansion in the old saltern and put one or two salt ponds back in operation to demonstrate salt drying procedures as well as provide educative explanation, Siyuan Salt Field would definitely be able to become a new attraction in Kinmen and attract tourists.  Once the County Council gave its approval, the management could be delegated(2) to Taiyen.   金門昔日鹽場已關閉，台鹽如能協助復原或充實設備，做為文化資產的提供教育解說或觀光體驗，先恢復一、兩池，讓觀光客體驗曬鹽流程，並提供教育解說，只要議會同意，並可委託台鹽經營，西園鹽場一定能成為金門觀光新景點。   Accompanied by Cultural Affairs Bureau Director Li Xilong, Hong Xiyao made a trip to Siyuan Salt Field to have a look himself.  He recommended putting a railroad track there first.  He would then negotiate with Budai Saltworks either to purchase, rent or borrow a salt-field sightseeing train and ship it over.  Kinmen could start operating train tours for visitors to browse salt-field scenery in the future.  However, laying the track and bringing in the train would involve many issues that would call for further discussion.   洪璽曜隨後也在文化局長李錫隆等人陪同，親自走訪西園鹽場一趟。他建議，鹽區可以弄一個軌道，將協調布袋鹽田看是以購買或何種方式，弄一部鹽田觀光火車頭，未來可以供觀光客乘坐，逛一圈欣賞鹽田風光。只是，舖設軌道技術和鹽田觀光火車頭引進，許多問題還待克服解決。   Hong Xiyao was very interested in cooperating with Kinmen County Government to develop tourism in Siyuan Salt Field.  He also proposed to make plans to restore the old salt field and lay the railroad track.  He assured the county government would hear from him again to work out the details.   洪璽曜並對於與金門縣政府合作開發西園鹽場觀光產業很有意願，他並提出規劃重新恢復老鹽田、鋪設鹽田軌道等構想，並且表示，將繼續與縣府進一步洽談合作細節。   According to Cultural Affairs Bureau Director Li Xilong, salt mining was Kinmen’s most important industry in early days.  It is recorded in history that “in the first year of the Dade Reign of Yuan Dynasty (1297AD) saltworks were established in Kinmen to produce salt …”  Ten salt fields were in operation for over seven centuries but today Siyuan is the only remaining site.   根據文化局長李錫隆表示，鹽業是金門早期最重要的產業文化，史載：「金門之建場徵鹽，始自元朝大德元年（1297年）……」，場轄十埕至今已有七百餘年歷史。歷經歲月的變遷，而現今唯一存在的鹽埕舊址，就是「西園鹽場」。   The ten salt fields started in 1297AD were divided into upper pans(3) and lower pans.  The former included Yongan, Guanzhen, Tiandun, Shawei, Putou, while the latter included Doumen, Nanan, Baolin, Dongsha, and Lieyu.  Besides Baolin, Dongsha and Lieyu, all the other seven fields were in the northeastern corner of Kinmen Island.   而元成宗大德元年（西元一二九七年），金門開始建場徵鹽。場轄十埕，埕分上下，上埕為：永安、官鎮、田墩、沙尾、浦頭；下埕為：斗門、南垵、保林、東沙、烈嶼。除了保林埕、東沙埕、烈嶼埕外，其餘七埕都在金門島的東北角。   The Yongan Salt Pan is today’s Siyuan Salt Field, the only remaining salt field in Kinmen.   永安埕，就是今天的西園鹽場，金門目前僅存的鹽場遺址。   Originally there were three salt fields left in Kinmen.  In 1933, Fujian Salt Administration Bureau ordered their demolition.(4)  The salt fields became deserted until 1938 when the Japanese occupied Kinmen, rebuilt Siyuan, and began to make salt again.  After War World II, under the war zone government, salt production at Siyuan Salt Field continued.  However, the production eventually became too costly and management was difficult.  On Jul. 1, 1995, Siyuan Salt Field was officially shut down and the salt industry that had lasted over seven hundred years came to an end.   在民國初年，金門尚餘三處鹽場，民國二十二年春，福建鹽務管理局令剷除僅存之三處鹽場，鹽場一度荒廢。至民國二十七年日軍佔領金門，改建西園鹽場，才再度曬鹽。抗戰勝利後不久，金門在戰地政務的治理下，恢復了西園鹽場的鹽業生產。但因鹽業產製不敷成本，經營困難，於民國八十四年七月一日宣佈關閉西園鹽場，劃下了七百餘年金門鹽產業的休止符。    ■ 1. saltern—(n)鹽田；鹽場。   ■ 2. delegate—(vt.)委託給～做。   ■ 3. pan—(n)盆地、窪地。   ■ 4. demolition—(n)破壞；毀壞。         資料來源：金門縣政府   【本系列新聞英文解說，由金門技術學院邱佩蒂老師指導，本報編輯部提供，歡迎各界指正或提供建議】 本文原載於98年06月10日《金門日報》

  自行車防竊警局貼心展開標碼服務     To prevent thefts and protect the residents' interests, the County Police Bureau, after branding(1) codes on motorcycles, as well as farming and fishing equipments and putting theft-preventing stamps on kaoliang liquor bottles, began in June a test run of bicycle sticker offering service.  The sticker is a picture of Spirit Lion Statue with two invisible anti-theft barcode.(2)  The data of each bicycle are also established as part of the effort to cut down(3) the rate of bicycle thefts.  Bicycle owners interested in having the sticker can go to any police station to receive the service.  為防範轄區民生竊盜危害民眾權益，縣警局繼機車烙碼、酒商防竊戳章，及農漁牧機具烙碼等便民服務外，從6月起試辦自行車貼碼服務，搭配風獅爺雕像圖樣及二種隱形防竊標碼貼紙，及資料建檔等措施，讓自行車增加一份保障，減少失竊率，警局歡迎擁有自行車並有貼碼意願之車主逕往各警察分駐（派出）所接受這項標碼服務。  In response to government's urges for energy saving and CO2 emission(4) reduction, bicycle riding has become a popular leisure sport and many people even use bicycles as a daily means of transportation.  On top of this, bicycles are becoming more and more refined, each producer releasing one after another new model.  Buying and riding bicycles has turned into a fashion.  The cost of a bicycle can range between a few thousands to several hundreds of thousands of NT dollars.  The market is thriving(5) but it has also jacked up(6) theft rates that brought property losses to people.  近來為響應政府節能減碳措施，騎乘自行車成為大眾普遍的健康休閒運動，許多民眾更將其作為代步之交通工具，加上自行車走向精品化，各品牌不斷推陳出新，買車、騎車已蔚為一股風潮，一輛車之賣價從新台幣數千元至數十萬元皆有，不但造成市場搶購，更引起歹徒覬覦，失竊率也因而升高，造成民眾財產損失。  In light of this, the Criminal Investigation Division of the County Police Bureau initiated researches for measures to fight bicycle thefts.  The sticker was decided because it would not hurt the appearance of a bicycle.  The service is offered to bicycle owners willing to use the stickers.  The sticker is so special that it cannot be recognized without the help of a special apparatus.(7)  Since the owner's data are established, the anti-theft codes will provide the information of the owner even if a bicycle gets stolen.  有鑑於此，縣警局刑警大隊積極研擬自行車防竊作為，基於美觀、不破壞車身之原則，方才挑選貼紙為防竊手段。針對擁有自行車並有貼碼願意之車主執行防竊標碼服務，而最特別的是這個防竊編碼貼紙可以隱形，非使用特殊儀器無法看出。由於車主資料已建檔，就算車子被偷，也能輕鬆對照防竊編碼找出被害人，歸還愛車！  According to the County Police Criminal Investigation Division, starting in June, people can take their bicycles, along with their ID and proof of purchase, to any police station between 8:00 AM and 6:00 PM on weekends and national holidays to receive the service for free.  Whether the bicycle has a manufacturer's number or not, owners are welcome to register their personal information to safeguard their bicycles.  縣警局刑警大隊指出，從6月起在各分局之分駐（派出）所試辦這項自行車貼碼服務，時間為每週六、日及國定假日之早上八時至下午六時，民眾只要騎著愛車、攜帶身分證件及自行車購買證明，即可享有免費之防竊標碼施作服務，自行車不論本身有無車身號碼，都歡迎車友前往登錄個人資料，以確保愛車安全！  ■1.brand-(vt.)烙印於～。常見當名詞使用，指「商標」或「品牌」。  ■2.barcode-(n)電腦條碼。  ■3.cut down-縮短、削減、減少。  ■4.emission-(n)散發、放射。此處指二氧化碳的「排放」。  ■5.thrive-(vi.)茁壯成長、興旺、繁榮。此處形容單車市場方興未艾。  ■6.jack up-提高。jack是千斤頂或起重機，當動詞用指「舉起」或「抬起」。  ■7.apparatus-(n)儀器、設備。 資料來源：金門縣政府 本文原載於98年06月08日《金門日報》

  學生交通券與就學津貼 14141人完成申請   To look after(1) students, Kinmen County Government has extended the "Transportation Voucher" and "Tuition Subsidy" welfare measures to cover as many students as possible.  Statistics show that the county government has received a total of 14,141 applications.  Director of Education Bureau Li Zaihang reminds those qualified to submit required documents before the application deadline on Jun. 20.  Those who fail to apply before the said date shall be regarded as waiving their rights.   金門縣政府為落實照顧學生政策，擴大學生學習領域所推出的「學生交通券」、「學生就學津貼」兩項教育福利措施，據統計，已提出申請件數合計1萬4千141件，縣府教育局長李再杭籲請符合申請資格者在申請期限6月20日前儘速檢附相關證件提出申請，逾期視同棄權，別讓自己的權益睡著了。   According to the Education Bureau, transportation vouchers have been issued to 10,941 students in Kinmen (including students of Kinmen Institute of Technology, Kinmen Senior High School, Kinmen Agricultural and Industrial Vocational Senior High School, and the junior high and elementary schools), as well as over 500 students studying in Taiwan.  As for tuition subsidies, more than 2,700 applications have been approved and the money has been transferred into the accounts of the applicants.   據縣府教育局統計，有關「學生交通券」申領，地區學校學生（含金門技術學院、金門高中、金門農工職校、各國中、小及幼稚園）已發出1萬941份、縣籍旅台學生申領中並核發者已500餘人；至於，「學生就學津貼」部分，已完成申領並核發匯入申請人金融帳戶內共計2,700餘人。   Director Li of the Education Bureau points out that these two measures are to be implemented(2) on a semester basis.  The said applications have been for the second semester of the 2008 school year.  If there is any imperfection,(3) the Bureau shall solicit(4) opinions, study them carefully, and make necessary modifications to the measures in order to improve the county government's educational welfare policy.  Every member of the Education Bureau has been busy for days to make sure everything was properly done.   縣府教育局長李再杭指出，這2項措施係分上、下學期實施，這次申請者為97學年度下學期部分，首次實施若有未盡完善之處，將彙整意見再行檢討修訂實施辦法，以真正落實縣府教育福利政策。在李再杭動員之下，連日來，教育局上上下下人員都忙翻天，全心全力投入其中。   ■1. look after-照顧、照料。   ■2. implement-(vi.)實行、實施。   ■3. imperfection-(n)不完美；瑕疵、缺點。   ■4. solicit-(vt.)徵求、徵集。 資料來源：金門縣政府 本文原載於98年06月03日《金門日報》

  金門首屆龍舟賽 27隊競技人氣十足      The first dragon boat competition in Kinmen County took place on May 29, 2009 on Shuangli Lake at Guningtou.  There were also duck catching, water treasure hunting, and an outdoor sketching competition.  The events drew close to a thousand people.   2009金門縣第一屆龍舟賽，5月29日在古寧頭雙鯉湖舉行，還有抓鴨子、水中尋寶以及寫生比賽活動，吸引成千民眾參與，熱鬧滾滾。   Kinmen County Government Chief Secretary Lu Zhihui explained that the Shuangli Lake was chosen for first dragon boat races because 2009 happened to be the 60th anniversary of the Guningtou Battle.  It added some meaning to the event.  At the same time, the county government hoped, by organizing Kinmen's own dragon boat races, the county could train more athletes(1) to compete in and out of the country in the future and win honors for Kinmen.   Lu Zhihui and Kinmen National Park Administration Director Zeng Weihong fired the starting guns for the race.  720 contestants(2) made up the 27 teams-nine male adult teams, three female adult teams, nine senior high school boy teams, and six senior high school girl teams-and compete on Shuangli Lake.  Close to a thousand people crowded around the lake to watch the races.  Police were out there to maintain traffic.   Also held was an outdoor sketching competition.  Many parents accompanied their children to participate.  The children were immersed in(3) their artistic creation.  Most of them painted dragon boats and the landscape around the lake.  The parents all looked proud and happy with the masterpieces of their children.   現場也有寫生比賽，吸引許多家長帶著小朋友來參與活動，在雙鯉湖畔，小朋友盡情的創作，構圖主題大都以畫龍舟搭配湖畔風光，展現小朋友的繪畫創意，在旁的家長十分滿意子女的作品。   In the preliminary(4) races that ended just before noon, every team worked hard to be qualified for the final.  Then the entertaining water treasure hunting and duck catching followed.  Led by the Director General of Political Warfare Huang Guanghui of the Amphibian(5) Battalion,(6) 28 frogmen dove into the water to look for treasures.  It did not take them long to find the plastic bottles the organizer had thrown in the lake.  In each bottle was a slip of paper with the corresponding prize written on it.  The duck catching was the highlight that drew the crowds closer.  Ten ducks were released onto the lake.  The Army 101st Amphibian Reconnaissance(7) Battalion soldiers captured every one of them without much effort and take them back to the base to add to the Duanwu Festival menu.  Chen Shuicheng, a 60-year-old swimming coach from Houyuan, also put on full gear and joined the frogmen in duck catching.  Being a good swimmer, he caught one duck too and showed his prize to the spectators(8) with a big grin.(9)   上午的龍舟賽預賽，各組拚鬥十足，卯足全力來爭取晉入決賽的資格。在接近中午，預賽賽程告一段落，主辦單位也推出水中尋寶以及抓鴨的趣味活動，由兩棲營政戰主任黃光輝率領二十八位的「蛙兵」演出，身手矯健的海龍蛙兵躍入水中尋寶，很快將主辦單位丟入湖中的寶特瓶找出，瓶內有置放兌放獎品的紙條，可以兌換獎品。壓軸的抓鴨活動，更是吸引眾人的圍觀，主辦單位準備10隻鴨子放入雙鯉湖，海龍部隊官兵憑著高超的泳技，將鴨子全部手到擒來，蛙兵們開心不已，為部隊端節聯歡晚宴加菜。后園六十歲的陳水成，是游泳教練，他也全副武裝隨同蛙兵到湖中抓鴨，好身手的陳水成也有斬獲，擒拿一隻鴨子，高興的展現戰利品。   The Guningtou Community Development Association was commissioned(10) to prepare thin noodles and zongzi for lunch for the contestants.  Association Chairman Li Zhengteng directed community volunteers to hand out the meal at the village office.  After the break, the final race of the competition was on.  It was an even match between the Fire Department and the Tadpoles(11)-the Amphibian Battalion Frogmen Team.  Under the spectators' hurrahs, the frogmen beat the Firemen by a tiny margin and took the Male Adult Team trophy of the first Kinmen Dragon Boat Competition.  They were overjoyed.   午間，主辦單位也委託古寧頭社區發展協會提供麵線和粽子予選手裹腹，古寧頭社區發展協會理事長李正騰帶領社區志工在村辦公處發放午餐，讓參與活動的人員享用有端午味道的午餐。龍舟賽下午決賽的賽事，最精采的一役，由消防局對上小蝌蚪隊「海龍蛙兵」，在眾人的注目眼光，實力相當的兩隊，僅以些微的差距，「海龍蛙兵」力克對手消防局，奪得首屆金門龍舟賽的社會組冠軍，蛙兵們樂透了。   The event came to an end around 4:00pm.  A few accidents in the student team races happened, including an overturned dragon boat before the race and another one going off course and ending up in the bushes by the shore with a fallen dragon head.  But under the protective measures taken by the fire department, no students were hurt.  Most of the adult races went smoothly.   整個比賽於下午四時許順利落幕，雖然學生組的選手，有 發生「凸槌」的狀況，包括還未比賽，龍舟翻覆、以及比賽進行中，龍舟偏離水道，衝入湖畔旁叢草，導致龍頭掉落等小意外狀況，在消防局人員在水域高度「戒護」下，並沒有發生學生受傷的狀況；社會組的情況大都順利進行。   Kinmen Agricultural and Industrial Vocational Senior High School mobilized just about every member of the school for the event.  Cross-department teams were organized to take part in the competition.  Students from Kinmen Senior High School and Kinmen Institute of Technology also formed teams and entered the adult team competition.   Hosting the award ceremony, County Education Bureau Director Li Zaihang pointed out that, since it was the first dragon boat competition held in Kinmen, there were certain imperfections.(12)  The boats used this year were too small.  In the future, the county government would consider purchasing larger ones.  He hoped more government agencies and private organizations would put together teams and participate to make next year's races more colorful and fun.   酒品廣告應依規定標示警語    Several specialty(1) shop owners in Kinmen were accused of(2) not marking health warning labels in their alcohol advertisements on the internet, who were suspected for violating(3) the relevant regulations in "The Tobacco and Alcohol Administration Act".  The Finance Bureau of Kinmen County Government reminded the industries to mark conspicuous(4) health warning labels on alcohol advertisements or promotion lest they should be punished for violation; in accordance with "The Tobacco and Alcohol Administration Act" and "Directions for the Handling of Seizures(5) and Accusation(6) for Tobacco and Alcohol-Related Products", they can be fined $200,000 NT dollars.  金門地區多家特產行遭人檢舉於網路刊登酒品廣告，未標示健康警語，涉嫌違反「菸酒管理法」相關規定。金門縣政府財政局提醒業者酒之廣告或促銷，應明顯標示健康警語，以免違規受罰；依「菸酒管理法」及「菸酒查緝及檢舉案件處理作業要點」，可處以新臺幣20萬元罰鍰。  The Finance Bureau of the County Government pointed out, although the industries did mark health warning labels on their alcohol advertisements on the internet, the warning labels did not follow Article 14 of the 'Enforcement Rules of the Tobacco and Alcohol Administration Act'.  The violations included 'the space of the warning label was less than one tenth of the layout of the alcohol advertisement', 'the font size of the warning was smaller than half of the label's background space', 'they did not superimpose(7) it throughout the whole time', etc.  縣府財政局指出，業者於網路刊登酒品廣告，經查證雖有明顯標示健康警語，惟所標示健康警語核與「菸酒管理法施行細則」第14條規定不一致，違規情形諸如：「健康警語版面未達酒類廣告版面十分之一」、「健康警語字體面積小於警語背景面積二分之一」或「未全程疊印」等等違規情事。  'The Tobacco and Alcohol Administration Act' has relevant regulations on the alcohol advertisements.  The industries should follow Article 37 of the Act and its enforcement rules Article 13, 14 and 15.  On advertisements or promotion, in addition to marking conspicuously or verbalizing(8) clearly the warnings, the warning labels should be superimposed continuously and independently in 10% of the full layout size and the font size should not be smaller than half of the label's background.  縣府財政局表示，按「菸酒管理法」對於酒類廣告訂有相關規範，應遵行該法第37條及其施行細則第13條、第14條、第15條規定，於廣告或促銷時應明顯標示或以聲音清晰揭示警語外，所標示健康警語，應以版面百分之十連續獨立之面積刊登，且字體面積不得小於警語背景面積二分之一。  The TV advertisements or promotion should superimpose the warning throughout the whole time.  They are not allowed to encourage or promote drinking, to blemish(9) adolescents' physical and mental health, to give false advertisements, etc.  In accordance with the Article 55, 'The Tobacco and Alcohol Administration Act,' those who violate the above regulations will be fined more than $100,000 and less than $500,000 NT dollars, and are demanded to amend within a time limit.  If not amending before the time limit, they will be fined again per time.  縣府財政局說，為電視其他影像廣告或促銷者，並應全程疊印，以及不得有鼓勵或提倡飲酒、妨害青少年身心健康、虛偽不實等相關情事。違反上開規定者，則依「菸酒管理法」第55條規定處新臺幣10萬元以上50萬元以下罰鍰，並通知限期改正，屆期未改正者，得按次連續處罰。  Among the violations, the most common case was that the industries who advertised alcohol on the internet did not mark health warning labels according to the regulations.  In addition to the powerful searching engine of the internet that was easy to provide evidence, the most fundamental cause was that most of the website designers were ill-informed of the relevant regulations of 'The Tobacco and Alcohol Administration Act' although they were very good at designing the web-pages."  縣府財政局也表示，違規酒品廣告裁罰案例中，以業者於網站刊登酒品廣告，未依規定標示健康警語為最大宗，除因網路搜尋引擎功能強大舉證容易外，究其根本原因多為網站製作者雖擅於網頁製作，然對「菸酒管理法」中酒類廣告相關規範往往是一知半解甚至一無所知。  The industries who advertised alcoholic products on the internet but did not mark health warning labels were either accused or seized and fined due to violating "The Tobacco and Alcohol Administration Act" Article 37 and related regulations.  Thus, when the local alcohol sellers or residents commission others to design or self-design alcohol advertisements or promotion, do check carefully if health warning labels are marked on every webpage lest you should be punished.  業者將酒類商品視同一般商品刊載於網站，而未依規定標示健康警語，致遭人檢舉或查獲，並以違反菸酒管理法第37條規定及其相關規定遭致裁罰。故本縣酒品販售業者或縣民如有自行或委託他人製作酒品廣告或促銷者，需詳加檢查各個頁面有無依規定標示健康警語，以免違規受罰。   小三通客運添生力軍  廈門八方輪首航    The new "Ba-Fang Passenger Ship", built by Fujian Xiamen Shipping Corporation, made its inaugural(1) voyage(2) from Xiamen to Kinmen on 16th May.  The passenger ship joined the line of conveying passengers of Mini-Three-Links between Kinmen and Xiamen, providing passengers who transport cross-strait with more choices.    中國廈門輪船總公司新建的「八方輪」客船，5月16日自廈門首航金門，投入金廈小三通輸運旅客行列，提供往來兩岸旅客搭乘的選擇。   "Ba-Fang Passenger Ship" carried 165 passengers in Xiamen's Dongdu Ferry Terminal and made its maiden voyage to sail east to Kinmen at 3:20 p.m. of 16th .  It safely berthed(3) at Shueitou Pier at 4:10 p.m.  Then, it was loaded fully with 238 passengers again, and sailed back at 4:40 p.m. to Dongdu Ferry Terminal, accomplished its inaugural voyage.   「八方輪」是於16日下午三時二十分從廈門東渡客運碼頭，承載一百六十五名旅客首航金門，於四時十分許安全靠泊水頭碼頭，並且滿載二百三十八名旅客於四時四十分許返回東渡客運碼頭，順利完成金廈航線首航。   In the afternoon, when "Ba-Fang Passenger Ship" berthed at Shueitou Pier slowly, Kinmen Shipping Agency ignited(4) a long string of firecrackers, and used a red banner to welcome them.  Kinmen Shipping Agency also arranged Beimen Traditional Lion Dance Team to perform "Lucky lion brings prosperity and good fortune" in order to welcome the new ship reaching the port.  Moreover, Kinmen Shipping Agency presented bouquets(5) to passengers and sailors.  It was very mirthful(6) and cheerful on the spot.    當日下午「八方輪」緩緩靠泊水頭碼頭時，金門船務代理公司也在水頭碼頭燃放長串鞭炮、拉起歡迎紅布條，並安排北門醒獅隊的「祥獅獻瑞」表演活動，迎接新船入港，同時也為首航旅客、船員獻花，現場熱鬧非常。   "Ba-Fang Passenger Ship" is a new high-speed passenger ship with alloyed(7) Aluminum twin hull.(8)  It weighs 322 tons in total, and weighs 161 net tons.  It can be loaded with 238 passengers.  Fujian Xiamen Shipping Corporation invested a considerable sum about 30 million RMB to buy the ship.  The total length of the ship is 35.6 meter, its width is 8.81 meter, and its depth is 2.8 meter.  When loading light, its draft(9) will be 0.952 meter; and the draft will be 1.15 meter, when loading heavy.  Total power output of horsepower is 2,100 kilowatts.  The ship has two MTU16V2000M70 main engines, 30 speed, and 27 economical speed.  This is the fastest passenger ship in the ship route between Kinmen and Xiamen.  The ship will provide comfortable service to passengers both from Kinmen and Xiamen.   「八方輪」是新造的鋁合金雙體高速客船，總噸位三百二十二噸、淨噸一百六十一噸，載客量為二百三十八人，由廈門輪船總公司斥資人民幣三千多萬元購置，船體總長三十五點六公尺（米），寬八點八一公尺，深二點八公尺，輕載吃水零點九五二公尺、重載吃水一點一五公尺，馬力總功率為二千一百KW，有二部MTU16V2000M70主機，航速三十節、經濟航速二十七節，為金廈航線最快速的客船，將以舒適的服務來爭取金廈的客源。   Captain ZHU, Yu-Lin said that "Ba-Fang Passenger Ship" has an internal planning of VIP room, private rooms, and normal rooms.  The seats are spacious(10) and the service can meet the demands of different passengers.  The main engine of the ship from Germany is the most advanced and fastest one.  Especially, the Night Vision Goggle, automatic collision(11) avoidance(12) radar, and other new navigational equipments have the ability in sailing at night, or sailing safely when visibility is bad.  The ship can be said as safe and comfortable.   船長朱毓林表示，「八方輪」內部規劃有貴賓艙、包間、普通艙，座位寬敞，服務上可以滿足不同旅客的需求，而且主機是最先進的德國進口機器、速度快，尤其是裝備夜視儀、自動避碰雷達等新式航海儀器，並具有夜間航行能力，能見度不良時，都能安全航行，可說是安全舒適。   The number of passenger sailing route of Kinmen Mini-Three-Links is expected to break through 1.2 million people.  This is because there are cross-strait open-up policies being carrying out.  As a result, the number of passengers who transport between Xiamen's Dongdu Ferry Terminal and Wutong Ferry Terminal, and Quan Zhou's Shijing port have been increased year by year.  Businessmen consider the golden route of Mini-Three-Links very promising.  They keep buying new passenger ships to join the line of operating Mini-Three-Links.  So far, the passenger ship route of Kinmen Mini-Three-Links has 6 Kinmen passenger ships and 3 Xiamen passenger ships in operation.  Added "Ba-Fang Passenger Ship", the sum of passenger ships operating across-strait will be 10.  The passengers have more options now.   金門小三通客運航線，由於兩岸不斷實施開放政策，往返廈門的東渡、五通碼頭和泉州的石井港的旅客運量年年上升，今年預計可突破120萬人次。業者也看好小三通黃金航線，不斷添購新客輪來加入小三通的營運行列，目前金門小三通的客運航線，已有金門籍客船6艘、廈門籍3艘客船營運，加上「八方輪」的加入金廈航線後，兩岸營運客船也達十艘，讓旅客有更多搭乘的選擇。　  　    ■1.inaugural-(adj.)開始的；就任的。   ■2.voyage-(n)航海、航行。   ■3.berthed-(vi)停泊。亦可作名詞，指「泊位」。   ■4.ignite-(vt)點燃；使燃燒。   ■5.bouquet-(n)花束。   ■6.mirthful-(adj)充滿歡樂的。   ■7.alloy-(vt.)使成為合金。此處以分詞型態形容以鋁為主的合金。   ■8.hull-(n)船體。常見的語意通常指果皮、殼或莢。   ■9.draft-(n)指船隻吃水的深度。   ■10.spacious-(adj.)寬敞的。   ■11.collision-(n)碰撞；相碰。   ■12.avoidance-(n)迴避；逃避。 資料來源：金門縣政府

  獲准重整預購遠航機票可辦債權申報    Far Eastern Air Transport Corp.(FEA) has been fully grounded(1) since the middle of May of last year.  Recently, FEA has been permitted to reorganize the company.  Kinmen County government will investigate whether residents possess unused tickets, and the government will send the survey data to FEA, so as to be included in re-declaration(2) claims.(3)  One of the travel agencies in Kinmen reminds people who have unused tickets to advance(4) re-declaration claims before 5 p.m. on 28th, May so that consumers' rights can be maintained. 　 遠東航空自去年五月中旬起全面停飛，最近才獲准重整，金門縣政府業將調查本縣縣民持有未使用票證情形，並將調查資料函請遠東納入重整之債權；金門地區一家旅行社也提醒鄉親應於五月二十八日下午五時前，辦理債權申報（已購機票未搭乘者），以維護消費者自身權益。   Kinmen County Transportation and Tourism Bureau said that FEA suspended the operation since 13th May, 2008 because of financial problem.  Owing to that there were a large number of pre-booked tickets, and the Kinmen County government estimated that there were approximately six thousand people who possessed unused tickets.  The sum of unused tickets was about 17 thousand, and the cost was estimated to be more than 20 million dollars.  The right of consumers was severely damaged.  　 縣府交通旅遊局表示，遠東航空公司因財務問題自去（97）年五月十三日起暫停營運，由於先前有預售大量機票，經縣府調查本縣縣民持有未使用票證者，約六千餘人，總共約有一萬七千餘張票證未使用，預估金額達新台幣二千多萬元，損害消費者權益甚大。   In order to safeguard residents' right, Kinmen County government has sent the information of owners who had unused tickets to Consumer Protection Commission, Executive Yuan in 20th May, 2008, seeking help to ask FEA fulfill obligation.  Now, the court ruled that the reorganization of FEA is permitted.  Kinmen County Transportation and Tourism Bureau said that for the sake of maintaining residents' consumer right, it is advised that FEA include residents who had unused tickets in re-declaration claim so that creditors' right can be maintained. 　 為保障本縣縣民之權益，縣府在去年五月二十日也函送本縣縣民持有遠東未使用票證者調查資料建請行政院消費者保護委員會協助請求遠東履行應行之義務。如今，法院裁定准予遠東航空公司重整，縣府交旅局表示，為維護本縣消費者權益，建請遠東將本縣縣民持有未使用票證納入重整之債權，以維債權人權益。   One of the travel agencies in Kinmen reminds people who have unused tickets of FEA can go to the original travel agency or log in the information on the internet, in order to print the tickets of prove.  The travel agency said that the content ruled that the regulations of creditor's re-declaration claims are as follows: 　 金門地區一家旅行社提醒持有遠東未使用票證的鄉親可找原來購票的旅行社，或是上網登入自己的資料，即可列印購票證明，該旅行社表示，根據裁定內容有關重整債權人債權申報規定如下：   1.Declaration time: from 1st May to 5 p.m. on 28th May.    2.Declaration place: No.5, Alley 123, Lane 405, Dunhua N. Rd., Songshan Dist., Taipei City 10548, Taiwan (FEA business branch)   3.Creditors who were not declared cannot make a claim or exercise their rights according to the process of reorganization.   4.No matter the refund is done or not, each travel agency should open tickets of prove to tickets owners in accordance with booking details.  Tickets owners should mail booking details and copies of ID card with double registered to FEA branch or take the documents to the location in person.   （一）申報期間自五月一日起至五月二十八日下午五時止。（二）申報地點：台北市敦化北路405巷123弄5號（遠東航空公司營業處所）。（三）債權人未經申報者，不得依重整程序受償及行使權利。（四）不論是否已經辦理退票，請各旅行社依附件之購票明細，開立貴公司之購票證明予購票人，請購票人連同購票證明及影印身分證明文件後，雙掛號郵寄至遠東航空公司營業處所或親自前往辦理。     ■1.ground-(vt.)使停飛；使擱淺。   ■2.declaration-(n)申訴；申報。   ■3.claim-(n)對事物的權利、要求權，此處指債權。   ■4.advance-(vt)提出。此處指提出債權的要求。 資料來源：金門縣政府   【本系列新聞英文解說，由金門技術學院邱佩蒂老師指導，本報編輯部提供，歡迎各界指正或提供建議】

  總統教育獎得主陳學冠夢想成真      Ministry of Education announced the winner of the President Educational Award of 2009.  There were 46 people being awarded.  Chen Xue-Guan from Zheng-Yi Elementary School in Kinmen County placed first in the elementary group. 　 教育部公布「2009年總統教育獎」得主，全國共有四十六人獲獎，金門縣正義國小的陳學冠，也在國小組脫穎而出。   Chen Xue-Guan was the only student being awarded in Kinmen County.  As the news was released to the newspaper, all the teachers and students of the Zheng-Yi Elementary School shared his excitement.  Chen Xue-Guan hopes that he can do better, and become more capable of helping and caring for others.   陳學冠是金門縣唯一一位獲獎的學生，消息見報後，師長同學都為他感到高興。陳學冠期許自己做得更好，累積可以幫助別人，照顧別人的實力。   Chen Xue-Guan, a sixth grader(1) at Zheng-Yi Elementary School, is especially outstanding in language, literature and art.  Born into a single and new immigrant family, he faced many adversities(2) with courage and diligently pursued painting and writing.   In the process of selection, Principal Chen Shun-De and Instructor Huang Xiang-Mei gave him a lot of help so that his strong points could be noticed by the judges.  Chen Xue-Guan appreciated their attentiveness,(4) concern, and guidance.  Chen Shun-De thought that the President Educational Award was the best graduation gift for Chen Xue-Guan.  He hopes that Chen Xue-Guan will work  even harder after entering junior high school.  In addition, Huang Xiang-Mei thought that although Chen Xue-Guan is good at many things, he still needs to be confident and determined so that he can perform even better.   The President Educational Award is used by the Ministry of Education to reward those who face adversities, yet still work hard to make progress, to be positive in learning, to have the spirit of helping others, and to be dedicated,(8) pious(9) and friendly.  This also rewards those who have good influence on the society and  who are outstanding in language, art, traditional crafts and skills, science, and sports.   According to Ministry of Education's proclamation,(10) there were 12 winners from the general and vocation high school group, 17 winners from the junior high school group, and 17 winners from the elementary school group.  The President Educational Award of 2009 rewarded a total of 46 people.  Winners will be Awarded a certificate of merit and a trophy.(11)  In addition, winners from the general and vocation high school group will be rewarded 200 thousand NT dollars, winners from the junior high school group will be rewarded 150 thousand NT dollars, and winners from the elementary school group will be rewarded 100 thousand NT dollars.  All winners will be directly awarded by President MA in the middle of July as an encouragement.   考察離島博弈發展  港商登門探路   Hong Kong's Melco International Development Ltd. Executive Director Tsui Che Yin and five other people made a special trip to Kinmen and called on Magistrate Li.  Their purpose was to acquire first-hand understanding as well as to inspect the tourism industry conditions and land investment potential in relation to development of legal gambling in Kinmen.  Magistrate Li expressed that, since the concrete content of legalization of offshore island gambling operations was still in the air,(1) it was not a proper time to hold the public referendum.(2)  He said, the government would abide by(3) the decision of the public. 　 香港新濠國際發展有限公司執行董事徐志賢一行六人，專程抵金拜會金門縣長李炷烽，就金門發展博奕觀光產業條件及土地投資等等進行實地了解與考察，為前進金門投資探路；李縣長表明，離島開放博弈業要等有具體內容再訴諸民意公投，一切以民意為依歸。   Mr. Tsui and the others had a deep conversation with Magistrate Li on issues related to the investment environment and development potential in Taiwan, Hong Kong and China, as well as kinmen's conditions for developing legal gambling and land investment.  Melco is a public company in Hong Kong.  Its principal operations include leisure resort development and entertainment.  They also provide investment, banking and financing services.  Tsui commented that, they made the trip to Kinmen particularly for the purpose of understanding the situation and the standpoint of the county government, because they had learned that opening of legal casinos on offshore islands was on the way. 　 徐志賢一行曾就兩岸三地投資環境與發展空間、金門發展博奕條件及土地投資等等議題，與李縣長進行一場「務實交談」；新濠為香港上市公司，主要從事休閒、娛樂業務，並提供投資銀行與金融服務，徐志賢表示是得知離島可望開放博弈業，專程到金門了解狀況及縣府立場。   Magistrate Li expressed that the public vote required for developing legal gambling on offshore islands could not be conducted yet because the related details were still vague.(4)  Also, the public referendum should be initiated by private organizations, not the government.  As for whether the people in Kinmen were for or against opening of legal casinos in Kinmen, he added, past surveys had shown strong opposition.  The government would abide by the decision of the people.   針對離島博奕發展，須先行辦理全民投票程序，李縣長表示，因後續具體內容並不清楚，因此，目前舉辦公投有困難。公投由民間團體發起，而非由政府主導，至於，金門設立賭場，民間是贊同抑或反對，李縣長說，依過去民調顯示，民間反對聲浪大，政府則以民意為依歸，取決民意。   Li emphasized that although the Legislative Yuan had passed the Gambling Law, the related complementary measures were still being established.  It was too early to discuss the issues of potential investors, distribution of profits or limits on investors etc.  These concrete contents should be in place before the public referendum could be conducted.  In case that the gambling industry is not what the people expected, then holding a referendum would be pointless and irresponsible.   李縣長強調，博奕條款經中央立法通過後，目前連配套措施尚未出爐，現在談由誰來投資、利潤分配、以及投資對象限制等等，可以說言之過早；要等有具體內容再訴諸民意公投較妥，否則不是民眾期盼的博弈業，現在舉辦公投僅是白忙一場，反而不負責任。   As for the investment environment and market in Kinmen, Magistrate Li also expressed his frustrations as he suffered one after another setbacks(5) recruiting investors due to the limited authority of the local government.  In spite of the many interested investors, as the Kinmen Magistrate, he had been unable to give any promises or clear answers.  However, as long as it was within the bounds of legal regulations and his authority, he would be happy to give assistance to investors who could really help with Kinmen's progress.   其次，有關金門投資環境與巿場，李縣長也以地方政府權責有限，對外招商屢屢受阻，倍感乏力，儘管許多擬投資者有期待，但身為金門縣長卻無法給任何承諾及明確答案；不過，對有決心投資金門者，只要法律及權責範圍內，他站在地方發展立場仍樂於協助。   Mr. Tsui expressed that he could understand the attitude of Kinmen County Government.  He said it was still too early to talk about investment and his company would perform thorough research to make further assessment.  Members from the Melco had visited Penghu for the same purpose.  According to Tsui, the ambiance(6) was different but Kinmen appeared to be better than Penghu in leisure resort environment.  They would do more evaluation to determine whether Melco would make investments.   對於金門縣政府態度，徐志賢表示，可以理解；他說，現在談投資還為時尚早，將好好研究，再進一步評估。新濠公司先前曾到澎湖離島考察，徐志賢表示，金門和澎湖有不同風格，但金門度假休閒環境感覺比澎湖略勝一籌，但是否投資還要進一步評估。   ■1. in the air-尚未確定。   ■2. referendum-(n)公民投票。   ■3. abide by-遵守、信守；承擔～的後果。   ■4. vague-(adj.)模糊不清的，朦朧的。   ■5. setback-(n)挫折、失敗。   ■6. ambiance-(n)氣氛，格調，周圍環境。 資料來源：金門縣政府

  綠美化成果表現傑出 林務所獲環保署肯定      Kinmen Forestry Bureau won the second place in the First EPA Civil Servant Creativity Competition with "Revitalization(1) and Reuse Projects in Kinmen Botanical(2) Garden".  Director Ye Mei-mei received the trophy(3) from Environmental Protection Administration Minister Shen Shu-hung on Earth Day, Apr. 22.   金門縣林務所於第一屆環保公僕創意王競賽中，以「金門植物園活化再利用」榮獲現有措施類第二名殊榮，所長葉媚媚並於世界地球日（四月二十二日）當天，自環保署長沈世宏手中接獲獎座。   The "EPA Civil Servant Creativity Competition" is designed to encourage government agencies and environmental protection units to generate creative concepts and measures that are feasible(4) on the national, regional or local level to help environmental protection offices come up with diversified and multi-direction thinking as well as absorb new ideas.    「環保公僕創意王」目的在鼓勵政府機關及環保單位，針對全國性、區域性、及地方性環保業務，提供實際可行的創意理念與做法，協助環保機關能夠多元、多方向思考，吸取創新的理念。   Ye Mei-mei pointed out that in the early days Kinmen Botanical Garden was surrounded by bunkers, ammunition(5) depots and obsolete(6) barracks(7) due to its location in the Taiwu Mountain Military Control Zone.  To bring back the charm of the area in line with(8) the Taiwu Nursery Reconstruction Plan, the Forestry Bureau has resorted to use of surrounding natural resources and created the forestry leisure space with Kinmen characteristics in spite of the limited budgets from the central and local governments.   葉媚媚指出，金門植物園早期因位於太武山軍事管制區，園區周邊滿佈碉堡、彈藥庫、廢棄營舍；為使營區再現當年風華，配合太武苗圃改建計畫，在中央及地方有限之經費下，取之於自然也用之於自然理念，營造出深具金門特色的森林戶外遊憩空間。    The botanical garden has retained the original war zone features by remodeling the abandoned barracks and concrete buildings.  Water started to flow smoothly in the river like before and the swales(9) were turned into ecological ponds.  The biological varieties have increased notably.  The environment not only provides good breeding grounds for aquatic(10) insects but also has become good habitats for carnivorous(11) plants.  It is now an excellent outdoor classroom for education on ecological sustainability.    金門縣植物園區不僅保有原來的戰地特色，廢棄營舍、水泥建築經整理後，河道恢復往日的通暢及美觀，原有漥地更經重新整頓規劃為生態池，環境獲得良好改善生物的多樣性亦獲顯著提昇，適合的自然環境，不只為水生昆蟲提供良好的復育場地，也成為食蟲植物的良好棲息地，現在亦是生態永續教育的自然教室。   According to the forestry Bureau, since the opening after the revitalization and reuse measures were implemented in the botanical garden, over ten thousand people and 56 groups have visited the botanical garden up till the end of January 2009. To record the change in ecological resources since the revitalization, work was carried out in the botanical garden, surveys on insect resources were outsourced and recorded, between May and December 2008, 10 orders, 33 families and 57 species of insects, 2 species of arachnidan,(12) one species of snails, one species of mammals,(13) 3 species of amphibians,(14) 3 species of reptiles,(15) as well as 26 species of birds, indicating rich biological resources.      金門縣林務所也表示，金門縣植物園區活化再利用後，自開放後統計至九十八年一月底止，參觀人次破萬，參訪團體達五十六團；為記錄植物園區活化後生態系的資源變化，委外進行昆蟲資源調查作業，從九十七年五月至十二月，調查結果發現，昆蟲資源共記錄有10目33科57種，無脊椎動物中的蛛形綱2種，蝸牛1種；脊椎動物中的哺乳類1種，兩棲類3種，爬蟲類3種，鳥類26種，充分顯現出生物資源的豐富性。   ■1. revitalization-(n)新生，復興。此處指活化。   ■2. botanical-(adj.)植物的，植物學的。   ■3. trophy-(n)獎品，戰利品，紀念品。   ■4. feasible-(adj.)可行的，合理的，適合的。   ■5. ammunition-(n)彈藥、軍火。ammunition depot就是彈藥庫。   ■6. obsolete-(adj.)廢棄的。   ■7. barrack-(n)營房，兵營。   ■8. in line with-與～一致。   ■9. swale-(n)沼澤地。   ■10. aquatic-(adj.)水生的，水棲的。   ■11. carnivorous-(adj.)肉食性的。   ■12. arachnidan-(n)節肢動物。亦可當形容詞。   ■13. mammal-(n)哺乳動物。   ■14. amphibian-(n)兩棲動物。亦可當形容詞。   ■15. reptile-(n)爬蟲類動物。亦可當形容詞。 資料來源：金門縣政府

  Porcelain and Ceramics   陶瓷   Kinmen has an abundance of fine porcelain(1) clay, feldspar,(2) and quartz,(3) all providing good resources for making porcelain and ceramics.(4)  In 1963, the Kinmen Ceramic Factory established to maintain the only official kilns(5) of our country.  In the early days, it produced dinnerware,(6) thus the factory was called the "bowl factory" by the residents.  It now manufactures blue and white porcelain, colorful pottery, crystal glaze(7) porcelain, and makes porcelain wine vessels for the Kinmen Kaoliang Liquor Factory.  All the products combine philosophy, science, and aesthetics,(8) into a mixture of modern and classical designs.  The main products can be divided into two categories, namely, ceramic liquor bottles and artifacts.(9)   金門島上蘊藏大量的優良瓷土﹑長石與石英等陶瓷礦物原料。民國五十二年（西元1963年）創立的金門陶瓷廠﹐是全國唯一的官窯。早期以生產碗為主﹐所以居民又稱為「碗廠」。現在則生產仿古青花﹑彩繪陶瓷藝品及結晶釉等﹐並且為金門酒廠製造酒瓶。所有的產品都兼具古典與現代﹐融合哲學﹑科學﹑美學的觀念﹐主要產品分為瓷酒瓶及陶瓷藝品兩大類。

  告別地雷大家攜手放風箏   Explomo Technical Services PTE Ltd. of Singapore and Zheng Da Auto Parts and Accessories will sponsor the "Farewell to Landmines; Kinmen Rises" kite-flying event set to take place on the beach around Jinning Township's Cih Causeway Sanjiao(Triangle) bunker.  Chief Executive Chen Wei Qing of Explomo's Special Technical Service Office and others visited Kinmen County Magistrate Li Zhu Feng on May 8.  Magistrate Li thought the activity had its particular meaning and said he would instruct related departments to look into the matter and give their support.   新加坡埃斯波摩公司與正大汽車材料行，預定於今年7月5日在金寧鄉慈堤三角堡週邊沙灘，舉辦「告別地雷、金門向上」攜手放風箏活動。埃斯波摩特殊技術服務所執行長陳偉青等人，5月8日下午聯袂拜會金門縣長李炷烽，李炷烽對於這項活動別具意義，也表示會請相關部門研究，來共襄盛舉。   Explomo Techinical is a company specialized in demining.  Over the past years it has bid for contracts for demining and handling of duds(1) around Shueitou Pier and Wuhu Mountain areas in Kinmen.   屬於排雷專業的新加坡埃斯波摩公司，近幾年投標處理金門水頭商港、五虎山等排雷和未爆彈處理。   Li pointed out that the people in Kinmen were especially thankful that the central government had passed the law and set the deadline for removal of the landmines left from the early days when Kinmen was a war zone.  However, the Ministry of National Defense should abide by(2) its commitment to the people and act with efficiency on demining work.   李炷烽指出，因早期戰爭或戰備任務留下的雷區，政府能通過法令限期排除，金門民眾對於能排雷是謝天謝地，但國防部基於對老百姓的負責，在排雷工作上應更講求效率。   Li Zhu Feng also suggested that the landmine-removing agent, after seeking the consent of the Ministry of National Defense, to donate some neutralized(3) mines and bombs to the county government to be placed on display in the military museum that Kinmen planned to build in the future.  They would attest to(4) the past and tell visitors that particular period of Kinmen's history.   李炷烽也建議排雷公司，在尋求國防部同意，也將排除的廢雷、彈，將引信等排除、失去作用功能後，可保留一點數目，未來捐贈給金門縣政府，以作為未來成立軍事博物館可供陳展，見證歷史，讓觀光客能了解金門過往的一段歷史場景。   According to the schedule set by Zheng Da Auto Parts and Accessories, the "Farewell to Landmines; Kinmen Rises" kite-flying event would take place between 10:00am and 5:30pm on the afternoon of Jul. 5 on the beach by Jinning Township's Cih Causeway, Sanjiao(Triangle) Bunker.  Besides the kite painting activity, a team of kite specialists would also fly traditional kites, modern kites and technical kites to entertain the spectators.   根據正大汽車材料行活動企劃，舉辦「 告別地雷、金門向上」攜手放風箏活動，時間預定於2009年7月5日上午十時至下午5時30分，在金寧鄉慈堤三角堡週邊沙灘舉行，除了有風箏彩繪外，也將邀請風箏隊進行各式傳統風箏、現代風箏及技術風箏表演。   ■1. dud-(n)未爆彈。   ■2. abide by-遵守，信守。   ■3. neutralize-(vt.)使無效。此處指已被拆除、失去效用之炸彈、地雷。   ■4. attest to-證實，證明。 資料來源：金門縣政府

  Moghania(1) root is an endemic(2) medical herb of Kinmen.  It has a typical root shape, and its root is the only part of the plant with medicinal(3) qualities.  According to ancient Chinese medical records, the root can be used to alleviate(4) arthritis(5) pain and bodily soreness.  The root is mature and ready for medical use only after three years of age.  So it is expensive due to its scarcity.(6)  Recently, the government of Kinmen has made plans to assist local farmers in cultivating the plant.  Also, local businesses have studied scientific ways to make foods and medicines from Moghania root in the forms of tea bags, adhesive cloth, medical pastes, tonic(7) bags, and so on.   『一條根』是金門特有的原生藥用植物，其外形為根狀，且只有主根可以入藥。根據中國藥書記載，一條根可去除風濕、治療酸痛等功效。一條根種後三年才可採收，所以產量不多，屬於珍貴的藥材。近年在政府的輔導下，農民計畫性的培育，再經由廠商利用科學的方法研發出一條根的相關產品，像是：茶包、藥布、藥膏、食補包等。

  The August 23rd Artillery Battle of 1958 brought to Kinmen as many as 470,000 artillery shells.  The ensuing(8) smaller bombardments and "propaganda" shellings on odd-numbered days of the month continuously supplied Kinmen with a huge number of artillery shells.  These shells provided the best material resource for making steel knives.  Aside from any artistic carving, a famous Kinmen steel knife requires the processes of slicing, melting, striking, and sharpening.  About sixty steel knives can be made out of a single spent(9) artillery shell.   民國四十七年（西元1958年）的八二三砲戰，整個金門島落彈量約 47萬發；之後的幾個小型砲戰和二十年『單打雙不打』的砲擊，所累積下來龐大的砲彈，正是製作菜刀最好的材料。一把聞名的金門菜刀，除了雕工以外，仍須經過切割、加熱、打造及研磨等步驟。一顆廢棄的砲彈外殼約可作出六十把菜刀。

  金門軍民總動員撲滅毒草   The notorious(1) "international poisonous(2) weeds" that blossom like Gypsophila paniculata,(3) Parthenium hysterophorus Linn(4) and Ambrosia artemisiifolia,(5) have been invading Kinmen in recent years, causing a huge impact on local plants and the eco system.  They also trigger allergic(6) reactions in humans.  Magistrate Li Zhu Feng called on military and civilian cooperation in the elimination of the poisonous weeds in the "Conference on the Propagation(7) of the Eliminating (8)Works of Parthenium hysterophorus Linn and Ambrosia artemisiifolia", to eradicate(9) future disturbances(10) from the weed and to protect public health and national security.   開花類似滿天星、有「國際大毒草」之稱的銀膠菊及豬草近年來入侵金門，嚴重衝擊本土植物生態，也易引發人類的過敏症。金門縣長李炷烽在召開「推動豬草、銀膠菊剷除工作協調會」中，呼籲軍民全體總動員，大家共同撲滅毒草，永除後患，捍衛全民健康與家園的安全。   Economic Affairs Bureau of Kinmen County pointed out that Parthenium hysterophorus Linn is a type of alien(11) plant.  Professor Lu Xue Cheng from National Chung Hsing University inferred(12) that the invasion(13) of this plant could be traced back to the garrison(14) in Kinmen in early years when large amounts of grains imported from the Americas.  Currently, this plant has seriously endangered the living space of local plants.  Its stems and pollen(15) are jeopardizing(16) human health.  It is on the list of serious invading(17) plants.   縣府建設局指出，銀膠菊為外來植物，至於何時入侵金門，據中興大學呂學誠教授推測可能跟早期金門駐軍，自美洲大量進口雜精穀物夾帶入金門有關，目前已嚴重危害到本地原生植物生存空間，其植株和花粉威脅人體健康，已被列入最嚴重侵佔性植物。 　 Director of Environmental Protection Bureau, Zhang Guo Tu, implied that the flower of Parthenium hysterophorus Linn is white and poisonous, and it resembles(18) Gypsophila paniculata when it blossoms.  The flowers may look very beautiful but they are dangerous.  They can cause serious consequences if kids pluck(19) them out of curiosity.  It should be totally eliminated to avoid problems in the future.  Before eliminating the weed, it is best to wear a mask, gloves, and other safety gear or equipment. 　 環保局長張國土表示，銀膠菊開白色花，具有毒性，開花時有點類似滿天星，一整片花海看起來是很漂亮，但卻十分恐怖，小朋友若好奇摘來把玩，後果不堪設想，應該全面性展開去除，以免後患無窮。剷除前最好戴上口罩與手套等裝備，以策安全。 　Director of Public Health Bureau, Chen Tian Shun, pointed out that among all the allergy cases of Kinmen residents, around 80% of the cases were triggered(20) by Ambrosia artemisiifolia.  Ambrosia artemisiifolia blossoms in July and August each year with the average of a million pollen on each stem every day, having the highest pollen count among all the plants causing poll enosis.(21)  Symptoms of poll enosis include the itchiness of eyes, sneezing, running nose, etc.  It not only triggers allergic rhinitis,(22) but also onset asthma.(23) 　 衛生局長陳天順說，金門地區過敏病人中，有近8成是豬草過敏引起，豬草之花期是每年7至8月，平均一棵每天有一百萬粒花粉，是引起花粉熱植物中的花粉數量最多之一，會產生眼睛癢、打噴嚏、流鼻水等症狀，不僅會引發過敏性鼻炎、也會造成氣喘發作。　 　Head of Livestock Research Institute, Chen Shih Pao, implied that after the cessation(24) of plucking out poisonous weeds, the invasion speeds up.  First, we have to know its eco system.  He implied that "Even the goats dare not eat the poisonous weeds.  Besides, we cannot just pluck it once and then leave it that way.  The more important thing is the duration and comprehensiveness in eradicating those weeds."  He also suggested that the weeds be buried on the spot.  Based on what he knows, some people are wanting to turn those weeds into composts.(25)  But he suggested that the weeds should be burned immediately once they start to blossom. 　 畜試所長陳世保表示，廢農田毒草拔除後，其入侵更快，首要了解其生態；他說；毒草連羊都不吃，而且不是今天拔明天就沒事，最重持續性、全面性，他並建議就地掩埋處理，據他了解有人將開花帶回處理作成堆肥，他建議其開花時應立即集中一地點燒掉處理。   Magistrate Li declared in the conference that the work of eliminating poisonous weeds can be divided into two parts: normal elimination according to the proposal, conducted by Environmental Protection Bureau and Economic Affairs Bureau of Kinmen county; or, five towns, each takeing a turn, choose a Saturday or a Sunday to activate the administrations, schools, communities in the area and work with Environmental Protection Bureau, Kinmen Forestry Bureau, and around five to six hundred sustainable employment human resources in Kinmen County Maintenance and Repair Office to eliminate the poisonous weeds.   李縣長在會中裁示，剷除毒草之工作可分兩部份：常態性剷除，由環保局及建設局依所提簡報計畫去執行；另配合5鄉鎮，每一鄉鎮各擇一週六或週日發動轄區機關、學校、社區，加上環保局、林務所、養護工程所永續就業人力約5、6百人，全面展開除毒草運動。 　Magistrate Li suggested that other than the cooperation with the five towns, they will also call on the participation of Kinmen National Park Headquarters、Kinmen Defense Command.  He also suggested that the two administrations should respectively hold several large scale activities to eliminate poisonous weeds, with the county government support.  At the time of activation, the Public Health Bureau will invite all the authorities concerned to a meeting to discuss the plan and agenda.   Kinmen kaoliang liquor is made from(1) locally grown sorghum(2) and fine-quality underground water, following a traditional process.  All of these contribute to its worldwide reputation as well as its fine quality, unique aroma,(3) and mellow(4) taste.  The current products of Kinmen Kaoliang Liquor Factory are mostly distilled(5) liquors of various kinds, among which the top grade is called "Chengao" (a V.S.O. sorghum liquor).(5)  It has been placed in cellars for over five years before being bottled.  Recently, Kinmen Kaoliang Liquor Factory has also produced a kind of liquor containing less alcohol in it.  Its alcohol content is only 38%, unlike the usual 58%, and it is considered appropriate and popular by the public.   金門高粱酒是利用金門當地的高粱和良好的水質再加上古法的釀造，而釀造出來的馳名中外的好酒，聞起來香味獨特，入喉時甜美甘醇。目前金門酒廠所生產的高粱酒種類繁多，大都屬於蒸餾酒類，其中的極品是「陳高」。「陳高」是將特級酒存放於地窖中，經過五年以上的時間才灌裝。金門酒廠近年來也研發出酒精濃度較低的高粱酒，其酒精濃度不同於一般的58度，只有38度，適合大眾口味，也很受歡迎。

  The Wind Lion God風獅爺   The "Wind Lion God" has other names such as "Wind Lion," "Stone Lion God," or "Stone Lion Lord," and so on.  During the end of the Ming dynasty and the beginning of the Ching dynasty, the people of Kinmen suffered much wind damage.  In order to protect themselves from the wind and get rid of(1) the evil spirits, people erected(2) Wind Lion Gods in front of temples or at their village entrances as their angel guards.  Hence the Wind Lion God was believed to be a protector of Kinmen.   『風獅爺』也稱為「風獅」、「石獅爺」或「石獅公」。金門在明朝末年清朝初年時，居民常為風患所苦惱，為了鎮風驅邪，各村居民開始在廟口、村口豎立風獅爺，用以守護家園。因此，至今風獅爺也成為金門的守護神。   The Wind Lion God was given its shape to represent a ferocious(3) lion hopefully to suppress(4) strong winds and ward off(5) demons.  In Kinmen, Wind Lion Gods can be classified into two varieties.  One is those standing at the village entrances, called "Village Wind Lion Gods;"  the other is those standing on the rooftop, called "Roof Wind Lion Gods".  Both have the same function of preventing strong winds and disasters, but they just vary in shape and material, generally from clay to stone sculptures.  Their postures(6) and facial expressions vary, too.  Some are lying or sitting, and others standing.  Some are laughing, while others have a terrifying appearance.  Accordingly they can be put into three groups, namely, "Literary(7) Wind Lions," "Military Wind Lions," "Fortune Wind Lions."   風獅爺是以威猛的獅子的外形來鎮風並且嚇阻四面八方的邪魔妖怪。金門的風獅爺可分為二種，一種是樹立於村口的「村落風獅爺」；另一種是放置在屋頂上的「屋頂風獅爺」。二者皆具有鎮風止煞的功用，但其形狀、材質皆不太相同，有水泥的、石頭的，或臥、或坐、或站、或笑、或威嚴等。目前，市面的商家依其外型的不同也可將風獅爺區分為：『文風獅』、『武風獅』和『財風獅』三類。   The 12th Day of the Fourth Lunar Month-Celebrating Chenghuang Lord's Birthday   農曆四月十二日─迎城隍   In celebration of the 12th day of the fourth lunar month when the Garrison Command of ancient Kinmen was transferred to downtown "Houpu" (nowadays called "Jincheng"), the people of Kinmen designated this day as Chenghuang Lord's birthday.  Thus, this day of greetings is always accompanied by the "Lord's patrols," and has become the biggest religious feast in Kinmen.  The Lord's patrols are divided into a "Grand Patrol" and a "Minor Patrol".  The Grand Patrol is a parade that takes place once in every leap year,(8) while the Minor Patrol is held once a year.  The former involves taking the idol on a tour of 13 suburban villages around Jincheng and all of downtown Jincheng, but the latter is a parade just around downtown Jincheng.  Normally the Lord's patrols are accompanied by a parade of lion dance teams, gong and drum teams, and martial arts performances, etc., all highlighting the happiness of the celebration.  Worshippers and pilgrims with burning incense sticks just follow the parade and crowd the streets.  Along the streets sacrifices are offered to the idol by every household.  At night, they also invite friends and relatives to join their festival parties.   金門居民為了紀念總兵署搬至『後浦』（也就是現在的『金城』）的日子，便將當日農曆四月十二日作為後浦城隍爺的生日，迎城隍生日這天也就成了金門最盛大的民俗慶典活動。城隍的出巡可分為『大巡』和『小巡』兩種；大巡即要繞境十三個村莊和後浦四境（即金城鎮區的東門、西門、南門和北門），每三年逢閏年舉行一次；小巡繞後浦四境即可，每年都有。巡境遊行時，會有獅陣、鑼鼓隊、藝陣等表演將廟會活動帶入高潮；而善男信女則拿香緊跟在遊行隊伍之後，眾多的人潮將街道擠的熱熱鬧鬧。在這一天，每家每戶都會擺出大魚大肉祭拜，同時，邀請親朋好友共享歡慶。   ■1. get rid of-擺脫。   ■2. erect-(vt.)豎立，設立，建立。亦可當形容詞，指「垂直的」、「直立的」。   ■3. ferocious-(adj.)凶猛的，殘忍的。   ■4. suppress-(vt.)鎮壓；壓制。   ■5. ward off-避開。ward通常當名詞用，指病房、牢房，或保護、護衛。此處作為動詞，指「避開」。   ■6. posture-(n)姿態、姿勢；心境；態勢。   ■7. literary-(adj.)文學的、文藝的。   ■8. leap year-閏年。 資料來源：金門縣政府

  風火輪車隊赴湄洲騎福之旅   The Hot Wheels Bicycle Team from Kinmen arrived in China for the second time through the Mini-Three Link on Apr. 23.  The 18 cyclists(1) would to start a 4-day 300 km pilgrimage(2) ride to Meizhou as well as to conduct athletic exchange in Fujian.  They were going to ride to the original Mazu Temple on Meizhou Island to pay respects to(3) Mazu and pray for blessings on Kinmen and Cross-Strait peace.   金門風火輪自行車隊4月23日再度小三通上「陸」，十八名騎士前進福建，展開四天三百公里的湄洲「騎」福之旅，並進行體育交流，此行，他們將以自行車代步前往湄洲島媽祖祖廟朝聖，祈祝媽祖福佑金門與兩岸和平。   Led by Xu Jinxi, the bicycle team boarded the passenger ship Quanjin at Shueitou Pier on the 23rd with their bicycles to head to Shijing Harbor in Quanzhou where they would begin their pilgrimage ride to Meizhou.   金門風火輪車隊是由許進西擔任領隊，23日上午從水頭碼頭搭乘「泉金輪」客船出發，帶著自行車上「陸」，前往泉州石井港，展開湄洲「騎」福之旅。   This Meizhou trip is the team's second bicycle tour after their 5-day 400 km ride of Tulou in Fujian in October last year.  The members include 17 men and one woman.    金門風火輪車隊這次湄洲行，是繼去年十月間以五天騎完四百公里的福建土樓長征之旅後，再度鐵馬上陸，共有隊員十七男一女參加。 The only female, Zhuang Jinshen, works at the Kinmen Hospital of Department of Health.  Encouraged by her husband Xu Yongxi, a clerk at Kinmen District Court, she decided to join the team to challenge herself.  As the only couple within the team, they are the envy(4) of the other members.   其中，唯一女性的莊錦慎，服務於署立金門醫院，在另一半金門地方法院書記官許永溪鼓勵下，夫妻一同參加，挑戰自我，讓其他隊員有「只羨鴛鴦不羨仙」的感受。   Team leader Xu Jinxi said, Mazu is the guardian(5) angel of the sea and she protects the people on both sides of the Strait.  Therefore, the Hot Wheels Team made the plan to go on a pilgrimage trip in the first half of this year by riding to the original Mzu Temple on Meizhou Island to pay respects to the goddess as well as to pray for blessings on Kinmen and peace across the Strait.   領隊許進西表示，媽祖為海峽兩岸的海上守護神，庇佑著兩岸的人民，因此，風火輪車隊今年上半年的活動，規劃湄洲「騎」福之旅，以自行車代步前往湄洲島媽祖祖廟朝聖，祈祝媽祖福佑金門與兩岸和平。   The team set out(6) on their 4-day journey soon after arriving at Shijing Harbor in Quanzhou in the morning.  They would visit Quanzhou City, Huian, Xianyou, Wenjia, Meizhou as well as Shishi, before returning to Kinmen from Shijing Harbor by boat on the 26th.    金門風火輪車隊上午抵達泉州石井港後，四天的行程將走訪泉州市、惠安、仙遊、文甲、湄洲、石獅等地，預定二十六日下午自石井港搭船返回金門。    ■1. cyclist-(n)騎腳踏車的人，騎士。   ■2. pilgrimage-(n)朝聖，旅行。   ■3. pay respect to-向～致敬。   ■4. envy-(n)羨慕、嫉妒的對象。其用法為SB's X is the envy of B，即某人的X令B羨慕。   ■5. guardian-(n)守護者，保護者，監護人。   ■6. set out-開始，出發。    資料來源：金門縣政府

  Little Kinmen is also called Lieyu.  It measures 14.851 square kilometers in area.  Little Kinmen lies 2 miles or so away from Kinmen proper.(1)  If you travel there by boat, it takes about 15 minutes.  The island still preserves a taste of farming tranquility,(2) and it has many old military facilities remaining for tourists.  Moreover, among its famous food specialties(3) are taros(4) and peanut candies in bamboo leaves.   小金門又稱「烈嶼」，面積約為14.851平方公里，與金門本島（大金門）距離約兩海里，坐船所需時間約為十五分鐘。在恬靜的農村生活中，小金門仍保留許多風味，而且島上有多處老舊軍事設施遺址供遊客參觀。此外，當地主要的特產是芋頭和竹葉貢糖。 　　Jiougong Tunnel is also called Sihwuei Tunnel.  Its waterway has a shape of a "Double T".  The tunnel measures about 790 meters in total length, and consists of five auxiliary(5) tunnels and four entrances.  It can accommodate 52 boats or so.  Dug in 1961, the tunnel had the main function of military supply transportation during wartime.  In 1961 Kinmen National Park Administration took over the tunnel from the military and opened it to tourists in 2001.  At the same time, a tourist center was set up to provide travel information and service for tourists here.   九宮坑道又稱四維坑道，是『雙丁』字型的水道，總長約為790公尺，共有五個副坑道和四個出入口，大約可停靠52隻船。坑道在民國五十年（西元1961年）開挖，主要的功能是提供作戰時物資運補。民國八十七年（西元1998年）由金門國家公園接收管理，並在民國九十年（西元2001年）正式對外開放；同時成立烈嶼遊客中心，為來到小金門的遊客提供資訊服務。   When traveling to Little Kinmen, visitors can never skip the sites of Victory Monument and Victory Gate, because they are on the way to town and are considered the two most awe-inspiring(6) symbols of the forward-most frontline.  During the August 23rd Artillery Battle in 1958, the Communist army fired hundreds of thousands of artillery shells on Little Kinmen.  The monument and the gate were thus established in commemoration of(7) victory in battle.   八二三砲戰勝利紀念碑和勝利門，是到小金門旅遊的必經之處，被視為最前哨的精神指標。民國四十七年（西元1958年）發生的八二三砲戰，共軍在小金門投下數萬發砲彈。為了紀念八二三戰役的勝利，特別興建了勝利紀念碑和勝利門。   Passing the most prosperous Dongling Street of Little Kinmen, visitors will arrive at Bada Tower.  When the troops moved in and were stationed in Little Kinmen in 1933, they built the tower right in the middle of the island.  The tower was built in memory of seven brave soldiers who fought against the Japanese enemies at one of the gates on the Great Wall in China.  They were outnumbered(8) by the Japanese army and were all killed after several days.   通過小金門最為熱鬧的東林街就來到了八達樓子。民國五十五年（西元1966年）駐軍遷移至小金門時，為了悼念民國二十二年（西元1933年）抗日時期，駐守在長城古北口上的七勇士，特地在小金門的中心點建造「八達樓子」做為紀念。當時七勇士與日本兵展開數日的戰鬥，最後因寡不敵眾，全數為國捐軀。   Hujingtou War Museum was built in 1989.  Inside the museum there are pictures and historical data about the September 3rd Battles, and the Dadan & Erdan Battles.  Also displayed are our weapons used during August 23rd Artillery Battle.  At the very end of the walkway in the museum, many hi-fi(9) binoculars are provided that visitors can use to view the scenery on the opposite Xiamen coast.  On the wall outside the museum, there is a relief(10) sculpture about the August 23rd Artillery Battle.   湖井頭戰史館建於民國七十八年（西元1989年），館內有九三戰役、大二膽戰役等相關照片和史料資料，還有八二三砲戰中我方所使用的武器等展示品。在戰史館最底處，並設有高倍數望遠鏡可以眺望對岸大陸廈門沿岸的景致。館外的牆上有八二三戰役的浮雕一座。   Located in Cingci village of Little Kinmen, Chaste(11) Maiden Temple is also called Immortal(12) Fairy Temple where Wang Yu-lan (the Immortal Fairy Wang) is worshiped.  Madam Wang was from Xiamen.  In 1954 when she went to the seashore to get oysters, she was accosted(13) by some Communist soldiers.  As she resisted them sternly,(14) the soldiers took off her clothes and drowned her in the sea.  Then her body drifted to the coast of Little Kinmen.  After learning of the chaste deeds of Madam Wang, some residents of Little Kinmen volunteered to spend either money or labor and they built the temple for people to worship her.   烈女廟又叫作仙姑廟，位於小金門的青岐村，供奉王玉蘭（王仙姑）。王仙姑為廈門人，民國四十三年（西元1954年）在海邊撿拾海蚵，遭到共軍的調戲，王仙姑抵死不從，後來被共軍脫光衣物後溺屍大海，隔天漂留至小金門沿海。當地百姓得知王仙姑堅守貞節的事後，於是有錢出錢、有力出力，建造這座廟宇供奉。（三十）   ■1. proper-(adj.)本身的。此處Kinmen proper指金門島本身，也就是烈嶼距離金門本島2公里遠的意思。   ■2. tranquility-(n)安靜、寧靜，穩定。   ■3. specialty-(n)特產、名產。   ■4. taro-(n)芋頭。   ■5. auxiliary-(adj.)輔助的，從屬的。   ■6. awe-inspiring-(adj.)令人心生敬畏的。awe就是「敬畏」的意思，inspiring是「激勵人心的」。   ■7. in commemoration of-紀念。   ■8. outnumber-(vt)數量上超過～。   ■9. hi-fi-(adj.)高傳真的。   ■10. relief-(n)浮雕。亦指痛苦的緩和或減輕。   ■11. chaste-(adj.)貞潔、純潔的；高尚的。   ■12. immortal-(adj.)不死的，神仙的。   ■13. accost-(vt)搭訕，引誘、勾引。   ■14. sternly-(adv)嚴厲、嚴格的。                            資料來源：金門縣政府                            原書作者：陳建民、漢貴恩   【本系列及新聞英文解說，由金門技術學院Patti老師指導，本報編輯部提供，歡迎各界指正或提供建議】

  18歲以下兒少北市就醫 麥當勞兒童之家提供免費住宿   As a feedback to society to look after(1) social minorities, the Ronald McDonald House Charities,(2) sponsored by enterprises, now offers accommodations(3) for children under 18, as well as their caring family members, who come from remote regions and offshore islands to seek medication at medical centers like Taipei Veteran General Hospital, Tri-Service General Hospital or National Taiwan University Hospital in Taipei.   台北縣、市以外之偏遠及離島地區，十八歲以下之兒童、青少年，若轉診到台北榮總、三軍總醫院、台大醫院等大型醫院治療，麥當勞兒童之家本著回饋民眾、照顧社會弱勢之意，在企業的贊助下，提供兒童或照顧親屬免費住宿服務。   A private citizen surnamed Wang from Jinsha Town said he is one of those who have benefited from the offer.  His grandson had just undergone a 14-hour brain tumor(4) surgery in Taipei.  Going all the way from Kinmen to see the child but unable to find a place to stay, he sought assistance from the nursing personnel at the Taipei Veterans Hospital.  Through their referral,(5) he was given free lodging(6) at the Ronal McDonald House for eight days.  His grandson is still in the hospital and he will travel to Taiwan again to relieve(7) his daughter-in-law and look after the child.  He has contacted the Ronald McDonald House and will stay there again.   家住金沙鎮的王姓民眾說，他自己就是受惠者，日前孫子腦瘤住院，進行十四小時的手術，由於大老遠從金門趕過去沒有住宿地點，因此，他向護理人員反映住宿問題，經北榮醫護人員的轉介下，免費到麥當勞兒童之家住宿八天，孫子目前仍在住院中，他說，將再赴台和兒媳交班照顧，經聯絡後又將入住麥當勞兒童之家。   According to Wang, currently there are government transportation subsidies for people over 65 years old, children under 12 or handicapped people, as well as their accompanying family members, who are transferred from Kinmen to Taiwan for medication.  If government lodging services like the Armed Forces' Hero House can provide cheap accommodations for people from Kinmen, it can really reduce their burden and they will be able to concentrate on taking care of their family members.   王姓民眾也表示，金門地區在一般民眾轉診赴台就醫，除了六十五歲以上以及幼童或身障者之陪同人家屬有交通補助外，是否能夠研議和國軍英雄館等單位配合，提供金門鄉親緊急需求之住宿優惠，以減輕民眾之負擔，專心照料家人。   Mr. Lin from the Ronal McDonald House Charities expressed that the free lodging service is meant to help children, as well as their family members, from remote areas or offshore islands seeking medication in Taipei.  People who need such assistance will have to acquire a "Letter of Referral" from the doctor.  Hospital social workers will contact the Ronal McDonald House after the hospital confirms the need of accommodations.  Ronald McDonald House will then arrange free lodging for such people.  Anyone from Kinmen who needs such assistance can contact related hospital personnel or call 02-26581300.   麥當勞兒童之家林先生表示，麥當勞之家提供之免費住宿服務係在照顧偏遠地區或離島地區前往就醫之院童和家屬，有需要之院童或照顧家屬需由醫生開立「轉介單」，由院方評估後透過醫院社工和麥當勞之家聯繫，經評估確實因為看診就醫需要住宿之下，將會安排免費住宿服務，提醒金門鄉親萬一有需求可以和醫護人員提出，相關事宜亦可電洽02-26581300查詢。   ■1. look after-照料。   ■2. charity-(n)慈善團體；慈善事業；慈善、善舉。   ■3. accommodation-(n)住宿；膳宿。   ■4. tumor-(n)腫瘤。   ■5. referral-(n)推薦、介紹、轉介；被推薦者；轉診的病人。「轉診單」就是Letter of Referral。   ■6. lodging-(n)寄宿、借宿；住所、寓所；宿舍。   ■7. relieve-(vt.)接替，替～的班；緩和、減輕、解除。 資料來源：金門縣政府

  金寧石蚵文化節盛大登場     Activities of the Seventh "Jingning Township Stone Oyster Cultural Festival" took place on the 11th and 12th of April.  Multitudes(2) in the thousands visited the oyster field of Guningtou to shuck(3) and taste oysters and enjoy the views and cultural banquets of an oyster village.   第七屆「金寧鄉石蚵文化節」系列的活動，於四月十一、十二日登場，數千人次民眾到古寧頭訪蚵田、剝蚵、嚐蚵，領略蚵村風情及不同風味的文化饗宴。   Township mayor Li Wen-Jun presided over the opening ceremony, which included lion dances and various performances.  The two-day festivities(4) included: "Oyster Dishes Fair," "Stone Oyster Product Sales Carnival(5)," "Stone Oyster Creative Cooking Contest," "Karaoke Competition," historical landmark tour, stone oyster information exhibition, king crab appreciation, family tree exhibition, display of accomplishments over the years, display of winning photography and artistic paintings.   四月十一日舉行的開幕活動，由鄉長李文俊主持，並安排有祥獅獻瑞以及多項節目的表演。兩天連續的活動有：「石蚵美食園遊會」、「石蚵農特產促銷」、「石蚵創意美食比賽」、「卡拉OK歡唱比賽」、古蹟景點遊覽、石蚵資料展、賞鱟、族譜展文史資料展、歷年成果作品展示、攝影、寫生比賽優勝作品展覽等活動。   The key events, "One Thousand People Experiencing Oyster Shucking Together" and "Oyster Lifting with a Pole," took place on the 12th from 9:00AM to 11:00AM at the path lead to Beishan Beach and Beishan Breakwater.(6)  For "One Thousand People Experiencing Oyster Shucking Together" each participant was given 30 minutes to shuck the oyster and was allowed to take the oysters home.    活動重點項目的「千人剝蚵體驗」以及「挑蚵體驗」，於十二日上午九時至十一時在北山海路和北山海堤舉行；「千人剝蚵體驗」，每人剝蚵時間預定為三十分鐘，通過體驗後，每位參加人員可將所剝的海蚵，自行攜回烹煮。   The annual event invigorated(7) the normally simple, quiet "Oyster Village" of Guningtou with its deluge(8) of enthusiastic people.   由於是一年一度的地方盛事開幕，也讓平日純樸、寧靜的古寧頭「蚵村」，一下子「人氣十足」，頓時熱鬧了起來，充滿了活力。   Furthermore, Jingning Township Village Administration rented a mid-size bus from the Bus Management Office of Kinmen to take visitors to the oyster fields to enjoy the unique landscapes of the stone oyster forest.  The Fisheries Research Institute staff were invited to serve as tour guides to explain the landscape of the oyster village, and to lead visitors into the oyster field from the Beishan stone oyster forest.  Arrangements were also made for visitors to view the birds, king crabs and vanilla, to appreciate more deeply the beauty of the oyster village.  Jingning Township Village Administration also arranged for the western management station of Kinmen National Park to furnish bikes to visitors.   此外，鄉公所也向車船處租一輛中型公車，專門載送遊客巡禮蚵田，觀賞蚵村獨一無二的石蚵林景觀，並邀請水試所人員擔任解說員，解說蚵村景觀，並於北山石蚵林帶領遊客走入蚵田，同時也安排遊客賞鳥、賞鱟及香草體驗，讓觀光客及民眾能更深入體驗蚵村之美。鄉公所也協調金門國家公園管理處西區管理站協助提供自行車，供民眾自行遊覽。   Jingning Township Village Administration Mayor Li Wen-Jun plans to boost local tourism via industry by attracting tourists and locals to view and experience the unique ecology, old battlefield and southern Fujian architecture of Jingning Township.   金寧鄉長李文俊期望藉由舉辦產業活動，帶動觀光發展，同時結合該鄉特有生態、戰地遺跡、閩南建築等，使觀光客及民眾樂於來金寧鄉旅遊。    ■1. undrape-(vt)揭幕。   ■2. multitude-(n)一大群人、民眾。   ■3. shuck-(vt)去殼；剝殼。   ■4. festivity-(n)慶典、慶祝活動。   ■5. Carnival-(n)嘉年華會、狂歡節；博覽會；巡迴演出。   ■6. breakwater-(n)防波堤。   ■7. invigorate-(vt)鼓舞；賦予精神。   ■8. deluge-(n)蜂擁而至；氾濫。此處指村子被蜂擁而至的人們及其熱情所淹沒。 資料來源：金門縣政府

  Deyue Tower and the western houses nearby were built by the local people who went to Southeast Asian countries and earned a lot of money before they returned here at the end of the Ching dynasty and in the beginning of the R.O.C. era.(1)  One of the houses, Deyue Tower, was built in 1931 by a wealthy businessman whose name was Huang Huei-huang.  In order to effectively prevent pirates and thieves from breaking into(2) the houses, Huang built a "gun tower" by the side of the houses.  The tower has four stories and measures 11 meters in height.  With such height, the tower was easily thought of(3) at that time as "fetching the moon in the clouds," so the tower was given the name "Deyue Tower" (a moon-fetching tower), referring to(4) an old Chinese proverb(5)-"Getting upon a tower near water, one can catch the moon first." 　　得月樓及附近的洋樓群，是在清朝末年及民國初年時期，居民遠赴南洋經商致富後返鄉建造的。其中，得月樓是在民國二十年間（西元1931年）由富商黃輝煌所蓋。黃氏為了有效防止海盜、海賊的侵襲，於是在洋樓的一側蓋了一座銃樓。這座銃樓共有四層，高約十一公尺，在當時這種高度看起來好像直入雲霄抓月一般，正如「近水樓臺先得月」的意義，因而取名為「得月樓」。   The roof of Deyue Tower is made of glazed(6) tiles, and its hallway is made of green stones and cement.(7)  On the top floor and in the center there are many gun windows perfectly designed for placing firearms(8) for defending against pirates and bandits.(9)  Other effective features for defense are the underground tunnels connecting to the adjacent(10) houses in case of(11) emergency.  Even though the owner of Deyue Tower is gone, from its exterior(12) and appearance, people can still imagine the exciting stories of the good old days.   得月樓在屋頂的建材是採用琉璃瓦，而騎樓的部份則利用青石洋灰來建造。樓頂和樓身分別設有為了抵抗盜匪而設置槍砲的窗口，造型十分特別。另一個有效的防禦功能，就是得月樓的地下坑道可通往鄰近的洋樓，可因應緊急的需求。雖然現今的得月樓已經人去樓空，但其外觀依然顯露出往日的情懷與風華。   Tourist:  These western houses look very unusual.  Are they also traditional Southern Fujian style buildings?   遊客：這些洋樓挺別緻的，也是金門傳統的閩南式建築嗎？   Tour Guide:  Not exactly.  Most of the western houses nearby were built by people of earlier days who went to Southeast Asian countries and made a fortune(13) before they returned.  When building the houses, they just blended in the western style they had learned from foreign countries and made such kind of mixture of eastern and western-style houses.    導遊：不完全是。這種洋樓大部份都是早期金門先民出外在南洋一帶經商致富後，回來建造的；在建造時將南洋的建築風味融入其中，所以，這種洋樓是中西合璧的房子。   Tourist:  What are some of their unique characteristics?(14)  And are there any stories about them?   遊客：這洋樓的建築有什麼特別之處嗎？或有什麼典故嗎？   Tour Guide:  Yes.  First, take a look at the clock on the roof of this house.  Do you see any thing special?   導遊：有的，首先你看看這洋樓屋頂的時鐘，有發現什麼特別的地方嗎？   Tourist:  Oh, yes.  The clock hands are pointing at "12:40".   遊客：時鐘的時間是指著『十二點四十分』。   Tour Guide:  Can you guess why?   導遊：你猜猜這個時間的用意何在？   Tourist:  Mm…, could it be the time of its completion?   遊客：嗯…，難道這是房子的落成時間嗎？（二十八）         ■1. era-(n)時代、年代，紀元。   ■2. break into-闖入。   ■3. think of A as B-把～看作。   ■4. refer to-與～關連。   ■5. proverb-(n)諺語、俗語。   ■6. glazed-(adj.)像玻璃般的；上過釉的。tile則是「瓦」或「瓷磚」。   ■7. cement-(n)水泥。   ■8. firearm-(n)火器、槍枝。   ■9. bandit-(n)強盜、土匪。   ■10. adjacent-(adj.) 毗連的，鄰接的。   ■11. in case of-如果發生，萬一發生。   ■12. exterior-(n)外表、外觀。   ■13. make a fortune-發跡；賺大錢。   ■14. characteristic-(n)特性、特徵、特色。unique則是「獨特的」。                                資料來源：金門縣政府                             原書作者：陳建民、漢貴恩   【本系列及新聞英文解說，由金門技術學院Patti老師指導，本報編輯部提供，歡迎各界指正或提供建議】

  Qiu Liang-gong Mother Chastity Arch, briefly called the "Chastity Arch,"(1) is located in Jincheng Town and is the only first-class national historic relic in Kinmen.  It was built in 1812, during the Qing dynasty.  The raw materials used for the arch are Quanzhou granite from Fujian (known as Quanzhou White) and blackish(2) green Qingdou Rock (also Grass Rock), and the carving is very exquisite.(3)  The arch is about three stories high.  It is one of the highest and the most magnificent arches in the Taiwan and Fujian area.  Because of its height and to prevent it from shaking too hard, stationed by the pillars there are four pairs of stone lions to stabilize the arch.   邱良功母節孝坊又稱貞節牌坊，位於金城鎮市區，是金門島上唯一的一級古蹟。牌坊建於清嘉慶十七年（西元1812年），建材是採用福建泉州的花崗石（俗稱泉州白）和墨綠的青斗石（也稱青草石），雕刻非常的精細；牌坊約有三層樓高，是台閩地區牌坊中最為壯觀的一座。也因牌坊很高，為了防止搖晃，所以，牌坊的柱子前後立著四對雄雌的石獅來穩定牌坊。   The arch is to commemorate Madam Xu-Shi, the mother of Governor Qiu Liang- gong of Zhejiang Province in the Qing dynasty, for her maintaining chastity for 28 years during her widowhood.(4)  When Qiu Liang-gong had lived for only 35 days, his father died.  His mother endured all kinds of hardships and raised him to adulthood.  Finally he became an excellent government official and contributed a great deal to his country.  Madam Xu-Shi's great deeds won the praise of the Emperor, who gave an imperial decree(5) to build the arch.   牌坊是為了表揚清朝浙江總督邱良功的母親許氏守節二十八年而建。邱良功出生三十五天，父親就過世了，母親含辛茹苦將他撫養長大，並且成為朝廷的良將，貢獻良多。許母教子成龍的感人事蹟，獲得皇帝的讚賞，因而下聖旨建造這座牌坊。   Tourist:  The arch is very high and magnificent.  It's much bigger than the Qionglin Arch (the Three widows Chastity Arch).   遊客：這牌坊很高大、雄偉，比起在瓊林村所看到的牌坊（一門三節坊）大了許多。   Tour Guide:  You are right.  This is one of the most magnificent arches in Taiwan and Fujian.  It's also the only arch graded as a first-class national historic relic in Kinmen.   導遊：是啊，這個牌坊是台閩地區最雄壯的，也是金門唯一列為國家一級古蹟的牌坊。   Tourist:  Does it have any special stories?   遊客：有什麼傳說故事嗎？  Tour Guide:  It's said that out of the eight stone lions in front of the arch, the one right in the middle used to display its power, representing Madam Xu-Shi's reincarnation;(6) therefore, this lion is also called the "Goddess the Stone Lion".  Furthermore, the lion is considered particularly powerful due to its ceaseless exposure to sunlight and moonlight, so that local residents keep on worshipping it as a deity.(7)  One other special thing is that some soldiers drew a grenade(8) on the lion when repainting it, thus the grenade is thought of as symbol of luck.   導遊：據說牌坊前的八隻獅子，位於中間的這一隻曾經顯靈過，代表邱良功母親許氏顯靈，所以這隻獅子被封為『石獅仙姑』。而且無論是白天的太陽或是晚上的月亮，都可以照射到這隻獅子，因此特別有靈性，地方居民也視為神並且供奉。更特別的是，早期阿兵哥在油漆獅子時，在獅子身上畫上一顆手榴彈，而後人也將此手榴彈，視為吉祥的象徵。  Tourist:  How amazing it is that the statue of traditional history has been painted with a modern grenade.   遊客：在傳統的歷史建築上，畫上現代感的手榴彈，真是令人讚嘆。   Tour Guide:  By the way, the arch was built under the decree of the Emperor.  So it is historically significant.   導遊：另外，這牌坊是當時皇帝下「聖旨」建造的，是非常具有歷史性意義的。   Tourist:  I must say that the arch isn't just historical, but architecturally speaking, it is a masterpiece of exquisite art.   遊客：這牌坊不僅是具有歷史意義的建築，也可說是藝術上的傑作。   Tour Guide:  Surely it is.  Besides that, there is a street called "Mofan Street," also called "ZiQiang Street," by the side of the arch.  The street shows a mixture of Japanese style and Southern Fujian style architecture.  It's one of most characteristic old streets in Kinmen.  You should take your time to visit there.  Moreover, the arch is situated at the site of a traditional market.  At the market, many local specialties of Kinmen are sold.  You can go and try them.   導遊：的確是如此。在牌坊旁有一條融合日本風格與閩南建築味道的『模範街』，又叫做自強街，是金門具有特色的老街之一，可以利用點時間去看看。還有，這牌坊的所在地是金門傳統的市場，販售許多金門風味的小吃，你可以品嚐看看。   Tourist:  Can you recommend some of the market specialties?   遊客：可以介紹一下風味小吃嗎？   Tour Guide:  Yes, the most flavorful and juicy ones are fried oyster omelets,(9) sesame balls, fried salty pancakes,(10) egg rolls, and so on.  In the morning, they sell Canton porridge, baked flat bread, and deep-fried twisted dough that you just can't miss.   導遊：好的。附近有名又好吃的小吃有：炸蚵粿、芝麻球、鹹粿炸、蛋捲等；早上來時，還有不可不吃的廣東粥和燒餅、油條呢！    Tourist:  Sounds good, and I am starving.  I can't wait for a snack.  Will you join me?   遊客：聽你這樣說，我快餓扁了。我可要大吃一頓囉，要不要一起來？（二十七）   ■1. Chastity Arch-節孝坊，此處，chastity是貞節，禁慾、獨身生活，純潔、正派的意思；arch指拱門、牌樓。   ■2. blackish-(adj.)呈現黑色的。   ■3. exquisite-(adj.)精美、精緻的，製作精良的。   ■4. widowhood-(n)守寡；寡婦的身份。   ■5. decree-(n)命令；法令；教令。imperial decree字面上的意思就是皇帝的命令，即「聖旨」。   ■6. reincarnation-(n)化身；轉世。   ■7. deity-(n)神；女神。   ■8. grenade-(n)手榴彈。   ■9. omelet-(n)煎蛋餅；煎蛋捲。此處係沿用台灣對「蚵仔煎」的英語翻譯oyster omelet來形容金門的炸蚵粿（油炸的蚵仔煎）。   ■10. pancake-(n)薄煎餅，鬆餅。此處以鬆餅來形容金門的鹹粿炸（油炸的、鹹的鬆餅）。                            資料來源：金門縣政府                            原書作者：陳建民、漢貴恩   【本系列及新聞英文解說，由金門技術學院Patti老師指導，本報編輯部提供，歡迎各界指正或提供建議】

  金門媽祖朝聖團直航湄洲宗教交流（上）   金門縣各界所組成的「湄洲媽祖祖廟朝聖團」，四月十日直航湄洲，並前往莆田、泉州展開為期三天兩夜的宗教交流。   On April 10 the "Meizhou Matsu Pilgrimage(1) Mission" organized by representatives from different sectors of Kinmen took a direct course to Meizhou, beginning a three-day-two-night religious exchange that included Putien and Quanzhou.    十日上午七時許，由金門縣議會議長謝宜璋與縣長李炷烽親自率領一百八十人的朝聖團直航湄洲。此行地區的天后宮媽祖會與料羅順濟宮分別恭請大媽、二媽、三媽與聖母媽等媽祖金身前往，其他的廟宇也請出媽祖神像與盛大旗幟及陣頭加入陣容。   Around 7:00 AM on the 10th, under the leadership of Kinmen County Council Chairman Xie Yi Zhang and County Magistrate Li Zhu Feng, the 180-pilgrim mission set out for(2 ) Meizhou, with Dama, Arma, Sanma and Shengmuma from the Tienhou Temple Matsu Association and Liaoluo Shunzi Temple, as well as Matsu statues, flags and patrol teams.   湄洲祖廟為了迎接金門直航過去的進香團，推出高規格的接待，也動員近六百人的盛大歡迎儀式。   To greet the pilgrimage mission arriving directly from Kinmen, Meizhou Matsu Temple mobilized nearly six hundred people for a grand welcome ceremony.   湄洲島地方政府也特別舉行「兩地見面會」，縣長李炷烽在會中表示，湄洲與金門有相似的地理環境與信仰風俗，往後應該相互學習，有來有往，祈願可以擺脫離島的歷史悲情，掙脫現實環境的束縛。   The local government of Meizhou organized a reunion meeting, in which Kinmen County Magistrate Li Zhu Feng indicated that since Meizhou and Kinmen share similar geographical environments and religious practices, that the two places should learn from each other and interact frequently, so both places might be freed, he hoped, from the historical tragedies of the islands and the bondage of political realities.   議長謝宜璋也認為金湄兩地很相似，此行的這段海路是見證媽祖文化頂禮膜拜與虔誠信仰，他也表示，希望往後兩地加強交流，相互學習。   In concurrence,(3) Kinmen County Council Chairman Xie Yi Zhang agreed that he has seen many similarities between Meizhou and Kinmen.  The marine course of this pilgrimage, he says, is to witness the worship and devotion(4) of the Matsu culture.  He also would like to see more interchanges between the two places.   代表團十一日參與湄洲媽祖祖廟的盛大慶典祭祀，整個典禮遵循古禮進行，隆重莊嚴。金門府會並獻匾給湄洲媽祖祖廟，縣長李炷烽敬獻「慈航普渡」匾額；議長謝宜璋則敬獻「順天濟民」匾額；另外，府會首長也代表捐贈六十六萬元予祖廟，由湄洲祖廟董事會董事長林金榜代表接受。   On the 11th, the pilgrimage mission attended the great celebration of Meizhou Matsu Temple.  Conducted in accordance with(5) the established ancient practices, the entire ceremony was both solemn and magnificent.  Kinmen County Government and Council offered tablets to Meizhou Matsu Temple: Kinmen County Magistrate Li Zhu Feng presented the "Motherly Grace Saving All" tablet, and Kinmen County Council Chairman Xie Yi Zhang presented the "Heavenly Will Helping All" tablet.  Leaders of Kinmen County Government and Council also donated NTD 660,000 to the parent temple.  The offering was received by Mr. Lin Jin Bang, chairman of Meizhou Matsu Temple board of directors.    ■1. pilgrimage-(n)朝聖。朝聖者，或香客是pilgrim。   ■2. set out for-出發至～。   ■3. concurrence-(n)贊同、意見一致；亦指「與～同時發生」，「與～一致」。   ■4. devotion-(n)虔誠；奉獻。摯愛、熱愛。   ■5. in accordance with-遵照；遵循；與～一致。 資料來源：金門縣政府

  Maple Woods is in the suburbs of Bishan village, close to Shanhou Folk Culture Village, and on the way from Bishan to Shanhou.  The Woods are broad in area, diverse in vegetation,(1) and used to be the farming land of the villagers of Bishan before becoming one of the reforested(2) areas of Kinmen.  Maple trees are planted everywhere here, and a path and an arch bridge have been constructed, making the woods a natural park for recreation.  Ambling(3) along the path in the woods to reach the platform top, one can catch a graceful view of Taiwu Mountain in the distance.  When autumn comes, the maple leaves immediately paint the woods in red color and add somewhat to the nostalgia(4) of the tourists.  Furthermore, the adjacent Bishan village, which has a couple of western style buildings and a tranquil atmosphere, is a scenic site well worth seeing. 　　楓香林在碧山村村郊，靠近山后民俗文化村，由碧山通往山后的途中。楓香林區域內地方遼闊，植物多元化，以前是碧山村民耕種的地方，後來成為金門的造林計畫地之一。園區遍植楓樹，並設有景觀步道、曲橋造景，是一座天然遊憩的絕佳公園。在楓香林沿著步道登上景觀平台，可以眺望太武山的優美景色。秋天的楓香林，滿山遍野的楓紅，更增添了幾許思鄉情懷。臨近的碧山村有數棟古洋樓建築，寧謐幽靜，是一個值得參觀品味的地方。   Tourist:  As soon as autumn comes, the maple woods must be very beautiful with red leaves everywhere.   遊客：這座楓香林，秋天一到，滿地楓紅，一定很美。   Tour guide:  You bet!  The maple trees have spread throughout the woods, and their leaves fall down with the autumn winds.  Here, people feel as though they are living in a painting.   導遊：是的。這園區遍佈楓樹，入秋後，紅紅的楓葉隨風吹落，在這裡真有住在畫中的感覺！   Tourist:  Here maple trees have been planted, but most of the trees I've seen planted in Kinmen are of a tall variety.  What's the name of that kind of tree?   遊客：這裡種的是楓樹，不過金門還遍佈著一種高高大大的樹。叫什麼來著？   Tour Guide:  The trees you are talking about are called "casuarinas."(5)  In the early days in Kinmen, That kind of tree was widely grown mainly because the casuarinas branches can survive the strong winds.  As Kinmen is surrounded by the sea, in the early days a large number of casuarinas trees were planted to serve as the best windbreak forest.(6)   導遊：你指的是「木麻黃」。金門早期所種植的樹大多是「木麻黃」；主要是因為木麻黃樹不怕強風的吹襲；而金門是四面環海的小島，所以，早期種植大量的木麻黃形成最佳的防風林。   Tourist:  So that explains it.  But why are the maple trees replacing the older trees?   遊客：原來如此。那這裡為什麼改種植楓樹呢？   Tour Guide:  The replacement of old casuarinas by maple trees is one of the special reforestation projects in Kinmen.  Some of the casuarinas are too old to survive typhoons and may cause damage.   導遊：這區域種植楓樹來取代樹齡高的木麻黃，是金門的造林計畫之一。有許多高齡的木麻黃樹，禁不起颱風吹襲而傾倒，形成災害。   Tourist:  Are there any other sightseeing spots near here?   遊客：在這園區附近還有其他的景點嗎？   Tour Guide:  Yes, there are.  The scenic sites around here are Shanhou Folk Culture Village, Shi Mountain, Wuhu Mountain and so on.  Bicycle riding is proper for tourists around these sites.  By the way, there is a village nearby called "Bishan", which has some western style buildings and is culturally rich.  It is well worth a visit.   導遊：附近的景點有：山后民俗文化村、獅山、五虎山等；景點之間非常適合騎自行車。此外，臨近的碧山村有數棟古洋樓建築，很有文化氣息，也是一個值得參觀的地方。   Tourist:  You've got to take me there.   遊客：一定要帶我去參觀一下。   Tour Guide:  Yes.  However, one other thing worthy of noting is that a shooting range(7) is located outside Bishan village.  In the early day it used to be a soldiers' training ground.  Now that Kinmen is no longer a battlefield, and the number of soldiers has been reduced a lot, this shooting range has long been discarded.  Now the residents just take advantage of the range and make it a place for raising cattle.  So people have turned the old shooting range into a natural pasture.(8)   導遊：是的。值得一提的是，碧山村郊有一座靶場。早期是阿兵哥練習打靶的地方；但現在金門已經不是戰地，阿兵哥也大量減少，靶場便慢慢廢棄不用了。現在反而常見附近居民把家裡養的黃牛牽到這裡餵食和棲息，所以，昔日的靶場已經成了現在的牧場了。   Tourist:  I have heard that Kinmen is famous for its oxen and their juicy beef.  Is that true?   遊客：聽說金門的黃牛很有名，非常好吃，是嗎？   Tour Guide:  Absolutely.  Kinmen beef is really mouthwatering(9) and delicious.   導遊：金門的黃牛餐的確非常有名，令人垂涎三尺。   Tourist:  Will I have the opportunity to taste it?   遊客：有機會去品嚐看看嗎？   Tour Guide:  Of course you will.   導遊：那是一定要的。（二十六）   ■1. vegetation-(n)植物的總稱；植被。   ■2. reforest-(vt.)在～重新造林。名詞形式是reforestation。   ■3. amble-(vi)散步、輕鬆漫步。   ■4. nostalgia-(n)懷舊之情。   ■5. casuarinas-(n)木麻黃的學名，俗稱beefwood。   ■6. windbreak-(n)防風林。   ■7. shooting range-射擊場、靶場。   ■8. pasture-(n)牧場。亦可當動詞使用，指「放牧」或「吃草」。   ■9. mouth-watering-(adj)指美味，與delicious為同義詞。                                資料來源：金門縣政府                            原書作者：陳建民、漢貴恩   【本系列及新聞英文解說，由金門技術學院Patti老師指導，本報編輯部提供，歡迎各界指正或提供建議】

  縣府發放金酒回饋券縣民超樂      金門首創獨步全國的「金酒感恩回饋券」福利，四月五日在全縣6鄉鎮（含烏坵鄉）各發放所同步發放，縣長李炷烽上午巡視各發放所瞭解發放狀況，並慰問工作人員辛勞。   Kinmen County Government issued the first-ever(2) "Commemorative Vouchers" to its residents in the six townships (including Wu-qiu) on Apr. 5.  Magistrate Li Zhu-feng visited each issuing station to inspect the operations as well as to give his regards to(3) the workers.   據統計，全縣受惠縣民為8萬5143人，實領人數共計6萬9660人，領券率高達八成一；縣府籲請未領券者於4月13至17日至戶籍所在地鄉鎮公所領取，時間為上午9時至12時、下午1時30分至5時，逾期未領取者，不再發給。   According to county government statistics, 69,660, or 81%, of the 85,143 residents in total to receive the benefit showed up to pick up their vouchers.  The government reminds those who have not gotten their vouchers to pick them up between Apr. 13 and 17 at the township office where they are registered.  The office hours are from 9:00AM to 12:00AM and from 1:30PM to 5:00PM.  After the said time period, no vouchers will be issued.  　 今年適逢古寧頭戰役60週年，金門縣政府為感念前金門防衛司令部司令官胡璉上將對金門的貢獻，提案以金酒公司捐贈經費發放金酒感恩回饋券，經過縣議會通過，決議今年在清明、端午和中秋節各發放1次、每次3600元，等於今年可領取1萬800元回饋券兌換金酒。  This year happens to be the 60th anniversary of the Gu-ning-tou Battle.  To commemorate the contribution of General Hu Lian, former Kinmen Defense Commander-in-chief, Kinmen County Government proposed to issue Commemorative Vouchers with donated funds from Kinmen Kaoliang Liquor Inc.  The county council passed the proposal and reached the resolution(4) to issue NT$3,600's worth of commemorative vouchers to each Kinmen resident on the Tomb Sweeping Day, the Dragon Boat Festival and the Mid-Autumn Festival respectively.  Each resident would receive vouchers totaling NT$10,800 and exchange them for Kinmen Kaoliang (sorghum liquor).    　 感恩回饋券在哪裡使用？清明「金酒感恩回饋券」使用截止日為6月5日，縣府財政局表示，感恩回饋券於金門地區或金酒公司各門市，只要業者願意收，都可以使用，持有人得按感恩回饋券所載面額，視同現金使用。消費者於門市按零售價購買商品，批售商可按批售價，向上游廠商進貨。屬於金酒公司批售商，可按批售價格，於金酒公司寧山配銷處或烈嶼供銷處兌換商品。   The Tomb Sweeping Day Commemorative Vouchers expire on Jun. 5.  According to the Finance Bureau of the county government, they can also be used at any KKL retail outlet(5) or in Kinmen, as long as the business is willing to accept them.  The denomination(6) on the voucher is to be regarded as the same amount of cash.  Consumers can use them to make retail purchases.  Wholesalers can use them to pay their suppliers.  KKL's wholesale clients can exchange them for wholesale products at KKL's Ning-shan or Lie-yu Distribution Center.   縣府財政局同時表示，由於金門縣無法「立法」，無法強制業者受理消費者使用感恩回饋券，係以鼓勵方式，鼓勵業者受理消費者使用感恩回饋券。   The Finance Bureau also added that, since the county cannot make it a law to force all businesses to accept consumers' payments made with these vouchers, they can only "encourage" businesses to accept these vouchers from consumers. 　 本次清明節感恩回饋券發放作業，總動員人力754人、發放所595人、作業中心及警力159人，總計1508人。   754 people were mobilized(7) to operate the issuance of the Tomb Sweeping Day Commemorative Vouchers.  595 workers were deployed(8) at the issuing stations.  The personnel running the operations center and from the police force added another 159.  The manpower used was 1,508 people in total.  解說   ■1. overjoy-(vt)使狂喜。指高興已極。be overjoyed with(at)，指為～而極度高興或狂喜。   ■2. first-ever-(adj.)破天荒第一次。   ■3. give regard to-向～致意。   ■4. resolution-(n)決議。reach(pass) the resolution to V就是「達成決議」或「通過決議」。   ■5. outlet-(n)銷路、商店、商行。   ■6. denomination-(n)貨幣的面額。   ■7. mobilize-(vt.)動員、調動。   ■8. deploy-(vi.)部署、展開。 資料來源：金門縣政府 

  Located at the entrance of Gugang village, Gugang Lake is a semi-artificial and semi-natural lake.(1)  On the banks of the lake, willow(2) trees sink in the water and dance with the wind.  In the central area there is a classically old-fashioned tower dipping(3) in the lake.  The surroundings here can inevitably(4) attract lovers to rendezvous(5) for a romantic date.  The tower was built in 1964 and is a three-story building, measuring 147 square meters in area.  From the top of Gugang Tower, the surrounding scenery is relaxing and to everybody's liking.(6)   古崗湖位於古崗村的村口，是一座半人工、半天然的湖泊。湖岸柳樹迎風搖曳、垂入湖心，湖區並有一棟古意盎然的古崗樓與湖水相伴，處處都是情侶約會談心的好地方。古崗樓建於民國53年（西元1964年），樓高三層，佔地約有147平方公尺。登上古崗樓俯視四周美景，讓人心曠神怡。   Han-Ying-Yun-Gen Inscribed(7) Rock is located on Siantai Hill (originally called Donghong Hill) south of the Gugang Lake.  It's a third-class national historic relic.  It's a historic relic dated back to Lu-King of the Ming dynasty.  During the Ming dynasty, Emperor Lu wrote the four characters "Han-Ying-Yun-Gen" and had them carved on the rock.  But the original rock collapsed(8) and the "Gen" of the four big characters was cracked,(9) leaving the other three characters on the ground with the rock.  In 1970, Kinmen County Government placed a facsimile(10) of the original words on another rock, which is now placed on the side opposite from the original one.   位於古崗湖南側的獻臺山（舊名東紅山）上，有一座「漢影雲根」碣石，為三級古蹟。明朝魯王在碣石上題刻「漢影雲根」四個大字；但原碣石已經崩落，四個大字中的「根」字已不見，只留下「漢影雲」三個大字倒立地上。民國59年（西元1970年）金門縣政府在真跡碣石的對面，模仿拓印相同字跡在另一塊巨石上。 *******************************************   Tourist:  Wow!  The surrounding scenery is just amazing.  Surrounding us are hills, a lake, and a tower.  Walking on the pathway, I feel nothing but peacefulness.    遊客：哇！這裡的風景好悠美，有山、有湖、還有樓；走在步道上，就感覺好悠閒哦。   Tour Guide:  I have the same feeling, too.  I feel like I have been placed in a painting.   導遊：是呀！彷彿走進畫裡的感覺。   Tourist:  Yes, but is the lake a natural one?   遊客：嗯！但是這個湖是天然的嗎？   Tour Guide:  Not exactly.  This is a semi-natural and semi-artificial lake.  It's said that the lake was dug in 1963 by  the soldiers using "washbasins."(11)  Therefore, the lake is also called "washbasin lake."   導遊：不完全是。這是半天然、半人工的湖。據說這個湖是民國五十二年（西元1963年）由當地阿兵哥用『臉盆』挖的，所以這個湖也叫做『臉盆湖』。   Tourist:  That's really funny.  Can I participate in recreational activities in the water?   遊客：真有意思。湖面可以從事什麼休閒活動嗎？   Tour Guide:  Recreational activities like swan boats were permitted before, but for the sake of safety and lack of management, they have been suspended(12) now.  Still you can see some soldiers or villagers fishing by the lake.   導遊：以前可以踩踩天鵝船，不過因缺乏管理，且為了安全起見，已經停止了這項活動。現在有些居民或軍人會在湖邊垂釣。   Tourist:  Is swimming permitted?   遊客：可以游泳嗎？   Tour Guide:  No swimming is permitted.  Since we have plenty of time to hang around, you can climb up Gugang   Tower to view the beautiful scenery form the top.  Gugang Tower is a classic old-fashioned building.  It used to be one of the recreation resorts for the late President Chiang Jin-guo.   導遊：不行。這裡是禁止游泳的。我們有充分的時間在這兒停留，你可以登上古崗樓遠眺美景，而且古崗樓非常典雅，也是先總統蔣經國先生來金門巡視的休憩場所之一。   Tourist:  I will go in a couple of minutes.  By the way, is the lake only for sightseeing or does it have other functions?   遊客：我待會兒就上去看看。此外，這個湖是僅供欣賞用嗎？還是具有其他功能呢？   Tour Guide:  Besides sightseeing, the lake has the added function of water supply for the villagers of Gugang.   導遊：嗯，除了供休閒遊憩之外，還有另一個附帶的功能是供應古崗地區居民的民生用水。   Tourist:  It's really a multi-functional lake.   遊客：真是個多功能的湖。（二十五） *******************************************   ■1. semi-(prefix)用以表達「半」或「部分的」。例如文中的semi-artificial，就是「半人工」的意思。   ■2. willow-(n)柳、柳樹。   ■3. dip-(vt.)浸入水中，伸入～。此處指古塔佇立於湖畔彷，自遠處看就彿浸在水中一般。   ■4. inevitably-(adv)無可避免的；必然的。   ■5. rendezvous-(vt.)在指定地點約會、會面。亦可當名詞，用以描述太空梭、太空船或海軍船艦的會合。   ■6. liking-(n)喜愛、喜好。have a liking for～，指喜愛～。   ■7. inscribe-(vt.)雕、刻；題寫。inscribed rock指題有文字的勒石。   ■8. collapse-(vi.)倒塌，崩潰，瓦解。   ■9. crack-(vt.)使爆裂、使破裂。   ■10. facsimile-(n)摹本。亦指平日常用的「傳真」。而平常泛稱的Fax，事實上是從facsimile取其第一音節，並簡化而來。   ■11. washbasin-(n)臉盆。   ■12. suspend-(vt.)使暫停、使中止。 ******************************************* 資料來源：金門縣政府     原書作者：陳建民、漢貴恩
